Women join boating

More and more, women are making strides in the
boating and watersports industries by forming their
own organizations where they can network and learn
from each other.
Ladies Let's Go Fishing and South Florida Women
Divers are just two of the growing number of groups
aimed toward women, shattering perceptions that
watersports and boating are male-dominated interests.
South Florida Women Divers, which was
established nine years ago, has drawn many
newcomers. The group has about 70 members, from
Miami to North Palm Beach, ranging in age from 15 to
79.
Monthly meetings are held in Deerfield Beach.
There are also weekend diving, camping and kayaking
trips, and four diving trips overseas each year, said
Suzanne Shutters, club president.
"I think most of the women who come into our
group, come looking for other women to dive with,"
said Shutters, a finance director who lives in Fort
Lauderdale."Women dive differently from men. They
stay under the water longer because they use less air
and they like to take more time studying the reefs."
Another organization making similar headway is
Women Aboard, which just established a South Florida
chapter this summer.
Mary Thomas, a professional pet sitter who owns
a 25-foot Chris Craft and lives in Delray Beach, helped
start the Women Aboard South Florida chapter. She
became interested in the organization after attending
a Women Aboard-sponsored seminar last year in
Stuart.
"I met a lot of wonderful women at the seminar
and saw there was this opportunity," said Thomas,
who also belongs to South Florida Women Divers and
Ladies Let's Go Fishing. "South Florida is a huge
boating capital of the world. There's so many women
out there, running their own boats."

of 10 Women Aboard chapters nationwide, including
a group in Sarasota that was formed last fall, said
Maria Russell, the organization's founder.
When Russell proposed her idea in 1994 to create
a boating organization for women, she thought there
would be rough seas ahead. But much to her surprise,
it turned out to be smooth sailing instead.
"I never expected this to fly," said Russell, a former
live-aboard boater who now resides in a waterfront
home in North Palm Beach with her husband and two


children.
When she set out to start Women Aboard, Russell
wanted to see if there were any other women who
enjoyed living on their boats as much as she did.
"Our membership has been entirely word of
mouth," she said. "We went from 25 to 2,500 members.
It's shown me how necessary and wanted something
like this is."

College sailing program expected to break ground in January

A groundbreaking on Broward Community
College's much-anticipated, new watersports facility
is expected in January.
The 3,700 square foot building will sit on the north
end of Tiger Tail Lake in Dania Beach, near the Bass
Pro Shops Outdoor World complex just off Griffin
Road and Interstate-95. Completion is slated for this
summer.
The headquarters will hold a conference center
and classrooms, with an adjoining boat house and a
ropes challenge obstacle course to be used for
teamwork training.
Cost for the entire project is $628,000, said Bill
Metcalf, manager of the Tiger Tail Water Sports facility.
With completion of the facility, the water sports
department will again be located in one place. The
college had tovacateits old, 1,200-square-foot building
at the lake three years ago so that a road could be
constructed leading to Bass Pro Shops, Metcalf said.
Since then, instructors have scattered to three
sites. The sailing and windsurfing programs take
place at West Lake Park in Hollywood. The
department's offices are inside the I.T. Parker Center
in Dania Beach and the ropes challenge course is at the
college's central campus in Davie, he said.

"We're anxious to get back to the lake," Metcalf
said. "It's been hard on the staff."
The new facility should be open to students and
the commuity-at-large by next July. The building will
be at the entrance drive leading to Bass Pro Shops
Outdoor World.
Having the larger quarters will enable the
department to offer more classes. To meet an
anticipated increase in enrollment, staff will probably
add Friday afternoon and Sunday sessions, he said.
Now classes meet on Tuesdays, Thursdays and
Saturday. Broward is the only community college in
South Florida that has an ongoing watersports program

where students can take courses for credit toward
graduation, Metcalf said.
Some majors do not require physical education
credits, but students take classes anyway as a mid-
week stress buster, he said.
The sessions are always filled, and draw people
from Miami-Dade, Broward and Palm Beach counties,
Metcalf said.
The college's watersports program was founded
in Aug., 1973. It started with sailing classes for students
only and has expanded over the years. Today, classes
are held days and weekends for both degree credits

navigation. A six-week, non-credit sailing or
windsurfing course that meets on Saturdays costs $94

Cocoa Beach and snorkel trips to Key Largo.
"With the new building, we're expecting more of
a demand from the students and the public," Metcalf
said.
Being near the Bass Pro Shops and International
Game Fish Association Fishing Hall of Fame Museum
should contribute to an increase in enrollment, he
said.
As part of the agreement to leave its old facility,
the college signed a 40-year lease with the City of
Dania Beach for its present, two-acre site.

acres on the lake's west shore, has since been re-
located to the south shore. The facility has been turned
over to the city and will be used as a community center.
The city is in the process of renovating the building,
including installing walkways and utility hook-ups,
said Randy Wilkinson, Dania Beach parks and
Recreation director.
Having both buildings in operation at the lake will
further enhance the recreation department's
programming, Wilkinson said.
"I think it's going to be a great partnership," he
said.

As winter returns to south Florida,
so do the tourists, the snow birds and
the boat buyers. As a native, I always
thought it was interesting that the
height of Florida's boat-buying season
coincides with its roughest ocean
conditions. On the other hand, it's
probably a good way to test out the
boat you're planning to buy.
After all, rough seas not only reveal
the durability of a vessel, they also
measure the durability of those
operating it. This is when many would-
be boat owners decide that if they are
going to keep a vessel they will need to
add a very expensive item to their list
of accessories seamen to run it.
I'm not just referring to the usual
costs of keeping an ordinary worker.
Seamen, both historically and legally,
are looked upon as a special type of
employee, and the boat owner has
many specific duties pertaining to their
welfare, especially if they become sick
or injured.
AAmong them: "maintenance and'
cure," one of the most important rights
afforded a seaman, and possibly the
most misunderstood.
Its origins are not from the pages of
any modern legislation. It is a right that
dates back, in some form or another,
from before the time of the Romans,
when ships and seamen were regarded
as fundamental components for
continued world commerce and
communication.
Maintenance and.cure should not
be confused with "workers
compensation," a modern statutory
creation actually designed to limit an
employer's liability to injuries suffered
by an employee in the work place. In
the obverse, the purpose of
maintenance and cure is to provide


relief from either illnesses or injuries
suffered by a seaman regardless of the
eventual cost while they are in the
employ of the vessel.
Essentially, with a few minor
exceptions, if a seaman discovers that
he has an illness or becomes injured,
and he is employed aboard a vessel at
the time (this doesn't mean the injury
has to necessarily occur on the vessel),
this seaman has an expectation that he
will be cared for until he gets well, or
can't get any better, otherwise known
as "maximum cure."
As the name implies, maintenance
and cure has two parts. The cure
portion refers to medical treatment
and is pretty self explanatory.
The maintenance part generally
refers to a daily stipend to be given to
the seaman until he is able to return to
work or has reached maximum cure.
The amount of this stipend is supposed
to be sufficient to feed and shelter the
seaman according to the costs of where
he currently lives.
Factually, even under the best of
circumstances, this stipend is not very
generous. But if a seaman, has a
protracted illness, it's an expense
which can add up for a boat owner
rather quickly.
It should also be noted that the
doctrine of maintenance and cure can
include the right to on-going therapy
arid treatment to prevent a condition
from worsening. An' example of this
might be a seaman's need for a kidney
machine. In such a case, an employer
cannot stop payments and use the
argument that the patient has now
reached maximum cure and can't get
any better.
Basically, for the purposes of the
seaman's needs, the doctrine of

You gotta love the rumor mill.
Why, if rumors were fact, we'd be
able to eat Ho Ho's with Elvis at his
convenience store in Kalamazoo.
If rumors were fact, we could all
move to the Greek isle of our choice and
cast a vote for John F. Kennedy in the
upcoming presidential election.
If boaters believed the rumor mill
around here, the oldest continuously-
operated boat yard in Fort Lauderdale
would be no more.
In fact, Chinnock Marine on the New
River in Fort Lauderdale isn't closing at
all. It's not even sick.
"No, no, no," says Phil Chinnock,
the boat yard's owner.
"Whathappened was, the developer.
went out and spread the word that they
were building condos here. I don't know
whether they assumed we were closing
or not, but that's how the rumor got
started."
And this is where the rumor is going
to end.
Chinnock Marine is not closing.
The boat yard's owner, however, is
looking to relocate.
Seems that Abdo Companies, the
development firm that has contracted to .
build on the land where Chinnock
Marine now sits, is planning a
condominium complex on the property
that will consist of two large towers and
nearly 360 units.
Chinnock says the developer has
obtained "all of their permits and site
approvals" for the project, and after the
engineering process is finished, Abdo
will be ready to commence to building
on the site.
Chinnock Marine, which has served
Fort Lauderdale for the past 20 years but
has hardly missed any working time at
all since 1900 when it was known as


Duquesne Slipways, is gearing up
for a move once their contract on the
development site runs out.
Since Chinnock is currently
involved.in negotiations with a
couple of possible relocation sites, he
isn't naming names yet as to where
the boat yard might wind up.
However, he does admit that "three
or four sites" are being bantered as
possible relocation prospects.
The site that is finally chosen will
fill Chinnock's need to expand the
business.
"We need more space,"
Chinnock says. "We fully intend to
move to another site that will be able
to handle more volume, and more
jobs, too. [The new site] will allow us
to grow to where everybody wins.
"When we pick a site," he adds,
"you can trust that it will be broadcast
loudly."
Until that day comes-Chinnock
estimates the boat yard will stay right
where it is for at least another year,
the company is open for business.
Chinnock is as busy doing boat
maintenance as he is fending off
rumors. One rumor has had the City
of Fort Lauderdale taking over the
land,developing condos and kicking
Chinnock off the property.
Aside from issuing the necessary
permitsto the private developer, the
city's involvement is virtually nada.
But, then, if boaters want to
actually fall for the rumor, then
maybe Howard Hughes is alive and
well and operating a beauty salon on
his old plane boat docked on Middle
River.

pay maintenance and cure, it can result in the boat
owner being held libel for attorney's fees.
The lesson here is that before you hire any
personnel for your boat, learn your duties, and be
armed with knowledge, contracts, and the proper
insurance coverage.

All-female groups emerge amid changing marine market


Russell's organization doesn't just
attract live-aboards. It draws a diverse
array of boaters, from captains to
weekend cruisers. At least 10 percent of
members don't even own a vessel, she
said.
The main focus of Women Aboard
is to serve as a networking group, where
information and education can be
passed along, Russell said.
The organization also provides an
important bridge between the marine
industry and consumers, said Russell,
who gives talks to boating companies.
Statistics complied by Women
Aboard show that 27 percent of boat


owners are women and that women
buy or influence the purchase of 80
percent of all consumer goods.
"The industry is paying attention,"
she said. "There is an emerging women's
market in boating. Slowly but surely we
are making head way. Some people are
getting it."
The women's market is vast,
influential and here to stay, Russell said.
Shutters has noticed changes too.
Years ago, women could not buy
wetsuits that were made for them. They
had to purchase men's styles or have the
suits custom made.

Defining the mystique of South Carolina's watery low country

What is it that accounts for the
mystique of a certain place?
Take the "low country," where tides
matter more than time and where no
map defines its boundaries.
Most natives pinpoint it as being a
bit south of Savannah, Ga., northwest to
the genteel, 330-year-old city of
Charleston, S.C. During the 18th century,
thriving rice, cotton and indigo
plantations blanketed the terrain that
surrounded Bluffton and Beaufort, S.C.,
making it a key source for British cash.
Today, amid the eerie drapery of
Spanish moss swaying from ancient oaks
and blue herons gliding above the trees,
the region hasn't changed all that much.
The low country's waterways are its
wellspring. Bays, lagoons, rivers, creeks
and the ever-present salt marshes intrude
into the flat, low-lying earth. Due to its
position well west of the east coast, the
tides swell to seven feet normally and
sometimes surge to nine'feet if there's a
new moon or gusty southeast winds.
Meanwhile, millions of gallons of
water deluge the marshes and rivers
before the tide reverses roughly every
five hours and 50 minutes. The flood of
waters creates a nutritious soup for a
nursery that is home to the birth of crabs,
clams, mussels, shrimp, whelks, and
numerous species of fish.
If Bluffton was a summer haven for

modest plantation owners, Beaufort
(pronounced BEW-fort) was a majestic
retreat for the barons of Dixie. Located
on the Intracoastal Waterway at Mile
Marker 535, Beaufort sees a steady
stream of visitors arrive by boat.
Anchorages are available at several
ports and marinas located near the
town's Waterfront Park, and nearby Port


Royal and Lady's Island offer slips
convenient to downtown.
Beaufort is the second oldest town
in the Palmetto state, as its history dates
back to the Spanish exploration in 1520.
A few of the antebellum mansions facing
the bay are so dldyodu.can geta glimpse
of musket-slots in the tabby (a mix of
oyster shells and limestone) foundation,


a safeguard against enemies.
The picturesque waterside town
was spared devastation during the Civil
War when Union soldiers captured it
early and converted it into their
headquarters, which featured
architectural marvels such as graceful
double verandahs, raised foundations
and low pitched roofs. To take in the
sights of this exclusive and historic
residential enclave, stop by the Point
Tours office just off Charles and Bay
Streets.
There you can meet Pete, Point
Tours' Jack Russell terrier, usually
perched on a stuffed chair in the corner,
and sign up for a 50-minute carriage
ride. In the parking lot, our guide,
Melody, acquaints us with Clover, a
retired Belgian logging horse. Relaxing
to the clip-clop cadence of his hooves,
visitors are introduced to the history
and lore of over 80 stunning antebellum
homes.surrounded by quiet gardens,
gurgling fountains and jasmine spilling
over wrought iron fences.
As we wind our way down
Beaufort's streets and spy the historic
homes and settings made famous by a
number of Hollywood productions,
Melody spins tales about visiting film
stars.

Gillah culture remains alive in St. Helena's Island

-abuzz with the filming of local son Pat Conroy's most
recent book, "Beach Music," starring Brad Pitt.
Residing on a graceful curve on Bay Street that
fronts sailboat-dotted Beaufort Bay is the stately
Cuthbert House Inn. Constructed in 1790, it once
accommodated Gen. William Tecumseh Sherman as
an overnight guest. A couple of blocks over sits the
John Mark Verdier House, a fine Federal-style
residence built in the late 1790s by Verdier, one of
Beaufort's leading merchants and planters. It was
part of a string of gorgeous mansions once called
General's Row that served as headquarters for Union
brass.
Over on Craven Street you'll find the Beaufort
Museum. Formerly a fortress-like arsenal, it now
houses local indian artifacts, decorative arts,
Revolutionary and Civil War relics, cannons and


stamps. St. Helena's Episcopal Churchboasts wooden
altar that was carved by the crew of the USS New
Hampshire, which was stationed nearby during
Reconstruction. In the churchyard you'll come across
the marble tombstone slabs that were utilized as
operating tables when the church was converted to a
hospital during the Civil War.
At the north end of Bay Street; Beaufort's small
town ambiance is obvious in the variety and value of
its thriving antique shops, galleries, bookshops, and
boutiques, some still run by third generation
shopkeepers.
For a casual lunch or dinner, stop by Plum's which
offers delightful homemade soups and ice cream,
salads and sandwiches that were voted best in town
last year. It commands a terrific river view and boasts
a selection of over 40 typesof beer. For nightlife, check
out the engaging music and eclectic mix of locals and

garb, her easy grace, exuberance and air of contentment,

and love of the Gullah culture. "
The Gullah language is a lilting Creole blend of
African dialect and English spoken with a Caribbean
accent. It's peppered with short-clipped phrases that
reflect the linguistic heritage of its ancestors, who were
brought to the sea island plantations as slaves. Our
journey down a strip of black-topped followed by
dusty dirt roads evoked the sense of stepping back in
time and nature as we passed small farms and villages
that were bordered with dense forests of palmetto,
pine and oak.
The historic Penn School lies at the heart of Gullah
culture and still serves as the community touchstone.
It dates back to 1862 when missionary teachers
organized small schools across St. Helena's to teach the
freed slaves. One of the most significant African-
American institutions in America today, the 50-acre
Penn Center preserves the sea islands' history, culture
and environmentby acting as an international resource
center and catalyst for local self-sufficiency.
Down a shady patch of road beyond the Penn
Center sits the Ibile Indigo House. Exotic banana trees
thrive-and tiny indigo plants sprout in front of an old
farmhouse. Around back Issac Ojo Fajana, a Nigerian
resident, is burning a stump of an oak during our visit.
He then soaks full-grown indigo plants in rain
water before draining the liquid through the burnt ash
that eventually ferments into a vivid blue dye. At the
Ibile Indigo House, which serves as a working studio
and art gallery, finished garments, quilts, panels and
paintings are dyed using the traditional organic process.
Next door we stop in the Red Piano Too Art Gallery
and the No Pork Caf6, where we enjoy a splendid
lunch of shrimp fried rice and shrimp Creole, washed
down by a pitcher of sweet tea.
Headingback to Beaufortwe step out of one culture
to return to another, passing the old magnificent oaks,
rolling rivers and tranquil marshes that is the wild,
elemental spirit which defines the Lowcountry.

physical loss or damage, including vandalism, malicious
mischief and damage which results from latent defects.
Property covered includes your boat, machinery, and ancillary

Physical Loss or Damage Deductible depends on how long
ago your boat was manufactured:
First Year 0% of the deductible amount
Second Year 25% of the deductible amount

Fourth Year 75% of the deductible amount

The deductible amount is a percentage of the total value. All partial
losses of ancillary equipment are subject to a $100 deductible.

boat, dock or property, or for injury or death to another party

restaurant commuter. Built for the US Navy, this admiral's barge served
on the US Navy aircraft carrier George Washington from 1965 to 1998.
"Admiral's" hull has been repainted black with white cabin trunks in
Awlgrip. She has teak decks and new interiors upholstery.


Her forward cabin contains a sink, twin burner cooktop, refrigerator,
four bunks and head with basin. The spacious center cockpit is teak
