Boaters paying to register their vessels in Broward
County will see part of those monies poured back into
local waters over the upcoming months.
The improvements will range from new signage in
Hollywood, to intialling lighting at aboat trailer parking
lot in George English Park in Fort Lauderdale
All totaled, more than $400,000 in grants i being
allocated to four municipalities and a county agency
thiuiigh Tan annual boating i.p.tolemnent grants
program, doled out by the Browvard MIarine Advi_'or)
Committee
Members oted in December to approve applications
submitted by Fort Lauderdale, Margate, Hollywood
Pompano Beach, Wilton Manors and the Broward
De pa rt nient of Natural Resource Protection.
The grants are restricted to marine facilities and
other r listed projects that have an impact on boating.
Applicants will receive the monies based on final
appr a I from the Broward County Commission.
The, commission will vote on each project separately

Cindy Corbett-Elder, a specialist with the county's
department of natural resource protection, said the

three new artificial reefs off Broward's coastline. *
The agency's artificial reef program is also getting
an additional $25,000 in state and federal monies, she
said.
The boating improvement grant is vital to the project.

Flying watercraft to land in upcoming Miami shows

Look! It's a plane. It's a boat. Well, actuallyit's both.
Find that hard to believe? Visitors can 'see for
themselves this month when two Flori4a-b.ased
companies display their flying boats at boat shows on
Miami Beach.
The vessels are made by Sankara Holdings Group in
Miami and Seair Group Inc. in Orlando. The firms are
the only known manufacturers in the United States that
are producing and selling such craft.
Sankara will have abooth at the Miami International
Boat Show running from Feb. 11 to 17 at the Miami Beach
Convention Center's outdoor patio. Seair will have one
of its vessels at the Brokerage Yacht Show on Collins
Avenue from Feb. 11 to 15. 0
The exhibition along Collins, which is not affiliated
with the Miami International Boat Show, will be Seair's
official boat show launch in South Florida, said Darren
Clark, director of marketing and sales for Seair.
Seair did display its product at the Fort Lauderdale
boat show last fall, but removed the vessel from the
market to make further improvements, Clark said.
The flying boats are based on a design that combines
an inflatable watercraft with an ultra-light plane. The
price tags range from $20,000 to $26,000.
The public seems fascinated by the flying boats.

The flying boats, which can reach heights up to 10,000
feet, do not require users to have a pilot's license.
Sankara's booth at the Miami Beach Convention Center
last year was a big hit with the media and consumers
alike, said Cathy Johnston, southern regional manager
for the National Marine Manufacturers Association,
producers of the Miami International Boat Show.
It wasri't the first time that a unique vessel was on
display. The Miami International Boat Show has had its
share of interesting craft at past exhibits, including a
combination motor home-boat and a hovercraft that
floats above the water on a cushion of air, Johnston said.
The models add an extra dimension to the event. "It
shows people'how diverse our industry can be," Johnston
said.

overdevelopment, is this area the right place for flying
boats?
Frank Herhold, executive director of the Marine
Industries Association of South Florida, says he doesn't
think so. ,
"I don't see it as ideal," he said. "There's too much
happening on the beaches and the waterways."
Florida Marine Patrol Capt. Mike Lamphear said he
doesn't have enough background on the flying boats to
render an opinion. His only comment was that, unlike
traditional boaters, flying boat users would have the
double duty of being responsible in the air and on the
water.
"The waters are becoming more congested every
day," he said. "No matter what craft people own, there
is an ever increasing need for people to be more cautious."
Seair vice president Stephen Weisman says his
company always stresses safety. He feels there's more
than enough room for the airborne vessels in South
Florida's boating scene.
The craft can be launched from any body of water,
so long as it's not in a no wake zone, he said.
"With more and more boats out there, this would
give people more freedom to get across the waterways,"
said Weisman, whose company was established 16
months ago.

I was growing
up, especially
whenever dad discussed buying boats. Of
course, it didn't stop him, but other boat
enthusiastsmayfind'that mom'ssentiment..
has merit. .
Certainly, few will dispute that boat
ou nership is an expensive proposition,
and those costs are noatjust in dollars. Such
ahQbbyot..eq~isample timelfor scrubbing
wing, sewing, and thegood ol' knuckle-
scraping needed to keep your boat in
good working order. You'd have to take
it out a greardeal(and have real fun with
it) in order to justify a11 that sacrifice in
time, wOip' arid money.
Also, consider how you plan to use
your boat One.that's well designed for
fishing isnf.al.ways the boat best suited
for diving; and the boat best suited for
"restaurant hopping'" onthe New River
may not be as comfortable for crossing
over to Bimini. Therefore, if you wish to
do mittiple forms of recreation on a boat,
you may have to make compromises in
design when you buy. ,
So, if you're not the type who looks at
recreational boating as your life's .true
avocation and/or you'd like to use the
boat at different times for multiple forms
of recreation, renting could be a practical
alternative to buying. a however, (yes,
there's always a "however") even as a
renter you still must consider your legal,
liabilities as they pertain to the rented
vessel.
While a relatively new practice for
recreational purposes, the renting of
vessels dates backalmost as far as maritime


commerce itself. The technical term for it
is "chartering." This is because in the
Middle Ages the contract agreement
between the vessel owner and the renter
was written together and then torn in
half, with each party getting one part.
This way it was assured that no changes
could be made to the agreement unless
both pieces were put back together. The
ancient name for this torn document was
the carta partita, hence the modern terms
"charter" and "charter party."
There are three types of charter
arrangements time charters, voyage
charters, and demise charters (also known
as a "bareboat"-charter).
A voyage charter is when the owner
takes responsibility for the captain and
crew, ,and -the vessel 'is hired to take
something or someone to a designated
location, like hiring a taxi or a delivery
service.
In a time charter, the owner remains
Responsible for the captain and crew, but
the vessel is hired for a certain length of
time. In addition, the renting party often
.determines the destinations the boat will'
.go to before it returns to its home port at
the designated hour. Chartering a fishing.
or diving boat with a captain for the
afternoon is a pretty good example of a
time charter,
In a demise or "bareboat" charter, the
renter becomes, in effect, the owner of the
boat.from the time he or she takes control
of the boat. If the vessel requires a captain
orcrew, theywillbehired under a separate
contract and the renter becomes liable for
damage to the vessel during the time of
the charter. Think of bareboat chartering.
as renting a car, except that your platinum
card won't pay for any collision damages.
In voyage and time charters, most
situations creating liability issues would
be the responsibility of.the vessel owners
and its crew. It should be noted though
that vessels can limit their liability a great
deal through contracts and tickets. So
before you board, it's a good idea to read
the contract carefully. And remember,
always save a copy or the ticket for your
records.

Meanwhile, they schooled their kids
themselves,' with a little help from an
aunt.
"The kids were four and seven in'85
when we left Fort Lauderdale," Pam Wall
says of Jamie and Samantha respectively.
"It took us six and-a-half years to sail
around the world."
While Samantha had already
attended primary school in Fort
Lauderdale, both Wall children learned
to read early on, and there were plenty of
opportunities to hone their reading skills
below deck while mom and dad were
navigating Kandarik to the next land point.
When the family landed in Tahiti,
Jamie and Samantha were enrolled in
what Pam Wall calls "real school" for a
year, where both kids learned a new
language: French.
A few months more of sailing after
departing Tahiti and the Walls landed in
New Zealand. A ga in, the kids attended
school for a year. Except when- they
departed' New Zealand and set sail for
Australia, the kids kept up with their
New Zealand teachings by way of New
Zealand correspondence courses.
The same correspondence courses
were also available after the Walls left
Andy Wall's native Australia. Besides
the home-tutoring on the high seas,
Samantha and Jamie continued their
formal school work through Australian
correspondence.
"It's called the School of Distance


.Now, Jamie is 18 and big sister
Samantha is 22. Both satisfied the local
school norms by graduating from high
school through the GED program,
although mom credits the worldly
experiences for teaching -her children
things the normal, average, every day
kid can't even begin to imagine in
traditional school.
"They have a huge advantage in
school because they are so far ahead of
their peers in worldliness, sociologically,
and in reading because they've done so
much more reading, than the average
student," says Pam Wall.
"And, they were able to get along
with their teachers because they had
always related to adults," she says.
Samantha is now a student at
Hillsdale College in the landlubber state
of Michigan. There isn't an ocean around,
but there are a couple of Great Lakes to
keep her from feeling too land-locked.
Jamie is in his first year of school at
Beaus Arts in the more worldly locale of
Toulouse, France. Jamie, according to
his mother, "is very artistically inclined,"
and Beaus Arts is one of the more noted
art schools in Europe.
Besides, dropping Jamie off at school
in France gave the family a good excuse
to sail across the Atlantic Ocean again.
Departing in June, 1997, aboard
Kandarik, the Walls took off for Europe
but not before stopping in Bermuda for
a few weeks,celebratingSa mantha's21st
birthday in the Azores, then .hitting
landfall in Bantree Bay, Ireland, by the
end of August. The family spent the next
month-and-half cruising the southern
coast of Ireland before it was time to
drop Jamie off at school in Toulouse:-
Samantha stayed on board and the
Walls continued on a trip that sounds
eerily reminiscent of another worldly
sailor, a guy known as Columbus. The
Walls cruised Spain, continued on to

Live-aboard lifestyle warrants support from municipalities, not criticism


To the Editor:
Mark Ercolin's Maritime Law column on legal
restrictions regarding the live-aboard lifestyle in the
January issue of the Waterfront News would have us
believe that such people are no better than the drain scum
from landlubber's sinks. Just because the City of Fort
Lauderdale has not seen fit to protect an endangered
species such as live-aboards, does not mean that other
cities have not made an honest attempt and have even
encouraged the practice. Halifax Harbor, Canada and
Daytona Beach are good examples.
The column also failed to note that many of the vessels
live-aboards call home are worth more than a good condo
on the beach. Live-aboards range from the young to

retired doctors. And what about the most famous of all
live-aboard: Noah!
Mr. Ercolin is right, dock space for live-aboards is
scarce in Fort Lauderdale. Maybe a support group should
be formed to improve these detestable conditions.
Throughout history, people who did not live in houses
were considered odd. Have weforgotten that our ancestors
lived in caves?

Sailor brought on his own troubles by keeping boat in poor condition


To the Editor:
Jeff Harrell's Speak Easy column in the December
issue of the Waterfront News, "A Sailor's Disappearing
Act," has apparently caused some controversy, judging by
the letter response in last month's issue. It is obvious that
everyone is not fully aware of the facts concerning the
condition of Mr. Archi's vessel.
Mr. Archi's boat would be classified as a derelict
vessel in any jurisdiction in the United States. I doubt there
was one solid timber in the boat; the deck was spongy,
cleats had pulled out, and the hull had large holes in it.
Mr. Archi was warned verbally numerous times and
twice in writing that his vessel had to be made presentable.
On each of these occasions he promised to fix up the boat
promptly, but little or no work was ever done and the boat
continued to deteriorate.
During that time, at least six boaters refused dockage
at our facility solely due to the condition of Mr. Archi's


boat. While preparing for.Hurricane Georges, most of our
tenants expressed concern that Mr. Archi's boat could
break loose and damage their $100,000-plus yachts.
We were also under a deadline to get all of our boats
on pump-outs or face fines of $100 a day for any boat on
our dock that was not in compliance. There was no holding
tank nor waste fitting on Mr. Archi's boat, even though all
of our tenants were given six months advance notice.
For one-and-a-half years, we did our best to
accommodate Mr. Archi. We were forced by his own
inaction to terminate his vessel's tenancy. Contrary to his
supporter's sentimentality, no reasonable person would
expect us to keep renting dock space to Mr. Archi.
I must agree with Mr. Harrell concerning two points
he made in his article: Thoroughly check out all boats and
tenants prior to renting out dock space, and the sooner
derelict vessels on the New River are removed, the better.

Root soup recipe offers quiet respite during Midwestern winter storm


To the Editor:.
Anyone who has an adventurous spirit and minimal
culinary skills -should try Mollie Katzen's root soup
recipe printed in Galley section of the January issue. Ten
roots probably never before combined make for an
unparalleled flavor. Do not omit the fresh horseradish-
garnish. All one needs to be able to do is turn on the stove


and chop-chop-chop.
I took the opportunity to try it on New Year's Day
while confined indoors by a big winter storm here in the
Midwest. What fun this soup was! Thanks for sharing
the recipe.

the marine advisory committee include:
*$100,000 to the city of Pompano Beach to replace
three existing boat ramps at Alsdorf Park.
*$20,000 to construct a restroom at Colohatchee
Park in Wilton Manors.
9$140,000 to install lighting, resurface boat ramps
and make other improvements at George English Park
in Fort Lauderdale.
*$17,200 to erect 15 environmental and regulatory
boating signs at South Lake, North Lake, the C-10
Canal and the entrance to West Lake in Hollywood.
$49,000 to construct a restroom, drinking fountain
and other improvements at the Margate Marina in
Margate.
*$60,000 to the City of Deerfield Beach for the
dredging of the Hillsboro Canal.
In some cities, grants do not cover the entire
project's cost. Many municipalities rely on funding
from other sources as well.
After approving this year's grant applications, the
marine advisory committee still has $552,860 left over.
The remaining $66,660 will be set aside for emergency
projects that might occur in the county .or in
municipalities. If that doesn't happen, any leftover
cash will be added to next year's pot, Fiore said.
The boating improvement grant program is now,
in its 25th year. Previously, all monies collected from
boater registration fees in Broward went directly to
the state, and the county would then have to send
separate applications on each project to Tallahassee
for review.
This year, the process was changed. The state now
gives the county all the monies it is due in one lump
sum, leaving Broward officials to dish out the funding


on their own.
"It's less paperwork, but the county now has to
insure that the monies are properly spent and each
project is completed," Fiore said. "Before, the state
would do all that legwork."
Fiore has no qualms about Broward taking on the
added responsibility. "We always inspected every
project anyway, so it's no big deal," he said.
The state distributes shares of the boating
registration fee monies to each county based on the
number of vessels registered. Counties only receive a
portion of the registration fees. Monies are also used for
marine law enforcement, manatee protection and other
projects.
Broward gets a large infusion of cash each year
because it is one of the top three counties in the state
with the highest number of registered boats.
At last count, 44,000 recreational boats are registered
here, Fiore said.
Broward officials have always been very generous
about distributing grants to cities. Since 1974, the county
has allocated $6.6 million.
Past monies have assisted in building every
municipal-run, public boat ramp and marina in the
county, he said.
But some counties in Florida don't operate the,
same way as Broward.. "They don't ,let. their
municipalities have access," Fiore said. "They've kept.
all the funds for, their own projects."
But that may be changing,, for Broward's
distribution methods are catching on in other parts of
the state.
"We are the model used by the state 'when they
receive inquires," Fiore said. "We've always distributed
our funds in a fair and equitable manner. Even the.
county has to submit an application. We don't take off
the top and let the cities fight for what's left over." ..

"The Saudis would like to use them as -second
dingys on their yachts," he said.
Sankara, which has been operating for 10 years, has
sold about 800 units worldwide.
Seaair, which was formerly based in Boca Raton,
gives test flights once a week near its 9,000-square-foot
manufacturing facility in Orlando.
"One man, who owns a chain of restaurants in


Michigan, flew in, took a test flight and gave us a check
for the amount in full," Weisman said.
The flying boats, which can reach heights of up to
10,000 feet, do not require users to have a pilot's license.
But owners must undergo 10 hours of flying time with
a certified instructor, Weisman said.
Weisman realizes that the flying boats aren't for
everyone.
"There are people who are very strict boaters and
those who are very strict flyers," he said. "They don't
like to combine the two. But there is a market for people
who enjoy both and that's who we are targeting."
