Florida-style parades to set sail

A favorite South Florida tradition returns this holiday
season as vessels of all sizes cruise up and down South
Florida's waterways, lighting up the night and spreading
good cheer.
Dozens of decorated boats will be participating in the
floating parades, which take place from northern
Miami-Dade to north Palm Beach counties.
It all kicks off on Nov. 28 in Dania, with the First
Annual Toys for Tots Offshore Boat Parade. The charity
run, to benefit Kids in Distress, will be the only event
taking place during daylight hours.
The final parade of the season is scheduled for New
Year's Eve, along Fort Lauderdale's New River.
As always, thousands of spectators are expected to
watch the events from land and aboard their own anchored
craft. Although few mishaps have plagued past parades,
police are again reminding people to be courteous,
cooperative, careful and to curb their drinking.
In case trouble does occur, marine patrol boats from
several law enforcement agencies will be on hand to
maintain control. Police. will be located at fixed stations
along each route to prevent spectator boats from slipping
in the processions.
Police are also asking captains of both spectator and
parade boats to be patient with the traffic jams that are


frequently caused by hundreds of vessels turning around at
'the same time as they head home.
Below is a chronological listing of upcoming parades
in Miami-Dade, Broward and Palm Beach counties. Because
of last minute changes that can occur, folks are advised to
call to check times, dates and locations before attendingthe
processions.
Parades taking place this year include:
First Annual Toys for Tots
Offshore Boat Parade
The Offshore Power Boat Racing Association is
sponsoring this newcomer to theboat parade season, which
also serves as a charity fund-raiser for Kids in Distress.
Unlike other processions throughout South Florida,
the association's parade will take place during daylight
hours, 10 a.m. to 6 p.m. on Saturday, Nov. 28.
Vessels will leave from Tugboat Annie's restaurant, at
815 NE Third St. in Dania. The boats will float southbound
on thelntracoastal Waterway, stopping at noon at Shooter's
restaurant in North Miami Beach and at 2:30 p.m. at
Sunday'son the Bay restaurant in Key Biscayne. Participants
will return to Tugboat Annie's at 6 p.m.
At each stop, there will be a buffet and discounted
drink specials.
Entry fees are $50 per boat and a requirement of one
toy from each person aboard the vessel. All registrants will

The New River Holiday Boat Parade in Fort
Lauderdale, which was cancelled last year because of
poor turnout, hasn't sunk yet.
The parade has gotten a new organizer, who plans to
give the small procession a big boost by moving the
event to Ne\N Year', Ee and giving it a Roaring '20s
theme.
Plans for the parade were expected'to be completed
by the end of Novem iber, said John Baker. who took over
for the Fort Lauderdale laycees, the group that had
organized the e\ent for nearly 10 \ears
The Jaycees were forced to call off the 1997 parade
after only si\ boater.s sent in entry fees. The procession
was to ha\e been held on Dec. 20.

House in Fort Lauderdale, was among the disappointed
spectators. He had set up several chairs outside his eatery
overlooking the New River last winter, in anticipation of
the annual floating procession.
"We had plenty of people here that night," he said.
"We sat down and waited and waited. We thought they
had gotten stuck up river. Finally, two hours later we
discovered there was going to be no parade."
After placing phone call to the Jaycees and learning
that the group may discontinue its future organizing
efforts, Baker offered to coordinate the project.
Baker intends to hold the parade on Dec. 31, on the
same night as a New Year's Eve festival at Bubier Park,
at 32E. Las Olas Blvd., Fort Lauderdale. People attending
the outdoor party will be able to watch the boats float by,
he said.
"There's going to be a lot of activity downtown," he
said. "I think the parade will add to the excitement."
The procession's theme will be "Roar in the '99."
Captains, their crews and passengers will be asked to
dress up as flappers, gangsters and other characters from
the Roaring '20s, he said.
There will also be a minimum requirement of 1,000
lights per vessel, he said.
The boats will follow a similar route as in past
parades. Vessels will set sail from the mouth of the river
and then travel west to the Marina Bay Resort, at 2175
State Road 84.
As of mid November, Baker was still finalizing
registration fees and a start time. Proceeds from the
parade will go toward placing decorative lighting along
the city's Riverwalk, he said.
Baker believes that the event has the potential to be
a big draw. "We've been getting a lot of response from
the public," he said. "We expect it to grow every year."

Six houses on display'

Imagine having hundreds of people walk through your
house. Several homeowners in Fort Lauderdale's Victoria
Park open their doors twice a year to the public, and they don't
mind the gawking crowds one bit.
The neighborhood holds the tours each winter and
spring, with the next one taking place Saturday and Sunday,
Dec. 5 and 6, 1-6 p.m. The route will feature seven houses,
many decked out with Christmas and Hanukkah displays.
Trolleys, travelling the area's streets throughout the day,
will pick up visitors at Virginia S. Young Elementary School,
at East Broward Boulevard and Northeast Ninth Avenue.
Everyone is invited to tour the homes at a comfortable pace.
The weekend will also include an art show at the east end
ofBroward Boulevard on the Karen Canal. About 17 exhibitors
and information booths by sponsoring businesses will be set
up, and recorded Christmas music will play in the background
while hot apple cider is served up to visitors.
At neighboring Annie Beck Park, city urban forester
Gene Dempsey will lead guided tours of the natural preserve.
The park was named in memory of Beck, a founding member
of the Fort Lauderdale Garden Club. The site has dozens of
flowering trees, Kelley said.
About 3,000 people are expected to take the holiday-
themed tour. Admission is $12 in advance, or$ 15 on tour day.
Proceeds will go toward sprucing up the community, said
Steve Kelley, newsletter publisherfor the Victoria Park Civic
Association.
In the past, proceeds have gone toward constructing
entry ways, planting trees and maintaining parks, Kelley said.
The spring and winter tours have attracted a lot of local
media coverage and will soon receive national attention as
well. The association has been contacted by the Travel
Channel, which wants to air December's holiday tour on its
cable network.
"It's a nice feather in our cap," Kelley said.
The association began conducting the home tours in
1991 as a means to raise funds for the neighborhood. They're
a natural for Victoria Park, where residents have worked hard
to preserve the area's unique character, Kelley said.
Victoria Park dates back to the 1920s and has been
declared a historic district. The neighborhood borders Federal

tickets and get picked up by trolley buses at
Virginia S. Young Elementary School.

Highway, runs east to the Middle River, and north from
Broward to Sunrise boulevards.
About 10,000 people live in the area. in some 3,000
residences, most single-family homes. About 35 face the
MiddleRiverand theKaren Canal. Although several waterfront
homes have been on display during past tours, none are
scheduled for this year's event.
Among the homes open to the public, especially notable


is the house owned by Greg Briche, a landscape designer, and
Craig Engel, an accountant.
The men spend about six hours each day maintaining the
quarter-acre property, which features birds, fish, iguanas and
exotic plants. Inside is a large aquarium and hand-painted
murals, Kelley said.
Another stop on the tour is the two-story residence owned
by Joe Knapp, a local florist. Knapp recently renovated and
landscaped the home, which he purchased last spring. Visitors
can expect to see many beautiful floral arrangements, wreaths
and garlands, said Cindy Eden, who heads the association's
home tour committee.
About 30 volunteers work year-round on the winter and
spring tours. It takes four months to set up each event, she said.
Committee members select the houses mostly from
referrals by neighbors. Since many of the residences are
small, Florida-style bungalows, they look for creative use. of
space when picking prospects, Eden said.
"We have such a tremendous artistic base here," she said.
"We have floral designers, interior decorators, landscape
designers. Many of the visitors who come, look for ideas to
use in their own homes. There's such an eclectic mix of styles.
There's something for every taste, from antique to modem."
Tickets for the Victoria Park Holiday Home Tour can be
purchased for $12 in advance from the association, or at Fort
Lauderdale Lincoln Mercury, at 12 E. Sunrise Blvd. in Fort
Lauderdale. Admission on the day of each tour is $15.

A sailor's disappearing act

holiday time.
Thoughts of
food, presents,
boat parades
and decoration
projects are
dancing in our
heads. And,
W it's likely that
$ $10, $20 and
$50 bills are
probably flying from our wallets.
Years back, my family decided to
get really festive for the Christmas
season. My mom and .I put up lights
everywhere. We even had special ones
that blinked at the sightseeing vessel,
the Jungle Queen, when it passed by.
We thought it was really neat until the
electric bill arrived in January, and it
was decided that a large light display
would not be part of our future holiday
traditions.
I offer here an important lesson for
boat owners, for holiday lighting can
prove more costly than anticipated. This
is true from a legal standpoint as well as
an economic one. Just take a look at
history.
Lighting has served as an important
tool of maritime navigation since
Alexander the Great first built a
lighthouse on the shores of Egypt nearly
2,400 years ago. Legend has it that it
gave off a light that could be seen clear
across to the European side of the
Mediterranean, and ships used it to get
their bearings.
Maritime commerce progressed
during the subsequent centuries while
vessels became more sophisticated and
shipping lanes more crowded. As a
result, the need for better lighting and
uniform controls in how that lighting

more critical. By the mid 1800s most
modem countries had established systems
of lighthouses and buoys on their coasts
and inland waterways.
Countries also began codifying rules
for lighting on board the vessels
themselves. This codification was
necessitated by a recognized need to help
prevent collisions on crowded waterways
at night and at times of limited visibility.
Today, most of the lighting
configurations used on vessels are
governed within the International
Regulations for Preventing Collisions at
Sea, known as the COLREGS, which
have been adopted by the United States.
The COLREGS require that vessels
display lights in specific colors and
configurations in order to convey its type
and size, as well as direction and nature
of its movement. With this information,
the master of another vessel knows what
type of action to take to avoid collisions.
So, what does all this have to do with
hanging holiday lights on your boat?
Well, let's say that you've decorated your
boat in lavish fashion for the holidays.
You've strung up blinking lights of every
color, design and pattern on every plank
above the waterline. And, of course,
you've included the obligatory
illuminated Grinches and Snoopys on
both the bow and the stern.
Night falls, and you proudly sail your
seasonal wonder down the Intracoastal,
where it just happens to collide with an
oncoming vessel.
"I couldn't tell whether that thing
was coming or going," reports the captain
of the other boat.
Unfortunately for our seasonally-
inspired boater, this is a pretty good
defense.
Basically, your lights, as festive as
they may be, could be confusing to other

was living
aboard his-boat
in a rental dock-
space along
Sailboat Bend's
north fork of
New River
when he was
told to get out.
-o eWith no
b place to go,
friends say Archi wound up spending a
few days at a Fort Lauderdale homeless
shelter before moving on, his whereabouts
a big question mark.
But this is hardly a sob story.
Up until his eviction, Archi like
everybody else- had problems, the most
obvious being the way he maintained his
boat. Friends. and neighbors agree that
although he's a nice enough guy, he
probably should rethink his future living
situation. since boat maintenance never
appeared to be one of his stronger suits.
William Nielsen, owner of the
property where Archi was docked, says
he repeatedly asked his tenant to fix the
boat up "for a year and a half." The final
verbal request was made Sept. 15.
On Oct. 1, Nielsen sent Archia letter
informing the live-aboard that he and his
boat had 30 days to vacate the dock.
So Archi left.
But the boat stayed.
According to friend Chuck Willard,
Archi spent a few days in the streets
before winding-up at the Salvation Army
wher6 he stayed "for a'couple .of days."
Meanwhile, back at the vacant boat, the
lines tying the boat to the dock broke, and
the boat drifted into the middle of the
river.
Willard doesn't specify who went
out into the middle of the river and pulled
the boat back to the bank.
"I don't know," Nielsen says simply.

says.
"Then," he adds, "the boat sank."
For natural beauty, Sailboat Bend

So imagine the'sight of a sunken
boat heap that looks like a Dumpster
sticking out of the New River.
"Every sunken boat is an eyesore,"
says Hermann Feenstra, who lives in
the 1500 block of Argyl Drive, directly
across from Archi's sunken boat.
"I'm not surprised it sunk," Feenstra
adds. "It's a very old boat. He had two
old junks, and they were just the awfulest
sights."
According to Nielsen: "It's not the
first boat he had sink," "He had another
- I knew of one. People who had
known him said that he had had more
than one."
Chances are, that whatever happens
to be left of Archi's possessions still
remain sunken with the boat. "There's
probably some salvageable stuff on
there for anybody interested along those
lines," Nielsen says, adding that he has
"no knowledge whatsoever" of salvage
rights along the New River.
Archi himself could always return
to the boat to salvage any valuable
personal possessions. He was evicted
because he wasn't keeping aclean boat,
and not because he wasn't pa ing his
rent.
"My take on it, is that they had
another boat coming that looked better
and paid more," says Willard.
Good. The New River deserves
something, that looks better than a
sunken trailer park.

Regarding the story in the October issue of the
Waterfront News on commercial fishing, "State ban
leaves fishermen feeling trapped years later:" You are
showing the reduction in harvest of the commercial
industry that was raping the fish to begin with. But you
haven't shown the increase in the harvest of the sports
and benefits to recreational fishermen.
You also haven't reported on some of the tactics the
commercial fishing industry has resorted to. According

one solid way to accurately predict how a tenant will
work out in the future. Pre-screen applicants more closely,

instance, poachers have dumped snook carcasses on the
doorstep of the U.S. Post Office on Pine Island, have
hung snook carcasses on navigational markers, and
nailed baby tarpon to telephone poles.
We should feel sorry for these people? I think not.
Laws and rules have never prevented them from over-
harvesting the fishery, and they are still doing it now.

entertainment and a fireworks display.

Third Annual Holiday
Boat Parade of the Palm Beaches
Decorated boats will be setting sail on Saturday, Dec. 5,
at 6 p.m. Vessels will leave Peanut Island and proceed along
Singer Island, north through Lake Worth and past Munyon
Island. Participants will then head up the Intracoastal
Waterway, past PGA Boulevard and Donald Ross Road.
The parade will end at Jonathon's Landin'g.
Last year, there were 31 entries. This year, about 40
vessels are expected, according to organizers at the Marine
Industries Association of Palm Beach County.
Entry fees are $25 for individual boaters. Corporate
entries pay $250. The fee includes tickets to the awards

Winterfest Boat Parade
The biggest floating holiday boat parade of the season
will be held on Saturday, Dec. 12 at 6:30 p.m.
The 27th annual procession, officially named the 1998
BellSouth Winterfest Boat Parade Presented by Nokia, will
set sail to the theme "Holiday Theater of the Sea." The grand
marshall will be actress Ann Jillian.
Last year's parade had 94 entries. Boaters this year will
again follow the same route, from Port Everglades north in
Fort Lauderdale to Lake Santa Barbara in Pompano Beach.
Entry fees are $25 for private vessels and $250 for non-
profit craft. Commerical boats will be charged $500 to
$1,500, depending on boat length. Registration deadline is
Tuesday, Dec. 1.
A mandatory skipper's meeting will take place on
Monday, Dec. 7, 6 p.m. at Bass Pro Shops in Dania.
Spectator boats are invited to anchor anywhere along the
route, except in front of the viewing bleachers or marinas.
Boaters should remember to arrive early. Police will be
shutting down the waterway to all traffic at 5:20 p.m.
On land, reserved seating is available at the Banana Boat
Grandstand in Hugh Taylor Birch State Recreation Area,
3109 E. Sunrise Blvd. in Fort Lauderdale. Tickets are $17 for
adults and $12 for kids ages 10 and younger.

Pompano uses 'Splender of the Seas' theme

Earnhardt's NASCAR show car, arts and crafts and live
entertainment provided by KISS County 99.9 FM. There
will also be appearances by Obie, the King Orange Mascot,
and Hosty, the Super Bowl mascot.
No parking will be allowed at Hugh Birch. Instead,
motorists should go to Holiday Park at East Sunrise
Boulevard and North Federal Highway. Shuttle buses will
be available before and after the parade. The cost is $1.50
each way.
Spectators can also ride aboard the official Winterfest
boat. Tickets are $125 per person.
Shoreline Decoration Competition
In conjunction with the parade, the Winterfest
committee will also be sponsoring its 21st Annual
Reflections on the Water Shoreline Decorating
Competition, sponsored by Norwest Mortgage and First
American Title Insurance Company.
Entry is free and open to all residences and businesses
along the Intracoastal. Registration deadline is Monday,


Dec. 7. Judging will be held on Wednesday, Dec. 9, from
6 to 10 p.m.
Prizes will be given out in six categories private

and apartments; high rise condominiums and apartments;
restaurants and nightclubs; and marine and commercial
establishments.

Pompano Beach Holiday Boat Parade
"Splendor of the Seas" will be the theme of this year's
procession, which takes place Sunday, Dec. 13, 6:30 p.m.
The 36th annual parade is sponsored by the Greater
Pompano Beach Chamber of Commerce. It is billed as the
oldest floating review of its kind in the United States.
Last year, the parade attracted about 80 entries. There
is no charge to enter. Boaters will compete for cash prizes
in nine categories. There will be two winners in each
division, one for craft over 30 feet long and another for
vessels less than 30 feet. Awards are being underwritten by
the Marine Industries Association of South Florida.

Newcomers join upcoming December holiday parade line-up


PARADES FROM P. 11
Registration deadline is Wednesday, Dec. 9, the same
day as a mandatory captain's meeting and party, at 6 p.m.
inside the Fraternal Order of Police Club 23, 306 NE First
St., Pompano Beach.
All entries will follow the traditional route, from Lake
Santa Barbara north to the Hillsboro Inlet Bridge. Grand
marshall will be Tom Hall, owner of the Helen S
International, a charter boat operation in Pompano Beach.
For the past 25 years, Hall has been instrumental in helping
organize the parade and teaching people how to decorate
their boats.
Spectator boats can anchor in Lake Santa Barbara,
provided they keep a safe distance from the parade. There
is also room in the Hillsboro Inlet.
Spectators can also book passage aboard the parade's
lead boat, Interlude V, an 80-foot party yacht. Tickets are
$75 per person. Cost includes a buffet-style dinner, open
premium bar, music and dancing.

Boynton-Delray Beach
Holiday Boat Parade
Now in its 27th year, the procession begins Friday,
Dec. 18 at 6:30 p.m.
Last year's parade drew about 30 boats. Vessels in the
1998 procession will again be leaving the starting point
south of Mile Marker46,just west of the Boynton Inlet. The
route will then progress south, ending at the C-15 Canal.
There is no charge to enter. Pre-registration is required.
Awards will be presented to the best decorated boats.-

Aventura Second Annual Boat Parade
"Light Up the Night ... Aventura Style" will be the
theme of this year's held Saturday, Dec. 19 at 6:30 p.m.
The route will proceed from the Waterways Marina, at

the Intracoastal Waterway to Little and Big Maule lakes.
There is no charge to participate, butpre-registration is
required. Deadline is Monday, Dec. 14. Awards will be
given for best use of lights, best use of sound and best
overall. Vessels will be divided into separate categories,
according to size.

Too few entries marred past parades

Lauderdale Jaycees, hopes Baker's efforts
are successful.
The procession has suffered from a
steady decline in attendance. At its peak,
the parade consisted of 39 decorated
boats. Last year, the group got 26 inquires
but received entry fees from only six
boaters. It was the final straw in the
organization's decision to scrap any
future events.
"What can I say," Bowen said. "You
can't make people participate. We
decided that if there'waksit' enough
interest, we weren't going to do it."
The New River Holiday Boat
Parade's demise was due to several
factors, Bowen said.
One was the lack of media coverage.
"We never got any press," he said. "The
papers and TV stations cover the big
parades, but not the smaller ones like
ours."
Boaters also took down their
decorations after Winterfest and the
Pompano Beach holiday boat parades,
held one night apart in mid-December.
When it came time for the Jaycees'
event, traditionally the last boat parade
of the season, many vessel owners didn't
want to re-decorate, he said.


Proceeds from the Jaycees' parade
went for holiday food baskets, which the
group delivers to needy people. Not
having the procession doesn't affect their
fund-raising efforts, he said.
"After expenses, the parade didn't
really make that much money for us
anyway," he said. "We'll just concentrate
on other activities-to get the food and
money."
The group will be collecting cash
donations and non-perishable items for
this year's holiday basket drive outside
Wihn-Dixie and Publix supermarkets, in
the 3200 and 3500 blocks of Davie
Boulevard, Fort Lauderdale. Members
will be stationed outside the stores through
Dec. 13.
Just because the Jaycees aren't
involved in this year's floating holiday
review, doesn't mean they have
abandoned the project forever, Bowen
said.
"If push came to shove, we might
take it over for 1999," he said. "But only
if no one else tries to do something
similar."
