Marina is back

After seven years of attracting debris and vandals,
Ir aot . the Banyan Bay Marina is up and running again,
much to the delight of local business people and
boaters.
The renovated property, at 4491 Anglers Ave. in
Dania, reopened in June under new owners.
-The 8.3-acre site was purchased for $1.4 million
last year by Gypsy Graves, director of the Graves
.Museum of Archaeology and Natural History, also in
-, Dania. She bought the business from All Marine
Properties, which owns the Thunderboat Marina at
2051 Griffin Road.
Graves' daughter.. Kate. and her son-in-law Brian
Gagsklll, areparhiers in the eniture Gettingthemarina
back into shape was no easy task, the couple said.
It took eight months and $150,000 to upgrade the
land and its structures. The improvements included
planting palm trees and renovating the 70-by-40-foot
I service shed so itwould meet post-Hurricane Andrew
building codes.
They also replaced an entire back wall, floors,
wiring, windows and plumbing in the office trailer,

Women to compete for separate fly-fishing records

Starting next year, women will no longer compete
against men for saltwater fly- fishing world records.
Currently women share the category with their
male counterparts. But a decision to give each gender its
due was handed down in June by trustees at the
International Game Fish Association which will start
keeping separate stats Jan. 1.
The Pompano Beach-based, non-profit organization
is responsible for logging about 4,000 fishing records
worldwide, including all-tackle and line class categories
for saltwater, freshwater and fly-fishing. Ten of the
saltwater fly rod records are held by women, said Stuart
Pavlik, IGFA manager.
Once separate categories are in place, that number
is expected to increase, he said.
"In the early days, there was little or no female
activity in fly rod fishing," Pavlik said. "It was mostly a
male sport. But participation by women is growing."
The demand for recognitionby the association came
about after a letter writing campaign was started last
year. Dianne Harbaugh, a fly redder from the Florida
Keys, was among those who helped kick off the drive.
Harbaugh's involvement stemmed from her own
frustration at not being acknowledged as the first female
in the world to catch an Atlantic blue marlin.
The fish could not be logged with the IGFA because
it was 20 pounds short of the existing world record, she
said.
"It took me two-and-a-half years to catch that blue
marlin and to not have received recognition didn't seem
fair," said Harbaugh, who runs the ship store at the
Caribee Marina in Islamorada. "It was the pits."

"Her basic reasoning was the same as mine, that if
separate records are available then more women will be
encouraged to take up the sport," Harbaugh said. "I
think this is going to be a good thing for the fishing
industry overall."
Many men felt the same way too and wrote letters of
support to the IGFA, Harbaugh said.
The IGFA already has separate saltwater line class
records for men and women, so why not do the same for
fly-fishing, Pavlik said of the reasons given for the
change.
People wrote that men also have an advantage over
women in fighting large game fish. On average, males
can cast farther, wade deeper and have more upper body
strength, he said.
The association will not divide men and women's
records for freshwater fly-fishing and line classes because
the sport is less physically demanding and the fish are
generally smaller, he said.
The association took over the freshwater records
from "Field and Stream" magazine in 1978 and there has
been no movement to change those categories, he said.

January, the IGFA began keeping records for young
anglers. The saltwater and freshwater all-tackle classes
are broken down into small fry for ages 1 to 10 and
juniors for ages 11 to 16. Boys and girls each have their
own categories.
Already, several hundred applications have been
received, Pavlik said.
All record holders, regardless of age and gender, are
recognized according to the ethical angling rules
mandated by the association. The code was drafted
when the organization was formed in 1939 by a group of
both men and women including writer Ernest
Hemingway and IGFA founder Michael Lerner.
The association should have no trouble making
room for its new young angler and saltwater categories.
The group will be moving to its new home next year,
once construction is finished on a 60,000-square-foot
exhibit hall at Interstate-95 and Griffin Road in Dania.

Scuba instructor dives the reefs with kayak in tow


Sea kayaks grow in

popularity

Dave Zucker has gone scuba diving
for the past two years without climbing
aboard a motor boat or taking lengthy
swims.
Sounds impossible? Not if you use
a kayak, Zucker says.
The vessel became a favorite mode
of transportation for Zucker after he
went searching for an inexpensive way
to reach the reefs behind his oceanfront
condominium in Highland Beach.
"I read about kayak diving in a
magazine and it occurred to me that I
could do this," said Zucker, a 43-year-
old scuba instructor. "So I thought why
not give it a try."
Since then, Zucker has made about
130 dives from the two kayaks he
purchased, a solo model and a two-
seater. Both are stored on his porch.
Zucker maintains that not only is
the activity perfect for people who can't
afford an engine-powered boat, it's
environmentally correct and an
excellent form of exercise.
It can also be a lonely endeavor at
times. "When I first started doing this,
I didn't see anyone else out there," he
said. "But lately, I've met at least five
or six other kayak divers. The interest
is definitely growing."
Indeed, at the Atlantic Coast Kayak
Company in Pompano Beach, tour
leader Joan Lindsay said employees
are taking more phone inquires about
the sport.
Many callers eventually come in to
make a purchase. Sea kayaks now
account for 10 to 15 percent of the
business' annual sales. Two years ago,
it amounted to around five percent,


she said.
The store has also been keeping a
list of their customers, so that the divers
can contact each other to network, she
said.
"A lot of these people are tired of
being tied down to tour boats," Lindsay
said. "With a kayak, they now have the
option of being able to go out whenever
they want."

For those who are thinking about
getting started, a solo, sit-on-top dive
kayak with a tank well runs around
$500. The cost climbs to $650 when
adding on accessories such as a paddle,
seat, equipment lines, clips, dive flag
and mount and anchor with line. A
two-person kayak with similar extras
is about $800, Zucker said.
Although kayaks come in a variety
of colors, Zucker recommends yellow
because of its high visibility.
"It's the safest choice to prevent
collisions with other boaters," he said.
Other rules that Zucker follows
include carrying plenty of lines and
clips. "The primary rule of kayak diving
is that equipment must be tethered or
clipped to the craft at all times, or else
you'll lose it," he said.
He also believes that people taking
up the hobby should be experienced
scuba divers. "You don't want to worry
about your skills when you're out
there," he said.
Most of Zucker's trips are to Fink's
Grouper Hole, a 50-foot-deep reef that
is located three-fourths of a mile from
the beach behind his condo. It generally
takes between 20 and 30 minutes of
paddling one way to get there, he said.

spear fish, mostly hog black fish,
lobsters and an occasional grouper. He
also collects specimens for his
aquarium.
Zucker has also had a few interesting
encounters with local marine life. Once,


a dolphin leaped across the bow of his
kayak. Another time, he paddled up to
a loggerhead turtle.
But not all experiences have been

A houseboat for a hideout

It's so un-Miami Beach. A houseboat
fits here about as comfy as 250-pound
me in a pair of Italian designer jeans.
There's mostly yachts along this
stretch of Collins Avenue which also
boasts a glitzy view of Indian Creek on
one side and a high-rise wall of tourism
that hides an ocean on the other side.

each other. One
is ordinary
enough for a
summer romp
on one of my
old northern
Indiana lakes.
The other
is just the cutest
p little box of a
/ l houseboat you
ever saw. It's
powder-blue with a spritz of white trim.
White lace doilies are attached to the
windows. The only thing keeping it from
being downright adorable is the yellow
police tape hanging around the outside.
On July 23, this cute little houseboat
was the spot where Andrew Cunanan
took a gun, leveled it at his own face and
pulled the trigger.
Not that I'm surprised when
anybody gets blown away in Miami. But
why in a houseboat with lace doilies for
window balconies?
If the whole world were looking for
me, I'd have high-tailed to the deepest,
darkest cave in the first South American
jungle I could find. No forwarding
address. No phone. No trace of me
anywhere. The world wouldn't be able
to track me down with a psychic.
In this case, the world was a lynch
mob after Andrew Cunanan.
Check that, the world was searching
for Andrew Cunanan after he blew
Gianni Versace's face off. To think
Cunanan had previously blown away
two others in Minnesota, a land
developer in Chicago and even a
cemetery caretaker in New Jersey is as


disturbing as Cunanan himself
apparently was.
After the guy kills Gianni Versace,
everybody from here to Alaska spots
him moving in next door to Elvis.
For all we know, Cunanan could
have looked like RuPaul strolling up
Collins Avenue babbling over and over.
"When the going gets tough, the tough
go shopping for the first cute little
powder-blue houseboat with white, lacy
doily windows."
Not that the world knew what
Cunanan really looked like. We knew
what his newspaper and TV news
pictures looked like. When one
elementary school chum provided a
yearbook photo of Cunanan in the third
grade, I was ready to hit Miami Beach
police with my own sighting. "Yes officer,
the guy who shot Versace was about
three-feet-two with black hair and he
was walking around with a Power
Rangers backpack. He looked about
eight."
One look at this cute little houseboat,
though, and the reason w-hy the world's
first fashion designer killer was able to
go undetected for so long becomes clear.
He didn't run.
He walked.
He shot Versace and walked away,
which is why few people could offer a
truly accurate physical description of
him. It's tough to describe a killer walking
in a crowd of strolling law-abiding
pedestrians.
And for eight days following his
most notorious murder, he walked right
under everybody's nose, far too close for
anybody to notice. If he would have fled
to Montana or Idaho or some such
remoteness, he would have been busted
for being a stranger who got out and
asked for directions.
Yet he didn't flee to Montana or
Idaho or Bumlick, Utah. He stayed in
Miami Beach, a few blocks north of his
most dastardly deed in a city where the
cops are already way over their little
blue caps with people who blow away
other people.

Do you know your legal limits?
No, I'm not suggesting you head off
to your local watering hole and attempt
some form of beverage consumption test.
I'm talking about legal territorial
jurisdiction on the waters.
Recently I recalled an old story my
dad told me about an infamous place
called the Bikini Club (no relation to any
establishment
e x i s t i n g
today). It
seems the
SBikini Club
was an old
derelict
freighter
which some
enterprising
w. l soul had
ab*. .a rammed on a
o a sandbar
l c e somewhere
east of Key
Biscayne.
During the late 1950s and early '60s,
the "Club" conducted a brisk business
among local boaters who were seeking
discreet and esoteric forms of adult
entertainment. As the story goes, when
law enforcement (no particular branch
will be mentioned here) would get calls
about a missing person last seen on a
boat, before a search and rescue operation
would commence, they would first take
a boat out to check if the missing fellow
had made a prolonged stop at the Bikini
Club. Apparently, many boaters were
"rescued" in this manner without any
further effort required.
This was, of course, a different time.
Meyer Lansky was still alive. And, a
more laissez-faire approach in business
practices was known to exist in the region,
even if it was not totally approved of
publicly. There is little doubt, though,
that the Bikini Club could not exist on
that little sandbar in the present epoch.
But it did start me to wonder- could
a Bikini Club actually exist if it was far
enough off shore to avoid certain laws
within specific territorial limits? For
reasons I'll get into, probably not.


However, some understanding of
territorial limits isn't a bad thing. So, here
goes.
Folks always talk about three-mile
limits, 12-mile limits, and even 200-mile
limits. How much meaning these limits
have depends on what you're doing.
Originally, most nations were satisfied
with enforcing their authority no further
than three miles, which was based on the
practical distance a cannonball could hit
shore from a galleon. As cannons got
better and galleons gave way to more
modern vessels this attitude changed.
In modern treaties, the nations of the
world have created such things as
contiguous zones and exclusive economic
zones. The contiguous zone supposedly
shows how far out from a territory
customs would still have a right to board
a vessel (treaties allow this to be as far as
24 miles off shore, not including other
treaties granting more power).
An exclusive economic zone allows a
nation to conserve and exploit "living
resources" up to 200 miles from their
coastline. (Theoretically two countries
that's lines converge closer than 200 miles
are supposed to split the difference and
get along, but that's another story.)
Finally, beyond this 200-mile exclusive
economic zone, lies what was once the
"high seas."
So where does that leave us? Well,
first we have to look at what waters would
be controlled by Florida. The United States
allows individual states territorial control
of the waters surrounding them providing
such control doesn't conflict with federal
law or general navigation. In most states,
this control is limited to three miles from
their coast. In Florida, however, the
control over the water and its resources is
three miles on the Atlantic side and nine
miles on most of the Gulf coast side.
This unusual circumstance Florida
owes to the King of Spain, who had a
rather ambitious perspective concerning
territorial waters. So, when Florida
entered the union, it was allowed to keep
the territorial limits it came in with. The
only other state with a nine-mile limit is
Texas, for basically the same reason.

The lesson here is that even at sea, it's hard to get
away from legal issues: state, federal, and international
rules will always be touching you. It's like the main
character in the movie "Buckaroo Bonsai" said, "no
matter where you go, there you are!"

New marina owners vow to preserve

'pristine' surroundings

Presently, the marina offers 85 slips, each with
water and electricity. Rates range from $125 monthly
for boats 25 to 28 feet long, to $325 a month for vessels
37 to 40 feet in length.
In addition, there are rigging, repairs and land
storage. USA Boating, a company dealing in new and
trade-in sales, also leases space on the site.
"We're doing very well," said Brian Gaskill. "Our
service department is absolutely slammed. We always
knew this place had potential."
Feedback from the community has been great too,
he said. One of those lavishing praise on the refurbished
site is Michael Diascro, manager of the Rustic Inn
Crabhouse, located directly across the Dania Cut-Off
Canal.
For years, the deserted property served as a
backdrop for the restaurant's outdoor dining section.
A few locals even nicknamed the place Abandoned
Bay, Diascro said.
"It was an eyesore," he said. "It made people
wonder what was going on with the rest of the
waterfront. But now we have a nice view. It's been a
boost to our restaurant and to the entire area."
Although the kudos have pleased the Gaskills,
they aren't resting on their laurels. Future plans call for
the construction of a permanent office building, a
recreation area with pool, barbecues, showers and
chickee huts and a 250-vessel dry storage rack. The
additions are slated to be completed in 1998, said Kate
Gaskill.


Not on the list of amenities are gas stations on th
docks and bottom sanding, she said.
"The area is so pristine and quiet," she said. "W
want to keep it that way. We want to help preserve th
surrounding environment. We are going to b
environmentally correct and state-of-the-art."
Kate Gaskill intends to oversee the marina'
progress full-time. She quit her museum job a
development director to help run the business wit]
her husband, whom she married in October.
The couple each has experience and strong ties to
the marine industry. Kate Gaskill's father, Georg
Keene Graves, was a partner in the 1970s with Nautica
Yacht Basin at 801 NE 3rd St., now known as th
Harbour Towne Marina.
Her father-in-law, Hugh Gaskill, still works a
boat captain in Fort Lauderdale. Prior to taking ove
Banyan Bay, Brian Gaskill was employed as a boa
mechanic for 15 years.
Dania City Commissioner Bill Hyde, who wa
hired to be manager at Banyan Bay, said the marina i
making a very positive contribution to the local marin
industry.
"All you have to do is drive by and look," he said
"It's come a long way."
City officials have certainly taken notice. A vacan
portion of the property is on a list of several sites beinl
considered for a proposed fire station. Talks are still ii
the early stages however.
No decision on where and when to construct the
facility has been made, Hyde said.

Kayak diving gradually takes on fans

Zucker recalled an outing when he and a friend
drifted three miles north of their intended take-out
spot after dark. The pair had to hitch a ride back home,
he said.
Still, Zucker said the rewards outweigh the risks.
"It's a great feeling of freedom and being at one with
the environment," he said.
In the future, Zucker would like to have more company
when he goes out and is willing to help other divers get
better acquainted with the sport.
Michael Kirshon, a 42-year-old attorney from Boca
Raton, took Zucker up on his offer. During his first trip
out, he and Zucker got caught in a thunderstorm.
"You're very open to the elements," he said. "You just

can't zip back to shore, like you would in a motor boat."
But bad weather hasn't deterred Kirshon from
pursuing the activity. In fact, he's considering buying his
