Kids gets schooled in S. Florida's marine environment

Each year, dozens of kids sign up for a unique expe-
rience where they can learn about South Florida's marine
environment.
The program, sponsored by the National Marine
Institute in Pompano Beach, offers courses at no charge to
any student ages 10 to 18 years old living in Broward and
Palm Beach counties. The institute supports the project
through the sale of donated boats.
Debbie Ethridge, a teacher for the National Marine
Institute, conducts the Broward-based classes, which are
held year-round with at least six participants. A single
course spans four to six weeks, she said.
"When we have a group of interested students we find
a classroom and create a schedule," she said.
Each course has no more than 15 kids, with students
close in age grouped together, studying material tailored
to meet their levels.
Youngsters meet two days a week for lectures that last
two to three hours each and feature videos produced by
the Discovery Channel. Classes take place mostly at mid-
dle schools and community centers.
A third day is reserved for field trips that can include
airboat rides in the Everglades and outings to the
International Fishing Hall of Fame in Dania Beach.
The program starts with basic conservation, allowing
participants to understand how individual eco-systems
affect the whole environment. Classes also cover ocean
environment, its geology and the properties of water,
Ethridge said.
"I call it the soup in the soup bowl," she said.
At the end of the program, the student who absorbs


the most information is given the Top Sponge Award.
There is also a beach clean-up, where prizes are taken
home by those who gather the most trash.
Ethridge believes the institute's program is helping
mold )~iung minds to be more environmentally conscious.
"If people are aware of the problems in the environment,
they protect it," she said.
Ethridge, an ocean engineer with a bachelor of science
degree from Florida Atlantic University in Boca Raton, was
hired by the institute last year to teach classes in Broward.

The institute began offering the program in
September, 2000. In Palm Beach County, similar classes
had already been underway for the past four years and are
taught by another institute-hired instructor, she said.
Prior to her involvement with the institute, Ethridge
navigated a 250-foot geo-physical research vessel through
North and South America for five years.
She will start a new job in August as a marine sur-
veyor with an ocean engineering company. Her duties

Marina owners to have a voice in newly formed committee


Needs of mom and pops to large
'resorts' to be addressed

A new committee designed to identify and address the
concerns of marina owners has .been formed by the
Marine Industries Association of South Florida.
The committee, which got underway in early July, is
still in the development stages. But monthly meetings are
expected to start in September, said Cathy Petowsky, vice
president of Billfish Marina in Fort Lauderdale.
Petowsky is one of two co-chairs who will be spear-
heading the committee, named the Marina Group. The
other co-chair is Patience Welton, director of operations at
the Jockey Club Marina in Miami.
The group will be comprised entirely of volunteers,
who number about 15 so far, Welton said.
The group is supported by the Marine Industries
Association of South Florida, which will provide assis-
tance with promotions, printing and other needs, she said.
Welton and Petowsky expect the group's reach to
expand throughout Miami-Dade and Broward counties.
The committee intends to address the concerns of all mari-
nas, from large resorts to small mom and pop operations,
Petowsky said.
Meetings will be open to association members.

Educational seminars will be open to the marina commu-
nity-at-large, Welton said.
"It's important that the marinas don't feel like they
are facing the daily challenges alone," Welton said.
"The marine association is there to make their life a lit-
tle easier."

Welton said she knows of no other group geared to
marina owners in Broward.
The closest may be in Miami-Dade County, where
there is a marine council that has a marina group within it.
On a national level, there is the Marina Operators
Association, but they focus mostly on national issues and
legislation, Welton said.
Petowsky believes the Marina Group will help
enhance the business of owners in Broward, where most
of the association's membership is based.
"We're giving them the opportunity to be more suc-
cessful," said Petowsky, who estimates there are around
80 marinas in Broward County.
Shortly after the Marina Group's formation, Welton
and Petowsky tried to gauge the concerns of marina own-
ers. The pair sent out 153 surveys to association members
and to marinas listed in the National Marine


Manufacturers Association's directory for Broward and
Miami-Dade.
About one-third responded. Topping the list of issues
were fire and emergency planning. Other concerns were
customer service, safety training, dockage agreements and
unified rules for outside contractors, Welton said.
Other issues that will be discussed include worker's
comp for sub-contractors and environmental laws,
Petowsky said.
Petowsky would like to see marina owners become
more structured in their operation policies.
"I'd like us to be all uniform," Petowsky said. "If we
keep more uniform, it's easier to deal with the customers."
The idea for a Marina Group has been tossed around
several times at Marine Industries Association of South
Florida, she said.
Petowsky hopes the Marina Group's success will be
similar to the boat yard committee, which was'formed by
the association two' years ago.
"It's worked out wonderful," said Petowsky, who is a
member of the boat yard committee. "We have an agenda
and discuss issues. The networking amongst the boat yard
operators have been a very big benefit. That's what needs
to happen with the marinas."

Labor of love: Marine historian spends years building sailboat replica

As a kid, George Coates would go down to the river in
his small West Virginia hometown and play around on the
tiny boats he found there.
"The river, however, was black from all the pollution
from the surrounding coal mines, so it wasn't the most
pleasant experience," he recalls.
But Coates vowed that some day he'd have his own boat
- on clean water and do whatever he could to preserve
the positive aspects of marine life.
Today, he's is doing just that, partly by building a
prized sailboat.
"Well, when I get it finished, it will be a dream come
true" he said of his 35-foot Clipper Bowed Cutter, now in
dry-dock at Bonnie's Ravenwood Marina in Dania Beach,
where he has been building it from scratch for "more years
than I can remember."
It is a replica of an English-style sailboat, which has
played a part in U.S. marine history over the last several
decades because of its unusual ferro cement hull rather
than fiberglass.
Coates, 64, said he never has been able to devote steady
work on the craft until he finally retired last year.
He's had other small boats but this one is special,
involving lots of sweat and love, and determination to put
it afloat.
"It's just been a real challenge to take something like
this and build it all myself even though it's taken so long,"
Coates explained.
The boat, with its steel frame and ferro cement con-
struction, isn't like the sleek, shiny fiberglass models most
sailors own today.
"I really wanted something different and to appreciate
the designing that went into a craft, and so that's what I
have," he said.

Coates has the engine in place, the mast ready to be
hoisted, and hopes to have it in the water soon so he can
dock the boat behind his Lauderdale Isles home.
Another passionate hobby is his drive to preserve local
marine heritage. He has been a driving force behind the Fort
Lauderdale Marine Historical Society, which he helped
found in 1997.
The group, which meets monthly, has a cross-section of
supporters who pay no dues and follow no social agenda, but
enjoy swapping stories and learning more about local history.

proper perspective with what is happening today," he said.
Coates' appreciation of maritime life began as a child in
a poor West Virginia coal mining town, where his father was
a country doctor. There he established some basic values on
which to built his life.
"These were hard working people who endured so
much," he explained. "But I wanted a different kind of life."
Coates, then 20, took a spring break trip to Daytona
Beach, where he wound up responding to a newspaper want
ad seeking mates to work on a mega yacht.
In a matter of days, he unexpectedly was hired and left
his schooling to step aboard for the first time a 106-foot
yacht owned by a wealthy developer.
"Boy what an experience," he recalled. "It was my job

Boat yard, homes coexist in serene Shady Banks


This is the first in a series of special features on
neighborhoods that line Broward County's waterways.
This month's feature takes a look at Shady Banks in
southwest Fort Lauderdale.

When the Summerfield family opened a boat yard 60
years ago, they helped create a unique residential neigh-
borhood now home to many employees who live only.a
stone's throw away from their workplace.
"It's a pretty special place that has seen a lot of
changes and a lot of history while struggling to maintain
its own special character," said John Lee, general manag-
er of Summerfield Boat Works, Inc. "With all the pres-
sures of commercial growth and economic challenges,
we're still here and serving our customers."
Summerfield is nestled at the tip of the Shady Banks
residential neighborhood, located south of Davie
Boulevard in Fort Lauderdale, along the New River as it
bends near Southwest 15th and 18th streets. The company
is believed to be one of the last family-owned operations
serving small sailboats in South Florida.
But it is also unique due to an ongoing years old tra-
dition of employees living on or near the property. "I live
just a few streets away and a half dozen of our employees
are in this neighborhood, with many others having lived
here at one time or another," Lee explained.
He says being so close has lots of advantages, like
avoiding traffic hassles and easy access to work in times
of emergency calls. As a neighborhood resident, Lee says
he appreciates the need to maintain tranquility, coupled
with the commercial aspects of trying to survive as a busi-
ness.
"The Summerfield family took it over in 1940 and it
was years later when the residential area of Shady Banks
grew up around the marina."
When the Summerfields began their business, Davie
Boulevard was a gravel road with only a few dirt streets
heading south through to the marina, which had an origi-
nal address of 1500 Davie Blvd. Today it has a modern
1500 SW 17th St. address.

Shady Banks was platted as a residential neighbor-
hood in 1925, but the Great Depression and other factors
would delay development until the 1960s and '70s.
It all started when Henry Summerfield sailed a racing
sloop from Toledo, Ohio to New York, and then to Fort
Lauderdale where he traded the boat for the marina site,
which in the 1950s was one of only four boat yards locat-
ed above the Seventh Avenue bridge.
The, Summerfield family turned a small guard house
on the property into a home and office in the early years
until 1956, when a new home and office were built.
In the past, small homes lining the perimeter of the
boat yard on Southwest 17th Street served as residences
for marina workers. But through the years, they have been
sold off to private owners unrelated to the boat yard.
Other employees have lived on boats at the marina
and, in more recent years, have bought up private homes
on nearby streets in Shady Banks.
Summerfield's original marina encompassed less than
a fourth of what today amounts to a 3.5-acre site. Six exist-

ing covered storage sheds were built from 1949-51 after
being purchased for $1 each from the federal government.
There also was a railroad that brought boats to the marina,
but it was abandoned once a boat elevator was built.
In 1960, Henry Summerfield died, but the marina has
remained a family operation.
Lee, who had moved from Wisconsin to Florida in
1974, became a marina employee in 1982 while living on
his boat. In 1999, he was named general manager, over-
seeing 36 employees, a marina that rents storage space to
sailboats, offers dockage for other boats undergoing repair
and has ground space devoted to a variety of work on
boats of various sizes.
Lee takes pride in the fact that many of his employees
have been long-term, some with a 30 year history with the
company.
"It's a busy operation and it costs up to $10,000 a day
to keep it going," he said, noting how the bigger boat
yards are serving the mega boats and power boats, leaving
the smaller sailboats to Summerfield. "We're proud to be
part of the heritage of this neighborhood and for those of
us living here, we are truly a part of it all."

Lets face it, those of us who own boats
have a unique passion for making a great
deal. We don't like to pay the piper. But
make a deal for repairs that sounds too
good to be true, and you just may find your
vessel and your checkbook cruising up the
proverbial creek!
Boat repair yards provide facilities,
materials and amenities through which
smaller service providers (i.e. subcontrac-
tors), often establish and grow their busi-
nesses. They provide bulkhead and piers
for vessels to throw lines to, electric, water,
security, licenses and insurance. So, with-
out the dependability of an established
business to honor its warranty if the job
isn't quite up to snuff, you could have
nothing but a greasy handshake and a can-
celed check from some fly-by-night opera-
tion.
There is a reason why shipyards and
boat yards charge what they do for their
services, and it is important that boat own-
ers understand that. In order to provide the
services you require, these folks have huge
overhead costs from investing millions of
dollars into property improvements,
machinery and equipment, personnel and
so on.
Is there usually fat in that boat yard
bill? You bet there is. Are fees negotiable?
Absolutely. Do yards charge for time and
materials that were actually spent on
another boat's paint job? Maybe, but who's
to say?
If you didn't demand that certain con-
trols be set in place at the inception of your
service agreement with the yard or -
worse yet the yard didn't offer to pro-
vide that level of assurance for you, then
it's possible you were had.
Unexplainable or seemingly irrelevant


charges on your bill may be accidental, or
they could be a justifiable reallocation of
time and materials among job categories,
designed to save you from a heart attack
when you get the final bill.
It is unfortunate but true that some
yards will whack you "just because." I
call it the bait and switch (BS) show.
Check around and ask what kind of expe-
riences others have had with the repair
yard you are considering, and you can
sniff out the bad ones pretty quickly.
Once you do, try to establish a
longterm relationship with a reputable
facility and avoid losers and their smoke
and mirror shows like the plague
The obvious alternative to using a
repair facility is to hire a subcontractor
and to manage the job yourself. But
before you go that route, be sure you
have asked for and received all applicable
and current insurance certificates,
licenses, permits and performance agree-
ments.
Consider, for example, a recent case
I was involved in where the captain
engaged an electrician wannabe to make
some basic adjustments aboard his 72-
foot cruiser. As it turned out, the worker,
who sustained an injury and had no state
worker's compensation or USL&H cov-
erage, ended up suing the owner for per-
sonal injuries and loss of wages that will
continue until he reaches age 65.
And then there was a guy who
everyone said was the "greatest thing
since peanut butter" because he did the
best shaft alignments "on the planet."
When his improperly installed bearings
resulted in a fire at sea, the boat owner's
family spent an evening 15 miles off the
Bimini coast floating around on cushions
and coolers.

Self help can turn to self hate if and when legal problems arise

Therefore, whatever does become written and agreed
upon will usually stand up as the legally accepted terms
of that agreement. Such contracts can end up being high-
ly varied, depending on the needs and dispositions of the
parties involved.
This freedom allowed in the writing of an agreement
also creates a subtle burden on those parties. They must
choose just the right verbiage for their particular needs while
protecting their individual interests from the unique pitfalls


of maritime law such as maritime liens, the rights of certain
employees, and limitations of liability.
These combined issues make most maritime flavored
agreements poor candidates for a standard "one size fits all"
contract form. So, think twice if you're ever told that a "stan-
dard contract" is being used. It's quite possibly just "stan-
dard" to those presenting it.
Now, I realize many of you may be disappointed that the
self help market has not recognized the maritime legal field.
However, it should always be kept in mind that no matter
what the issue, it almost always remains cheaper to pay up
front to prevent a problem rather than to fix one after trouble


occurs. Sometimes self help can lead to self affliction.
For example, when my dad received the repair bill from
the garage for our car, he did turn rather pale. On the other
hand, it was the only family auto trip to the northeast when
the car didn't break down somewhere near Jacksonville,
causing us a two day or more delay.
Proving yourself capable and frugal isn't necessarily
wise.

He obviously wasn't concerned about liability insur-
ance. This left the owner to explain to his own insurance
company (and more importantly, to his wife) about the
choice he made in having those repairs done in his back-
yard.
So these are examples of the problems boaters can
encounter. But this is not to imply that all subcontractors
are negligent and that all boat yards reputable. It just pays
to know who and what you are dealing with.
This issue is hot on the waterfront right now because
more and more subcontractors are opening their own
businesses and operating illegally by not having the prop-
er insurance, permits and licenses that should be required
by shipyards and boat yards.
Without incurring overhead to cover those items, they
are able to work at prices that beat the tar out of yard bills,
and many are so hungry that they'll work all hours and
under extreme conditions to get jobs. Boat owners are
tempted to use them to save money, but they take a terri-
ble risk and ultimately pay in many ways that are far too
extensive and far-reaching to explain here.
Suffice to say, short term perspectives and a desire to
shave a few bucks from the bill will lead to lower stan-


dards for service providers that could come back to haunt
you in the long run.
And beware of boat yards that allow these unlicensed
enterprises to operate within their facilities. This growing
trend puts everyone at risk and encourages sub-contrac-
tors to cheat the system while diluting the quality of work
and warranties that boat owners deserve.
Sure, it helps to bring boats into the yard, and just like
a fine restaurant, they must be doing something right if the
place is always packed, right? Take a drive or a cruise one


afternoon and look at all of the bootleg work taking place
along the banks of the New River in all its little cubby
holes and basins.
Government agencies should enforce the rules equal-
ly throughout the industry rather than being selective with
when and where to apply ridiculous standards. The riffraff
would disappear and we'd see higher quality work togeth-
er with new standards being enjoyed by all.

With that first sailing experience under his belt, Coates
eventually went to work building boats at a Chris Craft fac-
tory while enrolled at Florida Atlantic University, where he
eventually received a degree in secondary education. He
became a high school social studies teacher and for the next
20 years spent his free time sailing.
After retiring, he decided to devote time to his family
and causes. Coates and his wife, Lorraine, have two children
and five grandchildren. His son has inherited his father's
love of the water and works for a major cruise ship builder.
As a history buff, Coates appreciates how the marine
industry and boating has evolved.
"Whenever I travel, like to Washington D.C., my wife
will go one way and I head to the Library of Congress of

proposal to build a maritime museum in Fort Lauderdale.


"We have a chance to preserve our marine history in a
place such as this and if we don't, it could be lost," he
explained.
He offers a list of old time shipbuilders, carpenters
and merchant marines still living, whose stories, he
believes, should be recorded and accessible to benefit
future generations.
Coates also has been active in the Broward Urban River
Trails, which seeks to preserve the natural setting of the 25-
mile New River loop, linking parks, marinas, nature centers
and historical sites along its banks.
"We are so fortunate here to have so much in the way of
natural marine beauty, and it really disturbs me when I see
so much development threaten any part of it," he said.
But Coates knows he's not alone in his struggle for his-
torical preservation. "There are a lot of good people out
there and, if we can all come together, we will succeed."

Boatyards spurred growth of Lauderdale neighborhood


His wife, Lydia, enjoys painting and varnishing tall
masts and says she "loves coming to work every day." Her
sister-in-law, Muriel Lidtke, also lives nearby and works
in the wood repair area. "It's a nice neighborhood and a
nice job. I feel very lucky to live and work here," said
Lidtke, a French native, who came to the U.S. 20 years
ago.
Doc Savage, 82, who moves about the boat yard
grounds on a bicycle, is a 15-year employee. "It was bet-
ter when we lived here, but we moved four years ago to
Plantation and that was a mistake," he said.
Savage and his wife, Donna, the company bookkeep-
er, lived on a boat near the marina for 10 years, which she
describes as "the best time in our lives." When the
Savages weren't working, they'd just sail their home away
for getaway trips.
"I miss not being so close to work now. It was really
special," she said.
Gloria Lehr, office secretary for 12 years, particularly
enjoys the view of the New River outside her office win-
dow. She too lives close by in Shady Banks, which she
calls "a nice, quiet community where everyone takes pride
in their homes and neighborhood." She enjoys living on
the water because of the calming effect.

between a commercial venture and its residential neigh-
bors can be strained at times.
"But since many of us live here, we try our best to be
good neighbors."
He said Summerfield has made improvements in
environmental operations, reducing noise and other fac-
tors, though there's still issues connected to running a
business.
"The boat yard has been here a long time and who
knows how many more years it will remain," he said.
"But as long as it is here, we will continue to appreciate
its heritage, and that of the neighborhood where it
exists," he said.
