Two holiday boat parades compete for same night


Organizers say same day
events pose no conflict

Two parades, one night.
For the first time that anyone can remember, holiday
boat parades in southern and northern Palm Beach county
are being held on the same date.
The two processions the Holiday Boat Parade of
the Palm Beaches and the Boca Raton Holiday Boat
Parade will set-sail at 6 p.m. on Dec. 7. But organizer,
don't see a conflict.
"We're talking about an area 40 to 45 miles away,"
said Amy Tolderlund, chairperson for the Boca Raton
Holiday Boat Parade.
The Palm Beach boat parade will begin at Peanut
Island and continue north up the Intracoastal, Waterway to
Jupiter. The Boca Raton parade will travel from the C-15
Canal, on the Boca Raton-Delray Beach line, and head
south along the Intracoastal. The procession will then
make a U-turn just before the Hillsboro Bridge in Delray
Beach.
Consuelo Inestrosa, director of special events for the
Greater Boca Raton Chamber of Commerce, said the
organization picked Dec. 7 because it was the only open
Saturday in the month.
The chamber didn't want their parade to conflict \% ith
Fort Lauderdale's Winterfest, which is being held on Dec.
14, she said.
"We never compete with Fort Lauderdale," Inestrosa
said. "The only other date was Dec. 21 and that fell too
close to Christmas."
Having the parades on the same night will not affect
either event, she said.

"We do not have the same boaters," Inestrosa said.
"Most of our vessels come from southern Palm Beach
County. Many of our participants are also in the Boynton-
Delray holiday boat parade, on Dec. 6."


The 2002 theme for the chamber's procession, enter-
ing its 27th year, is "Parade into Boca's Paradise."
There is'no charge to participate, but boaters must fill out
an application and attend a mandatory captain's meeting at 6
p.m. on Dec. 3. A location will be announced, Inestrosa said.
Around 40. vessels are expected to enter the proces-
sion. For landlubbers, bleachers will be set up at Silver
Palm and Red Reef parks. Spectator boats can anchor in
Lake Boca, Lake Wyman and Lake Rogers.
Viewing sites for the Palm Beach boat parade will
include the Blue Heron Bridge, Phil Foster Park, Kelsey
Park, theNorth Palm Beach Country Club, June Park and
Bert Winters Park.
Last year, close to 50 boats participated in the proces-

The Marine Industries Association of Palm Beach
County took over organizing the parade in 1996.
Previously, the procession was handled by the City of
West Palm Beach.
When controlled by West Palm Beach, the parade
took offat Peanut Island and headed south to the Southern
Boulevard Bridge. But association officials determined
that the Intracoastal was too wide, making it hard to
appreciate the decorations on the boats, Yansura said.
After taking charge of the event, the group decided to
change the route.
The northern route affords a more narrow waterway,
where spectators can see the boats better from the shore
and hear the music on board," Yansura said.
The Marine Industries Association of Palm Beach
County has always held its parade on the first Saturday in

Dry boat storage slips spared at Miami's Crandon Park

evicting boaters

Crandon Park Marina's dry storage boat pen is
saved, its tenants now celebrating the end of over four
months of anxiety.
They won when an advisory board that oversees the
park's master plan agreed to cancel a scheduled reduction
of the 130-space stockade to 20 spaces for sailboats only.
Four speakers for the tenants' association and the
director of the Miami-Dade Parks and Recreation
Department convinced the four-member board that evict-
ing 110 boats would hurt boaters, and would not improve
the park.
Parks and Recreation administrators spoke up for ten-
ants, who organized after the department notified them at
the end of June that they had to remove their boats by
Dec. 1.


Boat owners, who knew that public and private mari-
nas were brimful with waiting backlogs as long as 18
months, loudly complained.
Frank Faragalli, assistant to parks director Vivian
Donnell Rodriguez, advised the tenants to organize and
speak with one voice. For months, they prepared their
appeal to the park advisory board, which heard them on
Nov. 12.
"We have a total of 1,400 persons on waiting lists at
our county marinas. There are very few options,"
Rodriguez told the board. Also, she said, developers have
begun taking over privately owed marinas to replace
them with waterfront condominiums.
Larry Wasserscheid, spokesman for the dry storage
tenants, told the board the situation is worse than that.
"There are zero places to put a boat near the water.
There are no marinas that have space to put a boat."
The county stood to lose more than $100,000 a year

Bahia Mar updating dockage to accommodate today's big boats


New facility to be in place
by next fall's boat show

New docks being installed at the Bahia Mar Yachting
Center in Fort Lauderdale will boost the facility's space
for larger boats.
Work on the docks began Nov. 11, shortly after the
departure of this year's Fort Lauderdale International Boat
Show, said Kevin Quirk, general manager of the Radisson
Bahia Mar Beach Resort and Yachting Center.
The project involves taking out every dock in the
marina and replacing it with a new one. Once finished, the
marina's capacity will go from 332 to 250 slips, he said.
If it sounds as if the yachting center is shrinking,
that's not the case. In this instance, less is more.'
"The reason we are decreasing number of docks is to
take in more mega-yachts," Quirk said. "We are meeting
the needs of today's market and the future market."
The new docks will allow the marina to go from its
current capability of docking 18 mega-yachts to handling
100 mega-yachts, 80 feet and up, he said.
"This marina was built in 1949," he said. "A Feadship
was 63 to 65 feet long back then. Now they are 200 to 250
feet. The market's changed."

feet and up, Quirk said.
The new docks are expected to be completed in
September, just in time for the 2003 Fort Lauderdale
International Boat Show, he said.
The yearly show, held the last weekend in October, is
a popular draw at Bahia Mar, attracting tens of thousands
of visitors. The five-day event is billed as the largest in-
water boat show in the world. Quirk said.
At prior shows, organizers couldn't fit large boats into
the marina's slips. Instead, the vessels were floated in the
" fairway, he ,said.
"The new marina will give a lot cleaner, fresher look
to the boat show," Quirk said. "The new facility will make
it even more of a world class event."
As part of the new docks projects, workers are also
installing enough electrical power at the marina for a
small city of 60,000 people, Quirk said.
"This will be enough to adequately handle the boat
show's needs," he said.
Show organizers bring in around 900 vessels. The
marina has had to run transformers down the docks for
past shows.
"Now the power will be built into the docks, he said.
"There will be clear walkways without hoses, lines or
cables."

the facility at a time so that space is always available- to
boaters. The marina expects to have 60 percent of its slips
open, he said.
Frank Herhold, executive director of the Marine
Industries Association of South Florida, complimented
officials at the resort.
"Smart move," he said. "Bahia Mar is on the cutting
edge of the need for more big boat dockage. They recog-
nize that big boats means big bucks."
Broward County, overall, suffers from a lack of space
for mega-yachts. "It's commonly accepted by those work-
ing in the marine industry with the mega-yachts that there
is a serious shortage of slips, which is particularly acute
during the fall and winter season," Herhold said.
More than 900 mega-yachts visit this area each year,
each one having an economic impact of $500,000, he said.
"Bahia Mar aims to capture a large share of that busi-
ness and they will do it," he said.
The resort's project will have an affect countywide.
"Their expansion will certainly help bring in more mega-
yacht business, not only benefiting Bahia Mar but the
community as a whole," he said.

Upcoming processions include:

The Boynton-Delray Holiday Boat Parade
The parade kicks off its 31st year at 6:30 p.m., Dec.
6. Vessels will meet south of Mile Marker 46, just west of
the Boynton Beach Inlet. The route will travel south, end-
ing at the C-15 canal.
The parade is sponsored by the Kiwanis Club of
Delray Beach Sunrise Chapter. There are no entry fees
and prizes will be awarded to the best-decorated craft.

The 31st Annual Cingular
Wireless Winterfest Boat Parade
The Nokia-sponsored parade sets sail at 6:30 p.m. on
Dec, 14.
This year's theme is "Pirates in Paradise." One of the
entries will include a replica of a pirate boat, the El Lora.
Grand marshall will be Kelly.Ripa and Mark Consuelos.
The route will travel north from Port Everglades in
Fort Lauderdale, up the Intracoastal north to Lake Santa
Barbara in Pompano Beach.
Registration is limited to 100 boaters. Entry fees are
$25 for private vessels and $250 for non-profit craft.
Commercial boats pay between $500 and $1,500, depend-
ing on length.
A mandatory captain's meeting will be held at 6 p.m.
on Dec. 9 at Shooter's in Fort Lauderdale.
No anchor zones will include the Fort Lauderdale
Marina Marriott, where Winterfest will set up its televi-
sion cameras. The parade',will be, shown live on AT&T
cable.
SSpectator boaters should also not anchor in the port,
in front of the viewing bleachers and in front of marinas
along the route.
Reserved seating on land is available at Hugh Taylor
Birch State Recreation Area, 3109 EB,,Sunrise Blvd.
Tickets are $17 for adults and $12 for children. No park-
ing will be permitted in the park. Motorists instead
should go to the Holhday Park-War Memorial. two blocks

each way.
Other festivities associated, with Winterfest include
the Intracoastal Decorating Extravaganza sponsored by
Wachovia. Judging for the best-decorated homes, apart-
ment buildings, condominiums and businesses along the
parade route will be held on Dec. 11.
The boat parade and best-decorated properties will be
telecast at 8 p.m., Dec. 21 on WSVN.

Pompano Beach Holiday,Boat Parade
A "Fanta-Sea in Paradise" will be the theme of the
oldest floating holiday procession in the United States,
now entering its 40th year. ,
The procession sets sail at 6:15 p.m. on Dec. 15.
Entries will travel from Lake Santa Barbara north to
Deerfield Island. "'-
The parade is organized by the Greater Pompano
Beach Chamber of Commerce. -There is no entry fee, but
pre-registration is required. Prizes will be awarded in nine

Sailboat's toy soldier motif a consistent parade crowd-pleaser


Couple marks 25 years in
annual Winterfest event

POMPANO BEACH Twenty-five years ago Jack and
Sharon Holland strung a few lights on their boat and sewed
the crew's holiday costumes for Fort Lauderdale's
Winterfest boat parade.
Now as they mark their silver anniversary in the parade,
their Mooncusser entry is one of the most anticipated
because of its combined use of spotlights and action.
"I knew once we started back in 1978 that we'd be in the
boat parade every year," Jack Holland said. "But I didn't
realize to what extent we would keep expanding and refining
what we presented."
Hundreds:of lights form a giant Christmas tree on the
couple's 34-foot Columbia sailboat, while nine passengers
dressed as colorful toy soldiers stand at attention, moving left
and right before giving a snappy salute to crowds along the
shore. Then the boat's homemade cannon roars and the sol-
diers fall down to plenty of applause from spectators. -
"When we first added the cannon back in 1983 and came
up with the idea of all the soldiers falling, we couldn't believe
the wild reaction of the crowds," Jack Holland said.
Sharon Holland, who has pasted together a half dozen
scrapbooks of news clippings, photos and other memorabilia
of the last 25 years, laughs at how many times their relatives

and friends have fallen down over the years.
"I did it for 23 years, but decided that was enough and
now I let the younger ones do it," she said. During the boat's
cruise along the Intracostal, the soldiers do their skit and fall
250 times.
Over the years, the Hollands have had their toy soldier
boat in 70 holiday parades not only Winterfest but also
parades in Pompano Beach and Boca Raton. They've had
270 different people dress up as toy soldiers some doing
it as many as 13 times and have won top awards such as
"Best Overall Entertainment, "Best Boat," and even "Best
Sound" for the cannon.
"I'm not sure we'll ever quit doing the parade as long as
we have a boat and live here," said Jack Holland, 66, a retired
computer engineer.
The couple, natives of Canada, first moved here in
April 1978 from Boston, where they had lived for nine
years and kept a small sailboat at a nearby marina for warm
.weather months.
"We wantedto live on the water and be near our boat so
we could enjoy itall thetime," said Jack Holland. The cou-
ple has two-children and three grandchildren all of whom
have paid their dues as toy soldiers.
When they decided in December 1978 to participate in
Winterfest, the couple gathered strings of lights and came up
with the idea of toy soldiers and the saluting routine to make
their entry stand out. It was the first parade entry that went
beyond just.lights.
The original four soldiers included Sharon Holland, her
son, John, her mother and a neighbor. They bought used white
slacks at a thrift store, pinned on red ribbon to look like stripes
along the legs, and added red tee shirts with white ribbons and
tall black hats made out of folded and glued poster paper.
Over the years. the costumes have improved, and larger
boat lights installed for better isibility from shore. A giant
stuffed toy soldier on a surfboard was added a few years ago
and Jack Holland uses black powder blanks to shoot off his
cannon mounted at the boat's bow
"We've had a lot of fun and pracucall ever one we
know has been a soldier at one time or another." said Sharon
Holland. She has sa\ed 30 wuforms in all sizes to fit almost
an) potential volunteer.

Everybody gets a souvenir toy soldier with the year printed
on it as a memento of the parade.
"We hear lots of grumbling of aches and pains from our
friends a few days after each parade from all-the-falling, but
they're the first ones who want to do it again next year,"
Sharon Holland said.
Friends have given the Hollands every gift imaginable
emblazoned with toy soldiers including music boxes, cookie
jars, a bath mat, tea holder, cups, plates, dish towels, pot hold-
ers, a butter spreader, and 350 soldier ornaments that fill up
the couple's Christmas tree. No two ornaments are the same.
"Our house is filled with toy soldiers for the holiday,"
said Sharon Holland.
"And I've told her not to add anything new." joked her
husband, noting they are running out of room.
The 31st annual Wimterfest parade is set to move up the
ntracoastal at 6:30 p.m.. Dec. 14, from Port Everglades to
Lake Santa Barbara. It will be viewed by some 850.000 spec-
tators along the route, who will be treated to over 100 hoh-
day-decorated boats.
The parade's economic impact on the area is estimated
at S24 million including not only tourist dollars, but also
locals m\olhed in the parade and those who will \watch it
from restaurants and other boats.

If you're like most south Florida res-
idents, you have relatives and friends
from less warm and tranquil. climates
who believe this is the perfect time of
year to plan an extended visit to your
tropical home.
Naturally, because you live in
Florida, these visiting friends and rela-
tives have made the following assump-
tions:
You have plenty of room to keep
them during their extended visit.
You don't really work for a living, so
you have plenty of time to entertain them
while they are staying with you..
You own a boat, so you can take
them bar-hopping, fishing, scuba diving,
and on long leisurely waterfront tours.
Strange as it may seem to our friends
from other places, not everyone in
Florida owns a boat. I, myself, am
presently "boat free." And, as I'm sure
many of you will attest to, even when a
Floridian actually has a boat, it's no guar-
antee that it's in usable condition.
On the other hand, it is a bit of a pity
not to take advantage of the waterfront
while you're in the area, especially dur-
ing the holidays. So, if you do not plan on
totally dismissing the requests of your
visitors, one alternative is renting or -
the more proper legal term "charter-
ing"- a vessel.
For descriptive legal purposes, there
are three types of charter arrangements'
- time charters, voyage charters, and
demise charters, also known as a bare-
boat charter.
A voyage charter is when the under-
lying vessel owner takes responsibility
for the captain and crew, and the vessel is
hired to get something or someone to a
designated location. Think of a voyage


charter as hiring a taxi or a delivery ser-
vice.
In a "time charter," the underlying
vessel owner remains responsible for the
captain and crew, but the vessel is hired
for a certain length of time and the rent-
ing party often determines the destina-
tions the boat will go to before it returns
to its homeport at a designated hour.
Chartering a fishing or diving boat with a
captain for the afternoon is a pretty good
example of a time charter.
In a demise or bareboat charter, in
effect the renter becomes the owner of
the boat from the time he or she takes
control of it. If the vessel requires a cap-
tain or crew, they will be hired under a
separate contract and the renter becomes
liable for damage to the vessel (and pos-
sibly injury to any passengers) during the
time of the charter.
Think of bareboat chartering as rent-
ing a car, except that your platinum card
won't pay for any collision damages.
As you can see, a complete variety of
boat rentals or charters are readily available
in south Florida. So, your primary concerns
for using these services will be choosing
which ones will suit the needs of you and
your guests and any potential liability
issues.
Here's a good way to look at liabili-
ty concerns:
For voyage and time charters, most
liability matters will be the responsibility
of the vessel owners and its crew.
However, it should be understood that
such charters can often limit their liabili-
ty for injuries and damages through con-
tracts and tickets.
So, before you board, you might
want to read a contract or ticket careful-
ly. And remember, always save a copy

Stabilizing your

income statement

As a business owner or decision maker
in-your company, have you ever struggled in
trying to make sense out of the monthly fluc-
Stuations in your financial statements?
Have you tried to make managerial
decisions and wondered if next month's
profit picture might sneak up to bite you,
even.while it appears that volumes.are high
and the business is bustling? Do you feel
(like many) that to get a reasonable under-
standing of how the company is doing that
you must gather results from two or three
months and average them in order to really
see what is going on?
Service companies in South Florida's
marine industry who employ job-cost
accounting methodologies often experience
a cyclical pattern in their monthly revenues
and profits that can drive management crazy.
In attempting to produce timely and mean-
ingful financial statements, the ups and
downs can fluctuate wildly as jobs in
'progress carry over from one month to the
next.
Billing can be delayed while the busi-
ness continues to meet overhead expenses
and while various costs of labor and materi-
als stack up. That means that cash is stream-
ing out but profits are not being recognized
during that period.
The answer to that gremlin hovering
about in the shadows may exist in a balance
sheet account called "WIP," more common-
ly known as Work In Progress.
Labor and material costs including sub-
contractors' bills from a job or series of jobs,
should be listed under the asset section of
your balance sheet. It is not until a bill is pro-
duced that the account is credited, and corre-
sponding debits appear on your Profit &
Loss (P&L) as costs. At the same time, costs
are credited out of WIP and debited to Cost
of Goods Sold, your revenues are also post-


ed and the full profit or loss from those
jobs is reported.
But let's assume for a moment that a
job or series of jobs are not billed by the
end of the month. How is it possible to sta-
bilize monthly income -reporting-by
accounting for them? The answer lies in a
series of calculations that may prove to be
very useful to end users of financial state-
ments.
First, a starting point must be estab-
lished that will define a base line for your
WIP account. Companies reporting on a
calendar basis should use Dec. 31 of the
previous year as a beginning point and
then carry each month forward as a starting
point for the following month.
At the end of January in our example,
an overall increase or decrease in the cost
and retail values of your WIP account will
outline the potential profit or loss that is
not being captured in January's P&L.
For example, say that WIP at cost on
Dec. 31 of year "0" was $100,000, and the
retail value (if it were billed out) is
$140,000 (a 40 percent markup). Also
assume that at the end of January, WIP at
cost is $150,000 and the retail value is
$210,000. Your overall increase in WIP at
cost is $50,000 and your overall increase in
WIP at retail value is $70,000.
If you take the $70,000 retail figure
and subtract its related cost of $50,000, the
resulting $20,000 additional profit is what
would have actually been recognized on
your income statement if that WIP had
been billed by Jan. 31, in year one.,:--"
By adding the overall increase or
decrease in WIP retail to your current
month's sales figures, and then by adding
the overall increase or decrease in WIP
cost to the Cost of Goods Sold section of
your income statement; the adjustment will

The expense section of your income statement is not
affected by the billed or unbilled components of WIP and
they will be what they will be. The net affect to income will
be higher or lower depending on whether overall Work In
Progress went up or down in any one month.
This method of adjustment reporting does not con-
form to GAAP (Generally Accepted Accounting
Principles) for compliance work or tax returns, but it can
do wonders for keeping a reality check on exceptionally
strong or weak months.
The procedure also requires that a capable accounting
system be in place that will accurately track the complex
series of entries that are necessary to record WIP accounts at

a charter vessel might be able to limit liability for an acci-
dent to the value of the vessel at the time of any alleged
incident, which is something to keep in mind if you and
your guests have decided to book passage on a small and
inexpensive boat.
As for "bareboat" chartering, the renter can often be
held liable or partially liable for most damages or injuries
occurring to, from, or on the boat during the charter.
Theoretically, this could include Jones Act liability for an
injury to any hired crewmember on the boat.
So, before you go for a bareboat charter, check to see if
the vessel's owner or his agent will provide an insurance
rider, or check with your insurance agent to see how you
can protect yourself.
One more note on bareboat chartering: If you plan to
pilot the vessel yourself, please make sure that you are, in


fact, a careful and knowledgeable boater.
Generally, those who will rent out their craft usually
conduct a background safety check. They'll do this if only
for their own liability protection. But, even if you pass
such a check, only you really know if you have the abili-
ty and confidence to captain the craft you're renting. So,
don't overreach just to impress your guests.
All these cautions aside, chartering boats during the
holiday season can be an excellent alternative to actually
getting that boat you own up and running. And, who
knows, if you give your visitors enough boat rides (and
maybe even suggest they share in the rental costs), they
might not need to stay with you as long as they thought.

Marine industry group says drawing mega yacht business a priority

FORT LAUDERDALE Serving mega yachts from
around the world is a top priority for the Marine Industries
Association of South Florida, according to a discussion of
its master marine plan during the group's recent fourth
annual Marine Summit.
"Every time a mega yacht pulls into our waterways, it
means a half million dollars to the local economy," said
MIA Executive Director Frank Herhold as he addressed
industry leaders.
The marine master plan, officially unveiled a year
ago, centers on goals believed to expand and maintain the
health of the annual $8.8 billion South Florida marine
industry.
Since mega yachts are considered the hottest aspect of
big-boat sales, competing coastal cities are doing every-
thing they can to attract them, say industry officials.
'"There are more than 480 of these new yachts being
built right now and half of them will come right here if we
can handle them," said Joe Purtell, chairman of the
MIASF's public education/industry image committee.
Worldwide, 4,000 vessels measuring 80 feet or longer
with average price tags of about $4 million each, are lead-
ing the pack of new boats being built, says the group.
Their economic impact on South Florida has been
estimated at $287 million annually, a figure that could
climb if the luxury yacht business continues on its current
20 percent a year growth trend.
Purtell, speaking at the fall Marine Summit, said the
MIASF seeks to put its best foot forward to welcome such
big boats, along with taking steps to make sure the local
community can serve them. If not, there are coastal cities
to the north that will, he said.
Under the marine master plan, mega yachts should be
courted with the following amenities:
*Dockage. facilities: The marine industry is pushing
for a 27-acre marina site in Port Everglades to service the
large boats.


*Competition: Other coastal cities are aware of the
economic value of mega yachts and Herhold contends that
if Fort Lauderdale fails to respond, other cities will.
*Workforce: Marine leaders are working closely with
the Immigration and Naturalization Service, INS for
shori. in determining what can be done to insure thal mrega
yacht foreign crews have their visas honored For extended
stays. Since Sept. 11, the INS has been clamping do\\ n on
visa rules, putting foreign crews in jeopardy when they

visit U.S. ports of call..One proposed change could
decrease non-immigrant foreigners from being able to
stay six months on a visa to only 30 days.
*Future Jobs: The MIASF workforce committee also
says there is a need to upgrade local marine jobs so that
trained service crews are. available to work on big boats.
It's estimated that nearly 110,000 local jobs are marine-
related.
To better pinpoint future job needs, the MIASF will
conduct a marine industry workforce survey in January.
The results will help guide local planners in determining
new job training and recruiting needs.
The MIASF also is pushing federal legislation to
exempt local marine businesses from having to supply
high-priced federal workman's compensation insurance

coverage for recreational boating. The MIASF believes
state workmen's comp coverage is adequate and more
affordable.
"The marine industry is critical to the economic
development of Fort Lauderdale," said Steve Queior of
the Fort Lauderdale Chamber of Commerce, who attend-
ed the summit. "There are challenge's to be faced if we
want to maintain our position as the yachting capital of the
world."
The MIASF is meeting with planners from Florida
Atlantic University to collect data and implement various
aspects of the master plan. Some committees are working
to better educate public officials about the industry, while
others are looking for land sites for marine development.

Lack of opposition prompts vote to give boaters back their dock space


in rental revenue if it had to give dry storage tenants the
heave ho, but money didn't appear to concern the park's
advisory board. Its mission is to protect the park as an
environmental jewel, free of inappropriate commercial
activity.
At the core of the issue is a master plan, created in
1993 to settle a lawsuit by the Matheson family, whose
ancestors in 1940 donated 900-plus acres of Key Biscayne
land to create the county's largest public park.
But the Mathesons attached a string to the deed: They
held the right to take the park back if the county violated
the intent of their gift for example, by allowing exces-
sive commercial exploitation of Crandon.
After a string of offenses was topped off by construc-
tion of a stadium to house the Lipton professional tourna-
ment, the Mathesons sued the county to enforce the deed.
The county agreed to a settlement to prevent losing the
case and the park.
It included the creation of a master plan and a four-
member advisory board to oversee implementation. Bruce
Matheson occupies one seat. Marilyn Munson, southeast
regional director of the National Parks Conservation


Association, holds another.
The county administration appointed two members
- prominent Miami lawyers George Knox and Dean
Colson. The Nov. 12 meeting was their first to consider
amending the master plan.
The master plan itself said little about the marina's
trailer boat parking lot, which is as attractive as, well, a
parking lot.
The pen's unsightly appearance was a bone of con-
tention. About a third of it is fenced with chain link,
topped by barbed wire, for dry boat storage..
According to Faragalli, the need for such a facility
wasn't understood when the plan was begun in.1993 or
even in '96, when it was.formally adopted.
Hundreds of boats had been destroyed by 1992's hur-
ricane Andrew, from.Crandon southward to Black Point.
There was little demand for marina space, wet or dry.
So when cutting back the Crandon stockade was sug-
gested, Faragalli said, it didn't seem like such a bad idea.
But in time new boats replaced ruined ones. The
county's dwindled population grew back. Marinas were
repaired, rebuilt and filled up. More people bought boats.
Waiting lists grew.

might have been unnecessary. After about 45 minutes, pre-
siding board member Marilyn Munson cut to the quick:
"Would this amendment cause any environmental
impact, either way?"
"No," the parks director said. No one disagreed.
Munson called for a vote. It was unanimous: Amend
the plan. Keep the pen.. ,

Canoeing through Everglades landscape is no easy ride


"We just find a place. In reality, the further east you
start, the deeper the water and the longer the trip as far as
miles go, but the easier it is because of the higher water
level. Nearer to Shark Valley, the ground is higher and the
water is lower. You want to stay in the middle of the Shark
River Slough, closer to the L-67 canal."
This is a three-stage trip. In the first, you struggle
through sawgrass and, if the water's not too low, paddle
through acres of spikerush bright green hollow stalks with
orange tips. After sawgrass it's welcome stuff, making a soft
clickety-clack sound as your canoe flicks it aside. Water
high, this is effortless. Water low, spikerush is taller and
denser so you have to paddle a little harder but it's easy
compared to wading through sawgrass.
First night out, and maybe the second, you have two
camping choices.
One: Be like Pemas and his friends. Sleep, if the mos-
quitos let you, in the canoe on.top of all your stuff.
Two: Be like Rob Cava and his two teenagers, Eliza and
Teddy. They raft the canoes and, while standing in water, rig
a plywood platform and pitch a tent across them. Yes, they
get wet, but they dry off. After finger-squishing the bugs that
sneaked into the tent with them, they sleep comfortably.
Stage two is a network of airboat trails used by the
National Park Service. They're marked with white stakes and
the paddling is easy, especially if the wind is still with you.
Don't worry about traffic. Private airboats aren't allowed, and
anyway it takes too much beer to drive one that far.
Up to now, you've been relying mostly on your com-
pass, topographical maps and GPS because everything
around you looks alike. YTu' ve had to zigzag around ham-
mocks and carefully pick the correct airboat trail.
After being able to tap bottom with your paddle this far
through the river of grass, it's a little surprising to find your-
self in a deep, meandering creek. Hooray! You've made it to
Rookery Branch.
: A short way ahead is a patch of trees that you may not
notice are different. You bull your way through an acre or so
of spatterdock water lilies and next thing you know you're
inside a tangle of mangrove branches.
Add another essential item: a gardener's pruning shears.

: Fromhere on in there's nothing in your way, unless it's
an opposing wind or tide. You're in the Everglades' Ten


At the Oyster Bay chickee camp, a Y-shaped deck has a
covered platform at each end. The shape of the deck
makes it possible to tie docklines between the platforms
so they won't drift under the dock and get squished
when the tide rises overnight. In the canoe on the left, a
hole is cut through the portage yoke for a sail stay.

Thousand Islands, where you'll be able to camp on the
National Park Service's designated sites. The first one you'll
see is Canepatch, with its dock, outhouse and a path to a
high-ground campsite.
The dock is a good place to stretch your legs, and if you
need the outhouse you may be surprised by its tolerability.
If you love mosquitos and sandflies, Canepatch is a
wonderful place to camp. Otherwise, put on your long-leg
pants, long-sleeve shirt and headnet, grab your belt knife
and dash upland to cut a stalk of the bananas growing wild
there. Then paddle on to the Shark River chickee or pass it
for the Oyster Bay chickee. There you pitch your tent on a
plank platform, where there's a chance of a breeze to dis-
courage the bugs.
From mid-October on, the weather tends to be reliable.
But not alw ays. You have to monitor short and long-range
forecasts before you eo. hut even if they're favorable you're
at the mercy of change once you're underway.
Just ask Pemas:


"Last year on the way out we had high water and a cold
front and a hurricane coming out of the Caribbean. Halfway
through the trip, they closed the park. We had 40-knot head-
winds. We stayed along the north side of Whitewater Bay
and into Hells Bay, rather than open water.
Year to year, he says, the ideal time for this trip is the
last week of October, when the swamp still holds a nice sup-
ply of summer rain. Temperatures have dropped from broil
to sizzle or even lower, and the air moves enough to soften
mosquito attacks at dusk and dawn.
From the start of November, count on the water being
lower each week. This year, Pemas wasn't going until mid-
November.
"Water will be lower and it will be harder," he said.
"But that's what makes it memorable."
Cava, my usual camping companion, made his first
Everglades crossing with Pemas' group in 2000. Water was
so low that they spent a lot of time out of the canoes, lifting
and hauling them across pinnacle limestone cushioned by
nothing but a thin layer of moss.
One more essential: thick-soled sneakers or sandals.
Now, in what passes for winter, the cold fronts come
closer together. With luck, you could get two northers in
three days. If you get through the swamp with enough water
under your hull, the second front could puff you all the way
down Rookery Branch and Avocado Creek to Tarpon Bay
and Shark River.
Without luck you lose your wind and the tide runs
upstream as you're paddling down. At that point you can
turn east into Whitewater Bay and follow inside channel
markers to Flamingo, or go for the Gulf and paddle outside
around Cape Sable. When I made the trip in mid-October
with Cava and his son Teddy, we started with a three-night
camping permit and the outside route in mind.
We were kidding ourselves. An incoming tide inter-
cepted us on Avocado Creek, where we also lost our north
wind. "It's really a four-night trip, isn't it?" Rob said on the
third day.
That was the most eloquent remark made until, as we
paddled at last down Buttonwood Canal toward Flamingo,
Teddy piped up: "My shoulders are so sore, I may not be
able to shrug them tomorrow."

Do I have to buy a sailing canoe? No, but you can
improvise with simple modifications to any canoe you
already have. You are, it's surmised, someone with basic
woodworking skills and enough confidence to make a few
modifications without fear of ruining the vessel. Or else you
have a friend like that.
If you can't borrow a ready-made rig, you can make
your own from a common blue tarpaulin and wooden dow-
els, adding attachments cleats, hooks, rings and such -
from a boating supply store.
Your mast can be a stout wooden pole, diameter an inch
and a half. Step-tapered? Don't bother. We're improvising,
remember?
To hold the mast in place, use an electric drill and hole
saw to cut a circle (diameter 1-1/2 inch) through a block of
wood, creating a donut. You'll use epoxy or some other stay-
put adhesive to bond it to the deck, but not yet First, saw
another hole in the canoe's portage yoke if that's made of
wood. If it's not, build in a substitute of half-inch or thicker
plywood which you'll have to do anyway if your canoe's
aluminum.
While a steady-handed partner holds the mast exactly
vertical through the yoke, position the donut and trace its
outline. Then glue it down.

canoe from skating sideways under sail. How you set that up
depends on the way your gunwales and thwarts are made.
Rob Cava's method of rafting two canoes with a sleep-
ing platform across them consists of four sheets of 3/8-inch
plywood. Rip-saw a sheet to match the interior width of
your boat typically about three feet --then trim the cor-
ners just enough to fit as a deckboard snugly but not tight-
ly, in the bottom.
Place it in the canoe and mark a saw hole exactly in line
with the one in the ponrage yoke so therhast can go through
to the donut beneath. Now flip the board around and saw
another hole, so it won't matter which end of the board is
which.
Repeat the comer-trimming and hole-cutting with a sec-
ond sheet of plywood, so you'll have two to a canoe.
Placed side by sideqacross two rafted canoes, the boards
form a platform eight feet wide by about 12 feet long. (If
that's too small for your tent, buy or borrow a smaller tent.
Better still; talk some friends into letting you modify their
canoes too. Then invite them on the trip).
Now place all four deckboards edge to edge, forming a

platform. Pitch your tent on it. Ideally, you want a margin of
about a foot on three sides and a little more for a front
doorstep.
With the tent in position, drill 3/16-inch holes near the
platform's outer edges for hold-down cords that you'll loop
through the tent's external tabs or grommets. You can do the
same thing on the long edges of the boards to tie them
together, but it isn't necessary.
Now for the tricky part: We're out in the swamp, stand-
ing in water up to our waists. We've tied the canoes side by
side, but they're full of equipment How do we get the deck-
boards out from under all that?
It's easy. First remove both sailing rigs, furl the sails
around the masts and lash the masts together. Holding them
upright, bore the masts firmly into the swamp muck as a
post. Tie one end of the raft to it to prevent drifting.
Now remove everything from one canoe and pile it into
the other. Take the two deckboards out and set them aside.
Fill the empty canoe with all the equipment from the
other one and take out the other two deckboards. Then redis-
tribute the goods evenly in both canoes. Anything that's
more than gunwale-high, and anything you'll need to get at
later; stack those at the ends with the tent bag on top.
Now place the deckboards evenly, edge to edge, across
the rafted canoes. There's your platform. Pitch the tent.
One more line of advice: Practice all this stuff at home.
If you have a pool, do it in the shallow end.
