Most concrete seawalls built prior to the 1980's have already : '
exceeded their design.life and cost for reconstruction is
expensive, if not prohibitive. Mor-Drain is a composite
drainage system that is preassembled into panels using a : a
tough polystyrene drainboard, sandwiched between a high-
flow rate woven geotextile and a heavy duty non woven
geotextile for soil retention. Installation of Mor-Drain
prevents soil from washing out between open joints, yet
allows for release of hydrostatic pressure, which is the major
cause of most seawall failures.

;.Water bacteria levels in the Isle of Venice-
Hendricks Isle section of Fort Lauderdale have been
steadily dropping over the past year a good sign
that some say is partly due to enforcement of a city
ordinance requiring multi-family properties to
provide pump out facilities for liveaboard boaters.
"It shows that things are going in the right
direction," said Fort Lauderdale City Commissioner
Jack Latona. "If the number stays down, that will
prove the program has been successful."
Lee Marteeny, a city marine advisory board
member, agrees that the ordinance is working well.
He also believes that repairs made to sewer mains
are responsible for the declining levels.
"It's a three-prongei effort between the city
fixing the sewers, the property owners putting in
pump out facilities and the boaters using those
facilities," Marteeny said. "This shows that everyone
coming together for this one cause is, working,"

the ordinance went into effect in January, 1998. The
measurements are the amongst the lowest recorded
since monitoring began in! 1994 by the Broward
County Department of Planning and Environmental
Protection.
According to the agency's most recently reported
findings; fecal coliform in the Rio Grand Canal
began declining in January. As of July, levels were at
80 colonies per 100 milliliters. At one time, bacteria
in the canal reached a high of 1,500 colonies per 100
milliliters in November, 1996.
"To go from 1,500 to 80 shows a significant
improvement," said George Riley, the department's
director of environmental monitoring.
Although levels have gone up and down with
regular frequency over the years, this is the longest
period of steadily dropping levels that the agency
has seen, he said.
But the department is not celebrating yet. "We're
being cautiously optimistic," Riley said.
Fecal coliform is found in the gut of warm-
blooded animals. If high levels of the bacteria are
coming from humans, the transmission of disease-
carrying organisms is greater, he said.

measurements that were taken in a neighboring
area three canals east of Rio Grand, where there are
no non-liveaboard vessels.
Levels in that canal have remained stable from
April, 1997 to July, 1999, always measuring below
100 colonies per 100 milliliters. Levels in July were
reported as 27 colonies. The exception was a period
between July, 1996 and February, 1997, when levels
reached a high of 63 colonies, Riley said.
To keep fecal coliform levels in Hendricks Isle
and Isle of Venice falling, the department
recommends in its report that testing and
enforcement of the pump out facilities ordinance
continue.
Monthly inspections are conducted of the area.
During an July inspection, the department's report
states that a total of 318 habitable vessels were
observed on both isles. On Hendricks Isle, 186 boats

p.m. on Dec. 4. Boats will leave Peanut Island in the
Lake Worth Inlet and head north toJonathan's Landing.
Entry fees are $30 for pleasure vessels and $100 for
corporate craft. Registration deadline is Nov. 30. There
is a mandatory captain's meeting that night, 6 p.m., at
Panama Hattie's in Palm Beach Gardens.
This year, for the first time, there will be a Marina-
Yacht Club Challenge for the best decorated boat.
Other prizes will also be awarded to vessels in several
different categories.
Spectator boats are advised to anchor adjacent to
the Intracoastal, north of the Blue Heron bridge on
Lake Worth. Landlubbers can catch the best free
viewing from the North Palm Beach Country Club,
Juno Park in Juno Beach and Bert Winters Park in Juno
Beach.

Beach.
Singer Julio Iglesias Jr. will serve as this year's
grand marshal. He will ride on the lead boat, a 170-foot
mega yacht named the Lady Windridge. Passengers are
welcome for a price. Tickets are $200 per person.
The Lady Windridgewillbe among the 100 boats that
are expected to participate. Entry fees are $25 for
private vessels and $250 for non-profit craft.
Commercial boats will be charged $500 to $1,500,
depending on length.
A mandatory skipper's meeting will be held 6 p.m.
on Dec. 6 at the Islamorada Fish Co. at the Bass Pro
Shops in Dania Beach. There will be a fly fishing
demonstration.
On the big night, spectator boaters who wish to
watch the parade can anchor anywhere along the
route, except in front of viewing bleachers and marinas.
But arrive early. Police will be shutting down the
waterway to all traffic starting at 5:20 p.m.
On land, reserved seating is available at Hugh
Taylor Birch State Recreation area, 3109 E. Sunrise
Blvd. Tickets are $17 for adults and $12 for children.
No parking will be allowed at Birch. Instead,
motorists should go to Holiday Park-War Memorial,
two blocks south of Sunrise Boulevard. Shuttle buses
will be running before and after the parade. The cost is
$1 each way.

Procession along the New River wraps up holiday boating events

for the parade. Apartment building, condominium
and business owners are invited to participate as well.
The best decorated properties will be aired on television
when WSVN-Channel 7 broadcasts a tape of parade
highlights on Dec. 18 and 25.
Judging will be held Dec. 8 for the Intracoastal
Decorating Extravaganza sponsored by Norwest
Mortgage and First American Title Insurance Company.

Pompano Beach Holiday
Boat Parade
Some 75 decorated boats are expected to "Sail Into
the New Millennium" during the 37th Pompano Beach
Holiday Boat Parade, considered the oldest floating
holiday procession in the United States.
The parade begins at 6:30 p.m. on Dec. 12. Vessels
will meet at Lake Santa Barbara, then go north on the
Intracoastal to the Hillsboro Inlet.
The procession is being organized by the Greater
Pompano Beach Chamber of Commerce. There are no
entry fees, but registration must be made in advance.
A mandatory captain's meeting takes place 6 p.m.
Dec. 8 at the Fraternal Order of Police Club 23,306 NE
1st St. Included will be food, music, prizes and a raffle
with a ride aboard the Goodyear blimp and awatercolor
portrait of the lucky ticketholder's boat.
Judging will take place for 18 cash prizes totaling
$3,600 for boats over 30 feet and under 30 feet.
The lead boat, Mussette I, will carry spectators and
the co-grand ma rshals, Broward Sheriff KenJenne and
BSO Pompano district chief Danny Wright. To book
passage, tickets are $85 per person.
If youwant to watch from your ownboat, anchoring
is permitted in Lake Santa Barbara, provided that
people keep a safe distance from parade entries. More
anchoring spots can be found in the Hillsboro Inlet.
On land, there are several free viewing sites. These
include many of the.bridges and at Alsdorf Park.

Boynton-Delray Beach Boat
Holiday Parade
Now in its 28th year, the procession kicks off at 6:30
p.m. on Dec. 17. Vessels will meet south of Mile Marker
46, just west of the Boynton Beach Inlet. The route will
travel south, ending at the C-15 Canal.
There is no fee to participate. Awards will be given
for the best decorated craft.
Last year, 30 vessels entered the parade, sponsored
by the Kiwanis Club of Delray Beach Sunrise chapter.

Boca Raton Holiday Boat Parade
The theme for this year's 24th anriual parade will
be "Sail Into the Millennium." Boats depart at 6 p.m.
Dec. 18, leaving from the C-15 Canal, on the Boca
Raton-Delray Beach line. They will head south along
the Intracoastal, then make a U-turn just before the
Hillsboro Bridge in Deerfield Beach.
Plaques will be given to the best decorated craft in
nine categories. There is no charge to enter, but everyone
is required to fill out an application and submit proof
of insurance. A mandatory skipper's meeting will also
be held 6 p.m. on Dec. 14 at the Radisson Bridge Resort,
999 E. Camino Real in Boca Raton.
! The.event, organized by the Greater Boca Raton
Chamber of Commerce and the city of Boca Raton,
attracts more than 100,000 spectators each year.
To watch, spectator boats can anchor in Lake Boca.
Best suggested viewing sites on land include Silver
Palm and Red Reef parks and the Spanish River,
Palmetto Park road, Hillsboro and Camino Realbridges.

Downtowner New River
Boat Parade 2000
The season ends with this procession, starting at
7:30 p.m. on Dec. 31. The route will begin at the fork of


the New River with vessels heading west to Marina
Bay near Interstate-95 and State Road 84, before
returning to downtown Fort Lauderdale.
Bleacher seats will be available for the public in
front of the Downtowner Saloon, at 408 S. Andrews
Ave., which is organizing the event for a second year.
There will also be a free millennium street bash that

mandatory captain's meeting at 6:30 p.m. at the

Santa's sleigh-riding journey could result in legal consequences


similar to the one required by boats traveling at
night.
Sadly, this means that unless Santa has-a special
way of turning off bright red noses, Rudolph will
have to be a "no show" at the front of the sleigh. Of
course Santa might have a clever way of affixing'
Rudolph to the port side of the craft, and find a
green-nosed reindeer for the starboard side, but
somehow it just wouldn't be the same.
Next, Santa has to concern himself with where
he can actually fly and legally land his craft.
Generally, without considering other limitations,
the minimum floor foremost air traffic is 1,000 feet in
populated areas. This guideline dates back to the
common law tradition that land owners should be


able to enjoy the use of their property from the
center of the earth to the top of the heavens.
Permission to fly lower generally means taking
off and landing around runways. Then there's the
worry of violating laws addressing nuisances or
noise, or trespassing on someone's property. To get
around this, a designated flight path would be
required to or from an area considered a properly
"zoned" runway strip (I didn't say airport due to the
possibility of sea plane traffic in some selected
areas).Aside from these circumstances, the low-
flying craft in populated areas with which Santa
Claus needs to fulfill his yearly mission is usually
not permissible.
Therefore, odds are the only way you'll ever get:
to see the real Santa Claus is if he ever decides to'
visit your local airport. So, should you ever be asked


by some youngster about the legitimate existence of
old Kris Kringle, don't concern yourself with
chimneys and snow, instead you might as well say,
"Yes Virginia, there is a Santa Claus, but he's not
allowed to land!"

And whether or:not Boatarama shows up next
year depends on the outcome of mediation over the
contract, a process that has been going on since the
show ended last month.
But two things have become crystal clear since the
dispute:
First, the international show has gotten big enough
to cloud out any kind of good business sense. Sounds
to me like these people are more intent on making a
point than they are helping marine businesses turn a
profit.
And, two, any dealers trying to boost their sales
should try getting kicked out of next year's show. If
Boatarama is any indication, business should
skyrocket.

But several marine advisory members think the
city's enforcement should be tougher. A motion to
have code enforcement officers take stricter
measures when inspecting liveaboard vessels, to
determine whether the boat's upland sewage
transfer system is operational, was passed 7-6 at a
Nov. 4 advisory board meeting. The
recommendations will be passed along to city
commissioners for possible action.
"Most of the boats there are hooked up," said
Christen Teel, a board member who favored the
motion. "But there's around 15 percent who aren't.

Bruce Miller, president of the Hendricks and
Isle of Venice Property Owners Association, said
there has been excellent cooperation between
property owners, boaters and the city.
"The city checks us, once a month, sometimes
more," Miller said. "We never know when they are
coming."
Miller agrees there are boaters who will not use
the pump out facilities, regardless of what laws are
passed. But blaming the entire liveaboard
community in the past for the area's poor water
quality has been off base, he said.
"We all want clean water," Miller said. "The
association has always supported the ordinance
right from the beginning."

Tiny Georgia beach island manages to retain roguish charm

ships on the Atlantic up the Savannah
river since 1773. Today, the venerable

Just 20 minutes east of downtown
Savannah, a cluster of marinas dot the "
backbays and rivers that define Tybee.
Walking through the tiny beach town,

Crimson and violet sunset draws visitors to island's marina

Later that day we return to the 17th Street Inn.
It's a former ramshackle boarding house that's been
resurrected into a charming eight room inn a half
block above the beach, presided over by manager -
Suzie Morris.
Nestled among palm trees and magnolia bushes,
the two-story inn's large front porch offers
Adirondack chairs and overhead fans, the perfect
spot to relax. The inn's rooms are set up as an
efficiency, but with ample space to make yourself
at home.
Heart of pine floors shine and the decor is done
with a classic southern touch. A short toss up the
lane sits the Hunter House. Originally built in 1910,
this three-story brick bed and breakfast combines
the charming elegance of Old South with a casual
beach ambience.
In its brick-walled gardens you'll find a blaze of
camellias glowing like rubies under massive
Spanish moss-draped oaks. On a balmy evening,

the edge of Chimney Creek

you can savor the cool sea breeze, a refreshing drink
and the sounds of acoustic music on the inn's
sweeping veranda.
A 20 minute boat ride west, snaking through the
back creeks, brings you to the Crab Shack, a
Gilligan's Island-mneets-Margaritaville:,
establishment on the edge of Chimney Creek.
The weathered cedar-planked restaurant and
watering hole has become one of the region's
preferred haunts with its bushels of crabs, shrimp,
snow crab legs, oysters, dungeness crab and golden
crab.
Back at the beach, visitors island's ancient history by dropping in at the Tybee
Museum, adjacent to the lighthouse at Fort Screven,
while the Tybee Island- Marine Science Center at
south beach offers a modest aquari u m and marine
life exhibits.
Throughout the day and evening scores of
fishermen head to Tybrisa pier that juts out over the
Atlantic, where crabbing, boating and surfing are
allowed in designated beach areas. Offshore fishing
charters are.plentiful, or perhaps you may want to
explore Little Tybee Island or the backriver environs
in a rented sea kayak, canoe, or a small sailboat.
A great spot to succumb to Tybee's homespun,
unstructured nature is an early evening visit to the
Marlin Marina, where you'll find a chattering crowd
perched on the deck awaiting a crimson and violet
sunset.
Tables are thick with baskets. of shrimp and
buckets of tantalizing steamed oysters and iced
beer.
"Tybee definitely has its own flavor," reflects
innkeeper Morris. "You find the friendliest people
in Tybee. Maybe it's the salt air in the breeze. It
changes your attitude. I spent 10 years in Atlanta
and really never recall watching a sunset.
"Here it's become second nature."
