Waterfront News Writer
A piece of U.S. Naval history could land in Fort
Lauderdale.
Efforts are underway to place the USS Hoga on
permanent display in the city. The tug is reportedly
the only surviving vessel from the bombing of Pearl
Harbor, on Dec. 7, 1941.
Other U.S. war vessels that were in service that
day have either been scrapped, sunk during battle
or were destroyed as part of atomic bomb testing in
Bikini Atoll.
The 100-foot-long Hoga is presently locked and
anchored in San Francisco. A non-profit group of
some 25 members has formed to raise funds to bring
it here.
"The U.S. Navy has said they will give us the
ship if we pay for its transport, preservation and
have an exhibit space available," said Richard Winer,
a Fort Lauderdale author who is heading up the USS
Hoga Association.
The organization, which was formed last year,
already has $300,000 in cash and in-kind donations.
They need to raise another $250,000 to meet their
goal. In addition to transport fees, a portion of the
money will go toward the vessel's restoration, he
said.
"Fortunately, it's in very good shape," Winer
said. "It doesn't need a lot of work."
If the Hoga gets here, the tug will be the only
national historic landmark south of St. Augustine
and the only World War II commemorative vessel in
the state. The tug will be a living memorial to war

Columbus Day Regatta to memorialize chairman

When the Columbus Day Regatta sets sail this year
on Oct. 7, it will be missing one very important
participant.
Sidney Doren, a former chairman and long-time
sailing enthusiast, lost his fight against cancer and
died in May. He was 64 years old. The race has been
dedicated to his memory.
Jeff Rubin, regatta chairman, said that Doren and
his wife, Hiddy, who remains active on the race
committee, have been like a second family to him since
he was nine years old.
"Sid believed in the regatta and thought it was a lot
of fun," said Rubin, an attorney from Miami. "I think
a lot of people believe that if it weren't for Sid, this
regatta would have long been gone."
Doren, a businessman who lived in Coral Gables,
was the first chairman to serve two non-consecutive
terms, in 1984 to 1985 and 1997 to 1998. He is credited
with recruiting women to be on the organizing
committee.
Prior to Doren's first term as chairman in 1984,
women were encouraged to help with the race but did
not hold committee positions.
Hiddy Doren said having the race dedicated to her
husband is a real tribute to someone who loved
Biscayne Bay and sailing.
Family and friends say Doren will be at the 2000
regatta in spirit. The race, now in its 46th year, is billed
as "Florida's oldest sports event afloat."
The race will travel from Miami to the Florida
Keys. The entry fee is $90. The deadline to register is


Sept. 30.
Organizers have made two major changes to this
year's regatta. One is that the start on Oct. 7 will begin
an hour later, at 10 a.m. The other change is that the
intervals between each start have been decreased to
five minutes. In previous years, it was 10 minutes,
Rubin said.
Committee members decided to institute the new
start time because the winds seem to pick up later in
the morning, he said.
"The intervals were changed because we thought
there was too much of a lag time," Rubin said. "Before,
the wait was two hours and 20 minutes. Now, it about
one hour and twenty minutes."
Other changes at the 2000 regatta include a new T-
shirt design and trophies.
The awards are replicas of old sailboats in varying
sizes. "They're the best we've ever had," Rubin said.
The race boats will sail from Miami to Elliott Key
in Biscayne National Park. As in years past, participants
will again have the option of anchoring in the park.
Most of the boaters stay in Biscayne National
overnight so they can race back to Miami the following
morning, said Hiddy Doren.
Boaters will be allowed to anchor anywhere in
Biscayne National, except for the area encompassing
the east and west featherbeds and the featherbed cuts.
Park officials lifted rules restricting the racers to a
specific anchorage in 1999.
The park initially imposed the restrictions because

officials wanted to separate the sailboat racers from
the boaters who came to the bay to party for the
weekend, said Biscayne National Park Chief Ranger
Wayne Elliott.
"Frankly, it didn't work," he said.
Both park officials and race committee members
agree that the spectator crowds and the regatta sailors
are two separate groups. Neither are associated with
the other.
Most of the so-called spectators don't even come
to watch the regatta. They use the race as an excuse to
come to the park and party, Elliott said.
Rubin agrees. "It's always been our position that
the heavy partying is not coming from sailors, but
from the powerboaters," he said. "The best thing we
can do is cooperate with the park and work with them
the best we can."
No one knows how the parties got started, but
park officials have kept a close eye on the spectator
powerboats over the years.
"We have been working very closely with the
regatta committee," Elliott said. "It's an activity that
we support. Sailing is an integral part of the bay's
history. Our main focus is trying to make the aftermath
of the race, the spectator gathering in the northwest
portion of the bay off of Elliott Key, the same as other

Billboards spell


out problem

Flip-flop goes Pompano Beach's
decision makers.
In a decision that's right out of the
pages of the Hypocrite's Oath,
Pompano's city commissioners have
decided to allow billboards in the city.
Those dastardly monstrous road
signs that promote everything from
alcohol to strip joints to the political
campaigns of commissioners, like the
flip-flops in Pompano, are back in
business.
Last year, Commissioner Kay
McGinn compared billboards to "slum"
decorations.
But, then, last year the closest
billboards came to Pompano Beach was
in the unincorporated areas that border
the city.
In 1999 when Adventure Outdoor
Advertising, the company that erected
the infamous "God" billboards along
Powerline Road, asked the City of
Pompano Beach if they could erect nine
billboards promoting His Holiness and
Lord knows what else, the city was
adamant in its refusal. So adamant, the
commissioners voted unanimously to
uphold the city's statute that banned
billboards within its borders.
Of course, Adventure Outdoor
Advertising sued. The company even
went so far as to claim that the city's
billboard ban was a violation of freedom
of speech. You know, when in doubt,
claim that your constitutional right to
advertise a good bottle of booze has
been violated.
The case wound up in federal court,
which means that Pompano paid that
much more to fight to uphold the city's
billboard ban.
Not even God could persuade U.S.
District Judge William Zloch to overturn

The city won.
But winning apparently wasn't
everything. In this case it wasn't even
the only thing.
Last month, all but two Pompano
commissioners voted to ignore the
judge's ruling and lift the ban on
billboards. Forget the money paid out
to lawyers to fight for the ban in federal
court. Hey, what's a few hundred
thousand in taxpayers' bucks when
you already owe the Yardarm brothers
nearly $20 million in a botched land
deal?
McGinn was one of the two who
voted to keep the billboard ban alive.
For the second year in a row, the only
commissioner to stick to her guns said,
"billboards create slums."
The only difference this year from
last is that McGinn didn't compare
Pompano Beach with a New York City
slum area. Guess the comparison hit a
little too close to home to stomach a
repeat analogy.
In return for the flip-flop vote,
Adventure Outdoor Advertising
agreed to drop the appeal and remove
30 signs it owns, most of which are
located in the areas populated largely
by African Americans in the city's
northwest side.
Commissioner E. Pat Larkins, who
represents Pompano's northwest area,
reasoned that the immediate removal
of 30 eyesores beats the heck out of
waiting another 30 years for the signs
to rot and fall away.
Some logic. Now, instead of
billboards being located in the same
areas that were just annexed by
Pompano Beach earlier this year, those
signs will come tumbling down.
Meanwhile new billboards can legally

During Columbus Day weekend, the park usually
gets about 2,000 boats and 3,000 to 4,000 people, Elliott
said.
"We have large gatherings on other holidays, but
none have the same type of rowdy behavior," Elliott
said. "There's a mindset that for some reason on
Columbus Day weekend, all the rules and regulations
go out the window."
Among the most serious problems have been
excessive drinking and drug violations, Elliott said.

On the average, two to three people are airlifted
out of the anchorage each year, during the weekend.
There have also been reports of accidents and injuries.
Last year, officers had to respond to a fatality
when a powerboat broadsided a sailboat. One of the
passengers in the powerboat died. The operator of the
vessel was charged with operating under the influence,
Elliott said.
To combat any trouble that might arise this year,
several law enforcement agencies will again be out in
full force and a command post is set up at the ranger
office on Elliott Key.

The park will also have its rafting limitations in
effect for the holiday weekend. A maximum of five
vessels will be allowed per raft. Rafts must be 75 feet
from other boats and rafts, Elliott said.
Park officials also want to remind the public that
no personal watercraft will be permitted in the park's
confines. The rule is in effect year-round, according to
a federal regulation that was handed down in April,
Elliott said.

Poor parking, blocked views cited as reasons against docking tug on Riverwalk


He describes the Hoga, whose name is Sioux Indian
for fish, as a heroic tug that served its country well
during one of the most somber and unforgettable
moments in American history.
But not everyone is pleased with the possibility of
the Hoga winding up on Riverwalk. Two groups that
have spoken out against the proposed mooring site
are Riverwalk Fort Lauderdale Inc. and the Broward
Performing Arts Center, located on Riverwalk.
"We're certainly in favor of bringing the ship to
Fort Lauderdale, but our board feels that the particular
location is not the most appropriate," said Ken Ortner,
president of Riverwalk Fort Lauderdale Inc., a non-
profit civic association whose goal is to beautify and
promote the one-mile waterfront area in downtown
Fort Lauderdale.
Riverwalk Inc. members say the Hoga would
obstruct the view of the New River from the park.
Instead, they would like to see the city construct more
dockage for day use, Ortner said.
The Broward Performing Arts Center does not
endorse the Riverwalk location either.
In a letter to Fort Lauderdale Mayor Jim Naugle
dated Dec. 28, the center's board stated concerns that
there would not be enough parking and public facilities
to accommodate the crowds that would come to view
the ship.
Board members also feel that the tug would block
the "unimpeded view" of the river from the center and
the Museum of Discovery and Science, located across
the street.
Winer says the concerns are unfounded. "The

Hoga will lookbetter than 90 percent of the boats going
up and down the New River," he said.
Winer said the association has several letters from
agencies that support bringing the Hoga to Broward,
although supporters take no stance on where it should
be docked. The groups include the Broward County
Tourism and Convention Bureau, the Broward County
Historic Commission and the Broward County School
Board's vocational education department, Winer said.
The tug will not block the center's view of the
river, Winer said. "They are misinformed," he said.
"They won't be even be able to see it."
The Fort Lauderdale-based USS Hoga Association
aren't the only ones with their eyes on the tug. Other
groups have expressed interest.
Winer believes that his organization has the upper
edge. "South Florida has the largest concentration of

Artmarine Expands & Modernizes

Jersey summer resort gets
second wind in October

Waterfront News Destinations Writer
In earlier years they rolled in the
sidewalks a week or two, at the most,
past Labor Day.
But these days, Cape May, N.J.,
which lays claim to being the nation's
oldest seashore resort, hums throughout
the year. Visitors find tree-lined, gas-lit
streets, colorful Victorian homes and
inns with sweeping porches, an open-
air mall, good restaurants, and genuine
neighborly town folks.
Located at the end of a peninsula at
the southernmost tip of New Jersey, Cape
May is flanked by the Atlantic ocean and
Delaware Bay. Historians say 1766 was
the first year visitors arrived in town to
revel in ocean waters, sandy beaches
and bountiful fishing, or to just escape
the city life of colonial Philadelphia.
A fire in 1878 ravaged most of the
town's grand hotels before homes and
other structures were rebuilt in Queen
Anne, Gothic and American bracketed
styles.
Today, handsome gingerbread
dwellings, manageable crowds and a
full listing of special events have made
autumn a wonderful time to discover

Cape May, N.J.: The popular seaside
resort has long been a summertime
hot spot. But in recent years, fall with
its variety of festivals and activities,
has proven tobe a major tourism draw.

As the seaside goldenrods bloom in
the dunes, Victorian Week, from Oct. 6-
15, highlights a variety of happenings.
Visitors can expect dinners, vintage
dances, brass band concerts, fashion
shows, house tours, craft and antique

Festival, Oct. 21.
The first glimpse of autumn comes
with the migration of the monarch
butterflies whose brilliant orange tint
flutters about the town, beaches and
dunes. Over 100 different species will


be on exhibit at the New Jersey Audubon
Autumn Weekend & Bird Show,
scheduled Oct. 27-29. And if you're not

Butterfly exhibit, jazz keeps Cape May buzzing way past summer


annual festival Nov. 17-19.
Much of Cape May's eclectic nature can be traced
to its Mid-Atlantic Center for the Arts, known as
MAC, a non-profit, 26-year-old multi-faceted
organization offering walking and trolley tours, eco-
tours and historic house tours.
MAC started Cape May's renaissance when the
volunteer group successfully rescued from the
wrecking ball the landmark, Emlen Physick Estate
and the nine buildings on the four-acre grounds. Built
in 1879, the 18-room mansion showcases the classic
"Stick Style" architecture. It is toured by more than
60,000 visitors a year and serves as the town's only
museum on Victorian living.
Clattering up the 199 cast-iron spiral staircase to
the top (157 feet) of the Cape May Lighthouse, visitors

are treated to a sweeping view of the shoreline from
Wildwood Crest to Higbee Beach to the Delaware Bay.
MAC has entirely renovated the 1859 lighthouse over
the past five years.
Climbers stop at each portal where interpretive
signs and stories chronicle Cape May's storied past.
One account details the now-deteriorating military
structures built on the beach in case the Germans
invaded during World War II.
Nearby, the U.S. Coast Guard Training Center
overlooks the Atlantic and Cape May Harbor. Ships
and rescue craft that operate from the facility are on-
call worldwide. It's open for tours.
Horse-drawn carriage tours meander through
town while visitors take a spin over to a living
laboratory at the Wetlands Institute to scan area wildlife
from observation decks. Consider renting a bicycle

New Jersey. Due to atmospheric conditions caused by
the interaction of sea breezes across the bay, the sunsets
seen here are among the most vivid and colorful you
might encounter.
Dig into the sand and you're likely to come across
"Cape May Diamonds," translucent stones first
discovered by the Kechemeche Indians,blood affiliates
to the Algonquin Nation. From spring through the late
fall scores of travelers collect the "diamonds," fossils
and Indian artifacts.
After a long day of exploring, it's time to sample
one of the town's many restaurants. The "new"
Mansion House-the site dates to 1860-is a converted
clapboard house with a red tin roof and dark green
trim that boasts a cozy wood-beamed 50-seat dining
room. You can't go wrong with seared grouper paired
with black beans and rice laced with a tart ring of
tomatillo salsa.

the Washington Inn for best atmosphere; Louisa's
Caf6, best inexpensive restaurant; The Lobster House,
best seafood; 410 Bank, best steak, and the Water Edge,

Cape May is brimming with old high-style seaside
inns and B&B's. The jewel of them might just be the
Mainstay Inn, opened 30 years ago by Tom Carroll
after he finished a stint with the Coast Guard. A villa
with a broad veranda built in 1872, it was long
renowned as a gambling and entertainment club for
men.
The Mainstay was spotlighted in New Jersey's
"Sitting Pretty" tourism brochure. The parlor is
drenched with original furnishings, including a six-
seat poker table. Sue Carroll whips up tantalizing
breakfasts served on the veranda during warm
mornings.
With the warmer temperatures in October and
November over the past decade, Cape May has become
a perfect autumn getaway.
