Three major marine events
scheduled in same four-day period

This spring boaters will have no shortage of events
to go buy, sell, trade and just gawk.
But there's one catch. Everything is taking place on
the same four days.
The Dania Marine Flea Market, the Fort Lauderda le
Spring Boat Show and the closing ceremonies for the
Whitbread Round the World Race Port Everglades
stopover are all happening April 16-19.
Although the bonanza of nautical-related activities
may seem like a boon to some, the scheduling poses a
problem for others.
Steve Baum, president of Boat Owners Warehouse,
traditionally rents space at the Dania flea market and
Fort Lauderdale spring = how. His company, which sells
parts and: accessories, has four locations in Fort
Lauderdale, Hollywood, Pompano Beach and Riviera
Beach.
"It's going to be very difficult doing both shows this

year," Baum said. "We're not happy about it. Luckily, I
have partners. We'll be alternating locations."
Baum is also concerned about attendance. "If you
have two major events in the same weekend, it might
split the audience," he said. "People won't have enough
time to devote to both."
Stu Jones, founder of the Florida Powerboat Club,
has similar concerns. "There's no question some people
will have to make a decision and pick one over the
other," he said.
Jones, a professional event planner who lives in
Lighthouse Point, said organizers should have been
more careful.
"There's a combination of many variables to make
the event work in your favor," he said. "Some variables,
like weather, you can't control. You can control dates."
But people behind the scenes say the scheduling
wasn't intentional.
Flea market founder Al Behrendt said his office
contacted the Marine Industries Association of South
Florida, sponsors of the Fort Lauderdale boat show.
"We were told their event was going to be on April
23 to 26," he said. "Based on that, we set aside the 16th to
19th."
It wasn't until after Thanksgiving that someone
pointed out the dates were the same, he said.

Spring cleaning to take place on the water


Annual event draws
garbage-hauling volunteers

Long pants, gloves and plenty of sunscreen will be
the preferred dress of the day when hundreds of
volunteers turn out for the annual waterway cleanup.
The event, now in its 21st year, will take place 9 a.m.
to 1 p.m. on March 21 at 24 sites in Broward County and
one location in Boca Raton.
About 2,500 people participated in the cleanup last
spring, gathering some 75 of tons garbage. At this year's
event, organizers are expecting those numbers to rise to
nearly 3,000,said Kitty McGowan, director of association
services for the Marine Industries Association of
South Florida.
The MIASF is one of several sponsors for the event,
along with government agencies and local businesses,
she said.
"There's over 300 miles of waterways in Broward
County and-it has a tremendous $5.3 billion economic-
impact on our community," McGowan said. "Keeping it
clean is an important job."
Folks can participate two ways, either on land or
on water.
"If they have boats we really need them to come out
because a lot of the trash are in canals and only accessible
with vessels," McGowan said.
In the past, volunteers have hauled out many strange
objects such as appliances, shopping carts, tires, auto and
boat parts.
"It's amazing whatpeople will throw into the water,"
she said. "One year, we found a World War II pineapple


grenade in the New River. The police bomb squad had to
come and detonate it."
The New River will among the more familiar sites at
this year's cleanup, along with two new locations at
Markham Park in Sunrise and Deleveoe Park in Fort
Lauderdale, McGowan said.
As always, everyone's hard work will be rewarded
with a trash bash party from 2-6 p.m. at Rick's Patio Bar
inside the Marina Bay Resort, 2175 State Road 84 in Fort
Lauderdale.

have hauled out many strange
objects such as appliances,

All volunteers will receive admission passes for food
and drinks at the gathering. They will also get tickets,
good for raffle prize drawings.
"This is our way of thanking the thousands of
volunteers," McGowan said.

Scaled down ships draw sizeable crowd to workshops


Hand carved models duplicate
battleships, cruisers and PT boats

Mike Storkson is commander of his own fleet, a job that
requires skill and plenty of patience.
It also takes a lot of wood.
Storkson's collection of U.S. Navy ships are all hand
carved from scratch, meaningthat he usespictaes, blueprints
and whatever research':he can find to create replicas of
battleships, cruisers andPT boats. '
His models are exact duplicates of the real thing, right
down to the tiny handrails and movable turrets.
"I've been building ships for 35 years," said Storkson, a
former U.S. Navy guriner's matewho now manages a security
guard company and lives in Deerfield Beach. "It's something
I enjoy doing and take pride in."
So do plenty of other folks it seems. Storkson is among a
growing number of hobbyists meeting weekly at the Model
Expo Warehouse inHollywood where the international mail
order business started; its Saturday Morning Shipwrights
Society in September. Since then, the gatherings have attracted
enthusiasts from all over South Florida, said Larry Edwards,
director of operations for the company.
About 30 people usually attend the meetings, which are
free and open to the public. Sessions are held in a kitchen area
connected to the warehouse's retail showroom at 3850 N.
29th Terrace, Hollywood.
The group, mostly men racing from experts to beginners,
trade tips and show off their latest works. Stan Kempner, a
retired advertising company owner from Hollywood, acts as
instructor for the novices.
Going from table to table, Kempner prefers to give one-
on-one advice rather than hold structured classes.
"I answer questions, make suggestions," said Kempner,
who has been at the craft 64 years. "I like it when people work
at their own pace."
Joe Cavallo, a retired fireman from Cape Cod, Mass.,
heard about the society several weeks ago. He travels to the
warehouse from his daughter's home in Coral Springs, where
he is visiting.
"I learn something new every time I come here," he said.
"I hope it's still here when I return next winter."
For now Cavallo is working on The Hannah, an armed
Schooner that was George Washington's first ship in the
Revolutionary War. When completed, the boat will be one-
foot-long. Its hull is made of resin. The rest of the vessel is
wood and metal.

cases, much longer.
Bob Werner, an electrician from Hollywood, spent four
years working on a 51-inch-long, 27-inch-tall replica of the
Amerigo Vespucci, a 1930s Italian Navy training ship.
"You have to have extreme patience," Werner said. "I've
worked on one piece of wood for an hour, then discarded it
and had to start all over again."
Werner's persistence and perfectionism have paid off.
He has sold several of his works to collectors, including his
model of the Amerigo Vespucci, which was purchased for

Another of his ships, a 1777 Spanish Man of War named
the Santistma Madre that took 23 months to build, sits in the
warehouse's display case. It's price tag: $6,500.
The model ship was created from a kit bought in the
warehouse's retail showroom. The expo's store is stocked
with dozens of models, ranging from menacing war ships to
sleek racing yachts. Most are imported from Italy and Spain.
"We probably have the largest selection of historic
wooden ship kits on the east coast," Edwards said.
Costs are $25 to $800 for the wooden boat kits. Plastic
replicas are $2.99 to $99.99. The showroom also sells model
kits for planes, trains, automobiles and cannons, he said.
"We can get a beginner started for under $100, including
tools," Edwards said.
Steve Valdes, a medical equipment salesman from Davie,
said the model boats are sometimes less troublesome than
their floating counterparts.
"I have a 21-foot Wellcraft Open Fisherman docked in
the Florida Keys," he said. "I hardly have the time to go down
there and take it out. It's easier to build boats at home."
Valdes, currently working on finishing a Chinese Junk
replica, says that being involved in the hobby is natural for
someone like him.
"I'm a fourth generation Floridian," he said. "What else
would I build but boats."
The Saturday Morning Shipwrights Society meets 9 to 11
a.m. every Saturday at the Model Expo Warehouse, 3850 N.
29th Terrace in Hollywood. Gatherings are free and open to

Event-packed weekend expected to keep marine exhibitors busy

By that time, Behrendt had already, secured
permission from Dania Jai Alai, where the flea market
willmark its 20th anniversary, and sent out press releases.
"It was too late for us to change," Behrendt said.
Frank Herhold, executive director of the .Marine
Industries Association, said his staff has no record of
receiving a call from the flea market.
"But let's not beat a dead horse," he said. "We're
looking at this as a tremendous opportunity forboaters,"
he said.
Behrendt is taking a positive approach too. "There's
going to be plenty of time for visitors to attend both
events," he said.
More than 800 vendor spaces are expected to be
filled at the flea market, which will be held 8 a.m. to 6
p.m. April 16-18, anduntil4p.m. onApril 19. Admission
is $8 for adults on April 16 and $5 April 17-19. Children
younger than 12 will be admitted at no charge.
Since getting its start in 1979, the flea market has
provided an outlet for overstocked, obsolete and used
items, as well as scratch and dent articles everything
from antique ship clocks to state-of-the-art electronics.
There will also be a used boat pavilion.


"We have visitors from South America and the
Caribbean," Behrendt said. "People arrange their
vacations around this event." .
There will also be plenty to see and do at the 15th
Annual Fort Lauderdale Spring Boat Show, taking place
at the Bahia Mar Yachting Center in Fort Lauderdale.
Hours are noon to 8 p.m. April 16; 10 a.m. to 8 p.m. April
17-18; and 10 a.m. to 6 p.m. April 19. Admission is $6 for
adults and $2 for kids ages 6 to 12. Children five and
younger can enter free.
More than 400 vessels are expected to be displayed
on land and in water, along withbooths highlighting the
latest in marine accessories and electronics. In addition,
the show will feature a billfish tournament; fishing
clinics, swimwear fashion show, a make-your-own-
vessel plywood regatta, safety lectures arid live
entertainment on a floating cocktail barge.
And if that's not enough to keep everyone busy, the
Whitbread will be hosting its own series of activities.
The stopover will kick off on April 2 and conclude April
19. A big send-off party for the racing sailing yachts is
planned on April 18.
Ralph A. Marrinson, president of the Whitbread
Race America Inc., said he's not worried about people
having divided loyalties and perhaps missing one thing

to attend the other.
"The more stuff we do, the better it is for boating,"
he said. "We're abig enough community. We can handle
it."
Besides,.the, village is open late, until 10 p.m. on
regular nights and.nmidnight for the send-off. Once
people are finishing browsing and buying at the flea
market or boat show, they can come to.Port Everglades
to cap off their night and have some fun, he said.
"It's,unfortunate that everything is on the same
days," said Roland Salerno, of The Diver Underwater
Maintenance in Fort Lauderdale. "But there's a loyal
crowd that goes to the flea market."
Salerno himself is a regular, selling zinc anodes to
protect the exposed metal parts underneath boats. He
intends on being at the event again this year.
"I can't miss it," he said. "It's a good opportunity. I
believe there's going to be a good crowd."
Regardless of how things turn out, organizers intend
to take extra precautions next spring to ensure their
dates don't collide.
"I guess we'll have to get everything in writing
first," Behrendt said.

A dolphin dilemma for all

of boat shows
and art
I exhibits that
come to town,
one of the
special
events" I find
hard to pass up
is. the
.antiquarian
Book fair.
Usually there's
at least one booth tobe found that sells old
legal documents.
Such important papers can range from
the registration of largeparcels of property
to the sale of a cow (you'd be surprised to
see how complex a cow.sale could get in
the 1700s). Most are not of a maritime
nature, so I got really excited when I
happened to find a genuine Letter of
Marque.
What is a Letter of Marque? Good
question. This part of maritime law has
been forgotten by the general public,
although remnants of the concept can still
pop up once in a while. Along with
salvage, seamen's rights and maritime
liens, Letters of Marque are among the
oldest maritime concepts and are
extremely capitalistic in nature.
Historically, few nations have had
the ability to finance a navy large enough
to protect its political and merchant
interests everywhere. After all, the sea is a
large place traveled by ships, vessels oTan
enemynation, pirates, or all of the above.
So, coastal nations that wanted to protect
the free flow of goods coming to their
shores and didn't want to go bankrupt
building warships had to come up with
another solution (deficit spending has
never been popular).
That solution was to license private
individuals to build, finance, and arm
their own private vessels, and then allow
them to go out to sea to capture the vesseJs
of enemy nations and pirates. In exchange
they were allowed to keep a major
percentage of the 'booty' (with the home


government getting a decentportion, also).
These licenses became knownas Letters
of Marque. The people who were on the
vessels that carried such a license became
known as "privateers."
Privateers proved to be a -rather
important part of the early formation of our
country. Incolonial times, honestprivateers
helped rid the east coast of pirates (except
for those like Capt. Kidd,,who found it
more profitable to "join 'em"). .
John Paul Jones began his illustrious
career working under a Letter of Marque.
The framers of the constitution considered
Letters of Marque important enough to
reserve the exclusive right of granting them
to Congress and :he federal government.
Early admiralty cases in the U.S. courts
often dealt with thedistribution of "prizes"
(i.e. "booty"), and private'ers getting title to
a captured vessel.
Whathappened to the issuing of Letters
of Marque and the hardy privateer? Well,
after the defeat of Napoleon at Waterloo,
most European nations entered into treaties
repudiating privateering as a practice that
encouraged ill will between countries.
Interestingly, the United States never
participated in these treaties. In fact, the
last large scale issuance of Letters of Marque
by a modern nation was during the Civil
Warby the government of the Confederacy,
citing constitutional precedent (remember,
the South thought they were fighting for
the constitution, too).
Basically, modern warfare has made
privateering impractical for several reasons.
First, nations seem rather reluctant these
days to give licenses to private citizens to
arm their boats with the contemporary
weapons of war. Secondly, building,
arming, and manning your own warship is
just too expensive to justify the costs (unless,
of course, you're Disney World).
So, the whole concept of privateering
and Letters of Marque is dead, right? Well,
maybe not. Certain countries refuse to
recognize some terrorists who board,
capture, and sink ships as pirates, based on
the idea that they are doing it for political
rather than financial gain. This is not
dissimilar to the old days when sometimes
the major difference between a pirate and a

traffic on the Intracoastal churned tip
rough waves. So he had dolphin pilings
built parallel to his property, away from
the dock, so he could.secure the boat and
let it bob freely whenever a large yacht
rolled by and stirred up a brisk wake.
Not that dolphins are cheap to build.
They may look like mere telephone poles
sticking out of the iater, but Moran says
; he forked out $25,000 for the job.
Then a neighbor complained to the
city about Moran's new dolphins, which
turned out tobe in violation of a city codes
that requires such structures to be loca
ted a minimum of 25 feet out, but still
within the property line.
It seems that Moran had also failed
to obtain the proper building permit. He
was cited and ordered to appear before
the city's Planning and Zoning Board in
January to answer-the charge.
Whenhe offered topresent snapshots
of dolphins on other properties around
the city to show that his were no different
from anybody else's, P & Z Board Member
.Dennis Smith asked Moran.to present .
names and addresses instead.
He was also told to remove- the
dolphins or face fines.
Instead of high-tailing it back home
to cut his losses, Moran scheduled a date
to appeal the board's decision before city
commissioners. Except this time he was
determined to prove his case with heavy
photographic artillery.
And a hardball attitude.
"Fifty percent of the houses in


Lighthouse Point have them," said
Moran, who took a ride around town
snapping photos of dolphins sticking
out of the water behind resident's
homes.
Moran started namingnames. And
city officials started squirming.tangos
right where they sat.
"I drove around to Mr. Smith's
house and took pictures of pilings in
front of the neighbor's houses around
Mr. Smith's house," Moran explained
in his thick British accent.
.Few property owners caught on
film by M6ran were in compliance with
the city's code anyn more than Moran,
including, many city. officials. It. was
unclear whether the required permits
had been pull ed..
"One wrong, 12 wrongs, or even
5,000 wrongs don't make a right,"
reasoned Commissioner Lynn Spinella.
UnfortunateLy for Moran, he
wound up as the bad dolphin example.
At least a couple of commissioners
muddled through a few different
rationales that sounded suspiciously
like one big "Do as .we say, not as it
looks like we and the rest of the city are
doing."
Mayor William Sullivan questioned
the validity of the city code.
Commissioner Paul Zalesky wondered
whether it would be possible for Moran
to return at a later date with more photos
of illegal dolphins on properties around
Lighthouse Point.
He was the only one who favored
Moran keeping his dolphins.
Moran was granted an extension
which, Zalesky said, would give
commissioners time to review the
ordinance and possibly revamp the
dolphin parameters.
It should also give everybody time
to run home and get their owndolphins
in order.

Licensing requirement won't stop drunk boaters


To the Editor:
Regarding the November boat accident where six
people were killed on the Intracoastal after being hit by
an intoxicated boater:
Do you really think that Mr. Cameron would, in his
condition, license or no, drive his boat any other way?
Just look at the drunks out on 1-95 they all have
licenses.
Every year during our visits to Florida, we find that
there is a group that would like to put more governmental
restrictions on anybody who owns a boat. For 18 years
we have sailed all over the world and find that overall,
people who own boats try to get as much information as
they can on how to operate them.

Privateers less likely to be found

privateer was what port you landed in after you captured
a vessel.
There have even been suggestions of bringing back
privateering in recent times. In the late 1980s, a south
Florida maritime attorney did, in fact, actively begin a
campaign to persuade Congress to issue Letters of Marque
so private citizens could seek out and capture the boats of
drug smugglers. It wasn't a successful campaign, but the
idea was intriguing.
Still, some aspects of the privateeringspirit does remain
in the law. For example, if you turn in someone who is
violating U.S. Customs or EPA regulations, sometimes you
can file and receive a percentage of the fine the offender has
to pay the government. So, the question becomes, when
that happens, are you really acting as a' patriot or a
privateer?
By the way, I didn't buy that document at the book fair.
I figure the asking price was higher than the price any
captain got for a captured boat when the document was
actually valid. And that's probably the best reason why the_
age of privateering is over.

Mack & Mabel opens at Jan McArt's dinner theater

*Jerry Herman's romantic musical comedy Mack
& Mabel runs March 11 to May 31 at Jan McArt's Royal
Palm Dinner Theatre, 303 Mizner Blvd., Boca Raton.
The true story of silent film-maker Mack Sennett and
his on and off-stage leading lady Mabel Normand, will
be played by South Florida favorites Irene Adjan and
John Fionte. It's a glimpse of fabulous Hollywood with
its bathing beauties, Keystone Kops, silent film era
costumes and memorable tunes.
Always Patsy Cline starring Michelle Martin who
just played in Jacques Brel, opens March 5 in Jan's

*The Gardens of Frau Hess at the Caldwell Theatre
Company, 7873 N. Federal Hwy., Boca Raton, continues
through April 5 with both evening and matinee
performances. Playwright Milton Frederick Marcus
portrays the disturbing relationship between Isaac
Baum, a Jewish concentration camp survivor working
as a gardener for Mrs. Rudolph Hess, wife of the
notorious Nazi party leader.
They bicker, debate and confound one another
through clever games of cat and mouse, both of them
surprised by the fondness that grows from the liaison.
This provocative work promises to be a most talked-
about play.
