FAU to take over failed Seafair

After years of waiting for Seafair to
make a comeback, the failed shopping
and entertainment complex in Dania is on
the brink of being revived.
But eager patrons can put away their
charge cards and appetites, for there won't
be any restaurants or stores on the
premises.
The 4.5 acre complex, facing the city's
beachfront at the corer of Dania Beach
Boulevard and State Road A1A, will be
refurbished to accommodate Florida
Atlantic University's ocean engineering


department.
The facility, to be re-named SeaTech,
is due to open in 1998. The building and
adjoining marina will play host to faculty
and students, who will conduct various
research projects on underwater vehicles,
marine acoustics, marine materials and
hydrodynamics.
"We're looking forward to moving
in," said Stanley Dunn, chairman of the
university's ocean engineering
department. "This is a tremendous
opportunity for us."
Now, the department has 20,000-
square-feet in a building it shares onFAU's


Boca Raton campus.
"We're in very cramped quarters right
now," Dunn said. "SeaTech will provide
us with 60,000 square feet. That's a big
increase."
FAU won't be the only ones getting a
boost. Dania City Manager Michael Smith
said the university's arrival will be a big
plus for the city's economy.
The deal between Dania and FAU was
finalized in May after nearly 18 months of
negotiations. As part of the arrangement,
the Florida Board of Regents will pay $1
million to Dania for leasing the land, plus

an annual fee for city services such as fire and police,
Smith said.
In addition, Dania will get $30,000 worth of economic
development consulting services from FAU, he said.
The Aragon Group, which held a long-term lease with
the city for Seafair, will receive $4.2 million from the state.
The group will still maintain rights.to part of the complex's
marina for the next 16 years, Smith said.
The Aragon Group, which owns Dania Jai-alai, has
also agreed to hold a yearly fund-raiser night at its fronton.
Proceeds will go toward an FAU scholarship fund,
earmarked for Dania students, he said.
Politicians have long hoped for something that would
revitalize Seafair. When the complex opened 11 years ago,
it quickly became a popular spot for locals and tourists.
But the public's fickle tastes and several downturns in
the economy led to its demise. All that remained when the


Seafair shut its doors for good this summer was an eatery
and a smattering of shops.
"The complex hasn't been operating at full capacity
for years," Smith said.
Having FAU take over the premises will provide
stability, he said.
"It's not going to be one of those commercial ventures
that will have its ups and downs," Smith said.
Although SeaTech will be geared toward serious
research, FAU does intend to open its doors to the
community-at-large, Dunn said.
"We're going to have tours for local high school and
community colleges," he said.
Smith also described plans for a visitors center and
placing monitors on the Dania Beach Pier to view
underwater research.
"This is going to be one more thing that puts Dania
on the map," he said.
Kate Yinger, community relations director at the


Graves Museum of Archeology and Natural Science in
Dania, agreed that the benefits will be widespread.
The museum formed an educational partnership with
FAU to offer classes and other programs to the public, she
said.
"It's certainly going to create a lot of interest and draw
more people to the museum," she said.
Richard Dodge, associate dean for Nova Southeastern
University's Oceanographic Center, is confident that
SeaTech will bring international attention from the
scientific community as well.
The oceanographic center will have office space at the
complex. As part of the alliance arrangement, FAU will
also have-access to Nova's facilities at the tip of John U.
Lloyd State Park in Hollywood, Dodge said.
"To have all those people working and studying
together in the same place it's going to generate a lot of
new things," he said.

For the second year in a row, Columbus Day Regatta
organizers are altering their race course to disassociate
the event with the rowdy goings-on at Biscayne National
Park.
As they did in 1995, organizers will again finish the
regatta outside the park's boundaries in an attempt to
discourage people from spending the night in the waters
off Elliot Key.
The island was the regatta's traditional anchorage
point before partying by thousands of spectators got
out of hand.
Past reports told of excessive drinking, trash tossed
overboard, lewd behavior, drugs, weapons, thefts and
assaults.
The gatherings have caused headaches for park
rangers, contributed pollution to the federally-protected
environment and damaged the race's reputation.
"Most of the boaters anchored at Elliot Key aren't
even interested in the race," said Richard Raymond,

About 350 vessels are expected to compete, the
same as last year, said Alix Shaw, a Miami resident and
member of the regatta committee.
Because part of the race still travels through Biscayne
National's waters, organizers must pay user fees to the
park. But those costs have been greatly reduced because
of the reconfigured course, she said.


Last year, almost no racers anchored at Elliot Key
and many sailors commented on the improved family
atmosphere, Raymond said.
Biscayne National officials have also reported a
decrease in disruptions from spectators, mostly due to
new rules that have been imposed on boaters anchoring
inside the park during the holiday weekend.
Rangers want to ensure that the calm continues and
will be imposing the same restrictions on boaters this
year, said Rob Shanks, a public information officer at the
park.
Personal watercraft will be prohibited in a restricted
area bounded on the east by the western shorelines of
Elliot Sands and Boca Chita keys; on the west by the
Intracoastal Waterway, on the south by a line extending
straight west from the Elliot Key Harbor marker 2, and
on the north by a line extending straight east from East
Featherbed Cut marker 4 to the shoreline of Boca Chita
Key.

What's very quiet, non-polluting and
is becoming an increasingly popular
recreational boating pastime on some of
Broward's waterways?
The answer is canoes.
So far the biggest demand for the
long, narrow craft seems to be at public
parks, where enthusiasts either bring
their own or plunk down money for
rentals.
In recent months, interest has become
so widespread that it has sparked the
offering of more guided tours and
instruction classes.
At West Lake Park in Hollywood,
the monthly moonlight canoe tours that
began inAugusthave already developed
a devoted following. The September
outing was booked and those who were
unable to get a seat were put on a waiting
list for October, said Judy Sulser, a


naturalist at the 1,500-acre preserve.
"It certainly hit a nerve with the
public," she said.
West Lakepersonnelintend to unveil
more programs this fall, including sunset
outings and gourmet brunch trips, Sulser
said.
Tree Tops Park in Davie began
offering guided Saturday morning canoe
tours Sept. 14. A self-guiding pamphlet
is also in the works, said Keith Moskowitz,
a naturalist at the park.
Kurt Volker, an environmental
project coordinator with the county's
parks and recreation division, said it's
not surprising that more folks are taking
up canoeing.
"An awful lot of people want to get
back to nature," he said. "They are looking
for alternative styles of boating that will
get them away from civilization."

explore areas where motorized craft is

parks system, which only permits vessels
with paddles or electric trolling engines,
said Volker, an avid canoeist.
"Canoeing is easy to learn too," he
said. "I can teach someone the basics in
less than an hour."


But canoe enthusiasts aren't confined
to parks. Many presently paddle along
the New River, as well as other parts of
Fort Lauderdale and unincorporated
Broward County.

It's Marisa's sweet 16 birthday and
she wants to have her party on a boat.
Not just some run of the mill floater,
either. No, Marisa, my stepdaughter,
wants to have it on a boat big enough so
she and 30 or 40 friends can ride up arid
down the Intracoastal pretending their
names, are

elected to call around for rates. Marisa's
mother has a better stomach for big-boat
rates than I do. After pther decision was
-made to throw her Sweet 16 party on a
boat, all I could think about was a buddy
of mine a ho plunked down $25,000 to
get married and throw a reception of
flowing champagne and a smorgasbord
of stone crab claws while 100 or so party
hounds rode up and down the
Intracoastal, toasting the brideand groom
every few seconds at the open bar.
Not me. Marisa and her mother were
more than welcome to get boat rates.
S The first company we called offered
thebargainprice of $1,650 for four hours.
Add $20 to $30 per person for food, $9 a
kid for soda pop, an 18 percent crew-
charge and the obligatory 6 percent tax,
and the old wallet was looking at close to
.a $4,000 bash.
At-least they were kind enough to0
-.fax their rates.
The lady who handled the phones
for the next company on our list refused
to fax anything. Of course, she claimed
there were 28pages to fax, which included
information about a $3,000 vessel fee, a


$2,000 security deposit, $21 to $38 per
person for food, $8 per person for sodas,
a $160 fuel charge and a $150 docking
charge.
I didn't have to tell Marisa that I
learned a long time ago to hide mywallet
whenever somebody wanted to charge
$150 for docking a boat. Her mother and

no delivery, life jacket or any water-that-
sprays-up-your-nose fees.
Plus, we were offered flexible
accommodations with decorations,
menus and hours, not to mention pleasant
phone dispositions. Marisa and her
mother were actually made to believe
that our business was wanted, which is
why they ended up getting it If the first
company had charged half as much, we
probably still would have turned it down
since the voice on the other end sounded
like a Rockefeller who was being tortured
with questions from a Clampett. I was
insulted, and I wasn't even in on the
conversation.

Finding a marine surveyor takes time, research

Marine Surveyors (NAMS), which has a program that
certifies surveyors after a five year "internship" and a
written examination.They are then awarded the title of
Certified Marine Surveyor (CMS). Another organization
with similar requirements is the Society of Accredited
Marine Surveyors (SAMS) which awards the title of
Accredited Marine Surveyor (AMS) to its successful
candidates.
Remember, even the best professional organization
cannot always guarantee that a member will live up to its
standards. So community reputation should be
scrutinized.
*Inquire whether the surveyor has any insurance or
arrangements in place to guarantee his work. You may
not find this, if only because many professionals now


think such arrangements encourage legal suits (sadly,
sometimes true). But, it is worth asking about.
*Look for a fair price, but not a bargain. A good
marine survey is worth some money, if you get what
you pay for.
Finding a true professional can be a challenge, but
well worth the time of the search. And, if you are ever
given the choice between some "guy" with a slick smile
and a unverifiable background or a cartoon beagle -
pick the beagle! At least he has an imagination.

More canoe launching sites planned for Broward

Council is working to make those areas more accessible
by creating new launching sites, including one near the
Fort Lauderdale Police Department headquarters at
Southwest 14th Avenue to provide more availability to
the north fork of the New River.
Other landing facilities are being planned for
Delevoe, Colee Hammock and Victoria Park in Fort
Lauderdale, said Bemy Gartner, chair for the council's
recreation and access committee.
The committee is also seeking to upgrade an existing
launching area off State Road 7 at Orange Drive, he said.
The launching sites are among one of the first major
projects for BURT, which was formed in 1994 to establish

or rafted, side by side. There must be a minimum
distance of 75 feet between the next batch of rafted
vessels.
In addition, to protect the fragile seagrass habitat,
no boats will be allowed to anchor in the rectangular
area surrounding the east and west Featherbed cuts.
To enforce the restrictions, marine patrol vessels
manned by state, Metro-Dade, park and U.S. Coast
Guard personnel will be patrolling the waters, Shanks
said.
"We don't want to stop people from coming out and
enjoying the park," he said. "We only want to ensure that
their experience here isa safe, legal ard enjoyable."

"Maybe we'll goback in a year or two, once the park
service has established a set of rules to clean up the
activities down there," he said.
Participants in the 1996 race will have the option of
gathering at an anchoring point known as Nixon's, off
Key Biscayne, after Saturday's race, he said.

The 42nd Annual Columbus Day Regatta will be
held on Oct. 12 and 13. Entry fees are $40 for those
registered by Sept. 29. The fees increase to $60 for
registration after that date. No entries ~'ill be accepted
after 7 p.m. on Oct. 5. -
The race will start at 8:50 a.m. on Oct. 12 and 9:50
a.m. on Oct. 13. Each yacht will sail a course varying in
length from 10 to 21 miles.
Participants are advised to listen to the NOAA
weather channel, which will announce if storms postpone
the event to the following weekend.

land-based paths and waterway loops so that visitors
and residents can enjoy the remaining parcels of
Broward's untouched habitat.
The council is working on the canoe launch area
project with county and Fort Lauderdale officials but
the plan is in the early stages. No opening dates for the
sites have been set. Right now, members are in the
process of trying to secure funding and permits, Gartner
said.
"Once this happens, we don't expect a big boom in
canoeing," he said. "But, there is obviously already a big
interest out there and we do anticipate that many people
will benefit from these launching areas."
Bob Samson, who runs a canoe outfitting company
in Fort Lauderdale called Up the Creek, likes the idea of
making the New River's north fork more accessible.
"It's ideal for canoeing," he said. "There's no strong
tidal currents and no heavy boat traffic."
Samson doesn't see the increase in launching areas
as a threat to engine-run craft, which dominate most of
Fort Lauderdale's waterways.
"No one expects powerboaters to start relinquishing


their areas," he said. "A few opportunities are opening
to canoes, but I don't see canoeists coming out in droves.
There won't be any clashes."
