Water Bus woos riders with scenic routes, cheap rates
Buses, taxis serve 'wet streets'

Imagine a bus without wheels. Sounds impossible?
Not if you're traveling Fort Lauderdale's expansive
waterway system, otherwise known as "wet streets." -
Just ask Bob Bekoff, Whose latest venture is a fleet
of six vessels that can accommodate 24 to 74 people
each.
Many local residents are already familiar with '.
Bekoff's Water Taxi. The on-call service, now in its 10th -
year, takes passengers to any safe dock and has since PAR
become a popular fixture with folks seeking an alternative
to traditional modes of travel.
Bekoff's Water Bus is similar, except that the boats -
have fixed routes and schedules. It's also a lot less Bob Bekoff's Water Bus

Boaters find the '
City's amended ordinance allows
limited number of live-aboards

From Rel Davis' boat there is a bucolic view of calm
blue waters and palm fronds gently swaying in the breeze.
Yes, life is certainly good aboard the Good Stuff,
Davis' 36-foot houseboat that is docked at the Hollywood
Marina.
"This is a beautiful place," he said. "Other marinas
we've been at were like living in a fish bowl. This is nice
and quiet and clean. They keep it immaculate."
Davis and his wife, Edith Sloan, have been living at the
city-owned facility since April. They are among a small,
select group of live-aboards who are allowed to stay year-
round at the marina under a newly amended ordinance
passed by Hollywood commissioners last June.
Previously, city law prohibited boaters from staying
more than 30 days in a 12-month period. The rule, which
had been on the books for years but had not been enforced,
was changed after several boaters who had been told to
leave raised protests.
Under the amended law, five of the 55 slips have been
designated as year-round, said Renee Richards, dockmaster.
The marina charges the live-aboards 40 cents a foot per
day, which includes mandatory monthly pump-out service.
Boats up to 65 feet can be accommodated at the
marina. One slip is large enough to fit a 90-foot vessel,
Richards said.

Nowadays,
virtually
anyone can
participate in
t h e
recreational
sport of scuba
diving. In
south Florida,
S if you are
anywhere near
ita a dock with
ocean access,
you're likely to be within walking distance
of a dive gear shop. Probably the gear
offered will come in all different sizes,
shapes and designer colors to meet
individual tastes.
It's hard to believe, but scuba diving
is less than two generations old (Jacques
Cousteau, the reputed "inventor" of
modern scuba diving, died recently.) But
it really wasn't untilthe 1980s that scuba
started gaining acceptance as a "people's
sport."
Even in the early '70s, it was not
unusual to see divers wearing tanks that
were actually recycled fire extinguisher
bottles. Then, scuba diving was known
as a sport for the "macho" and the"hardy."
Technology has created better
equipment, allowing more people to join
than what was once thought possible. Of
course, like any sport, with more people
comes the increased risk of someone
getting hurt, even under the best
conditions. Scuba diving is no exception.
So, what are the legal requirements?
The answer is none.By most standards,
it's a self-regulated industry.
Most scuba shops in this country
participate in or cooperate with one or
several of the major national training
programs designed to "certify" scuba
divers. These training programs are
usually known by their initials, such as
PADI, NAUI, and the YMCA, and several
smaller programs also exist. Generally,

all teach the same information and vary mostly
in their philosophy of how they format their
presentations.
With successful completion of program,
a picture ID called a "C" card is issued
Virtually no scuba shop will fill your tanks
with air or rent you the equipment needed to
go diving without such a card. Boats that
charter dive trips also usually demand "C"
cards from their passengers before they will
allow them to scuba dive from their vessels.
As a result, the diving community has
managed to limit some of its liability and has
also avoided a wide public demand for statutes
to regulate the industry. It has also created a
sport where the general responsibility for
safety is left primarily with participants.
As with any sport which requires the
human body to perform acts that it is not
generally designed for (i.e. spending time
under water), accidents and injuries will
occur, often resulting in a search to see if
liability can be placed on sources other than
divererror. Because of the general precautions
that the diving industry has taken (including
a great deal of exculpatory language in
virtually any paper you sign before going on
a dive or renting equipment), success in such
suits tend to be a mixed bag.
Unless you're hit by a boat, a diving
accident will usually involve a failure of
some piece of equipment or some failure to
perform (or not perform) an action which
might have prevented an accident. Such
accidents tend to create lawsuits against the
equipment manufacturer or against the trainer
of the diver. But if it can be established that
the diver failed to properly take care of his
equipment or did not respond to a situation as
trained, then success against another party
can be diminished.
Basically, the best way to handle
accidents and injuries is to do your best to
avoid them. Here are some tips:

scuba diver, find a facility you are comfortable
with. Do you like the people? Do they make
you feel comfortable even in a stressful

And among his inventions is a radio
tuning device he successfully marketed to
the tune of enough dough to pay off a
$200,000mortgage. And whoeverfeltsorry
for anybody who was able to hold a
mortgage-burning party?
As for his years of neighborhood
activism and appointments as chairman of
both the city's Marine Advisory Board
and the Budget Advisory Committee,
Sonny has been able to carve his own path
into Fort Lauderdale City Hall and emerge
with enough friends to keep him in the
political fray, and enough enemies to make
him pack a gun for a simple walk around
the block.
Sonny owns a lot of guns. And it's
tough to feel sorry for a guy who owns
enough guns to fight off the former Soviet
Union.
He has been known to emerge from
his house fully armed, aimed and more
than willing to pop acap into anybody who
dares to stray too close to the Irons'
property. Don't let your dog wee-wee in
his yard. Sonny is more than willing to
shoot somebody. Not the dog, mind you,
somebody.
But here I am, feeling as sorry as a nun
for Sorry Irons. Of all people. Why, even
a nun would be hard-pressed to muster up

compassion for a guy who punched out
his own mother.
Sonny wrote about it a few years
back in his self-published autobiography,
"A Mostly Waterfront Mind." According
to the book, mom wound up on the face-
side of Sonny's fist after Sonny
"misjudged the lengths of her nose and
my arm." Instead, Sonny wrote in the
book, "I creamed her."
So, how can anybody feel sorry for a
guy who would just as soon shoot you as
look at you, and by his own admission,
punched out his own mother?
Because Sonny was victim enough
to get caught with his pants down.
Literally.
Sonny was buck-naked and taking a
:shower when 17 Fort Lauderdale cops
showed up for a raid at his house on June
3, 1994. According to a recent story in
New Times magazine, Sonn)ys wife,
Judy, the recipient of all of my sympathies
merely for being Mrs. Sonny Irons, was
also naked and cleaning up in thebathroom
when the cops made like Normandy and
stormed into the Irons' living room and
ordered the couple out into the open.
In typical Sonny Irons fashion, apistol
lay on the back of the toiletjust in case the
need arose to ward off any urban shower
guerillas. But with a SWAT team standing
in the living room with all guns pointed at
the stunned couple, all Sonny could do
was hide behind his wife and try not to
look embarrassed.
The cops reportedly searched the
house for nearly five hours. The New
Times stor\ said pojige honchos told the
raid unit to search the house for drugs,
although anybody who knows Sonny
knows that idea is as ludicrous as the idea
of Sonny chairing aboard of communists.
Which left the cops with little more
to do than cite Sonny with a couple of
minor code infractions on his house and
find enough documented evidence to turn
Sonny into the IRS for owing the state a

Sgt. Doris Siebert threatened to have Sonny's youngest
son removed from the home and made a ward of the state,
and there were other threats to have the family's 53-foot
salvage tug towed away due to its lack of Florida registration
numbers.
But the threats turned out to be littlemore than macho
cop talk. The boat is registered in a foreign county and
doesn't need state tags. As for the raid, the cops wound up
ordering out for pizza and allowing Sonny and Judy the
freedom to slip into something a little more substantial.
Police did confiscate a fax machine from the home, as
well as a computer, a telephone answering machine, and
several boxes of business records and documents outlining
Sonny's political activities. They also took membership
rosters of local civic associations, telephone lists and
addresses where campaign signs had been erected.
It was as if Big Brother had been watching Sonny
through the Hubbell telescope.
Consequently, Sonny is suing the City of Fort
Lauderdale. The suit alleges that the police violated his

Water Bus service helps boost Lauderdale's boating image


WATER BUS FROM P. 3
noon to midnight Saturday; and noon to 10 p.m. Sunday.
There is designated parking on Sunrise Boulevard near
the Doubletree Guest Suites and at Las Olas Boulevard
and Southeast Fifth Avenue.
A special summertime pass, valid for unlimited
rides between June 1 and Sept. 30, is being offered for a
one-time price of $50 per person.
Come fall, more routes will be added, including the
Las Olas Riverfront, performing arts district and the
convention center, Irons said.
"Once people ride, they're convinced," he said.
'There's no being stranded at bridges, stuck in traffic
jams or searching for parking spaces."
Lorraine Smith, transit manager at Broward County
Mass Transit, said Water Bus will eventually see a boost
in riders as more people become aware of the service.
"When people normally think of public
transportation, they think about trains, buses and taxis,"
she said. "It's going take some time for the public to be
educated. But we're very pleased with the project so
far."
Broward Mass Transit is promoting the boats with
advertisements on its fleet of buses. Water bus is doing
likewise for mass transit, said Smith, whose agency is
one of several partners involved with the project.

"We think it's great," said Judy Montgomery,
marketing director for the Galleria. "It's just one more
way for people to get here."
Montgomery believes the service will be a big hit
with the tourists. "It's such a unique and inexpensive
way to see the city," she said. "We have hotel guests that
call us all the time for directions. We tell them if they
want a more scenic route to take the water bus or water
taxi."

Lauderdale Convention and Visitors Bureau, said she is
pleased with the service too.

roadways to offer our visitors and residents," she said.
"The ambience and efficiency can make any journey to
the beach, shopping, dining or even to work more fun."
Paul Carpenter, executive directorfor the Downtown
Fort Lauderdale Management Association, said the more
transportation choices that people have, the merrier.
"There's a lot of different markets out there and
people will take the services that best suit their needs,"
said Carpenter, whose private-non-profit company offers
shuttle buses, park and ride, car pooling and rideshare
programs in the downtown area.
"We'd be happy to coordinate our services with
them where ever it is feasible," he said.

Scuba divers legally liable for their own accidents

can be considered stressful.) The more comfortable you
are, the more you will learn and the safer you'll be in the
future.
.*' `Get familiar with your scuba equipment and be
anallyy retentive" about its maintenance. Follow all
maintenance schedules. If a piece of equipment seems to
be working incorrectly in any way, don't use it.Treat your
equipment as if it's the only stuff that's keeping you alive
underwater (duh)!!!
*If you are going on a vessel with a divemaster, follow
instructions. If you don't like something about the itinerary,
don't argue or figure you'll "just do your own thing
anyway." Instead, don't go on the dive! For safety purposes,
it's better to fight over a bad vacation than a dive injury.

*Plan your dive and dive your plan. This is the old
litany of dive instructors and very good advice (along with
"never dive alone"). If any situation seems more difficult
or strenuous than what you really feel like handling that
day, just don't do it.
Scuba diving is great fun, but it does leave a lot of
responsibility up to the individual diver. A British admiral
once said that, "any man who goes to sea without good
cause is someone who'd book a vacation in hell."
I'm not sure that I totally agree with him. But, if you're
not a careful and responsible scuba diver, you just might
find out if that old admiral was right.

Some residents also pointed out that live-aboards
did not pay property taxes, he said.
"We dealt with it one issue at a time," Zang said.
"With education, people in the city came to understand
that banning the live-aboards wasn't the way to go."
To make his point, Zang supplied demographic
research showing that boat owners have a high source of
income and many do own property on shore.
He also brought in dockmasters from other marinas.
"They all said their best clients and the biggest spenders
were live-aboards," Zang said.
Zang moved his 37-foot sailboat, Breezzan, back to
the Hollywood Marina in July, after docking temporarily
in Dania.
"People ask me why didn't I just go somewhere
else," he said. "Hollywood is my hometown. I grew up
here. I own business here. This is where I want to be and
my chosen lifestyle is to live on a boat."
Having live-aboards at the marina has created a


sense of community and an additional source of income
for the city, he said.
"There's better security," said Zang, whose rental
fees total more than $6,000 a year. "There arelive bodies
to keep watch. Before, it was like a ghost town. Now,
there is a sense of community. I'm happy that an
agreement was reached."
Since the ordinance was amended, Richards said
she has heard no complaints.
"The live-aboards want to make it work," she said.


"This is our first year and we're trying to make a really
good impression."
Ed Holodak, president of the Hollywood Lakes
Section Civic Association, said he hasn't received
negative feedback from any of the area's 8,500
homeowners either.
"The association didn't get everything it wanted to
see in the ordinance, but the concerns that people initially
had did not materialize," he said. "At least not to the
extend where people have complained."

Canoeist bucked elements to navigate mighty
Boynton Beach
man embarks on
1,200-mile trip

Imagine being alone in a canoe,
navigating past floating debris and huge
ships with limited vision. Enduring
roaring currents and 20-knot winds down
the Mississippi River.
And what if the weather was so bad at
times that you couldn't even see your
own hand?
To save your boat and possibly your
life, you pull into shore. There, you find
yourself dodging stray bullets from duck

Jolley traces his inspiration back to
his avid, ocean-going family, who
nurtured his love of boats, water and
adventure. Growing up in South Florida,
he has never not been on the ocean.
"When I was six months pregnant
with John, I was diving," said his mother,
Betty Jolley, a science teacher at Del
Prado Elementary in Boca Raton. "We
thought he would be born with flippers."

Jolley also recalls fishing and sailing
with his grandfather, John Jolley, Sr., a
big game fisherman and sailor who came
to Palm Beach County in the 1950s, and
was one of the first medical doctors to
work at Bethesda Memorial Hospital in
Boynton Beach.
When Jolley's grandmother,
Margaret, an avid ocean swimmer, died
in 1995, theDelray Beach lifesaving team
named one of their boats in her memory.

Jolley set out on his expedition last
October, pushing away from the banks of
Pittsburgh, Pa. in a tiny, 14-foot canoe
usually reserved for gentler waters.
He traveled down the Ohio River,
catching the Mississippi at Cairo, Il.,
where the two rivers merge. His original
plan was to travel to New Orleans.
"There were times when I was
frazzled," said Jolley. "I was running the

Little canoe carries Boynton man on Mississippi River trip

whose crew had heard about him over marine radio.
"There were people on the banks cheering me on.
We raced into port, shook hands and then went to see
Elvis' Graceland."
Police picked him up after he strolled into one small
Mississippi small town carrying his gun.
He explained that he had never used the weapon and
only carried it for protection while traveling in the wild.
He didn't want to leave it in the boat for fear it could get


stolen.
After learning that Mississippi law requires guns to
be carried in a holster, Jolley was driven by police to a
gun shop. Then they took him back to his canoe where
they wished him well.
Trading fishing stories along the banks of the
Mississippi, Jolley met people who made their living
catching and selling catfish. Many had never fished the
ocean arkd enjoyed his tales of big game fishing and
offshore expeditions from Florida's coast.
Reaching Baton Rouge, La., the Weather was terrible

met him on the banks in Baton Rouge. By that time, he
had been gone six months.
"I was worried the whole time," Jim Jolley said of
his son's adventure. "John called us and we knew he was
having some problems. But John has been on the water
all his life. We knew he would be okay."
After returning to Boynton Beach a day later, the
first thing he did was jump in a boat and go fishing with
his father.
"I am glad to be back in Florida. And I'm glad to be
back fishing with my father. It will be awhile before I
take off on another adventure but I am sure I will do
something in the future."
