Fort Lauderdale's

troubled bridges

need repairs
City to seek grants to ease cost

Waterfront News Writer
Citing too many bridges and not enough
funding, Fort Lauderdale City officials are seeking
extra monies to help maintain the structures.
The city wants grants and other sources to pay
for millions of dollars in repairs on 49 fixed bridges
and one swing bridge that comes under its
jurisdiction.
At least eight of the structures will need some
type of attention within the next two years, according

to a report from the city engineering department.
Fort Lauderdale Mayor Jim Naugle said he is
confident the city will be able to boost its bridge
budget, possibly through the addition of gas tax
monies.
"We spend $1 million a year resurfacing our
roadways," he said. "We've gotten calls from
bewildered residents asking why new asphalt is
being applied when it's not needed. We may be able
to take some of those funds and apply it toward our
bridges."
Because Fort Lauderdale probably has more
bridges than anywhere else in the state, Naugle said
maintaining the structures is a large expense.
"But we have always set money aside for repairs
and will continue to do so," he said. "I'm not
concerned. We will be able to find the extra funds."
Naugle and city commissioners were presented
with an infrastructure study that included the status
of the city's bridges in May. As stated in the report,
Fort Lauderdale's 50 bridges are presently valued at
about $13.5 million. It would take about $2.2 million

Bahamian fees enacted in time for last major fishing tournament

The last major billfish tournament of the
summer will be take place in Abaco, Bahamas.
The competition, which coincides with
Bahamian Independence Day, will be held July
5 to 10 at the Sea Spray Resort and Marina on
Elbow Key. This is the resort's first time
sponsoring the contest, which has been dubbed
the Independence Billfish Tournament.
As of mid-June, 10 vessels had paid the
$1,600 registration fee. About 20 boats are
expected to participate, said Monty Albury,
manager at the Sea Spray.
Owners of the 14-room resort decided to
host the event because of its newly-expanded,
60-slip marina, Albury said. Registration
covers up to four anglers, dinners, cocktail
parties and an awards banquet. Winners in six
categories will receive $25,000 in merchandise,
he said.

grounds in the Bahamas

billfish record of about 1,080 pounds, Albury

Making Wood Docks A Better Deal
A new product may help make docks l
more durable and more enjoyable.
While most dockowners enjoy the
boating, entertaining and sunning
opportunities a dock can offer, few want
to spend a lot maintaining the dock's
wood or coping with the health problems denli, Dr I
wood decks are associated with.
Regular staining and sealing of a wood dock can be expensive-up to $1,200 a year for
common size docks. Since most docks are made of treated wood, they can deteriorate
and look unsightly unless routinely pressure washed and sealed using expensive stains
and water-repellent sealers.

Kids these days. They do the
darndest things. With guns, and each
other.
Then there are the kids like
Matthew Gotha.
Matthew, 15, a freshman at
Taravella High School in Coral
Springs, was heading out to the ocean
in his friend's boat for a day of
snorkeling and fishing when he
noticed two girls standing on the side
of the Hillsboro Inlet.
"It was, like, 'hey, check these girls
out,'" Gotha recalls telling his buddy..
But there was no time for a
flirtatious encounter, as the girls were
pointing toward the water.
Matthew and his pal, Anthony
Siquier, looked toward a set of rocks at
the end of the inlet and saw a man and
a woman struggling in the water.
Matthew says it looked as if the "lady
was trying to hold the guy up."

of Oakland Park, it was the other way
around. After noticing the woman
"flapping" her arms and hands
uncontrollably in the water, Kolpak,
who was snorkeling in the inlet at the
time, swam out to the woman. He
turned over to float on his back so she
could hold onto his stomach while he
back-paddled to the safety of shore.
Neither swimmer knew it at the
time, but they were caught in a
treacherous incoming riptide.
Boat Capt. Mike Burchfield was
sitting on the north side of the inlet in
his Offshore Marine Towing boat as
he noticed that the tide was "cooking
pretty good in there."
Suddenly, he heard a voice scream
out for a lifejacket. Stunned, Burchfield
sees a teen-age kid grab the necessary
life jackets and jump overboard into


the middle of the swirling waters.
Matthew swam out to the
struggling snorkelers and handed
them each a lifejacket. He also placed
one of the jackets underneath
Kolpak's head "so if there was any
water in his mouth he could
breathe."
Anthony Siquier followed his
buddy in the boat. The boys were
able to get the woman into .the boat
for a quick ride.back to shore.
Kolpak proved more difficult,
however. His large size (Burchfield
estimates: that. the Korean War
veteran weighed over 250 pounds).

tossed arfope fdorKolpak to hang on
to, before Siquier drove. up with a
ladder for Kolpak to climb .up into
the boat, where he was returned to
safely to shore.
Meanwhile, the man of the day
was a .16-year-old kid who, plays
fullback for' the Taravella High
School football team and, so far in
his short life, has only taken one
CPR class. .That class -must have
taught Matthew to respect hiselders
as well as the fine art of resuscitation.
"They looked like older people,"
he says, "so I knew they needed
help."
According to Burchfield: "You
don't see kids do that anymore. It
just started giving me goose bumps."
Kolpak says the pair got into
trouble when the woman did what
untrained people usually do in that
situation by grabbing him around
the neck. But he says Matthew's
actions have "restored my faith in

Harsh penalties on the books for those who sail under the influence


result in heavy fines, and such a refusal can be used
againstyou for the purposes of criminal proceedings.
In fact, if an incident occurs that results in death or
a serious bodily injury, a law enforcement officer is
permitted to actually use reasonable force to make
the operator submit to the test if there's probable
cause to believe that the person is under the influence
of a controlled substance.
If you are actually convicted of a BUI (which is
having a blood-alcohol or breath-alcohol content of
.08 or higher), the newer penalties not only include
the possibility of jail time along with fines, but also
the required performance of at least 50 hours of
community service.
Also, the vessel (or some other vehicle owned by
the convicted person) will be impounded or
immobilized for a period of not less than 10 days.


Penalties and costs increase with each subsequent
conviction. And, it should be noted that previous
DUI convictions which occurred while driving in an
automobile also count toward increased penalties.
Penalties are also harsher if:
*You are operating a vessel and your breath-
alcohol or blood-alcohol content is .2 or higher;
*You are convicted of a BUI and you had
someone under 18 years old on board with you at
the time.
These rules and penalties are just a sampling of
what you can look forward to if you are caught
"Boating Under the Influence." If you would like to
avoid dealing with them in your future maritime
adventures, don't drink at or near the same time
you want to operate a vessel. If you want to drink
while on board a boat, make sure the person
operating it is sober.

But Kolpak stops short of handing out thank
you's all-around. He says the recreational boats
parked near the locks of the inlet where snorkelers
frequently swim added to the risk of swimming in
the Hillsboro Inlet.
"Those boats where the swimmers are have no
business there," Kolpak says. "Harbor patrol never
ticketed them."
Burchfield doesn't know what initially put the
woman in danger, but the former New Jersey
lifeguard is certain as to what put Kolpak and the
girl in dire straits.
"They were snorkeling around the rocks,"
Burchfield says. "They got too far into the inlet
when they made mistake of trying to swim against
the current. When it's incoming, they should have
swam diagonally. You never swim against the
current."
Matthew was too busy jumping in and saving
a couple of lives to swim by the rules. For that
matter, he says he never thought twice about
jumping in and getting the struggling swimmers
the necessary life jackets.
"I didn't think about it until afterwards," he
says. "I knew they needed help, and I just got in."
After it was all over, Matthew and his buddy
did what most heroes do after saving the day for a
couple of snorkeling swimmers.
They went fishing.

"It's not like boarding a plane," he said.

was difficult for the government to keep track
of their movements."
The new fees should be less con-fusing for
everyone. The money will be pumped into the
government's coffers, which will be used for
such projects as upgrading marina facilities,
promoting boating safety and installing more
buoys to protect reefs and harbors, Miller said.

Eight Lauderdale bridges targeted for repairs in next two years


to.make repairs.
Since the city's capital
improvements program (CIP) now
has only half the monies to meet
those demands, outside funding is
being sought, said Hector Castro, city
engineer, who recently reported his
findings to the Fort Lauderdale
Marine Advisory Board.
The estimated $2.2 million figure
could climb even higher. While
looking over its repair needs, the city
will also research whether any of the
structures can be raised to
accommodate bigger boats.
Adding the extra height could
require more expenditures, said
Heather Keith, chair of the city's
marine advisory board.
Keith says finding the funds for
bridge maintenance should be a top
priority. "We market ourselves as the
yachting capital of the world and the
Venice of America," she said. "We
need to make sure that our waterways
live up to.that image."
The city's 50 bridges range in age
from 4 to 76 years old. Each is
inspected yearly by the Florida


Department of Transportation.
Fort Lauderdale does have other
bridges within its limits, such as the
one on the 17th Street Causeway. But
those structures are the responsibility
of the state and county, Keith said.
"I don't think our bridges are at
the critical phase right now," said
Christine Teel, a marine advisory.

The board was told in April that at
least eight bridges will be assessed
within the upcoming year. These
structures are considered a priority by
the engineering department and will
need an estimated $500,000 worth of
repairs within the next two years, Teel
said.
"We haven't let anything fall into
disrepair, but we do need to do some
additional work," said Peter Sheridan,
assistant city engineer. "We know our
bridges are an integral part of our
transportation system and like any of
our infrastructure, they will be taken
care of."
