A long-awaited face lift for the Hillsboro
Inlet Lighthouse is finally getting underway.
The U.S. Coast Guard, which has
jurisdiction over the property, is spending
around $140,000 to repair the structure's
Fresnel lens and make other renovations. The
agency has hired contracting company from
Jacksonville to make the needed repairs.
Crews were scheduled to begin work in
late September. The job should take two
months, said U.S. Coast Guard Chief Petty
Officer Dennis D'.er .;.-.. -
In addition to putting the lens back in
service,, renovations will, include replacing
electrical wiring, slapping a fresh coat of
white paint on the bottom half of the structure
and restoring the curved, diamond-shaped
glass panels in the lantern room, De\ er said.
The project is good news to the H i I sboro
Lighthouse Preservation Society, anon-profit
organization formed last year to save the
structure.
"It's so wonderful," said Harry Cushing,
the group's president. "The Coast Guard is
going beyond what we expected. We're
delighted they had a change of heart."
Indeed, the agency has come along ways
from their original stance.
Initially, the Coast Guard wanted to
donate the 3,600-pound lens to a museum.
But when Cushing got wind of their plans, he
couldn't bear the thought of losing the


lighthouse's crown jewel, which had stopped
rotating in 1991 after 85 years of service.
Cushing and David Butler, past president
of the Pompano Beach Historical Society,
started a campaign to restore the lens and
open the structure, a cherished local landmark
and the only lighthouse in Broward County,
to visitors. His efforts led to the formation of
the preservation.society, which now has more
than 100 members.
If it weren't for public support for the
project, renovations probably wouldn't be
taking place, Dever said.
Usually, it's the agency's policy to give
such lenses to a museum and replace them
with rotating beacons that require less
fijinenince -
The Hillsboro lens was headed to the
Museum of Discovery and Science in Fort
Lauderdale until the society intervened, he
said.
"The Coast Guard's mind-set is like any
government agency, we do what the public
demands," Dever said. "This is a good
example of grass roots action."
Hillsboro's Fresnel lens is a rare and
valuable piece of history, said Cushing, a
Pompano Beach merchant whoownsNautical
Treasures on East Atlantic Boulevard.
It's also a life-saving beacon for boaters,
he said.
The 147-foot-tall structure was built by
the Coast Guard in 1907. Its Fresnel lens can
project a beam of light so powerful that it
extends 28 miles beyond the curvature of the
earth.

Rowdy behavior still blamed on Columbus Day Regatta

The Columbus Day Regatta will again return to its
traditional anchoring site at Biscayne National Park in
south Miami-Dade County, but for how much longer
still remains to be seen.
Organizers and park officials agree that the race,
now in its 44th year, has been saddled with an undeserved
reputation for raunchy behavior. Most of the blame lies
with spectators, who "they fault with littering, heavy
drinking, speeding and other abuses.
Although the partying has subsided substantially,
because of past incidents the regatta must pay a fee to use
the park. The money goes toward the cost of having
increased law enforcement, said Sid Doren, race
chairman.
Doren thinks the annual fee is unfair. "We're basically
picking up the tab for the riffraff who come down and
cause all the problems,".he said...
The costs hlave;forced regatta officials to increase
registration fees. Participants in this year's regatta-are
charged $60 if they sign up before Sept. 27. After that
date, the cost rises. to $75. .
Last year's entry as $45 and $65, depending on
when people signed up.
"It's affecting the races' future," Doren said. "If the


park fees continue to rise, so will the entry fees."
Wayne Elliott, chief ranger at Biscayne National
- Park, said the fees are justified. Federal guidelines require
sporting events to obtain permits and pay for the costs of
having rangers administer the event, he said.
The regatta does draw a crowd of people who cause
us to put more recourses in the field, he said.
"It was always assumed that the holiday weekend
was what drew boaters to the park," Elliott said. "But
when the regatta held their race on the weekend prior to
Columbus Day last year, it still attracted a large number
of spectator boats."
"We need help from the regatta committee to show
everyone that the race is separate from the party
atmosphere," Elliott said. "If we take the race's 200 to
300 sailboats out of the melee, it might not make the park
that appealing to spectators."
Sponsorship by the Merrill-Stevens Dry; Dock
Company in Miami has helped keep entry fees for 1997
and 1998 from being raised any higher, Doren said.
Although Doren wouldn't reveal the dollar amount
that the race is being asked to pay this year, he did say the
park wants to charge them twice what they paid in 1997.
Regatta organizers are negotiating to bring the cost down -
in time for the race's start, he said.
The two-day regatta will kickoff Oct. 10 at 9 a.m.,
from the Dinner Key channel area in Biscayne Bay. A

course will be marked according to weather conditions.
Participants will sail to Biscayne National Park,
where they will have the option of anchoring overnight.
The race will resume at 10 a.m. on Oct. 11, when boaters
will return to the starting point.
Organizers are expecting 300-400 entries in 19
classes for this year's event. The race is only open to,
sailing vessels. Powerboats are not allowed.
Inside the park, a special anchoring area will be set
up south of Elliott Key Harbor. The site, which will be
marked by buoys, will be restricted to regatta participants
and support vessels. It will be patrolled by park rangers
and other law enforcement agencies.
Rangers will also enforce restrictions on the use of
personal watercraft in certain areas during the regatta's
stay. In addition, the park is requiring that rafts be
limited to five.
A distance of 75 feet must be maintained between
anchored rafts and vessels to allow for easy navigation of

to the fact that junk mail and junk phone
calls (otherwise known as unsolicited
advertising) will keep a person's name
alive for many years afterthey've passed
over to the other side. My grandmother,
who died 12 years ago, is still getting
letters offering information on annuities.
(Considering that she'd be well over 97
years old now, the policy must have a
very interesting pay-off schedule).
While junk mail and junk phone
calls are hardly a concern exclusive to
boat owners and people in the maritime
industry, we do get a decent "mother
load" share of the stuff. Why? Well,
actually, we ask for it!
First, when you own a boat that's
registered in Florida or documented with
the Coast Guard, it's a matter of public
record. In the eyes of salesmen, a boat
owner is a unique and very desirable
potential customer because it's likely
that he or she has disposable income.
Some companies look up boat records
solely to interest such ,people inr their
merchandise.
Next, boat owners and people in the
maritime industry tend to gravitate
toward nautical events such as boat
shows. They're also likely to join
organizations, some of which have
membership lists made public to other
members and to companies with a
product to sell.
In the case of boat shows, it's quite


likely that every time you write down
your name, address and phone number
for the purposes of winning a brand new
yacht (or a food processor), the
information will go into a contact list for
motives other than announcing prize
winnings.
Don't get me wrong. Actually, junk
mail can be rather fun and informative.
Often, you can learn about new products
and developments that might genuinely
prove useful. The fact that your tax dollars
might have to pay for your mail carrier's
next hernia operation hopefully isn't a
major concern. However, some folks may
deem certain pieces of junk mail
inappropriate for family members (reports
from Ken Starr might be an example).
Unsolicited phone calls can also be
troubling. True, -some of these calls come
from people you might wish to remain in
contact with. However, very often, junk
phone calls tend to come at inappropriate
moments, tying up your phone lines and
time, and they can prove very intrusive.
So thequestion is, how do you achieve
a balance between the junk mail and calls
that might be "desirable" and those that
aren't? In the extreme, you can contact
the post office and make arrangements
not to receive junk mail, which normally
is delivered third class. The tradeoff is
that you'll sometimes lose out on certain
materials you might actually want.
As for phone calls, you can contact
your local phone company and have
certain types of calls prevented from
ringing through to your line, such as calls
that-don't give off a "Caller I.D." signal
(a common ploy used in phone sales).
Unfortunately, the last time I checked,
the phone company charged extra fees
for such services.
Outside of extremes, the best way to
limit your intake of "junk" is to act as you
would when dealing with any maritime
situation- with prudence and discretion.

In June of lastyear Rector was off the
coast of PanamaCity videotaping boaters
as they illegally fed wild dolphins. The
dolphins swam up to the many boats in
search of edible handouts.
Meanwhile, water bikes zipped
around the heavily populated area,
chasing dolphins and nearly hitting them.
Larger boats nearly rammed other craft,
or left rough enough wakes to cause
stationary boats to wander into the paths
of water bikers.
What's notable here is that theFlorida
Marine Patrol officers cruising the area
appeared oblivious to the countless laws
being ignored right before their passing
eyes.
Rector's video just might be a classic
case in point.
Reviewing the results of a survey
handed out earlier this year to Florida
Marine Patrol officers throughout the
state, it just might be that the water cops
don't care about what boaters do. .-
Now, normally, I don't read too rhtuch -
into surveys. Too many of them poll too
few people. But in the survey conducted
by the Florida Police. Benevolent
Association (FPBA), 255 PBA-member
officers and supervisors were asked for
their feelings on such internal affairs as
salary, promotional opportunities,
superiors and overall morale.
According to this survey, over 57


percent of the officers and supervisors
within the Department of Environmental
Protection (DEP), departmental
facilitators of the Florida Marine Patrol,
expressed their views. The answers were
polled anonymously so that the FPBA
could receive an honest analysis without
the respondents fearing that they would
lose their jobs.
Granted, nobody in any poll is likely
to admit that they make enough money.
So it was no surprise to read that 92.5
percent of the respondents believe their
salaries are poor.,
But .when, you, put together more
pertinentissues thathave been festering
Within the Florida Marine Patrol ranks,
a huge problem rises to the surface.
On management: 8-4.9 percent feel
that "quality management"efforts within
the department ha\e not improved
management. Sa) 75.3 percent, the
secretary of the DEP does not look out
for the best interests of the employees.
Another 75.3 percent feel that rules and
regulations within the DEP are not
applied equally, while another 72.6
percent say that leadership provided by
the DEP's hierarchy is poor.
I could go on about the 72.6 percent
who believe that DEP Director H.M.
"Mickey" Watson' doesn't provide
ample communication with field
officers, or the 72 percent who don't
believe they can file a grievance without
fears of repercussion from upper
management, but why nitpick when 82.9
percent of the officers polled say that

more likely that lawbreaking boaters
will escape detection before a Florida
Marine Patrol officer will.write out a
citation.

Consideration should be given to safety


To the Editor:
I am somewhat against more rules restricting our
personal freedom, yet from what I've seen locally here in
Indiana and also in Florida, such measures such as boat
licensing may be called for. Maybe boaters should be
required to take a safety/operations course before getting
that license.
A couple of years ago here in Indianapolis, a family
was out on the White River on their pontoon boat
observing the proper "rules of the road" when a young
person in a personal watercraft that was out of control ran
across their boat. Six people were killed.
Who or what was at fault? The people on the pontoon

boat, the young person operating the personal watercraft
or the restricted conditions of this particular area of the
White River? Perhaps if the personal watercraft had
been banned on the White River, six people would still
be alive.
Perhaps better regulation is called for. I for one don't
know. I only know I find personal watercraft annoying.

By comparison, the beacon that has replaced the lens
extends 16 miles, although some people have measured it to
be only between eight and 10.
Once the lens is back in working order, the Coast Guard
will take the existing beacon and possibly put it in another
lighthouse or on a tall building, Dever said.
In restoring the lens, the Coast Guard will operate the
beam in a safer manner.
The lens originally revolved in a tub that contained
about 400 pounds of mercury. Workers removed the
poisonous, metallic element three years ago because the
vapors were a health hazard, the agency said. The lens will
now rotate using a custom-made bearing, Dever said.
If the restoration efforts adhere to schedule, the work
will be done in time for the preservation society's next major
event on Oct. 31 at the Hillsboro Club. The group plans to
have speakers and tours of the lighthouse. But the gathering
is open to members only.
Newcomers can sign up with the group in advance or on
the day of the meeting. The cost for a yearly membership is
$25 for an individual, $35 for a family or $50 for businesses,
Cushing said.
Once restored, Cushing believes that the lighthouse can
be an economic boon to the area. "There are people who
travel all the world visiting lighthouses," he said. "St.
Augustine and Ponce Inlet has a thriving tourist trade. Those
same people who come to see the lighthouses there also
spend their money in restaurants and hotels."
The society is trying to gain local support to place a
visitors center and museum on the piece of land that sits

Inlet, just east of the Hillsboro bridge.
The site, called the Yardarm property, is owned by the
city of Pompano Beach. The society wants to convince city
commissioners to let them build the center there and also
have a water taxi service that will carry visitors to the
lighthouse.
Pompano Beach City Commissioner Kay McGinn said
she would support building a visitors center there. "It's a
wonderful idea for the locals and tourists," she said. "Plus,
it's putting the land to good use."

at five sites including the Bahia Mar Yachting Center, the
Greater Fort Lauderdale/Broward County Convention
Center (pictured above), Pier 66 Marina, Marriott Portside

Florida fishing at a glai
Florida's commercial fishing industry a $180
million industry in the 1990s and a rugged, pioneering
subculture in its own right has undergone massive
change in the three years since state voters approved a
ban on large fishing nets that used to harvest millions of
pounds of near-shore fish. Here is a look at what has
happened to five different species of marine life.
Figures show the difference between average of
years 1991-94, before net ban, and 1996, the first full
year after net ban took effect.
*Dolphin: A widely marketed delicacy, often sold
under the Hawaiian name Mahi-mahi to avoid confusion
with the mammal of the same name. Generally caught
with hook and line
Change in the harvest since net ban: Up 22 percent
in the Gulf, down 13 percent in the Atlantic.
