Marine-theme summer camps beckon adventurous kids

Profile

Campers travel to cooler climates for
summer sailing, nautical education
By BETH FEINSTEIN-BARTL '-.
Waterfront News
This summer Brooks Rogow will head to the Red
Sea, where he'll go scuba diving with other high school-
age students.
It will be the third year that Rogow, 15, of Fort
Lauderdale, has participated in Broadreach, a six-year-
old travel camp for teens that offers trips to several spots
around the world.
Last summer, about 500 participants traveled to the
Caribbean, Australia, Costa Rica, Ecuador and the
Galapagos Islands.
Youngsters signing up for the three and four week
sessions also leam about sailing and.marine biology.
Broadreach is'among a growing number of summer
sleep-away carips, travel :and aadaemic programs that
revolve around oceanography, boating and other
watersports. Many combine all these activities and more.
Missy Cook, marketing director for Broadreach,
said marine-related programs top the list of what young
people want, including those who live in South Florida.
Part of the trend is due to increased environmental
awareness, Cook said.
"The interest is definitely there," said Sherry
Gilmore, director of the Acadia Institute of Oceanography
in Seal Harbor, Maine. "I send out several thousand
brochures each year and have no problem filling up the
sessions."
Acadia attracts some 200 teens each summer, who
live in a converted brick schoolhouse on the edge of a
national park. Among the activities are whale watching,
navigation lessons aboard a 34-foot lobster boat, fishing
and scientific studies.
The majority of annual participants are from up and
down the eastern seaboard. About five campers live in
Florida, she said.
To attract more youngsters from the Sunshine State,

Acadia recently began advertising in South Florida
newspapers.
"It makes sense to expand our marketing efforts
down there," Gilmore said. "The kids are surrounded by

High-tech vessel to clean Lauderdale's canals of debris
m U U 1 1

'Irash-sKimming vessel expected
to arrive this summer
By BETH FEINSTEIN-BARTL
Waterfront News Writer
Fort Lauderdale officials are going high-tech in their
efforts to clean up the waterways.
The purchase of a $247,165 trash-skimming vessel
and a separate transport barge was approved in March by
city commissioners. The vessels, which are due to arrive
this summer, will be put on a regular schedule after a few
test runs.
It's good news to its supporters, who believe it will
greatly help clear the canals of unsightly debris.
Fort Lauderdale's current solution to ridding its
waterways of garbage consists of a pontoon boat manned
by two employees. One drives while the other has a pool
skimmer-type device to scoop up floating garbage, said
Cynthia Just, who served on the city marine advisory
board canal cleaning vessel committee.
"This boat is light years ahead of what the city is
currently using," said Just, an administrative assistant in
Fort Lauderdale's engineering division.
The trash-skimming vessel holds up to 2,000 pounds
of garbage. Materials are plucked from the waters by
mechanical arms, placed on a conveyor belt and put in a
storage holding area.
The boat and barge are manufactured by Ellicott
International in Baltimore, Md. Its bid was among nine
proposals presented to the marine advisory board
committee.
The company, founded in 1885, specializes in
dredging machines and serves customers in more than 75
countries. Its trash-skimming vessels are used in several
U.S. cities, including Baltimore.

The craft, also called a Trash Cat by Ellicott, is
expected to cost about $7.80 per hour to operate.
With its stainless steel twin hull, the catamaran-type
vessel can carry up to 39 gallons of fuel, allowing it to
run for at least eight hours. The boat's hinged cab can be
flipped over, permitting the craft to clear bridges,
according to information provided at a recent marine
advisory board meeting.
City officials estimate the trash-skimming boat could
probably handle about 80 percent of Fort Lauderdale's
waterways. The city's current pontoon can still be used
to reach very narrow, dead-end canals.
Pat Moss, a marine advisory board member who
also served on the canal cleaning vessel committee, said
the boat is a good investment.
Garbage tossed in the city's canals eventually sinks
to the bottom if not scooped up, causing it to decompose
and add to pollution problems. It also reduces the water's
depth, she said.
"Anyone who has used the waterways has seen a lot
of floating debris," she said. "If this vessel can skim off
the garbage before it falls to the bottom, that's protecting
our waters and making the area more aesthetically
pleasing."

This new state-of-the-art, trash-skimming vessel soon to
arrive in Fort Lauderdale holds up to 2,000 pounds of
garbage.

By MARK ERCOLIN
Waterfront News Columnist
We begin
this month's
column with a
"sea story:"
After a
shipwreck,
three men are
left adrift in a
.. lifeboat that
got separated
,. from the rest
of the crew
a n d
passengers. They're in shark-infested
waters without any food or provisions.
As luck would have it, the trio consists
of a priest, an engineer, and a lawyer.
When all hope seems lost after two
days adrift, they suddenly spy freighter
sailing in the distance, too far away to
see the beleaguered castaways. The
priest begins to pray. The engineer
attempts to use whatever scattered
materials are available in the lifeboat to
design some sort of signaling device.
Meanwhile, the freighter is beginning
to disappear into the horizon.
Finally, the lawyer, weary by the
lack of results from his two companions,
gives a high pitched whistle and two of
the sharks which have been circling the
lifeboat come to the portside like loyal
dogs waiting for their master.
The lawyer pats the sharks on the
head and then straddles their backs, like
a cowboy riding two horses. They
immediately take him to the now distant
freighter. Within a half hour, the
freighter returns for the lawyer's
companions and all are saved.
On deck, the amazed priest and
engineer ask their friend how he got the
sharks to cooperate. The lawyer merely
shrugs his shoulders and replies,
"professional courtesy!"
Yes, this sea story was fiction (later,
I'll tell you why). But it does allude to
an issue which can come up occasionally

- the responsibilities of a boater who
finds others in distress while at sea.
Traditionally, when the crew of one
vessel found another vessel in distress
and rescued it, it was considered an issue
of salvage as opposed to the rescue of
people. Traditionally, there isn't a reward
for rescuing people at sea.
In most cases, "pure life salvage," as
the term is called, without any rescue of
property, does not give the rescuer a right
to monetary compensation.
But this does not mean that if you see
drowning people bobbing in the water
that you should begin circling them in
your boat and taunt them with evil
laughter. No, there are some duties set
forth by treaty, general good sense, and
morality(?) for these situations.
In 1910, the Brussels Salvage
Convention set up some basic rules on the
saving of lives at sea. Aside from a few
updates by the United Nations convention
on the Law of the Sea, they remain pretty
much the same.
What the rules essentially say is that
the captain of a vessel who is informed of
a need for assistance must come to the
aid, as can be reasonably expected, to any
lost person found at sea, as long as the
captain's ship, crew or passengers are not
put in serious danger.
These duties, while very broad, do
not obligate boaters to "play hero." In
fact, a "life salvor" can be held liablefor
negligence for personal injury or death in
a rescue operation if it can be shown that
the rescuer's conduct was reckless or
wanton or resulted in a worsening of the
victim's condition. :
Negligence liability isn't the only
factor to consider when rescuing persons
lost at sea.
Other issues which could come up
include possible quarantine (i.e. putting
you, your crew and your passengers at
possible risk of infectious diseases),
immigration problems (depending on who
you pick up and where), and even the

Maritime law dictates rescue terms of those lost at sea

down on the bar who still manage to communicate to the
bartender that they need another shot, depending on the
evening's drink specials.
The Caribbean Club is also guaranteed to have an
entire dragnet of cops watching the front door for.:
customers who may try to stagger into their cars for a
blurry drive home. There are so many cop's eyes on this
place at night, you'd think it was FBI surveillance on the
Corleone family.
Down the road in Islamorada you'll find the World
Wide Sportsman complex, mostly a marine retail outlet
where Ernest Hemingway's fully restored 40-foot yacht-
is on display.
Upstairs in the Zane Grey Lounge, named after the
famed author, you'll think you're in an exclusive men's
club 'with cozy couches around a fireplace setting,
including animal heads on the walls. The live music,
again, is mostly blues, albeit early blues since most of the
bands get started around 8 p.m., an hour that to most
musicians is the equivalent of sunrise.
About a mile north of Zane Grey's is Woody's
where the legendary Big Dick and the Extenders have
played since those pirates were sipping happy hours at
the Caribbean Club. Dick's a cranky old Indian who
thinks the white tourists owe him land, or at least a few

pebbles off the only road in the keys.
But, then, what's a few pebbles when you're in the
middle of a music hotbed?

Oh, by the way, how can you tell that my sea story
about the priest, the engineer and the lawyer was a fake?
Had it been a real story, the lawyer.would have gotten a
large advance retainer from his companions before he'd
ever agree to return for them. It's really quite obvious,
when you think about it!

Campers 'dive into summertime watersport theme programs

CAMPS FROM P. 3
N.Y., about 20 percent of the 140 campers are Florida
residents, said Molly Wynne, co-director.
The 32-year-old camp, which sits on Lake
Champlain, claims to be the only summer program in the
country specializing in watersports. Activities include
water skiing, sailing, jet skiing, wind surfing, scuba
diving, crew, kayaking, canoeing and snorkeling, Wynne
said.
But all this fun doesn't come without a hefty price
tag. Fees for Normandie, Broadreach and the other
programs can run several thousand dollars for room,
board and round-trip air fare.
"If you can afford to do it, it's a tremendous
opportunity to teach your child about independence,"
said Jacquelyn Rogow.
Being at Broadreach has done a lot for her son, she
said.
"His first two years there have been extremely
positive," Rogow said. "He's come back more mature,
made- new friends and has developed a greater
appreciation of the environment."
He's also developed better scuba skills. Through
Broadreach, Brooks has earned certifications in rescue,
night, underwater naturalist and wreck diving.
"The dive spots are fantastic," he said.
Diving is also a big draw for youngsters registered
with ActionQuest, a live-aboard program for teens
offering trips to the British Virgin Islands, Fiji and the

"We're not just fun and sun," said Mike Meighan,

dive program director. "These guys do everything on
board the boats, from skipper to galley cook."
By the program's end, novices are certified in scuba
and sailing. Everyone goes home with a sense of self-
esteem and a knowledge of teamwork, he said.
Other camps offer similar rewards. To assure that
youngsters receive the best experience, parents are
strongly advised to conduct research before registering.
Rick Mades, who runs the Camp Finders advisory
service in Boca Raton, said not to rely strictly on videos
and brochures. Ask for references, specifically other
parents whose children have attended the program.
They should talk with camp directors too, said
Jacquelyn Rogow. "I checked out training requirements
for the staff and asked about the equipment," she said.
Rogow also inquired about the program's
philosophy, what pills or shots were needed for going
overseas and who would meet her son at the airport.
Parents whose kids focus on watersports and marine
sciences shouldn't discount traditional camps, Mades
said.
"There are some with very strong water programs,"
he said.
He advises parents to make sure the site sits on a
natural lake. Man-made lakes are often not large or deep

it's not a natural lake they take the kids off-campus," he
said. "That could mean once or twice a week, as opposed
to holding the activity every day."
