Sometimes the best laid plans can be washed away.
It took three months for Marty Nowell, husband Brad, her teenage
son Bob Henning and several friends to decorate the family's 30-foot

South Florida's own unique version of ringing in the
holidays is getting ready to once again set sail.
Several floating parades featuring a variety of decorated
vessels are scheduled Dec. 5-20. The events range from the
glamour of Winterfest to the hometown charm of the Boynton-
Delray Beach Holiday Boat Parade.
Thousands of spectators are expected to watch from
land and aboard their own anchored craft. Few mishaps have
plagued the parades in the past, but police are reminding
people to be courteous, cooperative, careful and to curb their

Bayside Holiday Celebration
The season kicks off with this small procession at 6 p.m.
Dec. 5 at Bayside Marketplace, 401 Biscayne Blvd. in Miami.
Everyone is invited to enter their craft at no charge, but
pre-registration is required. The brief route will start at the

Second Annual Northern Palm
Beaches Holiday Boat Parade
Last year's procession was such a success, decorated
boats will be making a return run to wow the crowds at 6:30
p.m. on Dec. 6.
The route will travel from Peanut Island in the Lake
Worth Inlet and head north up the Intracoastal to the Jupiter
and Tequesta area.
Last year, about 22 boats entered the parade. Between 50
and 60 are expected this time around, according to the
Marine Industries Association of Palm Beach County,
organizers of the event.
Registration deadline is Nov. 30. Fees are $25 for private
vessels and $250 for corporateboats. Awards will represented
in several categories.
A mandatory captain's meeting will be held 6 p.m. Dec.
1 at Panama Hattie's, 11511 Ellison-Wilson Road, North

Winterfest Boat Parade
No, spectators won't be seeing double. There are going
to be two grand marshals at this year's Winterfest Wendy's
restaurant chain founder Dave Thomas and Miss USA Brandi
The procession, officially named the 26th Annual
BellSouth Winterfest Boat Parade Presented by Nokia, will
take place 6:30 p.m. Dec. 13.
Once again, entry boats will cruise up the Intracoastal,
from Port Everglades north to Lake Santa Barbara in Pompano
Lastyear, 87boats participated. This year's entry deadline
is Nov. 30. Fees are $25 for private vessels and $250 for non-
profit craft. Commercial boats will be charged $500 to $1,500,
depending on length. The theme will be "Hail the Decks With
Bells and Holly."
A mandatory skipper's meeting will take place 5:30 p.m.
Dec. 1 at Pusser's Landing Restaurant, 3000 E. Oakland Park
Blvd., Fort Lauderdale.
Spectator boats are invited to anchor anywhere along the
route, except in front of the viewing bleachers or marinas. But
arrive early. Police will be shutting down the waterway to all
traffic starting at 5:20 p.m.
On land, reserved seating will be offered at Hugh Taylor
Birch State Recreation Area, 3109 E. Sunrise Blvd., Fort
Lauderdale. Tickets are $17 per person.
No parking will be allowed at Birch however. Instead,
motorists should go to Holiday Park at East Sunrise Boulevard
and North Federal Highway. Shuttle buses will be available
before and after the parade. The cost is $1 each way.
There will also be space available aboard the official
Winterfest boat, the Carrie B. To ride in the parade, tickets are
$125 per person.
In addition, Winterfest is also sponsoring the 20th annual
Norwest Mortgage Shoreline Decorating Competition.
Registration is Dec. 5. There is no fee to enter. Judging will be
held 6:30 p.m. to 10:30 p.m. Dec. 10.

Lauderdale searches forpersonal watercraft launching site

Fort Lauderdale City Commissioners recently
enacted an ordinance designed to slow down water
scooters on the Middle River after receiving complaints
from residents, who were tired of dealing with the loud
machines whizzing by their properties.
The law, which passed with.a 5-0 vote on Nov. 4,
was needed, said City Commissioner John'Aurelius.
"There was too much activity for one small section
of the river," he said. "There was a constant whining of
engines. The homeowners couldn't get any peace."
The ordinance basically requires waterbike owners
to go at a slow speed along the Middle River. The only
exceptions are vessels engaged in limited water sports
activities, such as pulling water-skiers, boogie boards
or inner tubes.
But personal watercraft users won't have to crawl
along just yet. The ruling can't be enforced until the
state approves proper signage advising people of the

The ordinance replaces a 35-mile per hour speed
zone in effect from Northeast 14th Street to the cove at
George English Park. There were no restrictions at all

New River event closes out holiday season boat parades

Last year, close to 55 entries took part in the traditional
route, which runs from Lake Santa Barbara and heads north

Now entering its 26th year, the procession will set sail at
6:30 p.m. Dec. 19. Vessels will meet at the starting point
south of Marker 46, just west of the Boynton Inlet. The route
will then progress south, ending at the C-15 Canal. The 1996
parade attracted 25 boats. Those entering this year must
register in advance on a date to be announced. There is no
charge to participate and awards will be presented to the
best decorated craft.

Traditionally the final procession of the season, this
year's nine annual parade will start at 7 p.m. Dec. 20.
The festivities are organized by the Fort Lauderdale
Jaycees. Boats will leave the mouth of the river and travel
west to Bradford Marine, at 3051 State Road 84, Fort
Lauderdale. Participants can register up to the day of the
event. Fees are $40 for privave vessels and $50 for commercial

Other decorators, both amateur and professional, will
be dressing up their boats in holiday finery too. The Princess
Tonya-Martica will be among an expected 95 entries in the
26th Annual BellSouth Winterfest Boat Parade presented by
Nokia on Dec 13..
Among the standouts in this year's parade will be the
Continental Airlines/American. Express grand marshall
showboat; which will highlight Fort Lauderdale's skyline in
neon, Lisa Scott, executive director of Winterfest, said.
Other crowd pleasers making a return visit will be
vessels commemorating Kwanza and Hanukkah, she said.
Decorating workshops for boaters and homeowners
were held in October and mid-November atM.E. Productions
in Pembroke Pines, a professional design studio and
Dale Madison, one of the instructors who is a
professional designer from Wilton Manors, is now enjoying
his ninth season decoratingvessels for the Winterfest parade.
He has contracts with five companies for this year's

Island Airways Yacht, and will be designing an 18-wheeler
for the First Fleet Corporation's vessel.
For dramatic effect, he will also use laser and airport

reveal what I'm going to do, but it's going to be very
interesting," said Madison, who also owns Oh! What a
Basket, a fine wine, fancy food and gifts emporium inWilton

Entering south Florida's varied array of holiday boat
parades? Or maybe you lust want to decorate the family
vessel for special affects as you cruise the area's waterways.
Either way, there's no shortage of creative ideas if you have
time and some money to spend.
Marty Nowell and Dale Madison have both been
participating in Winterfest for several years. Their advice for

*Stand as far back as possible from your boat to determine
whether people on shore can read signs and see the displays.
*Use a proper stereo system A boom box won't do

member crew who will work straight through until the start

"Two years ago, I was finishing up a yacht just as the
parade was getting started," he said. "That's how tight
things sometimes run. The boat won best lighting."
Madison will probably face new hurdles this year, but
he doesn't mind.
"I always look forward to this time of year," Madison
said. "I love doing this."
So do the Nowells, who will mark their fourth

getting information that was more
illuminating than anticipated.
Some seminars are like that. The
better ones are usually scheduled right
around the holiday season (as if I had
enough time to hop on a camel with a
sack of myrrh and go to all of them). But
every time I go, I pick up info that usually
proves instructive (though not as
"enlightening" as the wise men's).
Considering that the wise men were
non-citizens traveling through a large
empire, the information I've gleaned on
mar-itime issues affecting non-U.S.
citizens seems appropriate for the season.
Here's some examples:
eIt is basically true that, aside from a
few minor exceptions, the master of a
documented vesselmustbe a U.S. citizen.
Well, this is being liberalized slightly.
Federal statutes will now allow for a
non-citizen master on a documented
vessel ihat is n6 greater than 200- gross '
tons, provided certain criteria are met by
the vessel and its potential master.
The documented vessel must be
restricted to recreational endorsement
only no other endorsement can be
attached to the vessel. The potential non-
citizen master must also meet all U.S.
employment and immigration laws.
This issue remains confusingbecause
United States codes (basically the rules
used for enforcementby the Coast Guard
and U.S. Customs) have notbeen updated
to conform to this new statute. There are
also many situations which may not
perfectly "fit" the definition of this statute.
So, before you even consider hiring
or chartering a non-citizen crew and
master for your U.S. documented vessel,
consult with American authorities and
maritime professionals first.
The statute does not address changes
to the citizenship requirements for vessel
ownership (which can also affect who
can charter a boat) bringing us to the next
*Let's say the fictional Tony Santana
was born in Havana but has lived in
Florida for 30 years. A legal resident,
Tony is not a U.S. citizen when he buys a
new 18-foot runabout at a boat show. He
pays the sales tax, registers the boat and
receives proper "FL numbers.' from the
state of Florida.
But according to U.S. Customs, if
Tony takes his boat out on the water
without going through the proper steps
required for a foreign flag vessel, Tony
will be in violation of U.S. law.
That's right! Even if Tony Santana
hasn'tvisited another country in 30 years,
and even though his vessel is accepted by
Florida as being properly registered,
because Tony is a non-citizen, federal
authorities consider his boat a "foreign
flag vessel." If Tony fails to go through
the proper paperwork with customs, he
could face fines and possible confiscation
of his boat every time he takes it out on
navigable U.S. waters.
Considering south Florida's eclectic
boater population, it seems that if this
rule was strictly enforced, there'd be a lot
less congestion on the Intracoastal every

a few maritime law theorists that such
enforcement wouldn't pass muster an.d

Allow me to introduce you to the
nightscope. Different manufacturers
have their own names for it -for instance
ITT makes the Night Enforcer for cops,
and the Night Mariner for night boaters.
But the generic term is "nightscope."
Nightscopes have been used by the
military since the Korean War. Soldiers
used them for night desert warfare
during the Persian Gulf War. Thecrazed
killer in "Silence of the Lambs" used one
to chase Jodi Foster around a pitch-black

So there you are, sitting out on your

ocean and you see a school of fish a few
yards offshore. You shift your view to
the base of the high-rise next door where
a figure is emptying trash into a bin. You
pan the bushes,- the thick mass of sea
grapes, the beach wow ...
With the speed of light you shift
back to the bushes. Those were a pair of
movingfigures you spotted in the night.
You make one out to be a guy. The other
is definitely a girl. A little light flickers
on in your head that acknowledges what
is happening rightbefore your amplified

Pretty nifty for something that goes
anywhere from $399 to $8,000, huh?
Might even make a nice Christmas gift.
At least that's what a few people in
South Beach told me a couple of weeks
back. According to two club bouncers, a
bartender and a door-charge collector,
beach dwellers from Key Biscayne to
Haulover are buying nightscopes so they
can light up people having sex in the
assumed privacy of the dark beach.
Although, according to Evan Curtis,
manager of the Spy Shoppe in Miami
Beach, nightscope sales have "stayed
steady" ever since the store began'
"No one ever bought one for that
reason," Curtis countered. "The kind of
people who come in here don't buy the
nightscope to watch people have sexton
Over at Sharper Image, Irias says
that aside from night hunters and night
fishermen, the store's Bayside location
and the number of tourists attracted to
the site have more to do with successful
nightscope sales than a new generation

My advice for stores that carry the
nightscope is to get wider doors formore
people to fit through.

Michael Pauley, publisher of Tropic Times in Puerto
Rico, died Oct. 21st in St. Augustine after a long illness.
He was 54.
Founder and president of the Marine Industry.
Association of Puerto Rico, Pauley was also an active
environmentalist and a member of the Puerto Rican
Olympic Sailing Committee. He was an early contributor
to the Waterfront News.
"His love of the water began at an early age as he
watched the riverboats cruising up and down the Ohio
River," said his wife, Melanie.
Mr. Pauley was born in Charleston, W Va. in 1942.
He and his family relocated to Puerto Rico where his
father ran oil refineries in the 1950s and his cousin was
a riverboat captain.
Pauley worked in Fort Lauderdale during the 1970s
and '80s as a delivery and charter boat captain. He also
wrote articles on endangered marine life for the
WaterfrontNews during the mid'80s and was a volunteer
at the Wildlife Care Center in Fort Lauderdale where he
helped treat injured animals.
MichaelPauley returned to Puerto Rico withMelanie
in 1987 to start what was considered the largestbilingual
marine publication in the Caribbean. Mr. Pauley was
editor and publisher for 10 years until declining health
forced him to print his last issue of Tropic Times and
move back to Florida last July.
Melanie Pauley hopes to return to Puerto Rico soon
to scatter her late husband's ashes in the ocean she said
he loved so much.
Besides his wife, Michael Pauley is survived by a
brother, Joe Pauley of Miami; sister Penny Garcia of Toa
Baja, Purto Rico; Cynthia Flores of Ashville, NC and
many nieces and nephews.

Salt, to taste
Freshly ground black pepper, to taste
Preheat oven to 300 degrees F. Place the bread cubes

bread should be slightly dry, but not browned; transfer
the toasted cubes to a large mixing bowl.
Melt the butter in a large skillet over medium heat.
