from annual Waterway Cleanup

Billed as one of the largest pro-environmental events in
Broward County, the 24th Annual Waterway Cleanup is
expected to bring out hundreds of volunteers who will pick
up debris along a 300-mile stretch.
Why do so many people agree to give up a Saturday to
get wet and dirty and stand knee-deep in junk?
"It's an indescribable feeling of accomplishment, one
that you can appreciate all year long whenever you look out
on the waterways and see that they are cleaner because of
your efforts," said Marilyn Mammano, who lives in the
Harbor Islcs section of Fort Laudcrdalc, and has been par-
ticipating in the cleanup for three years.
Mammano is one of three people chairing the event.
The other two are Dottie Noll of Plantation and Joan
Sheridan of Lauderdale Isles in Fort Lauderdale.
Mammano became involved shortly after moving to
Broward from New York City.
"I saw a sign in a Publix and went out to the Anne Kolb
Nature Center in Hollywood," she said. "I was so impressed
with it, I volunteered to be a chairperson."
Workers will be stationed at 28 sites on the shoreline
and in boats on the water.
The cleanup, sponsored by Marine Industries
Association of South Florida, takes place 9 am. to 1 p.m. on
March 31. Last year, about 3,000 people removed 60 tons of
trash, according to the organization.
Volunteers don't have to sign up in advance. All they
need do is show up at one of the locations, where they will
be greeted by a coordinator who will distribute garbage bags
and instructions.


T-shirts will also be given away and boaters will get a
free bottle of boat wash. The items are limited, however, and
will be handed out on a first-come, first-serve basis.
Participants should show up in clothing that they don't
mind getting wet and dirty. Work gloves, closed-toed shoes,
sunglasses, hats, suntan lotion and drinking water are all rec-
ommended.
Following the cleanup, the association will host a trash
bash from 2 to 6 p.m. at Rick's Bar and Grill inside the
Marina Bay Resort in Fort Lauderdale. The bash will feature
a complimentary lunch, refreshments, entertainment and
Door prizes.
Barbara Conklin, the association's public relations and
events coordinator, intends to be at the upcoming cleanup.
This is her first year as a employee, but she did participate
as a volunteer in the past.
"I was kayaking the other day and saw two tires,"
Conklin said. "I marked the location and will get them on
cleanup day."
The event is a great way to give something back to the
community. The debris, if left to fester, is hazardous to
wildlife, fish and vegetation, she said.
The cleanup not only attracts Broward residents. People
come from throughout the tri-county area. Some of the vol-
unteers are tourists and snowbirds, Conklin said.
Participants typically fish out shopping carts, bicycles,
appliances and other common debris such as plastic bottles,
cans and fishing line, said Martha Lord, director of associa-
tion services.
There have been some unusual finds too, including a
live grenade and a homecoming scoreboard sign, Lord said.

National organization seeks to help sailors who

dream of cruising America's Great Loop

Roger Jones and his partner, Peggy Haretos, would one
day like to cruise the eastern waterways known as America's
Great Loop.
To help make the journey a bit easier, the couple have
become members of America's Great Loop Cruiser's
Association.
"It's a very interesting organization," said Jones, a Boca
Raton resident. "They write guides to places along the way
and have tips on everything from anchorages to restaurants."
Jones and Haretos are among 370 members who receive
the association's bi-monthly newsletter.
The group was founded by Eva and Ron Stob, who live
in Tennessee and cruised the loop in 1994. They formed the
group to help others boaters wanting to take the journey.
Their newsletters are mailed to 42 states and Canada, as
well as internationally. Florida, Michigan and Maryland
have largest number of members, said Eva Stob.
Annual dues for the association are $18 for U.S. resi-
dents. Those living in Canada pay $21. Outside of North
America, the cost is $24.
Of the members who have signed up, 53 have received
the group's BaccaLOOPerate degree for successfully com-

pleting the trip, which includes the Atlantic and Gulf
Intracoastal waterways, the Great Lakes, the New York State
and Canadian Heritage Canals and the inland river systems.
When the Stobs set off from Fort Lauderdale, it took
them 10 months to finish the loop. On their journey, they
covered 6,300 miles and 145 separate locks.
In addition to forming the association, the couple wrote
a book two years ago about their experiences called "Honey,
Let's Get a Boat... A Cruising Adventure of America's
Great Loop."
They also travel the country giving seminars. Their next
appearance in South Florida will be as one of several speak-
ers at a trawler fest from March 29 to 31 in Fort Myers.

chased in Fort Lauderdale. They highly recommend the craft.
"One of the most common questions we get asked is
what kind of boat is needed," said Ron Stob. "People have
done it in various vessels. But we feel that the best is a trawler
because of its fuel efficiency and comfortable accommoda-
tions. You're going to be out there for almost a year. If you're
on the open water in a small boat and you're being tossed
around, you can have an uncomfortable and unsafe time."
When talking to audiences, the Stobs also recommend
that people do their research before heading out. The couple,
who were living in California at the time, spent two years
preparing for their trip.
"We were not experienced boaters," said Eva Stob.

Last year, the most bizarre item found was a small,
wooden model ship with crickets living inside. "It chirped,"
Lord said.
Workers also found a paycheck dated 1986, which was
returned to its owner, she said.
Mammano is impressed that the cleanup is a family
activity. "There's whole generations who come," she said.
"Grandparents, parents and children."

Written contract best remedy to avoiding 'last payment' problems


obviously have no right to a maritime lien, your most
effective option other than settling will probably also be
taking legal action in small claims court, where you will
likely include a "breach of contract" claim. At this junc-
ture, the problems concerning process and collection
become very similar to those of the service provider.
All parties should also take note that unless there is a
contractual clause which says otherwise, each party pays
their own attorney fees regardless of outcome. Consider it
the American way!
As you can see, the perils of the last payment are
something to be avoided, if possible. I believe the best
way is through preemptive planning by all concerned.
In that regard, I think there are few tools which are better
designed for avoiding conflict than a clearly written agree-
ment defining the rights and responsibilities of all parties.
Such a document should include both payment sched-
ules and cleaf descriptions of work to be done, along with
optional remedies if there is a failure of performance.


Naturally, the best contract in the universe can't pro-
tect you from a person who is determined to break it.
However, a fairly conceived document just might prevent
the type of small misunderstandings that can lead to time-
consuming and expensive legal clashes.

Biscayne Bay stadium plan stymied

by area's reputation, empty promises


Miami after dark. A scenic walk to the bathroom at the new
stadium might wind up in a following-day's obituary.
Again: why? Because all of the promises of redevelop-
ment in the area around downtown Miami have been as
empty the past 14 years as a shrimp net in July. The area is
still overrun with rats. All redevelopment would do is patch
up a few crumbling structures. As for the creation of jobs,
vendors could sell guns instead of hot dogs on the street.


So, when you hear the City of Miami bragging that
the new Marlins stadium is going to be a waterfront beau-
ty spurring redevelopment in Overtown, draw a fan base
from everywhere in south Florida and jump-start a city
that is so broke it can't pay attention think about what
all that redevelopment did to the Miami Arena.
It fell to the best-laid plans of rats and men.

Newsletter appeals to sailors, wannabes, cruising America's Great Loop


To get ready, they took classes with the U.S. Power
Squadron and purchased the Waterway Guide, she said.
Along the loop, the couple agree that Canada was one of
their favorite spots. They spent 50 days cruising the country.
Other favorite places were the Erie Canal in upstate
New York and the Chesapeake Bay, they said.
"The really delightful part is stopping and walking
through the towns," said Ron Stob. "But you do have to main-
tain a schedule. We had a general time table and it did not
allow us to see everything. You do have to pick and choose."
Don Kalen, an association member, said the scenery
was one of the most enjoyable aspects of his trip too.
Kalen and his wife, Ruth, are live-aboards who spend
two months a year in Vero Beach. They finished the Great
Loop last year using an S2 center cockpit sailboat.
"It was fun," Kalen said. "We really enjoyed it, enough

Not everyone in the association is planning on complet-


ing the loop. Tammy Calkins, of Davie, said she just likes
reading about the adventures.
"A lot of our regular customers have done the Great
Loop," said Calkins, who co-owns Stabilized Marine in Fort
Lauderdale with her husband, Craig. "After listening to
them, we became interested. I guess you could say we are
taking the journey vicariously through other boaters. We like
to read about where they are going and what they are doing."

During the 1890s, Rufus Walker piloted his mail boat
from Miflin, Ala. to Milview, Florida. While dropping off
a batch of letters and bragging on the gulf's bountiful
catch, Walker was approached by a visitor who offered to
pay him handsomely to fish in waters off what is now
known as Gulf Shores and Orange Beach, Ala. An indus-
try was born.
For generations the Walker family charter boats have
ferried fishermen. Today, its 60-foot custom Resmondo,
Summer Breeze II, is one of nearly 100 deep sea fishing
boats docked at marinas in Orange Beach. Fifty miles
from Mobile, on the southernmost tip of Alabama, the
Gulf Shores and Orange Beach area stretches over 32
miles of sugar-white beaches fronting the Gulf of Mexico.
While Orange Beach has been infiltrated by its share
of resorts and high-rise condos over the past decade, Gulf
Shores has managed to retain its Deep South and soothing
seaside charm. Most mornings heron are perched on their
favorite pilings while waves of fishermen board charters
and head out to sea.
The real magic of fishing these brilliant blue-green
waters is the 200 artificial reefs designed to attract fish
like a frog to ajuney bug. The reefs span more than 1,200
squares miles off the Alabama Coast, labeling it the
largest artificial reef program in the U.S. Trawling the
reefs brings grouper and red snapper year-round.
Gulf Coast red snapper is reeled in off the Alabama
shores. Spanish mackerel, cobia and shark run from mid-
March through November. May though December sig-
nals the arrival of the big boys: tuna, barracuda, wahoo,
bull dolphin, sailfish, mackerel, shark and the real jaw
dropper: blue and white marlin.
Before dropping that line into the water, be aware that
state law requires a license for both saltwater and fresh-
water fishing. A combination license is also available.
Closer to shore, redfish, trout, mackerel and bluefish
can be caught from piers, seawalls, rock jetties, and by sim-
ply casting into the surf. With the gift of foresight and 700
acres, local resident George Meyer established Gulf State
Park in 1933. Over the years the Civilian Conservation
Corp installed a water system in the gulf-front park, as well
as piers, picnic shelters and 22 lakeside cabins.
The park's 900-acre Lake Shelby boasts the Gulf
Coast's longest fishing pier, which juts 825 feet into the


Gulf. Here you can cast your line for large-mouth bass,
bluegill and catfish. Admission passes are available, tack-
le can be rented and anglers can also purchase frozen
shrimp and artificial lures there.
Inland among wooded groves of live oaks and pine,
freshwater fishing can be enjoyed in more than 400,000
acres of waterways. The Bon Secur river offers bass, red
drum and bream.
Fishing the area's back bays provides the opportunity
to catch redfish, flounder and speckled trout, and if the
currents are cooperating, schools of saltwater species
often pay a visit.
With more than 6,500 acres, the Bon Secur National
Wildlife Refuge terrain ranges from shady pine forest to
vast open stretches of shoreline with windswept-dunes

and patches of sea oats. As you wander nature trails,
check out the scarlet tangers that dart through the trees or
great blue heron as they stalk their prey.
Take a trip to Dauphin Island, home of the Estuarium
at the Dauphin Island Sea Lab. It chronicles the local
ecosystems of the Mobile Bay Estuary and will delight
visitors of all ages with its sea turtles and alligators bask-
ing in the swamps, and seahorses and octopod dancing
among the underwater grasses.
Further west is Fort Morgan, a military garrison that
has played a part in nearly 200 years of American free-
dom. Built at the mouth of Mobile Bay, visitors walk
through an arched-brick tunnel and you can peer through
a window into a soldier's quarters circa 1861, furnished
with oil lamps and a simple wooden bed with a military
drum slung over its frame. A ferry links the fort to
Dauphin Island.
