After one quick glance, customers
might be wondering why Chuck
Fitzgerald is hanging a weather-beaten,
old craft inside his marine supply store in
Fort Lauderdale.
But take a closer look at the boat's
attached documents. and visitors will
quicklynotice that the vessel on display is
a piece of sailing history.
What makes the 1930 Star Class 22
foot racing sailboat so special is that at one
time the craft was registered to John F.
Kennedy and his brother, Joseph.
Fitzgeraldpurchased theboat onJune
29 at an auction in the Florida panhandle
town of Monticello for $19,800.
After the recent buying frenzy at the
Jacqueline Kennedy Onassis estate auction
in New York, Fitzgerald believes that he
got a good deal.
"Considering the prices that people
paid for those items, I think this is a good
investment," said Fitzgerald, who owns

Fitzgerald first learned that the craft
was for sale after reading a small
newspaper article. He figured that he had
abetter than average chance at buying the
boat because the auction was being held
in a small rural community with no major
airport.
"I didn't believe there would be a lot
of competition," he said. "Actually, I was
surprised that I was able to buy it for the
price that I paid. I was prepared to go a bit
higher."
Fitzgerald's purchase makes him the
boat's seventh owner. The craft, originally
christened as the Jubilee, was built in 1930
by H.B. Atkin of Manhasset Bay in Long
Island, NY.
Atkin sold the boat to John and Joseph
Kennedy in 1934. The brothers sailed the
craft, which they re-named the Flash II,
jointly until 1940. From 1940 to 1942, the
boat was registered to John F. Kennedy.

In1942, the FlashIlwas sold toMillard
Vanderward of Portland, Maine. It was
sold six years later to Ken Schwartz of
Larchmont, NY, who switched the boat's
name to Sabik.
The boat's fifth owner was R.A.
Percoco of Maroneck, NY. Percoco
purchased the vessel in 1951 and called it
Old Iron Sides.
From 1959 to 1964 the boat's
whereabouts are unknown, according to
documents. The last registered ownerwas
D. William Ehler of Tampa, who brought
the craft in 1964 and owned it until his
death in April.
Ehler paid $300 for the vessel. An
offer to sell the Star back to the Kennedy
family in 1965 was declined, according to
Associated Press reports.
Theboat's condition today canhardly
be called seaworthy. It reportedly hasn't
touched water in years and was stored
inside a shed since the early 1970s.

shape," Fitzgerald said. "But cosmetically, the boat is
rough."
To restore the craft back to museum-quality
condition, its keelneeds tobe removed and sandblasted.
The deck and mast also must be replaced, he said.
But Fitzgerald may decide to leave the boat alone.
"There is a chance it will be more valuable in its
present condition," he said.
Regardless of what will be done to the Star, the
publicity that Fitzgerald has received since purchasing
the vessel has made it worth the expense.
Both the Associated Press and United Press
International have reported on the auction with articles
carried by newspapers from as far away as Boston and
New Orleans.
"A friend of mine lives in Mexico and he telephoned
to tell me that he saw me on CNN," Fitzgerald said.
John Peets, director of purchasing at Sailorman,
said store traffic has increased since the news broke.
The phone lines have also been ringing more frequently.
"We're getting calls from all over the country," he
said. "Most assume we buy old boats. But I tell them
that this was a special purchase. The only boats we buy
are dinghies."
Peets, a former sailboat racer from southern New
Jersey, couldn't say if Fitzgerald will make a profit on
the Star if he ever decides to sell it.


"To me, it sounds like an outrageous amount of
money," Peets said. "It's a wild venture, but he has
scored in the past."
Kim Whitney, a sailing professional who lives in
Fort Lauderdale, believes Fitzgerald has already come
out a winner.
"It's probably worth a heck of a lot more than what
he paid for it," said Whitney, who has re-fitted several
boats and was recently called by Fitzgerald to give his
opinion about restoring the Star.
"Even though it's no longer competitive, it's still a
classic," Whitney said. "I doubt you could find five of
those boats still in good shape today."
The Star sailboats are an Olympic-class craft that
appeals to traditional, hard-bitten sailors, he said.
The vessel was designed in 1910 by William
Gardner and were proven tobe among the most durable
and adaptable one design racing sailboats of all time.
There are currently 6,000 active Star Class sailboats in
30 countries, according to the January issue of Wooden
Boat magazine.
Today, a brand new Star sells from $30,000 to
$45,000, Whitney said.
Bill Milligan, a volunteer curator for the Maritime
and Yachting Museum in Jensen Beach, thinks
Fitzgerald should refurbish the Star.
"There will always be a market for a perfectly,
restored classic boat," he said. "And, of course, the
Kennedy name adds more luster."

Lauderdale appoints committee to study pollution solution

FORT LAUDERDALE Talk of proposing a law
requiring that only one type of permanent pump-out
systems be used by liveaboard boaters docked in the Las
Olas isles section have been put on hold.
After numerous discussions and tours of canals,
City Manager George Hanbury has deemed the idea
impractical.
In a memo to the City Commission on June 27,
Hanbury said it's not possible to require only one system
to be installed on docks along Hendricks Isle and Isle of
Venice.
"It is likely that more than one technology will be
required to provide connections for vessels in these
isles," he said.
The recommendation also applies to docks along
Lago Karen and Rio Grande canals, which would also
present a. significant challenge due to the variety of
seawalls and docks, he said.
Hanbury advised the city to form a technical review
committee comprised of two members from the
community, two from county agencies and three from
the city's staff. Appointments took place at the July 16
commission meeting.
He also wants the city to enlist the help of marine
equipment manufacturers and marina designers to
identify which systems are best suited for the city's
attempts to clean up its waterways.
The city began advertising for vessel sewage


discharge technology systems on July 2.
FortLauderdale MayorJimNaugle saidhe is pleased
that the city will be looking at numerous technologies
instead of confining itself to one system.
"I'm glad to see that a little realism has been injected
into this situation," Naugle said. "The idea of having a
single, hard connect system is a fantasy."
Naugle added that he will push for the facilities to
be required by both dock owners and marinas.
The issue of finding a central permanent pump out
facility initially surfaced at a city commission workshop
meeting on June 4, which attracted a standing-room-
only crowd.
The question of who is at fault and how to best clean
up the polluted waterways have been raging in the city
for years.
Many waterfront homeowners point the finger at
liveaboardboaters, who they claim are illegally dumping
raw sewage into the canals.
Boaters, on the other hand, have long complained
that they are being unfairly targeted. City sewers, animal
feces, storm water runoff and deteriorating laterals
underneath the waterfront homes are also to blame,
they-say.
Either way, the city has been informed that it had
better take action soon or county and state agencies will
step in to enact their own solutions.
Representatives fromboth the Broward Department
of Environmental Resource Protection and the Florida
Department of Environmental Protection have said they


are in favor of the permanent pump-out facilities.
But when the single system concept was proposed
during the June workshop, Naugle feared that the city
would not be able to take advantage of emerging, new
technologies.
"We don't want to be locked into using an antiquated
method," he said.
Calvin Landau Jr., a Hendricks Isle property owner,
also believes that forming a technical review committee
is a step in the right direction.
"If it is in fact correct that the vessels need to be
connected permanently, then finding the right technology
is proper," said Landau, who is representing several
other dock owners on Hendricks Isle and Isle of Venice.
But many of the area's property owners still maintain
that the main cause of pollution is not related to the
boaters, he said.
"Nobody is saying that the liveaboards don't dump
waste into the water," he said. "But even if all of them did
that, it wouldn't cause the high levels of bacteria that are
presently in the canals."
Based on ground water tests that have been
conducted by Landau and his group, the bulk of the
pollution is coming from the city's sewers, he said.
The commission intends to take care of the sewer
system. Monies have been set aside in the proposed city
budget for repairs, Naugle said.
"We're increasing the water and sewer rates to fix
the leaking pipes," he said.

Maine boater on a search for

elusive Luders-made yachts

When he's not running his boat design and survey
business, Bob Wallstrom spends most of his spare time
acting like a seaworthy Sherlock Holmes.
His sleuthing has taken him around the nation in
search of vessels that were made by the former Luders
Marine Construction Company of Stamford, Conn.
Wallstrom, who lives in Maine, has been collecting

data for the past five years on the business. He intends
to compile the research into a book that traces the boat
yard's history and its many varied contributions to the
marine industry.
Since starting his quest, Wallstrom has blanketed
the country asking for any photographs and documents
that are connected to the business.
It has not been an easy task, he said.
Luders Marine was founded by A.E. Luders Sr.,
who began constructing boats in 1908 on the Byram


River in East Port Chester, Conn.
The yard moved to Stamford in 1912 and was run
jointly by Luders Sr. and his son, A.E. (Bill) Luders Jr.
During its existence, both men built more than 1,100
wood and steel vessels, including power and sail yachts
and commercial crafts, as well as military boats for World
Wars I and II and the Korean Conflict, Wallstrom said.
The company was sold in 1968 when'the father and
son decided they didn't want to expand and build
fiberglass boats. Today, the Luders property has been
transformed into a marina called Yacht Haven West, he
said.
"Unfortunately in 1962, Luers suffered a disastrous
fire which caused the loss of every bit of paper in the
place," said Wallstrom, who worked at Luders for two
years in the early 1960s.
"Because of the blaze I have no central, starting
archive. Ihavehad to depend onpersonal remembrances
and collections of workers, owners, yacht brokers and
others in the marine trade."
Wallstrom believes that Florida could play a
significant role in his investigation because a number of
the crafts may be docked in the state's warm waters, he
said.

Not long ago, it was easy to skip
through boater safety classes and head
straight out to the water. Maybe you
weren't old enough for a driver's license
or even a wallet to carry one in, but who
cared as long as it was only a boat? If you
could turn the wheel, you could steer
that sucker as
fast as your
little propeller
could take you
down the
Intracoastal,
through Port
Everglades
and right out
to the middle
of the wild
blue yonder.

Ah, the good old days of hopping
into the family boat and taking it for a
spin.
During the good old days of 1994,
state officials logged 1,193 boating
accidents with 74 of those resulting in at
least one death. Last year, us Floridians
led the entire nation with 1,337 boating
accidents. We also beatall theother states
with 78 boating fatalities.
Yea. Give it up for Florida, land of
713,000registered boats, another400,000
visiting boats, and not one license or
safety-training requirement.
Until now. Sort of.
Under a bill that recently passed
through the Florida Senate, anyone age
16 or younger who operates a boat
powered by a 10-horsepower or better
motor, must first complete a boater's
safety training course.
Good. Considering the numbers that
make Florida's waters the most
dangerousin the country, somebody had
better start educating boaters to the fact
that driving one entails a helluva lot
more responsibility than just hopping in
without slipping and busting your tail,


turning an ignition key and grabbing the
wheel with one hand and a beverage
from the cooler with the other.
But and this is a serious 'but' -
isn't applying the law only to teenagers
understating things a tad bit?
Over 2,500 accidents and 152 deaths
have occurred on Florida's waterways
during the past two years. Were they all
caused by 16-year-olds? Not according
to Florida Marine Patrol officials, who
are quick to cite statistics that boaters
between the ages of 21 and 50 are
involved in the most accidents. Makes
sense, since most boat owners I know
are far enough over 16 to forget at least a
couple of prom-date names, which is
why they can afford to buy and maintain
a boat in the first place. You know the
concept: The older you are, the more
money and leisure time you have to
spend.
Most teen-agers I know hit the water
withlittle more than a bathing suit and a
water bike.
Meaning, if the Senate expects to
make the waterways safer by requiring
only 16-year-olds to take boater training
courses, they're merely off to a surface-
scraping start.
At least they've got their eyes
focused five years ahead. That 16-year-
old maximum age is scheduled to be
raised one year every year until the year
2001 when boaters age 21 or younger
will be required to take a boater's safety
course. By then, we should at least have
the safest water bike operators in the
country.
Just ask singer Gloria Estefan whose
33-foot yacht was involved in one of
'95's waterway deaths. It wasn't her fault
that a man rammed his Waverunner
into the side of her yacht. She and Emilio
were just chilling, with an anchor out
and a speedometer that said zero. The
guy who got killed was 29 years old, a
lawstudentplanningon using hisdegree
to work as an advocate for the homeless.
Apparently, the guy understood enough

Hurricane Bertha breezed past us last
month without incident. After I found
out that he had no insurance for his
rather large and expensive vessel, I
pointed out that if the hurricane had
actually hit
south Florida
he might have
had worse
problems than
his personal
mortality to
worry about:
Honestly, I
am not

insurance. I am
not a fan of
putting more

expense into an item than is necessary.
However, it is sobering to realize that
when disaster strikes, boats are just as
capable of sinking as floating. This is
why modern insurance was invented.
That's right, modern insurance and
maritime history are intertwined with
each other. Four hundred yearsago, folks
weren't that interested in investing in
boats for long voyages. Then a London
coffee shop owner named Lloyd decided
there was money to be made by
introducing ship investors to
entrepreneurs who would pay off on the
risk fora hefty premium. Atthatmoment,
Lloyd's of London, the insurance
industry, and transoceanic world trade
were born.
The modem yacht policy is a direct
descendant of those original risk
agreements. Itusually comes in two parts
They include: Hull insurance to cover
the actual vessel for damages; and
protectionand indemnity insurance (also
known as P & I) to cover liability for
dapiage caused to others. These are two
separate coveragesand will usuallycome

who understands the maritime insurance
industry, to explain all the nuances to
you.
Some insurance companies now offer
what is called a "Boat Policy," which
reads a great deal like an auto policy. You
might find them easier to read than a
yacht policy (some of the older maritime
policies have clauses dealing with pirates
and princes great stuff!)
They might also be a little cheaper.
However, I've noticed they tend not to
give as inclusive coverage as the old yacht
policies and their language is untested
when disputes arise. They may also base
your loss on the depreciated value of your
vessel, which means the older your boat,
the less you'll get. These boat policies
may be fine for a weekend runabout, but
I'd still check with an experienced agent
who knows more about boats than cars.
One of the largest segments of
maritime legal practice are disputes
between insurance companies and policy
holders. This cannotalwaysbeprevented.
(If it could, what would maritime
attorneys do?) However, here are some
steps to help you get the benefit of your
claim when disaster strikes:
*Find a good agent. Yes, I've said it
several times already, but it's so darn
important. Your agent is the person who
will help you with your forms when you
get your policy and when you need to
make a claim. Make sure the agent will be
at your side and fight for you if a claim
ever needs to be filed. In theory, most
agentsaretherepresentativesofthepolicy
holder (you); therefore he is your
employee and should accommodateyour
needs.
Answer your application truthfully
and completely. If there is any information
which might alter the risk (read that as
cost) of the policy, tell your agent. Also
keep records which will verify that you
answered truthfully on your application.
I once dealt with a situation where the
insurance company wouldn't settle a
claim because they said a vessel's true

Ironically, the man could not have picked a better
yacht, at least from the safety advocate's point of view.
"We had been unsuccessful in getting anything through
the legislature," Capt. Mike Lamphear of the Florida
Marine Patrol says. "Then the Estefans got involved. No
question, that turned the tide."
This new bill is a start. Educating the young has
rarely failed in the long run. Besides, like Capt. Lamphear
admits, it would be a bad idea to criticize the Senate

Bahamas and you're only covered for Florida coastal
waters, let your agent know even if it costs you a few
dollars more. Let's face it, you're at greater risk sailing
to Bimini than idling to a local watering hole.

Still, it's enough to take you back to the good old
days. Like when all of a sudden there were too many
cars and not enough road. Accidents started happening.
Some drivers even got killed.
Wasn't it about that time when some politician
stood up and proclaimed something to the effect of
"Jeez, you think we ought to make them get a driver's
license or something?"
Yeah, I hear you. Then came seat belts.

Most of these recommendations are straight forward
and pretty intuitive. The real trouble begins when they're
not followed and that happens more often than it should.
By the way, don't wait until the next hurricane to
buy your policy. Insurance companies won't sell you a
policy once the storm looks like it might hit. So,
remember, the Coast Guard motto isn't just a snappy
slogan, it's pretty good advice "Semper Peratus" (Be
Prepared!)

Two Luders yachts sought in Florida

Already, Wallstrom has found two Luders-made
vessels. One is the Bengal, a 1947 motor yacht docked in
Naples. The other is a 42-foot, 1940 cutternamed Condesa,
now moored in the town of Green Cove Springs, located
about 30 miles south of Jacksonville.
Edward P. Dyer, owner of the cutter, said he was
contacted by Wallstrom about 18 months ago.
"I think it's really novel to have someone who is
interested in your boat," he said. "I'm looking forward
to reading his book when it's published."
Paul Pinson, who owns the 82-foot motor yacht,
said he is also anxious to see Wallstrom's finished
research.

ago, Pinson said he knew very little about the vessel's
past.
"I learned a lot about the boat from Mr. Wallstrom,"
he said. "She has a wonderful history."
Pinsonpurchased the craftin 1994 and is the Bengal's
third owner. The second owner was Tom Monohan,
former owner of the Detroit Tigers and founder of
Domino's Pizza.
The Bengal is the last surviving example of the
yard's large, private motor yachts, Pinson said.
"We have the original ship's log from the 1940s," he
said. "It reads like a who's who. of America. The
Rothschilds and the Rockefellers have been aboard.
Their comments about the boat and crew are recorded."
The Bengal and Condesa are among the 300 to 400
Luders-made crafts that Wallstrom has been able to
find. But he has a long way to go before c completing his
book. .- ,. : ..
"I've only found about one-third of the missing
boats"- he said. "There are a thousand or more still out
there."
Wallstrom is continuing to send requests for
information to nautical newspapers, magazines and.' -
historical societies.
"It's like a giant jigsaw puzzle," he said.
Despite his years of hard work, Wallstrom said
immortalizing the Luders line is a labor of love.
"The book is going to. bean important historical
documentwhen I'm finished," Wallstrom said." Nothing


has ever been preserved about the great number of
boats that have built and designed at the yard."
Although Luders Sr. died in the 1960s, the project
has the blessing of Bill Luders Jr., who resides in
Connecticut, he said.
Wallstrom is asking for help in finding two more
boats that he thinks mightbe docked in Florida a 1959
L-27 sailboat named the Vulcan and the You'll Do Too, a
1964 center cockpit yacht.
The 44-foot yacht was designed by Luders Jr. and
built in Hong Kong. It was last registered to a Mary Lee
Fyske of West Palm Beach in 1988, he said,
The sailboat's last known whereabouts have been
traced to Houston, Texas., where it was registered to a
Max Lugham, he said.

Applause at Parker Playhouse, 707 NE 8th St., Fort

Based on the film classic "All About Eve," the story
revolves around Margo Channing, a long reigning
Broadway star who's losing her grip on her career and
her relationship with a younger man. Along comes Eve
Harrington, a wide-eyed ingenue, who appears devoted
to Margo but is actually a conniver with ulterior motives.
