The unexpected chilly March weather
left the beach virtually desolate. But high
above the sands several folks braved the
cloudy skies and harsh winds to cast their
lines into the waters off the Dania Fishing
Pier.
Unfortunately, fewpeople were having
any luck.

Still, Johnson is glad to be back on the
pier. For many years, he and other fishermen
were forced to bait their hooks elsewhere.
Dania has had a fishing pier on the
north end of its beach since 1960. But
structural problems forced the city to close
the old, 870-foot pier in 1990. It was finally
razed in 1993.

Dania city officials hope to lure restaurant to new fishing pier

Houston for $15,000 in an attempt to
generate more interest, Smith said.
The city is estimating that it will cost
the winning bidder between $400,000 and
$450,000 to build a dining establishment,
he said.
"We realize that this is not a small
undertaking," Smith said. "This would be
a considerable investment for a private
owner. But if we want to make the pier
profitable, we need to have a restaurant."
The city wants to secure a bidder soon.
The pier was financed as part of a $3.2
million bond issue. The first payments are
due in October, Smith said.
Until a deal can be made, plenty of
people seem happy with the structure just
the way it is.
"I used to come to the old pier and I
watched while they were building this
structure," said Tony Digiamberardino, a
Hollywood resident. "I like the new pier.
It's much more sturdy. It's beautiful."
Irving Fireman, of Lake Worth, came
to the pier to give his grandson Micha, 8, a
fishing lesson. It was his first time on the
structure.
"It's very nice," Fireman said. "Of
course, it would be nicer if the weather was
warmer and I could catch something."

"I've come here before and I've
watched other people fish," he said. "I
thought I would try it. I haven't caught
anything, but I love it. Being out here on the
water is great."
Not everyone had praise for the year-
old pier however.
"I think the fishing was a whole lot
better on the old pier," Johnson said. "The
wood had algae and barnacles. This new
thing they built isn't flavored yet. The fish
aren't as attracted to it."

hours a day, seven days a week.
Admission is $1 for spectators and $3
for fishermen.
Fishing equipment rentals are also
available. The fee is $6 and includes an
all-day parking pass. Bait is extra.

BCC sailing classes plan move to accommodate marine complex

Community College is being forced to find another site for
its water sports program.
The good news is that the move will only be temporary.
The college must leave the lake so that Dania city
officials can dredge it for fill to construct access roads for
the much anticipated opening of a BassPro Shops/Outdoor
World complex.
Although no date has been set for the dredging, BCC
is expecting to move in August. Their new address for
classes will be at West Lake Park, at 1200 Sheridan St. in
Hollywood, said Bill Metcalf, who runs the water sports
program.
The college will resume its operations at Tiger Tail
Lake one year later, he said.
"I'll admit I'm not looking forward to spending a year
elsewhere," he said. "But the move is necessary. We're very
positive about coming back to the lake and having BassPro
there."

The company is slated to construct a 200,000 square
foot facility on a 50 acre site just off Interstate-95, near
Griffin Road and Anglers Avenue, formerly known as
Ravenswood Road.
The complex will feature a retail store selling fishing,
camping and boating equipment, indoor and outdoor man-
made lakes, a gun range and a display aquarium stocked
with game fish, said Will Allen, the city's growth
management director.
"We're very excited about BassPro," he said. "The
project is expected to generate between 250 and 300 jobs,
plus additional tax revenue and a positive image for the
city."
Dania city officials lobbied hard to have BassPro come
to town. When the company decided to set up its operation
in South Florida, Dania was one of two sites that were being
considered. The other was in Boynton Beach.
Dania was chosen because of its central location to
Dade and Palm Beach counties, said Ron Mastriani, a Fort
Lauderdale attorney representing BassPro.
Construction on BassPro Shops/Outdoor World is
expected to begin in 1997 and be completed the following
year, Mastriani said. The Dania complex will one of three
BassPro Outdoor Worlds in the United States. The other
two are presently open in Springfield, Mo. and Atlanta,

Because of South Florida's reputation for boating and
water sports, BassPro is expected to generate plenty of
interest, some of which will spill over to BCC, Metcalf said.
Currently, BCC has the largest collegiate sailing
program in the state, Metcalf said.
In addition to sailing classes on the 20-acre lake, the
college offers courses in navigation and windsurfing.
Last year, about 500 students enrolled in the program.
Each class runs for six weeks and costs $69. Sessions are
held on weekdays, evenings and weekends, he said.
The college also has a ropes challenge course, which
are a series of obstacles used to build self esteem and
teamwork, he said.
"BassPro is going to turn that little corner into the
outdoor capital of Florida," he said. "It's going to be like

When Bob Harris was asked by his
neighbors to help settle a dispute with
state transportation officials, he figured
the matter would be cleared up with one
phone call.
"Boy was I wrong," Harris said.
According to his own record books,
since 1993 Harris has logged 408 phone
conversations, spoken to 153 people and
attended 51 meetings all to have a
neighborhood canal dredged.
"All totaled, I spent 3,200 hours trying
to resolve this problem," he said.
Now Harris and his neighbors in the
Flamingo Park section of Fort Lauderdale
are finally due to receive some relief.
Florida DOT has hired an outside firm to
dredge the homeowners' canal off
Southwest 23rd Avenue.
The project was slated to start on
March 18, said Chris Papas, area engineer


for Florida DOT.
DOT has agreed to perform the
dredging as part of its settlement with the
Broward County Department of Natural
Resource Protection.
The Broward DNRP charged the state
Department of Transportation in
September, 1995, with violating state
water pollution standards and allowing
fill to enter the canal.
DNRP also issued the same notices of
violation to Balfour Beatty, the
construction company that DOT had
contracted to do work on the overpass
job, said Meredith Brannon, an
enforcement officer with the Broward
DNRP.
DNRP staff is negotiating with
Balfour Beatty over possible penalties.

negotiations over the dollar amount for
penalties that the DOT must pay, she said.
The decreased water depth has
affected Harris and about eight other
homeowners who live along the 2,000-
foot-long canal. The dredging will take
place in a 300 foot area.

DOT began construction on the Interstate-

Debris from the site was carried
through a 54-inch drainpipe and
discharged into the canal, Harris said.
"Everytime it rained the canal would
-turn a yellowish, chocolate milk color,"
he said.
DOT had tried several different
methods to alleviate the problem. Hay
bails were placed near the drainpipe. Then
a floating silt barrier was erected to catch
the debris. But neither worked, Harris
said.
Meanwhile, the canal's depth
continued to slowly disappear.
"There are around four of us who can
no longer dock boats behind our homes,"
he said. "One neighbor's boat floated fine
for seven years. But when the construction
started, his dock was 10 feet from the
water at low tide."

weren't going well. One of his vessels was
silted into the bottom of the canal and had
to be removed by a diesel tug boat.
"I haven't had a boat docked at my
house for four years," said Harris, who
owns a marine canvas shop. "Right now I
have one of my boats at a rented dock and
the other two are out of the water."
Harris claims that the construction at
the Interstate-95 overpass added 500 cubic
yards of fill to the canal's bottom,
decreasing the water depth in some areas
to as little as 3.5 feet.
Jim Breitenstein, environmental
resources manager for the city of Fort
Lauderdale, said Harris' figures are correct
when compared to elevation maps.
Breitenstein is one of several people from
several different agencies who have
reviewed the DOT matter after being
contacted by Harris.

It is a dark and stormy night. You
wend your way through the outer sea buoys
and then wipe the salt spray from your face,
sounding a sigh of relief, It sure is good to
J be home. But
you're not there
yet.

you strain to see
the channel
markers barely
visible in the
dark, a soft voice from next to you coaxes,
"Why don't you use the ranges?"
Knowing that you're licked, and that
she's right, you ask her to read the chart for
you as you maneuver at idle speed. She
calls out the heading to the range markers,
tells you the color and the sequence of the
lights, and you come to port just a little.
Safely back at your slip, you thank her
for her help and wonder to yourself why
you didn't think of it first.
Why? Because you didn't even know
they were there. You run in the daylight,
staying what you estimate to be half way
between the markers, and cruise along in
pure innocence. Come nightfall though,
and you're up a creek without a paddle, or
a clue. You probably haven't looked at your
chart since you needed a place to write
down some Loran numbers that some guy
on the dock sold you, swearing that it was
the hottest fishingplace since the parting of
the Red Sea.
Range markers have been in use since
man first laid his fear aside and floated out
on a log to have a look at the reef. The
ancient Phoenicians used ranges for much
of their coastwise navigation. After crossing
vast distances in relatively small craft, the
Phoenicians would scan the shoreline for
natural and manmade landmarks to guide
them into the harbor.
"Akmel. Line up that tree on the shore
with the lo.w building behind the


McDonald's sign. When you can see the
laundermat, turn left."
"Aye, Captain."
Although the system may be old, it
is still very reliable and, with proper
use, very accurate. In the Bahamas, I
once had to throw an anchor line
overboard to pick up a diver who been
swept away by the current. Since I was
the only person on board, sending
someone out to retrieve it was not an
option.
A week later, I had the opportunity
to go back to the dive sight and get the
anchor. I located the ranges I had used
previously and lowered the spare
anchor. A diver descended to the bottom
and at 95 feet found the discarded anchor
not 15 feet from our present position.
This is not a tribute to my skill, but
serves merely to point'out that with a
little care, remarkable accuracy can be
obtained while using natural landmarks.
If you do notpayattention though, using
landmarks can give you fits.
One day, while running the dive
boat, the Dry Martini, for Capt. Walt
DeMartini, I was chatting it up with a
very attractive female passenger. We
were the only boat for at least a mile.
Instead of concentrating on the
ranges, I continued our conversation
and managed to miss the artificial reef,
the Mercedes. Not an easy task on a
beautifully calm day, with nothing else
to worry about. Besides which, at that
time the Mercedes was almost 200 feet
long.
For those of you who may not be
aware of the information available on
range markers, here are a few tips:
*Most range markers maintained
by the Coast Guard (and even some
private ones) can be found on charts for
your area. The harbor charts will give
you the most detail, but even larger
scale charts will usually show ranges,
especially if there is heavy commercial
traffic using the area. If they are lit for
night use, they will probably be found
in the light lists for the area.

Shocked, you look af Sam and explain
that you just bought the boat, you're a "bona
fide purchaser," (a fancy phrase a lawyer once

with Bob. But Sam doesn't seem to be backing
down. So you call Bob to try and straighten
things out.
Bob's former secretary tells you that he's
taken up residence in the Fiji Islands and is
rumored to be bungalow mates with Joe
Gersten and Elvis. He doesn't plan to return
until the Czar is restored to the throne of
Russia. Have a nice day.
The next day Sam comes to your boat
with a U.S. federal marshall who places a red
sticker on the port windshield and announces
in a deep Rooster Cogbum voice: "This vessel
is under arrest and no one is allowed on board
until bond is posted!"
"Under arrest," you yell. "They can'tdo1'
that to my boat."
It doesn't seem possible. But here's the'
bad news: It is.
In the world of maritime liens, a boat'
(that's right, the boat, not the new owner) can
be arrested for unpaid past services no matter
how many people have taken ownership since
the debt was incurred. This legal principle is
based on the ancient theory that vessel can be
found faster than its owner. Certainly, the
above scenario is a case in point. The good
news is that it's (hopefully) not too late to take

steps to prevent this story from becoming
your own personal account. Consider the
following advice:
No matter how good the price, never
"impulse buy" a used boat. It's not enough
to know the vessel's physical condition.
You must also be aware of its financial
status as well.
If thevesselisdocumented, checkwith -
the U.S. Coast Guard for financial
encumbrances which might be recorded
with them. You should also check for
possible recorded liens with state and local
governments.
*Even when taking the above
safeguards, be aware that there's never a
100 percent guarantee thatyour used vessel
will be lien-free. A federal maritime lien is
placed on the vessel when the debt for
services is incurred. There is no requirement
to record it. So check the logs for expenses
and old bills to see if everything is in order.
*Check out the seller. Make sure he
has a permanent address and isn't leaving
on any long trips to Fiji. And make sure

he'll sign an agreement holding the boat
free of all liens and encumbrances, and that
he'll make good on any obligations that
crop up.
If you're using a reputable broker and
title company to buy a boat, most of these
concerns will be addressed by them. An
irate captain and crew could still pop out of
the sea demanding back wages, but
professional guidance makes' this far less
likely.
It's also unlikely that anyone would
send a federal marshall out to arrest your
12-foot inflatable. Enforcement of a
maritime lien against such a small craft is
theoretically possible But if. someone
actually goes to the expense, there's
probably something more compelling than
the price of a paint job controlling the
decision.
The best advice when buying a used
boat is the same that's normally applied to
travelling in a no wake zone- keep it slow
and watch for submerged objects.

Ranges help bring navigators home


RANGE FROM PREVIOUS PAGE
Ranges usually show you the path down the center of
the channel. But they can, in areas where there is heavy
shoaling, lead you around obstacles. Don't set your sights
on a range and just gun the engine. Check them against the
chart, and keep your eyes open. After crossing miles of
open ocean, this is no place to make a mistake.
*Make sure you have the correct range markers for a
particular channel. In some places like Key West harbor the
ranges can overlap. If you are not careful, you'll wind up on
the beach at Fort Zachary Taylor.
*Another excellent source for ranges that will be useful
to the diver or fisherman, is Dr. Ray McAllister's great
book, "Diving Locations" (I've shortened the title), which
can be found at most dive shops and marinas. This book not
only describes dive and fishing sites, but gives you photos
of the line-ups. If you can't find your dive/fishing location
with this book, you should stay at the dock.
Like all good things in this life, ranges come with a few
built-in snags. Across the waterfront you could hear a loud


collective groan when the city of Fort Lauderdale decided
to tear down some of its water towers. These tall, and
therefore very handy structures, made for excellent line-
ups to many favorite underwater locations. Now they are
gone. But there are other natural ranges to take their place.
Some may not be quite as convenient, but they work.
Besides being torn down, ranges have other inherent
problems. Unlighted ranges are of little use at night. In
other countries, like the Bahamas, ranges are sometimes
not as well maintained as they are in the United States.
Their location on the Family Islands makes them difficult
to service. The Bahamians have done a lot to improve their
buoy system, but there may still be areas that you should
approach with extra caution. And ranges can disappear
and reappear in rain squalls with maddening irregularity.
Ranges are good, but if you use them, do so with
caution. All good navigators know that you never rely on
just one system to bring you home. If you use ranges
wisely, they will serve you well, and you can come home on
the range.

Show starts April 18
The Fort Lauderdale Spring Boat Show will once again
take place at the Radisson Bahia Mar Resort & Yachting
Center from April 18-21.
The show opens Thursday at noon and runs to 8 p.m.
Hours are 10 a.m. to 8 p.m. Friday and Saturday; and 10


a.m. to 6 p.m. on Sunday.
Parking will be available at a cosf of $1 per hour at the
Broward County Convention Center facility with free

that he and the other homeowners deserve some relief."
The canal was last dredged by the city in 1993, DOT will
dredge the canal back to those survey levels, which state
that the depth was 5.3 feet in most areas and seven feet in
deeper areas, Harris said.
However, to adequately remove the fill, DOT must
dredge closer than the city's standard of 25 feet from the
seawalls. Because of this, homeowners have signed liability
releases freeing DOT from any responsibility if there is
damage to the seawalls, Harris said.
"We're not happy about signing the releases, but we
know this has to be done," Harris said.
Harris is still angry that the matter has taken this long
to be resolved.
DOT, for its part, couldn't take action until after
construction was completed in 1995 and studies could be
conducted showing how much silt the agency had emptied
into the canal, Papas said.
"In this particular case we had a major construction
project that took a number of years to complete," he said.
"During that time the heavy rainfalls caused some of the
debris to enter the canal."

"It's happened before, but it's not a frequent problem,"
she said. Usually, the county settles the matter."
The district became involved in the Flamingo Park
dispute because they felt the county's original agreement
did not require DOT to dredge deep enough, she said.
The county only wanted DOT to dredge the middle of
the canal and not the sides. The homeowners did not feel
that they should have to pay out of their pockets for the 25-
foot area surrounding the seawalls, Harris said.
Despite their efforts at seeking relief, the homeowners
are not totally happy with DOT's efforts, Harris said. They
would like the canal dredged to a deeper depth in the
turning area.
Harris agrees that the dredging will solve the existing
trouble. But if DOT doesn't commit to a comprehensive
monitoring programand find out where the debris is coming
from, this will be an ongoing problem, he said.

Game Fish Association expected to join marine complex

When BassPro Shops/Outdoor World opens two years
from now, the International Game Fish Association is
expected to join the company on its 50-acre site in Dania.
The IGFA's new world headquarters will be on a 13-
acre parcel, which was donated to the non-profit
organization by BassPro. Construction on the group's 59,000
square foot headquarters is expected to start in 1997, with
an opening slated for the following year, said Mike Leech,
IGFA president.
The Outdoor World and IGFA facilities will be located
on opposite sides of a man-made lake, he said.
Once completed, the IGFA headquarters will feature
an outdoor demonstration area, administrative offices, a
300-seat event hall, a wetlands exhibit, classrooms, a
discovery center with hands-on activities for children and
a theater, Leech said.
There will also be several exhibition rooms which
where people can learn about the sport's history, tackle,
species and contributors, he said.
Leech and his 20-member staff are looking forward to
the move. The IGFA is presently located in cramped,
rented office space at 1301 E. Atlantic Blvd.'in Pompano
Beach.
"We're a unique facility, but we're operating in a hole
in the wall," he said.
Reminders of the sport dominate the IGFA current
home. On the walls are framed art and mounted fish,
including the heaviest snook and brown trout ever caught
and a women's record setting 1,247 pound Australian
black Marlin.
The office also has more than 1,200 fishing films that
have been transferred to video tape, an 11,000 book library
that includes fishing magazines from all over the globe, a
computer data base detailing around 12,000 species of fish,
a second computer data base on fishing spots around the
world, plus thousands of salt and freshwater fishing records,
photos and memorabilia.
"We're overflowing," Leech said. "We have so many
items that we've had to put some of it in storage."
Having the new headquarters in Dania will not only be
a boon to the IGFA, but to the sport of fishing in general, he
said.

Aside from the increased attention, having BassPro as
a neighbor will mean otherchanges for the college as well.
As part of the dredging project, the college will be
responsible for moving its three buildings that contain
classroom, conference, administrative and storage space.
The structures, including a boat house, presently sit on
a one-acre compound on the lake's west shore.
The buildings will be moved to the central part of the
lake's shoreline. It has not been decided how the college
will fund the project, he said.

"Around five million residents and tourists fish each
year in Florida," Leech said. "There is more fishing taking
place in Florida than any other state and more fishermen
here than in a lot of other countries."
Although the land for the new headquarters was
donated, the IGFA must raise $25 million for construction
of the building. About half the money has already been
committed. To secure the rest, the IGFA plans to hold a
series of fund raising events locally and around the world,
he said.
The organization is getting ready to start its Broward
campaign. Volunteers are being sought to help with the
group's speakers bureau, publicity and other duties, Leech
said.
The IGFA was started in 1939 by a group of saltwater
fishermen to create a uniform set of ethical fishing standards
and to keep records. In the 1970s, the organization became
a membership-supported, non-profit group. During that
decade, freshwater records wereadded, alongwitha library
and museum.
Today, the IGFA has members in 115 countries, keeps
4,000 fresh and saltwater records and is involved with
conservation and fishery management issues, Leech said.


Although the group has been based in South Florida
for 20 years, its presence is not well known amongst area
residents, he said.
"It's not the public's fault that they don't know about
us, it's ours," Leech said. "We're an international group
and we never made a big push to publicize our mission on
the local front. The fund raising campaign should help us
generate more awareness."

Membership is available for $25 a year. The fee
entitles participants to a patch, decal, a 350-page world
record book and a bi-monthly newsletter. There are also
discounts on fishing equipment and trips in 35 counties
and 35 states including Florida.
The organization is now seeking volunteers for its
Broward campaign to raise funds for its new
headquarters in Dania. People are needed for the
speakers bureau, to help with publicity and perform
other duties.

St. Tropaz nightclub owner George (Jerry Gulledge)
runs a drag show starring his lover Albin (Jonathan Beck-
Reed) known on stage as Zsa Zsa. George's son Jean-
Michel, (Jeff Bond) the product of a one-time brief fling, has
been raised by George and substitute "mother" Albin.
It's an easygoing domestic arrangement until Jean-
Michel announces he's engaged to the daughter of the
town's leading self-righteous politician. The families are
scheduled to meet. That leaves George and his son to
ponder whether the flamboyant Albin should leave the
house for the occasion, pass him off as the boy's mother or
coach him to "act like a man" and call him an uncle. The
story line is the basis of the recently released movie The Bird
Cage.
From La Cages' poignant dilemmas come the touching
songs "I Am What I Am," "With you on my Arm," "Love
Over There," "Song on the Sand," and "The Best of Times."

Not all nuns are likely to wear habits

Not all nuns are members of a religious order. The
term nun buoy, a buoy made of two cones with a
common base, originated in the 17th century and
described the shape of a child's spinning top which
was tapered at both ends.
Following are some other nautical terms and their
origins:
Jibe: A maneuver whereby the stern of the vessel
passes through the wind, as opposed to a "tack" when
the bow passes through the wind. Either maneuver
allows the sails to change sides. The jibe carries the
potential for disaster because of the distance the boom
Moves. Not to mention the possibility for those in the
cockpit to find out why out exactly why it's called a
boom. The word comes from 17th century Britain when
the spelling was "gibe" or "gybe."
Dolphin striker: No, we're not talking about the
defensive end of the Chicago Bears. This is the nickname
for the strut holding the bowsprit in place and probably
came into use during the 18th century, as did the
common use of bowsprits.
Barratry: An illegal act or breach of trust by a
ship's master. The word is English, from the French
word barratarie, meaning fraud. It was first noted in
nautical use in the 17th century.
Ebb: The outgoing tidal flow. It is derived from the
16th century Anglo-Saxon word ebba.
Hemp: The tough fiber of the hemp plant from
which rope and sail threads were made. The word
comes from old English of the 13th century. More
modern uses some illegal have been found for
hemp.
Ironsick: Still in use today, the term describes the
chemical reaction occurring when rusted iron has rotted
the wood surrounding the iron fastenings on a wooden
vessel.
Typhoon: A Pacific tropical storm. The origin is
uncertain, but it probably comes from the words ta
fung, Cantonese for gale.
Dacron: A synthetic polyester fabric used in
modern cruising sails and some ropes and also the 20th

century trade name of a cloth made by duPont.
Pungy: A derivation of the Chippewa Indian word
tompung, meaning sled. The word came into use in the
18th century to describe small fishing boats commonly
used on Maryland's Chesapeake Bay.
