Coast Guard study ends Feb. 28,

Bridges along Broward County's Intracoastil
Waterway are on a new operating schedule, opening twice
each hour as part of a three-month study by the Seventh
U.S. Coast Guard District that seeks to improve traffic fol
both motorists and boaters.
The study began Dec. 1 and will end at 8 p.m. on Feb.

Openings are staggered to facilitate the movement o.t
vessels from bridge to bridge. Bridge openings on the
hour and half-hour take place at Atlantic Boulevaid.
Commercial Boulevard, East Sunrise Boulevard.
Southeast 17th Street Causeway, Dania Beach Boulevard
and Hollywood Boulevard.
Openings on the quarter and three-quarter hour
occur at Northeast 14th Street, Oakland Park Boulevaid.
East Las Olas Boulevard, Sheridan Street and Hallandale
Beach Boulevard.
Barry Dragon, chief of bridge operations section for
the Seventh Coast Guard District, said the test is being
performed at the request of various Broward County pub-
lic officials.
Prior to the study, the bridges operated on different
schedules. Some had openings on the quarter and three-
quarter hour. Others opened on the half hour and on the
hour, Dragon said.
Because of concerns about overburdened roadways,
the new schedule is expected to give motorists an oppor-
tunity to plan their route, to avoid being caught by a
bridge opening, he said.

"We're trying to assist in improving transportation, all
modes of transportation," Dragon said.
Once the study is completed, the Coast Guard will go
through a process that could take up to a year or longer to
determine whether the operating schedule should be made
permanent. If the new schedule poses any safety concerns,
the trial could be canceled, he said.
Comments are being taken from the public through


Industries Association of South Florida, is encouraging
boaters to respond.
"The comments that we have received have generally
been negative, so far, and we encourage people to express
their opinions in writing to the Coast Guard," Herhold
said.
The association is wary about the Coast Guard's
attempt to regulate bridge openings on a timed schedule


March 15.

The Marine Industries Association of South Florida has
teamed up with WorkForce One to better identify vacant
boating-related jobs in 2005, and to find and train job appli-
cants for those positions.
"It's a big task, but it's the perfect partnership to make
it work," said Donna McBride, workforce coordinator.
A two-year-old MIASF workforce-needs assessment
study identified nearly 500 unfilled jobs in the industry. It's
estimated that the year 2005 could see as many as 2,000
empty positions.
"I like to think that we have now created a central port-
hole that will make it easier to match the job with the
prospective applicant," said McBride whose task is to work
with employers and match potential job applicants.
WorkForce One is Florida's state-sponsored employ-
ment agency. State funds are used to locate qualified candi-
dates and to train them to find suitable positions.
The state has listed filling marine industry jobs as one


of its top priorities in Broward County because of its grow-
ing influence on the economy. An estimated 109,000 jobs
are linked to boating in Broward, with an annual growth rate
of 13.5 percent. The marine industry pumps $8.8 billion into
the South Florida economy including paychecks for many
households.
"I look forward to focusing on correcting the depletion
of quality employees available to the marine industry," said
McBride, a life-long boater. If South Florida fails at training
potential employees, "we will lose jobs to other areas of the
state and nation," she said.
McBride spent 15 years operating charter services for
megayachts before opening her own business, American
Yacht Institute of Fort Lauderdale, in 1996. The school was
the first hospitality facility in the U.S. to specialize in train-
ing marine workers, from captains of megayachts to stew-
ards. She sold the school in 2002.

Public asked to comment on Broward's proposed boat facility plan

The public still has time to submit comments that could
affect a revised draft of a plan designating where boat facil-
ities can go in Broward County.
On Jan: 21 a draft of the Broward Facility Siting Plan is
scheduled to be posted on the Broward County
Environmental Protection Department's website. Comments
taken through Jan. 7 will be considered by the agency when
updating the plan.
The BFSP is required by the state as part of an overall
manatee protection plan. The Broward County
Environmental Protection Department held its first work-
shop for the public in March, when officials talked about the
draft and went over the pieces of data required by the state.
A second meeting was held in December to introduce
more information about how the criteria and analysis was
developed, said Pam Fletcher, a natural resource specialist
with the Broward County Environmental Protection
Department's Biological Resources Division.
A third public workshop is tentatively scheduled for
April 12. If there is enough interest, another workshop could
be held, she said.
Elements of the plan include boat speed, safety zones,
education and awareness relating to manatees.
The countywide plan is for development of boat facili-


ties including docks, piers, dry storage areas, marinas and
boat ramps. The plan intends to specify preferred locations
for development based on evaluation of natural resources,
manatee protection needs, and recreation and economic
demands, according to the agency's website.

The agency is also accepting letters. Mail can be sent to


the Broward County Environmental Protection Department,
Biological Resources Division, 218 SW First Ave., Fort
Lauderdale, FL 33301.
"We do ask that the comments have a direct relationship
with the plan," Fletcher said. "We are asking people to com-
ment with either background or justification, then state what
they would like as a specific outcome."
The Broward Environmental Protection Department's
website, at www.broward.org/bri0060 l.htm, is updated peri-
odically with new information, she said.
John Sprague, legislative and governmental affairs com-
mittee chairman for the Marine Industries Association of
Florida, is closely watching the plan's developments.
Sprague expressed concerns that the general public will
not get additional waterfront access due to the manatee issue.
"Even though Broward County does not have a high
manatee mortality rate, there are very few areas left to build
commercial developments," Sprague said.
The plan affects the availability of waterfront access,
from slips at marinas to public launching ramps, he said.
The result could drive up the price of dockage and affect
future boat sales, he said.
"When supply is short, demand is high," he said. "It
could affect future boat sales, which in turn will affect boat
manufacturers. People who want to buy a boat won't have a
place to either launch it or dock it."

Although they're commonly called peacock bass, the
fish in question are not bass at all but then they're not

strike a lure more violently. Bass bite most readily early and
late in the day but take siestas when the temperature rises.
Peacocks feed actively through the day, no matter how hot
the weather.
Zaremba has fished for peacock since they were import-
ed from South America to gobble up spotted tilapia, which
jusi about infested canals in Miami-Dade County.
That was in the 1980s. The peacock flourished, creating
a superb regional sport fishery that now includes canals and
connected lakes in Broward and southern Palm Beach coun-
ties. Zaremba concentrates on Miami-Dade, where the fish
are most abundant.
Other guides can find them, but only Zaremba makes a
fulltime specialty of the peacock. He's on the water 260 to
275 days a year, so he knows who the fish are and where
they live as well as your regular mail carrier knows the same
stuff about your neighborhood.
The fish don't have to give Zaremba a change-of-
address notice when they move, but it doesn't matter. He

A Hollywood canal reveals tarpon and a little-known boat ramp

You know fishing's pretty
good on the C-10 canal in
Hollywood, because it said so
right here in the October edition,
and if that weren't true someone
like Don Duffy would holler,
"Gotcha!"
Instead, Duffy offered to
show me the C-10 I hadn't seen.
It's also called the Hollywood
Arnold Markowitz Canal. Duffy calls it home. Here,
come with us. The fishing's as good as I thought, the boat
ride a treat.
Duffy confirmed what I had figured out and reported
before: The part of the canal I knew by canoe Sheridan
Street to the Dania Cutoff Canal is populated by tar-
pon, snook and barracuda, feeding on mullet and needle-
fish, especially between Sheridan and Stirling Road.
Duffy showed me a semi-secret single-boat launching
ramp, dock included. He demonstrated that fishing's also
good south of Sheridan to Hollywood Boulevard, and ver-
ified my belief that tarpon and snook dwell very well in an
under-fished, overgrown spur that runs west to a golf
course where Don took a snook.
The snook took him by surprise. It happens, even in
places as familiar as this one is to Duffy.
"I grew up on this water," he said as we started out,
and soon stopped his flats skiff at his mother's dock.
Ma Duffy sat on the bulkhead and did an oral history
about how the neighborhood was remote and streetless
- when she bought the house before it was built, back in
1955. The area was mostly sod fields and cow pasture.
Parts of the canal hadn't been dug yet.
On this water, Don morphed into a merman. He works
under the surface as Duffy's Diving Service, performer of
complete underwater maintenance props, shafts, bot-
toms, all that. He's down there so much that one of these
days a school of fish may award him an honorary degree.
As we headed north toward Sheridan, every fish I see
from Duffy's deck waved its fins, presumably at him.
Later, we would cruise and fish as far south of Sheridan
as we can a bit more than a mile and a quarter before the
canal becomes unbeatable at Hollywood Boulevard, in Stan

This part of the trip reminded us that snook hang out
in the shadows of docks, where I brought two to the boat.
A standard method of catching them around docks is to
fish at night when outdoor lighting attracts baitfish and
snook ambush them from the shadows.
You won't catch as many there in daylight, but move
slowly, keep casting and persistence should pay off.
In that section of the canal, finger channels bring
waterfront living close to the shoulders of 1-95, on residen-
tial streets named for presidents and Civil War generals.
Between Taft and Sheridan, where the canal follows
North 28th Avenue, Duffy usually begins sighting tarpon
in the 10 to 20-pound range.
Almost every house has a dock, with boats at most of
the docks.
Plenty are 25-footers and longer, but few are tall, with
good cause.
"Large boats have to wait for low tide to get under
Sheridan," Don said as we approached the overpass there.
We motor under it and pause at a finger channel along
the next street, Bruce Terrace. First time I was there, I saw

Canal, whose main stream, a mile and
a half away, flows north and south
between Hollywood Boulevard and the
Dania Cutoff Canal. This is little boat
water ideal for canoes, kayaks, bass
boats and Duffy's flats skiff.




a tarpon roll at the surface but couldn't get it to strike a
lure. Instead, I hooked barracudas.
Duffy said that's a good area to look for snook, too,
although they are unlikely to be big. "Most are going to be
16 to 20 inches. I've seen some 36, 38-inch snook in here
but they're far and in between."
I noticed a current wrapping around a point of land
and flung my lure into it, a must-do-it tactic. Duffy
shrugged it off.
"I don't concentrate much on moving water because a
lot of the fish here are residential fish," he said. "They
don't move a whole lot maybe 100 yards, 200 yards."
Half a mile north of Sheridan he turned west, into the
spur. It's a straight canal, but our way was made twisty by
mangrove branches reaching over the water. That gives
the place a jungly, isolated ambience, something like a
saltwater creek in the Everglades except that it flows
through the big, busy Oakwood Plaza shopping center,
then beneath 1-95 and a railroad bridge.
At the tracks, the bottom is piled with hefty rocks that
tumbled into the channel when they were dumped to sta-
bilize the banks. Duffy had to tilt his outboard to clear
them, even though the tide was more than halfway to high.

Until the passing of my parents a few
years ago, New Year's Day was a major cel-
ebration in the Ercolin household. During
the festive get-together, good friends joined
us in the consumption of good foods.
Of course, this included a decent serv-
ing of hog jowls and black-eyed peas, which
many southern folk believe have to be eaten
in order to have good luck for the rest of the
year. After all, you don't want to take any
chances when it comes to luck, do you?
Food, often the focal point of festive
occasions, also takes on critical importance
at sea. Planning food stores for voyages has
been the responsibility of captains and their
staff for as long as boats have traveled fur-
ther than a few hours offshore.
Nothing has really changed and the
issue may have become even more com-
plex, since those who now voyage out to sea
have developed a more sophisticated palate.
Landlubbers might wonder what all
the concern is about. After all, can't the
people on a boat just throw down a net and
catch something edible?
Ah, if only that were true.
The fact is, most of the time a long
voyage on a vessel is akin to purposely put-
ting yourself on a desert island. Throwing a
net in the sea is no guarantee you'll ever get
anything worth eating. Plus there's always
the concem ~f' h.ri !nm reidil, ail:lrle -.
fresh water. So, if you \\ant food and drink
on a boat, you had better plan to bring it
with you.
Indeed, anyone who has ever seen the
Hitchcock movie "Lifeboat" should appre-
ciate how tenuous supplies can get while at
sea. And, speaking of food and lifeboats,
one case a first-year law student usually
studies is the 19th century situation of an
unfortunate merchant crew lost in a lifeboat.

They eventually ate their cabin boy.
That event inspired the famous play-
wright and barrister Sir William S. Gilbert
to write his humorous poem, "The Yam of
the Nancy Bell" where a sailor explains
how he ended up eating all his crewmates
after a shipwreck. ("SURVIVOR" appli-
cants should take note).
Of course, the average person on a
modem voyage generally does not have to
worry about such extremes. But it does
show that there are resource limitations
when you're on a ship. As you might guess,
there are a few legal considerations regard-
ing food on a vessel.
In the 19th century, there actually were
rules specifying how many gallons of water
per day should be provided to passengers
and crew on merchant ships, along with
similar provisos regarding food. But, as a
practical matter, modem preservation tech-
niques have made many of these issues
something of an anachronism.
Though my personal experiences deal-
ing with shipboard meals (particularly on
cruise ships), as both a crewmember and a
passenger have been positive for the most
part, problems can occur.
U.S. maritime law requires that nutri-
tious meals be provided to crews and pas-
sengers. I caution against reading too
much into this as far as your personal
dietary desires or restrictions. Mostly, it
means no one should be allowed to starve
for lack of food, or get really sick on the
food served, which can happen even in
the best situations.
If food poisoning strikes a vessel's
crew, a ship and its owners can be held
liable depending on the facts of the case.
However, victims of food poisoning are not
likely to see much in the way of compensa-
tory damages through the legal system.

Roll over founding fathers: Sailors have

a right to hold annual sailboat race


To the Editor:
The Bush administration's attempted prosecution of the
organizers of the Conch Republic sailboat regatta in Key
West is an example of the very worst kind of heavy-handed,
willful, and vindictive governmental abuse one can imagine.
The two sailors who organized this formerly friendly race
have been put through hell, facing a possible federal sen-
tence of 15 years in prison.
The charges filed against them were specious and
trumped up: The idea of them acting illegally as an unregis-
tered travel agency in the process of organizing a sailboat
race is a stretch of reason beyond comprehension.
By nature ocean sailors are an independent lot. We are
comfortable plotting our own course in the briny deep, to seek
out foreign ports. We savor the thrill and challenge of such
pursuit. To be made a criminal for voyaging anywhere on this
blue planet smacks only of tyranny and abuse of power.
Mr. Bush's recent "proclamation" ordering arrest,

confiscation and public sale of a sailboat on the
"suspicion" that it "may" travel in Cuban waters is fur-
ther proof of just how far this nonsense has gone. When
we allow the reason of law to be warped in such pervert-
ed ways, we unravel the very fabric of the republic and
invite more willful abuse of granted authority. Only from
the minds of clever and cunning lawyers does such
malarkey emanate.
Such repression should be repudiated in the strongest
terms. To do otherwise is to empower the Beast who would
steal all our liberties, and move us even closer to an
Orwellian world.

Heavy compensation not likely in shipboard food poisoning

Essentially though, legal counsel should be consulted as soon
after the incident as possible, and with all available records.
When it comes to dietary restrictions, allergies, and med-
ical nutritional needs, the best way to handle such matters if
you're traveling by boat is the same way those good old fash-
ioned captains used to do plan your voyage.
Contact the ship or its company headquarters in advance
to advise them of any dietary restrictions or needs well in
advance of any trip (even crew might consider this). Get a
meal itinerary confirmed in writing to hopefully prevent
future misunderstandings or conflicts.
Indeed, these provisions might be required in the fine
print of a ticket or contract. Either way, I believe it's good


advice for the diet-challenged. After all, you want your trav-
els at sea to be pleasant with the best meals possible under the
circumstances.
By the way, in the unlikely event your ship ever runs out
of food, I can tell you after studying the outcome of certain
cases that consuming the cabin boy is not a good option.
And if you're traveling by sea on New Year's Day and
you can't arrange a hog jowls and black-eyed peas meal, all
I can say as a good southerner is, "Best of luck, anyway!"

Fish-crowded C-10 canal boasts semi-secret boat launching ramp


and heard their belly-flop splashdowns behind us.
Next, we passed beside the northern edge of
Topeekeegee Yugnee Park, commonly called T.Y., named
after a certain Indian, the chief (ha!) reason being that "e"
is the most-often used letter in the English language.
Long ago in India, there was an important nationalist
politician named Chakravarti Rajagopalachari, better
known as C.R.
Now we approached a corrugated culvert on North
Park Road. The spur is tidal there, but Don took his skiff's
poling platform and stern light through it at idle speed
with a few inches to spare.
Finally we entered the waters of Emerald Hills
Country Club. The canal widens there. On the left bank
are apartment buildings, on the right fairways and greens
Sand, yes, golfers. In the distance ahead, we saw a tarpon
leap and splash down.
I was fishing with plugs. Don selected a white soft
plastic minnow, molded nearly as flat as pita bread. He
pushed a size 2/0 saltwater hook.into it, eye first, starting
in mid-body at the belly edge. He worked the shank
toward the nose of the lure carefully to avoid poking
through the sides.
When the eye of the hook came out at the nose of the
lure, Don straightened the rig, leaving the point and bend


of the hook exposed. He flipped it toward the edge of an
overhanging mangrove and let his attention drift.
When you're not getting any bites that sometimes
helps, but he didn't do it on purpose. Don's light spinning
rod bent double, vibrated, dipped under the boat, came
back, straightened, doubled over again.
"I was watching a mullet and didn't see him," he said.
"He was there, and he just came up to take it."
On deck at last, the fish measured 23 inches-three
inches short of keeper size. Don put it back in the water,
cradling it gently in one hand until it recovered from stress
and swam away.
He had fished in the golf course before, but never saw
snook there. He expected tarpon, and we'd seen one jump-
ing about'100 yards away, but none rose to our lures. I
wasn't surprised to see thesnook. Both species feed on
mullet. Anywhere mullet go. the\ go too.
We could have gone about half a mile more to North
46th Avenue, where a flood control gate blocks the way,
but we turned back because we still had the southern sec-
tion of the main canal to cover. Anyway, Don said, if we
continued through the golf course we would pass close to
a tee. He hesitated to risk getting in the way of an errant
drive.
He pointed out a security man, driving a golf cart. I
wondered if he would try to run us off. Don said they're
not private property cranks here:


"The truth of the matter is they're worried about your
getting hit on the head with a golf ball."
I don't know what the rules of golf say to do about
that. I guess I'd ask the golfer if he wants the ball back or
he'd rather play it as it lies.

Up close
There's a good single-boat launching ramp with a
floating dock in an almost hidden location south of
Taft Street, west of 1-95 and the railway tracks.
From 1-95, take the Sheridan Street exit and turn
east. One short block east of the highway is a right turn
onto North 28th Avenue. Go there, drive south to Taft
and turn right, under 1-95. Cross the tracks on Taft.
Look for Rotary Park on the left and turn south there
to the ramp.
A canoe or kayak can be launched from Stan
Goldman Memorial Park (between Hollywood
Boulevard and Johnson Street), but the launch site is
alongside a bicycle path, about a quarter-mile hike
from the parking lot.
The NOAA small craft chart for the Intracoastal
Waterway from West Palm Beach to Miami has an
inset with the main leg of the canal. A better choice for
the entire layout is Rand McNally's Fort Lauderdale
Metro city map

"Our concerns have to do with the various speeds that
vessels may travel, tide conditions and lack of room for
maneuvering, particularly for sailboats when waiting for the
scheduled bridge opening," Herhold said.
"For the most part, Broward bridges open on demand,"
he said. "While we can see some needs for rush hour clo-
sures, the MIASF thinks this is a situation where one size
fits all will prove out during the study period to not be a
good idea."
The association wants a free flow of boating traffic,
without long delays for vehicular traffic, Herhold said.
"One thing that has been brought to our attention by a
bridgetender friend of MIASF is the high number of unnec-
essary openings requested by some boaters," Herhold said.
"It is important that boaters lower antennas, outriggers, etc.,
rather than request unnecessary openings."
The Seventh Coast Guard District manages some 6,000
bridges in Florida, Georgia and South Carolina. A similar,
90-day study of bridge openings was conducted in Palm
Beach County two years ago. The schedule was made per-

became involved with the group's Captain Club, a market-
ing effort to welcome mega yacht captains visiting Fort
Lauderdale.
"I realized that if something wasn't done to support the
staffing needs of this growing aspect of the marine industry,
we would lose these big ships to other areas," she said.
Taking advantage of a WorkForce One grant last year,
the MIASF hired McBride to coordinate the employment
effort. "A mechanic may possess some basic skills, but there
may be specialized needs for that worker in the boating busi-
ness and we have to understand them so the right applicant
can be found or properly trained," she said. "You can't put
an untrained carpenter on a $20 million yacht."
In the first two months after taking on the job, McBride
listed 50 job openings turned over to WorkForce One to be
filled. She has a goal of at least 500 jobs to list in the com-
ing year.
McBride also is networking with the Broward County
School's magnet programs to encourage young students to
consider careers in the marine industry.
Kelly Allen, WorkForce One marketing manager, said
the state agency is excited about the prospects of the MIASF
program because "it has been our goal to work with employ-
ers so that we have a better understanding of the jobs out
there that need to be filled."
Allen said the grant to the MIASF to fund McBride's
position could be renewed in a year if "we see things are
working in a positive way."
She said that WorkForce One has a priority of finding
jobs in the local region because "if we don't have a good
working relationship with employers, then we will have no
place to send job applicants who come to our officers look-
ing for work."

bridges on a schedule that the boaters can easily follow,"
he said.
There are no curfews, meaning the schedule is the same
every day, all day and all night, he said.
"The downside is if you are traveling by boat up or
down the Intracoastal, it takes longer to make the trip,"
Dragon said.
John Sprague, legislative and governmental affairs com-
mittee chairman for the Marine Industries Association of
Palm Beach County and Marine Industries Association of
Florida, said the new operating schedule for Palm Beach
County has drawn some criticism.
"We've had some gripes. Some boats maneuver well.
Some don't. Sometimes there are stacks of boats waiting for
the bridge to open. Whereas before, you might have had
only one or two boats."
He said the solution isn't in testing and creating new
operating schedules. The bridges need to be built higher so
there will be fewer openings, Sprague said.
However, many cities and counties don't want taller


bridges because of aesthetics and the use of more land for
construction, he said.
"From a statewide point of view, the Coast Guard cov-
ers the entire state of Florida," Sprague said. "There needs to
be better planning between DOT, the county governments
and the Coast Guard. We need to develop a long term plan
between all those agencies to require higher bridges."
