'Yachting capitol' to examine
economic strategies

Waterfront News Writer
Faced with increasing competition from northern
Florida and the gulf states, marine industry experts in
Brow\ard County have formed a coalition to address
concerns on how to retain this area's continuing
dominance as a yachting capital.
The coalition, comprised of government officials
and business people, will be addressing several
concerns. At the top of their list will be creating a
master plan detailing the future of the local marine
industry.
Thegroup was formed as the result of a September
s Lm m it held by the City of FortLauderdale, the Greater
Fort La uderd ale Chamber of Commerce and the Marine
Industries Association of South Florida.
About 100 people attended the meeting, which
focused on developing economic strategies for growth
in the marketplace.
"Broward's marine industry is the envy of virtually
every other marine area and our recent marine summit
helped identify thecritical issues thatlocalgovernment,
the community and the marine industryneedtoaddress
if we are to continue to remain the yachting capital of
the world," said Frank Herhold, executive director of
the Marine Industries Association.

Flea market a find for those seeking nautical knickknacks


Pompano Community Park
again hosts 10-year old event

Waterfront News Writer
If it's connected in some way with the ocean or any
other body of water, chances are visitors can find what
they're looking for at the annual nautical flea market in
Pompano Beach.
Crowds can expect vendors to hawk an array of
items ranging from hand-crafted goods and fishing
tackle to waterfront properties and boats.
The event willbe held Nov. 13, 8 a.m. to 5 p.m., and
Nov. 14; 8 a.m. to 3 p.m. This is the second year in a row
that the market will be taking place at Pompano
Community Park, 820 NE 18th Ave.
Admission is $2 per person. Kids ages 15 and
younger will be admitted free.
Last year's flea market was very successful,
attracting some 10,000 visitors and about 125 vendors,
said Allan Burrows, chairman of the Lighthouse Point
Waterway Committee.
Committee members started the flea market 10
years ago. They joined forces with the city of Pompano


Beach last year in their quest toTiH lB er venue.
Their former site, the Lighthouse Point Marina,
could fit 178 vendor spaces. Pompano Community
Park, by comparison, has room enough for about 1,000
spaces, Burrows said.


An even bigger crowd is expected at the
upcoming marine flea market held in
Pompano Beach since this time the event will
not conflict with Fort Lauderale's Promenade
in the Park. Last year 10,000 visitors attended
the flea market.

he said. "We were a little disappointed. We know we
lost some vendors and potential visitors because of it."
Organizers have also taken steps to correct some
minor problems that they discovered after last year's
flea market in Pompano Community Park, such as a
lack of places to sit and long waits for food.

Love of sailing and history culminate in life-long dream
Historian seeks participants to sail to
Cuba on fact-finding mission _...

Hector Pazos has been sailing the Caribbean,
Mexico and the coastlines of South and Central
America for nearly a decade, gathering video footage
for historical documentaries. Hector Pazos plans to return to Cuba Nov. 6


Crew members have included more than 100
writers, historians, photographers, filmmakers and
people in various other professions. Some have never
been on a boat.
"I could sail by myself, but it would be boring and
too much work," he said.
On his next trip, Pazos will return to Cuba for the

sixth time. His mission: interview two Canadian-based
treasure salvage companies that have contracts with
the government, as well as shoot footage of daily life
on the island.
Pazos' 38-foot sloop will be leaving from Tampa
on Nov. 6 and returning back to Florida Dec. 10. As of
mid-October, he had room for three more people on
board.
To participate in Pazos' latest adventure, he is
asking that crew members pay $35 a day, in advance,
to cover expenses. In addition to helping with the
documentary, crew members will be expected to
perform routine maintenance duties on the vessel.
Bob Smibbe highly recommends the journey, but

advises new boaters to test their sea legs first.
Smibbe, a financial consultant and amateur
historian who lives just outside Clearwater, went on a
trip with Pazos a few years ago. For two weeks, he
traveled from Cumana, Venezuela, to three barrier
islands off the country's north coast and to the
Netherlands Antilles.
Fellow crew members included fine arts students
and Simibbe's companion, Betfina-Elsner, a painter.

crew becdaise he likes long distance sailing. "It's my
hobby," he said. "This particular trip hit both my loves
of sailing and history."
Cumana, for instance, was part of the active pearl
trade .in the 1500s. The city also has churches and
buildings more than 300 years old, he said.
On each stop, Pazos had made arrangements to
meet with experts from historical societies and
museums, he said.

There is an old "urban legend"
which says that the difference between
traveling with a woman and traveling
with a man is that when a woman gets
lost she's not afraid to stop and ask for
directions. Later, I'll present an anecdote
that adds a little twist to this particular
theory.
Meanwhile, I must also point out
that it has been my observation, sadly,
that when it comes to buying a boat, it
seems that neither sex, race, religion, or
creed seems to matter -nobody wants
to ask for directions.
I'm not referring to questions like,
"does it come in blue?" I am referring to
requested information that will impact
the actual purchase and future
enjoyment of boat ownership, such as
functionality, reliability, and costs (and,
this is not to say that color doesn't
matter).
In the past, many people treated
boat buying as an impulse purchase.
Nowadays, with costs and liabilities
involved inboat ownership, buying any
vessel on impulse should be totally out
of the question and a luxury no one can
afford regardless of their tax bracket.
Instead, boat buying should be
perceived as a long, time consuming
trip (an adventure, if you prefer) with
many possible detours and dead ends,
hencetheneed to askfor good directions!
So, who do you turn to first? The
very first person you need to address
questions to is yourself. Here's what
you should ask yourself:
What am I going to use this boat
for? Boats come in every size, shape,
and power source. You want to decide
what is the right configuration for you.
Some motor boats are better designed
for fishing or scuba diving, while others
are better for speed; and then there are


sailboats, for which some are built for
long voyages and others that are suited
for very little more than quiet afternoon
on the water.
How much time and money am I
willingto "invest" inaboat? Unless you're
in a business with a very serious need for
one, "invest" is a poor word to use when
referring to a boat purchase.
Putting money into a boat isn't just
about the price or payments for the actual
vessel. It also includes, and is not limited
to, insurance, maintenance, fuel, required
safetyaccessories, and storage. Your time
must also be considered. If you already
have a full time job and a couple of other
hobbies, once you buy a boat you may
have to choose between giving up your
hobbies, or your job, to devote enough
time to justify owning the boat (just
remember, without the job, you may not
be able to afford the boat).
After you've defined your needs and
budget considerations, the next part of
the adventure is doing research, which
means more questions. These questions
should be asked to parties who are not
going to be part of your boat purchase
(i.e. boat salesmen).
You should look around and
approachpeoplewho ownorhave owned
boats like the ones you might be
considering (the more company and
model specific you are, the better). Don't
be too nervous about this. I've foun4dthat
most people enjoy talking about their
boats, even when their stories are less
than positive.
Ask these folks about both the good
points. If you can, try to find out about
their general upkeep costs and the
amount of time they devote to the boat.

experience, including the dealers or

It pays to ask many questions when investing money in a boat


brokers they used. Find out if they were well treated both
during and after the buying process. Were warranties
and expectations concerning service honored? Would
they use that that dealer or broker again? Oh yes, one
other thing: I suggest that you do these inquiries on your
own, and not through any referrals offered to you by
some dealer or broker.
When it comes to dealers and brokers, check with as
many sources as possible about their service and
reputation; including,butnotlimited to: general opinions
in the community, the Better Business Bureau, and other
professional organizations.
Once you've completed this research it might be the
time to start interviewing some dealers and brokers.
Again, along with prices and accessories, ask about
warranties and service. You should also inquire about
any concerns regarding titles and potential liens on the
boat.
And, very importantly, don't sign any papers until you


are absolutely sure you understand what you are agreeing to!!!
If there is even a single sentence that you don't fully
understand or remotely troubles you, don't be
embarrassed to walk away from a deal. At that point,
your best approach to the situation is to take the unsigned
papers and seek professional counsel. Which, of course,
means more questions, but if all goes well, at the end of
your adventure you may actually end up with a decent,
sea worthy vessel rather than a floating lemon.
Now here's my anecdote about certain people
stopping and asking for directions. A few years ago, I
was driving on a road heading west through the city of
Opa Locka. While at a stop light, a lady in a very
expensive car rolled down her window and asked me
how to get to North Miami Beach. I explained to her that
she was heading in the opposite direction and she would
have to turn around. I then proceeded to describe the
best way to get to her destination. Before I could finish,
she looked at me with a haughty expression and said,
"no, that can't be it!" At which point she continued to

for directions isn't enough. It also also helps to follow
good directions once they're given.

Flea market makes minor adjustments

This time around, more benches will be set out and
extra people will staff the cooking tent, he said.
Burrows, a local marine businessman, said the flea
market is a great way for one-man operations and
large companies to reach a select sector of the
community that will be attracted to their products.
"It's great advertising," said Burrows, who owns
First Strike Bait and Tackle in Deerfield Beach. The
store, which opened in March, specializes in delivering
bait, tackle, sodas, beer and ice to docks from Boca
Raton to Fort Lauderdale.
Teresa Cook, a recreation supervisor in Pompano
Beach, said she's looking forward to attending the flea
market.
"It's very unique to have two cities organizing one


single event," she said. "We had a real good crowd
last year."
Vendors can sign up to sell their wares until the
day before the flea market. Fees are $100 for the first
space and $75 for each additional lot.
Spaces measure 10 by 20 feet for merchandise and
14 by 30 feet for boats and trailers.

Sailor finds a way to combine history, art

and love of people in his video work

Carol Haight, another crew member with previous
boating experience, traveled with Pazos seven years
ago to the Bahamas for two weeks. Haight, an attorney
who lives in Boca Raton, contributed to the journey by
drawing up legal documents. While on board, she
worked in the galley.
Haight cautions that the trip might not be for
everyone. "The living conditions were very cramped,"
she said.
Adding to the discomfort, the vessel encountered
a major storm while at sea. "We were blown off course
and the dingy sank," she said.
But the trip did have its positive moments.
"Because of the itinerary that he keeps, you get to visit
more remote ports of call and see a way of life and
people who live off the beaten path," she said.
Similar encounters will await participants on the
Cuban stopover. Pazos hopes to have a distributor sell
his footage to TV networks and film companies.


Pazos' love of sailing began at age 12, while
growing up in Argentina. Being able to go on these
journeys is a life-long dream come true, he said.
Pazos is at sea from November to July. From
August to October, he stays on land to avoid being out
on the water during hurricane season. He commutes
between his two offices, in Palm Harbor and New
Orleans.
To fund his trips, Pazos works as an expert witness
specializing in maritime accidents. He testifies in court
cases around the world.
His most recent trial was in July in Singapore,
where Pazos testified at a case involving a floating
drilling rig that sunk in the South China Sea, killing 90
people.
"He's fulfilling his dream," said Pazos' wife,
Ursula. "Life is too short. If you dream, you should go
for it. That's what he is doing. He loves history and art
and to meet people."

Outside competition spurs look at South Florida's marine opportunities


Summit organizers identified 16 issues facing
Broward's marine industry. The creation of a
masterplan was first. Coming in second was the
development and expansion of recreational vessel
service facilities at Port Everglades.
The lack of an available work force and the need to
provide more specialized training placed third. Fourth
on the list was the loss of waterfront properties to
developers for non-commercial uses.
Other concerns were tax incentives to attract, retain
and expand marine businesses. Organizers also cited
the need for more dredging and building more facilities
to repair ultra-megayachts.
The vessels, measuring 200 feet and longer, are the
fastest growing segment of. the industry, said Susan
Engle, association president.
Due to military budget cutbacks and the growing
demand for megayacht and ultra megayacht repair
facilities, major American commercial shipyards are
now competing for this lucrative market, Herhold
said.
One recent example was the 325-foot Limitless
bypassing South Florida for a shipyard in Jacksonville,
Herhold said.
He also cited plans to build an $18 million marina
with ultra megayacht repair facilities that will include
a 1,250 ton Synchrolift the largest lift on the east
coast in Portsmouth, Va.

The developer's plans were based on a study he
had conducted of the services and products in Fort
Lauderdale's marine industry. The marina is being
developed through a public-private partnership, with
the city of Porthsmouth supplying $3 million in cash
and 10 acres of waterfront land, Herhold said.
Other cities are noticing the economic benefits of
the marine industry such as Savannah, Ga.; Mobile,
Ala. and Tampa, he said.
Meanwhile, Fort Lauderdale is running out of
slips, as well as room for repair facilities and workers
who can meet the growing demand for skilled
craftsmen, he said.
Herhold stressed that the local industry is not in
trouble, but the issues addressed at the summit can't
be ignored. "We must act quickly," he said.
The coalition has established time lines to address
each concern, ranging from three months to five years,
Herhold said.
A second summit is expected to be held in another
six months to map out more specific actions, said
Steve Queior, president of the Greater Fort Lauderdale
Chamber of Commerce.
"It's a competitive world out there," Queior said.
"Other places are and will continue to try and supplant
us. We must face the challenge and opportunity of
moving forward. We need to support task forces to
continue working on these key issues and keep the
momentum going."

Jennifer Saia, a coalition member and charter
specialist, said there is reason for concern. She said re-
fitting and construction projects are being done
elsewhere.
"Some significant ultra megayachts and mega
yachts have bypassed this area," said Saia, who owns
the Sacks Group Yachting Professionals in Fort
Lauderdale.
But she is hopeful that the issues raised at the
summit will be resolved. "The first step is awareness
and that's been addressed," she said.
Scott Miser, owner of Associated Marine
Technologies Inc. in Dania Beach, said as a coalition
member he intends to concentrate on creating a master
plan. The summit should have been done a long time
ago, he said.
Miser isn't too worried about competition outside
the area. The shipyards that previously did military
and commercial work work can't make the transition
to recreation overnight, he said.
These same shipyards will also need to staff their
facilities. Broward already has the cream of the crop
down here, Miser said.
"I don't feel threatened, but I don't want us to lose
our foothold and become complacent," he said.

he's got his small Westie terrier, Mickey,
along for the ride. But although Mickey
gives Clark a companion to pet and
maybe even talk to, as he might bark
back, it's doubtful that he'll to be able to
return the conversation.
If all goes well, Clark estimates that
the trip will take "two, three years."
If he makes it back, "I'll be 78," he
says, and he will be the oldest to sail


solo around the world, breaking the
record by a lofty eight years.
If not, well, I can't think of a better
way for an old salt like Clark to go out
than just sitting there under a peaceful
sky with nothing but calm sea around,
and just closing his eyes.
Of course, if that happens, the dog's
up a really, really big creek without as
much as a whimper.
