Major boating events to sail into South Florida

Boat Builders Exhibition,
Miami International Boat Show to
draw consumers, marine industry
By BETH FEINSTEIN-BARTL
Waterfront News Writer
Boating enthusiasts will have plenty do in
February with the arrival of two major shows in
Broward and Miami-Dade counties.
First on the calendar is the International Boat
Builders Exhibition and Conference running Feb. 8 to
11 at the Broward County Convention Center in Fort
Lauderdale.
On its heels follows the 59th Annual Miami
International Boat Show, Feb. 17- 22, taking place at
two sites, the Miami Beach Convention Center in
Miami Beach and Sealine Marina in Miami.
The major difference between both shows is that
the Miami show is aimed at consumers while IBEX is
for marine trade professionals only.
This will be the ninth year in a row that IBEX has
held its exhibition in South Florida. The convention
center has hosted the conference for seven years.

Included among the upcoming attractions will be 60
seminars, 50 workshops, and 500 exhibitors.
The conference draws about 4,000 visitors from
around the world. The reason why the company
continues to hold its show in South Florida is simple,
said Carl Cramer, IBEX show director and publisher
of its trade journal.
"Fort Lauderdale has a large density of boat
builders, designers and repair people," he said.
The company will soon hold a second trade
show, the International Marine Repair and Refit
Exhibition and Conference, this April, at the Broward

About 3,000 vessels,
ranging from personal
watercraft to luxury yachts,
will be on display at the
Miami Beach Convention
Center and the Sealine Marina

A place for

boaters to park
Site off the Dania Cutoff Canal
becomes first urban river trail
By BETH FEINSTEIN-BARTL
Waterfront News Writer
Underneath bright sunny skies, some 80 guests
recently attended the official opening of Boaters Park,
a new county-run recreation site that can only be
accessed by water.
For John Fiore, an associate planner with the
Broward County Parks and Recreation Division, said
the ceremony was very rewarding.
"In my 11 years at parks and recreation, this is the
project that I'm proudest of," he said. "I'm very
pleased that this concept has come to fruition."
Planners see the site as a place where boaters can
stop and relax.
"It's a nice place to go cool off and have a picnic,"
said Austin Stuart, project construction manager for
the park. "Once people know it's there, they will
make it a destination."

Actual construction
on the park began two
years ago, with the
site developed in
three different phases
The 6.5-acre property sits on the north side of the
Dania Cutoff Canal, just west of Ravenswood Road.
Nine docks can accommodate up to 40 vessels. There
is also an eight by 60 foot, floating handicapped-
accessible dock that can be used to drop off passengers.
The park is the first site to be completed for the
Broward urban river trails system, a council of private
citizens and different governmental agencies aiming
to provide increased recreation activities along the
New River loop, said Bruce Ownby, vice chair of river
trails project.
As a boater, Ownby intends to stop by the park
often. "I'll be there every chance I get," he said.
Other amenities include 14 picnic areas, three
picnic shelters and two restrooms.
The entire area has been landscaped with about
2,000 plants and trees. A paved service road does lead
into the site, but it is only for emergency and
maintenance vehicles.
Workers will put up identification signs on trees
and plants once the canopy starts to mature so that

Most concrete seawalls built prior to the 1980's have already
exceeded their design life and cost for reconstruction is -'
expensive, if not prohibitive. Mor-Drain is a composite
drainage system that is preassembled into panels using a
tough polystyrene drainboard, sandwiched between a high-
flow rate woven geotextile and a heavy duty non woven
geotextile for soil retention. Installation of Mor-Drain
prevents soil from washing out between open joints, yet
allows for release of hydrostatic pressure, which is the major
cause of most seawall failures.
Mor-Drain creates a small chamber behind the wall to help
dissipate destructive wave energy and can provide additional ..': : .
benefits when used in new seawall construction.

Speak Easy

Diver turns t

alive and we

By JEFF HARRELL
Waterfront News Columnist
Somewhere, Jim Morrison
appreciates Mario Baez.
Jim's probably writing a song
about the 30-year-old Deerfield Beach
man as I'm writing this. Something
along the lines of, "let's swim to the
moon, let's climb through the tide,
let's hitch up the blue boat and tell
everybody we've died."
Of course, Mario's plight didn't
sound like a hit tune to the Broward
Sheriff's Office.
Mario didn't even sound dead.
But, then, allow me to take you
back to that calm, sunny Sunday
afternoon of Aug. 8 when Mario was
last seen swimming less than 100 yards
offshore and about a quarter-mile
south of Hillsboro Inlet. Pompano
Beach lifeguards working that day
described the ocean as looking like
"glass."
Which turned out to be perfect for
Mario, who was flopping in and out of
the water's surface in front of two
female companions.
When Mario flopped under the
water one final time and failed to
resurface, the girls took off for the
nearest telephone, dialed 911 and told
police that Mario was gone. Maybe
even drowned.
:Search units .from Lighthouse
Point's marine patrol and BSO's air,
marine and dive teams showed up
and searched water that was so clear
and calm, there wasn't as much as a
weed line to mull through.
The search went on for two days,
or just long enough to give the locals a
tiny glimpse of what the search for
John Kennedy Jr's plane might have
looked like:

Unlike the search for John-John,
however, Mario nor any shark-bitten
parts of him were to be found.
But when police called off the
search two days after he
disappeared, a funny thing
happened back at the department.
Seems Mario was due in Broward
County court that Tuesday to answer
fo robbery charges.
That revelation gave me cause to
write about the strange
disappearance in the September
issue of this publication.
It also gave cause for BSO to
begin, shall we say, investigating
the living daylights out of Mario
Baez.
After all, considering the day's
perfect climate and flat ocean, a
drowned man's body would have
washed up onto the shore in a
relatively short period of time.
If a shark or some other hungry
gea monster had gotten to him,
chances are good that there would
have been bathing suit fragments
floating around. Or maybe a foot.
Something.
That's when BSO got to thinking:
Could Mario Baez have staged
his own drowning to get out of going
Ito court, or jail?
Could the girls who called 91,1
on Mario's behalf that day be in on a
hoax?
Could the sky be as blue as the
ocean?
"It was as viable a theory as any
other," says BSO spokesman Kirk
Englehardt.

Considering the consequences before signing on the dotted line

document again, before you sign.
*Just because a condition in a contract is already
typed, doesn't mean it cannot still be negotiated. Work
on getting the best deal and conditions possible in a
contract, and get those conditions in writing before
you sign.
*If the "small print" in a contract didn't mean
anything, it wouldn't be there. Read the small print
carefully, ask questions about it, understand it, and
even possibly renegotiate it. Do this before you sign.
*If you are not satisfied with the contract, or you
find the language confusing, or you just want another
opinion as to whether the contract will give you what
you really want, don't be afraid to walk away and seek

legal counsel. Wasting a few dollars for some
consultation could be better than losing your money
on a bad deal. Naturally, you want to review all your
contractual options before you sign.
*Basically, when you are preparing to become
involved in any transaction, you should have a good
idea of what you want, why you want it, and know for
the most part what terms you're willing to accept in a
contract. And, yes, this should all be done before you
sign.
My experience seems to indicate that an attorney
can usually be of more help to you if you follow these
"tips" in your future transactions. Hopefully, you will
find this to be true also.
I know that following such advice will probably

make my frustrated attorney acquaintance happy.
His parting words to me were, "you know why we
call them clients and not customers, don't you? It's
because customers are always right!"
Those were his words, not mine...
Mark Ercolin is a maritime attorney based in
Fort Lauderdale. The information offered in this
column is summary and general in nature and should
not be applied to specific cases or situations.

Grants help build boater friendly park

visitors can take self-guided botanical walks. "It's
really a fantastic collection," Fiore said.
Boaters Park is one of two county-run recreation
sites that visitors can access only by water. The other
is Deerfield Island Park, just off Deerfield Beach, Fiore
said.
"Unlike Deerfield Island, which has hikes and
other activities, Boaters Park will remain a passive
facility however," he said.
Fiore began working on plans for the park in 1993,
after learning that the county's aviation department
had intended the land for aviation-related industrial
use.
At one time, the park property was filled with
homes. The houses had been purchased by the aviation
department through its noise abatement program. All
were torn down, except for one" which is now being
used for storage and as an office for. the Broward
Sheriff's Marine Patrol Unit.
"I felt that 3,000 feet of waterfront property should
be used for recreationpurposes," he said. "Our division
made a request to the aviation department and that

got the ball rolling."
Actual construction on the park began two years
ago, with the site developed in three different phases.
First came the building of docks and seawalls. Large
rip-rap boulders were also installed to restore and
maintain the shoreline. About 400 red mangroves
were planted to sustain the marine eco-system.
In the second phase, workers constructed
restrooms, picnic shelters and walkways and installed
utilities. The third phase focused on landscaping.
The project received $1.4 million in grant monies.
Although grants had been used before to build parks,
this was the first time that one was entirely funded
through such means, Fiore said.
"That's almost unheard of," he said. "Usually, you
have to provide matching tax dollars."
Agencies providing grants included $705,000 from
the Florida Boating Improvement Program, $500,000
from the Florida Inland Navigation District and
$194,000 from the county's tree trust fund.
Bill Hyde, former mayor of Dania Beach, said he
has watched the park being built and was glad to see
it officially opened.
"Everyone I've talked to is very happy," Hyde
said. "They did a great job."

'Victory' finds challenges, clear waters on Tortola boat delivery

By CAPT. ED WISER
Special to the Waterfront News
All year long in all sorts of conditions, delivery
skippers ply the 1,000-mile passage between Florida
and the Virgin Islands.
We were recently among them, a three-member
crew including mates Mark Mercer and John Wallice,
delivering a late model 58-foot Viking convertible to
it's new owner on Tortola. We hope that what we
learned along the way may be of value to other
southbound cruisers.
The initial passage from Palm Beach to Great
Isaacs was a bit bumpy. The wind had been well in
excess of 20 knots for several days, and had onlybeguri
to moderate the day before we left. In spite of this, our
little ship handled well. I have run many yachts aJong
this line, both power and sail, and can vouch that
nothing goes to windward like a turbo diesel. Our
boat, Victory, carried us across the stream at 20 knots
doing 1,800 rpm.
We continued over the Great Bahama Bank,
reaching Northeast Channel Light just when the sky
was completely overcast, which made finding the
buoy there a real challenge in spite of our reliable GPS
and our knowledge of the area. Under these low light
conditions, the pale yellow, steel frame buoy blended
with its surroundings so completely that we needed
binoculars to see it less than a mile away.

Rum Cayteeters on verge of modern-day building boom

After clearing immigration and taking on fuel the
next morning, we head south. Our cruising speed and
range dictated that we not make many overnight
passages, so we stopped.that evening at Little Farmer's
Cay in the Exumas.
This tiny little island with a population of-fewer
than 60 has been lavishly praised by the "Yachtsman's
Guide to the Bahamas" and by Stephen Pavlidis in
"The Exuma Guide." Our experience there was mixed.
What Pavlidis calls a marina is actually an un-fendered
T-dock with a nasty tidal flow, facing east and open to
the prevailing winds and surge from Exuma Sound.

Continued high winds caused us to spend ti.to
very uncomfortable nights here and we had to read us t
fenders all night long as the tide rose and fell.
Ashore we found the people friendly and the
island attractive, though it fell far short of the paradise
Pavlidis describes. Our only negative experience was
when John was charged $3 for"electricity when we
plugged in his laptop in the bar for less than 10
minutes to show jokes to other customers. I thought
this was a bit offensive and shortsighted, considering
that we produced the only income this establishment
had for three days, patronized this bar, and spent over
$800 in fuel and dockage.

The next leg was a morning passage to Rum Cay.
This was a short day since the range and speed restraints
required that we begin the Rum Cay-South Caicos leg
just before dark.
Rum Cay is on the verge of a big boom according
to the managers at Sumner's Point Marina. We hear
that Exxon is soon cutting a new straight, deepwater
channel to the fuel dock and that construction is about
to begin on a new runway with regular service by
Bahamas Air. Construction of an 18-hole golf course is
also planned, with all these amenities converting the

FEBRUARY 2000

Three member crew finds calm ocean en route to Nanny Cay

island from a layover for transients to a
full service destination resort. But first
they need to get a real phone link.
By the time we left Rum the next
day, the winds and seas had died down
and the rest of the trip was like a pleasure
cruise.. We. headed for South Caicos at
1450 rpm. This was an experiment in
conserving fuel, and I hoped to make
landfall.there just after daybreak.
The timing worked out well but in
the morning the cockpit was covered
with soot. The 12-cylinder Mans does
not like to be run at this speed so we did
not realize any fuel savings over cruising
at 1750-1800.
South Caicos offers a straight
forward entrance into a third world
harbor. Fuel and provisions are available
at an un-fendered concrete wharf where
prevailing easterly winds held us firmly
against the dock. Sailboat operators
should be aware of problems with draft
at this dock and use lots of large fenders.
I jumped over for a brief swim upon
arrival and we had close to three feet of
water under our props. By the time we
cleared customs and took on fuel, we,
had about one of foot clearance.
Our next stop was Luperon in the
Dominican Republic. This is one of the
finest and most beautiful harbors I have
ever seen. The entrance is unmarked
but is regularly used by charter
catamarans operating from the resort
located on the western side of the
entrance.
Hazards are easily seen in good light
and with a little practice this would
even be safe for night time entries. The
book, "A Gentleman's Guide to Passages
South" is a very valuable aid to running
the entrance.
The anchorage offers 360 degree
protection, flat calm waters, and a
concrete dock where we were able to tie
up and wash the boat at no charge.
There is no electricity but a gentleman
named Roniz was able to arrange for
fuel to be delivered in 55-gallon barrels
to top off our tanks.
No official charges for entry are
listed but there is a definite push to
collect "tips" from transients. This was
the first time I had stopped here and we
vastly overtipped the five men who came

aboard to clear us in. None were in
uniform or otherwise officially
identifiable.
One man introduced himself as the
interpreter and told us the others were
from customs, immigration, and the Port
Captains office. The port captain spoke
some English and I know a little Spanish,
so we could have done without the

interpreter, who later turned out to be a
real rip-off artist.
Offering $5 a piece would have been
a quite adequate tip and money well
spent, and I recommend this amount to
others. The typical phraseology is to
state that payment is not required but
they let you know it is expected.
When you ask how much, they
respond with "whatever you think is
right." I am embarrassed to report what
we paid but it was a valuable learning
experience. I repeat, $5 each is plenty.
The town is immediately adjacent
to the dock and you will have no need

of the overpriced taxi or other
questionable services offered by the
interpreter. He led us to the worst lobster
dinner of our lives and offered other
services of a dubious nature. So consider
yourself warned.
The officials, who do not wear
uniforms were very courteous and I
enjoyed practicing my Spanish while

helping the customs man fill out his
report. Ronizis definitely the man to see
here. He is hard working, helpful, and
his command of English makes it easy to
do business. I have since found other
delivery captains who rely upon him
regularly.
My friend Will Pratley remarked
that you don't hear good things about
the Dominican Republic very often, but
overall my rating is a favorable one.
After the flat lands of Florida and the
Bahamas, it offers a stunningly beautiful
and mountainous coastline with
deepwater close to the shore along most

of it's length.
Food is reasonable if your appetite is
flexible and the Brugal rum is dirt cheap
and the best I've ever tasted. People are
generally friendly and one need only
use firmness and caution around human
sharks. I will go there again and soon.
The next morning we shot straight
to San Juan, almost 300 miles in less than
12 hours. The seas were less than three
feet with a very long wavelength, partly
cloudy, and overall, just plain gorgeous.
The Dominican Republic provided a
lovely scenario as we cruised east across
the Mona Passage and arrived at San
Juan's Morro Castle before 20:00 that
evening.
The only place for yachts to dock in
San Juan is at Club Nautico and the
adjacent marina tucked into the northeast
end of the harbor. We lucked out and
found an empty slip. Next morning we
cleared customs over the phone, took on
fuel, and left at 11:00.
This last leg was as wonderful as you
could ever ask for, lovely ocean, great
visibility.
We got into Nanny Cay on Tortola
around 15:30, having traveled
approximately 1,100 miles. We ended
thejourneyby toasting another successful
delivery to a happy boat owner.
