Maritime museum expected to be unveiled in March

technology and industry ;

For such a small-sounding name, Peanut Island
has certainly had quite a significant past.
The floating patch of terrain, off the coast of West
Palm Beach, was formerly used as a U.S. Coast Guard
station. It even has its own nuclear bomb shelter,
which was to serve as a safehouse for U.S. President
John F. Kennedy, his family and advisors.
Today, the buildings and bunker sit empty except
for work crews and the occasional boat-load of visitors.
But all that is expected to change in a few months.
If events progress as scheduled, the island will be
transformed into one of the area's most popular tourist

Grant, founder of the Palm Beach Maritime Museum.
If his organization doesn't sound familiar, just
wait. Grant intends to unveil the museum on Peanut
Island in March.
Grant has spent 10 years getting his dream off the
ground. "It's like watching a birth take place," he said.
The museum grew out of the Ocean Learning
Institute, which provides accredited field trips to
college students. The foundation was established by
Grant in 1974.
"It was always my goal to create a maritime arts,
science and technology center," he said.
His hope is to introduce the public to nautical
history in South Florida and the Caribbean, said Grant,
who headed the Atlantic Undersea Test and Evaluation
Center, a technology program funded by the U.S. and
British Royal navies, in West Palm Beach from 1965 to

passenger boat that museum officials have docked at
Currie Park in West Palm Beach.
Dock space will also be available on,the island for
visiting boaters who arrive in their own craft. "It's 24-
feet deep," Grant said. "Suitable enough for'mega

This 1936 coast guard building on Peanut Island is
currently being restored as part of the Palm Beach
technology and industry including a 12-foot-long
sailboat that was built by a Fort Lauderdale man who
cruised from Central America to Ireland; a rare series
of lithographs by waterscape artist Jack Gray and a
bell from a sunken 19th century battle ship.

But Grant believes the Kennedy shelter will prove
the biggest draw.
The bunker is nestled inside a 52-foot-tall hill. It
will be outfitted with photographs, furnishings and
communications equipment that reflect the era.
Everything.will be designed to take people back to the
days of the Cuban Missile Crisis, said Grant, referring
to Soviet's 1962 offensive weapons build-up.
"We're going to give them the feeling and the fear
of that time," he said. "I guarantee you, it's going to be
a major attraction."
Palm Beach County and Port of Palm Beach officials

island and Currie Park, said Grant, who is paying for

the museum has to offer.

He's also working with the University of Central
Florida to set up a simulation center at the Poinsettia
Avenue office building to teach marine industry-related
skills, trades and professions.
Grant has major plans for the museum too. To
commemorate the facility's grand opening, an 18th
century replica ship, the HMS Bark Endeavour, will
dock at Peanut Island from March 7 to 15.
The original Endeavourwas sailed around the world
by Capt. James Cook from 1768 to 1771. The voyage
produced a wealth of geographic knowledge and set in
motion the establishment of Britain's colony in

knowledge of seamanship and navigation. During the
journey, Cook became the first captain to calculate his
longitudinal position with accuracy using a complex
mathematical formula developed in the 1760s.
The replica, which was built in Australia four years
ago, will be visiting 16 ports along the North American
eastern seaboard. Peanut Island will be its first stop.
The tour will end in October at Halifax, Nova Scotia.
On board, visitors will be able to view the workings
of the ship and how its crew lived their life at sea.

Buyer beware: knowing the right moment to walk away

legal situation ahead.
So, here are some tips to temper that boat-buying
SIf you're dealing with a yacht broker, before you sign
anything and put down a deposit, make sure it is this broker
you want to use for this particular vessel. If you try to
change brokers to buy the same boat, disputes can occur.
In the same vein, be careful about signing any contracts.
You don't want to owe money because you didn't pay
sufficient attention. (Don't rely on, "oh, that's standard!" -
maybe it is and maybe it isn't ...)
*Put the lowest deposit on a boat as possible. If more is
required, maybe it's time to rethink the deal, even if it means
simmers after accident

manpower. Yeah, boat licensing could create jobs.
Do nothing, however, keep things the way they are,
and there won't be enough marine patrol units to handle the

If nobody had died in the recent tragedy, it's doubtful
that Cameron would been charged with anything felonious.
This might have wound up as a routine civil court matter
with Cameron paying off a settlement then high-tailing it
back out on the water for another excursion.
But six did die.
And Cameron, license or no, sober as a judge or drunker
than a sailor at a convention, was responsible. He will be tried
as a criminal. He might even wind.up in prison for the rest of
his life. It's doubtful that he'll be skipping onto any more
booze-driven Cigarette boats.
Others will, though. At least they will until the legislators
take a look around and decide that it's a lot easier to enforce
laws prohibiting people from drinking and sailing if there's
something to take away.
Me? My jaw is still on the floor that this state charged
Cameron with anything.

Increased public interest has prompted organizers
to add more locations to its.clas,. schedule. They are
presently working with businesses including the 15th
Street Boat Company in-Fort Lauderdale,. which has
agreed to offer classes on a continuingbasis, Cappuzzello
Organizers are quick to admit that BoaterEd isn't
designed for in-depth study. For that, they recommend
taking more comprehensive classes offered by the U.S.
Coast Guard Auxiliary or the U.S. Power Squadron.
"Our course is for beginners and people who want
to refresh their knowledgee" Cappuzzello said.
But Florida Marine Patrol Lt. Brett Norton, assistant
boating safety coordinator, said any boating course can'
go a long ways toward saving lives.
There were 731,991 recreational vessels registered
in Florida in 1996. Last year, there were 172 accidents for
every 100,000 registered recreational boats. A total of 58
people died in those mishaps, more than anywhere else
in the country, Norton said.
Of those accidents, 63.6 percent of the operators
never,received safety training, he said.
So far this year, 66 people have been killed, including
the six occupants who perished in November aboard
their vessel in Fort Lauderdale's Intracoastal Waterway.
It was the worst recorded recreational boating accident
in the state's history, Norton said.
Law enforcement officials agree that reducing those
statistics requires more outreach.
"Education is where it's at," said Miami Beach Marine
Patrol Officer Mike Pryor, who is also a BoaterED
"More people are operating boats each day," he
said. "The more courses that are available out there, the
CEERI developed its BoaterED course shortly after
the organization was founded in 1993. In the beginning,
the course was available to middle and high school
students in Broward, Cappuzzello said.
It's now being, taught in several public schools in
Florida as an elective, she said.
The group expanded the program to the general
boating:public after receiving calls from people who had
heard about the classes and wanted to enroll, she said.
,Materials used in the public school and community
classes are the same. The only difference is that one is
taught by. teachers. The other is conducted by law
enforcement officers, Cappuzzello said.
Both'are approved by the state to meet mandatory
boater education requirements. Under Florida law,
anyone born after Sept. 30, 1980 must take a state-
sanctioned boating safety course before operating any
vessel with 10 or more horsepower.
The state also requires that boaters of all ages, who
have received a citation, must take safety classes before
going back on the water.
'"It's an excellent tool in giving boaters an
introduction to safety on the water," said BSO Sgt. Larry
Whitford and the six deputies in the department's
marine patrol unit are all certified to teach BoaterED
classes. "With the state mandatory boater education
law, it's a natural tie-in," he said.
Having officers teach the classes also gives the
program an added edge. Police bring the element of
knowledge and experience to the sessions, where they
can address the problems they see on the water, say

Operators should also watch their alcohol intake.
Even the most experienced boaters can easily become
overwhelmedby the darkened waters after a few drinks,
Palfrey is saddened but not surprised by the two
tragic mishaps that recently occurred in South Florida.
"It seems the most gruesome ones always happen at
night," he said. "There's decreased visibility, less
enforcement and all the alcohol consumed during the
day is taking affect."
Some of those factors may have caused the Nov. 24
collision of two vessels on Fort Lauderdale's Intracoastal,
killing six people. The accident, which occurred shortly
after 11 p.m., was cited by the Florida Marine Patrol as
being the worst recorded recreational boat crash in the

Fort Lauderdale Marine Patrol Sgt. Tom Ogden says

traffic and few problems plaguing the waterway at night,

because there is no artificial lighting nearby, Ogden said.
"It's important to know the water you're in," he said.
"If you don't know the area, get a chart."
Even when illuminated, boats at night can blend into
the background lights, making it difficult to see oncoming
traffic and judge distances, Whitford said.
Hitting another vessel isn't the only concern. "We've
seen people run into bridges, concrete flashing lights,
docks and sea walls," Whitford said.
Other tips include familiarizing yourself withrunning
lights to determine which direction vessels are headed,
Ogden also advises that boaters pay close attention
to all waterway markers and make sure their safety
equipment is operating properly.
