After years of plans kept to the drawing board,
BURT is finally going to make some waves.
The organization. which s.tands for Bro\\ ard Urban
River Trails, has three majorprojects due to be completed
by the end of 1999. BURT will also kick off its first fund-
raising campaign in June with a dinner and silent
auction.
"All of the efforts of the individuals who helped
create this organization are finally coming to fruition,"
said Rob Harrison, executive director of BURT.
Upcoming projects include working with the county
to establish two passive parks. One of the sites will
encompass a five-acre lot, with a boat ramp, on the
North New River Canal. The other park can be reached
only by vessel and is located on a 3,000-square-foot
parcel, west of Ravenswood Road along the Dania Cut-
Off Canal.
BURT is also creating an environmental studies
institute at Stranahan High School in Fort Lauderdale.
The course is scheduled to be offered in September.
About 100 students are expected to enroll.
BURT is working on the institute with the Broward
School Board and the A.D. Henderson Foundation, a
private funding organization. The start-up costs are
estimated at about $75,000, which will fund the program
for three years, Harrison said.
Students will be taught environmental
responsibility through projects such as waterway clean-
ups and water quality monitoring, he said.
Volunteers on BURT's coordinating council are
pleased the group is making inroads. Many credit

Camp for kids: Marine-related programs to set sail

There's plenty to do this summer for kids who want
to spend their school break on or near the water..
Several local camps offer marine and water sports-
related programs, ranging from exploring, South
Florida's eco-systems to spending the night in an
underwater hotel.
Some of the camps also offer traditional summer
activities such as arts 'and crafts and field trips.
Parents need to remember that when choosing a
program, they should ask about the background and
certification of instructors and inquire about extra fees
involved for transportation, lunch and extended care.
Below is a sampling of local water-related programs:
Camp Gumbo Limbo: Snyder Park, 3299 SW Fourth
Ave. in Fort Lauderdale. Runs from June 21 to Aug. 13
for children in first through sixth grades. Activities will
include swimming, fishing and boating. Cost is $320 for

Camp Nova: Npva Southeastern University, 7500
SW 36th St. in Davie. Runs June 21 to Aug. 20 for ages 3
to 13. Hours are 9 a.m. to 3:30 p.m. Extended care

BURT holds first fund-raiser to launch blueways project

BURT was formed in 1995 with the goal of creating a
system of water and land-based paths, called blueways
and greenways, that link parks, historical sites and other
environmentally sensitive lands. The idea is to preserve
these properties so thatpeople can enjoy Fort Lauderdale's
New River and its connecting waterways.
Prior to Harrison's arrival, the non-profit organization
was run by a core of volunteers. Although active, they
could not devote themselves full time to the group's
operations, said Bruce Ownby, vice chair of BURT.

For Harrison, BURT is his full-time job. "It's good to
have a person who can stay on top of things every day,"
said Ownby, a real estate appraiser from Fort Lauderdale.
Harrison, a former banking executive, is BURT's
only employee. His salary is paidby grants. When tapped
for the executive director position, one of Harrison's first
acts was to narrow down the group's activities.
"When I arrived there were 23 projects on the drawing
board," Harrison said. "Everyone was working on too
many things. Nothing was getting done."
Harrison picked the top three items he felt were most
important the two parks and the institute at Stranahan
High School. To avoid becoming overwhelmed in the
future, he intends on limiting BURT's participation to
three or four projects a year.
Joan Sheridan, a member of BURT's coordinating
council, has been involved with the group since its
inception. She's happy the organization is moving
forward with some of its projects, particularly the park
on the North New River Canal.,
BURT worked with the Lauderdale Isles Civic
Association to have the county secure the land, said
Sheridan, aboard member with the homeowner's group.
The five-acre lot, adjacent to the Lauderdale Isles
Yacht Club, is one of the last pieces of natural land left on
the New River, she said.
The county wants to purchase the lot for $500,000
from landowner, Bennett David. As part of the deal,
David will also receive a county-owned parcel in
northwest Broward, Sheridan said.

addition to the neighborhood. Presently, the nearest
ramp is at Seventh Avenue in downtown Fort Lauderdale,
Sheridan said.
"It's been a long time and I'm real happy that BURT
is moving forward to accomplish some of the projects it
has been spearheading," she said.
Once the parks are built and the institute is underway,
it will hopefully create more public awareness about
BURT and expand the group's membership, Ownby
said.
The organization also wants to gain more financial
support. It will hold its first fund-raiser, 7 to 11 p.m. on
June 5 at Associated Marine Technologies, at 490 Taylor
Lane in Dania.
Tickets are $125 per person. There will be a dinner
catered by Outback Steak House, silent auction and
music by a disc jockey.
BURT wants to raise its own monies for administrative
costs and projects, rather than relying on grants from
governments' and private foundations, Harrison said.
"We don't always want to be out there asking for
money," he said. "We want to be self-sufficient."

popular real
estate ad
shown on
a television.
Unlike many
wn statements
sli born out of
hype ads, this
one is actually pretty accurate.
Nowadays, developers do not
generally dig canals so they can build
houses next to them. Environmental
concerns usually won't allow for it.
This seems doubly true if the desire is
to create more homes with convenient
ocean-access.
Certainly, the massive dredging
and building that created the
residential isles off Las Olas Boulevard
would not be even remotely possible
today. So, barring a new ice age, if you
want gaze upon waterfront, you'll
probably have to get it from the
selection of properties presently out
there.
Besides high valuations, finite
residential waterfront also creates
another circumstance finite
dockage for the people who want to
use their homes for keeping boats.
This can become a problem because
many people want to own or keep
boats that are larger than their finite
backyard dock can actually
accommodate.
Interestingly, it seems to be in the
nature of many waterfront people to
somehow end up with a vessel that's
really too large for the place they're
wanting to put it. And, whether it is
too wide or too long, if the boat
impedes on someone else's property
or blocks normal navigation, you are
looking at a potential problem.

Certainly, if your "too big" boat
poses a serious problem, it is very
doubtful that it will ever be allowed
to dock for any length of time at your
intended spot. Also, there is a
possibility that local statutes and
regulations can prevent vessels over
certain sizes and widths to dock in
specific locations.
Of course, even if navigation and
statutory considerations can be
overcome (-i.e. the boat doesn't
impede on the navigation of other
vessels; and statutes concerning size
either aren't a factor or can somehow
be waived), there can remain one final
hurdle to prevent someone from
"wedging in" that "too big boat" on
the property available to them:
Neighbors!
There are few situations quite as
complex as trying to accommodate a
boat whose bow or stern stretches
into a neighbor's waterfront area.
Such scenarios usually begin quite
innocently. A boat is bought without
taking size into consideration. So, the
neighbors are approached (actually,
sometimes not, which can get even
stickier) to let them know that they'll
be seeing the bow of a new boat in
their backyard starting tomorrow. In
fact, the neighbor notices the next
day that lines from the bow of this
new boat are now tied to their own
dock's cleat!
In this particular instance, it could
be said that the neighbors are giving
a "license" to use a piece of property
that would otherwise be theirs to
enjoy. Without any documents to the
contrary, permission to keep a portion
of a vessel stretched over the
neighbor's property line is an "at will"
situation, and can only last as long as
they allow or tolerate it.

considered with this arrangement,

Magic bus ... or magic boat?

see it go by, you'll
swear it's a
hallucination.
It looks like a

it'll be cruising at
a top speed of
about eight knots per hour on the ocean or
the Intracoastal Waterway, depending on its
purpose for the day.
Trustme, ifyou'veneverhada flashback,
you'll think you're starting. Just try and resist
the urge to seek out a reality touch.
Laila Haddad calls the floating oddity
"just bizarre." Haddad, last year's co-
chairman of the Pompano Beach Boat Parade,
also calls it a boatparade multi-award winner
for creative design.
But, then, eye-catching design is exactly
why it was created from the start.
In 1989, Broward County Transit
employee Dominic Bartolo was hit with the
creative brainstorm to take the 42-foot-long
city passenger bus, attach three large
pontoons to the bottom, and customize the
vehicle into a floating spectacle that would
turn heads left, right, upside down and
sideways. And that's when it was merely
sitting idle in a dock slip.
Add a walking deck around the outside
perimeter, a large sun deck on top, a couple
of twin Mercury 135 outboards and nearly
$70,000 in materials and labor, and voila -
it's the '60s .Magic Bus and the Yellow
Submarine all in one.
"Inside it's still a bus except I put a
couple of couches in," says Paul Rothman,
the bus boat's operator.
Otherwise, Rothman says, the rows of
original bus seats are still intact. As for the
various controls and fancy boat accessories
that are required, the operator guides the
boat by steering the bus's original steering
wheel.

For the past five years, the bus-boat
has been owned by Rob Kornahrens, a
Lighthouse Point roofing contractor whose
company, Advanced Roofing, is based in
Fort Lauderdale.
Kornahrens reportedly bought the
boat with the intention of using it as a
floating billboard for his company.
Now, says Advanced Roofing office
manager Brenda Ninnemann, the boat is
rented out to any company who wants to
see theirname floating alongonwhatsurely
is considered a conversation piece.
In boatparades from Fort Lauderdale
to West Palm Beach, the floating bus has
been turned into an oversized aquarium
and, last year, a house for the Habitat For
Homes organization. During one
memorable Pompano Beach Boat Parade,
everybody was looking for the Visine as
the Beatles' Yellow Submarine cruised by.
"We call it the bus barge," says
Ninnemann, who adds that insurance
restrictions prohibit the vessel from being
chartered outto private groups forjoyrides.
Besides advertising, Komahrens uses
the bus for company gatherings, and for an
up-close-and-personal seat at events such
as the powerboat races off Singer Island,
and the Fort Lauderdale Air & Sea Show,
coming up in May.
Otherwise, it sits in its slip behind the
Pelican Pub restaurant in the Hillsboro
Inlet Marine, garnering attention by just
being there.
According to Ninnemann, if tourists
who see the oddity during a visit aren't
sending cards with pictures of the bus-
barge to the Advanced Roofing office,
condo commandos across the Intracoastal
are calling the company to complain of the
eyesore sitting in the dock slip that
overlooks their living 'room windows:
Yeah, there's always the spoil sports.

Boat towing industry unfairly judged by old standards in April column


To the Editor:
As the owner of Offshore Marine Towing, a
recreational boat towing and assistance company, I am
angered by Mark Ercolin's article "Two Away," printed
in the April, 1999 edition of the Waterfront News. Based
on the inaccuracies I found, I question what, if any,
research Mr. Ercolin did prior to making these statements
in this article.
When a boater needs assistance on the water and
makes a direct call for a specific towing company, a
"plethora" of firms do not normally arrive on the scene.
It has been our experience that on-scene conflicts between
competing towing companies occur less than 1 percent of
the time, customarily when the boater has made a general
call for help.
In addition, towing companies have published rates
for normal daytime and nighttime tows. We quote our
rate and stand by it for any boater who asks. Maybe a
"mom and pop" towing operation will hedge the rate
question, but for the most part, established towing
companies will not. (Mr. Ercolin could have called a few

Lastly, Mr. Ercolin refers to the "insurance" boaters
carry for towing assistance. Most marine insurance
carriers provide a rider for towing assistance with their
boat policy, but the far greater number of boaters purchase
towing service contracts from boating associations or
clubs which specify which towing company to call.
The overwhelming majority of towing companies
today are associated with one of three towing membership
organizations. These membership groups provide for
use of the organization's licensed towing company for
the boater to receive the maximum benefit of the
agreement (not unlike preferred provider agreements in
the health insurance industry). It surprises me that an
admiralty attorney would miss this basic point.
Mr. Ercolin did a great disservice to the boating
public. The "predatory attitude" referred to in his article

the towing industry to educate the boating community to
affordable towing service and their establishment of
viable, professional companies.

cleat breaks and the boat drifts into traffic?) Does
the neighbor need to be concerned about insurance?
What if the boat has a fire and does damage to part
of the neighbors' property? Will this be covered

here are some things to consider:
*Review the records for what's actually
allowable on the intended property. This includes
zoning laws, statutes, historical easements, and even
any possible quit claim deeds. Check for any kind of
encumbrance on the property which might prevent
you from keeping the vessel you want there (Of
course, you did this before you bought the property,
right? Well, check again.)
Even if the vessel doesn't stretch all the way to
your neighbors' property, local zoning laws
probably have setback requirements between
properties which could disallow a vessel from

abutting too close to the adjoining property. Be extra
careful to check on this.
*If you decide to work with your neighbor in
conjunction with a "too large" boat, be honest and
discuss the issue in detail before unilaterally bringing
the boat to the property. Don't forget to include legal
and insurance concerns in your conversation. Get as
much in writing as possible, including a duration
period, then have it reviewed by legal counsel and
your insurance agents. Finally, don't get upset if
your neighbor turns down your request. After all,
you're asking him to give up the partial use of his
land.
If, in the end, you are unable to reach an
accommodation with your neighbor, and you are
unwilling to buy their property outright (yes, I
actually knew someone who did that), you might
have to resign yourself to keeping a smaller boat. Or,
you might consider just sitting back and enjoying the
view from your own waterfront property after all,
they're not making any more of it!

Divers Cove SCUBA Day Camp: Divers Cove, 2333
S. University Dr., Davie. Sessions will also be held in a
pool in Plantation and in the ocean. Camp runs June 21
to 25; July 12 to 16; and Aug. 9 to 13. Open to kids ages
12 to 17. Participants will learn diving skills. Campers
will receive open-water scuba certification. Cost is $400
per session. Campers must bring lunch, mask, fins,

Fern Forest Nature Detectives: Fern Forest Nature
Center, 201 Lyons Rd. South in Coconut Creek. Runs

freshwater wetlands, swamps, prairie and hammocks.

Miami Museum of Science Summer Camp: Miami
Museum of Science, 3280 S. Miami Ave. in Miami. Runs

and sailing. Costs are $150 a week for members and $180
