Less trash expected in Waterway Cleanup

increased manpower on the
water considered factors

Scooping garbage out of Fort
Lauderdale's waterways has become an
annual ritual for Joan Sheridan.
For more than a decade, she has
collected tons of trash as a participant in
the Marine Industries Association of South
Florida Waterway Cleanup.
This year, Sheridan will again be a
familiar figure on the banks near the
Lauderdale Isles Yacht Club when the 20-
year old event takes place on March 22.
The yacht club will.be among 26 sites
that are being targeted by the association.
"It's a wonderful family activity," said
Sheridan, who is in charge of coordinating
all:of the Cleanup sites.
SThe event draws people of all ages and
from all walks of life. Some are tourists and
snowbirds, who have taken time out of.
their vacations to help, said Dottie Noll,
Cleanup chairperson.
In 1996,2,600 volunteers on the shore


and in the water picked up 74 tons of
trash from locations through Broward
County and in Boca Raton. People
assisting with the effort included folks
from as far away as central Florida,
Virginia and Wisconsin, Noll said.
Kitty McGowan, director of
association services for the MIASF, said
sheexpectsthenumberof tons to decrease
even further this year.
The group looks upon having less
trash as a good sign, she said.
"For the past two years we've seen
the amount of garbage that has been
collected go down," McGowan said. "We
attribute that to there being more
community awareness. Fewer people
view thewaterways as abig garbage can."
More trash is also being picked up by
municipal employees, who go out on
regular runs in city-owned trash boats,
she said.
SEven with the added help from cities
and the concern of private citizens, there's
still plenty of work for the volunteers to
do when the Cleanup gets underway,
McGowan said.

Up close
The 20th Annual Waterway Cleanup
will be held from 9 a.m. to 1 p.m. on March
22. Volunteers can select from one of 26 sites
in Broward County and Boca Raton.
Participants can work either on land or
from their own boats.
At each site, volunteers will receive a T-
shirt. Boaters will be given a bottle of boat
wash and a commemorative flag. The free
goodies will be distributed only while
Supplies last, however.
Everyone involved will also receive a
free ticket to the Trash Bash post-cleanup
party, to be held from 2 p.m. to 6 p.m. at
Rick's Patio Bar in the Marina Bay Resort
and Yachting Center, 2175 State Road 84 in
Fort Lauderdale.
The gathering will include
complimentary hot dogs, hamburgers and
other refreshments. There will also be
entertainmentand the chance to win several
prizes such as dinners at local restaurants,
cruises and sporting event tickets.

Popular Hawaiian sport finds audience in Ft. Lauderdale


Outrigger canoe club
makes a splash

Waterfront News Writer
Whenever John Gage goes out on the
water, he always draws stares from fellow
boaters and waterfront homeowners.
Maybe that's because his boat is
something that people are more likely to
see in Maui, not on Fort Lauderdale's
Middle River.
But Gage is hoping that folks will get
so used to the sight of his outrigger canoe
that perhaps they will buy one of the
vessels for themselves.
"It would be wonderful to see this
sport become more popular in South
Florida," he said.
Until then, Gage is willing to share
his: craft with other residents and has
formed the Las Olas Canoe Club.
The group, which is affiliated with
the American Canoe Association, was
started in May and has so far attracted
about 20 members. Meetings are held at
4 p.m. every Friday at George English
Park, 1101 Bayview Dr., Fort Lauderdale.
From the park's boat ramp, Gage
and other members launch his six-seat,
44-foot-long fiberglass canoe to go on
paddling runs up and down the river.

The club also takes the canoe out into the
ocean on weekends, he said.
Gage gives rides on the river, along
with a little bit of instruction to beginners
at no charge. But the ocean runs are for
more experienced club members, he said.
"The waves canbe difficult," he said.
"When they get rough, the canoe acts
like a surfboard with seats."
Gage got involved with outrigger
canoeing 17 years ago in Hawaii, where
he lived on a remote coffee farm.
"I was raised in the Midwest and did
a lot of canoeing when I was a kid," he
said. "But when I came to Hawaii, I never
saw these type of modelsbefore. I thought
they were very interesting and decided
to try it. It's helped improve my social
skills and is a great form of exercise."
Gage moved to Fort Lauderdale in
January because he wanted to live in a
more urban setting.
"I thought it was time for a change,"
he said. "I had been to South Florida
before and I always liked the area."
The only problem was the lack of
outrigger canoeing clubs, he said.
Gage would like to hold races, much
like they do back at his former home in
Hawaii. He has recently raised the funds
to construct three of the craft with the
help of a local boat builder.,

members of the Las Olas Outrigger Canoe Club.


Mike Wolff, owner of Wolff Marine,
said Gage's request for assistance is a
first for his company.
"It's unusual, that's forsure," he said.
"We haven't seen anything like that in
South Florida. But if we can help him,
we'll do it."

She discovered the club in November,
but initially had doubts about joining. "I
didn't know if I had the upper body
strength," she said. "The first couple of
times I went out, I was kind of sore
afterwards. Then I rubbed on some Ben
Gay and I was alright."

bottles, aluminum cans, styrofoam, wood
scrapes, furniture, tires and appliances,
she said.
Of course, there have been some
unusual items over the years too,
McGowan said.
"Last year, we found a birth


certificate," she said. "And two years
ago we discovered a live hand grenade."
At the Lauderdale Isles Yacht Club,
volunteers once fished a black Labrador
out of the water. The dog was later
returned home safely to its owner,
Sheridan said.
Then, there was the time when
participants came upon a safe, she said.

Sheriff's Marine Patrol to lift it out of the
water;" Sheridan said. "It turned out to
be empty inside."
Sheridan and herhusband will again
be out canvassing her Lauderdale Isles
neighborhood in their 24-foot pontoon.
She advises volunteers to wear old clothes
and plenty of sunscreen.


Participants are also asked to bring
nets, sunglasses, gloves, insect repellent
and bottled water, McGowan said.
"Keeping our waterways clean is so
important," said Noll, who has watched
the Cleanup expand from 13 to 26 sites
since she started volunteering in 1989.
"This is such a good cause."

Remember Cliff Lake Park, that
gorgeous little strip of grass and water
tucked off Fort Lauderdale's Rio Vista
neighborhood? The place where pets are
free to do theirbusiness, apparently with
the consent of the area's pet owners.
It's the Doggy Doo Hall of Fame. It
hasn'tbeen but a few months since I first
wrote about it.
Well, I
went back.
Actually,
I've been back
a few times to
the park
located north
of Southeast
17th Street.

pretty that it's
a favorite
/ cruising spot,
despite the
doggy mess. The.water alone is serene
enough to chill out the most frazzled of
heads. I recommend reading material
and enough car-battery juice to run the
stereo and the air-conditioning on idle
for about 15 minutes.
But this time I decided to get out for
'a walk. It was a nice day and I was
wearing old shoes.
I parked my car under one of the
trees that umbrella the road. Got out,
and walked to the end of the pond in
search of anything tranquil. A man
walked his dog at the other end of the
street, and of course, the dog was
depositing lunch in the middle of the
road.
All of a sudden, a Fort Lauderdale
police car turned the corner, ran over the
fresh mess left by the cocker spaniel and
pulled up next to.my car.
Since I had already begun to walk
back to my car at the first sight of the cop,
he waited for me to get close enough
before asking if the car belonged to me.
He then ordered me to move it, but not
before firing off one of those questions
that sends a chill directly to the old smart
aleck bone every time.


"Cai't you read?" he asked.
The cop was referring to the obvious
four sets of "No Parking" signs posted
along the park's grassy strip. The
sarcastic tone in his voice was my first
hint to just nod my head, get back in the
car and drive away with my mouth firmly
shut. No need to tweak off a cop,
especially one who appeared to be
tweaked already.
And that's exactly what I did. I
nodded my head in acknowledgement.
I got back in my car. And I drove away.
Lordy, lordy, lordy, what I would
have given for a new law giving citizens
like me out for nothing more than a walk
in a park the right to respond with a
stupid answer to his stupid question.
"Of course I can read," I would have
said in the event of a constitutional law
to protect my mouth. "There are four
sets of signs here, all of which read 'No
Parking.' There's also a sign that reads
'Pet owners, please pick up after your
pets.'
"How about you? Can you read? Or
do you enjoy running over enough dog
mess to fertilize a county before you
perform your brand of selective
enforcement?"
Only in America. Or, at the least,
only in Fort Lauderdale.
But as I mentioned, I kept my mouth
shut and drove away. Except, I drove
around the block for one more view of
serenity, and to see if the cop had cleared
out.
He had. Remember the cocker
spaniel production the cop ran over?
Brown tire tracks smeared the road
leading away from the park and onto
Cordova Road. A lovely sight of tracks
leading away from one of the city's
prettiest neighborhoods, left by one of
our city's finest.
The sight gave cause for one more
question to creep into my head. An
obvious question. One that I would have
asked if there were laws to protect me
from at least a few hours in jail.
I would have liked to have known:
"Can't you smell?"

Just saying the word "pirates"
instantly whips up thoughts of Errol
Flynn crossing swords with Basil
Rathbone on a Spanish Galleon. It is the
romantic vision of the 17th century
buccaneer that stirs the heart and makes
us view piracy as not just a job, but an
adventure. Sadly, today's modern
counterparts are not the romantic
swashbuckling
rogues of our
fantasies.
Most folks
are surprised
to discover
that pirates
exist at all in
the 20th
century. In
fact, they
.. played major
r o role in Fort
Lauderdale's
local history.
The only legal hanging ever to take place
in Broward County happened in 1927 at
the old U.S. Coast Guard base, now the
Bahia Mar yacht basin.
Horace Alderman was a rumrunner
who, after the interception of his vessel,
shot and -killed two Coast Guardsmen
and a secret service agent. His act was
covered under the definition of piracy
and after his trial, according to old
maritime doctrine, he was required to be
hanged at the first port he reached after
arrest.
Today, instances of piracy appear to
be occurring in the south China Sea,
where merchant and passenger vessels
are often boarded by the crew of flagless
ships for a "shakedown."
Probably of greater concern to us in
Florida are those cases where a private
yacht heads for the Bahamas only to be
found drifting at sea months later, the
owners gone and blood left on the deck.
Some say these occurrences in the
Caribbean are diminishing even if
that's so, it means piracy is still with us,
and it isn't pretty.
While the spirit of the laws defining
piracy have changed little through the


centuries, interpretations by courts,
insurance policies, and international
diplomats has made the overall issue far
murkier than one might expect.
Traditionally, a pirate is someone
from a private vessel who attempts to
commit unauthorized acts of violence
against another 'vessel while at sea.
Different nations have tinkered with this
concept to account for such issues as
citizenship, territorial waters, and even
the "political intent" of the perpetrators
(Remember the Achille Lauro? Some
nations do not consider those terrorist
acts as piracy because they had a political
rather than financial motive).
Suchbroad interpretations can result
in "spotty" enforcement against piracy
on the international front. It is probably
in the arena of insurance where piracy
becomes the most convoluted. In the old
Lloyd's hull policy, a vessel was protected
from the risks of "pirates, rovers and
assailing thieves." A rover is a privateer
without written authority (some consider
rover and pirate redundant terms). An
"assailing thief" is someone who attempts
violence or theft on a vessel from landside
rather than at sea.
Modern policies tend to divide
portions of these risks into different
clauses or products, which must then be
purchased separately to acquire full
coverage. Some policies have "pirates,
rovers and assailing thieves" as listed
perils in one section, only to have "piracy"
excluded from coverage in the "war
exclusions clause" section.
The courts have always had some
difficulties analyzing piracy coverage,
and the new policies haven't made it
easier. It's certainly a topic worth

yourself against acts of true piracy..
*If you plan a trip out of sight of land,
try to travel in a convoy. Allboats should
remain in visual sight and radio contact
with each other.

Charter boat captain becomes the target of piracy off Victory Cays


To the Editor:
As a yacht captain and commercial pilot, I have been
sailing and flying to the Bahamas for 15 years. Never in
that time have I carried firearms or felt the need to do so.
However, a recent occurrence off South Cat Cay has
caused me to reevaluate this policy.
On Dec. 31 I was anchored off Victory Cays with a
charter party of nine people. While they snorkeled for
conch and enjoyed the beautiful weather, I noticed a
small Bahamian fishing smack about two miles to the,
south and heading in my direction. When they were
about a halfmile away, I noticed there were three men
aboard whom I thought could be illegal Haitians en
route to Florida. I called the snorkelers out of the water
and prepared to get underway.
The Bahamian boat started to pass about 100 yards
astern. "Flor de Cuba" was painted on the boat's side.
They waved, shouted "Happy New Year" in English
and asked us the direction of Bimini. I pointed to the
north and they did a 90-degree turn to starboard and
aimed right for the port side of my boat. They came
'alongside amidships and the men on deck grasped the
rail and tried to board. Then several other men
(fortunately unarmed) who must have been hiding in
thesmall cabin came on deck. Several of my passengers,
including one who speaks fluent Spanish, told them to
stay back. They didn't listen.
The first Cuban who tried to board was slam
dunked back on the deck of his boat by the men in my
crew. We were lucky that we held the high ground and
all of us were bigger than the piratical assailants. They
quickly backed off and motored off toward Cat Cay.
While all this was taking place, I had been on

channel 16 trying to call the Coast Guard, BASRA and
the Bahamas Defense Force repeatedly and without
success. Finally, I called for "any law enforcement
agency" and still got no response.
We later learned that our VHF had indeed been
transmitting since a boat anchored off North Bimini 15
miles away had heard our call. Once in Bimini we found
that the coconut telegraph was working well and that
everyone in the marina had heard. of our encounter.
The next day I went to the police station, but the
police were not interested in taking a report. Idid learn
that the illegals landed on Cat Cay, were apprehended
and sent to Nassau. Theirboat was towed to Bimini and

we were told it would probably be sunk offshore.
I have learned many lessons from this incident.
Although the local media like to portray the balseros as
refugees seeking freedom, it is clear that some of them
have violent felonious tendencies and may be running
from justice on their own island. It would also seem that
the Bahamian authorities are trying to suppress the
knowledge of this problem and its scale.

Club holds paddling runs on the Middle River, ocean

Baker, who visits Hawaii once a year and would like
to move there one day, said she enjoys participating in
the weekly, 90-minute paddling runs on the-river.
"I like the aspect of being outside and doing
something that involves teamwork," she said.
For those unfamiliar with outrigger canoes, the
boat's design is based on a hollowed out log. The long
and narrow craft are balanced by a flotation device that
is attached to the vessel's side, Gage said.
"It takes rhythm Baker said. "Everyone has to hit the
water with their paddles at the same time."
In Hawaii, outriggers are a common sight, said
Missy Belsito, another club member from Fort


Lauderdale.
Belsito and her partner, Jeff Trotta, a stockbroker
who alsobelongs to the Las Olas group, recently returned
from a vacation in Hawaii where they learned that
outrigger clubs are a big part of the island's culture.
"Tobelong to one of these groups and be a competitor
is very prestigious," she said.
When the couple returned home, they were very
excited to discover that there was an outrigger club in
their own backyard, Belsito said.
"We're both avid canoeists," she said. "We've been
wilderness canoeing in Maine and Africa, but we weren't
too familiar with outriggers. We thought this would be
a good chance to broaden our horizons."


So far, the club's paddling treks have drawn a good
reaction from onlookers, Baker said.
"People are very curious," she said. "A lot of them
ask us questions."
Belsito hopes that the club catches on. She said
many people could benefit from the sport because it's a
big stress reducer.
"When you're in the canoe, you're part of the
environment," said Belsito, director of the Northeast
Adult and Community School in Oakland Park. "There's
no noise..It's very silent and tranquil."

Ercolin. They got married and had four sons, one of
whom also became a career Coast Guardsmen named
James Ercolin, my father.
Grandpa spent a good portion of his career chasing
rumrunners, and my father spent a good portion of his
chasing drug runners. Nothing much has changed, has
it?
