deepened up to 25 feet

Waterfront News Writer
Ray McAllister has been waiting for years for a
dredging project that could deepen the Hillsboro Inlet by
up to 25 feet. Now, he may finally be closer than ever to
getting his wish.
The Hillsboro Inlet District, of which McAllister is a
commissioner, is just months away from receiving a
report from the U.S. Army Corps of Engineers that will
determine whether the project receives a permit and any
funding. The report is due out this fall, probably in
November. .
"We feel closer than ever to getting the work started,"
McAllister said. "We have high hopes for next year."
McAllister estimates the dredging will begin in 1999,
either before April or after September, as it can't be done
in the spring and summer months because of turtle
nesting season. Once underway, the actual work should

take a month to complete, he said.
The deepening of the channel has been discussed
since 1993. Proponents say the work needs to be done
because the channel, which sits between Pompano Beach
and Hillsboro Beach, is difficult to navigate.
"It is an inlet where you are best advised to have local
knowledge," said Frank Herhold, executive director of
the Marine Industries Association of South Florida.
If deepened, more boaters would use Hillsboro, and
as a result, traffic at Port Everglades would ease up,
Herhold said.
Getting approval from the U.S. Army Corps of
Engineers will be the final step in the permitting process.

Proposed dredging to aid boaters in navigating Hillsboro Inlet

and county, said Frank Rysavy, district chairman.
But the project's cost and funding are still up in the
air. The district was recently awarded $1.66 million from
the state. Commissioners are also seeking additional
monies from several other agencies, including the Florida
Inland Navigation District, he said.
Also undetermined is how deep the channel will be.
Currently, the inlet's controlling depth has been seven
feet or more for the past three years, McAllister said.
The district says the new depth should be 15 to 20
feet. The Corps of Engineers wants 25, he said.
The district prefers their numbers because the project
would be less costly. "There's no reason in the near
future to bring in the Queen Mary," McAllister said. "We
do not anticipate ships drawing 20 to 25-foot drafts, or
even 15 feet."

depth is because there would be more sand storage in the
event of a winter storm, he said.
"If the sand piles up in the inlet, it can cause damage
to boats," McAllister said. "We calculated that 15 to 20
feet would be adequate for storage so that the vessels do
not hit bottom after a big storm before our dredge could
come in and clean it out."
Whatever depth is decided, supporters say the work
will be a welcome change.
"It's way overdue," said Wesley Mitchell,
dockmaster at the Lighthouse Point Marina. "It's going


to improve navigation and make the channel a lot safer."
In its present state, any boat that draws less than four
to five feet of water can navigate the inlet safely. The
deepening would give significantly greater clearance to
larger vessels, Rysavy said.
In addition to dredging, the district wants to straighten
the inlet by cutting off a small piece about eight-
tenths of an acre from an old, sand-blasted rock reef.
The edge of the reef forces boaters to veer left.
Markers are in place warning them to make the turn. But
some boaters don't follow or understand the guideposts,
causing their vessels to strike the rocks.
By removing the piece that juts out, boaters would
then be able to go straight. It will hopefully reduce the
number of groundings, McAllister said.
It is unknown whether the straightening will take
place: The project will depend on how much funding is
received, he said.

Davie fish farm hooks local customers with tasty product

After a hard day of harvesting fish under a blazing
sun, you'd expect the scaly creatures to be the last thing
that Bart Baca would want to see on his plate when
dinner time rolls around.
Well, think again. At the tilapia farm which Baca
oversees, he has found many different ways to cook up
his crop.
"I eat it two to three times a week," he said.
Other folks also seem to enjoy the tilapia, buying up
an average of 300 pounds per day at $2 a pound.
The farm, a former wastewater treatment plant in
Davie, is run jointly by the town and Nova Southeastern
University. It is known as the Davie Aquaculture
Research Center.
Davie officials provide the funding. Their investment
covered refurbishing the plant. They also pay six Nova
students $10 an hour to work there.
Lately, business at the farm has gotten even better
because fires in central Florida have adversely affected
fish harvesters in that neck of the woods.
"We've been getting a lot of business from that
area," said Baca, director of the center and a professor at
Nova. "Because of the demand, we're catching fish
'round the clock."
The facility is only allowed to deal with seafood
brokers. They, in turn, sell the tilapia to markets and
restaurants.

of practice as

Guard or Navy after serving their time
as attorneys in JAG (by the way, the TV
series is fun, but not really accurate).
These folks are usually already
familiar with many of the issues in
maritime law, so they continue in that
area of practice when they leave the
service. Some attorneys stumble into
the field after a few years of practice in
another area. And, then there are others
who worked in the maritime industry or
had family in the maritime universe
long before. they ever thought about
becoming lawyers. Basically, I come
from that last category.
As the man from Margaritaville
would put it, I am literally, "the son of
a son of a sailor." Bpth my grandfather
and my father were career officers in
the U.S. Coast Guard. Ironically, both
talked me out of following the same
path on the grounds that "the service
isn't what it used to be...",
Still, between them and a few
cousins who didn't make a career out of
it, there was a 60-year period when
somewhere, someone named Ercolin
served in the Coast Guard. Meanwhile,
I grewiup with a strong familiarity and
appreciation for all things maritime.
Unlike many in the Coast Guard,
dad did not remain categorized to a
single area during his career. He served
on both "white cutters" and buoy
tenders. After interrupting his service

to attend college -and teach elementary
school, he returned to the Guard and did
a stint working on boating safety standards
in Washington.
During the 1970s dad actively
participated in the present reworking of
the "Rules of the Road" which any good
mariner should be familiar with. (You do
know them, right?) Part of this process
required him to constantly refer back to
the older rules. He knew so much that it
took him two tries to get his civilian
captain's license after retirement because
he kept remembering the wrong group of
rules during his first attempt at the test.
His fellow "Coasties" used to razz him
about that. Needless to say, he made sure
that when my time came, I passed the
captain's exam on the first try.
The Coast Guard is a service that has
many responsibilities. Those
responsibilities include boating safety
(which includes safety design), aids to
navigation, search and rescue operations,
the general safety of the coastline, vessel
documentation, and customs enforcement
(including the prevention of drug
smuggling). Dad was part of all of this.
The Coast Guard takes on this work
on the national level with fewer personnel
than the New York Police Department.
With such a small group, those like my
father, who made a career of the Guard,
end up with an extremely diverse
background in maritime skills and
information. I am fortunate that part of
that legacy was shared with me.
.. Dad retired from the Coast Guard
after servirIg as executive officer of the
local base at John U. Lloyd State Park in
Hollywood. More than .50 years earlier,
my' grandfather was just beginning his
career in the Coast Guard- at the Fort
Lauderdale base that was then located at
Bahia Mar. And in, the 1920s my
grandfather was chasing "rum runners."
In the '70s and '80s my dad was chasing
"drug runners." It could be said that the

water, ocean-access waterfront homes
when the only water in sight is dripping
out of a backyard hose. ,
Plantation Isles residents are gonna
need all the luck they can get. Just look
east, across Broward County, to
Lighthouse Point.
For 12 years, 15 individual
homeowners on Northeast 53rd Court
have complained that the ditch in their
backyards is eroding their properties. The
ditch, which used to facilitate drainage
runoff from the Everglades before it was
sealed off from theIntracoastal Waterway'

the ditch Lighthouse Point, Deerfield
Beach, Broward County or the state -
so they referred to the brain trust in
Tallahassee, reasoning that since the ditch
had facilitated runoff fromtheEverglades
and that it was filled with
environmentally-protected mangroves, it
must be the state's responsibility.
The state apparently had more
pressing matters than a backyard ditch in
a town so small the state couldn't even
find it on its own map, so they kicked it
back into the county's lap.
And, boy, did the county ever pass
the buck back to the city. In 1992,
Broward County filed legal papers
abandoning the ditch. But it wasn't until
last year when Lighthouse Point officials
discovered that the county had legally
ducked out of the whole mess nearly five
years prior without telling a soul.
In 1994, Deerfield Beach took
matters into their own hands and built a
gabion wall on the Deerfield side of the
ditch. Those homeowners -haven't
experienced as much as; a nibble of
erosion since.
Yet, to this day, theditch continues
to eat the bare Lighthouse Point side
alive. One homeowner estimates losing
as much as 20 feet of property.
As for who is responsible for the
ditch, attorney and State Rep. John
Rayson, D-Pompano Beach, took on the
homeowner's case and, so far anyway,
has successfully lobbied the city and the
-county, to share the cost of building a

maintenance costs after the.wall is put

described the same way as folks did the Coast Guard -

dredging and cleaning of finger canals becomes such an
easy buck for the bureaucrat to pass off. Not only is it easy,
it's generally kept secret, too.
So, Plantation Isles residents, patch up your own sea
walls. The more who do, the better the chances of a
collective effort improving the situation.
And, next time you vote, punch the hole of the first
bureaucrat who says the canals need to be cleaned and
dredged.

Profits from popular fish species predicted to tip the scales

But that doesn't mean the general public can't grow
their own. Since starting the business last year, Baca has
been offering baby tilapia for 10 cents apiece and holds
activities designed to promote the joys of backyard fish
farming.
Workshops for adults will be held 9 a.m. to 4 p.m. on
Sept. 18 and Oct. 9 at the Nova Southeastern University
Oceanographic Center, located inside John U. Lloyd
State Recreation Area in Hollywood. Cost is $40 a person
and includes lunch.
The workshop and workday sessions will be
conducted by Baca.
Work days for youth ages 10 to 17 will be held 9-11
a.m. on Aug. 1, 15 and 29 at the farm, on Southwest 37th
Street, just off Davie Road. The event is free. Kids will
spend the morning watching films on aquaculture, taking
tours and have the opportunity to catch fish out of the
facility's tanks. Everyone will be treated to a pizza lunch
and get a few tilapia on ice to take back home.
Todd Shuskey, a Davie resident who is completing
his masters degree in marine environmental science, is at
the farm five to six days.
"It's very good hands-on learning," he said.
Shuskey and his fellow students spend most of their
time catching the fish. All totaled, there are about 40,000
tilapia on the premises. They are kept in eight tanks that
rise 15 feet above ground level. Each container is 13 feet
deep and covered with netting to keep out hungry birds.
The water is kept green so the inhabitants can feed on
plankton.
The breed can grow to weight between 1.25 and 1.5
pounds. A large adult female in captivity can produce up
to 1,000 offspring every 30 to 45 days during the summer
months, Baca said.
Since his employment at the farm, Shuskey, 23, has
discovered that the tilapia are very skilled at avoiding
capture.
"They're smart," he said. "They like the corners and
can hide in the [tank's] ridges."
Marella Crane, another masters degree student at
Nova, said it takes a while to get the hang of netting the
fish.
"They're kind of slimy to touch," said Crane, 23, of
Davie. "But it's fun."
Once the tilapia are pulled out of the nets, those
deemed too small are tossed back into the tank. Workers

must wear gloves when handling the fish because their
dorsal fins have tiny spikes.
The ones that are put up for sale are thrown into a
holding tank. Any tilapia that miss their mark and hit the
pavement are cleaned, frozen and eaten at the farm's
monthly fish fry, Baca said.
Some are blackened. Others are fried in beer batter
or baked and wrapped in banana leaf rolls, he said.
. Its mild taste and flaky texture are making the
species a popular choice for many fish eaters. Over the
past five years, tilapia farming across the country has
increased 300 percent.
In 1997, California led the United States in production
of tilapia, estimated at a total of 25 million pounds
nationwide.
Eventually, Baca wants a piece of the marketplace.
He intends to make the Davie-grown fish a must-have
meal for South Floridians. Based on projected sales, he

expects the farm to begin turning a profit in 1999.
The research center is also expanding into other
areas, such as establishing an hydroponic greenhouse
system, which is expected to get underway either this fall
or winter, Baca said.
Paul Duria, one of several shopkeepers who sells the
Nova University-bred tilapia, said sales have been very
brisk since he began offering the item in June.
Duria keeps live tilapia in a tank at his store, the
Pacific and Caribbean Island Mart in Pembroke Pines.
He sells the fish, scaled and cleaned at the counter, for
$3.79 a pound.
The farm-raised tilapia are meatier and thicker than
those caught in the wild, he said.
"When I first got the tank, my family couldn't wait
to fry some up," he said.

Folks can try tilapia at home with a banana leaf roll
recipe recommended by Bart Baca.
Clean and scale the whole fish, then cut slits in its
side. Roll the meat in a mixture of chopped ginger root,
diced onions, minced garlic, chopped cilantro, coconut
flakes, salt and pepper. Curry and red pepper are
optional and can be included in the mixture as well.
Roll the fish in a piece of banana leaf and bake in
a 350 degree oven for 10 to 15 minutes, or until done.
