input on pending

fishing restrictions

The boating and fishing public now have their chance to
start making things happen in Biscayne National Park, where
fishing rules are going to change in about two years to help
reverse the depletion of fish and fishing.
The deadline to contribute ideas and suggestions as
opposed to complaints is June 17, enough time to ponder
ideas already submitted, sift the good from the bad, Suggest
improvements and come up with something new for the
park's fisheries management plan.
A lot of opinions were expressed at mid-May public
meetings held in Miami, Homestead and Key Largo, which
were attended by commercial fishermen, many of whom
continue to worry about being restricted clear out of the only
way most of them know how to earn a living.
Commercial fishing was established in southern
Biscayne Bay long before the park was. An agreement with
the state of Florida, part of the park's creation law, permitted
it to continue.
Commercial and recreational activity are supposed to be
able to co-exist in so vast an area: 270 square miles, 95 per-
cent of it water and bottom, from the Stiltsville bonefish flats
just off Key Biscayne, all the way south to Card Sound, and
from the mainland to the reef line near the Gulf Stream's edge.
The need for a fishery management plan at Biscayne
was documented in a scientific, study reported last year by
University of Miami professor of marine biology and fish-
eries Jerald Ault and others. Its findings, covering 25 years,
are startling.
Even though the state established minimum fish size and
bag limits for almost all species during that time, fish quanti-
ty and size diminished drastically.


Keeping outdated

A federal law prohibiting ouitdated flares on boats could
result in fines being levied against recreational boaters.
By law, a flare is only useable for 42 months from the
date of manufacture, according to officials from the U.S.
Coast Guard and the Florida Fish and Wildlife Conservation
Commission.
But some boaters might not be aware that state statutes
and federal regulations exist unless their boat is boarded by
offi-ers for a safety inspection.
During recreational safe boat boardings by the U.S.
Coast Guard, officers do check flares. If they are expired,
the boat owner can receive a citation, said U.S. Coast Guard
Petty Officer Christopher Eddy.
A hearing officer will then determine whether or not to
levy a fine. The amount can depend on what other violations
were found on the vessel, Eddy said.

The argument over circle hooks'
effectiveness in billfish survival
rolls on, but there's no doubt

The biggest fish are much smaller than they used to
be, and most of the fish caught are smaller than legal keep-
ing size. That includes 70 percent of the yellowtail and
mutton snapper, two of the tastiest. Fish caught before
growing to maturity don't reproduce, so their species'
populations diminish.
There are other problems coastal over-development
and polluted runoffs from the mainland to the bay, rapid
swings in water salinity but those can't be solved as easily.
"It appears the fishery resources are being depleted. If
those conclusions on overfishing are correct, then we do need
to do something to provide some additional protection to the
resources," said Jim Tilmant, the National Park Service's
water resource director and leader of its fisheries program.
One of the problems in documenting fish populations is
bad data. There apparently is enough proof of decline to jus-
tify some fishing restrictions, but even in the best circum-
stances it's hard to take accurate census of creatures that
swim wherever they like and eat each other.
Bill Teehan, a state fisheries management analyst,


described in a meeting for commercial fishermen, drastic
dropoffs in commercial catch statistics during the last two
years. Commercial fishermen, who are required to report
their catch poundage, often understate it or don't report at
all, he said. The result: the state is trying to make good pol-
icy from bad data.
There were 75 commercial fishermen in the audience,
and no one called Teehan a liar. After his presentation, sever-
al gathered around him for further discussion.
"You don't trust your own data?" he was asked.
"No. I don't trust a lot of it," he answered, but it's all
there is, so if you're not reporting and you get hurt, it's your
own fault."
In that meeting, and another in Miami for recreational
users of the park, there was a repetitious call for more and
better enforcement.
Many agreed that self-policing is no substitute for uni-
formed officers inspecting the catch. The state Fish and

Tickets can also be issued by officers from the Florida
Fish and Wildlife Conservation Commission during safety
inspections, said Leslie Woodard, a boating education spe-
cialist for the state agency.
"If you do have older flares, boaters can keep them on
board but they must also have current flares that have not
passed the expiration date." said Florida Fish and Wildlife
Conservation Commission Capt. Richard Moore.
Not having the flares is a safety violation and could
result in a $50 fine, Moore said.
If boaters choose to use pyrotechnics as their visual dis-


tress signals, they must have three non-expired flares on
board, Moore said.
To get rid of outdated flares, the Broward County
Office of Integrated Waste Management has a disposal pro-
gram at two county-run collection sites, at 2780 N.
Powerline Road in Pompano Beach and 5601 W. Hallandale
Beach Blvd. in Hallandale.
Both locations are open only to Broward residents,
from 8 a.m. to 3 p.m. on Saturdays. Proof of residency is
required. There are three types of flares that will be taken:
hand-held signal, aerial and smoke.
The boat flare disposal program is an offshoot of the
county's household hazardous waste program, which col-
lects items such as pesticides, oil, paint and pool chemicals.
County officials say it's important to have disposal sites
because it is unsafe for flares to be tossed in the trash.
The devices can activate and harm someone. The flares
also contain heavy metals and are bad for the environment.

Company recognized for promoting marine industry growth

Longtime boat business Ward's Marine Electric Inc.
will be recognized for its leadership in helping to promote
the region's growing family of marine businesses.
The Marine Industries Association of South Florida,
which Ward's helped found, will be honored at the group's
annual meeting June 7, for its commitment to excellence
and leading the way for the local boating industry to grow.
Ward's will be one of only a few to be given the
"anchor award" as one of the founders of the MIASF still
in business after 40 years.
It was 52 years ago when Ward Eshleman first opened
his marine electrical service out of the garage of his Fort
Lauderdale home.
Little by little the business grew with the help of fam-
ily members. Today, Ward's is the oldest family-owned
marine electrical business in the.region, and the patriarch
of it still comes to work at age 86.
"When I took over the business from my father in
1983, we had about 10 employees," explained current
president Ward Eshleman, II, who moved the company to
its current site on Southwest Flagler Avenue in Fort
Lauderdale in 1987.
Ward's now has three times the employees. It has
developed a catalog of its parts, and has gone online with

his or her weight," he said. "We have pride in our work and
offer our staff incentives to work for the good of the whole
company, as they will benefit as the company makes a
profit."
In addition to himself, Eshleman II's wife, Trudy, is
vice president overseeing the books; son, Ward III, is
assistant sales manager, and daughter, Kristina Eshleman
Hebert, is vice president of operations.
"And there are fourth generations on the way," joked
Hebert, who has a son, 4, while her brother has two chil-
dren.
"When I grew up, I never thought I'd go into the busi-
ness," explained Hebert, who has become an active leader
in the marine industry and board member of the MIASF
"I majored in political science in college and wanted
to pursue a career in law," she explained. But when she
started dating her future husband, Steve, who was an elec-
trician and a Ward's employee, she turned her attention to
being a third generation to join the business.
"I've enjoyed the challenge of working on the catalogs
with my mother and developing the website and exploring
the whole e-commerce side of our business," she said.

Environmentally-friendly circle hooks slow to lure fishermen

"We're not big circle hook fans," said Rick Morrell, and
it figures: He is captain of a fishing yacht named J Hook.
Morrell spoke for his own crew, but he could have
claimed agreement by about 400 other crewmen and tourna-.
ment sailfish anglers docked close by that morning. All were
rigging circle hooks, but only because the Yamaha
Contender Miami Billfish Tournament required them.
"If we have a choice, we use J-hooks," the skippers and
mates kept saying. In most competitions they still have a
choice, but in time the Miami tournament could influence
other events.
The issue isn't which shape of hook catches more fish.
It's conservation.
Scientific studies demonstrate that J-shaped hooks
rigged to live bait are more likely to gut-hook a billfish,
causing internal injuries that reduce the fish's chance of sur-
vival after it's released.
Circle hooks are less likely to snag in the guts, even
though billfish swallow the hook with the bait. The correct
circle hook has to curve in line; an offset one snags like a J-
hook.
The evidence so far looks persuasive, if not quite proof
beyond a reasonable doubt.
"The jury is still out," says Capt. Ray Rosher, whose
boat Miss Britt is usually among the leaders in billfish tour-
naments.
Sailfish are good hook-testing subjects because they
gulp a swimming live bait whole, hook and all. Whether the
bait is flatlined or fished from an outrigger or a kite, the
drop-back technique gives them a few seconds to swallow.
Then the J-hook and circle hook perform differently.
With a long drop-back, an open-pointed J-hook can
hardly miss sticking deep down the reason Rosher prefers
a short drop.
It's easy to see why a circle hook, with its tucked-in-
point, can be pulled from the gullet back to the mouth-with-
out sticking in soft tissue on the way up. It really doesn't
look like it will stick anywhere, but it does, ideally near the
jaw hinge.
The only thing a fisherman has to do differently is.

discovering that the size of the hook should match the
fish's mouth instead of the bait.

avoid hard-setting the hook, a habit that's hard to break.
Instead, just wind the reel handle until the line comes tight.
Does that work? Definitely. So why won't the pros
adopt circle hooks?
Well, these captains and mates are experts. Their
views deserve respect, but if you bring a banana aboard
they'll throw you and your lunch over the side. In short, they
are human. Stubborn.
"I call it fear of the unknown," says fish scientist Eric
D. Prince, author of the most important comparison of J and
circle hooks so far. "That's why, every place I go to give
talks, I try to have Bouncer Smith at my side so misin-
formation is minimized. I'm a fisherman too, you know. I

have trouble changing, too."
Prince could not have a better ally than Smith, the
best-known saltwater fishing pro in South Florida, but the
tide of public opinion is hard to turn. Even with Smith in his
boat, Prince is bow-on to a head sea.
"People always resist change," Smith agrees. "They
know what they've done usually works and they don't want
to take a chance on not catching fish."
Smith is no pushover for a pitch, either.
First he heard two experts from Guatemala talking
enthusiastically about circles at a Miami Beach Rod and
Reel Club meeting.
"They're fishing in a place where they get 100 shots a
day at sailfish, and if they only catch 30 it's no big deal," he
says. "If we get three shots a day we have to catch them all
or we're in trouble. So it sounded like a good idea, but it
wasn't for me."
Smith had been chartering more than 30 years in
South Florida and could see gamefish getting scarcer. He
wanted to do something.
A while later, Eric Prince told him that swallowed J-
hooks have a good chance of inflicting internal injuries, so
Smith decided to try circle hooks. He bought a batch in size'
5/0, same as the J-hooks he used for sailfishing. Out with a
father and son from New Jersey, he tied a circle hook to
every line.
"Our first strike was a sailfish," Smith recalls. "It
jumped one time and got away. I took off all the circle
hooks, threw them overboard and put the J-hooks back on.
We caught two sails, a tarpon and a bunch of dolphin. For
eight months, I never used another circle hook."
Eventually, he found out the size of the hook should
be matched to the size of the fish's mouth,' not the bait.
Smith tried circles again, this time size 7/0 for sailfishing,
and he has done well with them ever since. He prefers them
for most other fish, too..
Circle hooks don't lip-hook every time. Smith, keeping

Riverside Park reflects eclectic mix of owners and renters


This is one in a series of special features looking at
neighborhoods that line Broward County waterways.
This month's feature takes a look at Riverside Park
along the New River in Fort Lauderdale.

At first glance, Riverside Park looks like a neighbor-
hood of extremes.
While it's eastern and northern sections near downtown
Fort Lauderdale boast attractive cottages, tropically land-
scaped yards and upscale waterfront homes on the New
River, it's more southern/western borders are dominated by
duplexes and public housing-style units.
But Riverside Park leaders believe it's exactly this
diversity that gives the community a special strength.
"I think the strength we have as a community is the
diversity of people," said Erika Hope, an eight-year resident
and president of the Riverside Park Community
Association. "I hosted a party recently and invited people
from the neighborhood and it was wonderful to see some of
the more wealthy professionals mixing with blue collar
guys, who were mechanics, artists just people from all
walks of life."
Riverside Park is located south of the North Fork of the
New River as it edges along Sailboat Bend. It is east of
Southwest Fourth Avenue, bounded on the south by Davie
Boulevard and the west by 1-95. The south fork of the New
River winds through the center of the neighborhood, home
to Riverside Park, located on Southwest 11th Avenue near a
historic iron swing bridge.
The well-landscaped park is a favorite hangout for kids
and adults, boasting basketball and tennis courts as well as a
toddlers' playground. A building serves as a community
center for regular neighborhood meetings.
"We were one of the first neighborhoods to develop a
master plan, almost 15 years ago, in which we spelled out
priorities of what we wanted our community to look like and
be in the future," Hope said.
And she said first on the list was to make Riverside
Park safe.
It was the first neighborhood to block off many of its
streets to stop traffic that was believed to be responsible for
illegal activity to creep into the residential areas. The move to
blockade public streets was considered a controversial one.

tinued to monitor happenings to make the area safe," said
Hope, noting that more than 2,000 homes are located in
the community.
She said there is still concern that some housing areas,
which she labels as "slums," exists and efforts are being
taken to pressure stronger code enforcement by the city of
Fort Lauderdale. "This is a top concern of today because the
city needs to enforce its own rules."
"I love living here because it's such a mixture of hous-
es and people," explained Tamara Anderson, a retail store
manager.

1930s-style waterfront home on Southwest Fifth Street,
* "married" into the neighborhood when she wed her husband
a dozen years ago and moved into his family home. She said
the area was a "real mess" 10 years ago with aging homes,
but families have invested.in their properties and new own-
ers have moved in to restore others.
"This house cafne out of a Sears and Roebuck catalog:'
she explained, noting that it was bought and shipped by boat
to the riverfront spot and constructed.
For Anderson, the charm of Riverside Park is the eclec-
tic mix of small houses. She fears that the movement all

along the waterfront to build "monster" homes will snake its
way into her neighborhood.
"I like the friendly, small town, neighborly feeling we
have now," she said.
One of her daily chores is walking her dog, Sadie,
through Riverside Park. "I want to do my part to keep the
area clean so I carry a bag with me to clean up after her."
For Joanne and Frank Becker, the Riverside Park area
has made a dramatic change in the 25 years they have lived
on Southwest Fourth Street.
"Once somebody starts to improve their property and
others see what can be done, others will follow," said Mrs.
Becker.
That feeling is shared by Jim Hallahan, who moved into
his spacious home on Southwest 11th Street three years ago.
"When I bought my home, the neighborhood quite
frankly was a mess and friends wondered why I was
moving here," said Hallahan.
S But the years have showed that change was on the way
and now Hallahan sees his neighborhood coming up. The
city has installed new water and sewer lines and new home-
owners are spending money to update their homes, increas-
ing the look and value of the area.
"I'm at the extreme southwest corer of Riverside.and
that's what I wanted because it is so accessible to 1-95 and
other major roadwa sC" said Hallahan. "I'm real happy with
what I am seeing with so much new construction going on
and new land for sale."

Deducing insurance


deductibles

Many people have reoccurring
dreams indicative of stress. A common
version, I'm told, is the one where you
walk into a formal party properly dressed
from neck to torso, but are completely
naked from the waist down.
Now, I've never had this particular
nightmare mind seem to always be
about getting lost on the way to law
school exams but it's a good metaphor
for certain types of legal snafus that have
you prepared for the top end of a problem
while completely forgetting the "low
end."
In real life, that could pertain to hav-
ing a large deductible on a vessel's insur-
ance policy. An insurance deductible, as I
believe most of you are already familiar
with, is that portion of expenses that the
insured will pay out of pocket before
costs reach a point where the policy will
kick in and begin to cover losses.
There are many reasons why insur-
ance deductibles exist. From the insur-
ance company's point of view, it saves
money and paperwork for what they
might regard as minor losses.
From the insured's point of view,
there may be several reasons for having a
deductible on their policy. First, the
potential insurance buyer may not be able
to find a boat policy that doesn't have.~
deductible. This can sometimes be due to
the age, size, or use of the vessel; or pos-
sibly because the boat owner failed to
seek all available sources for their insur-
ance product.
The next and most common reason
some people keep a large deductible is
because they believe it will save them
money. Indeed, initially this perception
could be true.
Insurance premiums are less expen-


sive when the insured chooses to have a
sizable deductible on a policy. However,
there must be a full understanding of the
consequences of choosing to save money
on the top end, for there could be future
troubles when you examine such a deci-
sion from the bottom up.
Basically, a policyholder with a large
deductible has elected to take on many
expenses that might otherwise be cov-
ered by insurance. If the. boat owner is
thinking logically, he will not want a
deductible that is any larger than the dif-
ference between his potential out of
pocket costs from a reasonably plausible
covered event, and his savings on his pol-
icy's premium.
But sadly, as even some boat owners
will admit, the terms logic and boat own-
ership often appear to be in direct con-
flict with each other.
On morethan one occasion, I have
been confronted with potential clients
. whose deductibles were so large that the
costs of their losses had become financial
burdens. These folk had opted for a very
high deductible for what they believed
would be the benefit of an inexpensive
insurance premium. As it turned out,
their decisions may have been penny-
wise and pound-foolish.
Such reasoning can also make the
situation difficult should there be a future
need for legal assistance.,
Hypothetically, let's say your boat
has a collision and the other party is at
fault, or you and your vessel become
entangled in a towage/salvage dispute. In
either of these scenarios, the costs
involved are below the deductibles on
your insurance policy (keep in mind, I
have heard of deductibles on policies as
high as $10,000).

Another established marine business
on the waterfront in Fort Lauderdale has
been ordered to pack up and go away after
decades of service to our community. The
dismal sucking sound is growing louder as
a shortsighted political drain gobbles up
one more maritime facility. And where,
may I ask, is the outrage?
Of course, die-hards like the Marine
Industries Association of South Florida are
fighting tooth and nail, but what about the
rest of us? Who was sufficiently moved to
speak up about the Dry Stacks in Port
Everglades and raise some Cain over the
bewildering decision to make them go
away? Who felt that an injustice had been
served, but rationalized that there is really
nothing that can be done about it?
And who is disturbed that the powerful
masses of the South Florida marine indus-
try sat idly by as the erosion of its water-
front presence grew deeper in one more
fell swoop?
I guess an "old salt" could reckon that
it will all shake out just fine using logic
that this is the yachting capital of the world
- a boating mecca and that nothing so
trivial could seriously diminish the
strength and staying power of the marine
industry. That same line of reasoning
might suggest that getting too worked up
over the little things could certainly dim a
larger perspective f6r ihe future.
Fact of the matter is (in my opinion, of
course) that this latest display of indiffer-
ence towards the marine industry is but one
more sign indicating that a troublesome
trend may be lurking over the horizon.
Don't get me wrong this industry is
strong, opportunities are expanding, tech-
nology is growing and talent in our local
vendors, tradesmen and professionals is

gathering momentum in exponential
fashion.
The challenge lies in dealing with
more tangible barriers created by land,
water, and politics. Waterfront land is
evaporating, the river ain't deep enough
and politics are getting in the way of sen-
sible decisions that will affect the indus-
try for decades to come.
Consider the potential impact, both
positive and negative, in the following
scenarios that are being played out
behind the scenes right now:
*Political: Certain political reasoning
makes the case that 2 to 4 percent of un-
utilized land in Port Everglades should be
allocated in the future for more cargo
containers, as opposed to providing space
for an entirely new market for the marine
industry; i.e. dockage and repairs of
super mega-yachts from 200 to 350 feet.
There is no reasonable logic to support
that position.
A marine presence would generate
far stronger and more dependable rev-
enues to the port and instead of handling
cargo to points far beyond the economic
reaches of Broward County, our local res-
idents would see direct financial benefits
from the ability to operate there. A brand
.new market in servicing big boats would
increase. business and opportunities for
everyone.
-.. ,Regulatory-: Governmental agency
wheels turn at pitifully slow speeds and
business interests are selectively scruti-
nized as they make efforts to strengthen,
expand or renew their commercial mar-
itime operations.
These ventures ultimately provide
jobs, opportunities and legitimate eco-
nomic benefits to our industry and to the
community in general, and they should

Consider the future before deciding on high insurance deductible


Now, had the losses been above the deductible limits
of your policy, your insurance company would, presum-
ably, handle the payouts, negotiate any cost discrepancies,
and handle the costs of any required legal action, includ-
ing the costs of collection from another party.
However, citing the above examples, these decisions,
actions, and costs may end up being yours to deal with on
your own.
You may get stuck paying your own costs for legal
assistance to negotiate or seek collections from other par-


ties. Unfortunately, this probably means that even though
you have already experienced what might be considered
an expensive economic loss, there could be more costs to
come if you seek indemnification from others.
And, because the amounts involved are considered
relatively "low" for litigation purposes, the entire matter
could turn into a "zero sum game," or even worse.
As you can see, this is why you should study your
vessel insurance deductibles very carefully, giving exten-
sive consideration to potential incidents involving other
parties and salvage and towage situations.


Saving a few dollars on your premium today could
lead to an expensive lesson tomorrow. After all, you have
to think about why you bought insurance on your boat in
the first place.
If you are careful about your economic choices now,
hopefully the only place you'll be caught with your pants
down is in your dreams.

be supported rather than suffocated through lethargy by
local and state officials.
But gig a manatee, or snap a mangrove branch and
watch all the dust and feathers fly. If that same passion
and sense of urgency to "do the right thing" were
employed towards facilitating timely, accurate and fair
handling from our agencies, the marine industry would
expand more effectively and at much less cost and unnec-
essary drudgery to its owners.
*Industry members: Apathy is probably not the right
word, but "pre-occupied" may well define the problem.
The marine industry is very powerful and can muster
tremendous influence if it wants to. When problems like
the ones we are discussing go generally unanswered by
the masses, then bad things can happen. When they con-
tinue to happen in small spurts over a long period of time,
heavy damage can result.
I suspect that our industry is so busy reeling in big
fish that too few of us get sufficiently concerned when the
anchor drags. Prolonged indifference could lead us all to
drift off the reef together.
I'm not convinced that the basis for this most recent
decision to end the Dry Stacks' lease in Port Everglades
was a good one. I believe we should all take notice each
time the anchor slips, and appropriately do something


about it. Right now we're in solid ground, but the current
is silently heading out to sea.
The marine industry should be recognized and appre-
ciated by decision-makers and representatives of our com-
munity to the extent that support and assistance be the new
operational standard.


And collectively, the industry needs to get more seri-
ously involved to ensure its own preservation and vitality.

Claw model #2004EL circle hooks and brought seven to the
boat in late April and early May. Three were gut-hooked.
Only one was hooked in a comer of the mouth.
To Smith, those results are curious. Others might see
in them proof that Smith, Prince and their few converts are
full of more than statistics.
Some, like Jupiter mate Mike Spivey, consider the
argument irrelevant. "If you're worried about hurting the
fish," he says, "you probably shouldn't be fishing."
Ray Rosher, author of a long and thoughtful article in
the annual book of the Bob Lewis Billfish Challenge, thinks
gut-hooking and internal injuries are caused more by an
angler's technique than the shape of his hook:
"A J-hook obviously has a greater chance to gut hook
a fish if given excessive drop-back...You can injure or kill a
sailfish using either hook depending on where it is hooked
and ... how much pressure is exerted on that hook if it is
embedded in soft tissue. What we as fishermen can control
is how long we drop back to a fish and how much pressure
we put on that leader before the fish is released."
Then we have Chuck Baldwin, a successful tourna-
ment fisherman. Bouncer Smith helped to convert him to
circle hooks, but not with science and conservation argu-
ments. Baldwin thinks that stuff is bunk, but he fishes
with circle hooks only all the time, no matter what

for 10, and in the Miami tournament I was 7 for 9 with cir-
cle hooks.
"After a circle hook's in a fish, nine times out of 10 you
will catch that fish because when that curve of that hook
goes in there, when the fish starts jumping, it doesn't come
out as easy as a J-hook."

other groups.
"When I first started out on some committees, I was
looked upon as just Ward's daughter," said the 30-year-old
Hebert. "I had to prove myself and I believe women do
face more challenges to gain the respect of male col-
leagues in the industry."
Today, Hebert is one of the youngest board members
of the MIASF and chairs its important Longshoreman's
and Harbor Workers' Compensation Act committee,
which seeks to save millions of dollars in woikmen's com-
pensation premiums for local recreational boating busi-
nesses and contractors. The effort is to exempt recreation-
al boating businesses from being required to carry the
costly longshoreman's coverage.
"I've enjoyed the challenge of the committee because
I can use my political and legal skills in a new and pro-
ductive way," said Hebert.
Eshleman II believes the local marine industry has
"great. potential" and he hopes efforts to create a mega
yacht facility at Port Everglades will succeed in making
Fort Lauderdale competitive with other major cities in ser-
vicing the fast-growing big boat business.
"We can't help but win by having such a facility."
Eshleman also wants to continue to improve the pro-
fessional level of service from marine businesses, such as
electrical. He has championed efforts to better monitor
certification of electricians to maintain high levels of pro-
fessionalism.
"I have great confidence in the marine economy and


we're ready to move forward with my vision to make our ly triple the current space for the some 5,000 electrical

Commercial fishermen react to potential new restrictions at Biscayne park

Wildlife Conservation Commission outfit, formerly called
the Florida Marine Patrol, covers the park, but hasn't enough
-officers to do it that thoroughly.
Informal scorecards kept at the meetings showed that
commercial and recreational fishers agree that one proposi-
tion closing parts of the park altogether is all bad.
"Strongly disapprove" was the only reaction to that.
Closures would not be a new thing. Boca Chita Key's
two oceanside beaches are closed until Sept. 1 to protect sea
turtle and shore bird nesting areas, while on the opposite side
a busy boat basin and other facilities remain open to public
use. Ragged Key 1 also is closed until Sept. 1 to encourage
the nesting of terns. Soldier Key, two of the Arsenicker Keys,
all the islands in Sandwich Cove and part of Sands Key are
closed off to the public all year to protect wildlife nests.
Commercial interests also opposed requiring a commer-
cial permit; they already are licensed by the state. Seasonal
restrictions on catching certain fish species also met with
strong commercial disapproval.
Possibly because the recreational fishers' meeting in
Miami was lightly attended a dozen people in the after-
noon, 40 in the evening reactions to other posted potential
regulations were not so emphatic.

Acceptance of gear restrictions for example, requiring barb-
less hooks and restricting the use of live bait was not as clear.
Superintendent Linda Canzanelli and a large portion of
her Biscayne staff mingled actively at the meetings,
approaching anyone who didn't approach .one of them. They
understood that outdoor sportsmen react against being told,
"do this, not that; go there, not here. The park staff's message
was, "you tell us what to do."
"What we really need is for you to help us out, to help
us anticipate what your concerns are," said park naturalist.
Brenda Lanzendorf, at one of the Miami sessions. 'This is
not about the government coming to take away anyone's civil
rights. Everybody's going to be heard."
In the meantime, boaters and fishers can do some things
themselves, like trying catch and release instead of trying to

New Castle, Del. has no grocery stores, fast food
emporiums or souvenir stands.
Instead, there's colonial-era cobblestone roads that
double as a path to the past; restored houses and taverns, a
groomed 1655-circa village green, and a cluster of fine
restaurants and quirky shops.
Sprightly gardens frame the town that fronts the
Delaware River, which serves both recreational boaters and
massive cargo ships on their way to the ports of
Wilmington Del. and Philadelphia.
William Penn first set foot in North America near what
is now the comer of Strand and Delaware streets. The flags
of the Netherlands, Sweden, Great Britain and the United
States snap in the breeze over the town's Georgian style
courthouse.
First founded as a Dutch fort in 1561, New Castle
became the capital of the colony in 1704 and was a vital
stop on the north/south trade route.
It was a hotbed for political debate and protests during
the American Revolution; several signers of the
Declaration of Independence hailed from New Castle. By
the late 1800s, its role as a trading port and overland route
dried up.
However, the resulting slide in revenues became some-
what of a blessing. Since residents didn't have the cash to
renovate their homes, it left the original architecture virtu-
ally untouched.
Today much of the town reflects the Colonial and
Federal periods.
The Green, which houses an 1809 arsenal and the 1798
New Castle Academy, and adjacent Market Square were
sites of fairs and weekly markets. Most recently they've
been backdrops for a couple of feature films, including
Oprah's "Beloved."
In the town's center, office and government buildings
line its oak tree shaded streets. The dwellings bear diverse
architectural styles, mirroring the melting pot of cultures
that have called the town home.
Unlike many historic communities, New Castle is a

Park. Nearby is the Terry House, a federal townhouse. The
Kentucky Derby Inn, over 170 years old, and exhibits the
charm and warmth of colonial days.
Self-guided tours should include visits to Amstel
House which showcases the 18-century architecture, con-
taining typical colonial furnishings and household equip-
ment. The Dutch House is thought to be the oldest brick
house in the state and contains 18-century Dutch furnish-
-ings characteristic of a settler's house.
The George Read II House and Gardens is furnished
with period antiques and features carved woodwork, relief
plasterwork, gilded fanlights and silver door hardware.
A frequent visitor to New Castle is the Kalmar Nyckel
with its towering mast and elaborate rigging. Hand built
with the same old craftsmanship used on the original ship,
this full-rigged replica is designed after the Swedish ship
with the same name, which brought the first permanent
European settlers to the banks of the Christina River in
nearby Wilmington in 1638.
You can book an afternoon voyage and set sail, discov-
ering some of the natural beauty that explorers and new
immigrants gazed upon centuries ago.
