program pairs companies
and students

Waterfront News Writer
Richard Bitterman was a cabinet maker when an ad in
the newspaper caught his attention. Today, he is training
for a new career in the marine industry.
Bitterman is one of a dozen people offered an appren-
ticeship in marine electronics. The program is a joint
effort by the McFatter Technical Center in Davie and the
Marine Industries Association of South Florida.
When considering applications,
companies looked specifically for
those with marine or aviation
experience.
Organizers think the program might be the only one
of its kind in the country. Students selected for the appren-
ticeship have their books and tuition paid for by the
MIASF. They also receive $9 an hour to attend classes two
days a week and work the other three days at a participat-
ing firm.

about 10 days in late May.
The crew is continuing
their journey to Europe.


The 23-week course began in April, with classes con-
ducted at the Billfish Marina in Fort Lauderdale. Eleven
companies have agreed to hire the students during their
training period and will offer full-time positions upon
completion.
Frank Herhold, executive director of the MIASF, said
the program was created with McFatter to help solve a

shortage of qualified workers in the marine industry.
"Look at these mega-yachts," he said. "They have
some of the most sophisticated electronic systems in the
water. This is a highly-skilled profession and there is a
critical need for well-trained individuals."

Group hopes 'Venice of America' will gain maritime museum


Lauderdale's nautical history
calls for recognition, committee says

A proposed plan to create a museum highlighting Fort
Lauderdale's maritime history is hoped to edge closer to real-
ity later this summer if a citizens committee can persuade
city leaders to back the plan.
"Here we are a community that's built on water and with
the largest number of marine-oriented businesses in the
nation, and there is no recognition of that history," said
Hampton Peterson, co-chair of the Fort Lauderdale Maritime
Museum committee, and an attorney.
Currently, there are no museums in South Florida that
focus on maritime history, even though Fort Lauderdale is
considered to be the "Venice of America" and has touted itself
in tourist promotions as the state's yachting destination. A
small maritime museum is located in Stuart, while Key West
has'the Mel Fisher Museum, specializing in sunken treasure.
The Fort Lauderdale group is seeking city approval to
take over a former post office building at 330 S.W. 2nd St.
along Riverwalk. Built in 1927 in the Beau-Arts style by
noted architect Francis Abreu, the architecturally important
building has sat vacant for years.

Lauderdale City Commissioners, Peterson said. He expects
the city to issue a formal request for information from the
group by September, the first step in an municipal process to
determine the site's future.
"We are already collecting information, letters of sup-
port and other details so we will be able to give a complete
response as to what we plan to do," said Peterson.
He estimates costs up to $100,000 to repair and remodel
the building to make it secure for the museum. To be decided
is'whether the city will fund such an effort, or if the museum
will have to depend on the private sector. Peterson said a team
of volunteers would be called upon to do some of the work.
Plans could call for exhibits, oral histories, visiting dis-
plays, models of important vessels, marine archaeological
items and a research library.

A first step in organizing the museum came in late
spring when the organization officially formed as a non-prof-
it group and named officers, many longtime civic leaders
including Robert Cox, former Fort Lauderdale mayor and
founder of Lauderdale Marina, who serves as co-chair with
Peterson, an avid classic boat restorer.
Gypsy Graves, founder of the Graves Museum of
Archaeology and Natural History, has been named executive
director; George Counts, president of the Marine Historical
Society, is vice chairman; Emily Rushin, former business
owner and civic activist, as secretary, and Mary Jane
Cockerham, Broward County Archaeological Society trea-
surer, as museum treasurer.

Restaurant, bait and tackle shop proposed for Dania Pier


Dania Beach city commissioners
to review plans in July

Conceptual plans to build a facility to house a restau-
rant and bait and tackle shop at the Dania Beach Pier are
expected to be reviewed sometime in July by Dania Beach
City Commissioners.
If city commissioners like what they see, bids from
construction companies will be sought to build the pro-
ject.
The conceptual plans are being presented by Neil
Aronson, an architect the city hired for $24.000, said
Jason Nunemaker, city manager of Dania Beach.
If the plans are accepted, construction bids should be
advertised within 60 days after the commission's vote,
Nunemaker said.
City commissioners have discussed setting aside
$400,000 toward construction in the proposed 2001-2002
budget. The city intends to build the restaurant and bait
and tackle shop, then seek an operator to run it, he said.
Plans to improve the pier have been in the works for
several years. The original, 870-foot-long structure was

closed in 1990 after city officials deemed it to be unsafe.
It was torn down in 1992. A new, re-built pier was opened
18 months later.
The old pier had an eatery. There is presently only a
bait and tackle shop at the structure, inside a trailer. City
leaders have said that having a facility where a restaurant
and bait and tackle shop could be housed would bring in
more visitors.
The pier offers a great view, Nunemaker said. "The
restaurant will create a destination not just for fishermen,
but for families," he said.
City Mayor Pat Flury said she believes there is a con-
census on the commission to move ahead with the project.
"We're very serious about proceeding," Flury said.
Richard Lauzier, owner of the Loggerhead Cafe,
thinks the restaurant and bait and tackle shop will be a
great amenity.
"It will increase traffic," he said. "Anything that can
bring people to the beach is a great idea."
Lauzier's cafe is inside John U. Lloyd State Park, at
6503 N. Ocean Dr. in Dania Beach. He has owned the
restaurant for the past five years with his wife, Denise, and
their son, Richard Jr.
In May, the cafe began catering to the fishing crowd
by smoking their fish. Some of the customers are from the

ocean.
The restaurant purchased its 16-foot-long smoker
from a company in Georgia. The device, which is on
wheels, can smoke up to 300 pounds of fish at one time.
The smoker is also used for ribs and chicken, Lauzier said.
Depending on the size of the catch, it usually takes
Sone to two hours to smoke the fish. Customers can choose
between two types of smoking, cold or hot. Prices start at
$2 per pound, he said.
The fish can be smoked to take home. Or the cafe can
cook and serve it, he said.
The service has become very popular, mostly attract-
ing fishermen through word of mouth, Lauzier said.
"People love it," he said.

Steady winds, free burgers, help highlight Abaco Race Week

Paul Anstey, a Fort Lauderdale yacht surveyor and
designer of several small Bahamian-style boats attuned to
the peculiarities of Abaco waters, has been sailing in the
Abaco Regatta for 20 years.
"It's a great time of year to be in the Bahamas," he said.
"The water is warm, the winds are usually reliable but not
too demanding, and the locals always show us a good time."
The 22nd Annual Abaco Race Week officially begins
July 4 with Race 1 at Green Turtle Cay. The 10-day regatta
features five main races but numerous other events lead up
to the formal start and fill in the between days.
For example, the Gulfstream Sailing Club gets started
with a feeder race from Fort Lauderdale to West End on
Grand Bahama Island on June 29. For more information,

Next is the Round the Great Turtle Race sponsored by
the Green Turtle Club in White Sound. The race starts at 11

and cruisers without spinnakers. Now in its third year, it con-
tinues to be a fun event that makes early arrival in Abaco a
worthy goal.
The course lies between Green Turtle Cay and Great
Abaco Island, and is set in the shape of a giant turtle. Late
registration is permitted at 5 p.m. on July 1 with the skip-
per's meeting starting one hour later. For more informa-

While waiting between races, plan to attend the early
happy hour "Fiddle Cay" Free Cheeseburger in Paradise

music, cold margaritas and rum punch. Fiddle Cay is the
island just north of Green Turtle Cay, a 10 minute dinghy
ride from Green Turtle. The organizers are looking for vol-

City beach lifeguards deserve better

To the Editor:
I visit the Hallandale beach often, and have noticed
over the past six or seven months that the lifeguards who
are responsible for the south end of the beach have no
tower. The lifeguard tower is literally an umbrella stuck in
the sand, with the lifeguards sitting on an old chair that
they have recovered from the trash.
To add insult to injury, these employees are required
to sit out in the intense heat for a 10 hour shift, with no
water to rinse off and few and sometimes nonexistent
(undocumented) breaks, and literally no shelter from the
harsh South Florida elements.
The health danger (i.e., extended exposure to the sun,
heat stroke, heat exhaustion) that will no doubt result from
these working conditions place the City of Hallandale in
an extremely liable situation. The city has proven that they
could care less.

As a taxpayer, it infuriates me to know that countless
tax dollars are collected, with even more revenue generat-
ed through tourism, for this exact purpose, and the city is
unwilling to accommodate the people who are responsible
for hundreds of lives on a daily basis.
If a dog were to be tied up and left in a similar way
for 10 hours, wouldn't that be considered animal abuse?
I wrote the city a detailed letter stating my concerns.
I was not given the common courtesy of any type of reply,
and the dedicated lifeguards continue to suffer. The arro-
gance and reckless lack of concern that the city has dis-
played is unacceptable.

About cruising guides
There are three cruising guides that cover the entire
Bahamas archipelago. They each have their pros and cons
and I have used all three to cruise the Exumas and Abacos.
They are listed below in order of preference.


The Bahamas Cruising Guide, by Mathew Wilson,
$44.95.
This is the most current and complete of the three
guides. Wilson has personally cruised these islands, taken
soundings, and written frankly about the people and places
he has seen.
He includes a complete listing of marinas and other
facilities at each port and includes number of slips, power
available, and most important of all, price info. His book is
far superior to his competitors and is written by someone
who has actually been there and knows what cruisers want.
Uses full page format.
Bahamas Cruising Guide, by Maptech (formerly
Embassy). Full page format like Wilson but not as complete
or current. Also, very sparse on prices of services. At $44.95
pass this by and get Wilson's guide.
Yachtsman's Guide to the Bahamas, edited by
Meredith Fields. Ten years ago this was the guide of choice.
Like many enterprises, however, it has been allowed to rest
on past laurels and has been squashed by new entries in the


field. For years it was notoriously out of date and continued
to recommend one marina/restaurant in Bimini five years
after the place had closed. The sketch charts are still valu-
able but they can be purchased separately.
Yachtsman's Guide has recently gone to a full-page spi-
ral bound format but its content is still inferior to Wilson's
book. Caution: Depths and harbors change.
Navigation aids come and go and are shifted. Use the
sketch charts with care and do not rely solely upon them. For
$39.95, buy the sketch charts and leave this book on the
shelf.
The Cruising Guide to Abaco, by Steve Dodge covers
only the Abacos. It contains sketch charts and waypoints and
offers lots of local knowledge. At $14.95 this is highly rec-
ommended if you are going no further than the Abacos.
Remember though, plans and weather may change and you
may find yourself needing to return by another route.
Purchase charts and guides accordingly.

Potential marine technicians sail ahead


seeking students. Applicants were given a basic adult edu-
cation test consisting of math, language and reading.
Interviews were then conducted by the participating com-
panies, all members of the National Marine Electronics
Association.
The firms are seeking quality individuals who will
eventually become long-term employees, said Terry Jones,
an instructor for the marine electronics co-op program.
Fifteen students were picked, with 12 now remaining
in the program, Jones said.
Companies sponsoring students include: Electronics
Unlimited in Fort Lauderdale, High Seas Technology in
Fort Lauderdale, Larry Smith Electronics in Riviera
Beach, Voyager Systems Inc. in Fort Lauderdale,
Norwegian Marine Electronics in Pompano Beach,
Concord Marine Electronics in Fort Lauderdale, Radio
Holland USA in Hollywood, Martek in North Palm
Beach, Johnson Electronics and Machinery Inc. in Miami
and Fort Lauderdale, Yachtronics in Fort Lauderdale and
the Nortek Group in Fort Lauderdale.

into," he said.
High Seas Technology is sponsoring Bitterman and
another student. The company interviewed people from all
walks of life and of ages.
When considering applications, companies looked
specifically for those with marine or aviation experience.
Company officials were impressed with Bitterman
because he was in the U.S. Air Force for six years, where
he worked on electronic systems for jets, said Jill Irvine,
vice president of sales at High Seas Technology.
"This program is long overdue," Irvine said. "In our
industry, it's been very difficult to hire qualified employ-
ees. Marine electronics is very competitive. The field is
booming. It's an employee market."

Irvine is hoping the apprenticeship will a set prece-
dent and be copied in other areas of the country that are
also hungry for talent.
Herhold said he would like to see the association do
more apprenticeships too, not just in marine electronics
but in other marine-related fields as well.
"I think we've finally found the answer to securing
qualified, competent students for marine vocational pro-
grams," he said. "You just can't beat a combination of on-
the-job and classroom training."
McFatter and the MIASF plan to continue the marine
electronics program indefinitely. Another course should
start at the end of the summer. Applications will be taken
for the next batch of students at the beginning of August,
Jones said.
Brock DeRolf, of Plantation, is presently taking class-
es at the Billfish Marina and doing hands-on training at
Voyager Systems. He is looking forward to his new career.
"I've lived in South Florida for 33 years and have
been around boats all my life," said DeRolf, who previ-
ously worked as a sales representative for a uniform com-
pany. "I was burned out with my job and decided to take
a shot in the marine electronics industry. I get to work on
nice boats. The people are friendly and you're on the road,
not sitting behind a desk all day."

"We're confident that the city will see the value in our
proposal and how it will benefit the community in so many
different ways," Peterson said.
The city's maritime assets are numerous enough to war-
rant a museum, supporters say. Port Everglades is-among the
largest and busiest cruise and cargo ports in the nation and a
favorite stop for the U.S. Navy. The annual fall Fort
Lauderdale International Boat Show attracts huge crowds.
The city also hosts the U.S. Military Air and Sea Show every
May, which draws millions.
According to the Florida State Highway Safety and
Motor Vehicles Department, Broward County had 64,800
registered boats in 2000. Overall, Florida has 1.2 million
registered boats, with 5.3 percent in Broward.
Frank Herhold, executive director of the Marine
Industry Association of South Florida, said "it's only fitting
that we recognize the heritage of the marine industry" by
supporting the museum. His organization, which represents
800 marine-related businesses, pumps $8.8 billion into the

"Marine life still plays an important role in the eco-
nomic and recreational aspect of the area," he said.
The Broward County Convention and Visitors Bureau
reports that beaches are a top attraction for tourists, who
spend $4.2 million annually while vacationing in the area.
"Water is a big draw, as we have 23 miles of beaches
and 300 miles of canals," said Stacy Fauldo of the city's con-
vention bureau.
Top activities among tourists are boating and sailing,
according to the agency's studies.
The bureau has no statistics on tourist interest for
marine-related museums, but said the Swimming Hall of
Fame and the Intemtational Game Fish Association Hall of
Fame and Museum are very popular attractions.
"It's important to show how water has played such a
vital role in the settlement and growth of Fort Lauderdale,"


Peterson said.
While the Maritime Museum idea has been discussed
privately for years, it was the availability of the old post office
building that gave the committee new interest in the last six
months. In the past it was hoped that the building could be
used for an aquarium, but that proposal fell through.
"We knew the building would be perfect for the site as
it would be in the heart of a popular tourist area and provide
a suitable location for such a museum," Peterson said.
"The time is now to preserve this valuable history
before it is lost," he said. "There are still people who have
the knowledge of how the water has impacted the city's
growth," said Peterson, noting that private collections of
maritime history documents, photos, books, etc. could be
brought together in one place.

Admiralty law steeped in 12th century English history


take electives while at law school, the fundamental course
work is pretty much the same in all schools. It might also
interest you to know that the United States is one of the few
countries in the world where law is a post-graduate degree.
Once a student graduates from law school and passes
the state bar exam, they become lawyers. Some then go to
work as "general practitioners," while others pursue a spe-
cific legal niche.
Niche lawyers tend to join specific organizations to
learn from other lawyers with similar interests. For mar-
itime attorneys these organizations include the Maritime
Law Association of the United States (MLA), the
Southeastern Admiralty Law Institute (SEALI), and in
Florida there is also the Bar sponsored Admiralty &
Maritime Law Committee.
Most young niche lawyers also try to associate or
"intern" themselves with another attorney or a firm that
has experience, and takes cases in the legal'area they wish
to pursue. They also attend seminars pertaining to their
legal interest
Now, for a long time, there was a movement among
many state bars to dissuade lawyers from holding them-
selves out as specialists (interestingly patent and admiralty
attorneys were often cited as exceptions). However, the
realities of a modem practice, where a lawyer can't always

be all things to all people, is becoming more accepted.
Certain states, including Florida, have developed cri-
teria so that attorneys who wish to can hold themselves
out as "specialists" in a specific area or areas.
At this time, Florida is the only state with a board cer-
tification program for those specializing in admiralty and
maritime law. The minimum requirements include not less
than five years of continued and substantial involvement
in maritime practice, including case work and seminars..
After that, the candidate is required to take an exam
which includes all aspects of maritime practice, including
how to deal with state court cases. It is not an easy test, for
presently there are less than 70 board-certified admiralty
attorneys in Florida.
But this does not mean that attorneys without such
certification are not good maritime lawyers. Some haven't
gotten around to taking the test; others have a practice that
is so substantially proven that wasting time on seeking
certification is for them a redundancy.
And, sadly, some excellent attorneys fear that by get-
ting board-certified they will be sending a message that
they are limiting their practice to a specific legal area, and
potential clients will fail to come to them for their other
legal needs.
I say this is sad, because it means that the public does-
n't fully understand the concept of what it means to be a
specialist in a legal area, particularly in admiralty and

maritime law.
A specialist is not only someone with additional train-
ing, but who likely has an very good understanding of
ancillary issues.
For example, an attorney with a legal maritime back-
ground may actually have a fuller appreciation for certain
issues relating to a marine or shipping-related business
than many other lawyers, even if the issue at hand isn't
directly related to an admiralty case.
It is something for the potential client to consider
when seeking an attorney. Remember, there are no dumb
questions.
Basically, I see certification as one way of showing a
client that you might have a little extra to offer in experi-
ence and knowledge. And, particularly in the case of mar-
itime law, it helps maintain the very real truth that it con-
tinues to be a practice with many unique and historical
aspects.
When I found out that I had passed my certification
exam, the attorney I had earlier interned with presented
me with a replica of a silver oar. Of course, it's too small
to intimidate rowdy clients, but you can't beat the history.

Quaint Maryland town reproduces colonial schooner


Community's fund-raising efforts lead
to ship's upcoming July 4 commission

Several years ago, long-time small boat builder John
Swain approached Drew McMullen with the crazy idea of
building an 18th century cargo schooner in Chestertown,
Md. Estimated construction cost: $1.35 million.
With barely 4,000 people in town, Chestertown seemed
a tiny home port and even more unlikely a locale to raise seri-
ous capital to build a 65-foot, two-masted colonial schooner.
McMullen, 28, had worked in the region as a captain
and teacher while rebuilding an historic boat. But Swain
was more enchanted with his three-year stint on Wall Street
pitching financial deals for an investment bank. After a
weekend of mulling over the proposition, McMullen decid-
ed he wanted in.
The Sultana was originally built as a cargo schooner in
Boston in 1767, but after its purchase by the Royal Navy,
her role was to enforce "tea taxes" along the Atlantic
colonies in the years leading up to the revolution.
The sailing vessel was a prime candidate for reproduc-
tion since there were copious detailed original records such as
Royal Navy logbooks, crew lists and survey plans. On a trip
to England in 1997, Swain discovered the wealth of Sultana
data preserved in a London records office filing cabinet.
Back in Chestertown, he enlisted the help of a naval
architect, a team of shipwrights and a slew of volunteers.
Construction began in June, 1998.
The keel log is a single white oak tree from a nearby
farm that measures 42 feet in length. The hull frames are
Osage orange, a dense, durable wood that grows in natural
curves. The planking is white oak and cedar, while the decks
are constructed of Pacific Northwest fir trees. The ship was
fastened together with a combination of bronze bolts, lag
screws and Osage and locust trunnels (tree nails).
As construction unfolded, McMullen tackled the chore
of dealing with more than 35 different contractors as well as
the daunting task of raising the $2 million to finance the

complete project.
A fundraising cocktail party netted $40,000 before the
Sultana's board of directors fanned out all over Kent and the
surrounding counties in a quest for donations. Landowners
gave hundreds of trees for timber and money poured in. About
75 percent of funds were raised from roughly 3,500 residents.
The key selling point is the Sultana's mission: to act as
a floating classroom for the study of history, culture and


ecology as they pertain to the Chesapeake Bay watershed.
So far more than 3,000 school kids have visited
Swain's shipyard on Cannon Street for hands-on instruction
of the building process, which totaled more than 50,000
volunteer hours. The ship will be commissioned on July 4,
followed by an educational program, "Schoolship of the
Chesapeake," begins.
The Sultana endeavor truly reflects the nature of
Chestertown, where town folks mingle regularly in the
shadows of restored 18th-century brick homes facing the
Chester River. The picturesque town offers an eclectic
mixture of shops, art galleries, inns, b&bs, restaurants and
historic buildings.
They all surround the town square park that offers a
delightful Saturday morning farmer's market and summer
Saturday evening concerts. The best way to capture the feel
of Chestertown is to sign up for a two-hour walking tour
with local historian Marge Fallow.
A superb home base is the Parker House. It's a pic-
turesque 1876 farmhouse of the Victorian era owned and
operated by the affable John and Marcy Parker, a pair of
New York City transplants. Parker House is an expansive
home with high ceilings, a stately, 19-step staircase that
leads to three guest rooms, and sculptured gardens. Each
morning guests enjoy a continental breakfast in the dining
room or the backyard terrace. It's a peaceful, easy setting a
block from the town park.
Part of the town's charm is sampling the fine regional
cooking. Feast of Reason on High Street churs out mouth-
watering homemade breads and soups, salads and sand-
wiches. It is known for its fuslbous, a chocolate, butterscotch
and vanilla desert bar.
A relaxing seven mile drive north brings you to the
Kennedyville Inn, "centrally located in the middle of
nowhere." Barbecue is a huge attraction, but Kevin and
Barbara McKinney bring vibrant flavors to regional cooking
of affordable dishes in an remodeled old farmhouse.

Chestertown offers hot nightlife

bread to pulled pork in a Carolina crepe is
homemade. We enjoyed a small plate of
scallops sprinkled with a zesty seasoning,
then a tasty baked mahi-mahi with feta,
olive oil and garlic on a bed of mashed pota-
toes, and breast of duck with spring onions
and olives. A pair of California vintages, a
Hunter Ashby chardonnay and Walnut
Creek merlot complimented everything.
Back in town, nightlife spins around
Andy's, a very social watering hole with a
compact but lively menu. You can find its
proprietor, Louise Andrews Goddard, in
the kitchen, managing the joint, or as the
sensual model in a satiny slip in the portrait
above the bar.


At Andy's you'll also come across
some of the best original live music this-
sleepy side of the Chesapeake Bay. The
backroom listening area is a crush of
wingtip chairs and couches cozily
arranged for easy mingling. The band
kicks off around 9 p.m. beneath a painting
of a nude sunbather in a chaise lounge.
On a recent weekend, we caught
Starbelly and Burnt Taters; the latter's
rockabilly/Beatlesque sound had most of
the audience snaking around the room in a
conga-line at midnight. Then under a
moonlit sky, we contentedly ambled back
to our tranquil inn.
