A wide swath of Biscayne Bay is now off limits to
personal watercraft users. The area has been blocked
off due to a ban that bars the water bikes from Biscayne
National Park in Miami.
The ruling took affect on April 20. It covers 182,000
acres, or 42 square miles, of the bay and adjacent

Hospice Regatta races toward success by including cruising boats

Organizers of the annual Hospice Regatta 2000 are
expecting entries this year to hit the triple digit mark.
At least 100 boats are expected to compete on May
20, just off of Fort Lauderdale beach. The numbers
show a steady increase from last year's field of 76
vessels, and just how far the regatta has come from its
debut in 1997 with 40 boats.
"This has become the largest sailboat race on the
ocean in South Florida.," said David Williams, event
co-chair who works as an insurance agent in Fort

is the constant push to encourage boats that would not
normally be entered in regattas, he said.
The drive has been very successful. "About 62
percent of our entries last year were cruising boats,"
The Fort Lauderdale regatta really typifies racers
and cruisers sailing together, said Peter Grimm Jr., an
active participant who have been involved with
organizing the event since its start.
Grimm, with his crew of family and friends that
included eight children ages 6 to 10, came in first place
at last year's regatta. The crew sailed to victory aboard
a C&C 110, named JT.

"The regatta has been wa amongst
locals," said Grimm, vice president or Super Sailmakers
in Fort Lauderdale. "When you open it to everybody,
you get more people responding. You get all these
people out there who are so excited to be involved."
Proceeds from the competition and post-race
clambake go to Hospice Care of Broward County.
About $120,000 has been raised over to the past three
years. The 2000 regatta should bring in about $50,000,
"Sooner or later, hospice touches everybody's life,"
said Williams, who will be racing in the upcoming
regatta aboard his Hobie 33 Stray Cat. "This gives
people the opportunity to give something back to
hospice. There's nothing better than doing good and
having a good time doing it."
This year's race will start at 10 a.m. The 20-mile
course is the same, just off the shore of Fort Lauderdale,
opposite the Bahia Mar Marina. Boats will head north
toward Oakland Park Boulevard and back to the resort.
The course is designed with all-reaching legs,
making it easier for cruising boats. There will also be
a 12-mile course for entrants in the family cruising
class, Williams said.
The regatta will feature a reverse start, also known
as a pursuit race. The slowest boats will be in front. The
fastest will be at the end of the pack. Every boat will be
given a specific time to start.

the start line at one time," Williams said.
There is an entry fee of $65 per vessel. U.S. Sailing
members will receive a $5 discount. Those registering
before May 5 pay $55.
Following the competition, a clambake and awards
ceremony with some 1,000 live Maine lobsters, music
and dancing will be held 6 p.m. at Esplanade Park in
downtown Fort Lauderdale. Tickets are $50 per person.

"We spoke to the people and told them how the
process had evolved," Elliott said.
The ruling has been under consideration since 1998,
due to environmental and safety concerns. When
National Park Service published the'proposed rule iri
the Federal Register and asked for public'comments,
they received more than 20,000 responses, he said.
Officials at Biscayne National estimate that the ban
will only affect a small number of the park's 500,000
annual visitors. Rangers expect to have a period where
warnings will be issued to water bike operators. Repeat
violators, however, will be issued citations. Fines can
range from $150 to $250.
The park has had many problems in past with
PWCs. "At one period of time, the greatest number of
complaints we were receiving were from traditional
boaters, who were reporting conflicts with people on

The boaters complained the PWC operators were
going too fast and operating too close to their vessels.
Rangers also had complaints that PWCs were entering
environmentally-sensitive areas, whe re the cr ft w would
disturb nesting birds and the habitats of endangered

But not everyone is happy with the ban. Shelly
Cook feels the restriction is discriminatory.

He has taken his own PWC and power boat to Biscayne
National Park many times.
"Number one, it's unconstitutional," he said.
"Number two, it's nonsense."
Cook claims the park services' contention that PWCs
damage natural resources is not valid.
If there are going to be restrictions in the national
parks, then all vessels should be banned, he said.
Cook is also angry that the ban will curtail access'to
the Florida Keys. "Many of our customers living in
Dade and Broward go Key Largo," he said. "To do that,
they must go on the Intracoastal Waterway. But to stay
on Intracoastal, it means they will be navigating through

Bamdas says that complaints regarding safety and
environmental concerns are inaccurate, he said.
"You can do anything you want with statistics," he
said. "I believe they are being used to the detriment of
Miami-Dade Police Marine Patrol Lt. Mickey
Brelsford said officers in his unit will warn PWC
operators and reporting sighting to rangers during
their regular patrols of Biscayne National Park.
The unit is still waiting for a legal opinion on
whether officers can issue citations. Currently, the
agency can only write tickets for state and county

Brelsford anticipates that PWC traffic will increase in
other areas of the county. That should pose no problem,
so long as users are following the law, he said.
"At least one-third of the tickets written by Miami-
Dade marine patrol officers go to PWC users," he said.
Brelsford believes many of the problems now facing
operators could be eased through education. "A lot of
citations could be avoided by going to safety classes,"
he said. "It seems that these people are learning boating

It's not just a lighthouse that makes 'Millionaire's Mile' shine

It's exactly one mile to the pebble.
That is, unless you want to include
the six-tenths of a mile that stretches
north of the first set of condos you reach
if you're driving along State Road A1A
north of the Hillsboro Inlet. Add-another
2.2 miles and you have the entire town
of Hillsboro Beach, a total of 3.2 miles in
length between Pompano Beach and
Deerfield Beach, covering about 900 feet
between the Intracoastal and the
But it's the lush green mile that really
counts in Hillsboro Beach. The stretch of
wooded properties all but hides the
luxurious mansion estates on the ocean
side of State Road A1A. Hillsboro Beach
has been referred to as "Millionaire's.
Mile" since the area's land boom years
of the 1920s. Other names include
"Hillsboro Mile," "Easy Street," "Private
Sandbox to a Privileged Few" and
simply, "The Mile."
Longtime town historian and
current Hillsboro Beach Town
Commissioner Carmen McGarry wrote
the book on the history of Hillsboro
Beach, and titled it the "Magnificent
Yet, to many, "Millionaire's Mile"
most appropriately describes the area.
On the west side of State Road AlA,
luxuriously huge yachts line the docks
along the Intracoastal. To the east,
driveways cut through heavy, wooded
vegetation that leads up to magnificent
oceanfront mansions owned through the
years by the famous and the not-so-
famous, but who were always rich.
During the early 1940s, then United
States Secretary of State George Firestone
owned a home along The Mile, which
prompted a World War II summit
meeting between Firestone, President
Franklin Roosevelt and British Prime
Minister Winston Churchill down the
street at the Hillsboro Club next to the
infamous Hillsboro Lighthouse.
The lighthouse itself is worth a
million words in history.
In 1855, the United States
government designated the ocean inlet
point known as Hillsboro Point as
dangerous to safe navigation for boats.
But it wasn't until 1901, after years of
Congressional debate over the expense
of making the inlet safe, that the
government approved establishing its
first order light at or near Hillsboro Point
at a cost that would not exceed $90,000.
In 1903, the money was approved,
and after the structure was
manufactured by 'the Detroit-based
Russell Wheel and Foundry Company.
between 1905 and 1906, a second order
French Fresnel lens was purchased for
$7,250 making way for the lighthouse to
be completed in 1907.
Today, the Hillsboro Lighthouse
shines the brightest and most powerful
light over the ocean from the east coast
of the United States.

Actually, there was more than one
Barefoot Mailman. The name was given
to the group of mail carriers who
delivered the mail while walking
barefoot on the sand along Hillsboro
Beach, where private property looms
now. Every Monday the mailmartwould
depart from Palm Beach, take a row
boat to Lake Worth, before walking five
miles to the Orange Grove House of
Refuge in Delray Beach.
There, he would spend the night,
then get up the next day and walk 25
miles, cross the Hillsboro Inlet by boat,
then hoof it south to the New River
House of Refuge in Fort Lauderdale
where he would spend the night. The
next day, the Barefoot Mailman would
take a row boat four miles to the south
end of the New River Inlet, walk the
beach for another 10 miles to Biscayne
Bay before trekking another 12 miles
down the bay to where a rowboat would
take him to the post office in Miami. The
Barefoot Mailman would return to Palm
Beach by Saturday afternoon.
The most famous Barefoot Mailman
was a carrier named James E. (Ed)
Hamilton. A Kentucky native, Hamilton
relocated and found the work of walking
barefoot along the beach more
interesting than farming tomatoes.
But near the end of September or
early October in 1887, the storms had
left the low lands underwater. Hamilton
arrived in Hypoloxuo after rowing 10

The Hillsboro Inlet District really had

attorney and the Hillsboro Inlet District
commissioner who made the motion in

with a five-year plan to dredge
Hillsboro Inlet and to make sure the
project utilizes a "100 percent sand
bypassing" process. Since ocean waves
move in from a northeast direction,
tidal undercurrents also shift sand
from a northeastern path, but move
the sand outward by way of a

is located outward from an inlet, sand
blockage can occur and deprive
beaches located south of the inlet from
adequate sand runoff. In other words,
without vital sand renourishing, the
beach could always look like it had
just been run over by a hurricane.
To offset any extraordinary sand
runoff, a sand trap located in Hillsboro
Inlet between the jetty and the
lighthouse, pumps sand south to
Pompano Beach. From Pompano, sand
is naturally shifted south to Port
Everglades. However, once the sand
reaches Port Everglades, that's where
the problem of sand shift begins.
See, Port Everglades was built as a
seaport. And seaports with their deep-
water channels and their fill of huge
boats have a tendency to store sand, or
block sand from its natural shift south.
"That's why Lloyd State Park is in
trouble," says Jack Holland, one of the
three Hillsboro Inlet District
commissioners to vote"no" to the
dogleg idea. "Sand is blocked by Port
Everglades. In a perfect world every
inlet would act like it's not there, we
wouldn't block sand, and everybody
would be happy. But when you get
down to Hollywood, they're hurt
because Port Everglades blocks [the

As you can see, even Florida statute gives quite a
bit of latitude for law enforcement on the water. If any
mandatory safety or sanitation device is not visible
and/or proper paperwork cannot be produced, the
state officer may board the vessel, even without the

Pompano Beach will get a fresh renourishment
with the dogleg channel project. Sand renourishment
can be likened to the beach getting a fresh dose of sand-
shift to supplement the current sand supply.
So, all is well that ends well at the Hillsboro Inlet,
although commissioners have yet to give up hope for a
straight channel in the future, which, they say, would
make it easier and safer for boaters to zip in and out of
the inlet through strong ocean currents.
However, the district has yet to open the project up
for bid. Since there are no prospective offers on the table
to perform the dredging work, commissioners don't
know exactly how "much the project will cost, nor are
they certain of a timetable for the project to begin, or

Can such broad powers ever be abused by law
enforcement? Yes, but that's a situation probably best
dealt with after the fact, in court, with your very well-
paid attorney at your side.
The best way to minimize the inconvenience of
having your vessel boarded by law enforcement is to
anticipate that it can happen any time your boat is in
the water (even when docked), and prepare in advance
for the possibility. Here's some guidelines:
*Any time your boat is in the water, make sure
you have all the required safety equipment on board,
easily accessible if it needs to be shown to an officer.
*Make sure all your electronics are working.
*Make sure you always have the proper paperwork
required for your vessel in a convenient place.
Most importantly, make sure all your registration
numbers, decals, and/or name and hailing port
information are properly displayed on the hull, as
required by law. Failure in this area can arguably be

Your best tact is to always remain courteous to law
officers. Be quick to cooperate in showing any requested
papers and safety equipment. If the officer is intent on
boarding, you can either openly grant permission or
have him state his reason.
Generally, the officer will be prepared to give
good reason, so you had best be ready to be boarded.
During the boarding, remain cooperative and
courteous; it is the best way to expedite the situation.
Hopefully, if you follow the above advice, you
should minimize your chances of being boarded, and
if you are, it should be a quick and relatively painless

Next year's national championships could find home in Lauderdale

is one of 16 sailing competitions held throughout the

crew comprised of Grimm, Tom Lihan of Fort
Lauderdale, Barr Batzer of Lighthouse Point and
Barbara Reed of Delray Beach.
"We, as a group, are all very competitive." Grimm
said. "Each of us, separately, has won national regattas
Fort Lauderdale organizers have also been asked
if they would like to host the 2001 Hospice Regatta
National Championships. Discussions to bring the
event here are underway, Williams said.
"I think having the nationals would be outstanding
for the area," Williams said. "Fort Lauderdale is a
great venue to have the race. It would be exciting for
us. The city already hosts many world-class boating
events. The hospice national championships is right
up our alley."
The yearly national championship draws
competitors from all over the country, attracts major
sponsors and allows hospice the opportunity to further
its efforts toward educating the public, said Virginia
Brown, president of the National Hospice Regatta

Fishing dollars to help build reefs, fund
Two-day Pompano Beach Fishing
Rodeo now in 35th year

The Pompano Beach Fishing Rodeo, billed.as the
largest saltwaterfishing tournament in South Florida,
will celebrate its 35th anniversary on May 19 and 20.
About 250 boats and 800 anglers are expected to
attend the two-day event, which will start at 7 a.m. just
outside the Hillsboro Inlet.
Norma Bassett, of Boca Raton, will be amongst the
returnees. Bassett has been competing in the rodeo
with her husband, John, since 1990. Last year, she won
two titles: top lady angler and top angler overall.
"It is abig tournament," Bassett said. "There's a lot
of good competitors. Everyone we know enters. It's a
good opportunity to get together with my friends"
The Bassetts, who own a 31-foot Ocean Master,
fish as a family. The couple's eight-year-old son, John
Jr., has won past awards in the small fry division. Their
daughter, Jennie, 5, usually competes too. This year,
however, Jennie has decided to visit with her

has a chance to win something."
Five eligible fish can be reeled in: dolphin, wahoo,
cobia, king mackerel and black fin tuna. Billfish are
caught too, but must be released.
Awards are given in several categories including
heaviest fish, most unusual catch, top senior angler
and best parent-child team. The crew scoring the most
points will get $10,000 in cash. The top overall angler
will receive a Rolex watch.
Anyone who catches a fish will be entered in a
drawing, to win a 2000 Isuzu Rodeo. All entrants,
regardless of whether they catch anything or not, will
be entered in a separate drawing. Grand prize will be

The parties will include a beach bash and auction,
6-10 p.m. on May 12 at the Hillsboro Club. Tickets are
$20 per person. There is also a captain's meeting with
music, food and cash bar, 5-9 p.m. on May 18 at the
Sands Harbor Hotel and Marina, 125 N. Riverside Dr.
Admission is free.
Proceeds from the tournament and all of the
adjoining activities will go to various marine-related
conservation, education and community projects such
as funding a marine research program at Ely High
School in Pompano Beach, and will help build artificial
reefs, said Patti Carr, executive director of the non-
profit fishing rodeo.
"Everyone cares deeply about giving back to the
ocean," she said.
SCarr credits the staff of some 80 volunteers for
helping to make the competition go smoothly year
after year. "We like to put on a fun event and we have
a lot of happy anglers," she said.
Entrants come from all over. Last year, competitors
and sponsors were from 19 states and the Virgin
Islands. Many traveled to the tournament with family
and friends, who were not registered in the rodeo.
Larry Fitzpatrick, who won top male angler in
1999, said he enjoys the tournament. Fitzpatrick, 33,
has been fishing in the rodeo since he was 12 or 13. His
father, Robert, has been entering the competition on
and off since its start.
"It's long hours, but it's a lot of fun," said
Fitzpatrick, who owns a yacht brokerage called
Castaway Nautical Services in Lighthouse Point.

Missing mailmen, lighthouse illuminates
small waterfront town's history
miles in a small skiff. He was supposed to arrive
back in Palm Beach by noon on Saturday, but whenever
-The keeper at the Fort Lauderdale New River
House of Refuge noticed that a stranger may have
used Hamilton's boat and left it on the opposite side of
the Hillsboro Inlet. Two of Hamilton's friends arrived
to search for their pal, but could not find the boat he
would have used.
Then came the startling discovery of Hamilton's
mail pouch, trousers and shirt hanging from the limb
of a tree. Also found was a spoon and a bottle of pain
killer, as well as Hamilton's underwear. The friends
figured that Hamilton had left to swim in the Inlet.
Although he was thought to be an excellent swimmer,
he is believed to have drowned or been killed by an
alligator because numerous alligator tracks were also
found around the scene.
The barefoot route continued until 1892, when a
rock road was built from Jupiter to Miami. Other
notable Barefoot Mailmen included George Charter,
George Sears, Edward C. Pent, Andrew Garnett, who
would later become Dade County treasurer, and the
last Barefoot Mailman, Henry John Burkhardt.
Yet, Hamilton was the most famous Barefoot
Mailman. A plaque in his memory is located on the
grounds of the Hillsboro Lighthouse. In 1956, postal
office workers in Pompano Beach began taking an

Back in the late 1820s, Augustine
Herman harbored the notion of linking
the Chesapeake Bay and the Delaware
River to speed up waterway commerce
from Washington and Baltimore to
Philadelphia and New York.
His dream soon took shape. Each
morning thickets of shovels, mounds of
oak buckets and teams of mules were
dispatched to move tons of dirt that
created a man-made trench filled with
seawater. Within a few years the C & D
Canal was completed and the Maryland
hamlet of Canal Town was born.
The place, later renamed
Chesapeake City, prospered into the 20th
century until the Army Corps of
Engineers purchased the canal and
began excavations to make it free of
When the Corps' new waterway
opened in-1927, Chesapeake City ceased
to be a maritime port as ships glided
right by the town, explained Cliff Beck,
68, lifelong resident and mayor of South
"But the automobile traffic still
passed through and the town survived
at a slower pace," he said. "When I,was
growing up in the 1930s it was a hub of
nearly 40 commercial enterprises,
including its own movie house. Then
the town went through some rough
patches in the '60s and '70s. It then
became discovered by folks from other
places who had no trouble recognizing
its former glory."
T6day, Chesapeake City is a quaint

full-time residents residing in the
northern and southern boroughs. The
southern quarters offer more than 100
restored homes and businesses
including antique shops, boutiques, art
galleries and a handful of celebrated
restaurants. Much of the commerce is
fronted by the changing panorama of
barges, container ships, and tugboats
gliding by the town, while many of the
powerboats and sailboats stop by to visit.
Walking above the canal traveling
west down Bohemia Avenue into the
heart of historic South Chesapeake City,
visitors discover the charming and
romantic Blue Max Inn, a beautiful
Georgian Federalist-style structure built
by William Lindsay in 1854.
The inn was once home to renowned
author, Jack Hunter, who wrote the
runaway best selling novel, "The Blue
Max." It joins the Inn at the Canal and
the Shipwatch Inn as the town's sole
accommodations that offer charming
guest rooms, hearty breakfasts, and
relaxing waterfront balconies.
You won't find any stoplights, but
at Second and Bohemia avenues you
come upon its most endearing landmark,
the Tap Room. Enlarged over the past
few years to meet its mushrooming
business, the Tap Room is saluted for its
hot spicy blue crabs scooped from the
Chesapeake Bay during the summer,
and icy bottles/pitchers of beer. During

the off-season, the crabs are flown in
from North Carolina and Louisiana.
Long and circular tables are draped
with parchment paper, which makes the
final clean up of crab shells a snap. Owner
Joe Montefusco, who's run the joint for
15 years, can usually be found in the
kitchen overseeing the pots of crabs and
a wealth of enticing seafood along with
superb Italian entrees and treats.
They did away with the shuffle board
game a few years back to wedge in a
couple extra tables, but the good eating,
friendly atmosphere and casual
surroundings pegs the Tap Room as a
favorite of patrons fromfour neighboring

the canal and Pell Gardens, where "The
Olde Wharf' was once used as a tailor
shop, ice house and cargo storage.
Today, afternoon concerts at the water-
side park are performed on its beauti-
fully crafted wood stage. Across the
road sits the Bayard House circa 1780.
In 1911 it became a hotel and bar; it
was often so crowded the beds were
rented-in shifts to accommodate the
demand for sleeping room.
