It's not often when the marine
industry aind the federal government agree
wholeheartedly on regulations forboaters.
New standards on the manufacturing
of outboard and personal watercraft
engines, issuedby the U.S. Environmental
Protection Agency in early August, have
both sides nodding their heads in
approval.
"It's a very good ruling," said John
McKnight, director of environmental and
safety compliance for the National Marine
Manufacturers Association. "We're happy
with the outcome."
The association has been working
with the EPA for the past four years on
devising the regulations, which require
manufacturers to cut pollution from new
recreational engines by 75 percent.
The standards will apply equally to
domestic and foreign companies, affecting
only new model engines. Boat owners
willnotbe required tomake modifications
to their existing engines.
For consumers, the regulations are
expected to raise the price of new motors
by about $1,000. But inreturn boaters will
find easier starting, faster, acceleration,
quicker throttle response, better fuel
economy and a reduction in smoke,fumes

"Yes, people willbe paying more. But
the cost difference is easily absorbed when
you're looking at a cleaner engine with
better fuel efficiency," McKnight said. "It
doesn't take an economist to figure out
that there is going to be a payback."
Cleaner air and water
The EPA's ruling comes out of the
federal Clean Air Act 'of 1990, which
directed the agency to evaluate emissions
of off-road mobile sources.
Prior to the act's mandate, there were
no controls on marine engines. The EPA
was too busy concentrating its efforts on
cars and trucks, said DQtty Diltz, chief of
the Florida Department:of Environmental
Protection's Bureau of AirMonitoring and
Mobile Sources.
"Now that the federal government
has made progress on the roads, it's time
to lodk at the waterways," she said.
The state is not involved directly with
the EPA's marine engine ruling. The
federal agency is only working directly
with the manufacturers, she said.
"What we will reap in Florida are the
benefits of cleaner equipment, and that
means cleaner air and water for all of us,"
Diltz said.
In South Florida, recreational vessels


currently rank second behind cars in
contributing hydrocarbons the vapors
that come from gasoline.
All totaled, recreational boats cause
8.5 percent of the mobile pollution in Dade
County. The figure in Broward County is
7 percent. In Palm Beach County, it's 9
percent, according to 1990 statistics
supplied by the state's bureau of air
monitoring and mobile sources.
"We think it's a significant amount,"
said Richard McElveen, a meteorologist
with the bureau.
Slow phase-in period
Although the new regulations will be
helpful, boaters and others shouldn't
expect immediate results in the
surrounding environment just yet.
The EPA ruling is being phased in
over a nine-year period, beginning with
the 1998 model year. Depending on sales,
the agency doesn't anticipate a reduction
in hydrocarbon emissions from marine
engines until the year 2025.
To meet the standards, manufacturers
will be granted flexibility to develop their
own technological solutions. Options for
achieving compliance probably will .
include converting current outboard and.

personal watercraft two-stroke engines to four-stroke.
Other options would be direct injection two-stroke
technology, or equipping engines with catalytic
converters, according to the EPA.
A few manufacturers already have the pollution-
controlling technology on the market, including Honda
Marine which is considered a leader in the field'by many
industry experts.
Vince Miller, owner of Inflatable Boat Services/
Pneumatique Craft in Fort Lauderdale, said he has seen
sales of Honda four-stroke engines increase over the
years.
Despitebeing more expensive, buyers aren't turned
off by the price, he said.
"Boaters, like everyone, are becoming more
environmentally conscious," Miller said. "And they


know the engines are quieter."
The engines are also more dependable and need less
maintenance, said Keith Nowell, service department
manager at Inflatable Boat.
"From what I've seen and heard about the new
technology, it's going to be a pretty neat thing," said Joe
Gerardo, service manager for Lauderdale Marina in Fort
Lauderdale.
Up close
Boaters with engines that do nothave the new required
pollution-control technology can still make a difference
on the waterways. The EPA recommends the following
guidelines that can be used to protect the environment:
*Limit engine operation at full throttle.
*Eliminate unnecessary idling.
*Avoid spilling gasoline. Use a gasoline container
that can be held easily and securely and pour gas slowly


and smoothly. Use a funnel or spout with an automatic
stop device to prevent overfilling the gas tank.
*Close the vent on portable gas tanks when the
engine is not in use, or when the tank is stored.
*Transport and store gasoline out of direct sunlight
in a cool, dry place. Use caution when pumping gasoline
into a container at the gas station. Carefully measure
the proper amounts of gasoline and oil when refueling.
*Follow the manufacturer's recommended
maintenance schedule.
*Prepare engines properly for winter storage.
*Buy new, cleaner marine engines.

Canals scheduled to be dredged to improve navigation


Lighthouse Point puts aside
$30,000 for project costs

LIGHTHOUSE POINT A dozen canals are being
targeted for dredging in Lighthouse Point for the
remainder of this year and the upcoming fiscal year.
The canals were selected by the Lighthouse Point
Waterway Infrastructure Advisory Committee
(LPWIA). The project got underway on Aug.'8 when
crews began work on the Di Porta Nuova Canal.
Completion of the 11 other canals willbe done on an
ongoing basis during the upcoming months, said Paul
"Dave" Coviello, a committee member.
The project carries an estimated $30,000 price tag.
About $20,000 has been earmarked for canal
maintenance in the city's existing budget with another
$10,000 to be allocated in the 1996-97 budget, which
goes into effect on Oct. 1, he said.,
Public hearings on the"i996-97 budget will be held
at 7:30 p.m. on Sept. 9 and Sept. 23 at Lighthouse Point
City Hall, 2200 NE 38th St.
Although there is nothing in the city's laws


mandating that tax dollars be used to dredge the canals,
commissioners generally put aside money every fiscal
year, said Art Graham, another committee member.
It is the responsibility of the LPWIA to determine
which waterways are the most needy, he said.
Lighthouse Point has about 11.5 miles of canals. The
majority of the waterways recently targeted for dredging
are in the city's northern section, he said.
"The canals here are generally in good shape,"
Graham said. "Of course, if you have a boat that draws

six or seven feet there will always be areas that are not
navigable."
Coviello, who lives on Di Porta.Nuova, said the
canal in his neighborhood is being dredged to a depth of
five feet at mean low water.
Prior to the work, boaters could only exit the canal
within two hours on either side of high tide. After the
project's completion, that time limit will be expanded to
five hours, Coviello said.


Using tax dollars for dredging is money well spent.
A majority of single-family homes in the city are situated
on waterfront property and maintaining the canals is
.needed to keep up real estate values, Coviello said.
In addition to Di Porta Nuova, according to Coviello
other canals on the committee's priority list include:
Flamingo, San Marco, Ibis, North Grand Extension West,
South Captain Knight Bayou, Lido Bay, Royal Poinciana,
Coral Key, Di Fusina, South Grand and Della Torre.
Three more canals have also been earmarked for
dredging -North Grand Canal Extension, South Grand
Canal at Northeast 23rd Avenue and the western edge of
the Coral Key Waterway. But because the areas need
continual dredging, the city is attempting to get extra
funds from the state and county, he said.
"Every time one canal is dredged, it will be taken off
the list and anew one will be added," Graham said.
If the work climbs above the $30,000 limit, the
commission willhave to voteon whether to grantfundiig
from the city's reserve fund, he said.

Fort Lauderdale's Cliff Lake Park, at
Southeast 12th Way and 14th Street, is a
three-block-long, 10-foot-wide strip of
tree-lined grass that dips into a pond,
with a woodsy backdrop that oughtabe
on a postcard. Nearby is the charming
Rio Vista neighborhood.
No sign
identifies the
spot. You
won't 'need
one. If you're
driving past,
just roll down
the window
and take a big
whiff. It'll
stink a little at
first. Then it'll
u startstinkinga'
lot. Then it'll
start stinking real familiar.
SYou might call it the Doggy Doo
Hall of Fame.
Make sure to watch your step when
you emerge out of your car for a more
scenic peek.It's everywhere. A pile here.
A pile there. Oops, just missed that little
mound. Upand down the grassy strip, it
looks like midgets had a war withbombs
that landed belly-up on the ground's
surface. It's all over the road, too,
countless brown mounds and no less
than two long brown tire track smears.
It's imbedded in the road.
And soaked into the ground. Even
when you don't see it, there's enough
there to bet the soles of your shoes that
you're walking on it..As for those frees
thatlend to thisresidential street's quaint
beauty, we all know what dogs think of
trees so consider the areas around these
trunks the.park's most lethal points.
Or just look for ants. Ants love this
stuff. Not some Mickey Mouse type of
ants, either. Fire ants: The knd that live,
breathe, sleep and snack on all that Cliff
Lake Park has to unload. They might as
well have died and ended up around the


smorgasbord table in ant heaven.
"It's so bad, I've got it in the soles of
my shoes," says a fisherman who
introduces himself as "Russ" and admits
to fishing for bass in the pond a couple of
times a week. "And my soles," he adds'
while removing one of his deck shoes,
"they're flatrubber. Nothing is supposed
to stick. But look..."
The bottom of his left shoe is
ingrained with small brownish smears.
"Look over there," Russ says
suddenly. "There's the reason."
A woman atthe north end of the street
,is walking a pair of Rottweilers. Both are*
far enough away to be let off their leashes
without paying any mind to wayward:
fishermanor writers. Oneissniffingbushes
for past dogs and eyeing the pond for a
possible dip while the other is squatted
and ... well, you guessed it.
Not that there are any visible signs
for the dog's owner to obey. Four sets of
signs sit along the grassy strip, with the
most visible spelling out "No Parking":
and the next visible informing the daring
that it's also a "Tow Away Zone." The.
least visible is one about the size of my
hand that asks pet owners to clean up
behind their pets. There's a second sign
withthesamemessage,exceptit'slocated
across the pond and requires acute laser
vision.
"I've only had a couple of calls about

In the months since I began writing
this column, I have been asked some
interesting questions that don't quite
warrant a full-fledged article, but are
worthy of being addressed nevertheless.

A: Hmmm, let's see. Your boat
breaks free from its moorings. It drifts
past my dock. I pull it in, clear the bilge,
and I get to keep your boat soufids
great!
There appears to be a common
misunderstanding that salvage law
equals the law of "finders/keepers."
Much to the relief of neighbors
everywhere, it does not.
To gain ownership of such a vessel,
it has to be completely abandoned. That
means the boat was left without any
intentionof anyone coming back to claim
it. This usually includes heirs and lien
holders.
You do have a claim to salvage, but
don't get too excited about that, either.
Another common misconception is that
"rescuing" a vessel entitles you to half its
value. Such an award is very rare.
Thecourts actuallydeal with salvage
awards in a very "judicious" manner
which is not exactly a golden road to
riches for the potential collector. The
judge bases the award on many factors.

The most compelling are the effort and
competence of those participating in the
rescue, the actualrisk to the rescued vessel
and the risk to the salvors and their
equipment. (The value of the vessel is
usually considered a lesser factor than
these).
SIn the above scenario, it isivery likely
that the legal costs of collecting on this
award would be higher than the amount
awarded. Yes, I know pumping out that
bilge was hard,butyou have to be realistic.
Besides, I'd like to think that those of us
who live on the water should, to some
extent, watch out for each other. This is
one of those times when the most practical
way of repaying the debt may be with the
giftof a bottleof expensive adultbeverage.
Q: I've heard I can limitmy liability
in a boat accident to the value of my
vessel. How does that work?
A: Limitation of liability is one of
those concepts which is unique to
maritime law. This historic rule dates
back to medieval codes which were
designed to encourage maritime
commercebyprotecting shipowners from
bottomless claims. Such instances as the
sinking of the Titanic and the collision of
the Exxon Valdes, have caused some
modifications but basically the rule still
stands.
The theory is that a vessel owner can
limit his liability in a maritime tort action
to thevalue of the vessel at the time of the
occurrence, providing he has no privity
or knowledge of the negligent condition
which caused the accident. This means if
someone gets hurt when you're not on
board, the limitation defense may ha ve
merit. However, if you're piloting your
own boat at the time of an incident, the
chances of limiting your liability are slim,
Face it, no one has more privityy" to a
collision then the captain!
If you believe you're entitled to this
limitation, you will be required to file a
petition with the court along with funds
equal to the value of the vessel at the time

of written notice of a claim. Any notice (even a letter),
should be considered sufficient to "start the clock" on
the six months; so, if you want to use this rule, don't sit
on your thumbs. Remember, the best thing to do when
confronted with any potential liability situation

"What would happen," "if any type of fecal matter
has a component of nutrients in it, in a relatively confined
area, the addition of nutrients will result in algae bloom,"
says Dr. Nancy Gassman, water resources manager at
the Department of Natural Resource Protection in
Broward County.
When algae bloom occurs in small ponds like the one


involving your vessel is to contact a legal professional
who understands these issues.
Don't allow the limitation rule to give you a false
sense of security about purchasing insurance. Insurance
companies are usually set up to defend liability cases.
Also, just because you filed for the limitation doesn't
mean the court will grant it. The highest law of the land
is still Murphy's: "Whatever can go wrong, will."

Atlanta Olympic venue brings out the best in sailing

Years of practice everyday, tuning the boat, the
sails, reading the wind and water; packing up loads of
equipment and then taking the boat halfway around the
world this is what goes into the Olympics.
You could feel the tension in the air, taste the emotion
in the wind. There were 451 sailors from 68 countries
going for the gold. What a sight to catch a view of the star
class keelboats bearing down on the starting line, healed
over with spray coming over the bow.
We heard a bang and then there was smoke from the
starting gun and they were off. All these years of practice
coming to an head right at that moment, the keen eye of
the helmsman shouting orders to his crew as his mind
rushes to sum up all the knowledge he has gleaned, even
reaching as far back to what ancient mariners knew.
From the observation boat, I sense their prayers: "come
on baby, don't let me down now."
Only one can be the winner. There's no gray area,
for the best is the best. The elation of winning is
unmistakable on thesailor's face. As much as this reporter
could observe, there seemed to be no envy or regret from
the other sailors; just respect and camaraderie.
It all happened on the Georgia coast where a few


logistical problems could not outdo the area's beauty.
The foreign sailors I spoke with were amazed by the
coastline and the lack of over-development.
Savannah city officials had to build a floating day
marina to accommodate so many sailors and barge in
fresh water to wash off the boats. Everyone was in a
heightened state of awareness about the weatherbecause

Hurricane Bertha had just breezed off the coast with no
damage. In fact, we had some southwest winds which
gave the sailors who hadn't had much practice on the
courses an advantage.
Now, Savannah will get back to business as usual, a
sleepy old southern city. And the next Olympic sailors
will prepare for Australia in 2000.

One-man shop specializes in handmade surfboards

Skip Hutchison greets people at his shop dressed in
shorts and a T-shirt, hardly the uniform of a successful
businessman.
But don't be fooled by appearances. Hutchison is
very well-known in the surfing world for his hand-
crafted boards, which he makes and sells from his store
tucked inside a warehouse district off Commercial
Boulevard in Fort Lauderdale.
In an age where many products are mass-produced,
Hutchison runs a one-man operation. His handiwork is
what makes him so popular.
"I'm the shaper, the painter, the glasser, the sander,
the sweeper,' the bookkeeper and the salesman," he
said.
Jeff Thomas, a boat captain and surfing enthusiast
from Fort Lauderdale, said Hutchison is simply the best
at what he does.
"Buying one of his boards is like buying a Ferarri,"
Thomas said. "He puts everything into it and it shows."
To Hutchison, who grew up in South Florida and
began riding the waves 35 years ago, the idea of being
able to sell surfboards is like a dream come true.

builds surfboards to fit his client's body structure and
taste.

love," he said.
It all began back in 1980, when Hutchison made
two windsurfing boards for himself. Other people saw
it, liked it and started placing orders.


From there, his company Rastaboard was born.
Hutchison, 45, still makes windsurfing boards. But the
requests have greatly dwindled in the past few years
because the South Florida winds aren't as strong.
Surfboards are now his main bread and butter, making
up about 99 percent of annual sales. Customers come
from as far away as Australia and France.
Hutchison mostly crafts long and short surfboards.
Long boards, which range in length from nine to 10 feet,
are used primarily by more mature surfers.
"Older guys like the longboards because they are
easier to paddle and more stable," Hutchison said.
The younger kids generally prefer the shortboards,
which span to six to seven feet long and have the
reputation for being lighter, sleeker and faster, he said.
Inside his shop, finished long and short boards are
lined up against the wall. The back rooms are used for
production.
When a client comes in, Hutchison works like a
tailor. He takes the person's measurements, including
height and weight. Then he custom makes a board to
those specifications.
"It's like buying a suit," he said. "You can get one off
the rack or have one specially fitted to your body."

One man-shop

designs surfboards
SURFBOARD FROM P. 11
All boards are made with polyurethane foam and
coating. It usually takes one week to design and deliver
a single board. Longboards sell for around $500.,
Shortboards cost $350, he said.-
Once the order is completed, the rider selects a
design. Hutchison has several photo albums of
customers posing next to their new boards, smiling
against backdrops that range from menacing aliens to a
portrait of a surfer's young daughter. There's even a
Christmas-themed board with a reindeer and wreath.
For themore intricate, complicated jobs, Hutchison
will call in an artist. It's about the only time when he
does seek outside help, he said.
Roray Kam, a world class surfing champion who
lives in Fort Lauderdale, owns several Hutchison-made
longboards. His nine-year-old son, Keahi, also has his
own Rastaboard with Mickey Mouse airbrushed on the
front.
"There's not many people left who are doing what
Skip does," Kam said. "I use his boards in completions
all the time."
Not all of Hutchison's clients surf professionally.
The majority do it for fun. At the South Florida
Longboard Associahon, Hutchison is not only a member.
He has outfitted most of the group.
The association has 85 members. Almost half use-
Rastaboards, said Greg Lyon, South Florida Longboard
vice president who has been using Hutchison's boards
for about four years.
"I've been surfing for 12 years and have tried every
board there is," said Greg Lyon, a commercial real
estate developer who lives in Hollywood." Skip pays a
lot of attention to personal details such as surfing style.
When you order one of hisboards, it's custom tailored.
A lot of other manufacturers just give you a general
purpose board."
Hutchison is quick to add that he has nothing
against the large man u fact u rers.
"A lot of people are making good money by mass-
producing boards and that's OK," said Hutchison, who
is also an avid boater and owns a 17-foot Boston Whaler
that he re-built from scratch. "But in the old days,
everyone wasinto the soulful artistry part. I never lost
that."
Dave Ritchie, a glazer from Pompano Beach, took
up surfing two years ago. He just purchased a board
from Hutchison in August.
"It does everything he said it would," Ritchie said.

meets on the first Thursday of each month at
the Sandy Shores Cafe at Villas by the Sea,
4512 El Mar Drive, Lauderdale-by-the-Sea.

'Come Blow Your Horn' plays through Sept. 5

playing to decent reviews in Jan's Upstairs Cabaret at
the Royal Palm Dinner Theatre, 303 SE Mizrier Boulevard,
Boca Raton. A playboy all too successfully shows his kid
brother how to be a Don Juan. Meanwhile, their
distraught father wants his sons to join the family
business, get married and provide him with grandsons.
It plays Aug. 21 to Sept. 5.
In the main dining room, the burlesque musical
Sugar Babies stars Don "Bunny Ears" McArt, Dan Kelly
and Carbonell award winning actress Connie SaLoutos.
