It's easy to spend,
spend, spend if you
haven't got a plan

For those who come searching for the
perfect vessel, these shows are a lot like
being in a candy store.
There are sweet deals everywhere.
But which should be reeled in and which
shouldbe thrownback? And how do you
keep from biting off more than you can
chew and going home with a bad case of
swollen credit?
The answer is relatively simple, say
promoters. Their advice to visitors: do
your homework first.
Kaye Pearson, whose company
produces the upcoming Fort Lauderdale
International Boat Show, said it's wise to
make a checklist of what you are looking
for in a vessel and study manufacturer
brochures before reaching any decisions.
"Clearly, it's easy to become
overwhelmed," he said.
At this year's 37th Annual Fort


Lauderdale International Boat Show, to
be held Oct. 31 to Nov. 4, more than 1,500
vessels will be on display, ranging from
tiny dinghies to super yachts.
The exhibition is considered the
largest in-water show world-wide,
drawing about 100,000 people each year.
Thirty-eight percent of the American-
based visitors travel 500 or more miles to
the show's Fort Lauderdale location.
Another 11.9 percent reside outside the
United States, Pearson said.
"Because we are so big it's nearly
impossible to see everything infive days,"
he said.
To get the best advantage, attendees
should review the free program guides
handed out at the entrances and see which
areas are showcasing the boats they'd
most like to see.
Impossible, show-goersshould do their
shopping on Friday and Monday, which
are traditionally the exhibition's lightest
attendance days.
"It's easier to walk around and the
sales people have more time to spend
with their clients," Pearson said.
When dealing with salespeople,
visitors should make a point to mention


that they intend to comparison shop, he
said.
"One of the reasons why we have-a
successful selling format is because there
is such a wide variety of products in one
place," he said. "Everyone involved in
this show recognizes that while visitors
are looking at their boat, they are also
viewing the competitor's model a few feet
away."
John Good, president of another
promotion firm that manages severalboat
shows in Martin, St. Lucie and Lee
counties, said having manufacturers
located nextto one another creates buyers
market.
"The manufacturers spend a lot of
money to participate and they want to
come away feeling successful. That means
they might offer a lower price or sweeter
financing," said Good, whose next
exhibition will be the Fort Myers Boat
Show on Nov. 14 to 17 at the Harborside
Convention Complex and City Yacht
Basin.
Good realizes that some folks do stray

City marina evicts

Just because he vacations aboard his 44-foot sailboat
for several months at a time, Norman Berube believes he
should be treated like any other tourist.
Yet in Hollywood, Berube claims some visitors are
more welcome than others.
His beef with city officials began in May, when he
and five boat owners at the City of Hollywood Marina
received eviction notices stating that they were in
violation of a local ordinance.
A city law, passed last December, prohibits boaters
at the marina from staymg aboard their vessels for more
than 14 consecutive days, and no more than 30 days per
calendar year.
Their choice: pull up anchor and leave, or face a $50
per day fine.
Berube and his wife, Kim, have since rented dock
space in Fort Lauderdale. But they would like to return
to Hollywood some day and are now helping wage a
campaign to rescind the ordinance that forced them out.
Over the past few months, Berube has been meeting


with several city commissioners to convince them that
boaters are an important source of revenue.
He has also started a petition drive with a small
circle of other concerned boaters that asks the city to
extend liveaboard stays at the marina.
They managed to obtain 250 signatures, almost all
from business owners and employees along Hollywood
Beach, Berube said.
"Hollywood is one of the most boater-unfriendly
towns I know of on the east coast," said Berube, who
owns a custom wood working shop in Washington,
D.C. "That marina could be a gold mine if they let it."
But Hollywood officials disagree. The 55-slip marina,
which faces North Lake at 700 Polk Street, wasn't
designed for long-term tenants, they say. It doesn't have
enough bathrooms, showers and electrical power.
Although the ordinance is new, the marina has'
always enforced a 1971 policy prohibiting lengthy stays,,
said Renee Richards, city dockmaster. .
Berube and the other boaters were told about the
rule on several occasions, but they refused to lea ve, she
said.
"That's why we finally had to evict them."

Economically, the marina manages to do fine without
liveaboards, Richards maintains.
The city does a brisk business in boat storage and
from those who dock for a few days before heading on
to their next port, she said.
"We're a bit slow in the summer months, but during
the season we fill up slips like crazy," she said.
Lee Lavery, a Dania resident who keeps her 32-foot
Luhrs docked at the marina, said she misses the
liveaboards.
"It's like a ghost town down there," she said. "Before
they left, there were always people walking around and
lights were burning in the cabins. It was like a floating
neighborhood. No\\ that spirit is just gone."
Sal Ferro, co-owner of Nick's Bar and Grill on
Hollywood Beach, also wants the liveaboards back.
"I'm in favor of anything that will increase tourism,"
he said. "The liveaboards were a good source of income.
1XWe are a boating community and for the city to treat
people this way is disgraceful."

Boat shows offer buyers one-spot browsing opportunities

easy to become confused and get off the beaten path.
There's always the danger of coming to a show and
going overboard. Some people do over spend."
Savvy consumers should know enough to ask
questions about equipment, warranties and service
plans, he said.
It's also smart to bring a note pad for jotting down
ideas and a camera to take photos of your favorite craft
to review later, said Cathy Johnston, southern regional
manager for the National Marine Manufacturers


Association.
The company produces 20 boat shows in the U.S.,
including the Miami International Boat Show to be held
Feb. 13 to 19.
"I think these exhibits can be great opportunities,"
Johnston said. "It's one-stop shopping. You can compare
without getting in the car and going from dealership to
dealership."
While it's important to keep your head on straight at
the shows, visitors need to think about keeping their feet
happy too, said Johnston, who has logged several miles
walking through convention centers and marinas.
"Always wear a comfortable pair of shoes," she said.

Boat show expands exhibits at two locations

This year's Fort Lauderdale International Boat Show
promises more vendors and vessels at two of its five
locations, said Kaye Pearson, president of Yachting
Promotions Inc., the company which produces and
manages the exhibition.
Now in its 37th year, the show will run from Oct. 31
to Nov. 4
Expansion will take place at the Broward County
Convention Center and the Swimming Hall of Fame
marina, he said.
The convention center will host on-land displays of
craft ranging up to 35 feet, fishing clinics, fashion shows
and booths with marine accessories.
The Swimming Hall of Fame marine will have in-
water displays of brokerage boats, he said.
Other in-water displays can be found at the Marriott
Port Side Marina, Pier 66 Hotel & Marina and the Bahia
Mar Yachting Center.
The largest and most extensive of the stops will be at
Bahia Mar, where vessels will range from inflatables to a
172 -foot motor yacht.
Bahia Mar will also feature air-conditioned tents to

All totaled, visitors canvassing each of the five
locations can expect to see more than 1,500boats. Another
1,400 exhibitors will be hawking marine accessories, he
said.
Because the show attracts about 100,000 people each
year, promoters want to make it easy for them to get
around, Pearson said.

Lauderdale to offer reduced transportation ticket prices.
Last year, riders paid $14 for an all-day pass. This
year, they will be charged $3 for unlimited use of the
taxis, Pearson said.
The vessels will pick up and ferry folks at several
points including Bahia Mar, Bimini Boat Yard, the
Broward County Convention Center, Double Tree Guest
Suites, Las Olas Bight, Lauderdale Marina, Marriott Hotel,
Pier 66, Shooters and the Southport Raw Bar.
There will also be a park and ride lot during the entire
run of the show at Eller Drive in Port Everglades with free
shuttle bus service to the convention center. All-day
parking is $7 per vehicle.
In addition, visitors can choose from free shuttle bus
or riverboat service when parking in downtown Fort
Lauderdale on Nov. 2 and 3 only.
Buses will leave from Las Olas and Southeast Fifth
Avenue. The riverboat will depart from Southeast Fifth
Avenue and North New River Drive. All-day parking is
$7.
The show itself will be open from 2 p.m. to 9 p.m. on
Oct. 31; 10 a.m. to 9 p.m. on Nov. 1 and 2; 10 a.m. to 7p.m.
on Nov. 3; and 10 a.m. to 6 p.m. on Nov. 4. Admission is
$10 for adults and $2 for children ages 6 to 12. Kids
younger than 6 will be admitted free.
A special two-day pass is also available for $16. A
five-day pass costs $28.

She was turning 16.
And like most parents whose
daughters are about to become young
women, mom and dad wanted to mark
the occasion in a big way.
We opted for a sweet 16 party on a
boat. A big one, where the kids could
float into semi-adulthood with cake and
ice cream as

rolled by.
It had all
thepotentialof
a special time.
All of her
school chums
would be
there. Some
family. Of
I course, mom


WV f r I and dad, who
were picking
up the tab. And since sweet 16 promises
a virtual Super Bowl of presents, she'd
also probably rake in enough cashola to
gas up the new driver's license for at
least the next year.
There were no signs of impending
danger.
That is, until we heard about another
boat party where one of Marisa's friends
became very, very drunk.
One partygoer said the girl had a
few beers about an hour before boarding
the boat. Another claimed she performed
mouth-to-mouth on a bottle of a whiskey
in the parking lot as she waited for the
party to start. Whatever the modus
operandi, her 15-year-old head was
asleep in a chair soon after the boat left
the dock and the party was underway.
Says the deejay hired by the parents
to spin a few discs so the kids could
dance: "A couple of the kids got behind
the bar and stole some wine coolers. I
also heard that some kids went up on the
top deck and started throwing patio
chairs overboard."
Meanwhile, the teen-age lush passed
out in a chair, awaking just long enough


to find her way to the bathroom.
The boat captain, following
procedure, contacted the Coast Guard.
When they arrived, the Intracoastal's
waves were uncommonly rough, so the
party buttoned down in front of Shooters
while the Coast Guard came aboard to
check the girl out.
The girl was officially deemed too
drunk for her own good. Then Broward
County Emergency Medical Services was
called. And, following that, the girl's
parents. Meanwhile, the parents of the
birthday girl were informed that they,
and not the captain of the boat, were
responsible for any minors who were
intoxicated aboard the vessel.
The Coast Guard didn't have to tell
the captain that any time a minor is
drunk aboard his ship, there is a distinct
possibility that he could lose his license,
his boat, his career and everything else
in general whether he knows what's
going on or not.
Fortunately, the Coast Guard didn't
hold this captain responsible for the
actions of a few wild kids or one drunken
teeny-bopper.
As for the adults, Ibelieve the captain
handled a very serious situation
admirably. Although the captain is
always responsible for the boat, his crew,
and the safety of the passengers, he
couldn't be held responsible for the teen-
age mind who thought alcohol poisoning
would be a great experience to add to the
diary.
That responsibility lies with the
parents. Hopefully, for her sake and the
sake of hard lessons learned everywhere,
the mother and the father didn't simply
chalk the experience up to teenage frailty.
Luckily, there was a big difference
between that drunken bash and my
daughter's boat party a few weeks later.
It turned out to be as beautiful as our
sweet 16 herself.
After hearing about that bash, my
kid threatened to allow her guests to
board her sweet 16 only after they had
passed a Breathalyzer test.

More than once, I've received phone
calls from unhappy boat owners who
have had a confrontation with a
dockmaster or the marine patrol. The
first piece of information the owner will
offer in a deep, throaty voice (regardless
of whether the caller is male or female) is,
"I have a
documented
vessel!" It is
always said
sa with the
de fiant
confidence of
an exorcist
holding a cross
against
vampires.
As with
many things
regarding
boats and the
sea, the laws which govern them are
often shrouded in myth and
misconception.These boat owners were
convinced that having a documented
vessel offered some type of immunity
from local laws and civil actions. In fact,
for the average yachtsman,
documentation offers more
responsibilities than privileges and is
usually little more than a financial or
legal necessity.
To put it simply, vessel
documentation was designed to put
American-made boats over a certain size
in a national registry so people could
keep track of them. The main idea was to
make banks more comfortable in offering
mortgage money to boat owners, and to
restrict coastwise commerce to American
built and owned vessels.
You see, around the time of World
War I, the government was getting
skittish because not enough boats were
being made in America. They felt if
foreign commerce was impeded, we
wouldn't have enough boats to continue
our own coastal trading. That is how
modem federal documentation was born


along with its peculiar U.S.-only
restrictions.The issue of documentation
can be confusing. Not all vessels can be
documented, and not all vessels that can
be documented need to be documented.
(I said it was confusing).
First, a documented vessel mustbe at
least ("at least" is how the statute puts it)
five net tons. There is a formula to
calculate net tonnage and it is probably
best left to a professional to explain. If
you own aboat that is at least five net tons
and you plan to use it for commerce on
the U.S. coast (other than certain bare
boat charters), your vessel must be
documented. Boats that travel exclusively
to foreign ports or take "trips to nowhere"
for their business are exempt.
To be documented, a vessel must be
American-built and owned. If the owner
is a corporation, the majority stockholder
must be an American citizen. If a
documented vessel has lost its
documentation because it was sold to a
foreign owner, it cannot be reinstated
without a waiver from congress (I hope
you've been nice to Mr. Newt!).
Okay, so you're not planning to use
your Chris Craft to ship car partsto Boston
or take paying parties to Jacksonvlle
Why would you want your boat
documented? Why not just register with
the state as a pleasure boat like all small
craft? The answer is you can.
But, if you want to finance with an
American bank, they'll require a
documented vessel. This allows the bank
to offer a Preferred Ships Mortgage which
gives them priority over many of the
maritime liens you might put on the vessel
in the future. Without the Preferred Ships
Mortgage, the bank's interests are greatly
compromised and any financing they
offer will have a low priority if the boat is
arrested by other creditors.
It also becomes a factor when selling
the boat. The new owner may want the
option of using it for coastwise commerce.
Moreover, when you sell. a documented
vessel, it's easier for the new purchaser to

Surveyorcalls forprofessional standards No More


To the Editor:
I read with interest Mark Ercolin's column in the
October issue which dealt with finding a reliable marine
surveyor. Mr. Ercolin makes some valid points regarding
the lack of consistent standards for evaluating the
competence of marine surveyors. Hopefully, your
coverage of this issue will help to enlighten the boat-
buying public which, for the most part, only ask how
much a surveyor charges for his services and seem to
have little understanding of the years of experience and
training required to become a competent professional.
I'll take exception though to Mr. Ercolin's suggestion
that a marine surveyor should "access such points as sea
worthiness, hull integrity and engine quality." Even the
most diligent surveyor can only examine a very small
portion of any vessel, generally due to limitations of
construction. No knowledgeable surveyor would
attempt to evaluate any vessel's sea worthiness or hull
integrity without considerable destructive testing which
is almost always beyond the scope of a survey.
Secodly, although some surveyors have a
mechanical repair background, most do not. Few
surv eyors willevaluate the quality or operating condition
of the vessel's engine or machinery beyond what is
apparent. In most cases, a surveyor will recommend an
independent engine or machinery survey for evaluation
of mechanical systems.
I recommend prospective clients interview at least


three surveyors, ask for a resume, and check with their
lender or insurer to see if the surveyor meets their
standards and requirements. Another idea is to ask a
question about the boat to which you already know the
answer. It's unreasonable to always expect the correct
answer, but listen for an honest response that builds
your confidence in the surveyor's capabilities. I also
strongly advise buyers to attend the survey and rule out
a surveyor who insists that he or she be undisturbed
while conducting the survey.
In my opinion, a surveyor should have a minimum
of five years full time survey experience or have worked
as an apprentice to an experienced surveyor. If you're
dealing with someone with limited experience, look for
a resume that indicates otherprofessionalmarine training
such as in repair or boat-building.
The marine survey business seems to be replete
withboat owners who have made mid-life career changes
and now call themselves marine surveyors. Such
individuals may be very skilled seaman and
knowledgeable boat owners, but most do not have the
depth of knowledge that only comes from- years of
experience.

Group plans study of keys coral reef ,

A local non-profit group dedicated to promoting
marine science study has embarked on its newest
program, joining forces with several graduate students
from the Nova Southeastern University Oceanographic
Center to monitor coral reefs in the Florida Keys.
The Institute of Marine Science kicked off the
research project on Oct. 3, when group representatives
took six students on their first excursion.
Unfortunately, bad weather forced them to abort
the five-day journey and head back to Fort Lauderdale
the following day, said Gale Myers, program director
for the institute.
"We didn't get to dive," he said. "The waters were
too rough."
But Myers wasn't too disappointed. The
organization intends to take the students back to the
keys in the near future.
"We haven't set a date yet," he said. "We'll let the
weather decide."
When the Nova grads make their return visit, they
will establish several coral reef study sites. The institute
plans to check the sites at periodic intervals throughout
the year.
Once all the needed data is compiled, the group will
translate it into layman's terms and make it available to

the general public. It is hoped that the information will
increase the community's awareness of the need for
*ocean preservation, Myers said.
Although the Nova grads will establish the initial
research sites in the keys, the organization plans to
include students from other South Florida schools when
making the return trips, he said.
The group is also trying to bring students from its
Seattle office as part of a cross-ecological comparative
study, he said.
"We will help them with their research projects and
give them valuable experience," Myers said. "In return,
they will give us the knowledge we are seeking about
conditions along the coast line."
The institute began reaching out to college students
about six months ago. The project is one of many that the
organization's 25-member paid staff has started within
the past two years.
Located in a two-story office building three blocks
from the ocean in Lauderdale-by-the-Sea, the Institute
of Marine Science was founded in 1979. New leadership
took over the organization in 1994 and has since been
concentrating on promoting educational outreach
projects directed primarily at young people.
The programs include operating a sailing school
and training at-risk students in marine repairs.
Staffers also arrange to transport youngsters five

Nova grad students plan to conduct coral reef study

Big Sisters and the Boys and Girls Club, participate in
the outings. The institute pays for admission fees to the
museum and park, and provides lunch, Myers said.
The children are taken on the field trips via a 12-
passenger powerboat owned by the institute. The vessel
is among 30boats that the group has in its fleet. All of the
boats, ranging from a 25-foot powerboat to a 90-foot
ketch, have been donated, Myers said.
One of their vessels, the Kritter II, is being used to
transport students involved with the Florida Keys


research project. The 80-foot ketch competed in the first
Whitbread Round the World Race in 1973. She recorded
the fastest time over the first leg to Cape Town, South
Africa.
The institute took ownership of the Kritter II in 1994,
sailing it from California to South Florida. It took the
group a year to refurbish the luxury yacht, which sleeps
10 people in five cabins.
"It's an amazing boat," said Kevin Kittredge, a 24-
year-old Nova grad student from Hollywood. "It's a
very plush way to do research."


Kittredge is very grateful that the institute is forging
a partnership with Nova.
"The main function of a graduate student is to find
someone with money who can help us do our research,"
he said. "This group is a God send."
Molly Row, anotherNova graduate student involved
with the coral reef study, said she hopes the alliance will
be a continuing partnership for everyone involved.
"Any information we can gain for the community
will be a good thing," said Row, 25, a Fort Lauderdale
resident.

There's still time to catch Kiss or Make Up presented
by the Mustard Seed Players in conjunction with the
Pompano Players Theatre. This laughter-filled show
focuses on Morgiana who creates an imaginary husband
and daughter to avoid incessant queries about why
she's not married. When the Internal Revenue Service
investigates why "Lester," her "husband," has not paid
taxes, bedlam ensures. The show ends Nov. 3.

*The long-awaited Sunset Boulevard plays through

Documentation on vessels can aid in securing boat loans

get financing. And, while maritime liens are traditionally
secret, a creditor will often register his lien on a
documented vessel with the Coast Guard to inform
others tlat they have a right to collect a debt against the
boat (remember, maritime liens follow the. vessel and
not the former owner). Such information always pleases


the lending bank.
So, beyond the ability to conduct coastal business
and get a good loan, a documented vesselhas no mystical
powers. You must.still pay your debts and the marine
patrol still has the right to board and fine you for
violations.
Maritime myths can be powerful things. A very
experienced admiralty attorney I know once had a


heated discussion with a client who was convinced he
knew his rights and was hell bent to "explain" them to
his counselor. After it was over, this lawyer just shook
his head and said to me, "You know, I wish I could find
the book all my clients learn these rights from. I'd
certainly buy a copy!"

the marina.
Having the liveaboards leave hurts the business
community on the beach, he said.
By tossing out the long-term boaters, the city has not
acted in a rational manner, Lavery said.
"I could see if they were bad neighbors, but they
weren't," Lavery said. "I think it's time that Hollywood
should re-think this issue."


Officials intend to do just that, said City
Commissioner Dick Blattner. He has requested a report
from the city manager on the need for the ordinance and
its affect on the marina.
"If the marina is not fully occupied, one way to
increase revenue would be to set aside a certain number
of slips for liveaboards," he said. "I'm keeping an open
mind on this issue, but we have to get some facts first."
