workshop meetings
Proposed restoration plans call
for dredging to aid boating access

Waterfront News Writer
To build a sense of stewardship, Broward
County officials are seeking comments on a
restoration program involving the North Fork of
the New River.
A series of workshops that kicked off in August
will be held every other month through February.
The next meeting will be 7 to 8:30 p.m. on Oct. 4 at
Franklin Park Community Center, 2501 Franklin
Dr. in Fort Lauderdale.
Organizers were disappointed with the turnout
for last month's workshop, which attracted only
about 20 people. Staff outnumbered the public,
they said.
County officials are hoping that more people
participate at future sessions.
Nancy Gassman, a water resource manager
with the Broward Department of Planning and
Environmental Protection, said it's important folks
register their views and concerns.
"There needs to be a public awareness that the
river is there," Gassman said. "Right in their
community, there is this incredible asset. We're
trying to let them know what's happening and we

Local author details 'nautical nightmares' in latest book

"For every thousand or so contrived or totally
distorted tales of the sea, there is at least one story, one
happening, with enough documented facts to be
completely believable ... believable, even for the most
sagacious skeptic."
The above excerpt is from "Ghost Ships True
Stories of Nautical Nightmares, Hauntings and
Disasters" by Fort Lauderdale resident Richard Winer.
Cursed vessels, jinxed battleships and haunted
yachts are just some of the unexplained mysteries at
sea that the author covers in his latest book.
The collection of stories totalup to 100 years of true
life tales. Each of the 33 chapters details a different
adventure, or in some cases misadventure, from ports
of call around the world.
It took Winer about 10 years to research "Ghost
Ships."
"I was researching it even before I had the idea to
put it into a book," he said. "I had completed three
other books while I was writing it."
Winer got the idea for "Ghost Ships" because he
felt it was a topic that hasn't been fully explored.
"Some of these ships have never been mentioned in
literature before," he said.
He culled information from old newspaper articles,
interviews,books, the U.S. Navy, the National Archives
and other sources. His favorite chapter involves
sightings of a U.S. Navy destroyer cruising deep inside


Japanese territory during World War II.
"Yet all the U.S. destroyers were accounted for at
that time," he said.
Winer calls "Ghost Ships" a good focs'l book,
referring to the section at the bow of the boatwhere the
crew bunks.
"It's for sailors at sea and armchair sailors at
home," he said.

I remember the last time Fort
Lauderdale wanted to make the beach
posh.
Before that brainstorm, springtime
of the mid '80s meant you couldn't walk
on the Strip without getting trampled
by a few hundred thousand college kids.
Hotel owners were happily raking
in millions. Bartenders' wallets were
downright giddy. And wet tee shirt
contests proved that Fort Lauderdale
wasn't only where the boys were.
.But the city officials had a better
idea. They wanted to turn the Spring
Break Capitol of the World into-a posh
beachfront filled 'with families,
churchgoers and the mousketeers.
The first order of business was to
-enact a city ordinance prohibiting open
containers of beer or any other alcoholic
beverage.
Then, former Mayor Bob Cox
unleashed the cops on any unsuspecting
college kid who happened to be in school
hundreds of miles away when the new
law was enacted.
Some kids who ventured out onto
the sidewalk with a plastic cup filled
with beer wound up with broken hand,
wrist, arm. Then they were handcuffed
and taken to jail.
Cox-and the city's cops .gave new..
definition to the term "spring break."
Needless to say, the plan to run the
kids out of town so the beach could be
remodeled into a posh resort worked.
Quickly, too.
After three months of enough

Montezuma's revenge for a week in
Mexico. Hey, a week of stomach
trouble is a cakewalk compared to
having your butt thrown into a jail
cell.
Locally, the merchants were in
tears over the lost revenue. Abartender
buddy used to Spring Break nights
consisting of $200 to $300 in tips
literally got down on his knees and
sobbed himself a sloppy pool of tears
over the 25 bucks he wound up taking
home.
Now, the city wants an even more
upscale beach. A new ad campaign
entitled "Positively Posh" is being
pushed by the county's tourism office
that targets you guessed it the
rich.
Cleanup crews are spiffying up
by repainting beach walls and other
such sidewalk amenities. Meanwhile,
the county's tourism shills are gushing
all over the idea of drawing in the
champagne and yacht set.
Where have these marketing
geniuses been the past 10 or 15 years?
Ever since the remodeling job that
was done in the late '80s and early
'90s, Fort Lauderdale Beach-has been
filled with high-falutin' restaurants
and penthouse bars.
Why, the old rock 'n roll joint
Summers on the Beach has moved out
of the way for high-roller restaurants
such as Evangeline. The Candy Store,
that former mecca of wet tee shirts
bashes, is now a swanky hotel that
features Don Shula's posh restaurant&
Summers drew crowds every
night of the week no matter who was
on stage. Evangeline's live bands
might see an audience of five or six.
And that's a hopping night.

Harsh federal, local penalties await pollution violators


avoid being clogged in the legal pollution quagmire is
prevention and diligence.
First, avoid discharging any petroleum-based
products into coastal waters. Basically, if it creates a
sheen on the surface, it's a bad thing.
Dumping plastics in the water is absolutely
outlawed not only in the United States, but by
international treaty on all oceans of the world.
Even food waste should not be dumped in coastal
waters. The closest acceptable disposal of such products
is three miles offshore, and materials need to be ground
smaller than 25 millimeters. Also, the distance for


disposing food as well as other forms of "garbage" is
further out to sea in many areas, so check your charts,
nautical almanacs and other documentation before
you consider doing it.
Check with local ordinances and make sure your
boat's "waste hook-up" is in compliance.
Also, if you are docked and working on a vessel,
know that any work you're doing meets the local, state
and federal guidelines for pollution control. If you
have any doubts, check with authorities well in advance
of buying any products you may not be permitted to
use at the time and place you want to use them.
And yes, if a pollution-causing incident does occur,


do call the authorities. (Don't handcuff yourself to the
gunwale; you may need that hand).
Keep in mind, this is not a full list of your
responsibilities, just a preliminary guide as to how
boaters must begin to think about the issue which
means very seriously.
So, will the folks that dumped all that sludge on
Broward beaches ever be caught? Who knows. But if
they areI think they're going to be very unhappy.

a posh restaurant. No, Shula's is just as known for its
lavish prices as its steak dinner.
While the county's new posh marketing campaign
targets the Trump-types, its main purpose is to rid Fort


young people hanging out in the bars, and the locals
who occasionally spend a night there after hours of
partying.
Yet, if you're homeless, young, or just plain folks,
the City of Fort Lauderdale and the county's tourism
office would rather you fulfill your social needs
somewhere else.


Again.
My advice goes out to the locals who aren't so
posh.
Watch your hands.

north and south forks of the river merge.
The project has been given top
priority by the department because it is
difficult for deeper draft boats to
navigate through the area just south of
Broward Boulevard, near the North
Fork, Gassman said.
A date has not been set for work to
begin. The county, which is coordinating
their efforts with the City of Fort
Lauderdale, is awaiting permits, she
said.
"We've heard a lot of complaints
from neighbors that they can not access
their property because shoal has gotten
so shallow," Gassman said. "By
dredging that stretch, it will allow for
better navigation."
Dredging will be further discussed
in October, along with an overview of
the proposed timetable on other various
projects. These will include shoreline
restoration and water quality

"The question is what might be done
with some of those properties," she said.
People need to realize the North
Fork is an environmental asset to the
county, Sesodia said.
"It's one of the few stretches of the
water that is close to being a river, rather
than a canal," she said. "Much of the
North Fork is not bounded on either
side by sea walls."
A total of $1 million has been
appropriated by the state toward the
project since 1996. That amount includes
funding for the year 2000, according to
figures supplied by the DPEP.


Some of the monies have gone to
behind-the-scenes planning such as eco-
system inventories, design work for
dredging and water quality monitoring.
Funds have also been allocated for
community outreach such as involving
students from Stranahan and Dillard
high schools to do water quality
monitoring and plant vegetation along
the shoreline, Gassman said.
Other projects involved creating a
small passive park three years ago by
rehabilitating a shoreline in the Franklin
Park neighborhood.
Workers replaced exotic vegetation
with native plants and hauled away
some 26 dumpsters filled with debris.
Residents and visitors now have a site
with trash cans, benches and trees where
they can relax and fish, Gassman said..
"It's given people more access to the
river, both visually and for recreation,"
she said.


Another visible improvement-made
by the department occurred in May
when officials hired a consultant for
$32,000 to remove debris. The cleanup
spanned from the south side of Sunrise
Boulevard at Northwest 34th Avenue,
southeast to the Broward Boulevard
Bridge at Broward Boulevard and
Interstate-95.
About 2,000 industrial-size trash
bags were hauled away, along with
several large items such as tires and
shopping carts. Most of the garbage were
cans and bottles, Gassman said.
All of the work being done should
improve the wildlife, aesthetics and
water quality to residents and visitors.
"With each of these projects we get one
step closer to having water quality that's
appropriate for fish and wildlife,"
Gassman said.
John Rude, executive director for
Broward Urban River Trails, is delighted
with the series of public workshops.
"It's a fantastic opportunity," he
said.
BURT wants to see more recreation
and access points to the water, he said.
"North Fork is old Florida the way it
used to be," Rude said. "It's one of the
last stretches of remnant river bank."

The book was published in 1974. It had been on the
New York Times best seller list for 14 weeks and was
printed in 14 languages.
Winer also produced, directed, wrote and filmed
an award-winning documentarybased on his research
and narrated by Vincent Price.

"The Devil's Triangle" has propelled Winer's
home, overlooking the New River, to be pointed out
during boat tours of Fort Lauderdale. Passengers
often take photos of the Winer's 42-foot 1949 trawler,
named Devil's Triangle, and the railroad caboose in his
yard.
Although Winer has made a career writing about
real-life tales, his own life would probably make a
good novel too.
Born in South Dakota and raised in St. Paul, Minn.,

Winer was 15 when he enlisted in the navy near the
end of World World II, using his older brother's draft
card. Later, he signed up for the U.S. Marine Corps
Reserves and was called to active duty during the
Korean War.
When he returned stateside, Winer enrolled at the
University of Minnesota. He moved to South Florida
in 1955 to work as a cameraman for Channel 7.
Throughout his career, Winer's writings have
reflected his deep love for the sea. "I don't know, itjust
came on me," said Winer, whose other passion is his
collection of vintage luxury cars from the 1920s and
1930s. "The sea is like a woman. It doesn't call
everybody. But it calls me."
At Blue Water Books in Fort Lauderdale, copies of
Ghost Ships are selling well, said Ric Antey, a buyer at
the nautical book store.
"Our customers are always looking for good
nautical books," Antey said. "We have carried Mr.
Winer's other books in the past and they have
performed well. When Ghost Ships came out, we
wanted to make sure it was included in our title base."

Fall ushers major boat
shows into famous
Maryland locale

Annapolis' identity is anchored in
the waters that encircle it.
Weems and College creeks merge
into the Severn River,andfurther south
you'll find the Spa and Back creeks.
They all chum past the capitol city,
emptying into the mighty Chesapeake
Bay, where last year local watermen
harvested 41.3 million pounds of its
famed blue crabs.
Central to the town's nautical image
is the sprawling 338-acre U.S. Naval
Academy, and the town harbor's
stunning fleet of sailboats that stamp it
the "Sailing Capital of the World."
It's also recognized as one of the
oldest cities in America. Stroll the cozy
brick streets edged with period
townhouses and it's easy to get a feel for
the bustling seaport's 18th century
colonial roots.
The Annapolis City Dock and
Harbor is the hub. Historically, it was
the city's front door to trade from Great
Britain, the West Indies and West Africa.
Today, recreational boaters and sailing
schools have made Annapolis a major

Every size and type of sailing vessel
from blue water cruising and racing
yachts to small dinghies will be found
among the more than 450 boats on
display.
The multihull section, billed as the
largest collection of multihulls, will
include both catamarans and trimarans,
with exhibits from manufacturers such
as Performance Cruising Inc., builders
of the Gemini 105M, and French Case,
Inc., showing a Challenge 30 trimaran.
Also on view will be Performance Hulls'
introduction of their Aquilon 26 and
Voyage Yachts La Dique 370.
Hundreds of tent displays will cater
to every facet of sailing. Off to the far end
of the dock, sailmakers go head-to-head
in an annual tradition known as the
DuPont Sailmakers Challenge. Keep an
eye out for the seminars sponsored by
Cruising World magazine, which will
take place at the Marriot Hotel. Among
the topics: understanding diesel engines,
picking a weather window and women
and sailing.
The 29th Annual U.S. Powerboat
Show follows Oct. 12-15. Last year, 450
powerboats were on display in the water
and 312 boats on shore.

Historic maritime city offers something for boaters, landlubbers


trawlers assembled at one place at one time. They
range in design from the custom downeast-style lobster
boat yachts to rugged world cruisers now in vogue for
many sailors who want the easier and more relaxed
cruising environment of trawlers.

Exploring Annapolis
A mixed bag of tours allow visitors several options
to canvass the town and surrounding areas.
Discover Annapolis departs from the Visitors
Center at 26 West St. The one-hour minibus tour
cleverly narrated by owner Matt Grubb introduces
passengers to more than three centuries of local history,
architecture, folklore and trivia, amid water views
from three bridges. The wide-windowed bus passes
by elegant Georgian mansions, the city dock area, a
section of the naval academy, and around the state
house and governor's house.
For a waterfront tour, board the 74-foot schooner,
the Woodwind. The yacht was custom designed and
built in 1995 for sailing on the Chesapeake Bay. It is a
replica of the classic, swift wooden schooners from the
earlypart of the 20th century. Her handsome mahogany
brightwork, gleaming chrome and roomy cockpit
distinguishes her from cargo-carrying work vessels.
A walking tour features a stop at the William Paca
House & Garden at 186 Prince St. It was the estate of
Paca, former governor of Maryland and signer of the
Declaration of Independence.
Built in 1763-65, the restored Georgian house
contains period furnishings and ancestral portraits.
An audio-guided tour of the two-acre garden area
includes a Chinese Chippendale bridge, a domed
summer house, a fish-shaped pond, formal parterres
and a spectacular wilderness garden. This national
historical landmarkrecaptures lifein Annapolis during
its Golden Age.
Set on 338 picturesque acres on the south side of
the Severn River resides the U.S. Naval Academy. At
the Armel-Leftwich Visitors Center, tourists are
introduced to the military school through interactive
exhibits, a film and guided walking tours. A major
attraction is the Bancroft Hall, home to the entire
brigade of 4,000 midshipmen. With five miles of
corridors and 33 acres of floor space, it is reputed tobe
the biggest dormitory in the world and the largest
granite structure in the U.S.
The enormous and elegant naval chapel has a


massive pipe organ along with stained glass windows
that were designed by Tiffany's. A separate pew and
candle is set aside to the memory of POWs and MIAs.
Beneath the chapel you'll discover the crypt of
John Paul Jones. One of the greatest Revolutionary
War heroes, his remains were brought to America in
1905 after 113 years of obscurity in a downtrodden
Paris cemetery. A lone Marine always stands guard.
At the other end of the university spectrum is the
400-student St. John's College located adjacent to a
portion of the naval academy. Its curriculum is based
solely on the study of the 120 classic books. Francis
Scott Key is a graduate and croquet is its only
intercollegiate sport. Each spring they challenge and
generally throttle the midshipmen.

Shore leave
Searching for that premium crabcake, try Phillips
which overlooks the harbor. They're also big on clam
chowder, seafood gumbo, oysters, clams and mussels.
Nightlife thrives in the city dock area with an
array of inviting restaurants and bars. The granddaddy
is Middleton Tavern which opened its doors in 1750.
Framed prints in the Oyster Bar are taken from actual
illustrated newspapers of the late 1800s. These days,
visitors can enjoy fireside dining and a splendid raw
bar. Check out its famous oyster shooters and Sam
Middleton's Ale, as well as spirited live music nearly
every night.
Located in the historic Trumpey Boathouse on
Spa Creek just across the harbor sits the Chart House
restaurant; in the Eastport section of town. Expect
masterfully prepared dishes served in generous
portions. Rockfish is a favorite.
A half block down from Church Circle is the
Ram's Head Tavern on West Street. A traditionally
styled English tavern, it now comprises a series of five
rowhouses with a cozy basement level bar. Ram's
Head serves imaginative food, over 170 beers and has
garden seating available. OnStage, a 220-seat concert
hall that features a roster of national musicians was
added to Annapolis' first micro-brewery a couple
years back.
Looking for a comfy lodging to unwind, try the
Harbor View Inn. One block above water in the heart
of the historicdistrict, this three bedroomn inn offers a
light and open feel in a spacious design that favors a
modern circle motif. There's an expa nsive living room
with fireplace and a soothing view of a city garden


with koi pond. Each guest room is distinctive in style
and decor and owner Andrea Manfredonia makes the
stay a marvelous experience.
Annapolis offers transient docking and mooring
with water and electricity available at slips. A seasonal
visitor's information booth is located in front of the

The town's only drawback is the weekend's traffic-
loaded streets that allow only two hour parking.
Otherwise, charm and energy abound. Annapolis is
an old-fashioned maritime city and proud of it.
