When searching for a place to drop anchor,
Hollywood City officials are betting that boaters will
look for the royal blue flag emblazoned with a white
pelican and turquoise waves.
The marker is part of a new clean marina pro-
gram instituted this year by the state's Department
of Environmental Protection. The Hollywood
Marina was the first of three facilities to receive
recognition in the departing. not's southeast Florida
region, which covers Miami-Dade, Broward, Palm
Beach, St. Lucie and Martin counties.
A ceremony honoring the Hollywood Marina
was held Nov. 30. The status means that the city-
operated facility has met specific environmental
guidelines set by the state.
A total of 11 marinas in Florida were given the
honor. The other two in southeast Florida are the
Old Port Cove Marina in North Palm Beach and the
North Palm Beach Marina in North Palm Beach.
Ceremonies at both facilities in North Palm Beach
were held on Dec. 5, said Kris McFadden, environ-
mental specialist with the Florida Department of
Environmental Protection.
The agency began developing the clean marina
program in 1996 with help from the boating industry
and marinas, McFadden said.
Getting recognition is a lengthy process that
requires attendance at a seminar, filling out an 800-
plus questionnaire and submitting to an on-site
inspection, he said.


Renee Richards, dockmaster at the Hollywood
Marina, said it took two months to complete the
required paperwork, which included questions on
such topics as recycling oils, pump-out facilities,
business practices and procedures for fires and spills.
Some of those provisions were either in the
process of being completed or were upgraded to
comply with the program, she said.
Richards became interested in applying for clean
marina recognition after finding out that the

She attended one of the agency's seminars, held
last year in Fort Lauderdale, to learn about the
guidelines and benefits. While putting the program
together, DEP officials also met with tenants and
marina staff two years ago to get information on
what boaters look for in a clean marina, she said.

Antique boat engines to be displayed at Easterlin Park

Since the late 1970s, members of the Antique
Outboard Motor Club's Florida chapter have shared
their pastime with each other and the public by hold-
ing monthly swap meets around the state.
Folks who might want to catch the group in
Broward County will get their chance on Jan. 20
when the chapter hosts its annual swap and show at
Easterlin Park, at 1000 NW 38th St. in Oakland Park.
The event will be held 9 a.m. to 4 p.m. It will be
the club's only visit to Broward for the entire year,
said Buzz Lamb, who belongs to the 200-member
chapter and helps organize the show at Easterlin.
Admission is free. The only charge to visitors will
be Easterlin's regular weekend entrance fee of $1 per
person. Kids ages 5 and younger will be admitted
into the park at no charge.
This is the group's fourth time at Easterlin. Last
year, the show drew about 250 people, including eight
who signed up for new memberships, Lamb said.
This year's event is expected to draw even more
visitors. As in the past, there will be an array of clas-
sic and antique outboard motors on display. The
group defines classic as 1951 and newer. Antiques
are 1950 and older, said Lamb, who has a collection

of nearly 300 antique outboards, half of which he
has restored.
At last January's show, the oldest outboard
motors were a rare 1914 Waterman two horsepower
and an equally hard-to-find 1915 Koban two horse-
power, he said.
A judging of outboard motors and boats will be
held, with prizes being distributed in some 15 cate-
gories. There will be competitions too, including a
crankshaft toss and a contest to see who can guess
how long an engine will run on a cup of gas.

Last year's winner of the gasoline contest was an
11-year-old boy. "We poured eight ounces into a 1949
Martin 20 two horsepower engine," Lamb said. "It
ran for 37 minutes and 58 seconds."
This year, guesses will be taken for a 1951
Johnson three horsepower, he said.
Another popular feature of the show will be the
trade and sell area for outboard motors, hard-to-find
parts and a small selection of nautical items.

So, as sorry as I am about the poor rockfish that are
endangered, and as concerned as I am about the
predicament of the tasty sturgeon, that's how unfazed

"I think it's a great honor," said Richards, of the
designation. "We always knew we are a clean mari-
na and now lots more people will know too. This
shows that we are a marina that is dedicated to the
environment and the boating public."
The Hollywood Marina has 55 in-water slips
that can accommodate vessels up to 100 feet, four
boat launch ramps and a fueling station. The facility
caters to live-aboard and short term stays.
The average occupancy rate is 80 percent year-
round, although it can rise as high as 95 percent dur-
ing the winter season, Richards said.
"We don't do a lot of advertising," she said."We
have a lot of repeat customers and through word of
mouth. It's a nice small facility."
The state-issued clean marina flag proudly flies
in front of the facility, which upgraded its landscap-
ing this year with native trees and flowering plants,
she said.
Richards says the state's program is very impor-
tant to the future of boating in Florida. "If we don't
take care of the environment, we're not going to
have an industry," she said. "I wanted to be one of
the first to step up and take responsibility. I knew
that this marina is a clean facility and that we could
get the recognition."
Filling out the questionnaire helped the marina
staff improve its facility, as well. "For instance, we

The marina also installed a new oil recycling
center and recycling bins for plastics, newspapers
and aluminum, she said.
Another benefit of the program are the fliers that
marina staff distribute to tenants about being more
environmentally conscience.
"By educating ourselves, we learned how to
educate the boaters," Richards said.
In the future, Hollywood is expected to be joined
by more marinas hoping to fly the state's royal blue
flag above their facilities.
Patience Welton, director of operations at the
Jockey Club Marina in Miami, said she has already
attended a department of environmental protection
seminar and is in the process of filling, out the ques-

tionnaire and doing some of the required upgrades.
The Jockey Club is undergoing a major renova-
tion to the marina and restaurant, due to be finished
in August. Because of ongoing construction, the
facility doesn't expect to complete all the state's
requirements for clean marina status until 2001,
Welton said.
Welton recently worked at a marina in South
Carolina, which has a similar program. The facility
there was one of six in the state to receive clean mari-
na status, she said.
"Water is our bread and butter," Welton said. "If
we don't take care of it, we won't have an income.
The marinas that take a pro-active role deserve
recognition. And I hope that boaters will recognize it
too by using marinas that fly the blue flag."
The blue flag would be somewhat equivalent to
a five-star restaurant. If boaters are unfamiliar with
the area, they would certainly go to a clean marina,
she said.
McFadden said his department is trying to get
the word out about the flag and its meaning. "With
the present feelings on environmental conservation,
we believe it's something that boaters will look for,"
he said.

Old engines find new life as restored antiques


Organizers expect to increase the number of vendors
from 35 to 50, Lamb said.
There is no charge to set up a table, but reserva-
tions are required to reserve a space, he said.
George Martin, founder of Martin Outboard
Motors and a Deerfield Beach resident, is also
expected to make an appearance at the park.-This
will be Martin's last year to attend because he is
moving to Michigan, Lamb said.
Lamb's own collection includes every model
ever made by Martin, which produced the engines
between 1946 and 1953. He became involved in col-
lecting and restoring outboard motors 25 years ago
after purchasing a 1946 Speedy Twin 22 and a half
horsepower Envinrude engine.
It was the same model he once used as a kid,
while growing up in Lake George, NY. Today, when
he's not wintering in Fort Lauderdale, Lamb spends
the rest of his time in Lake George running a marina,
repair shop and boat sales showroom that his family
founded some 80 years ago.
No matter where he resides, Lamb always keeps
busy restoring the motors in his collection. The
engines are an important part of history; he said.
"The outboard motor revolutionized the marine
industry as we know it," Lamb said. "It's made
recreational boating more available to the masses."
The swap meets let people see the development
of outbbarding through the decades. Chapter mem-
bers play an important role in preserving that histo-
ry and are more than happy to share their knowl-
edge, he said.
"We have a wealth of information," Lamb said.
Some of the members do magnificent restoration
work. Without them, old motors would be junked or
melted down, he said.
Bringing the antique and classic outboards back
to life is a nostalgia thing for many people. "There's
a lot of motors out of the 40s and 50s," he said. "A lot

For others, restoring and using the outboard
motors is an affordable entry into boating and a blast
from the past for people wanting to recapture child-
hood memories. A antique engine in running condi-
tion can be purchased for between $300 and $500, he
said.
"It doesn't take much for someone to get a small
aluminum or wooden boat, put on one of these
motors and go for a ride," Lamb said. "That's how it
was done back then."

Florida Chapter will hold its swap and show, 9
a.m. to 4 p.m. on Jan. 20 at Easterlin Park, 1000
NW 38th St. in Oakland Park.
Admission is free. The only charge will be
the park's regular weekend gate fee of $1 per
person for visitors. Kids ages 5 and younger
will be admitted into the park at no charge.

Biloxi's got a lot more than blues

Nautical history, fishing tours and historic homes offer charm to Mississippi town despite casinos

Natives recall when you could shoot off a can-
non down Beach Boulevard and not hit a soul along
the oceanfront roadway in Biloxi, Miss.
Not anymore. About a decade ago gambling
swept into Mississippi, sending the sleepy southern
seaport's economy into overdrive. Today there are
17,000 locals working a dozen casinos, including the
pirate ship-shaped Treasure Bay casino.
But don't be put off by the spin of roulette
wheels and non-stop hands of blackjack, for visitors
can easily bypass the gambling glitz and enjoy the
vintage charm of this genteel southern city.
Traveling Highway 90 from Pass Christian to
Biloxi are endless views of sea and sky along a 26
mile stretch of broad, sugar-white beaches edging
the Gulf of Mexico. Once in town, visitors find an
array of historic homes, thriving restaurants, quaint
inns, B&B's and cottages, and eclectic museums.
There's also a whopping variety of fish, thanks
in part to the estuaries, back bays and marshes that
meander along the Mississippi coast. Gulf of Mexico
waters teem with amberjack, cobia, flounder, mack-
erel, snapper, grouper, to name just a few. Half-day,
full day, and overnight charters are a snap to book.
Biloxi's culture and customs have been swayed
by the six flags that have flown over the region. An
Cherokee tribe word for "first people," Biloxi has
been governed by France, Spain, Great Britain, the
West Florida Republic, the Confederacy and the
United States.
Its old Lighthouse, which dates back to 1848,
was originally rimmed by water on three sides.
Today, it is the only lighthouse in America that
resides in the middle of a four-lane highway.
Scale its winding staircase and you can scan the
horizon taking in the pristine natural environment

Biloxi's southern legacy as strong as the sweet scent of magnolias


maps as well as a Waterford chandelier.
Down the boulevard a bit is the gem of the old
mansions, Beauvoir, the final home of Mississippi
native Jefferson Davis, who was the only president
of the Confederate States of America.
The 1853 house with restored square-pillared
gallery and expansive pavilions sits on 51 acres of
picturesque grounds. The home became a tribute to
Davis and a refuge for Confederate veterans and
their families. It cared for about 1,800 people until
about 1915, and nearly half of them are buried in the
Confederate Cemetery at the rear of the property. Its
Paladian-stye library boasts a theater, exhibit gallery
and research library, each dedicated to the study and
memory of Davis.
A Biloxi historical walking tour includes the
Ohr-O'Keefe Museum of Art where you'll find the
work of extraordinarily eccentric George Edgar Ohr.
Known as the "Mad Potter" of Biloxi, Ohr carried on
about town with a wild thatch of hair and a 18-inch
mustache.
The Mardi Gras Museum traces the history of
Biloxi's own version of the pre-Lenten celebration
and offers a dazzling display of costumes of the
annual celebration.

the story of Biloxi's fishing
industry and the $1 billion
devastation caused by
Hurricane Camille in 1969.

Once known as the "Seafood Capitol of the
World" the city's heritage is documented at the
Maritime and Seafood Industry Museum at Point
Cadet Plaza. Displays of antique tools, art, and boat
building techniques as well as photographs recount
the story of Biloxi's fishing industry and the $1 bil-
lion devastation caused by Hurricane Camille in
1969.
There's a storm of restaurants along the coast
that offer an enticing blend of shrimp, oysters, crab
and crawfish, Southern cuisine like gumbo, fried
green tomatoes, blackened fish or steak, melt-in-
your-mouth barbecue and classic Southern po' boys.


Check out the homey atmosphere at the Old
Biloxi Schooner and its soft, toasted crab and cheese
pressed po' boy with a mug of native Barq's root
beer. For mouth-watering catfish and a wide selec-
tion of local seafood, visit McElroy's Harbor House,
located at the Biloxi Small Craft Harbor.
Plan a trip over to The Porter House, where an
old cedar tree grows through the floor of the back
patio. Favorites include the smoked chicken-and-
andouille sausage gumbo, spicy catfish served with
crawfish, and cream sauce. But save room for the
bread pudding.
After a hearty lunch at one of the waterfront
restaurants, why not take the ferry to one of the bar-
rier islands that are protected by the National Park
Service. Explore Ship Island where park rangers lead
tours of Fort Massachusetts, which once served as a
POW camp during the Civil War.
It's easy to see why Biloxi beckons. The culture is
rich and there's a resounding echo of a Southern
legacy that remains as strong as the sweet scent of its
magnolias.
