Boat shows a barometer for the country's economy

There are many signs marking the start of the so-called
"season" in South Florida.
The influx of snowbirds from the Northeast. Bottleneck
traffic on the roadways. A longer wait to be seated in a
restaurant. Less elbow room on the beach.
But for boaters and marine businesses, it is the Fort
Lauderdale International Boat Show that best reflects the
start of the season.
The event, now.in its 45th year, bills itself as the
world's largest in-water boat show. This year the action
takes place Oct. 28 to Nov. 1 at six locations: the Radisson
Bahia Mar Yachting Center, the Greater Fort
Lauderdale/Broward County Convention Center. Marrion
Portside Marina. ihatt Pier 66 Hotel & Marina. the Hall of
Fame and the Las Olas marinas.
"This is the big one," said P.J. Alonso, a purchaser for
Dusky Marine in Dania Beach. "It gets the ball rolling."
Dusky Marine, which specializes in sport fishing boats
up to 33 feet long, has been participating in the Fort
Lauderdale International Boat Show since the second year
- of its inception.
The show draws about 125,000 visitors, has around
1,200 vendors and 1,600 boats, from an eight feet kayak to
a 236- foot yacht, said Mary Sudasassi, a spokesperson for
Show Management, producers of the event.
This year, for the first time, organizers are introducing a
catamaran section at the Las Olas Marina site. Catamarans
from 40 to 86 feet will be on display, Sudasassi said.
Fort Lauderdale-based Show Management also pro-
duces several other local boats show including the Yacht and
Brokerage Show from Feb. 17 to 21 on the Indian Creek
waterway at Collins Avenue in Miami Beach, and the Palm
Beach Boat Show, March 17 to 20 in downtown West Palm
Beach, Sudasassi said.

There's also the Fort Lauderdale Spring Boat Show,
entering its third year, running from April 8 to 10, 2005. Last
year's show was at the Broward County Convention Center.
The 12th annual South Florida Boat Show is scheduled
June 3 to 6 at the Miami Beach Convention Center. Both the
spring and summer shows are produced by Marine
Industries Unlimited.
Meanwhile, taking place this month is the City of
Lighthouse Point-City of Pompano Beach Nautical Flea
Market, Nov. 13 to 14 at Pompano Community Park in
Pompano Beach.


Many boaters look forward to the springtime Dania
Marine Flea Market, March 31 to April 3 in Dania Beach.
The flea market is produced by Al Behrendt Enterprises
Alonso said the Fort Lauderdale International Boat
Show is the perfect barometer for how the economy of the
country is doing and how boat sales will go for the season.
"One thing very critical is the weather," he said.
"Seventy degrees and sunny equals at least $70,000 in sales
per day. The cooler is it, the more money we get. If it starts
raining, attendance drops."
Kevin Callahan, a broker at Moran Yacht & Ship in Fort
Lauderdale, said the Fort Lauderdale show is the most
important boat show in the country.

Lauderdale wet streets the setting in local author's novels

South Florida residents reading Christine Kling's mys-
tery novels might find themselves in familiar territory.
The local author, who lives on Fort Lauderdale's
New River, uses the city's wet streets as a backdrop in
her books.
"Cross Current," the second novel in her series featur-
ing a fictional female tugboat captain named Seychelle
Sullivan, was released on Sept. 28. Kling has since been on
a statewide tour promoting her latest literary work, pub-
lished by Ballantine Books.
Upcoming stops will include a signing, 1 to 3 p.m. on
Nov. 6 at Walden Books in the Galleria Mall in Fort
Lauderdale. Kling will also appear at a panel discussion with
two other Florida authors, 5 to 6 p.m. on Nov. 13 at the
Miami Book Fair in downtown Miami.
The New River has provided plenty of inspiration for the
series. Fort Lauderdale plays a large role in "Cross Current,"
with a small portion of the story spent in the Bahamas, said
Kling, who has always found the area's waterfront to be a
fascinating place.
"There's a juxtaposition of the rich, the super rich and
the working class people who work on the boats," said Kling,
who has a masters degree in creative writing from Florida
International University.
"I knew I wanted to make her work on a boat," Kling

said of her novel's heroine. "I have lived aboard
boats on the Intracoastal and tied up on the New
River. I always liked to watch the tugs."
In "Cross Current," Sullivan becomes
involved in solving a mystery when she finds
a traumatized Haitian girl clinging to a sub-
merged boat.
The Downtowner Saloon and the now-
closed Tugboat Annie's are some of the
places that make appearances in the book.
So does St. Bart's, a cafe on the beach.
"This character could only be in Fort
Lauderdale," Kling said. "We have these boatyards
up river. Whole businesses have sprung up where tugs have
to tow these mega-yachts up the New River to these yards."
To get a realistic depiction, Kling based the vessel in her


series on the tugboat, Hero, built by Red Koch. "Cross
Current" is dedicated to his memory.
Kling had admired Hero and contacted Koch in the early
1990s to do research.
"The tugboat in my book is based on his boat," she said.
Kling intends to keep writing more novels on Sullivan
and her tugboat. The heroine, Seychelle, was named after a
group of islands in the Indian Ocean, she said.
Her first book featuring Sullivan, "Surface
Tension," was published in November,
2002. A third novel in the series, "Bitter
End'" is due in the fall, 2005, Kling said.
She has also contracted with Ballantine
for a fourth book involving Sullivan. In
between writing, Kling is a magnet coordina-
tor for Broward County Public Schools.
Although Fort Lauderdale and Hollywood
have been her home for the past 21 years, her
love of the water and boating didn't start when
she moved to South Florida.
Raised in Southern California, Kling
describes herself as a beach kid who briefly surfed.
She got her first boat, an eight-foot Sabot
while attending the University of California at
Irvine in the mid-1970s. "Sabot is the Dutch word

Favorite fishing spot is where other people go to shop

My newest favorite fishing
place chosen for challenge,
potential and odd location as much
as for productivity is a
Hollywood canal, called C-10, that
serves mainly as a feeder road for
the main boating drag known as the
Dania Cut-Off canal. C-10 runs
about three miles south and north
between the Cut-Off in Dania
Beach and the Sunset Golf Course Arnold Markowitz
near Johnson Street in Hollywood.
The best part runs through and alongside the big, busy
Oakwood Plaza shopping center, where it's hidden by a
mangrove mini-wilderness you'll scarcely notice at street
level where a careful driver shouldn't notice it.
The C-10 also lies within a few blocks east of 1-95,
which crosses the canal halfway between the Sheridan and
Stirling interchanges, the boundaries of Oakwood Plaza.
That's where I first saw the canal, and Where I began
scouting it. From 1-95 it goes a mile and a half west, past
T.Y. Park where freshwater fish abide and deep into the
Emerald Hills Country Club. From bridges on streets cross-
ing the water, I saw oscars in the swim, justifying an infer-
ence that largemouth bass and possibly peacock also abide
there. I got a couple of half-strikes on a plastic worm.
Also present upland are schools of mullet, the prey of
snook and tarpon. If you don't see them swimming, watch
for one to leap into the sky..
Nobody knows why mullet jump. My theory is that it's
.a holler for help the mullet signaling me to interrupt a
predator that's after him. If the leap takes place within my
reach, I toss a lure over there. Once in a while I hook some-
thing, maybe a fish or maybe a stick on the bottom, con-
vincing myself that my goofy idea is correct. We see that
sort of thing in politics sometimes, don't we?
If you launch a boat on or near the Dania Cut-Off, you
can follow the C-10 all the way south to its finger channels
in a residential area of mid-Hollywood. The other end, north
of Stirling Road in Dania Beach, features boatyards along
the banks, except for a residential neighborhood with a
waterside park along North est 14th Way.

Sheridan Street, the Oakwood Plaza area, has mangroves
along both sides. There's the best scenery for fishing, but I
saw feeding and splash rings along the whole route.
My first exploration of the C-10, done onshore, led me
through the shopping center to a parking lot behind the
Hollywood Ale House restaurant. There I found signs
announcing it was a mitigation area (developers had to pay
to plant mangroves in exchange for tearing up the territory)
and requesting that the mangroves not be disturbed. Then I
found a narrow path down to the water. At the bottom, some-
one had left a dark green Adirondack chair. It looks kept, not
abandoned.
In the shallows there, I saw skinny light green needle-
fish. In deeper water, discolored by tannic acid released from
the mangroves, a flash of silvery white appeared at the sur-
face a snook, I guessed. This was sufficient evidence of
fishability to start the hard part: a search for access to the
water. The slope with the chair is too steep for single-hand-
ing my 60-pound aluminum canoe.
Street maps are good guides to canals too far inland to
rate detail on marine charts. I've found that Rand McNally
presents the canals better than any other cartographer. The
Fort Lauderdale Metro edition showed me that the east-west
leg of the C-10 runs past T.Y. Park, where I went searching
for a place to put the canoe in the water. There wasn't any. I
should have known, but not every little boy's parents take
him to T.Y. Mine never did. I don't hold a grudge, though,
because we lived in New Jersey.
A street map won't show you a high fence that blocks
access, or a lock like the one on 46th Avenue, or tell you the
clearance under a road-level bridge or mention where the
canal bank has a gradual slope of dirt or grass instead of a
sheer sidewall of rock. The map doesn't say where signs say
"No trespassing" and which ones you can get away with
ignoring. You have to drive around and find out that stuff
yourself.
Driving gets expensive these days. After 25 miles of
running gas through the pickup at two-plus bucks a gallon, I
found an acceptable launch site very near where I'd begun
looking, on the main canal just off Sheridan.

Finders may

be weepers

Now that we've gone a few weeks,
without a hurricane, it's a good time to
reflect on the outcome of recent events.
In my law practice, I've encountered sev-
eral misunderstandings that on the sur-
face might seem amusing, but could have
consequences if taken seriously.
Soon after the storms, a few folks
actually asked if they could claim some-
one else's boat as their own (including a
boat that belonged to a neighbor) if, after
finding it drifting in the water, they
pulled it to their own dock. In one case
when I didn't immediately agree, I was
treated to that eloquent legal quote,
"Well, isn't it, finders keepers, losers
weepers?"
As persuasive as that may sound,
such a case is actually far more compli-
cated andcould end with the "finder"
becoming the "weeper."
To take a boat in such a manner is
best described as a salvage situation.
Since salvage falls under the auspices of
the federal courts, the would-be salvor
can incur some significant responsibili-
ties.
Salvage has been best defined as the
voluntary rendering of assistance to a
maritime property from a maritime peril,
for which the property benefited. Those
rendering service may seek an a\ ard for
their efforts.
By that description,. it would seem
the beneficent neighbor who pulls in a
drifting boat would be performing an act
of salvage. But, the question becomes,
what is the actual value of this act and
how can an award be enforced?
The fact is, in order to enforce a lien
in salvage especially if the would-be
salvor wishes to take clear title to the ves-
sel is through the auspices of the fed-

This means a bond must be posted
with the U.S. marshal before enforce-
ment can take place. A towing service is
needed. In addition, a substitute custodi-
an with a dock insured to keep vessels for
this purpose must be found to hold the
boat until its owner posts bond or the
vessel is sold at auction. And legal coun-
sel is needed to coordinate the process
and deal with litigation from any other
parties who might have past claims on
the vessel.
All and all, the would-be salvor is
generally looking at an investment of
more than a few thousand dollars before
enforcing a claim to a salvage award.
It would seem one should contem-
plate what the value of their salvage
award might be before any attempt is
made pursuing enforcement. The courts
tend to deal with salvage awards in a very
judicious manner not exactly a golden
road to riches for the potential collector.
The judge bases the award on many fac-
tors with the most compelling being the
effort and competence of those partici--
pating in the rescue, the actual risk to the
rescued vessel and the risk to the salvors
and their equipment. (The value of the
vessel is usually considered a lesser fac-
tor).
So it may prove rather difficult to
justify the upfront expenses to salvage a
small inexpensive vessel, or even a more
expensive one if all the person did was
pull it to a dock. Moreover, potential lia-
bilities of the salvage operation must be
considered. Let's say the rescue of the
boat does more harm than good or,
even worse, what if something happens
to create an environmental hazard during
the salvage process? These are things to

Would-be salvors might be better off

consider before one decides to become a salvor.
"But, wait!" a would-be salvor might now gasp,
"What about just a broken down hulk on a sandbar? After
all, I know it's abandoned!"
Well, first off, "abandoned" is a legal term meaning
that the owner has made affirmative statements and
actions signifying their intent to forever forego the prop-
erty.
Lost and damaged property, no matter what its age,
may not necessarily fall under the legally abandoned cat-
egory. Besides, as with any salvage, the only way to assure
clear title to a vessel is to go through the federal process
mentioned earlier.
Yes, would-be salvors, I do understand that one can
get caught up in the moment of a natural disaster. But just


maybe you should come to the rescue of your neighbor's
boat solely to perform a good deed.
After all, you might need your neighbor's help when
hurricane season comes next year and it's your boat that
gets loose!

SeaTech seeks to study the water beneath hurricanes

Florida Atlantic University's SeaTech wants to study
hurricane action under the water.
"The key to anything like this is collecting informa-
tion," said Dr. Manhar Dhanak, director of SeaTech,
FAU's Institute for Ocean and Systems Engineering.
"Too little is known about what's happening in the
water with these storms and the more we understand it, the
more we might be able to come up with answers as to how
to alter the formation and intensity of a hurricane."
According to Dhanak, several years ago the center
applied for funding for an experimental project to study
the issue.
"We were up against other competing applicants and
didn't get any funding," said Dhanak.
But with Florida having experienced a record number
of hurricanes this year, SeaTech may have a better chance
in getting funds to study the storms.
Next year marks the local facility's 40th anniversary as
one of the leading ocean engineering facilities in the nation.

It started in 1965 with 40 students at FAU's Boca
Raton campus. Today, the university's ocean engineering
program has 222 undergraduates and 40 graduate stu-
dents. There are 13 faculty members with two more to be
added next year.
The Dania Beach SeaTech facility was developed in
1999 after the U.S. Navy obtained the oceanfront facility
from private hands, and spent $12 million refurbishing it
to lease to FAU.
SeaTech has a close working and financial relation-
ship with the U.S. Navy and dozens of federal, state and
private agencies that give millions of dollars in grants to
study ocean-related issues.
One of the top priorities in recent years has been the
technical development of AUVs, autonomous underwater
vehicles. These unmanned mini-subs are packed with
high-tech monitoring equipment that can reach water
depths of 10,000 feet or more to collect all kinds of data.
When a tropical depression occurs, they can be instantly
activated to begin collecting data.
SeaTech is a leader in development of the AUVs for
military and commercial use. The devices can be pro-
grammed to monitor water temperatures, sounds, currents,
soil bases and water pressures.

They now chart the changes and damage in coral reefs
off Florida's coasts, and also help treasure hunters explor-
ing old shipwrecks.
Because of advanced technology, AUVs have shrunk-
en in size from 20 feet long to only three feet long.
The U.S. Navy, which in the past has trained dolphins to
find unexplored mines, now uses AUVs. Oil companies uti-
lize them to scope out underwater sites for drilling platforms.
SeaTech also uses AUVs to collect samples to
research how to better control boat corrosion and materi-
als in seawater.
"We can recreate in our student labs what's occurring
naturally in the ocean and monitor it over a period of time
to see what happens," Dhanak said.
As a result, improvements have been made in creat-
ing new anti-corrosion coatings, he said.
In other study areas, SeaTech is studying ways to bet-
ter design ships to increase performance. There's also
been work with health agencies to explore sponges to see
how they function.
"Our students are able to not only have classroom and
lab work, but go out to the field the ocean and work
first-hand on special projects," Dhanak said. SeaTech has
two large ships for.fieldwork.

Be it kayaking or canoeing, instructor keeps

A career in kayaking has taken Dom Coscia around the
world.
Now, he is bringing his world of experience to West
Lake Park in Hollywood.
Coscia took on the position of recreation coordinator in
May, conducting kayaking classes once a month. He also
holds instruction in canoeing and leads paddle tours.
Coscia's involvement with kayaking began as a hobby
25 years ago in Mastic Beach, Long Island, NY.
"When I was younger, I had wooden boats I would
restore:' he said. "One day I couldn't get out into the inlet
because the water was too rough. I decided to fish in the
channel."
It was there that Coscia saw a man in akayak, fishing in
a shallow area his boat couldn't access.
"He was pulling up so many fish," Coscia said. "I decid-
ed I had to check into it."
The next day he rented a kayak. A few weeks later, he
became the owner of his own craft.
Coscia's newfound interest evolved into a business after
a move to South Florida in 1990. While paddling his kayak
in the ocean, Coscia found he always drew a crowd of
onlookers.
Sensing an opportunity, he opened the Atlantic Coast
Kayak Company in Pompano Beach. The shop sold kayaks
and equipment, and offered tours and classes. Coscia led
trips to Costa Rica, Alaska, the Dominican Republic, Nova
Scotia and Belize.
He sold his company, in 2001, and then worked as a
newspaper reporter for a weekly publication in northern
Broward County.
One of his clients at Atlantic Coast Kayak was the
Broward County Parks and Recreation Division, which pur-
chased paddle craft from the store. When the county offered
a position at West Lake; Coscia said he accepted because he
wanted to get back to being outdoors.
"I just love teaching people and educating them about
paddle sports and the environment," he said. "Paddling is a
way to touch the nature around us. Hopefully, by padding,

they will learn to love nature enough to want to preserve it."
The next kayaking classes at West Lake will be held
9:30 a.m. on Nov. 7 and Dec. 18, at the park's marina. Cost
for the two-hour session is $8 per person, plus the park's reg-
ular gate fee of $1 for visitors ages 5 and older that is
charged on weekends and holidays.
Participation is limited to no more than 10 students. Pre-
registration is required and the classes are only open to those
ages 13 and older. Participants younger than 18 years old
who are taking the class on their own must have a parent or
guardian sign a liability waiver form.
The kayaking classes cover the basics. Instruction
includes the boat's design, holding and handling a paddle,
various strokes and how to turn and steer.
Some 40 minutes of instruction is on land. The remain-
der of the class has participants practicing in the lake's
lagoon, Coscia said.
Cosica also teaches basic canoeing. His next session
will be on Dec. 5. The cost and age requirements are same
as the kayaking classes.
He also conducts moonlight tours and surf kayaking
classes. The moonlight tours, using kayaks and canoes, are
for adults only and held on nights when there is a full moon
at West Lake. Upcoming tours are scheduled for Nov. 27.
Cost is $12.

Surf kayaking classes, teaching students how to use the
boats in the ocean, are held at Hollywood North Beach Park,
at 3601 N. Ocean Drive in Hollywood. The first session was
on Sept. 12. The cost was $8 per person.
A date has not been scheduled for the next class, but
will probably be in January 2005, Coscia said.
Families with children of all ages can also rent kayaks
and canoes anytime at the neighboring Anne Kolb Nature
Center, at 751 Sheridan St.
The boats hold a maximum of two adults and two small
children. Rentals are available seven days a week at the
nature center. Canoes and kayaks can be rented on weekends
and holidays from the marina at West Lake Park, at 1200
Sheridan St.
Cost is $7 for one hour or $13 for four hours, per boat.
Fees include paddles, personal flotation devices and back
support rests.
Coscia calls kayaking the easiest of all paddling sports.
The boats are very maneuverable and provide a good form
of cardiovascular exercise, he said.
Coscia believes everyone can get out on the water. In
addition to holding paddle craft lessons for the general pub-
lic, he conducts separate classes for the special needs popu-
lation, which includes paraplegics, the visually and hearing
impaired.
The classes for the general public have drawn a mix of
experienced boaters and folks who have never been in a ves-
sel of any kind, he said.
For boaters, there are benefits to kayaking, he said.
"The larger boats have to stay in the open waters," he
said. "But kayaks only need five to six inches of water to
paddle.":
,Whenhe owned his business, Coscia found a lot of boat
owners would replace their inflatables with kayaks to gain
access to remote areas.

one inflatable tender," he said. "The four kayaks can fit eight
people. One inflatable can maybe fit four"

Navigating through the middle of the city has an edgy, offbeat feeling


I didn't know it until I started scouting the C-10 seri-
ously on land. I brought the canoe partly because paddling
through the middle of the city has an edgy, offbeat feeling
that I enjoy, and there wasn't going to be much motorboat
traffic on a weekday. My 20-foot outboard bay boat isn't
good at slowpoking on narrow canals, anyway. The main C-
10 is wide enough for two-way traffic in smallish sea-going
boats, but the western leg is narrow. If your boat's small
enough to maneuver there, bring shorter fishing rods too.
My canoe and I hadn't been on the water more than a
minute when a small tarpon rolled a few yards to our left,
near the end of a well-hidden dead end street named Bruce
Terrace. I tossed out a silver and yellow lure called a SeaBee
that swims and dives. It hooked two small barracuda pretty
quickly. Soon I was so absorbed in paddling and fishing that
I drifted past the turn toward T.Y. Park without noticing.
A considerate passerby who slowed his outboard to
conversation speed confirmed my mistake.
"What do you catch here?" I asked him.
"Everything," he answered, citing his expert creden-
tials: "I've been fishing here all my life."
That qualified him as an old-timer, even though he
looked about 50. I1 suppose that if our talk had lasted longer,
he would have said I should've been there 40 years ago,
when there were so many fish in the canal that he could skip
across it on their backs without wetting his feet.

This culvert, on North Park Road at the northwest
corner of T.Y. Park in Hollywood, is as far west as you
can ride the C-10 canal in most powerboats. A canoe or
kayak gives you a mile and a half more through Emerald
Hills Country Club.
We were going in opposite directions, though, and the
only other question I had time to ask was whether "every-
thing" included freshwater fish.
"No, only salt," he called as he planed away.
That figured. Down Here, we often find saltwater fish

let swimming between fairways of golf courses. Never or
hardly ever will you see freshwater fish where the water's
too salty to call brackish. Tarpon and snook are especially
good at adapting to low-sodium environments.
By the time I finished scouting and finally launched the
canoe that day, it was 2:30 p.m. I had to be off the water at

5:30. If I had seen and taken the turn for the western leg, I
would not have had time for the longer, more diverse paddle
north to the Dania Cut-Off. That took about two hours,
including time-spent fishing, sniffing the shorelines and
other diversions. With more time to spare, I'd have given it
at least three hours. Coming back to Sheridan without
stalling took about an hour.
Now that I know where the west leg goes and how to get
on it, I'll go back again to paddle there. Water, even though
it keeps moving, is almost always there when you return,
even if the fish are not.

Marine industry awaits the season's boat shows


Moran Yacht & Ship has been participating in the event
since 1988. This year, the company will have five yachts
from 130 to 151 feet, and a 94-foot sailboat in the show,
Callahan said.
"Buyers come from all over World for this show," he
said. "The builders, the designers and most of the brokerage
companies are represented. You've got the who's who of the
yachting business."
Pasta Pantaleo, a marine artist from Hollywood, will


unveil his new line of sport fishing shirts at the show. He will
also be selling fine art prints.
The clothing line will make its debut at the event, he
said.
"Those are the people we will be selling to all year long,
and the marine distributors will be there too," he said.
Pantaleo has sold artwork at several boat shows in
South Florida. But the Fort Lauderdale International Boat
Show is the biggest.
"Anybody who's anybody in the marine business is
there," Pantaleo said.

Hooked on sailing and traveling, Kling flew to Hawaii
where she was hired to crew on an Islander 44. She married
the boat's owner and they sailed throughout the South Pacific
for two and a half years.
The couple, who later divorced, then lived in Hawaii,
California and the U.S Virgin Islands.. When Kling
became pregnant, the couple decided to settle in Fort
Lauderdale. Their son now studies film at the University
of Central Florida.
At the time they moved here, Kling said she knew


nothing of the area except the Bahia Mar, home to mystery
author John D. MacDonald's fictional Travis McGee. Kling
said she began reading MacDonald's books while sailing
the South Pacific.
"I've always been a mystery book fan," she said.
With the series, it's Kling who now has a growing base
of admirers.
"I get two to five pieces of fan mail a week," she said "I
get quite a few from men who are surprised that I know boats
as well as I do."

Habitat restoration efforts appear to be working on public islands


You could see hawks and eagles here."
The islands were made early in the 20th century,
when the Intracoastal Waterway was dug and the
dredged-out bottom ground (called spoil) was piled in the
shallows alongside.
Mangroves took hold on most, and so did Australian
pine, Brazilian pepper, Burma reed and other exotica
grown from seeds blown over from the mainland.
Some of the islands became important roosting
grounds for example Bird Key, the first island south of
the Pelican Harbor launching ramp along the JFK
Causeway. Sandspur, the biggest at 15 acres, was long
called Beer Can Island. Over time, a few others earned the
same nickname for the same reasons.
It's probably hard to find a boater who isn't glad to
have the Intracoastal, but some wish the job had been-
done more carefully. Here's one now Milano, the
DERM biologist:
"One of the studies we had done, by the University of
Miami back in the early 1980s, identified the islands in
the north bay to be a primary source of turbidity. It comes
from the impact to shorelines, like when they created the
Intracoastal or whenever man disturbed a shoreline, and
whenever there-was a storm or a boat wake.
"These fine materials would run off the spoil piles
into the water column and get re-suspended in the water
and create turbidity-cloudy water. You couldn't see the


bottom, and at the same timnsunlight wasn't_getting to
the iotto6m and seagras olit t grow. We started to sta-
bilize these eroding banks and one thing kind of led to
another. We got out there with all our equipment and put
back some of the native habitat that was lost in the early
development of Miami."

Except for weekly trash pickup,
the islands are rather passively
managed. There are no party-
pooper signs saying 'No this,
No that, Stay here, Don't go there.'

The Intracoastal was only the first dredging project to
start the erosion. Now, six causeways cross Biscayne Bay
north of the Port of Miami-itself a massive dredge-and-
fill of Dodge and Lummus Islands. In all, 40 percent of
the bay north of the Rickenbacker Causeway was
dredged, accounting for a huge amount of turbidity.
Habitat restoration certainly looks like it's working.
The north bay, once largely murky at the surface and bar-
ren on the bottom, now has many shallows rich with veg-


-litifi visible through clear-water. You'reliable to snag
some of it if you approach the islands with your engine
prop straight down, but the shallows look almost surpris-
ingly free of keel and propeller gouges, the downside of
popularity.
Milano can mention a few setbacks, such as a fire that
burned down a fine two-story chickee hut on Quayside
Island. No more of those are being made. Once in a while,
the police get to visit an island when a rave party flies out
of control, or a squatter sets up a shack and frightens peo-
ple away, but such incidents are not common.
Except for weekly trash pickup, the islands are rather

ing "No this, No that, Stay here, Don't go there."
Want some guidance anyway? Okay. Overnight
camping is discouraged. Observe a sunrise-to-sunset
schedule, although there's no attendant to run you off.
Wear shoes or sandals ashore, for not everyone is as care-
ful as you are about leaving bottle caps and broken glass
in the sand.
You may see a sign near a trash can that asks you- a
request, not an order to take your garbage back to the
mainland, or one that says "Please take nothing but pic-
tures. Leave nothing but footprints."
"Please?" What a pleasant touch.
