There's more to marine patrol units than bunch
of boats and some uniformed officers.
Waterproof lap top computers, radar guns and
global positioning systems are just a few of the
crime-fighting tools aiding today's marine police
Officers say they need theequipment to maintain
a high-profile presence on the water.
"We're not just there to hand out tickets," said
North Miami Beach Police Marine Patrol Unit
Corporal Alex Morales. "We also educate thepublic."
The North Miami Beach unit has eight officers
and three boats, including a custom-made 22-foot
Nautica that has been in use since May.
The vessel has a 200 Mercury outboard engine
and can travel up to speeds of 58 mph. It comes
equipped with police and rescue equipment, a global
position system and depth finder.
Police got the Nautica by trading in their 10-
year-old, 24-foot Zodiac rigid hull inflatable, along
with paying $14,000. The new boat has given the
unit more flexibility to go into smaller and narrow
areas, where they perform such tasks as assisting

Fishing museum hopes to reel in volunteers during open house

George Hamilton, an avid angler, loves
volunteering at the International Game Fish
Association Fishing Hall of Fame and Museum.
The North Lauderdale retiree, who shows visitors
how to use the fishing simulators in the museum's
virtual reality catch gallery, said being at the Dania
Beach-based facility is sometimes better than being
out on the water.
"I look at this way," said Hamilton, 69. "I'm not
spending money on gas to be out in my boat and I'm
not sitting in the hot sun. I can fish here with the
-simulator and be in air conditioning. It's great."
Hamilton is one of about 180 people who donate
their time to the 18-month-old, 60,000-square-foot
museum, located next to the Bass Pro Shops Outdoor
World at 300 Gulf Stream Way. The group, who range
from high school freshmen to senior citizens, are active
in almost every facet of the facility's operation.
Their activities do not go unnoticed,, or
unappreciated.
"They are our life blood," said Linda Irwin, IGFA's
special events coordinator. "We could not existwithout
them."
Museum staffers are hoping to expand their current
crop of volunteers and reel in more help during an
open house scheduled 9 a.m. on Aug. 9. Potential
volunteers will be treated to a continental breakfast,
tours of the grounds and have the opportunity to sign
up for different areas of interest.
Anyone can attend the open house. The only


requirement is that volunteers must be no younger
than 14 years old. Everyone must also undergo at least
four hours of introductory training, which is divided
into two two-hour sessions, Irwin said.
The museum's last volunteer open house was six
months ago. Administrators are planning to hold
additional similar events in the future, with a second
open house under consideration for September since a
lot of people are now on vacation. A date will be
announced soon, she said.
But those who'd like to volunteer now don't have
to wait. People can call anytime to sign up, and
knowledge of fishing is not even required, Irwin said.
"Of course, there are certain positions where people
do need some skills, such as demonstrating angling
techniques and leading lab programs.for visiting school
kids and campers in our four-acre wetlands behind the
museum," she said. "But we can train people in any
area they are interested in."
Some jobs don't require any fishing experience at
all. "There are many positions that are notin the public
eye such as doing clerical help in the 12,000 volume
library and in the education and public relations
departments," Irwin said.
In fact, the museum has a lot of husband and wife
volunteer teams where one person is an angler and the
spouse has little or no involvement with the sport.
"We have a lot of the men who like to fish and are
the tour guides," Irwin said. "Their wives help in the

Others, like Sam Webster of North Miami Beach,
earn high school community service credits.
Webster, who will be entering 10th grade at Dr.
Michael Krop Senior High School in northeastern
Miami-Dade County, began volunteering at the
museum four months after it opened. His duties involve
office work and cleaning the boats on display.
"I like fishing and this seemed like a great place to
work," Webster said. "It's also giving me job skills for
the future."
Sylvester Mills, another volunteer from Oakland
Park, donates his time working with the simulators in
the catch gallery.
"Our primary job is to instruct and give good
information on how to catch fish," said Mills, a retired

art teacher who lived in South Carolina for 30 years
before moving to South Florida in 1991.
Mills, 73, has been an angler since his teens. Being
at the museum allows him to do the two things he
enjoys most.
"I love fishing and I love to teach," Mills said.
He also loves meeting all of the visitors that pass
through the facility. "You sit down, talk about fishing,
tell tall tales," Mills said. "You can't beat it."

Perfect storms and


imperfect sailors

Against my better judgment, I saw
the new movie "The Perfect Storm." My
reluctance was not that I thought it was
going to be a bad movie in fact, it was
rather well done. It's just that I knew
some of the subject matter might make
me a little uncomfortable.
Since I come from a maritime family
and I was actually attending law school
in Boston at the time of the so-called
perfect storm, I was expecting to feel
frustration and do a great deal of internal
"Monday morning quarterbacking"
throughout the film experience. These
expectations were correct.
Watching errors in judgment that
you know can result in ruin is not my
idea of a fun time. On the other hand,
this movie can prove instructive as an
allegory forhow many people approach
possible legal storms as well as the more
literal observations about how some
seamen have dealt with natural ones.
There have been several occasions
when prospective clients came to me
seeking assistance after they had made
a few legal errors in judgment. But it
was already too late to fully correct past
miscalculations they were too far into
the center of a legal hurricane that could
rip their bank accounts into economic
shreds. And, yes, I've heard all the
rationalizations for these'judgerint.
errors. Such as:
"I've always done business that
way... with a smile and a handshake;" or
"I've always done thosejobs without
that type of paperwork and no one has
stopped me, yet;" or
"He's my friend he'll never sue
me;" and, my personal favorite, .
"Well, Inever thought itwould come
to this!"
These clients have learned the lesson


of the perfect storm. Like those
crewmen in the movie who boldly
weathered previous tempests,
committing the same errors over and
over again without consequence, they
too finally came to realize that it only
takes one really bad event to destroy
you.
So, while conducting maritime
business, how does one protect
oneself from perfect disaster? You
deal with it the same way you would
a natural one by trying to stay out of
its way!.And,.as unattractive (or un-
macho) as it may sound, this means
approaching situations with an
inclination toward caution rather
than "full throttle speed."
Here are some examples of how
to avoid major legal squalls:
S *When doing business with
others, as much as possible, put
agreements in writing. This also
means reading and understanding
agreements before signing them.
Remember, don't let anyone start a
project until all pointsare agreed to.
and signed off on.
*Whatever you do on the water,
make sure you're legal. If you're a
weekendd sailor" know the rules of
the road by taking one of the many
safe boating courses available in
south Florida. Also, make sure you
are up-to-date on safe speed and
pollution discharge laws in your area.
Remember that failing to follow the
rules can prove to be a very costly
experience.

Finding calm waters instead of being caught up in the storm


This includes you, your staff, and your vessel. Also,
know and understand the limits of what your various
licenses will allow (and not allow) you to do. Failure in
these areas can sometimes lead to the loss of a vessel
and quite possibly an entire business.
*Know and understand your legal responsibilities
to others on a vessel. People who work on vessels are
accorded special rights to medical care and other
services. If you are a vessel owner with such workers,
learn aboutyour obligations to them, and thenperform


and insure yourself accordingly.
Also, take care that you properly protect and
insure yourself against unhappy passengers. And,
yes, friends do sue friends (or former friends, to be
more accurate).
It's true that some of the advice I am offering can
take the spontaneity out of many situations and can
stop some opportunities from unfolding. But, as
illustrated in the movie, sometimes catching the most
fish won't be much help if you're sailing into a monster
northeaster at the end of the voyage.
As the cliche goes: "There are old sailors and bold
sailors, but there aren't any old bold sailors."

boat owner.

bigger boats and chase down personal
watercraft, he said.
City Police Chief William Berger
and City Police Majr' Beth Fernrandez
approved the purchase of the cutting-
edge equipment like a lap top computer
in a waterproof case that allows officers
to run boat registration numbers and do
reports on the water, Morales said.
Although money is often tight at
most law enforcement agencies,
departments have found ways to keep
themselves afloat that don't require tax
dollars.
For example, through the
confiscation of properties that have been
seized during drug-related arrests, North
Miami Beach police got a boat used
specifically for undercover work. The
vessel is used to assist U.S. Customs and
U.S. Coast Guard in drug interdiction
operations, Morales said.
Another way is securing craft
through dealers and manufacturers.
North Miami Police have a 12-foot, two-
seater Ultranautics jet-powered boat,


which was donated to the department;
as a test craft inl992bythemanufacturer.
The Ultranautics, small enough to .
fit underneath bridges and maneuver in
shallow watershed been in dry dock for
five years. It was recently re-built and
put back into service, last summer,
Morales said.
"It was ready to be thrown away
and I said wait a minute, I can fix this,"
he said.
Hollywood marine police have
gained equipment using similar
methods.
The unit's two personal watercraft
are donated annually by local dealers.
Officers turn them in after a year and get
new models, said Hollywood Police
Marine Patrol Unit Sgt. Richard
Nardello.
The personal watercraft come in
handy. "It enables us to go into shallow
or narrow areas where boats won't fit,"
Nardello said. "It's a good tool. When
you want to enforce some of the personal
watercraft violators, it helps to be on
one."
Of the unit's four vessels, a 32-foot
powerboat, was also obtained through a
drug seizure. The other three boats were


purchased through county grants and
city funds, he said.'
"We try to keep up with the times,
but we have to -make do with what
we've got," said Nardello, whose unit
covers 44 miles of waterways including
the ocean, Intracoastal and canals. "Our
emphasis is on visibility and education.
Most of the stops that we have are not
related with smuggling so we don't have
the need for go-fast boats like U.S.'
Customs."
Still, even the basics,can be costly.
Florida Fish and Wildlife'Commission
Marine Enforcement Division Officer
Lenny Salberg said outfitting marine
patrol units can be expensive.
"Almost everything is 40 percent
more than equipment for road patrol
units," he said.
For instance, officers not only need
to have a boat, but a truck to tow it,
Salberg said.
SThe division has 15 officers in
Broward County. Another 18 patrol
Miami-Dade and 15 are in Palm Beach
counties, he said.

"The majority of our guys use a 25-
foot Mako with two 225-horsepower
motors," he said. "We have one vessel
per officer."
The division's vessels also include
an unmarked personal watercraft that
is only used on special details in Broward
and Miami-Dade counties. From the sky,
officers get extra assistance from a
helicopter assigned to cover all of South
Florida, Salberg said.
The helicopter does search and
rescue missions, as well as the occasional
patrol.
"It's a big plus when you're looking
for an injured manatee," Salberg said.
"There's also divers who are separated
from their boats. The helicopter can get
there quicker and cover a lot more area."
The division has its share of high-
tech toys too. "All of our boats are
equipped with global positioning
systems and a few vessels have radar
guns," Salberg said.
The radar has caught more than a
few recreational boaters off guard.
"Some are very surprised," he said.

Relaxed pace, nautical heritage defines Delaware town

Since 1609, Lewes, Del. essentially
has been a seafaring town set on a point
of land separating the Atlantic and the
Delaware Bay.
Thirty years ago Lewes -
pronounced "loo-iss" was recognized
for its stinking fish factories that snaked
along the Delaware Bay, and its wharves
where, hip-booted .fishermen hawked
wheelbarrows brimming with fresh fish
to local housewives.
Today, the smell is gone, the air is
crisp, and Lewes is celebrated as a
beguiling and peaceful destination that
draws visitors from up and down the
East Coast for eight months a year.
It's a walking town with a roughly
one-half mile area filled with museums,
a historical complex, more than 50 quaint
retail shops, a cluster of fine restaurants,
accommodations and a string of boat
slips along Pilottown Road that overlooks
the Lewes-Rehoboth canal.
Amid the backdrop of a picturesque
harbor, each morning Lewes' head boats
set out in search of sea bass, flounder,
trout, cod, mackerel and other choice
catches. Further out, tuna, shark, white
marlin and stripers lurk in the Atlantic
waters.

scene at Rehoboth and beach towns
further south. Lewes' ocean beaches
frame Cape Henlopen State Park one
of the state's greatest natural gems.
The park area encompasses 4,000
acres that include spectacular ocean and
bay vistas along a four-mile beach, a one-
of-a-kind salt lagoon called Gordons
Pond and the "walking dunes," as


described in National Geographic
magazine. The Great Dune, which rises
80 feet above sea level, is the highest sand
dune between Cape Cod and Cape
Hatteras.
The park offers a seaside nature
center, fishing pier, bathhouse,
observation tower, 18-hole Frisbee golf
course and a recently blacktopped two-


mile trail for walkers, runners, cyclists
and skaters. Close by you'll find the
8,818-acre Prime Hook Wildlife Refuge,
a marshland habitat for black ducks,
Canadian geese, mallards and pintails.
Visitors who simply want to enjoy the
beauty of the dunes find seven miles of
canoe trails and quiet pine forest trails.
Back in 1631 those tranquil environs
were chosen by the Dutch as an ideal site
to establish a whaling station. It was a
bloody beginning with 32 settlers
Massacred by a local tribe of Lenape
. Indians in a dispute over a Dutch coat of
arms the settlers had mounted on their
settlement.
The land was conveyed to William
Penn by the English Courts 50 years later
and renamed Lewes in honor of the town
in Sussex, England. Its maritime odyssey
continued with visits from Capt. Kidd
and other pirates in 1698,.and during the
War of 1812, a British frigate bombarded
the town. One of the town's buildings
proudly wears an embedded cannonball
from that battle.
Lewes is rich in colonial and Victorian
history. Within a half-mile of the
commercial district on Second Street, you
can see numerous restored homes dating
back to the 18th and 19th centuries. The
Fisher-Martin House, a charming
gambrel-roofed house built in 1732,
houses the town's Visitor's Center. The

Lewes Historical Society manages the Historical
Complex as well as a light ship, a maritime museum,
and is also home to College of Marine Studies of the
University of Delaware.
The Zwaanendael,: constructed in 1931, is an
adaption of the eye-catching old Stradhuis (City Hall)
in Horn, The Netherlands. It houses permanent and
changing displays of historic military and maritime
artifacts, including items from the wreckage of an
18th century ship, the De Braak, discovered off the
coast in 1986.
Along Front and Second Streets, visitors find a
varied selection of retail shops, including antiques.
The town features half a dozen art galleries that
present special exhibits, guest artists and
demonstrations at their monthly Art Loop. The Union
Jack shop features an array of British items such as tea,
London Underground signs, posters and videotapes
of English movies and television shows.
Down the streetyoull find the Rose & Crown that
revels in an authentic Englih pub atmosphere cooking
up English dishes like shepherd's pie and fish and
chips. At Market and Front Streets sits the eccentric
Gilligan's restaurant that's been fashioned together"
from an old boat and chicken coop.
