As the Whitbread Round the World Race starts its
grueling 31,600 mile journey, many local residents will
be keeping close tabs on the event's progress.
They are marking the weeks until the race's 10 yachts
come to town.
"The countdown clock has begun," said Ray
Williams, vice president of the Whitbread Race Americas
committee, a group of volunteers dedicated to welcoming
the vessels during the competition's Fort Lauderdale
stopover.
The Whitbread, a premiere race that is held once
every four years, set sail on Sept. 21 from Southampton,
England. The vessels and their crews are due to arrive in
South Florida on April 4 for a 16-day stay.
While here, committee members intend to roll out
the red carpet, much like they did for the previous
Whitbread stopover in 1994.
The organization will again establish a village at Port
Everglades that will feature exhibits, dining,
entertainment, lectures, and corporate hospitality
pavilions. Everything will be free and open to the public.
Organizers are promising that the 1998 village will
be a bigger and better version of the previous stopover
site, which was also held at the port.
"We're working real hard to make sure that the
village will not only serve the racing crews, but the entire
community whether they are sailing enthusiasts or not,"
said Williams, a Fort Lauderdale investor who traveled
to England so he could watch the race. He was joined by
several committee members and Whitbread fans from
South Florida.
This will mark the third time that the Whitbread has
anchored in Fort Lauderdale. The first visit in 1990 was
greeted with little fanfare. Still, the reception was enough
to impress international race organizers.
They decided to return for a 30-day stopover in May,
1994. A committee spent years preparing the hospitality
village. Thousands of people showed up and the event
pumped $30 million into the local economy, said Peg
Buchan, chief operating officer for Whitbread Race
Americas.
"It was very successful," she said.
Final plans for the 1998 village won't be unveiled
until March. Already, more than $500,000 worth of hotel
rooms have been booked to coincide with the April
stopover, Buchan said.
There's also been plenty of interest from potential
sponsors and exhibitors who plan to participate in the
upcoming village, she said.

Artists reflect on Biscayne Bays' many faces

This is the third article in an ongoing series about fun
things to do on or near south Florida's waterfront.
How many ways are there to describe Biscayne Bay
and its surrounding northern keys?
At least 33, according to an exhibit on display through
Oct. 19 at Biscayne National Park in Homestead.
"A Rare Combination: Contemporary Artists
Interpret Biscayne Bay and the Northern Keys" highlights
the works of several dozen artists and their personal
depictions of the area. Pieces range from furniture made
from trees toppled by Hurricane Andrew to an original
song composed to describe the area.
The show was set up by Biscayne National officials
to help promote the park's $3 million visitors complex.
"We wanted to have something very special for the"
building's grand opening," said Gary Bremen, a public
information officer for Biscayne National Park.
The Convoy Point Center made its debut on Aug. 23.
The two-story concrete-block, oak wood facade structure
is modeled after the former House of Refuge on Miami
Beach, a temporary .residence built in late 1800s for
shipwreck survivors, Bremen said.
"It's not an exact replica, but the architectural style of
high, vaulted ceilings and open verandas is similar to
that era," he said.
The permanent structure is a welcome addition to
the park. Prior to its construction, the preserve had a

series of temporary orientation sites, including a former
restroom and a double-wide trailer that was destroyedby
Hurricane Andrew in 1992, Bremen said.
After the trailer was damaged, it was replaced by a
quadruple-wide version until the center could be
completed, he said.
The newly-finishedbuilding has an information desk,
bookstore and a 50-seat auditorium where films and
videos on the park are shown upon request.
The complex also includes a separate duplex where
a park ranger will live year-round along with seasonal
employees and volunteers, Bremen said.
The Rare Combination art show sits behind the
information desk, in an area earmarked for permanent
exhibits.
But the museum won't be installed until next year.
Once in place, it will feature displays that will take guests
through the park, starting with its mangrove shoreline
and ending at the reef. Hidden audio speakers, video
monitors and dioramas will be used to bring the eco-
system to life, Bremen said.
The park decided that until the permanent exhibits
are setup, the space willbe used for the Rare Combination
exhibition, Bremen said.
So far, the pieces have been very well received by the
public, he said.

Columbus Day Regatta takes place one week early


Annual sailing event returns

to Biscayne National Park

After two years, the Columbus Day Regatta is
returning to its traditional anchorage site at Biscayne
National Park in south Dade.
But the race, now entering its 43rd year, won't be
going back under the same conditions.
For starters, regatta organizers have moved up the
event to Oct. 4 and 5 to avoid attracting large spectator
crowds during the three-day Columbus Day weekend,
which falls this year on Oct. 11 to 13.
The new date was also selected to avoid a conflict for
religious Jews, who will observe Yom Kippur on Oct. 11,
said Sidney Doren, regatta chairman.
In addition, park officials have created two restricted
areas to limit anchoring, personal watercraft and rafts.
Both regatta organizers and parkpersonnel say they
are taking every precaution not to have a replay of past
raunchy behavior.
Park and regatta officials don't fault the participants.
Rather, the trouble is caused by some spectators who
have been faulted with littering, heavy drinking, nudity,
speeding and other abuses.
"It was like one big orgy," Doren said.
Things became so bad that in 1995 the regatta agreed
to leave and anchor elsewhere. Now that they are back,
organizers couldn't be happier, Doren said.
"The park is a great place," he said. "This is where
we should be."
Rob Shanks, a Biscayne National ranger, agreed.
"We're glad to have them return," he said. "Having the
regatta here is a tradition that goes back some 40 years."
Doren believes that returning to the park will attract
more participants. About 300 to 400 boats in some 19
classes are expected to turn out for the 1997 regatta, an
increase from the 265 entries in 1996, he said.
This year's event will be sponsored by the Merrill-
Stevens Dry Dock Company in Miami, a first for the
regatta, Doren said.
"They are adding some financial dollars," he said.
"It helps keep our entry fees nominal."
Registration is $45 for those signing on prior to Sept.
21. After that dcte, the cost rises to $65. The entry
deadline is Sept.b27, The race is' oen to sailing' vessels
only. No powerboats are allowed .


The race will kick off at 9 a.m. on Oct. 4 from the
Dinner Key channel area in Biscayne Bay. A course will
be marked according to weather conditions, he said.
Participants will sail to the park, where they will
anchor overnight. The race will resume at 10 a.m. on Oct.
5, when boaters will return to the original starting point.
Inside Biscayne National, no anchoring will be
allowed in a rectangular area around the east and west
Featherbeds cuts from sunrise to sunset on Oct. 4.
There will also be no personal watercraft permitted
from Boca Chita Key south to Elliot Key Harborbetween
6 a.m. Oct. 3 to 12:01 a.m. Oct. 6.
In addition, the park requires that rafts be limited to
five. A distance of 75 feet must be maintained between

anchored rafts and vessels to allow for easy navigation
of emergency boats. Running and anchor lights will also
be required.
A special regatta anchorage zone willbe marked by
temporary yellow buoys. The area will only be open to
race participants and support vessels. All boats must
display the regatta's registration flag.
Except for the regatta anchoring zone, the same
rules willbe in place during the Columbus Day weekend,
Shanks said.
"Even though the regatta has not been here for two
years, the park still attracts crowds for the holiday," he
said. "Honestly, we don't how many people are going to
show for the regatta or the following weekend, but
we're not taking any chances."
To ensure that everyone has a safe time, park rangers
will out in full force during the regatta's stay and on
Columbus Day weekend. They will be assisted by state,
federal and local law enforcement agencies, Shanks
said.
Rangers will be carefully watching for mishaps.
"Having the regatta return will depend on things go this
year," he said.

o obsessive Capt.
c e Ahab to his
distraught first
mate, Mr. Starbuck (who got no respect
from his captain and now gets no royalties
from the coffee company named after
him).
Starbuck had every right to be
distressed, for he knew Ahab's words
were true. In the days when Melville
wrote "Moby Dick," the captain of a ship
was, for all intents and purposes, "a god."
It can also be argued that very little has
changed today.
Let's face it, without a captain, aboat
is just another piece of junk floating in
the water. It is the captain who controls
the boat and its crew for the purpose of
getting the vessel and cargo safely to its
destination. It can be a heavy
responsibility, for a good captain isn't
just a navigator. Duties usually require
him or her (whether intentionally or not)
to be bookkeeper, a personnel director,
a marketing expert, a diplomat, and on
some occasions, (usually with not very
good results) a "jailhouse lawyer."
If the owner of the vessel is not the
captain, the task will be relegated to
someone else who is hopefully qualified
for that position. The hired captain is the
agent of the vessel. That means, unless
other arrangements are made, it will be
the captain who runs the ship, calculates
its needs and provisions, arranges for
the hiring and firing of crew, and sets up
a maintenance schedule usually with
a credit line determined by the owner.
But this arrangement can often create
conflicts between owners, captains, crew
and third parties dealing with the vessel.


First, owners may start to think that
the captain has too much control over the
affairs of the vessel (i.e. he or she is
spending too much money on
maintaining the boat). And the pwner is
likely to place the blame for any damages
to the vessel on the captain.
Second, the crew always thinks the
captain has too much control over them.
This has been a problem since the original
two people got on a boat together and
one decided to steer while the other
rowed. It should be of some comfort to
modern crewmen that keelhauling and
flogging are now considered wrongful
acts by American courts and do have
penalties.
Third, other parties, such as marinas,
get mad if they don't get paid, and they
really don't care who is in control. For
example, the marina knows the captain
as the agent of a vessel. The captain pays
the marina's bill and takes the vessel
away without the consent of the owner. If
the marina doesn't have any knowledge,
then the marina has done nothing wrong.
Misunderstandings over control can
have dire consequences for all parties
and the vessel. An unhappy owner might
stop paying bills. If crews, marinas and
captains don't get paid, the owner will
have a maritime lien situation which could
lead to the future arrest of the boat. This
will make the owner even less happy.
In the meantime, if a member of the
crew gets sick or injured while employed
by the vessel, and the captain fails to
handle it in a proper legal fashion,
lawsuits against both the vessel and the
owner can result. This could compromise
the captain's future employment
So obviously the owner and the
captain should come to an understanding
of who controls what type of situation
and when. On navigation issues, I assume
the owner will give deference to the
captain. In other areas there is room for
compromise, but all understandings
should be laid out very carefully,

Reeling in the big one

It's been
nearly 15 years,
but I can still
recallthe details
of one of my
favorite fishing
tales.
Seems my
buddy, Jim,
was on his way
home one
evening in his
pickup truck
after a hard


day's work as captain of a 54-foot Buddy
Davis sportfishing yacht. He'd caught
nothing that day.
Jim was headed west on Sunrise
Boulevard in Fort Lauderdale when he
got slowed by heavy traffic backed up
from a stoplight. He noticed the delivery
truck in front of him, its back door
swinging open. When the truck began to
move, an object that looked like a large
fish fell out of the truck's rear and onto the
street.
Now Jim is a fisherman of the world
renowned. By that, I mean that he catches
fish all over the world. If there's a fish near
Jim's baited line, my bet is on Jim.


So we've established that Jim knows
his fish. He definitely knows a big fish,
whether it's coming out of the sea or
falling out of a truck, when he sees one.
But he didn't know that it was a 54-
pound swordfish until he got out to take
a closer look. He found it to be freshly
cold, so cold in fact that somebody had
just taken it out of the cooler and thrown
it on the truck. Jim figured the fish was on
its way to one of the many markets in the
area.
So he picked it up, threw it in his own
truck and headed to a local market that he
figured could have been on the driver's
list of stops.
"No," said the market's manager
when asked if he was expecting a delivery
that never showed up.
"Say," he added when showed the 54-
pound delicacy, "that's a swordfish, huh?"
"Yep," Jim answered.
"Well, you can leave that here if you
want," the manager said.
As if Jimhadbeenbom that morning.
He bid the market manager fond fishing
and left, his good fortune in tow.
When I got home from work that
night, Jim was waiting at my door. "You
like swordfish, right?" he asked.
"Do fish swim?" I shot back.

standpoint of the welfare of the vessel. This can be
foolish. Whether a captain wants fo admit it or not, in
most cases, legally the captain is a member of the crew.
And, he or she can share, for example, the crew's fate on
matters such as failure to receive proper maintenance
and cure for an illness, or getting paid on time. As for the
owner good crew relations should be looked upon as
an excellent investment against future lawsuits. I know
of very few cases against boat owners who were popular
with the crew.
One last warning to captains don't get too
obsessive. Mr. Starbuck almost led a mutiny against
Ahab. He had legal precedent to do it. If he had, "Moby
Dick" would have had a happy ending. Moreover, it
would have made the owners of the Pequad very happy.

Three U.S. yachts participate in Whitbread

underway," she said. "We've been getting a lot of calls
from people, asking how they can get involved. It's a
very exciting time for us."
Once everything is in place, the entire endeavor is
expected to cost $1.3 million. Funds for the village,
marketing, insurance and other expenses will be paid
mostly through corporate sponsorships and exhibitor
fees, Buchan said.
Organizers began raising the needed monies two
years ago. The majority of work is done by volunteers
with Buchan the only paid staff member of the committee.
She is based out of an office that Whitbread of Americas
set up on Las Olas Boulevard in Fort Lauderdale.
Frank Herhold, executive director of-the Marine
Industries Association of South Florida, said the 1998
Whitbread Greater Fort Lauderdale stopover will once
again cement the city's reputation as a sailing mecca.
"It will put us on the map like no other event," he
said. "It's extremely important to this area and the sport.
It provides business for our sail-related members and
also allows the public to get a closer view of the boats
and gives them the chance to mingle with the crews."
When the boats finally berth in Fort Lauderdale, the
city can expect to be the center of international attention.
The nine month competition is being watched by 2.6
million television viewers in 177 countries, according to


Whitbread Race Americas.
Of the 10 yachts, three are from the United States
and three represent Sweden. The remaining vessels are
from Norway, Holland, Great Britain and Monaco.
One of the U.S. boats, called America's Challenge, is
flying the flags of Fort Lauderdale and the state of
Florida. It is also carrying the Lauderdale Yacht Club's
burgee, Buchan said.
Fort Lauderdale will be the seventh leg on the race's
nine leg journey, which is due to end in Southampton in
May 24.
Until this year, Port Everglades had the distinction
of being the only North American stopover. This time
around, Baltimore has been tapped to be the eighth leg
of the competition and play host to a seven-day layover.

understand how special these areas were," he said.
"This exhibition attempts to revitalize that link."
Works include photography, paintings and
sculpture. There's also a song on compact disc written
by Grant Livingston and a video produced by Polita
Glynn on the park's creation.
The tune, titled "These Diamonds," was based on
a comment made by a park supporter, Bremen said.
"She compared the preserve to a diamond necklace
kept in a safe deposit box," he said. "You don't use it all
the time, but it's comforting to know it's there."
Indeed, many people think of Biscayne National
Park as a jewel.
The 180,000-acre preserve, created in 1968, sits just
south of Key Biscayne and extends to just north of Key
Largo. Its east-west boundaries are from the mainland
shoreline of Biscayne Bay to the 60-foot depth beyond
the reef.
Half of the park is mangrove forest along the
shoreline. The remainder encompasses 50 unspoiled
islands, Bremen said.
With the exception of 9,000 acres of land, 95 percent


of Biscayne National is under water, which is why the
visitors center is so important, he said.
"For people without a vessel, the building takes on
an added meaning," he said. "Other than the concession-
operated boat tours, it's the only way for them to get
acquainted with the park."
Of course, like the art exhibit, orientation can take on
many different forms.
"We have one man who comes here every day to sit
in the rocking chairs on the veranda," Bremen said. "He
sits for hours looking at bay. Sometimes he even falls
asleep."

"A Rare Combination: Contemporary Artists
Interpret Biscayne Bay and the Northern Keys" will be
on display through Oct. 19 at the Cbnvoy Point Visitor
Center, inside Biscayne National Park at 9700 SW 328th
St., Homestead.
Admission to the center and the park is free. Hours
are 8 a.m. to 5:30 p.m. daily.

story about an exotic plant nurtured by a clerk in a skid-row
florist shop, ends Oct. 5 at the Caldwell Theatre Company, 7873
N. Federal Hwy., Boca Raton. Craving human flesh, the plant
becomes a body snatcher as it grows to a monstrous size. Add
to the saga a squeaky-voiced Audrey, the clerk's assistant, her
former sadistic dentistboyfriend who drills without Novocain,
a trio of "doo-wop" singers and you have a musical you won't
soon forget.
