After four years, the Whitbread
Round the World Race is sailing back into
town.
The stopover will be FortLauderdale's
third time hosting the international event,
Organizers will again erect a giant
welcome village at Port Everglades, April
2-19, to greet the competition's entries
and'to cater to visitors who .'.i -i ti '. ie,
the race yachts.
The Volvo Race Village will be open
10 a.m. to 10 p.m. Sunday through
Thursday, and until 11 p.m. on Fridays
and Saturdays. Admission is free.
But don't expect to find only nautical-
related activities, said Peg Buchan, chief
operating officer for Whitbread Race
Americas, the local host committee.
"We're much more diverse than we
were in 1994," she said of the previous
stopover. "From tekkies to sports fans,
we're going to have something for
everyone."
Among the new attractions will be a
cyber cafe with 30 computers, a sports
pavilion and tours of a life-sized replica of
the schooner America. The original vessel
won the first America's Cup in 1851.
The sports pavilion is sponsored by
the Wayne Huizenga-owned Republic
Industries. Inside will be displays
featuring all of South Florida's major
teams, along with a few other favorite

One of the state's newest gambling boats hasn't been
making too many waves since its debut this winter and
that's just fine with its owners, SunCruz Casino.
In January the company introduced the vessel, called
The SWATH, which is now docked at Martha's Restaurant,
6024 N. Ocean Dr., Hollywood.
Company officials and Andy Lebet, the boat's designer,
claim the $13 million craft is the only casino boat of its kind
in Florida and the largest passenger-carrying SWATH ever
constructed in the United States.
What makes the boat so unique is its dual hulls, which
drop down into the water on both sides of the vessel to quell
rough ocean movements, said Lebet, a naval architect from
Jacksonville.
"The shallow-draft, monohullvessels get tossed around
when the waves get big," Lebet said. "With The SWATH, the
ride is similar to a deep-draft boat."
The SWATH concept dates back to the 1950s and was
initially used by the Dutch for research vessels. There are
presently several passenger-carrying SWATHs operating in
the U.S., including a dive boat out of Fort Lauderdale and a
dinner cruise vessel in Hawaii, Lebet said.
Adapting the design for the gaming cruise industry
seemed like a natural progression, he said.
Lebet'sfirm,whichworkswithcasino cruise companies
in Florida and the Midwest, had been trying to promote
SWATHs to their clients. SunCruz was the first to request the
vessel, he said.
The name is an acronym for Small Waterplane Area
Twin Hull. The 99.5 ton SunCruz craft is three decks high,
165-feet-long, 65-feet wide, can hold up to 600 passengers
and resembles a huge catamaran.
Althoughit's about 30 percent more expensive to build
than a monohull boat of similar size, the benefits of the
SunCruz SWATH outweigh its construction cost, Lebet
said.
Day casino cruise companies have had to postpone
trips because of bad weather. But the SWATH is akin to
traveling on a boat twice its size, said Lebet, who predicts
less cancellations and better passenger comfort in choppy
seas.
"It can't make things perfect, but it can improve the
situation when out in the water," he said.

"This vessel is the future of the offshore gaming
industry," he said.
Laura Males, public relations directorfor SunCruz, said
the company is pleased to be the first on the dock to have a
SWATH.
"It has.the most modern, state-of-the-art equipment on
board, giving customers a safe and smooth ride," she said.
Inside, the decor is a cross between the warmth of Florida
and the glitz of Las Vegas with 275 slot machines and 40 live
gaming tables, she said.
SunCruz is owned by Gus Boulis, a developer best
known locally for his plans to build a major, oceanfront
resort hotel at Johnson Street and the Broadwalk in
Hollywood.
The SWATH is the latest addition to the fleet, which
operates out of six other ports statewide including Key
Largo, PortRichey, Daytona,PortCanaveral, Tarpon Springs
and Riviera Beach, Males said.

The SWATH leaves for cruises daily, from 11:30 a.m. to
4:30 p.m. and 7:30 p.m. to 12:30 a.m. Sunday through
Thursday. The boats also sets sail noon to 5 p.m. Saturday
and Sunday and 7:30 p.m. to 1 a.m. Friday and Saturday.
Tickets $12 per person. The cost includes tax and a
complimentary rum punch drink. Buffet-style meals are $5

Lebet said.
In comparison, the SunCruz SWATH recently set sail in
seven-foot seas with 400 patrons on board and only one
person was ill, he said.
That kind of track record has made other casino cruise
companies take notice. They are closely monitoring the
performance of the SunCruz vessel. Lebet believes that
within time, SWATHs will become a common sight at ports
around the country.

Las Olas Marina project
delayed to July

Waterfront News Writer
Boaters will have to a wait a bit longer to dock their
craft at the new Las Olas Marina in Fort Lauderdale.
Completion of the facility has been extended from April to
July.
The delay is due mainly to problems in trying to drive
pilings into the bottom of the Intracoastal, said Pete
Sheridan, engineering design manager for the City of Fort
Lauderdale.
The trouble has since been resolved, he said.
The pilings and the cost of building a new seawall
have increased the project from $4.2 to $4.9 million,
Sheridan said. .
"The contract called for using the existing seawall, but
-it collapsed during construction," he said.
The seawall has already been replaced. "The pilings
are being driven as we speak," Sheridan said.
In mid-March, about 60 percent of the marina was
finished. But few people probably noticed. Most of the
work that has been done was underground and
underwater, he said.
"We're all anxious to see this project completed," he
said. "It's going to be a nice signature element for the city:"
Once opened, the new marina will have 52 slips that
can accommodate vessels ranging in size from 30 to 90 feet.
Amenities will include pump-out facilities, electric outlets
and a comfort station with laundry and meeting rooms.


"It's going to be state-of-the-art," Sheridan said. The
new marina, at 85 Las Olas Circle, is replacing an older
facility. Fort Lauderdale officials say the project is sorely
needed.
Presently, there are no city-owned slips big enough for
yachts along the Intracoastal, Sheridan said.

The other day a friend of mine and
I were
discussing
property
taxes and the
high cost of
livinginsouth
Florida. "You
know," he
sighed, "with, -
d the costs as
S high as tfey.
S a m -are, the only
reason to live
here are the three W's."
"And what are the: tree W's?" I
asked.
"Weather, Water, and Wharfage!"
Was his reply.
Cynical as my friend sounds, he
has a point. The "three W's" are indeed
main factors as to why life in south
Florida comes at a premium. Lots of
people want it, and the square footage
is limited simple :supply and
demand.
Some folks try to use the "three
W's" to their own economic advantage.
They will buy a house with
waterfront property in anticipation of
renting their dock space to supplement
or offset the costs of the south Florida
lifestyle. Assuming local ordinances
allow for dock rentals, this can be a
win-win situation. The dock owner gets
supplemental income and the dock
renter gets a place to put his boat. Both
get to enjoy the "three W's."
Manytimes this is happy situation
lasting for years. However, once in a
while (and more often than it should),
a renter stops paying and disappears,
leaving his boat at the dock. The dock
owner is now left with an abandoned
vessel.
There are many reasons why this
happens, including financial
difficulties, family problems, or maybe
the boat owner just got tired of his
vessel and possibly even the "three
W's" too.
So, now the dock owner has a boat
in the back of his house that is taking up


space that could be used for a paying
customer. It isn't a pretty situation. And,
solutions are not always easy.
Any measure you attempt outside
the legal process could prove most
damaging. For example, you don't want
to cut the boat from its moorings and let
it drift away. Nor should you sink it at an
undisclosed location, or sell it for scrap
at your next yard sale. Those type of
"solutions" should be avoided at all costs.
Invariably, even if they haven'tbeen
seen in years, the boat owner, or next of
kin, will appear out of nowhere ready to
file suit against you. It just happens!
SAnd, no, the police will not just tow
the boat away. They will consider the
situation a civil matter requiring a
decision through the civil legal system.
And they're right.
Many times, the legal remedy may
not please you, either. With a properly
written contract (very-specifically
worded), Florida law does provide for
the sale of a boat that hasn't paid its bill
at a marina over a certain number of
months. But, as with any non-federal
solution, a true clear title isn't granted
and all maritime liens will continue to
follow the boat and therefore any new
owner. For this reason, it is not a complete
solution.
'The most effective way to handle an
abandoned boat at a dock is through a
federal admiralty action requiring the
arrest and sale of the vessel. This is the
only solution which will grant cear title
to the boat.
Once you possess the vessel after a
federal marshal's sale, the boat is yours
andfyou can do with it ;as you please
(within the limits of the law and good
taste). But this comes at an expensive
price. If the value of the boat isn't close to
the five figure mark, the cost of the
process canbe a "zero sum gain" or even
a negative. It does, nevertheless, remain
the only "complete" solution available
when dealing with an abandoned boat.
Basically, the best way to deal with
an abandoned boat at your dock is to
avoid a situation that will lead to one.

Especially
since it looks

judicial brain
trust is talking about cracking down on
drunken boat operators.
Mind you, the honchos are hardly
going out on any limbs. I mean, it's not
like they're setting a licensing
requirement so that the courts will have
something to take away after somebody
gets popped one too many times.
No, legislators are merely suggesting
that marine patrol officers be allowed to
police the waterways with the same
street-level diplomacy cops use on drunk
drivers, probably in the form of
administering Breathalyzer tests.
Too bad it took the deaths of those
six people back in November to awaken
everybody to what has become a good
.old-fashioned do-or-die situation.
But that's too much water under the
bridge to tackle this month.
Like I said, gloves are popping, bats
are cracking, even the moodiest
superstars are signing autographs, and
Florida Marlins fanswe're still the world
champs no matter wlo is going to wear
teal this season.
So would somebody please explli -
to me why the rest of the world is hellbent-
and determined to either dis us or'just
plain ignore us?

championship teams get their very own
commemorative edition booklet and
video package promoted like the next
coming of Cassius Clay all over ESPN,
CNN, CNNSI, and over every other
channel and web site not owned by Ted
Turner.
The Marlins won the World Series


last year in the 11th inning of the most
exciting championship baseball game
since the Yankees and Don Larsen and
that perfect game way back when I was
about seven months old in 1956. I
remember that perfect game about as
well as I remember Ike.
But as I sat behind the Marlins
bullpen last October watching not only
the greatest Game 7 I'll ever see, but
probably the greatest baseball game
period, ESPN was on my tube at home
promoting two commemorative
editions: one commemorating Larsen's
perfect game 42 years ago and the other
still commemorating the Yankees
World Series championship in '96.
Meanwhile every other TV babbler
was screaming that the Series should be

Inquiries should be done and understandings should be
made before a dock space is ever rented out. If you are a
dock owner about to rent one of your spaces, consider
doing the following first:
*Do a credit check on your potential renter. Make
sure they own the boat. See if they have a present and
consistent address and a good credit history. Yes, it


seems a bit intrusive, but it is your dock!
*Insist that your renter keep insurance on the boat.
Get a copy of the policy. If they have insurance on the
boat, it means they care about what happens to it.
*Always keep a current address on the renter.
*A good contract laying out responsibilities and
conditions can go a long way to prevent future
misunderstandings. Dock contracts are usually custom-
made and canbe expensive,but in the end, if it's followed,

world championship winning hit.
Counsell is still at second and the memory of his
winning run still fresh in our heads. We've still got
Livan. And, we've got the best crop of young pitching
prospects in the game. Granted, prospects aren't proven,
but a general manager like Dave Dombrowski who only
needs five years to build a winning team from scratch


doesn't trade a Moises Alou or a Kevin Brown or a Robb
Nenn for the prospects of nothing in return.
Most important, we still have the best manager in
baseball. And if he was that big of a jerk to win it all last
year, let's hope that this year he's a downright horse's
behind.
Still, as I mentioned, it's tough to be mad. What,
with the state at least out to identify a drunken boating
accident waiting to happen? It's a happy start.
And as we sit out at the stadium this year, drinking
ourbeers and eating ourhot dogs and reliving last year's
Game 7 while the team in teal is out on the field probably
getting beaten up a bit, remember, we're still going to be
the champs until October.

Lauderdale vies to remain welcoming port during next Whitbread

entertainment and food. And, as always, they will have
the chance to view and meet with the crews of the nine
Whitbread entries.
Two represent the United States. Three are from
Sweden. The remainder are from Norway, Great Britain,
Monaco and Holland.
The Whitbread, held once every four years, set sail
on Sept. 21 from Southampton, England. A tenth boat,
America's Challenge, was forced to drop out after losing
its sponsor.
The 31,600-mile journey is scheduled to end on May
24, in Southampton.
Fort Lauderdale is one of nine ports. The boats will
be arriving here from San Sebastian, Brazil.
The Fort Lauderdale village will close on April 18
with a live pops concert and fireworks display. Yachts
are scheduled to set sail the following day for their next
port, in Baltimore, Md., Buchan said.
Throughout their stay, all events will take place rain
or shine. Hundreds of signs will be posted throughout
the port to help ensure that drivers don't get lost.
With the exception of Water Taxi, coming by car or
bus is about the only way to access the village. There's
not enough space for boaters for dock their private craft,
Buchan said.
About 200,000 people came to the last stopover in
1994. Organizers hope to top those numbers in 1998, she
said.
While in town, the money generated by the village
is expected to have an estimated $30 million economic

The 1998 village willbe an audition for 2001, the year
the next Whitbread will start. Committee organizers are
hoping that officials from Volvo, which recently
purchased rights to the competition, take notice of their
welcoming efforts.
"The stopovers aren't guaranteed," Buchan said.
"The cities must compete for the honor."

Let's say you're searching for an unfrazzled, quiet
little dining spot tucked away from it all, maybeboasting
a waterfront view and a capable kitchen to boot.
You might be hard-pressed to pinpoint just such a
place amid the boisterous, sometimes gimmicky, tourist-
driven restaurants so prevalent along Broward's
Intracoastal. That's why La Tavernetta, 926 NE 20th
Ave., Fort Lauderdale, with its carefully prepared Italian
dishes, is a find.
It's run by the Romano family, who relocated to this
trendy eastern neighborhood just over two years ago
after a 15-year career in the west.
Now, diners can opt for a table on a slice of waterfront
across from Borders books and the Galleria Mall. But on
a recent Friday night, quiet it was not as a souped-up
powerboat driven by a middle-aged man and his
companion navigated its way into one of the restaurant's
two dock slips. So noisy was the scene, that patrons
broke into simultaneous applause after the boat was
finally docked.
But it was a brief inconvenience during an evening
filled with more than a few satisfying moments.
As for the decor, La Tavernetta seems to abide by
the premise that not a lot of dressing is needed to
impress guests, who instead are treated to a picture-
window view of the restaurant's open kitchen.
The place is nevertheless quite pretty with its

Mexican tile flooring, Mediterranean-style tables, lighting
and plants. There is, however, a lack of available parking
spaces once a crowd gets going, but metered on-street
parking is free after 6 p.m.
We found service to be personalized and precise, to
the point where we were offered a different table
immediately after being seated outdoors. That was when
the waiter realized that a party with children was
expected to occupy a nearby table. We accepted the
alternate seating, although the well-dressed kids turned
out to also be well-behaved.
It wasn't long before a basket of round, toasted
bread finely coatedwith olive oil and garlic was delivered
to the table. The slices went exceptionally well with the
subsequent complimentary caponata, a sweet, tangy
relish of eggplant, celery, olives and tomatoes served
with marinated slices of cucumber.
Following this came a small salad, which didn't go
much beyond being plain and unexciting, but that was
okay because of the caponata.
Sixteen starters are offered, including steamed
"Asparagus Gratinati" ($5.95); "Spiedini alla Romano,"
featuring mozzarella with ham croutons in an anchovy
sauce ($8.95; and "Clams Tricolor," baked clams

Among the 32 entrees on the dinner menu: "Veal alla
Tavernetta" with artichoke hearts, mushrooms, peppers
and onions ($19.95); "Fusilli alla Norma," described as
"tangles of pasta with sliced eggplant, ricotta, tomato and
basil ($17.95); "Chicken Rollatini," containing prosciutto,
cheeses and herbs ($19.95); and "Swordfish San Remo,"
with capers, olives, garlic and tomatoes, ($21.95). In
addition, expect nightly specials not on the menu.
We chose the "Chicken Balsamico" ($19.95), well-
pounded filets of charbroiled chicken surrounded by
assorted grilled vegetables like onions, potatoes, peppers
and squash. It's an attractive dish that would likely be
repeated on another occasion.
The "Shrimp Allegri" ($21.95) is a generous portion
served on white and green fettuccine, topped with a

Scouts and schools need boats and nautical instruc-
tion. Boat owners often look to donate their vessels to
such charities. The Institute of Marine Science (IMS)
offers cash and tax write-offs to boaters, and programs
and vessels to non-profit organizations.
The Lauderdale-by-the-Sea based IMS acquaints
young people with sailing, boat handling, and vessel
maintenance and repair. The institute is involved in free
educational programs from kindergarten through post-
graduate studies in public and private schools.
IMS has established a marine vocational training pro-
gram for area high school students, 18 years and older.
The students work and learn on their own work site at
Lauderdale Yacht Basin, as well as assisting marine pro-
fessionals at sites around Broward County. Also, boats
are donated to these students periodically for them to
refurbish and then share the profits once the Institute sells
it for them.
Other IMS programs include sailing and boating safety
schools, a "job shadow" program, and assistance to youth
agencies (i.e.: Big Brother/Big Sister, Boys and Girls
Clubs, Broward County School System, HRS. etc).
IMS is also supporting the Whitbread Around the World
Race stopover at Port Everglades. Visit their desk at the

Located on the South Fork of the New River,
Artmarine is in the process of expanding its water-
front warehouse rental facility with a new 11,400
square-foot building.
New service bays will range from 1,000 square-
feet and up, and will be equipped with single and
three-phase electrical power, 12'xl6' bay doors and
25-foot ceiling heights.
Additionally, there will be two 600 square-foot
office spaces available, overlooking the waterway and
600 feet of modernized deepwater dockage space.
Artmarine's expansion project will be completed and
ready for occupancy by April 30, 1998.
Existing facilities include 40- and 15-ton travel
lifts servicing three 7,000 square-foot rental bays
which were completed in 1989.
By land, Artmarine is located at 3100 State Road
84 between 1-95,1-595, US-441 and the Florida Turn-
pike on the south side of Marina Mile. By water,
Artmarine can be accessed via the New River and
also the Dania Cut-off Canal.
