Tightened water restrictions not only mean less lawn
watering and car washing. The rules affect vessels too.
That's the message the South Florida Water Management
District is trying to get out to the local boating community.
Rules that allow residents, marine-related businesses
and live-aboard boaters to wash their boats were :.ttl..,ll,
amended Jan. 17, decreasing such water use from three to
two days a week. The same restrictions apply to cars and
other equipment.
The good news is that boaters can at least rinse off their
vessels after time spent in the water to avoid saltwater corro-
sion.
A day after the new schedule went into effect, some
boaters were caught off guard. A few said they weren't
aware that the rules had changed.
District officials say they intend to reach out more to the
boating community, including buying advertisements on
radio and TV, and advising people to also check the agency's
web site, at www.sfwmd.gov
Kevin Quirk, general manager of the Bahia Mar
Yachting Center in Fort Lauderdale, said the yachting center
is taking action by notifying its boaters about the district's
mandatory washing schedule, Quirk said.
But he knows it's going to be tough to enforce.
"We're not in the water enforcement business," he said.
"But we will have our dock hands and marina managers
informing customers. Many of our guests are from out of


town, even out of the country. We will notify m.., i-i r J

"This is a serious problem with water," Haitfaid. jIjjI

Frank Herhold, executive director of the-Mlarine
Industries Association of South Florida, says no one is wast-
ing water. "Everybody I've talked to is being real good about
this," he said.
The association intends to further help publicize the dis-
trict's restrictions by tying the rules into some of its public
relations efforts, including the annual waterway clean-up on
March 31. The event attracts about 3,000 participants, who
will receive information on the water shortage, Herhold said.
The district's rules allow for the washing of boats, cars
and other equipment between 4 and 8 a.m., and from 5 to 7
p.m. Days and hours depend on whether a person's address
ends in an even or odd number.
Live-aboard boaters can determine the days and hours
according to their boat slip numbers, said Bruce Adams,
water conservation officer with the South Florida Water
Management District.
Licensed mobile boat washing companies are still per-
mitted to wash and detail boats anytime, provided they use
an automatic shut-off nozzle and low-water use techniques,
according to the district.
The restrictions in the South Florida district cover
Orange, Palm Beach, Broward. Miami-Dade, Monroe,

New school aims to teach folks to fish like the pros


Class expected to cover off-shore
trolling, big game surf fishing

Folks can learn to fish like the pros at a new school that
has been developed at the Secret Woods Nature Center in
Dania Beach.
Classes began in mid-January and will continue through
April. The 10-session course is being conducted by Tom Beck,
a professional fisherman from Davie.
Beck, who also holds a captain's license and has experi-
ence as a master fish cutter, came up with the idea for the school
because he has always enjoyed teaching people about the sport.
His aim is to provide students with hands-on instruction through
demonstrations, videos, textbooks and other materials.
"There are so many people who love fishing and they want to
do it properly," Beck said. 'They just don't know where to start."
Each session will be small and limited to no more than 20
people. Participants can attend one class or all 10. Classes will be
held on various dates, on Friday evenings and Sunday mornings.
The cost is $21 per person for the first class and $15 for
each additional session. Special family rate packages are avail-
able for multiple enrollments.
Each class will cover different topics, said Beck, who

began fishing at age 3 and turned professional in 1983.
"My dad took me to a rock pit," said Beck, who grew up
in Plantation. "I saw the fish swimming around and I was mes-
merized."
When time came to form the school, Beck approached his
childhood friend, Paddy Cunningham-Pascatore, a naturalist at
the Secret Woods Nature Center.
"I thought it was a great idea," Pascatore said. "Tom is
offering an in-depth look at not only fishing, but how to catch
specific types of fish and different types of fishing such as deep
water and back country fishing."
Other subjects to be covered include how to throw cast
nets, catching live bait, identifying species, off-shore trolling
and big game surf fishing, Beck said.
The parks division offers free, one-day clinics. But Beck's

school is an opportunity for the angler who wants to know the
secrets of the pros, Pascatore said.
Classes will be conducted inside the center's exhibit
rooms. There will be no fishing on the grounds because the
park, at 2701 W. State Road 84, is a protected preserve,
Pascatore said.
There will be plenty of chances to go on field trips, where
students can use their skills. Excursions will cost extra, Beck
said.
The school has gotten so many inquires that one-day clin-
ics for kids will be offered on Saturday, most likely starting in
February. The clinics will cost $7 per session, Pascatore said.

"If I had to do it again," a former world
leader once pondered, "I'd bum the tapes!"
The quote is, of course, from Richard
M. Nixon, who may arguably be the original
prominent person to find himself in personal
and legal trouble through the modem miracle
of electronic record keeping.
If you'll recall, unless you've spent your
entire life in a sealed barrel, Nixon was the
president whose career was put to an end
after taped records, subpoenaed from the
White House, allegedly demonstrated that he
was personally involved in the cover-up of
the infamous "Watergate Burglary." It is
very likely that without these electronic
recordings, Nixon would have completed his
second term, leaving behind a very different
public legacy.
In Nixon's time, storing and maintain-
ing records using electronic media was the
exception rather than the rule. Record keep-
ing was mostly confined to good, old fash-
ioned paper, which was then stored in file
cabinets. The Internet was a such a primitive
tool, the then young Al Gore refused to let
anyone know he invented it.
Of course, great changes have taken
place. People now panic if their computers
don't switch on in the morning. Some com-
panies are even keeping their vital informa-
tion and data with electronic storage ser-
vices, on so-called "secure" web sites.
Which brings us to an interesting ques-
tion, especially at the beginning of the boat
show season when filling out questionnaires
at such events is commonplace:
Just how safe should you feel when giv-
ing personal information to a company or
organization that's very likely to be put on
some form of electronic media? The answer
is that you probably shouldn't feel very
secure at all that the info will go no further.


Let's look at the situation from the
beginning. First, you enter the boat show and
see something that attracts your attention
(possibly a contest you have as much chance
of winning as the Lotto). You fill out a form
that asks all sorts of questions: name, address,
phone number, date of birth, hobbies, number
of children, and perhaps even your social
security number or driver's license.
Now, do you really think they need to
know how many kids you have to give you a
silly prize? What do you think is going to
happen with that information?
At the very least, it's probably going on
a computer, possibly to end up on the World
Wide Web.
Basically, you have become a resource.
Your name and information can now be
bought and sold to other companies that
desire to make contact with someone who
meets your "profile."
Depending on the company that eventu-
ally receives it, the information you offered
at a boat show booth could end up as part of
a searchable file that is open to anyone who
knows their way around the Internet.
It used to be that such lists were only
available on paper, and you had to call or
write away for them. But, with the Internet,
your personal information is often instantly
accessible, with very few restrictions as to
who can receive it.
Of course, this isn't necessarily a totally
bad thing. As an attorney who often relies on
"word of mouth" for business, it's rather nice
to know that there have been times when a
potential client contacted me because of a
web search.
On the other hand, few people want
more information about themselves made
public then is actually necessary to conduct
business with others. Moreover, no one
wants their personal information to be used

Last year a couple of fishermen plucked
a little Cuban boy out of the ocean off
Pompano Beach.
Movie scriptwriters couldn't make up
the scenario that followed.
The kid was whisked off to stay with
cousins living in Miami. There was a trip to
Disney World. There was a new puppy.
There was a shower of gifts raining down in
the form of toys.
And there was an entire community who
formed a'Woodstock-like entourage in front
of the home trying to sneak a peek at the
young boy playing in the yard while telling
the rest of the world that the 6-year-old kid
was their symbol of an answer to the evils of
Fidel Castro.
Last month, a Coast Guard cutter pulled
17 Haitian immigrants from a 25-foot boat in
the Hillsboro Inlet, not too far from where lit-
tle Elian Gonazalez was rescued. There were
11 men, seven women and one child
described as "a toddler" taken off the boat.
But there was no sight of Disney World
in store for the toddler, nor the other immi-
grants found aboard the boat. No pets. No
toys. No movie deals.
They did get a trip though- back to Haiti.
The Coast Guard placed all 17 of the
immigrants aboard a Coast Gqard patrol boat
and high-tailed them two miles out to sea.
There, they were fed, watered, and looked at
by medical attendants. Then they were
placed on another boat and sent back to
where they came from.
What's wrong with this picture? Plenty.
Had the 17 Haitian immigrants come
from Cuba, chances are the Coast Guard
would have brought them onto American
soil, provided food, clothing and shelter, and
then allowed them to look up any family liv-
ing in Miami. Why?

Because America can't stand the
thought of Fidel Castro. America doesn't
even let him send his cigars here.
So, America figures, if Cubans have the
guts to throw themselves and even their kids
on a patch-work raft that would have a hard
time crossing a swimming pool without sink-
ing, then America is ready to welcome them
with open arms, shower them with a few gifts,
and even send the tykes off to see Mickey
Mouse, all in the name of democracy.
Never mind that the immigration laws
state that anyone who doesn't make it onto
American soil on their own has-to be sent
back.
If America's policies weren't racist,
that Haitian toddler would have been kept
around for a few weeks. America would
have located his mom or dad, who were
probably among the other 16 immigrants
on that boat. America would have found a
temporary home for them, and showed the
little tyke a good time.
A stick of gum and a toy truck proba-
bly means a lot to any child from poverty-
stricken Haiti. Compared to Elian, America
could have gotten off cheap and showed the
toddler the time of his life.
It's just that America doesn't give two
cents about sending a bunch of Haitians
back to the poorest country in the world.
Why? Because, for one, their skin is
black. And two, their country's leader has-
n't been flipping America the bird for the
past 41 years.
Had America followed the red letter of
the immigration law like it did last month,
little Elian would never have set foot on
U.S. soil, either.
Technically, Elian never made it to
land on his own. The two fishermen who
rescued him tucked him into their boat and
gave him a ride to land.

in a way that allows others to become a nuisance (e.g. phone
solicitors and infinite unwanted e-mails).
So, how should one deal with the electronic proliferation
of their personal information? Well, as the old timers used to
say, "An ounce of prevention is worth a pound of cure."
First, offer only as much information as you must
absolutely give when dealing with organizations you are not
familiar with. Keep a log of who you gave information to,
when, and how much data you actually offered. I suggest you
do this:
Do not give out your social security number, driver's
license number, or any credit card number unless you know
exactly why and to whom!
Also, if in the future you find any information about your-
self on an unauthorized non-government web site, and you do
not want it there, do not hesitate to contact that site (by e-mail,
letter, and telephone), to request your removal.
Richard Nixon lost the presidency because he voluntarily
made an electronic record of information he would have pre-


ferred not to have been made available to the public. And,
although you may not be risking a presidency (and certainly not
planning to cover-up bad deeds), the fact remains that you
should not voluntarily offer more personal information about
yourself to the public than you want to. And to paraphrase good


ol' Dick, "I want to make that perfectly clear!"

No special perks materialized last

month for Haitian immigrants, little boy


Had America given Elian the same legal consideration
as his Haitian counterpart last month, he would have been
put aboard a Coast Guard boat and taken to the U.S. military
base at Guantanamo Bay in his homeland of Cuba. There, his
Cuban father would have been able to hop in a car and drive
to the base to pick up his son.
There wouldn't have been a trip to Disney World. Nor


would there have been any brouhaha over whether or not it
was right to send in the troops and pull the child out of his
cousins' house at gunpoint.
Of course, turning Elian around and immediately send-
ing him back to Cuba like America did to the little Haitian
kid would have been too easy.
That would have been un-American.

Amended water restrictions further limit boat washings


Collier, Lee, Hendry, Charlotte, Glades and Okeechobee
counties, Adams said.
An exception is made for the rinsing and flushing of
boats after saltwater cruising, but for no more than 15 min-
utes once per day, he said.
"We don't see a difference between someone's boat on
a trailer and someone's car," Adams said. "But we do realize
that when you take a boat out in the water, the engine has to
be flushed and we are making allowances for that."
The main downside is that the restrictions do not take
into consideration a vessel's size, Quirk said.
"We have 175 foot, 200 foot vessels docked at our mari-
na," he said. "To clean it in 15 minutes is tough. It's unrealistic"
Similar restrictions were posed 10 years ago for 18
months. Back then, the agency did receive some complaints
from people with large yachts, Adams said.
"They said one person with a hose could not wash an entire
yacht in four hours," he said. "Our response was that we never
said they couldn't have more than one person with one hose.
Maybe they need more than one person and one hose to do the
job. Maybe they need a few more people to help them wash it."
He added that the district is trying to let everyone go
about their normal lives without wasting water.
"We're not trying to be ridiculous," he said "But they
need to know this is a serious crisis and we need everyone's
assistance."


Stephen Bogner, marinas manager for the City of
Miami, said the city has been posting requests, asking its
marina customers to conserve water. And city staffers check
the dock regularly to ensure that no hoses are leaking.
The City of Miami operates four marinas, with a combined
total of 1,200 slips. Three are wet slips and one is dry storage.
"We believe the boaters are cooperating," Bogner said.
John Antweiler, a Pompano Beach resident and incom-
ing commodore of the Hillsboro Inlet Sailing Club, said

most people will be happy to comply with the district's rules,
if they know about the restrictions.
"How well they are informed or are not informed is the
biggest question," Antweiler said.
He expects the restrictions to inconvenience some boaters.
"But I don't see people getting very upset about it," he said.
Quirk doesn't think the restrictions will upset tourists
and snowbirds either. "In California, there are power short-
ages," he said. "There is a water shortage here. People are
going to have to conserve in their own homes and on vaca-


tion because of the growing population. It's going to become
a reality of life."
Adams has been traveling throughout South Florida to
train local and county law enforcement, code enforcement
and other officials on how to assist the district. The agency is
also depending on the community to report abuses.
Violators can be slapped with a $25 to $500 fine,
depending on the city and the offense. Belligerent water
users can be arrested by law enforcement officers and face up
to 60 days in jail, Adams said.

When visitors arrive at the seaside village of Rockport,
Texas, it's like taking a step back in time.
Rockport boasts the friendliness of small-town life, a
place where cowpokes rub elbows with shrimpers, artists
and travelers. Perched on the north end of the Lagunda
Madre peninsula, Rockport is where the muddy brown
waters of the Gulf of Mexico begin to sparkle clear and
green.
Both Rockport and its neighbor, Fulton, are part of a
string of small fishing communities that dot miles of pre-
served mid-Texas shoreline known as the Coastal Bend.
Flanked by Aransas Bay and Copano Bay, Rockport is a
short boat ride to the Gulf of Mexico, where anglers find
some of the best redfish and speckled trout fishing in the
United States.
Nestled among ancient windswept oaks, easy-going
Rockport (pop. 6,0000) claims an impressive art colony,
antique shops and down-home restaurants, offering an
escape from today's frenetic world by taking in its natural
splendor and close-knit feel.
Palm trees, oleanders and bougainvilleas envelope the
seaside town, where herons, egrets and pelicans outnumber
human folk. Just down the road is the Aranas National
Wildlife Refuge, where an untamed expanse of beach, grassy
dunes and estuaries teem with wildlife. During the winter
months, thousands of migratory fowl, about 75 species of
birds and the world's only community of endangered
whooping cranes, turn up to nest and breed.
The Karankawa Indians were the Coastal Bend's earli-
est inhabitants. By 1519 the-Spanish landed, exploring and
charting the region. Still, for the next 200 years the
Karankawas fiercely resisted any settlement attempts.
Finally, in 1746, the Spanish built their first fort Aranzazu
- near what today is the Copano Causeway. Farming was


the first way of life, then cattle ranching and meatpacking
until the late 1800s when fishing became the backbone of
Rockport-Fulton's commerce.
The bays and Gulf are famed for their bountiful catch.
Best advice: find a fishing guide, either a full-time charter
captain or one licensed by the U. S. Coast Guard and the state
of Texas. Rockport's Chamber of Commerce will eagerly
offer a list. After a short walk and a quick launch on a 24-foot
skiff, premium fishing spots, some deep and some very shal-
low, await.

Bring waders and stalk the flats near Mud Island.
Northeast of Rockport proper, Mud Island's bottom is most-
ly sand and grass and what little mud there is, is hard and
easy to walk. It's worth checking out the southeast side of the
island where the barb of your hook will surely end up in the
jaw of a feisty redfish.
Texas coastal breezes seem at times to border on hurri-
cane force. A strong northeast or northwest wind can blow a
lot of water off the flats and create a hidden danger. Stay in
the channels.
