Boat parades launch South Florida holiday season

We may not celebrate Christ-
mas with roaring fireplaces and
sleigh rides through the snow, but
South Florida offers its own unique
way of ringing in the holidays.
Take, for example, the bevy of
boat parades where decorated ves-
sels cruise the waterways, cheered
on by spectators viewing the event
from both land and water.
South Florida's parades come
in all sizes, from the glitz and glam-
our of Fort Lauderdale's Winterfest
to the neighborhood charm of the
Boynton-Delray Beach Holiday
Boat Parade.
Listed below is a roundup of
the season's boat parades.
Bayside Holiday
Celebration Boat Parade
A small procession will float
past crowds lining the sidewalks at
the downtown Miami marketplace
at401 Biscayne Blvd. around 7 p.m.
on Nov. 25.
Between 15 and 20 crafts are
expected to be decked out for the
event. But anyone is welcome to
bring their own boat and join in the
festivities at no charge, organizers
say.


A free boat decorating workshop will also
take place 9:30 to 11:30 a.m. on Dec. 3 at the
Pompano Beach Chamber of Commerce ...


The brief route will start at the
Intercontinental Hotel on Biscayne
Bay, next door to Bayside. Santa
will arrive via boat to hear Christ-
mas wish lists. There will also be a
fireworks display and live music.

Boynton-Delray Beach
Holiday Boat Parade
The Delray Beach Sunrise
Kiwanis Club is sponsoring the 23rd
Annual Boynton-Delray Beach
Holiday Boat Parade, to be launched
at 6:30 p.m. on Dec. 9.
Vessels will meet at the start-
ing point south of Marker 46, just
west of the Boynton Inlet. The route
will then progress south, ending at
the C-15 Canal.
Entry is free and open to large
and small boat owners alike. There
are only two hitches: Participants
must register by Dec. 6 and not
display any commercial signage on
their crafts.


Trophies will be awarded for
first and second place in two size
categories for best displays.
A captain'smeeting will be held
at 7 p.m. on Dec. 6 at Boat Club
Park, 2020 N. Federal Highway in
Boynton Beach.
About 25 boats participated in
the 1992 parade, a low number that
organizers blamed on the downturn
in the economy and Hurricane An-
drew. Last year, between 40 and 50
vessels cruised the route, bringing
the parade back to its normal size.

again this year.

Winterfest Boat Parade
Daytime television talk show
host Regis Philbin will again be
grand marshall of this 23rd event,
which starts at 6:30p.m. on Dec. 11.
Philbin's stint as celebrity host
marks the first time in the parade's
history that a grand marshall has


been invited back two years in a
row.
This year's parade will again
be limited to 80 crafts, which will
float up the Intracoastal from Port
Everglades north to Lake SantaBar-
bara in Pompano Beach.
The deadline to register is Nov.
30. Entry fees are $75 for private
vessels, $500 for nonprofit organi-
zations and $1,500 for corporate-
sponsored crafts.
A captain's meeting will be held
at6p.m. on Dec. 1 attheMarinaBay
Resort, 2175 State Road 84 in Fort
Lauderdale.
As in previous years, Winterfest
officials will strictly enforce their
decorating requirements. Trophies
will go to the top displays that most
typify this year's theme, "Coral Ser-
enade."
Spectators can review the en-
tire event from reserved bleacher
seats at the northeast corer of Las
Olas Boulevard and the Intracoastal.
Tickets cost $15 each.
Parking is available for $3 a car
at the city garage in downtown Fort
Lauderdale. Round-trip shuttle bus
service will be available between
the garage and the bleachers from 3
p.m. to 6:30 p.m. and after the pa-

Jaycees, Small Boat Club hold parade on the New River

Pompano Beach Holiday Boat Parade
The 32nd Annual Pompano Beach Holiday Boat Parade is
the oldest floating review in South Florida.
This year's parade will begin at 6:30 p.m. on Dec. 11.
Vessels will leave Lake Santa Barbara and head north to the
Hillsboro Boulevard Bridge. Last year, around 90 vessels
entered the event.
Trophies will be awarded in 16 categories to boats that
best display the parade's 1994 theme, "Magical Wonderland
on Parade." -
Entry is free. The registration deadline is Dec. 5. A
captain's meeting and party will be held 6 p.m. on Dec. 6 at the
Deerfield Beach Hilton Hotel, 100 Fairway Drive.
A free boat decorating workshop will also take place 9:30
to 11:30 a.m. on Dec. 3 at the Pompano Beach Chamber of
Commerce offices, 2200 E. Atlantic Blvd.
The workshop will be led by Tom Hall, a Pompano Beach
resident and the winner of numerous awards in both the
Pompano Beach and Winterfest parades. Reservations are
requested.
For those who want to watch from the sidelines, chamber
officials recommend Alsdorf Park, at the northwest corer of
the 14th Street Causeway and the Intracoastal, as the best spot
on land.

Boca Raton Holiday Boat Parade
With an anticipated 40 or so vessels, the 19th Annual Boca
Raton Holiday Boat Parade will begin at 6 p.m. on Dec. 17.
The route will travel south along the Intracoastal, from the
C-15 Canal to just north of the Hillsboro Bridge. Entry is free.
Registration deadline is Dec. 2. Last minute entries will also be

accepted during the captain's meeting, to be held 6:30 p.m. on
Dec. 13 at the Boca Raton Marriott Hotel, 5150 Town Center
Circle at Crocker Center.
During the parade, boat owners will compete for trophies
in various categories. When decorating their crafts, partici-
pants are asked to keep in mind this year's theme, "Winter
Fantasy on the Waterway."
Spectators who want the best view on land are advised to
go to one of the following locals: Silver Palm Park, Red Reef
Park, the Spanish River Bridge, the Palmetto Park Road

New River Holiday Boat Parade
While the Boca Raton Holiday Boat Parade is being
launched, the Sixth Annual New River Holiday Boat Parade
will be taking place around the same time in Fort Lauderdale.
The event, which is being sponsored by the Fort Lauder-
dale Jaycees and the Lauderdale Small Boat Club, will start at
7 p.m. on Dec. 17.
Vessels will leave the mouth of the New River and travel
west to Bradford Marine at 3051 State Road 84. The deadline
to register is Dec. 12. Entry fees are $35 for privately-owned
boats and $50 for corporate crafts. A captain's meeting will be
held at a date to be announced.
Trophies will be handed out in several categories includ-
ing best corporate boat, best privately-owned boat, most origi-
nal, best decorations, best music and best use of the parade's
theme.

This year's theme, by the way, is "Act I, Scene I." It was
selected because proceeds from the parade will benefit the
Broward Center for the Performing Arts in downtown Fort
Lauderdale.
Organizers will not be hosting an adjoining land festival at
Bubier Park, as they did last year. Instead, plans are underway
to hold an outdoor party of some kind in a Esplanade park next
to the performing arts center.

Marine police units gear up for boat parades

The good news is that few problems plagued holiday boat
parades taking place in Broward and Palm Beach counties last
year.
But law enforcement officials will remain on the lookout
for troublemakers when the annual parades set sail this Decem-
ber. Spectators who plan to watch from their boats are advised
to follow proper safety guidelines.
"People need to take a little time and remember there are
other boaters out there trying to view the same parade," said
Florida Marine Patrol Lt. Bud Brewer. "They need to be
courteous of one another."
The Florida Marine Patrol expects to have a 12-boat fleet
out on the water during the parades. The floating holiday
reviews are scheduled to take place throughout December in
Fort Lauderdale, Boynton and Delray Beach, Pompano Beach
and Boca Raton.
No police will patrol during the New River Holiday Boat
Parade, to be held at 7 p.m. on Dec. 17. Security instead will ie

soring the event with the Fort Lauderdale Jaycees.
The remaining parades will take place at different points
along the Intracoastal Waterway. The Florida Marine Patrol
will be joined in its patrol efforts by the U.S. Coast Guard and
marine units from local police departments.
Fort Lauderdale Police Marine Unit Sgt. Tom Odgen said
his department intends to have at least 10 vessels out for the
23rd Annual Winterfest parade, which beings at 6:30 p.m. on
Dec. 11.
Odgen advises that spectator boats get their viewing
spaces early. Most begin vying for spots at around 4 p.m., he
said.


Vessels can anchor anywhere along the 10-mile route
except near the bleacher seat section at the corer of Las Olas
Boulevard and A1A, or in front of marinas, he said.
"We're asking that people time themselves," Odgen said.
"Once the parade starts, we're not going to let boaters move
about. We must halt all boat traffic about 30 minutes before the
parade begins to clear a path."
Police stress that boaters and their passengers should
watch their intake of alcohol.
Intoxicated drivers will be arrested and charged with
boating under the influence, which can result in fines up to
$500 and a jail sentence of six months for first time offenders.
Last year's Winterfest posed no major problems for Fort
Lauderdale's marine patrol except for some minor calls like
tangled anchor lines, Odgen said.
"For the most part, everyone was real cooperative," he
said.

Waterfront homes and businesses dress up for the holidays


Annual shoreline decorating
competition takes place Dec. 7

FORTLAUDERDALE -When waterfront residents deck
the halls, they'll use their own South Florida flair during the
annual shoreline holiday decorating contest.
The event is being produced by Winterfest Inc., the same
organizers who sponsor the popular yearly holiday boat parade
on the same stretch of waterway. Condos, single family homes
and businesses along the city's Intracoastal are invited to
participate.
A five-member judging panel and other guests will leave
the docks at the Guest Quarters Hotel at 2670 E. Sunrise Blvd.
around 7 p.m. on Dec. 7 aboard the MY Victory yacht to view
the shoreline entries.
Judges for this year's contest will include Jim Garver,
president of the Broward Economic Development Council and
Nick Navarro, former Broward County sheriff, who is now
president of the Navarro Group Ltd., a private security firm in
Fort Lauderdale.
The competition is open to all property owners along the
Winterfest boat parade's 10-mile route, which extends along
the Intracoastal from Port Everglades north to Lake Santa
Barbara in Pompano Beach. Entry is free, but participants must
register by Dec. 2 to be eligible.


Prizes will be awarded in six different categories that
include single family homes, restaurants, multi-family dwell-
ings, hotels, commercial businesses and best overall entry.
Trophies will given to first, second and third place winners in
each group.
The first place overall winner will be awarded a pair of
round-trip tickets from Continental Airlines; second place in
the overall competition gets a color television set while a third
place winner will receive a CD player.

the competition, said Sandy Pierce, executive director of
Winterfest, Inc.
"The shoreline contest adds a really nice touch to our
waterways and it provides a beautiful backdrop for the pa-
rade," she said.
This year's 23rd Annual Winterfest holiday boat parade
will set sail at 6:30 p.m. on Dec. 10. The theme for both the
parade and shoreline decorating contest is Coral Serenade.


The parade, along with winners of the shoreline competi-
tion, will be nationally televised by the Independent Cable
Network, which has 54 million subscribers, Pierce said.
Willis Dickens, a neurologist who lives in Fort
Lauderdale's Rio Vista neighborhood, was last year's overall
shoreline winner with his rendition of Jurassic Park.
Dickens again plans to decorate his two-story home, in the
1800 block of Southeast Ninth Street, with the help of his son,
an artist for the motion picture industry in California. He won't
reveal his plans for this year, except to say it has something to
do with the Winterfest's coral serenade theme.
Decorating the homes and businesses adds to the excite-
ment and festivities of the holidays and helps create a sense of
pride in the community, Dickens said.
"It's a fun thing to do and it's so South Florida," he said.
"Where I come from in the mid-west, you don't have this
option."
The only way to see entries in the shoreline contest is from
the water. Tickets to go aboard the judging boat have sold out.
But if you don't have your own craft, there is another option.
Water Taxi of Fort Lauderdale says they will provide special
viewing boats the night of the Winterfest Boat Parade when
people can hop aboard the company's floating cabs to view
decorated homes and businesses.
Cost is $25 per person. The boats will depart at 5:30 p.m.
from the north end of the parking garage in front of the
Broward County Convention Center. Advance reservations
and pre-payment are required.

Markham Park opens new area for personal watercrafts


Lake gives enthusiasts a
'hassle-free' place to ride

Jon Anderson spun, turned, dunked and
jumped with his water scooter on a lake inside
Markham Park.
"This is great," said Anderson, an auto
mechanic from North Miami. "I can ride all
day and not get bothered."
That's exactly what Broward county park
officials had in mind when they opened a new
personal watercraft recreation area last month.
It hasn't been easy for to find hassle-free
riding zones in South Florida, enthusiasts say.
SComplaints of loud noise and speed laws to
protect manatees have kept many from con-
gregating in one spot for too long.
In addition, boaters often dislike the crafts
because they say riders dodge in front of their
vessels, sometimes causing accidents.
"We wanted to create a place where people
involved with the sport can ride without fearof
being told to leave by police, city officials or
homeowners," said Beth Zickar, a manager at
Markham.
Markham, at 16001 W. State Road 84 in
Sunrise, is the second largest public park in
Broward. It was selected by county parks and
recreation administrators because there are no

residential neighborhoods nearby, she said.
The personal watercraft recreation area is
on a 26-acre land-locked lake at the park's
eastern edge, near its gun target range.
In the past, the site was used by remote


control boat clubs, but those groups have been
moved to a lake just west of a field used by RC
airplane enthusiasts.
The recreational area made its public de-
but on Nov. 5 with operational hours from 9


a.m. to 5 p.m. on Saturdays, Sundays and
holidays. The area will be used exclusively
during those times by personal watercraft us-
ers, a plus for those who don't like competing
for space with boats, swimmers and water
skiers, Zickar said.
For now, people must bring their own
craft. Rentals are not available, although they
may be offered in the future depending on
public demand, she said.
The cost to ride is $7 per watercraft.
Patrons must also pay an additional park en-
trance fee of $1 per person. Children ages five
and younger are admitted into the park at no
charge.
The lake will be managed by Trish's
Watersports in Fort Lauderdale, which will
get a cut of the user fees in exchange for
having a staff member on hand to make sure
people follow proper safety guidelines.
Posted restrictions at the park include no
alcohol, no watercraft powered by more than
a 63 horse-powered engine and no children
younger than 14 allowed without being ac-
companied by an adult, Zickar said.

in Winter Park, said the decision by Broward
County parks officials to create a special rec-
reational area for watercraft riders is on the

checking the fuel for contamination, I dis-
covered that diesel fuel had been pumped
into my tank, which was filled with gas. I
ran a five gallon can to my carburetor and
alas, no smoke, no missing and then I
knew what had to be done. I can't believe
that nobody had thought of this simple
problem and that mechanics were trying to
sell me motor jobs, a new engine and other
expensive repairs.

A: Nobody expects diesel fuel to be
pumped into a smaller boat with an outdrive.
Even a good mechanic can be mislead by
certain symptoms. Blue smoke usually indi-
cates oil burning, but some people are hungry
for the bucks and sell a big, costly job, a tactic
I believe is not typical of most mechanics.

Q: While out on a recent fishing trip,
both my batteries went dead. As I tried to
start the outboard, my lights went out and
the motor would not turn over. I finally got
a boat to help me get started, but what an
awful feeling getting stuck like that. Is
there anything I could have done to pre-
vent the incident?

A: It's important to install new batteries
every two years and check the water and
charge regularly (get a hydrometer). At night


I use one battery for my night lights and save
the other for starting and running.
Buy good marine batteries instead of the
cheap ones and keep them covered and the
terminals greased and tight. Make sure your
alternator is charging your battery, and re-
member that when you use your lights, radio
and bilge pump while your engine is not
running, you are draining your battery.
: I detect a funny thump when r"
push the throttle up on my boat. It disap-
pears soon after, but comes back when I
accelerate or push forward on the throttle.
A mechanic says it could be the main bear-
ings and I would have to pull my engine to
repair it I have my doubts because the
thump doesn't occur all the time. I don't
want to burn out my bearings.

A: It's true that bearings rap and thump
continuously when loose or worn. Whatyou're
most likely hearing is bad or loose motor
supports. As you push the throttle forward, the
motor lifts or shifts and thumps as it drops. If
you lift the hatch or motor cover, you will be
able to see this reaction as you advance and
retard the throttle.
Q: I have a twin cabin Chris Craft
that has a fuel leak in the portside tank. Is
it safe to just use the remaining tank until I
can pick up a replacement for the damaged
one?

North Miami
A: You are playing with dynamite. Leak-
ing fuel dripping down into the bilge can blow
your boat up at any time you run it. Drain the
fuel out of the leaking tank and shut all lines
and crossovers that feed into it.
I would also check the other tank as it may
be as old and damaged as the leaking one.
Check for gas fumes in the boat and in the
bilges, and don't start the engine until all is
safe. Don't take chances. Gas fumes are dan-
gerous. Get rid of the problem immediately by
replacing the tank or tanks.

To the Editor:

I'm writing about the plight facing boat
owners like myself in getting adequate insur-
ance at a fair price.
In my real estate business many years
ago, I encountered the practice of"red lining"
around areas reputed to be slums and undesir-
i able areas, designating them as "do not lend."
After years of public outrage, legislation was
passed requiring banks to lend within the areas
they do business.
The time has come for similar action in
the boat insurance industry. Many insurance
companies refuse to insure boats over 20 years
old, or will write policies that carry constraints
and such outrageous premiums that owners
such as myself can not afford to insure a
vessel. This in spite of 25 years of documented
experience with no losses, membership in the
U.S. Power Squadron, regular educational
advancement, professional licensing and a

A boat's value depends on prior mainte-
nance and present condition as well as im-
provements made over the life of the vessel.
Instead of relying on questionable statis-
tics, insurance companies should be required
tocoverlarge olderboats with rates supported
by proper underwriting practices that take
into account the vessel's condition and the
operator's experience.
It's time for boat owners to unite on this
issue, just as they rallied around the luxury tax
that put boat manufacturers out of business
and left workers unemployed. The insurance
industry is forcing out owners of older boats,
the same boats that provide jobs in the marine
industry, and allow people who can't afford a
new vessel to take part in boating.

Cruising the seven seas

Worldwide boating group has
assisted sailors on the go for 40 years

Marilyn Cheatham and her husband, Warren, plan
to set sail this February from Fort Lauderdale
and see the world.
"We're going to go where ever the wind takes us,"
Cheatham said.
An important tool on their journey will be the Commo-
dores Bulletin, a monthly, 50-page newsletter produced by the
Seven Seas Cruising Association, a non-profit organization
devoted mostly to liveaboard sailors and their travels.
The association has a worldwide membership of 5,500. A
large percentage are based in South Florida, where the group
also happens to have an office.
A three-person paid staff along with volunteers print the
newsletter from their headquarters at 521 S. Andrews Ave. in
Fort Lauderdale, sell SSCA merchandise, answer questions
and organize activities.
The Commodores Bulletin is by far the club's most
popular feature. Each issue dispenses folksy and informative
letters from members reporting in from various ports of call
around the globe, said Karen Runge, bulletin editor.
"Readers can learn where the best places are to dock and


eat, the state of medical facilities, what the locals are like and
even about the currency exchange rate," Runge said.
Cheatham said she and her husband wouldn't be caught
sailing without a bulletin on board.
"It's absolutely the most spectacular publication we ever
saw," she said. "You're not only getting information. You're
getting it from a personal point of view."
Cheatham and her husband joined SSCA in 1989. She
recently ended her one-year term as the organization's presi-
dent during the club's annual general meeting and party, held
Nov. 18 to 20 at the Bahia Mar Resort and Marina in Fort
Lauderdale.
"It's become like a family to us," she said. "I've met some
very wonderful people."
The association was formed 42 years ago by six sailors in
Coronado, California, who began writing letters to one another
as a way to keep in touch and relay information about the ports
of calls they visited, said Diana Sikora, the club's office
manager.

Mariners test their skills with high-tech simulator

A simulated vessel in a landlocked Dania
classroom offers just about every challenge a
Naval officer might encounter at sea.
The deck can pitch or roll underfoot,
while the sky turns from bright midday sun to
the blackest of night. The bridge team is pro-
vided with all the modern equipment to oper-
ate the vessel, including engine room commu-
nicators.
Virtual Reality is more than just a game
- it can also be a learning experience for
students and professionals training at the Simu-
lation Training and Research Center, or RTM
Star Center for short, located at 2 West Dixie
Hwy. in Dania.
Under realistic test conditions, nerves are
exposed, the mood becomes charged even
the sweat is real.
It's a critical test of maritime skills where
computer-driven graphics test abilities with-
out disastrous recourse.
The center was built by American Mari-
time Officers, a union of the Merchant Ma-
rines, less than two years ago to educate offic-
ers in the armed forces training for commer-
cial and military missions at sea.
"There is a new, worldwide emphasis on

crew quality and the need to minimize the risk
of human error at sea," said Harry Crooks,
program director. "Ship owners, operators
and insurers understand that highly skilled
personnel make a vessel safe, efficient and
profitable."
The center can put students aboard any
vessel in any waterway in the world," Crooks
said.

ger fog, rain, snow and other weather hazards.
The center's 360 degree-view training
bridge, billed by Crooks as the only one of its
kind in the world, is where officers issue
commands.
Among the exercises, students learn how
to maneuver and dock a ship in the often
confined and potentially dangerous spaces of
a port.
Crooks, who is also chairman of the Inter-
national Marine Simulation Forum, helped
develop the local simulation and research train-
ing program.
Simulation research can foretell the
shiphandling and maneuvering characteris-
tics of a new vessel, and predict safety, pro-
ductivity and operating efficiency, Star Cen-
ter officials report.
What is this 21st century classroom like?
A visitor enters and climbs a ladder from
deck to bridge.
Simulator training can include deep sea
and inland water programs, and instruction on


handling a ship under specific conditions.
For example, a ship enters New York
Harbor, thick with traffic as the sky darkens
with clouds. Next, visibility drops and the
wind picks up in force. Suddenly, in the upper
bay, a wayward ferryboat crosses the intended
path of the training vessel. Computers present
the problem to the captain on the bridge, and
computers track the results of all orders the
captain issues to resolve the crisis.
Later, the computers will review the inci-
dent so that the ship's personnel on the bridge
can study and evaluate the decisions imple-
mented. The tests and their results are corre-
lated in a real-time framework for greater
realism.
For instruction purposes, the depth under
the keel is recorded and in appropriate condi-
tions a sudden alarm can sound. It is not
classroom comfortable and textbook easy.
After the fact the entire experience can be
played back with big-screen clarity.
"Students encounter the expected and
unexpected, in ship handling, docking, navi-
gation, engine operations and cargo transfer.
We make the experience real by utilizing
advanced technology," Crook said.
Facilities also include housing for stu-
dents enrolled in the five to 10-day courses.

According to their own research, Markham may possibly
be one of two public parks in the entire nation to open such an
area, she said.
"The only other place we've found that is similar is at a
park in California," Vourvopoulos said. "At least as far as the
eastern coast goes, we don't know of any other place like it."
The creation of a recreation area comes at a sorely needed
time. More people purchase personal watercraft such as water
scooters and wave runners in South Florida than anywhere else
in the country. But while sales are up, places to ride are few and
far between, Vourvopoulos said.
Park administrators have agreed to give the personal
watercraft area a six month trial period. If enough people use
it, the lake will remain open on an ongoing basis, Zickar said.
"It's looks as if it's going to be a positive thing," said Andy
Patterson, an employee at Trish's Watersports. "We didn't
anticipate anyone coming out here our first weekend because
it really wasn't advertised. But we got around 15 people. I think
more will come after word of mouth spreads."


Anderson, who was among those using the lake during the
area's inaugural weekend, said he and his friend didn't know
the park permitted personal watercraft until they arrived at the
front gate with their crafts.
"We didn't anticipate anyone
coming out here our first weekend
because it really wasn't
advertised... I think more will come
after word of mouth spreads."
Andy Patterson,
employee at Trish's Watersports.
"We were riding on a canal near the Sawgrass Mills Mall
and we got kicked out," he said. "We thought we would come
to Markham just to see what was going on and they told us
about the lake."
Although Anderson and his buddy were surprised and
happy about the park's new recreational area, they were


divided about having to pay a fee to ride.
"I don't mind, but my friend does," Anderson said.
Joe Longo, owner of Trish's Watersports, said he doesn't
think the cost will be a deterrent however.
"In the Florida Keys many places charge people between
$10 and $15 to launch theircrafts and they're always crowded,"
he said. "I don't think it will be a turn off. People will pay
because they want a place where they can have a good, safe
time and not be hassled."
In addition to the park's own set of rules, Longo intends
to limit the number of riders allowed on the lake.
"We feel the area can hold between 18 and 20 crafts at one
time," he said.
Longo has been renting personal watercraft down on Fort
Lauderdale beach for the past six years. He got involved with
Markham after park officials called him with a proposal to
manage the lake. He eventually would like to begin renting
crafts at Markham, but will wait to see whether there is enough
public demand.
"The reason I'm doing this is because I wanted to show
people that there could be an area where riding can be done
properly and safely," he said.

the association to "leave a clean wake," she said.
"We haven't seriously defined it, but leaving a clean wake
basically means to help your fellow man, don't leave any
garbage and pay all your bills," Sikora said.
But what makes the SSCA so unusual is that it is probably
the only organization of its kind with an internationally-
distributed publication that promotes the concept of living


aboard, and will assist other people in their journey, Runge
said.
Runge and her husband Gary signed up with SSCA in
1984. At the time, the couple were liveaboards cruising the
world with their two children, now ages 16 and 18.
In 1991, the entire family moved to dry land in Coral
Springs so the children could attend high school, Runge said.
After their kids are on their own, the Runges plan to head
back out to sea. When that happens, they intend to hoist the
SSCA flag where ever they dock.


"It's real nice to pull into a foreign port and see another
boat flying the group's burgee and know you have a friend,"
Runge said.
Annual membership in the SSCA, which includes a sub-
scription to the group's monthly newsletter, costs $25 for U.S.
members, $33 for Canada, $34 for overseas surface mail and
$49 for overseas air mail.

Marine police boats to patrol local holiday parades

But in years past, officers have been busy contending with
drunks jumping off bridges and falling overboard from party
yachts, minor bow benders caused by inexperienced boaters
unable to navigate in crowded waters, and spectator vessels
veering into the parade path, police say.


Some boats entering the parade's path do so on purpose in
the hopes of grabbing a bit of attention for themselves. The
majority don't make it.
To preventboats from slipping into the parades, police will
have fixed stations along each route. As the last vessel in the
parade passes each post, a patrol boat will fall in line to the rear
of the procession.
U.S. Coast Guard Chief Steve Metts warns that even when


the parade is over, boaters must continue to be on guard.
"It's pretty much a free for all," he said. "Everyone
decides to turn around at the same time. Itcreates a lot of wakes
and a lot of confusion."
Police also warn spectators against shining spotlights into
the parade path because the glare makes it hard for captains of
the entry crafts to steer. They also advise boaters to bring
enough life jackets for everyone on board.

Holiday hors d'oeuvres

Waterfront News Writer
It's holiday time and whether you're entertaining at
home or on board, these hors d'oeuvres have worked well for
me, especially during those upcoming boat parade parties.
Elegant Asparagus rolls
2 10-ounce cans asparagus
2 loaves white bread sliced with crusts removed
8 ounces Roquefort cheese
1 tablespoon mayonnaise
1 egg
Melted butter
Heat oven to 350 degrees. Roll slices of bread flat with
a rolling pin. In a blender combine cheeses, mayonnaise and
egg and spread on bread. Top with one stalk of asparagus and
roll up. Cut into three pieces and then roll in melted butter
before placing on an ungreased cooking sheet. Rolls can be
frozen at this point and then placed in a plastic bag. When
ready, bake for about 15 minutes until well browned.
Makes about 11 dozen rolls.
.Spinach & Cheese Bites
4 tablespoons unsalted butter
3 eggs
1 cup flour
1 cup milk
1 teaspoon salt
1 teaspoon baking powder
1 tablespoon dijon mustard
Dash of cayenne pepper


1/4 cup chopped chives
1 pound grated Edam cheese, a mild hard yellow cheese
2 12 ounce packages of frozen chopped spinach thawed
and well drained.
Preheat oven to 350 degrees. Meltbutter in a9" X 13" cake
pan. In a large mixing bowl, beat eggs and add next seven
ingredients. Blend well and fold in cheese and spinach. Pour
into a cake pan and bake for 35 minutes until set in the center.
Let sit about 15 minutes before cutting into bite-size pieces.
These hors d'oeuvres can also be frozen after baking.
Makes about 10 dozen.
Deviled Clam Dip- (makes about 10 dozen)
4 tablespoons chopped onion
1 1/2 tablespoons butter
11/2 tablespoons flour
Milk*
1/4 teaspoon salt
Dash of pepper
1 5 ounce can minced clams
3 teaspoons chopped parsley
2 chopped hardboiled eggs
1 cup buttered bread crumbs
Paprika
Preheat oven to 400 degrees. Saute onions in butter until
soft but not browned. Add flour, salt and pepper. Drain clams
reserving liquid and *add enough milk to make one cup. Add
to flour mixture, cooking over medium heat until thickened,
stirring constantly. Add parsley, eggs and clams. Place in
ovenproof dish, sprinkle with bread crumbs and top with
paprika. Bake for 15 minutes until browned. Serve warm.

REQUEST FOR PROPOSAL
FOR THE OPERATION OF
THE DANIA FISHING PIER
AND A BAIT SHOP AND LIMITED CONCESSION


The City of Dania, Florida, is
requesting proposals for the op-
eration of the Dania Fishing Pier
for a period of one year, with the
option of annual one (1) year re-
newals, to provide a temporary
bait shop and limited concession
in a portable building (s), located
on Dania Beach, 300 North Beach
Road, Dania, Florida. Proposers
are urged to personally inspect
the fishing pier and confer with
Mike Smith to obtain any other
specific information at (305) 921-
8700 Ext. 203.


-Sealed RFPs are due by 4:00
p.m. local time on Wednesday, the
4th day of January 1995, in the City
Clerk's office at the City of Dania,
100 W. Dania Beach Blvd., Dania,
Florida 33004. All proposals must
be submitted with eight (8) copies.
All information should be in a sealed
envelope and clearly marked on
the outside the words "Dania Fish-
ing Pier Bait Shop/Concession Pro-
posal." The proposals shall be pub-
licly opened and read aloud by the
City Clerk in the City Commission
Chambers at 4:00 p.m. on that day.


During the regularly scheduled City
Commission Meeting, at 7:30 p.m.
on January 10, 1995, the propos-
als will be introduced to the City
Commission and the public.
