Milt and Judy Baker are trading their store, i
Bluewater Books & Charts in Fort Lauderdale, for
the blue waters of the Atlantic ocean.
After 14 years, the couple have decided to sell
their business and head out to sea in May, taking
their Grand Banks 42 trawler to Maine and Canada
for,.the summer. In the fall, the Bakers will return
to South Florida, where they hope to maintain a
connection to the store.
"There might be some continued association
with Bluewater, but what that will be has yet to be
worked out," said Milt Baker.
Other plans are up in the air. Wherever the
future will lead them, the couple is looking forward
to their new life, he said.
Until then, the Bakers are busy preparing for
a smooth transition of ownership. A letter assuring 7
customers that there will be no major changes has
been sent out by new owners, John J. Mann III and
his wife, Vivien P. Godfrey. The couple have been P
on board at the store full-time since February.
Mann and Godfrey promise that Bluewater
will continue to be a great source of information
for mariners, and provide top notch customer
service. But they also intend to grow the store into
a much larger business that can serve peopleA
better.
The couple declined to divulge how, saying
they don't want to give competitors an edge. Their
only clue was that they would be adding new PhotofrAYLOR JONES

Shows clamor to serve
captains, kids, casual boaters

Boaters won't be bored in April. The month is
shaping up to be a busy one with several events geared
to all types of mariners, from live-aboards to novice
weekend sailors.
Folks can search for hard-to-find nautical
knickknacks at an annual flea market in Dania Beach,
or watch youngsters compete against each other from
aboard home-made vessels in Fort Lauderdale.
The kid-crafted boats will be part of the 17th
Annual Fort Lauderdale Spring Boat Show, April 27-
30, at the Bahia Mar Yachting Center, 801 Seabreeze
Boulevard in Fort Lauderdale.
The Plywood Regatta, now in its fourth year, is
one of the show's most popular activities. Last year, 13
teams vied for prizes in age-appropriate categories for
middle and high school students.
Separate races will be held for college students
and professionals. The winning team from each
division will compete for the grand championship,
just off the docks of the Bahia Mar resort.

The race follows on April 30 with a time to be
announced. Raffle ticket sales and entry fees from the
regatta, which is sponsored by the Marine Industries
Association of South Florida, will benefit marine
magnet programs at the New River Middle School in
Fort Lauderdale, and South Broward High School in
Hollywood.
The regatta is held for the purpose of getting
children excited about boat-building and the marine
industry in South Florida.
It's open to anyone but teams must have a four
member minimum. Registration is $250 and includes
admission to the boat show, where about 400 vessels
on land and in water will be'displayed.
Also on hand will be marine accessories, nautical
art and electronics for sale, along with fashion shows
featuring swim and active wear. A floating cocktail
barge will have food, drink and live entertainment.
Elsewhere in Broward County, the 22nd annual
Dania Marine Flea Market will be held April 6-9 at

New bookstore owners take the helm, plan to grow business


Once the takeover is complete, Godfrey will be
focusing on growth opportunities. Mann will be in
charge of the store's day-to-day operations.
Buying Bluewater is the couple's first foray into
becoming entrepreneurs. Prior to purchasing the store,
Mann and Godfrey have worked in various
management positions at corporate companies for the
past 30 years.
The couple are moving to Broward County from
their last place of employment in Minneapolis, Minn.
Mann spent the past four years as general manger at
Josten's, a manufacturer of school products such as
class rings, yearbooks and graduation gowns. Godfrey
was general manager of Haagen Dazs' North American
division.
They had learned Bluewater was for sale after
reading a profile about the store in Inc. Magazine.

"When we came down here to meet with Milt and Judy
to look at the business, we were very impressed at
what they established," Mann said. "The store has a
great reputation. We saw an opportunity to take the
business and grow it."
The couple will use their expertise in running
larger companies to expand the store. "But we feel it's
important to keep the core business running the way
it has," he said. "We don't want to do anything to
tarnish that image."
In addition to their backgrounds in management,
the couple also have nautical experience, Mann said.
"My wife's family in Great Britain has been
involved in the map and travel book business for three
generations," he said. "I grew up in Gloucester, Mass.
I'm very familiar with the marine industry."
While the Bakers say they will miss their customers
and staff, they feel no remorse for their decision.

"No, I'm not sad," Baker said. "1 made a decision
to sell and I'm happy with it.. We both felt it was time
to go. We had achieved the goals that we wanted to
achieve and we felt it was time to sell it to someone
who could better manage the next stage of growth."
Milt Baker had no idea that their small store he and
his wife started in 1986 in a shopping center on the 17th
Street Causeway would grow to 30 employees and a
collection of more than 35,000 nautical books and
charts.
The Bakers initially started Bluewater as a mom
and pop business. Over the years, they have had to
expand the store seven times, from 1,200 to 6,000
square feet.
More than 40 percent of the revenues in 1999 came
from Internet and catalog sales. Their three-year-old
web site, at www.bluewaterweb.com, has 5,800
products.
"When we decided to sell Bluewater, we wanted
very much to sell it to someone who would continue to
focus chiefly on bringing value to the customers,"
Baker said. "There's no question that's what John and
Vivien will do."
Mann and Godfrey say they are excited about their
new venture and living in South Florida.
"We've never lived any place with a year-round
tropical climate," Mann said. "We're looking forward
to being near the water and the diverse cultural
environment. We've owned vessels in the past and are
looking forward to getting back into boating."

Lauderdale's Navarro Isle: Murder, mystery and Tarzan tale


EDITOR'S NOTE: This story kicks off a
newseries on south Florida's waterfront
neighborhoods and their often curious
roots.

Johnny Weismuller was rumored to
have lived here during his eight-year
stay in Fort Lauderdale.
However, the man who won
Olympic gold for swimming and played
"Tarzan" in the movies never actually
lived on Las Olas' Navarro Isle.
But back in the 1960s, Loflin W.
Smalley, a colorful, eccentric restaurant
owner, did live here until he was
mysteriously murdered during what
police believed was a robbery attempt
in a vacant lot across the street from his
home.
Navarro Isle is filled with as much
historic notoriety as it is luxurious homes
that line its deep-water canals. Part of
that notoriety includes an ironic link
between Weismuller and Smalley,
although the two never actually knew
each other.
Driving along Las Olas Boulevard,
passersby can look to the north to spot
the jungle-like structure that marks the
entryway to Las Olas' first group of
islands, stretching from the business
section of the boulevard down to the
Intracoastal Waterway.,
At first glance, the structure looks
like, a treehouse surrounded by exotic
foliage. Pull onto Gordon Road,
however, and this is no tree house.
Instead, what comes into view is a large,
spacious estate once known as Kona
Kottage, converted in 1969 into a
Polynesian-style structure by then-
owner Morton L. Browne.
For years, Kona Kottage captured


the attention of thousands of vacationing
tourists with its Japanese umbrellas,
waterfalls, colored lights and tree
houses. It also featured abasement bomb
shelter equipped to serve up to 60 people
should the need arise. Tourist traffic
became so heavy around the ,Kottage
complex that in 1965 authorities wound
up restricting the number of visitors
permitted to tour the grounds.
It looked like Tarzan could have
lived there. And for awhile, it was
rumored that the actor who played
Tarzan in the movies, Olympic
swimming great Johnny Weismuller,
was Navarro Isles' most famous
resident.
But Weismuller split his time
between his parent's estate in England
and what was described in a 1971 Fort
Lauderdale Sun-Sentinel article as a plush
apartment in Fort Lauderdale with his
fifth wife, Maria. The newspaper account
went on to say that at age 66, Tarzan was
also the chairman of the board of the
Golden 50s vitamin pill company,
owned eight Johnny Weismuller
American Health Food Stores in the
Midwest and California, and stayed in
shape by way of a morning swim, six
vitamin pills and two Bloody Mary's.
Despite rumors, Weismuller never
lived on Navarro Isle.
Actually, Navarro Isle's most
infamous resident was none other than
Smalley, owner of the Tea House of the
Tokyo Moon restaurant at 423 Seabreeze
Ave., and the Smalley Rent-A-Car
operation. Smalley, who resided at 220

Sure, it sounds fishy.
But, then, whenever cities start
talking about moving fishing fleets for
the good of the fish and the fleet, it
makes me want to rig up my strongest
pole and cast out for the first largemouth
politico.
In this case, it is the City of Pompano
Beach that's biting.
Pompano is proposing to give the
Hillsboro Inlet Marina a $566,000
makeover. In February city
commissioners agreed to submit an
application to the Florida Inland
Navigation District to begin construction
on a new facility that calls for 15 boat
slips to accommodate the local charter
fishing fleet, dock spaces for recreational
vessels, water, electrical and sewer
pump-out equipment, restrooms, a bait
shop and a parking lot.
Toss in a few dancing bears and the
only thing left for this fish and pony
show is a new location. And here's the
kicker: the new marina would be located
just north of the current docks, on the
Intracoastal side of the southern end of
the Hillsboro Inlet on a piece of high
profile land at the core of the city's
infamous Yardarm lawsuit.
-In case you're not up on Pompano
legal lore, Jim and Tom Stephanis, the
former owners of the Yardarm
restaurant, are on the verge of-winning
nearly $20 million from the city in a legal
situation that is 27 years old and still
counting.
Last October, a Broward County jury
awarded the Stephanis brothers $7.6
million in the suit. The judge followed
up by tacking on another $11.6 million
in interest. Meanwhile, as the city appeals
the verdicts for the umpteenth time,


attorney fees continue to mount and
should surpass the $20 million markby
the time the lawsuit is all said and done
- if it ever is.
These days, $20 million is
considered a cheap payoff for a city
that tells successful restaurant owners
that they can tear down their business
and build a new high-rise hotel, then
does an about-face on the building
permits after the restaurant has been
turned into a pile of rubble
But Pompano's reputation for two-
faced fist pumping is besides the point.
Just talk to Capt. Tom Horn of the
boat Killin' Time. Horn has worked out
of Hillsboro Marina since 1982. He now
serves as vice president of the Hillsboro
Marina Owners Association.
He says the city, the marina owners
association and the marina's captains
association have been trying to
negotiate a lease agreement that would
move the fishing fleet to the new marina
site.
The owners want the same 20-year
lease with renewal options after five
years that Fisherman's Wharf on
Pompano Pier currently has with the
city.
At least Fisherman's Wharf's
parking lot meets city ordinance
standards. At the proposed marina,
zoning changes wouldd be required in
6rder to bring the number of parking
spaces stipulated on the site plan up to
city code.
But instead of offering to adjust the
site plan to code, not to mention to the
benefit of the fishing fleet, the city is
using the same logic that is about.to
cost them $20 million in the Yardarm

Plan to relocate fishing fleet may need to be scaled back

The charter boat captains were told that their
fishing customers could park their cars at the city-
owned lot just north of Atlantic Boulevard, across the
street from the Sands Harbor Hotel, about a mile-and-
a-half away from the Hillsboro Marina. From there,
the city claimed a shuttle bus could transport charter
customers to the new marina and bring them back.
Think of the smell on the bus ride back if the fish are
biting that day.
"We got a stomach ache from laughing so hard at
that one," Horn says. "They said, 'We want to bring
back the fishing fleet.' I don't see anything happening
to substantiate the desires of the city to get the fishing
fleet back."
Not that the fishing fleet has ever left. Since the
early 1900s, fishermen have made a living fishing out
of the Hillsboro Inlet. Since the late 1970s the fleet has
been organized with at least one association

Only during the past few years have charter
captains seen a decline in business, although the closing
of the popular Pelican Pub restaurant last year didn't
exactly help to reel in any extra bucks. Horn calls the
relationship between the Pelican Pub and the charter
fishing fleet at Hillsboro Marina a "symbiotic
relationship."
Now, the restaurant is gone. A new owner is
redoing the old Pelican Pub into a new establishment.
That new owner had better build his new place
quick. Otherwise, it sotmds like the city is ready to
transport restaurant patrons by a shuttle bus, too.
Meanwhile, the charter boat captains might do
well to read up on the Yardarm lawsuit, After all,
according to Horn, when representatives of both
marina associations got snippy, the city threatened to'
build the new marina and then just call up the boats
from Hollywood.
Sounds like the makings of another potential
lawsuit.

new marina, and replaces the current fleetby calling in
charter boats from Hollywood, where's everybody
going to park?

Lauderdale police still hoping to solve 30-year old murder case

S. Gordon Road, otherwise known as the "Hawaiian
Village" home, came to Florida from Georgia in 1925
and started out by working as a busboy in the old
Broward Hotel.
Smalley also owned and operated the local trolley
bus that conducted tours of the Intracoastal and Las
Olas areas, based from a steakhouse restaurant he also
owned that now serves as the Intracoastal-frontlocation
for Coconuts restaurant. During the tours, Smalley
ordered the tour guide to point out homes occupied by
celebrities living in the area, including Navarro Isle.
"The ridiculous thing is, the city guys on these trolleys
had been driving up and down the street saying that
Johnny Weismuller lived there," recalls Buck Dawson,
the founder of the Fort Lauderdale Swimming Hall of
Fame who was instrumental in bringing Weismuller
to Fort Lauderdale. "But Johnny didn't live anywhere
near there."
According to Dawson, the legendary Olympic
swimmer and Tarzan icon lived with Dawson near
Hugh Taylor Birch State Recreation Area before moving
to one of the model apartments in the River Shores
complex on Northeast 15th Street. There, Weismuller


lived rent-free as part of a business arrangement
while doing promotional work for the newly-formed
Swimming Hall of Fame.
"Johnny worked for me for eight years," says
Dawson. "He said he could go anywhere as long as he
could represent the pool company he worked for in
Chicago. He said he'd work for me for nothing as long
as we could give him a place to live."
But Smalley's fate was cut short. On the Sunday
morning of Jan. 7,1967, his body was found floating in
a canal near the Lauderdale Yacht Club at 1725 S.E.
12th St. The official cause of death was listed as
"drowning," but police at the time believed that the
.22 calibre gunshot wound found above Smalley's left
ear also played a part in the restaurant owner's death.
Police pieced together a scenario, theorizing that
Smalley had been shot in a vacant lot across the street
from his home, after which his body was dumped into
a canal where it drifted about a mile away from the
scene of the crime.

Newspaper accounts claim that Smalley's widow,
Mildred, became worried when her husband failed to
show up after working at the restaurant on Saturday
night. She wound up seeking the help of two neighbors
and restaurant employees, who found his abandoned
car with the keys in the trunk and a baseball bat that
Smalley carried for protection leaning up against the
front bumper of his car.
Smalley was reported missing to police at 11:15
p.m. Although his gun was found at his home, his
wallet was also reportedly missing.
According to the Broward County medical
examiner who worked the case: "He would have died
anyway from the gunshot wound in the head, but he
was alive when he went into the water."
Police listed robbery as a motive. But friends and
associates claimed that Smalley usually only carried
$4 or $5 in cash in his wallet.
Dawson admits he didn't know Smalley. However,

Tarzan tale lends air of mystery to picturesque Las Olas isle


he adds that over the years he has learned of Smalley's
business dealings at the time through longtime Las
Olas area and Navarro Isle residents who were his
acquaintances. Dawson has since formed an educated
guess as to what happened to Fort Lauderdale's most
popular restaurant owner.
He believes Smalley was angered after the city
bought some property around Navarro Isle, a land
purchase that prohibited not only his trolley business
from using the property as part of the tour, but also cut
Smalley out of opening up a new business venture on
the property.
"I know there was a lot of antagonism about his
trying to open up a commercial establishment in the
restricted neighborhood he was in. I don't know why
they carried it to that extreme."
To this day, the murder case of Loflin W. Smalley
remains one of the city's unsolved mysteries.
"It's still an open case," says Mike Reed, public
information officer with the Fort Lauderdale Police
Department.
"An open case is never too old to be solved," Reed
adds. "People think it's too long and too far off to say
anything, and they might not have come forward at
the time because the guy who did the killing might

We solved one not too long ago from 1975, a case with
DNA."
Weismuller, who died of natural causes in 1984,
remains one of the country's most cherished heroes,
both as an Olympic gold medalist and as one of film's
most famous characters.
But to Dawson's daughter, Marcie, Weismuller
will forever be the man who put her on the morning
school bus so she could go to first grade.
"One morning...," Dawson recalls, "he had a large
Japanese kimono on. When the kids looked out the
window, they said 'Who's that?' And she said,
'Tarzan.'"
Dawson says that the following day, the kids saw
Weismuller's appearance on a local TV show. The next
morning, when the man who played Tarzan walked
Marcie out to meet her bus, "all of these heads were out
the window, giving their version of Tarzan while


people were trying to sleep," Dawson says.
"Johnny put Marcie on the bus and let out a big,
'ungawa ...,' and somebody asked what this means."
The recollection brings a chuckle to Dawson's
voice. "And he said, 'It means get the hell out of
here."'

Vendors at the flea market will have just about
everything nautical that buyers can imagine. Folks
can browse through some 900 booths covering about
12 acres.
"It's for anybody who has an interest in boating,
diving, fishing and sailing," said Al Behrendt, flea
market organizer and founder. "We have everything
from works to art to salvaged anchors. There's enough
stuff so that people can build their own boat."
The event attracts casual browsers to people who
come with detailed lists, right down to identification
numbers for parts, Behrendt said.
Other maritime-related activities in April include
the International Marine Repair and Refit Exhibition
and Conference (IMREX), April 14 to 16 at the Broward
County Convention Center, at 1950 Eisenhower
Parkway, Fort Lauderdale.
The show is only open to the captains, owners and
crew members of small yachts 45 feet and over. There
is no charge to walk through the exhibitors. hall.

When it comes to game shows, maritime law

may prove lofty subject matter for contestants

After the pilot takes control of the helm, a collision
occurs between your vessel and another boat. In most
circumstances, who would be the person considered
ultimately responsible for navigational errors at the
time of the incident, the pilot or your vessel's captain?"
The answer is the vessel's captain, of course! You
see, even if your boat is statutorily required to use a
pilot, maritime theory holds that the regular master
remains in command of the vessel.
Supposedly, the vessel's captainwill be monitoring
the pilot's actions carefully enough so that disaster can
always be abated by the captain screaming, "Stop,


don't do that!"
Moreover, your vessel could also be held liable "in
rem" for damages sustained by others due to the
incident. But, I'm sure you knew that, too!
Well... I see by the clock that we're almost out of
time. I hope you enjoyed this April Fool's edition of the
column. Remember, as the great maritime expert Regis
would say, "Always be prepared to use those 'life
lines!'"

Boating, bats and
blues finds a niche in
Texas hill country

You've got to love a place that
ambitiously promotes its armadillos and
bats.
Snare a table at TGIF's restaurant at
sunset and you can gaze upon the largest
urban colony of Mexican free-tail bats in
North America actually 1.5 million--
as they swoop out from under the
Congress Bridge for their nightly feed of
10,000 to 30,000 pounds of insects.
Then there's the armor-coated
mammal known as the armadillo, as
plentiful as the region's brilliant
bluebonnets in spring, now overrunning
gift shops, the highways of Austin, Texas
and its surrounding hill country.
Celebrated as the "Live Music
Capital of the World," boasting a striking
pink granite, gold-domed State Capitol
building and the sprawling campus of
the University of Texas, Greater Austin
also gleams with plenty of natural
splendor.
What's notable is the untamed
beauty of the Texas hill country and the
man-made chain of lakes (created by the
damming of the Colorado River) that
ripple out from the city of 500,000 to the
north and west.
Austin is one of a handful of cities
that boasts world-class boating within
15 minutes of a world-class blues joint
such as Antoine's, where Stevie Ray


Vaughn and Double Trouble once served
as the house band.
Downtown you'll find Town Lake,
but it's off limits to power boats. Every
summer for 35 years it's home to the
sights and sounds of the Austin Aqua
Festival, which offers live music, a fun-
run, a seniors' rodeo, river parade and
fireworks.
Stepping "uptown" brings one to
Lake Austin, where at its southern edge
you can launch free at Walsh Landing
area.
If you're into water-skiing, this is
where you'll find the lake's warmest
water and where you can stop by the
Hula Hut or the more upscale watering
hole, the Lakeview Cafe, at the trendy
Oyster Landing.
With its long and narrow breadth,
Lake Austin is sometimes mistaken for
a river. It is walled in by high-dollar
waterfront homes and spectacular tree-
laden cliffs for most of its length. It
winds between majestic bluffs west of
the city and is known for its glassy skiing
waters. The limestone buffs are popular
among rock climbers.
Further north you'll find the famous
landmark, the Route 360 Loop Bridge: a
rust colored expanse of concrete and
steel that spans the lake and separates it
into north and south.

boating and waterborne activities.


River, you drop into Lake Travis which
draws scores of boaters, water-skiers,
windsurfers, jet skiers, scuba divers and
other water enthusiasts to its inviting
waters.
Celebrated for its marvelous bass
fishing, Lake Travis accommodates
hundreds of boaters during busy
weekends, and is home to a trio of annual
regattas on New Year's Day, July 4 and
in October.
When the sun shines brightly, there's
an early evening pilgrimage to the Oasis
Restaurant & Bar. Located 450 feet above
Lake Travis, the view of the hill country
and sailboats gliding into its cove is


enchanting.
A 30-year local landmark, patrons
sit at one of the 28 wooden decks
staggered halfway up the hillside from
the shimmering lake, and pay homage
to one of the most glorious sunsets in all
of Texas.
The daily ritual is a standing ovation.
