Waterfront News Writer
As an increasing amount of new multi-family
residences rise on Fort Lauderdale's Hendricks Isle,
live-aboard boaters might be the most affected by
change in the waterfront community.
Many people living on the isle believe it's only
a matter of time before such boaters who now call
the area home will be forced to drop anchor
elsewhere.
As more properties get bought up, torn down
and replaced with new condominiums, the longtime
practice of renting dockspace will end, with dockage
becoming the sole property of new unit owners.
One ne\ condo on the books is Terraces of the
Isle. The complex will take up two lots, covering 200
feet of waterfront on Hendricks Isle with 14 condo
units, 12 boat slips holding vessels up to 50 feet and
a covered parking garage. Amenities will include a
sauna, pool, gym and a business center. Unit prices
will range from $425,000 to $1.3 million.
Construction is slated to start in July and be,
completed within 20 months. Developers intend to
tear dowri two single-family homes and a small
apartment building now sitting on the properties.

Most concrete seawalls built prior to the 1980's have already
exceeded their design life and cost for reconstruction is
expensive, if not prohibitive. Mor-Drain is a composite
drainage system that is preassembled into panels using a
tough polystyrene drainboard, sandwiched between a .
high-flow rate woven geotextile and a heavy-duty non-woven
geotextile for soil retention. Installation of Mor-Drain
prevents soil from washing out between open joints, yet
allows for release of hydrostatic pressure, which is the major
cause of most seawall failures.
Mor-Drain creates a small chamber behind the wall to help .
dissipate destructive wave energy and can provide additional t

Dolphin Derby expects el in cash to help 5-year old

When a colleague's daughter was diagnosed with
cancer, a group of Dania Beach fire-rescue workers
searched for a way to raise money to help their friend
pay for medical bills and other expenses.
They didn't have to look very far or for very long.
The crew turned to the sport that they all enjoyed -
fishing.
"We had fished at other tournaments and felt we
could do better," said Dania Beach Fire-Rescue Lt. Ted
Spongross. "I was watching this guy go down the
drain because of medical bills. We looked at each other
and said, 'let's do one for Matty."'
Their first Dolphin Derby was a phenomenal
success, raising $15,000 for Matt Zidar's daughter,
Heather.
That was six years ago. Since then, the entire
department has volunteered their efforts to hold the
tournament annually, with the proceeds each time
going to needy children with medical problems and
handicaps.
Beneficiaries are selected by a committee. Last
year's competition raised $10,000 for a three-year-old
girl with a rare form of cancer. The tournament attracted

100 boats and 400 anglers.
This year's competition, to be held on July 16, will
benefit Matthew Opatosky, a local 5-year-old boy
with a rare birth defect. Organizers hope to raise
enough money to buy the family a specially-equipped
van with a wheelchair lift.
The competition will get underway at 7 a.m. at the
I.T. Parker Community Center, 901 NE 3rd St. in Dania
Beach. The derby is for boats 35 feet or smaller.
The angler catching the largest dolphin will receive
$1,000 in cash and a trophy. Cash prizes, ranging from
$500 to $75, will be awarded to people placing in
second through fifth place in the open angler division.
Cash and trophies will also be awarded in separate
women's and junior angler divisions. The top woman
angler will get $250. The first place junior will receive
$100. Additional prizes of $100 each will be given to
competitors who catch the largest kingfish, wahoo
and tuna.
Registration is $50 for open anglers and $30 for

women and juniors. A mandatory captain's meeting
will be held 7-10 p.m. on July 14 at the I.T. Parker
Community Center. Oneperson from each boat must
attend.
Fees include admission to a tournament-day buffet
with music, a T-shirt, goodie bag and raffle tickets. The
party will be held at the community center.
Non-anglers wanting to attend pay $10 per person.
To be eligible for the raffle drawings, tickets are being
sold for $1 each, six for $5 or 12 for $10.
The tournaments have drawn support from every
employee in the fire-rescue department. Also pitching
in are city officials, private individuals and local
businesses including the American Maritime Officers,
a title sponsor for several years, said Bruce Liem,
derby director and a Dania Beach firefighter-
paramedic.
An award named in honor of Heather Zidar is
given out each year to the person who has made the
most significant contribution to the tournament.
Suzanne Opatosky said she and her husband,
David, were stunned when told that their son will be
benefiting from the upcoming tournament. A cousin's
boyfriend, who is a Dania Beach firefighter-paramedic,
submitted the family's name to the tournament
committee, she said.
"I think it's fabulous that they want to do this," she
said.

Why don't you write more about
manatees?"
Several people have asked me this
question over the years.
The truth is, manatees can be a
delicate subject. Local humorist Dave
Barry once mentioned thathe received
some of his most critical and
unpleasant mail after he offhandedly
wrote in his column that manatees
were "ugly."
Now, I can't speak for Mr. Barry,
but I must tell you that I get the
impression that he would no more
wish any harm befalling a manatee
then he would a favorite relative.
But, sadly, Dave Barry's
experience does illustrate that there is
a contingent of people who consider
the subject of manatees such a.sacred
cow (sea cow) that it can sometimes be
difficult to discuss it with humor, or in
a pro and con forum as you might if
we were talking about some other
creature.
So, before we go any further, let
mejustsay, "I really do like manatees!"
When I was growing up, I
remember a few special areas where
my parents and I used to go in Biscayne
Bay and spend some time communing
with the sea cows. I actually swam
with them.
Though massive, they were
extremely docile and you could
sometimes coax one to take a leaf of
lettuce from your hands. By the way,
when they want to, manatees can swim
a lot faster than you might think.
Of course, such an idyllic meeting
would be impossible today. Not just
because of the smaller number of
manatees inhabiting Florida waters,
but- because it would be against the


law.
Yes, there are now in place some
very stringent federal and state statutes
thatprevent people from touching, and
in many other ways, associating with
manatees. An example of this is Florida
Statute 370.12 which states in part:
"Except as may be authorized... it
is unlawful for any person at any time,
by any means, or in any manner
intentionally or negligently to annoy,
molest, harass, or disturb or attempt to
molest, harass, or disturb any
manatee..."
Such words are being interpreted
very strictly. Purposely swimming too
close to a manatee, trying to touch a
manatee, and even offering a manatee
food. are presently construed as
offenses under the law.
Along with these restrictions, the
Florida statutes also allow the state to
designate safe speed rules for boaters
in specific areas where manatees are
likely to congregate. If you are aboater,
you would probably be familiar with
these areas, known as "Idle Speed/
NoWake" and "Slow Speed/
Minimum Wake" zones. Of course,
you may not know exactly what those
terms mean.
An "Idle Speed/No Wake" zone
is an area where a vessel is only allowed
to proceed at the minimum speed
necessary that will maintain the
steerageway of the vessel. In other
words, you're not allowed to go faster
than what would allow you to keep
forward motion and steering control
of the vessel.
Admittedly, if there's a strong
current and you are forced to increase
power to maintain control of the boat,
it can sometimes lead to a difference of

I was going for the big one.Had my
trusty Zebco rod and reel in hand. All
five pounds of test line out into the water.
Yep, anchored in the middle of
northern Indiana's Tippecanoe River, I
was a 13-year-old fisherman sitting alone
in a small boat powered by a five
horsepower Johnson outboard, patiently
waiting for the domination of the civilized
fishing world to hit my night crawler.
Then it. happened.At first, the lax
line straightened into the water. Then
there was a nudge at the tip of the pole.
The line went lax again.Then, bam!
The pole bent double. And as I pulled
to set the hook, the weight of the fish
fighting on the end of the line began
pulling the boat toward the brush pile
that lay near the bank. If that fish could
find its way under the brush pile, I was in
for one tangled mess, not to mention a
fish-that-got-away story that would only
serve as amusement fodder for my dad.
and his fishing buddies who were sipping
beers and trading fish stories of their
own during the morning's final few
minutes.
Instead, the fish headed around the
brush toward the bank with the boat
now in tow.
I'm rehashing this experience
because of the latest book put out by the
International Game Fish Association
titled "World Record Game Fishes."
In it, virtually every record of fish is
documented, from the 88-pound, two
ounce albacore caught in Spain in 1977
by Siegfried Dickemann, to the 25-pound,
two-ounce zander reeled in by Henry
Lee Tennison during a 1986 fishing'
excursion in Sweden. And that's just the
"all-tackle" class.
Basically, there's a record for every
fish caught in the world, country, state,


and probably even the Tippecanoe
River.
But the fish has to be weighed in
an official sort of record-documenting
place before you can get your name

Game Fishes" collection; a.k.a. the
"Guinness Book of Fishing Records."
Which brings up a real interesting
question: How do we know that these
are actually the biggest fish ever caught
in the world?
For example, Maryland resident
Craig Johnson may have hauled in the
largest northern pike in Alaska's
history, a 25-pound, eight-ounce
whopper taken from the Yukon River
on Aug. 14, 1991, but who knows
whether or not Nanook the Eskimo
might have reeled in a 30-pound critter
that he dragged home to the igloo to
feed Mrs. Nanook and the little
Eskimos rather than stopping at the
local bait shop to document his record
catch.
Truth is, we don't really know
who has brought in the biggest catches.
There could be catches so big that the
last thing on a hungry fisherman's
mind is taking the time to weigh the
sucker. Which brings me back to my
story.
After fighting this monster for a
good hour-and-a-half, which on five-
dpound test line wasa feat in itself for a
13-year-old:kid, I finally got it up to
the side of the boat, planted a stringer
in the side of its mouth and pulled it
into the boat. Although I knew by its
flat head and its whiskers that I had
boated a catfish, I didn't know that it
was a blue catfish, the largest of the
catfish species.

A "Slow Speed/Minimum Wake" zone is an area
where a vessel has slowed so that it is completely off
plane, has settled into the water and is proceeding
without wake or minimum wake. A slow speed also

prudent to avoid either intentional or negligently
annoying, molesting, disturbing, colliding with,
injuring, or harming manatees, and which comports
with the duty of all persons to use due care under the

Will a new generation not permitted to approach,
travel near, build near, or associate with a creature,
have the same regard for it as theprevious generation
that had that opportunity and created the laws which
protect that creature? Time will tell.

Condo building boom expected to continue on Hendricks Isle


that have been granted city approval, said Enrique
Soltanik, president of DSP Construction, developers of
the Terraces.
None of the boat slips at Terraces of the Isle will be
available for rent to live-aboards. The spaces will be for
unit owners only, Soltanik said.
"I think the entire area is changing," he said. "The
emphasis is on luxury condominiums. People who will
be living there want to bring their own boats."
Live-aboards have long gotten a bad rap on the isle
with critics, mostly homeowners in adjacent
neighborhoods, complaining that they have polluted
the canals surrounding the isle by not pumping out
their sewage. The debate over whether pollution levels
are the result of aged leaking sewer pipes or the
carelessness of live-aboards has continued throughout
recent years without a resolution.
City Mayor Jim Naugle said having a few less live-
aboards won't necessarily be a bad thing.
"The Isle of Venice and Hendricks have had a
density problem," he said. "Everybody is always
fighting over a parking space."
There have been problems with the infrastructure
too. "The sewer system wasn't built for that many
people," Naugle said.
But Naugle does have concerns that too many boat
slips at these luxury condominiums will left empty. He
wonders if the people who are buying are also boat
owners.
"This is the Venice of America and the yachting
capital of the world," he said. "If there's a boat slip,
there should be a boat there."
The thought of having far less live-aboards in their
midsts is drawing mixed reactions from local residents.
Charlie Bisch believes live-aboards lend a certain
ambiance to the isle, but he says the changing landscape
is part of a free enterprise system, and he will bear no
grudge if he's forced to move on.
"It will get to the point where boaters will have to
go to the marinas or find space elsewhere," said Bisch,
who has resided on Hendricks Isle for the last three
years in his 42-foot sailboat. "Who knows how many


years from now, but it will happen eventually."
Julio Edwards, a condo building owner on
Hendricks, is among those who won't be sorry to see
the live-aboards leave. Their departure will create more
room, he said.
"There's not enough parking for the tenants and
the live-aboards to keep their vehicles," he said. "It's
become too overcrowded."
Nancy Schaller, another Hendricks Isle resident,
said she already knows of two condominium buildings
that won't allow live-aboards.
"I think it's too bad. Fort Lauderdale is a sailing
community. Where are these people supposed to go?"
Many will probably have to seek space at private
and public marinas, where the rents will be much
higher, Bisch said.
"At most of these marinas, I would have to pay 75
percent more than I do now," he said.
Jamie Hart, city supervisor of marine facilities, said
few year-round live-aboards presently reside at Fort
Lauderdale's three public marinas -Birch, Las Olas
and Cooley's Landing.
"The city's marinas allow. live-aboards, but our
facilities are really designed for transients," Hart said.
"We don't have permanent live-aboards that reside at
our facilities. We do have seasonal contract tenants that
stay three to six months, but we would have to review
boaters who would want to stay year-round."
Peter Neufeldt, who owns an apartment house on
neighboring Isle of Venice, estimates there are about
600 dock spaces in Isle of Venice and Hendricks Isle.
Between both communities, about one-third of the
dock space are used by live-aboards, he said.
New developments on Hendricks started cropping
up within the past three years. Properties have been
purchased and torn down to make way for new multi-
family residences, and the building boom is expected to
continue, Neufeldt said.
"Most of the activity right now is on Hendricks, but
it will eventually come to the Isle.of Venice," he said
Neufeldt owns an eight-uiit 'apartment building
with eight boat slips. Three are presently occupied by
live-aboards.

Lou Borgia, who owns a four-unit apartment
building on Hendricks Isle, said the construction won't
only affect live-aboards.
"In my opinion, the construction will make it newei
but not necessarily better," he said. "One of the bad
points is that it will raise my property taxes."

has left Matthew unable to care for himself.
Although Matthew is growing like any other child
his age, he has the physical skills of a nine month old,
said Suzanne Opatosky.
Buying.the family a van would be a great help.
David Opatosky works two jobs and Suzanne has the


day-to-day responsibilities of taking her son to various
doctor, therapy and hospital visits, and other places he
needs to go.
As Matthew gets older, transferring him from his
wheelchair to the family's small van is proving to be
difficult.
The van is not large enough to install a wheelchair
lift. Suzanne, who works part-time, must lift her 50-
pound son and place him in the car seat. After getting


her son settled, she then has to lift and place the 75-
pound wheelchair inside the vehicle.
"What ever they can do, it will be great for
Matthew," said Suzanne Opatosky.
The family, which also includes Matthew's 10-
year-old sister Megan, intends to be at the tournament,
she said.

Artmarine has expanded its waterfront warehouse
rental facility with a new 11,400 square-foot build-
ing.
Service bays range from 1,000 square-feet and
up, and are equipped with single and three-phase elec-
trical power, 12'x16' bay doors and 25-foot ceiling

Regatta Time in Abaco


In the wake of last year's
hurricane, Bahamian
island readies for
annual sailing event

The idyllic Abaco isles of the
northern Bahamas played host to an
uninvited caller last September:
Hurricane Floyd.
With winds clocked up to 170 mph
and gusts reaching 220 mph, the storm
snapped utility poles like matchsticks,
caved in dwellings within seconds and
tossed hefty boats about like children's
building blocks, but luckily spared
human life.
Floyd particularly pounded the
Guana Beach Club, Mangoes and Abaco
Beach Resort/Boat Harbour in Marsh
Harbour, as well as the Green Turtle
Club, which was rebuilt to the tune of
more than $1.5 million.
So as "Regatta Time in Abaco" nears,
running fromJuly 2-11, tourism officials
say that Abaco and its lodgings,
restaurants and commercial businesses
are 90 percent restored.
"Most of the resorts and dock
facilities are up and going," reports Bill
Anderson, Abaco Regatta race director.
"Guana Cay is still damaged, but we
expect it to be up and operating by

For-cruising yachtsmen coming over

Cruising yachtsmen race amid pastoral northern Bahamas backdrop


Turtle Fourth of July race attracted some
30 sailing vessels. During the mid '80s,
150 boats were entered and the regatta
eventually evolved into a 10-day series
with race days followed by legendary
parties.
Today, a fleet of boats ranging from
sleek utralight racers and multihulls to
comfy cruisers attracts sailors from as
far away as Austin, Texas, and southern
California to South Florida.
They sail specially designed courses
on tranquil waters weaving through five
Abaco settlements.
Festivities kick off Saturday, July 1,
with a skippers meeting at the Green
Turtle Club, a secluded resort known for
its British tone and genteel rustic fee. It is
tucked away on the northern point of the
three-mile long, one-mile wide isle
overlooking the White Sound.
Across those translucent waters, the
historic settlement of New Plymouth
shimmers like a mythical village. Most
of Green Turtle Cay's 500 residents live
in the old town where narrow streets,
cottages, shops and restaurants are
painted in vivid colors sun-bleached to
pastels.
At the 150 year-old Albert Lowe
Museum, the village's history is
illustrated through writings and
acclaimed paintings. Further down
Parliament Street, beneathabricked arch
that is bordered by the round-leafed
gnarled trees called seagrapes, is the
Loyalist Sculpture Garden. Here, a
fascinating display of bronzed busts of
the island's 18th century heroes and,
many of their famous descendants are
showcased.
About twoblocks away you'll chance
upon Miss Emily's Blue Bar, a
ramshackle, bright blue concrete..
building renowned through the Abaco-s_
Sfor its "Goombav Smash.".
The 2000 Abaco Regatta starts July 2
with the "Around the Great Turtle/


Bahama Cup" on theSeaof Abaco,about
a quarter-mile west of town. Three fleets
will compete: RTIA/PHRF racing
yachts carrying full sails and spinnakers.
Classes may be established for heavy
and light displacement yachts, as well
as one-design classes with five .or more
yachts entered for the series.
The cruising boat division is
traditionally known as the "Mother Tub"
fleet. These yachts will be assigned an
initial rating determined by the race
committee. A yacht's rating may be
adjusted from race to race in an effort to
afford all "Mother Tub" yachts an equal
opportunity to win.
Finally, there's the racing and
cruising multihulls groups.
Ratings are based on MASF time-
on-time handicap allowances. One-
design multihull classes may be
established if, five or more yachts enter
their entire series.'
The "Around the Great Turtle/
Bahamian Cup" course is run around
buoys: between Green Turtle Cay anid
.Great Abaco Island.
The oval course is set in the shape of
a "great turtle" on the Sea ofAbaco that
allows boats to reach and run around.

As night falls, guys clad in tropical
shirts and tank-topped women shimmy

The Green Turtle Race celebrates
the Fourth of July and then it's on to the
Guana Cay Race, the Man-O-War Race,
the Hope Town Race and finally the
Marsh Harbour Race on July 11 with the
final awards and party at the Jib Room,
Marsh Harbour.
