Slain activist labored for marine projects
Fort Lauderdale's boating community reflects on the loss of one of its most ardent advocates

When it came to Fort Lauderdale's
most important sailing and waterfront
projects, one person was usually involved.
From promoting the need for a new
17th Street Causeway Bridge to helping
create the city's Riverwalk district, well-
known architect and community activist
Bill Bigoney was a constant presence.
"He was everywhere," said Joanne
Becker, president of the Waterfront
Property Owners' Association. "He was
always coming and going from some type
of meeting."
Bigoney sat on the association's board
of directors. He could always be counted
on to keep the membership informed
about the status of ongoing changes along
the city's beach, the New River and
Intracoastal shorelines, she said.
With his recent passing, the
association will have to find someone else
to take over his post. It won't be easy.


"I don't think anyone could ever fill
his shoes," said Becker who is among
many people still mourning Bigoney's
tragic death.
The bodies of Bigoney, 75, and his 40-
year-old wife, Margaret, were discovered
by police on Dec. 27 at the couple's Sailboat
Bend home. Margaret Bigoney shot Bill
Bigoney and his son, David, 23, from a
previous marriage, according to police.
After the shootings, newspaper
reports say Margaret Bigoney committed
suicide by swallowing a lethal dose of
prescription medicine. It was later
reported that the pair were having marital
problems and that Bill Bigoney had filed
for divorce several days before the
incident.
David Bigoney was seriously wounded
during the attack. The injuries have left him
blind and he is presently undergoing
rehabilitation, said Don Wilkin, a neighbor
and an architect who worked at Bigoney's
firm from 1983 to 1988.


Bigoney's deathhas left a huge hole at
many organizations. Friends say his
volunteer efforts included an extensive
list of committees and charrettes.
"Clearly, we have lost not only one of
the marine industry's best technical
experts, but also a true friend and
supporter," said Frank Herhold, executive
director of the Marine Industries
Association of South Florida. "He will be
sorely missed."
Bigoney's first contact with Fort
Lauderdale was during his training with
the U.S. Air Force in the 1940s. He came
back after the war and settled in the city
with his family.
In a letter that Bigoney addressed to
the city commission in 1989, he wrote of
his "sincere love for Fort Lauderdale and
its intimacy with the sea."
He was constantly coming up with
ideas to enhance the city, Becker said.

Miami International Boat Show to display 3,000 vessels
Information center introduced for first-time boat buyers

More than 2,000 exhibitors will be on
hand this month for the launching of the
Miami International Boat Show..
The exhibition, one of the biggest
marine industry events in the United
States, will be open to the public Feb. 14
-19 at three separate locations. A total of
3,000 vessels will be on display.
The largest of the sites will be at the
SMiami Beach Convention Center, host to
the latest in boats, engines, electronics
and accessories.
- Elsewhere, in-water powerboat and
mega-yacht displays will be available at
the Biscayne Bay Marriott Marina. At
Watson Island, visitors can view Strictly
Sail-Miami, a sailboat show that features
custom-made floating docks.
This is the 56th year that organizers
have produced the event and they are
again expecting thousands of people to
attend, said Cathy Johnston, manager of
the international and Strictly Sail-Miami
displays.
Last year, 177,500 visitors
representing all 50 states and 37countries


came through the admission turnstiles,
she said.
What brings many folks back year
after year is the fact that the exhibition
caters to a wide range of interests, she
said..
"There's something for everyone,"
Johnston said. "It's a great way to get a
good look at all types of watercraft, learn
more about boating and fishing and
simply enjoy the sights and sunshine of
South Florida."
Among the new features at the 1997
show, first-time boat buyers will get
plenty of information at the convention
center's Speedvision/Outdoor Life
Network Boaters Resource Center.
The giant tent will house entry-level
boatingpackages, plusbooths onboating
safety, insurance, financing and how to
obtain vessel registration, Johnston said.
Also at the convention center, the
sport fishing galleria will be expanded to
include more equipment displays and

She recalls Bigoney spending long hours lobbying
in favor of a new 17th Street drawbridge. He wrote
letters, performed research, drew up renderings and
attended numerous meetings on the issue. "He just
could notbelieve that people wanted a tunnel," she said.
The sport of sailing has also lost a strong advocate,
Herhold said.
"You knew Bill was a sailor the moment you met
him," he said. "He just loved that sport."
Bernard Gartner, past commodore of the Gulfstream
Sailing Club, recalls that during one of the group's races
from Fort Lauderdale to Bimini, most of the participants
had turned off their engines early so that they could
make it on time for the party on shore.
"But Bill kept right on sailing," he said. "That's how
dedicated he was to the sport. It was well after dark and
everyone was halfway through their dinner when Bill
and his crew walked into the restaurant."
The club has formed a committee to finish Bigoney's
work establishing a proposed city sailing center where
the new 17th Street Bridge is due to.be constructed.
Bigoney was spearheading the project on behalf of
the organization. If the center is built, there will be a
large outpouring of support to have itnamed in Bigoney's
memory, Gartner said.
Gartner has fond memories of Bigoney and his son,
who sailed together in many of the group's races. The
club is now sponsoring a series of fund-raisers, where
the proceeds will go toward David Bigoney's recovery
efforts, he said.
"Bill was a dedicated member," Gartner said. "He
was instrumental in maintaining the sailing schedule
and the club itself."
Although his friend is gone, Bigoney has made
contributions to the city that will last forever, Wilkin
said.


Up close
The -Gulfstream Sailing Club will be
holding a benefit auction to help David Bigoney
with his medical expenses.
The event will be held at 7:30 p.m. on Feb.
11 at the Lauderdale Isles Yacht and Tennis
Club, 2637 Whale Harbor Lane, Fort
Lauderdale. Call 728-8936 for more
information.

Bigoney did the renderings for his own house, as
well as homes owned by Wilkin and Fort Lauderdale
Mayor Jim Naugle.
All totaled, more than 200 houses and commercial
buildings bear Bigoney's creative stamp. His work
includes designing the 15th Street Fisheries restaurant
and drawing up renovation plans for the Marine
Industries Association of South Florida.
Bigoney's architectural style echoed his love of the
area's environment. His projects were designed in such
a way that air conditioning was not needed.
His homes have an open, airy look which take
advantage of the South Florida breeze and come
equipped with large overhangs for protection from the
sun, Wilkin said.
"He had a lot of ideas and was always coming up
with more," Wilkin said. "We're going to miss his
leadership and vision."
Naugle agreed, saying the city has suffered a great
loss.
"Bill's contributions were never self serving," Naugle
said. "He spent hundreds of hours working on projects
with no compensation. He.left a large gap. There are
going to be some pretty big Topsiders to fill."

PROFILE


New boating program targets inner-city youth

A program that teaches at-risk
youngsters how to sail is about more
thanjust tying knots andhoisting anchors.
It's also about building pride and
self-esteem, said Isa Bryant, who started
the non-profit Leone Trainer Sailing
Project for Inner City Youth several
months ago. "What we're doing is getting
these children off the streets and giving
them a sense of accomplishment."
The program is sponsored by the
Florida Black Historical Research Project,
of which Bryant is president and founder.
Last summer the Palm Beach County-
based group began offering sailing classes
to about 26 youngsters. They learned
how to maneuver around Lake Mangonia
aboard small prams on loan from the
West Palm Beach recreation department,
Bryant said.
Now, those same students will
graduate to larger rigs thanks to a major
contribution from the Institute of Marine
Sciences in Lauderdale-by-the-Sea.
The organization donated both a 27-
foot sailboat and a 20-foot powerboat with
trailer to the Florida Black Historical
Research Project in December. Total value
of the two vessels is $17,000, said Gale
Myers, program director with the institute.


"Once you get out there and the sail
fills up with air, it's almost a spiritual
thing," Bryant said of the adventures he
predicts the kids will have aboard the
newly acquired boats. "It going to give
them another view of the world."
Bad weather and other delays have
kept volunteers from taking the kids out
on the sailboat more than once. They
plan to start holding regular sessions
after school and on Saturdays beginning
in late January or early February, Bryant
said.
The sailboat is now docked at the
Riviera Beach City Marina while the
powerboat remains at the institute's
headquarters. Volunteers were planning
on bringing the vessel and trailer up to
Palm Beach County in late January, where
it will be stored in the yard of a private
home when it's not in use by the
program's students, Bryant said.
Bryant and other sailing enthusiasts
from the community will offer
instruction, Bryant said. They will also
restore a 1930, 42-foot Alden-designed
schooner that the group owns and has in
dry dock.

More money for marine police

Both the Deerfield Beach and Dania
marine patrols are singing the same tune:
"Mo' money, mo' money, mo' money."
It's funny how a grant can make
police, who will now have more help on
the water, a lot happier.
In this case, money from the
Enhanced Marine Law Enforcement
grant has
bumped up
police efforts
along the In-
tracoastal
l Waterway in
Deerfield
S Beach and Da-
nia. Although
both cities
already re-
ceive around-
/ rh~- the-clock
marine patrols
in their contracts with the Broward
County Sheriff's Office, the grant money
has allowed for an additional officer on
the boat as well as longer hours on the
water.
In other words, you boaters better
start minding your p's and q's a little
more closely when you're speeding along
the banks of Dania's John U. Lloyd State
Park or partying next to the Cove
restaurant in Deerfield Beach.
Like many parties, there's booze and
all sorts of extra-curricular activities
happening aboard boats moored as deep
as two and three at a time in front of the
waterfront establishment.
And where there's a boat party,
there's the potential for anything: bottles
thrown, fights not to mention the
extra traffic on a hopping night.
Before 1995 when Deerfield Beach
first received the grant, there was only
enough money in city coffers to supply
one officer to keep an eye on everything.
If a fight broke out, it was up to the lone
officer to try to sort out the bad guys
from the rest of the party.


But now with an additional officer
manning the patrol boat, if a bottle-
throwing party breaks out, one can guide
the boat to the trouble while the other
shines a flashlight on the bodies,
identifies the culprits and subdues the
commotion.
In criminal justice circles, having a
highly visible police force is considered
a deterrent to whatever has crawled up
one's party-possessed sleeve. The minute
you see the marine patrol, you might as
well be a deer with a light shining in
your eyes and paralysis setting in the
rest of your body.
In Deerfield Beach from November
1995 through September 1996, patrol
hours provided for by the grant were
nearly four times above normal. And
while the deputies were out on the
extended grant time, they wrote 107
warnings, 48 citations and arrested four
people. These numbers are in addition
to the 120 warnings, 65 citations and
eight arrests documented during regular
patrol hours.
Finally, here's a little tidbit of info
for those late afternoon or evening jet
skiers who spend too much time out on
the Hillsboro River and then try to beat
the legal curfew of 30 minutes past sunset
by jetting around the river's bend in an
attempt to get to Pioneer Park in time to
get their vehicles out of the water.
Used to be, you could fly around
that bend without as much as a raised
eyebrow.
Now, with the grant in the marine
patrol's bank, they're there, watching
boaters and jet skiers on the Hillsboro
River and Daia Cut-off Canal. Chances
are better than good that they will see
you flying around that bend. And
chances are even better that they will cite
you.
Mo' money, mo' money, mo'money.
The marine patrols around both
Deerfield Beach and Dania are singing it
loud and proud these days.

"Well, what do you think?," my
friend asked as we perused the boat his
father was about to buy. I had to admit,
it was a beautiful thing, a 55-foot sailing
craft with fast strong lines and spacious
cabins designed for those who could
appreciate the finer points of luxury.
As I looked up at the vessel's two
high masts with its complex rigging, I
replied, "how
many people
do you think
it'll take to sail
S her?" (I had
calculated at
least four to
sail her
comfortably).

My friend

"you're right.
If we buy her, we're going to need a
crew."
The intricacies of hiring a crew
should be a matter of great concern to the
boat owner. Aside from the usual
economic issues, you should also be
aware that seamen are afforded certain
special protections by the federal courts
and statutes of the United States.
Historically, ships were the primary
means for conducting long distance
commerce in this country. So, it was
considered in the best. interest of the
nation to set seamen apart as a special
class of laborer long before it was even
remotely contemplated for other types
of workers. In fact, more, than 150 years

of one Supreme Court justice who
declared all seamen, "wards of the court."
(Of course, I've heard more than one
long- suffering spouse, including my
mother, call this an appropriate title due
more to a seaman's selective memory,
rather than any hardships endured on
the water!)
Who is a seaman? While there is
always some discussion as to who is
entitled to the label, it was probably best


described by one court as, "one who
contributes to the operation and welfare
of the ship when she is upon a voyage."
In the past this very expansive description
has included cooks and stewards, as well
as musicians and entertainers on larger
cruise ships. As a general rule, anyone
working on yourboat while you're sailing
is probably considered a "seaman."
What are the protections afforded to
seamen and why should you be
concerned? While it's true many crews
these days are hired through agencies,
they still have a right to sue against the
vessel for such items as "maintenance
and cure," injuries due to
unseaworthiness, and (of course) wages.
"Maintenance and cure" is an old
doctrine which basically says that if a
seaman gets sick or injured while under
the employ of the vessel, he must be
provided room, board, and treatment
until he reaches "maximum cure." Most
crew (and former crew, like myself) will
tell you this is not as good a deal as it
sounds, but it can prove expensive to a
vessel owner.
Suing for injuries due to
unseaworthiness is also an old doctrine.
It allows the seaman to go against the
vessel for injuries sustained due to
virtually any flaw in the vessel and even
includes other members of the crew who
can be cited as the cause of those injuries.
This is a separate action from negligence,
which goes against the employer and not
the vessel, and is covered under a federal
statute called the Jones Act.
You can separate these two doctrines
this way: A slippery, soapy deck makes a
boat unseaworthy; spilling the soap on
the deck was negligent. As you can see,
these two actions are usually-brought-,
together and it requires very little
evidence to find in favor of the seaman.
The best way for a vessel owner to
deal with the issues of "maintenance and
cure," unseaworthiness, and negligence
is to be aware of them and to acquire
sufficient insurance to cover these
contingencies. Naturally, keeping theboat
in working order and picking a good-
natured, healthy crew can't hurt your

Great white sharks draw believers

To the Editor:
Years ago in Boca beach (before development, the
movie "Jaws;" after Fort Lauderdale banned dogs, surf
fishing and bonfires to cook the catch, not to mention
clams digs) my children, swimming with a rubber raft,
were threatened by a shark. Believe it was a great white
shark.
As journalist and a member of many environmental
groups with access to marine biologists, I was informed
that great white sharks never come to Florida even in
the cold month of January when this incident occurred.

reported that great white sharks do frequent Florida
shores. And recently, it seems a great white shark
appeared in the Keys.
At Christmastime my daughter told me of a
reoccurring dream she was having of a big white shark
with orange eyes. A local marine biologist that I checked
with said there was no known shark.
Maybe sometime again the Waterfront News can
prove that I'm right.

Sportfishin' Simulator, an interactive virtual reality
game.
Admission to the show is $10 for adults and $3 for
kids ages 6-12. A two-day pass is available for $16 per
person. Visitors willbe given a wristband, which willbe
good for entering all three sites.
Regular exhibition hours will be from 10 a.m. to 10
p.m. Feb. 15; 10 a.m. to 9 p.m. Feb. 16 and 17; noon to 9
p.m. Feb. 18; and noon to 7 p.m. Feb. 19. Free shuttle bus
service will be provided between the convention center,
Biscayne Bay Marriott and Watson Island.
For those who want to beat the crowds, the show


will host its traditional Red Carpet Day preview 10 a.m.
to 6 p.m. on Feb. 14. Admission is $20 per person.
There will also be special discounts for families on
Feb. 17. Any adult ticket holder who presents a Wendy's
Family Day coupon can have his or her spouse and kids
under 12 enter free. Coupons are now available at all
Wendy's restaurant locations in Dade and Broward.
As part of the family day's activities, there will be a
kids coloring contest and a safety class where teens can
attend and receive credit to comply with Florida's new
boaters education law.

As for wages, what can I say, except, if you have a
crew ... pay them! Make sure your agreements with the
crew are clear and preferably are stated in writing.
Termination agreements should be particularly precise
and understood by all parties.
In my experience, the last paycheck the seamen
receives often becomes an issue. While the amount may
be too small to justify a major court battle, it can create
a maritime lien which will follow the vessel. And, when
it comes to liens, seamen's wages are among the highest


priorities.
Finally, be careful what you promise a seaman. If it
can be proved you said it, the courts can hold you to it.
So, did my friend's father buy the sailboat? Yes, he
did. He found out that keeping a crew was expensive. In
time he also realized the crew was enjoying the boat
more than he was. He gave up the crew and now keeps
the boat moored in Miami as a sort of floating den. The
oysters really like the bottom.

Group's volunteers aim to teach kids a 'love of boating'

teach the youngsters about the contributions of African-
Americans to Florida's maritime history, he said.
A book on the subject, "Blacks of the Sea," is also due
to be printed by the historical research project in
February, Bryant said.
The sailing program is named in memory of one
such pioneer. Leone Trainer was the state's first black
Eagle Scout, as well as being a well-knownjazz musician
and a local sailor.


"He was the inspiration for this project," Bryant
said. "He taught me and my friends how to sail. Now
I'm passing that knowledge along to other kids."
Eventually, organizers hope to expand the sailing
program to include overnight trips to the Bahamas and
other ports. They also want to continue holding classes
on Lake Mangonia, Bryant said.
Those lessons were discontinued after the summer
because the prams were no longer available. The group
is asking people to donate small sailboats so that they
can host the sessions year-round, he said.
All participants will come from West Palm Beach
and the surrounding cities, he said. "We walk the streets
and search for these kids. It's sort of a door to door
thing."
Sam Smith, a sailing program volunteer from
Atlantis, said he can't wait to become a mentor to the
students.
Smith, an off-shore racer, has previous experience
teaching youngsters how to sail when he lived in the
Great Lakes region.
"To be able to go from here to there with Mother
Nature as your guiding force gives people a great sense
of accomplishment," he said. "I want these children to
leave the program with a feeling of pride and
confidence."
Denis Craine, another volunteer, said he thinks the
project is a wonderful idea.
"It's very important to give young people a sense of
adventure and to empower them with life building
skills," said Craine, a masseur who spends the winters


in Palm Beach Gardens and lives aboard his 32-foot
Bristol in Long Island during the summer.
"I remember when I was a young boy and was
introduced to sailing," said Craine, a former commercial
fisherman. "It was magic. I want to pass that feeling
along to someone else."
It was Craine who initially contacted the Institute
for Marine Sciences, which led to the donation of sailboat
and powerboat.
The institute intends to lend more support to the
Florida Black Historical Research Project by bringing
students down to their offices in Broward County for a
day-long ocean voyage aboard the organization's 80-
foot ketch, the Kriter II, Myers said.
"We want to continue working with the group,"
Myers said. "Our goal is to promote awareness of the
marine world and their project seems to enhance what
we are trying to accomplish."
