Boaters slow to comply with sanitation laws

Cleaning up South Florida's
waterways has not been an easy
task for government officials,
business owners and
environmentalists even if they
do have the law on their side.
Take, for instance, the Florida
Clean Vessel Act. The year-old rule
prohibits boaters from discharging
raw sewage within a three mile
shoreline limit on the Atlantic
Ocean side and within a six mile
limit on the gulf.
But some say enforcement has
been difficult if not nearly
impossible.
Florida Marine Capt. Mike
Lamphear thinks that patience is
the key in getting boaters to
observe the law.
"Our agency hasn't made a
concerted effort to issue citations,"
he said. "Any time you have a new
law go into effect, you must have
the education that goes with it."

of education on the issue may have
something to do with why boaters
are not in compliance.
Either that, or they are just
lazy, he said.
"If they did follow the law, I
would be a very rich man," said
Miano, who runs a mobile marine
sanitation service in Broward
County. "As it is right now, my
business is basically just hanging
on."
In Fort Lauderdale, where
Miano has several accounts, city
officials enacted their own
regulations last year to stem water
pollution.
The Fort Lauderdale
ordinance requires all dock-
owners, including private and city-
owned marinas, to have either
contracts with mobile marine
sanitation businesses, provide
sanitation hook-ups to vessels with
holding tanks or supply on-shore
restrooms. The rule does not affect
property owners who lease dock


space for boat storage.

But it's hard to keep an eye on
boatersall the time, Stiglbauersaid.
"If we ever see anyone not
complying, we bring it to their
attention," he said. "Butthat'shard
to do if they are discharging at
night."
Virginia Galloway, a
supervisor with the Fort
Lauderdale Community
Inspection Division, said despite
the difficulties with enforcement
it seems that the city's new law is
having an impact.
"In the beginning we had
complaints from property
owners," she said. "People are
always concerned when
something is going to cost them
time and money. Now, people
seem more supportive."


In the last year three property
owners had to appear before the
city's code enforcement board for
failure to comply with the
ordinance.
"And those three eventually
did comply by getting contracts
with a local mobile sanitation
service," Galloway said.
In Fort Lauderdale and
elsewhere around the state, it's
going to take some time before
boaters begin to realize that it's
wrong to discharge raw sewage,
said Jan Delaney, an operations
and management consultant with
the Florida Office of Waterway
Management.
Delaney's office is working
toward that goal by distributing
pamphlets to boaters and marinas
on the state's clean vessel act. In
addition, staffers are working on
developing a public service
announcement commercial, which
should air on local television
stations by the end of the summer,
he said.

Business owners keep a watchful eye on the Miami River

Short, narrow and fairly shallow, the
Miami River is far from a "lazy river."
It is the shortest navigable river in the
United States, servicing mainly shallow
draft ports of the Caribbean and northern
South America where the vessels are
typically smaller.
The four-mile-long waterway that
winds through downtown Miami is
important enough that it has become the
focus of issues ranging from clean-up to
dredging to manatee protection.
Presiding over the issues is the Miami
River Marine Group, an eight-year-old, non
profit organization representing businesses
along the river, mainly commercial carriers
and tugboats.
"This group exists to make sure the
Miami River remains a working river,"
said Director Fran Bohnsack.
In the past the area's business owners
have suffered negative publicity because it
was assumed they were responsible for the
river's long-standing pollution problem,
she said. But oil spills, stormwater run-off
and a host of other causes are cited as


contributing factors.
"They used to be picked on a lot as the
evil shadow of business. They want to be
caretakers of the water and not blamed for
problems such as other's bad policy,"
Bohnsack said.
Recently, the group has tried to
counteract that negative image by running
a $100,000 fund-raiser to help construct a
manatee treatmentand educational facility
at the Miami Seaquarium. So far the group
has raised about $85,000 toward its goal.
The MRMG also began experimenting
with marketing the river's commercial
opportunities on the Internet and it also
helped fund a book on its history, "The
Miami River and Its Tributaries" by Donald
C. Gaby.
"Before our posture was fairly
defensive, and now we're more proactive,"
Bohnsack said. "We've earned a greater
modicum of respect from the community."
Betty Fleming, executive director of
the Miami River Coordinating Committee,
anadvisoryboard to countycommissioners,
said her committee is working to find
creative solutions to river clean-up.

Engineers will initiate a proposed dredging
project within the next three years to remove
one million cubic yards of contaminated
sediment clogging up the river's bottom.
But ocean disposal of the plastic-
wrapped sediment could cost $30 million,


or more than three times that much to
dispose of it on land.
Should the project come through, it
would be the first dredging to take place in
over 60 years, extending about 14 feet the
depths at which ships could load cargo.

Hallandale condo residents protest ICW speed limit


City officials expected to ask state to review
speed zone

Some Hallandale residents want to put a stop to
speeding boaters on their stretch of the Intracoastal
Waterway.
"It's terrible," said JohnCorwin, chairman of the marina
at the Hemispheres condominium at 1985 S. Ocean Dr.
"The speeding boats go by and they rock the heck out of the
boats in our marina."
Wakes from passing boats are alsocausing damage to
the sea walls, he said.
The trouble began last fall when the state began
imposing a speed limit that allows boats to travel at up to
25 miles per hour from the Hallandale Beach Bridge to the
Dade County line.
Residents want the area returned to what it once was,
an idle speed, no wake zone. If not, they will settle for
having the speed limit reduced.
Arthur Surloff, a retired physician from Hallandale
whose home faces the Intracoastal, doesn't deny that the
city has always had problems with speeders.
But after the speed limit was raised, the situation

worsened, said Surloff, who collected 80 signatures on a
petition asking city officials to begin proceedings with the
state to institute a slower speed zone.
"The wakes from the speeding boats are playing havoc
with the boats tied up at the marinas," he said. "We've
already seen one boat torn away from its moorings."
Hallandale Police Officer Tony Lilly, a member of the
city's marine patrol unit, said he has received many
complaints from residents since the new speed limit was
introduced.
Residents want the area returned to what

"I've patrolled the area and it's very difficult to get
safely on or off a boat because of the wakes," he said.
Lastmonth, the Hallandale City Commissiondiscussed
the speed problems. In August, city police are expected to
go before commissioners to request that the state be
petitioned to enact a slower speed zone, Lilly said.
The taskofdeterminingwhetherHallandalecanchange
its new speed zone will be decided by the state Department
of Natural Resources.
The agency was given the authority by the state
legislature in 1972. Prior to that, municipalities had their
own power to regulate speed limits on the Intracoastal,

said Florida Marine Patrol Capt. Alan Richard.
Hallandale city officials had applied for and received
permission from the state department to keep its idle
speed, no wake zone in 1975, he said.
Changes began in 1981 when the state legislature
determined that the department was too lax in granting the
zones to Hallandale and other cities.
Now when the department wants to create an idle
speed, no wake zone, it must undergo a rule making
process that includes scheduling public hearings and a cost
benefit analysis, he said.
In 1987 a statewidw.review was performed of all the
idle speed, no wake zones that had been previously
permitted. Because of the massive number of zones and the
complexity of vessel traffic patterns, the task took several
years, Richard said.
State officials performed a review of Broward County
speed zones in 1989. It was eventually decided that the
stretch of waterway in Hallandale did not warrant idle
speed, no wake status because it did not fit the criteria for
having a restricted area.
Taken into consideration is the number of recorded
boat accidents, congestion, hazardous tides and currents
and obstructions, Richard said.

Swimmer Travis Myers hopes to
compete in next summer's Olympic Games
in Atlanta, Ga. In the meantime, as a member
of the Fort Lauderdale Swim Team, he is
working toward his goal by training almost
every day at the city's International
Swimming Hall of Fame Aquatic Complex.
His demanding practice schedule and
attendance at meets around the world
leaves little time for a job, either full or part
time.
Luckily, Myers doesn't have to worry
about paying rent or high food bills. With
help from Swim and Dive Fort Lauderdale,
Myers and his teammates can concentrate
on going for the gold.
Swim and Dive Fort Lauderdale was
founded eight years ago to offer financial
assistance to an elite group of Olympic
hopefuls on the Fort Lauderdale swimming
and diving teams.


The non-profit, all-volunteer
organization is overseen by a 24-member
board of directors, all local business people.
The group's annual budget of $150,000
allows them to give selected swimmers
and divers monthly cash stipends, which
go toward their living expenses, said David
Edgar, who is on Swim and Dive's board of
directors.
The organization also arranges to have
hoteliers supply free or discounted rooms.
In addition, several restauranteurs take off
15 to 50 percent off the swimmer's meal
bills, said Edgar, a stockbroker from Fort
Lauderdale.
Myers doesn't receive a stipend, but he
is getting a free room for the summer at the
Sheraton Yankee Trader Hotel on Fort
Lauderdale Beach.
"If it weren't for this group's support,
I would probably have to take a year off
from my training to work and save money,"
said Myers, 23, an Alabama resident who

has been swimming competively since age
nine.
Myers' roommate and fellow swim
team member, Bill Weaver, 23, an Indiana
native, receives a monthly stipend from
Swim and Dive. He says the group is one of
the few organizations in the United States
that provides support directly to swimmers
and divers.


"It's great," said Sean Maxwell, 24,
another Fort Lauderdale Swim Team
member from Troy, N.Y. "You don't find
too many people who are willing to help
you out."
Maxwell is also staying at the Sheraton
Yankee Trader. His cost for a .room this
summer is $2 a day.

A: First let me explain that it would
not be a marine engine because of all the
automotive parts on it. The carburetor,
distributor, alternator, water pump and
filter are not meant for marine use and
would have to be replaced to be safe
from the threat of fire from electrical
sources.
You should also find out if your
transmission would fit on the automotive
unit or would you need to buy one. The
control lines and motor supports would
also present a problem. Check all this
&ut carefully before you buy. It might be
much more expensive than you think.

Q: I have a disturbing problem.
The gauges on my flybridge have
stopped working properly. They come
on and then cut off. What's odd is that
the gauges are working fine on the
lower station. What should I look for?

A: It sounds as-ifyou have a loose
or broken ground line leading to your


top dash. Try grounding your dash and
watch your gauges. They must always
connect to a common ground or they will
all cut in and out on that line. Also, check
for a defective key switch.

Q: I have a fiberglass boat with a
wood cabin that is disintegrating. The
wood is rotting and the gunnels are
sinking. But the hull is good and the
motor excellent. I like the boat and would
like to fix it if possible What do you
think?

A: I need lots of info here. How big is
the boat? What is it used for? Does it have
windows, bunks, a head? All these things
enter into what can be done.
A good marine carpenter can do
miracles. I've seen the cabin removed and
the boat made into an open fisherman.
New cabin supports can be installed and
rotted side sections removed. Find a good
carpenter through recommendations from
satisfied boaters.

traditions as

person, but
' enough is
enough.
In the
halcyon days of
kmy youth, no
boat yard chore
was too difficult
to tackle. Need the bottom painted? I'm
your man. Tarzan would have envied my
climbing skills as I got up on the mast and
replaced the mast head light. And with
electronics, I was equally amazing.

But once had a small problem trying to
change the propeller on a 15 horsepower
get home kicker. I banged, hammered and
beat on that prop until the blades looked
like wilted flower petals, but that damn
prop wouldn't budge. Finally, with an
artfully applied application of two pounds
of C-4, that prop hasn't given me a problem
since. In fact, the last time I saw it, it was on
a long, looping trajectory giving the people
eating lunch at the top of Pier 66 something
to talk about over their cracked crab salad.
Ah, but things change.

I imagine I still have the skills. Heck, I
might even have some of my tools wrapped
in oil cloth laying around somewhere. Yet,
I seem to lack the enthusiasm I once had for
crawling over a hot exhaust on my way to
change a rudder post seal.
Now I'd rather pick up the phone and
call some young tyro at the local yard for a
quote.
Hearing how much I'll be charged to
have a new radar installed is enough to
make me break out in a sweat reminiscent
of those days when I pulled a shaft on a
boat sitting at the dock on the hottest day of
the July.


Of course, I'm always available for
consultations. Give me a lawn chair, a
cold six pack, and gas money, and I'll be
glad to supervise the removal of that
generator from the lazarette. I might even
throw in a sympathetic groan when you
scrape your back on the hatch cover as
you try and lift out the bilge by yourself.

Money is always a factor in making
a decision to call a yard. Yards have a
substantial investment in equipment and
land, to say nothing of the regulations
from OSHA, the EPA, DOT, and
everyone else who thinks yards are a
gold mine of untapped finances. I feel
that I am actually helping a businessman,
saddled with unbelievable requirements
from local and federal governmental
offices, to survive in an ever increasing,
money-grubbing bureaucracy. In turn, I
don't have nearly as many burn marks
and barked knuckles as I used to. My
eyebrows are growing back, and my
elbow feels as though it might actually
bend again soon.
The other day, I saw that the depth
of my slip had increased to a very
comfortable 20 feet.

For years it had been between six
and eight, depending on the stage of the
tide. Then I noticed that every time a
seagull flew over, there would be a blip
on the depth sounder screen. Looking
over the stern, and being the sharp-eyed
yachtsman that I am, I noticed that the
transom mounted transducer had lost a
screw and was now pointed skyward. I
immediately sprang into action and
called the yard. They said it would be no
problem. The cost: $300.

I was stunned. How could they
charge so little and stay in business? I
told them I'd be over as soon as my
secretary was done putting together this
column.

In the dog days of summer, squalls or squall lines are
commonplace during thunder storms. They are violent
and considerably strong gusts of wind that usually die out
quickly. The origin of the word is uncertain, but thought to
be 17th century Scandinavian.
*Loom: a reflection of light seen on the horizon before
sight of the actual source of the light. A lighthouse loom
may often be seen from many miles before the light becomes
visible. The word dates to the 18th century with its origins
in the Anglo-Saxon "leoma," meaning ray of light.
*Bowsprit: the spar extending forward of the bow of
the vessel to which headsails can be attached. The word
comes from the 13th century Dutch who were the first to
make use of bowsprits. It's also a helpful device if you've
signed on too many crew members.
*To give the slip to: this term needs little explanation
in today's terminology, but it was originally a mariner's
expression for an anchored ship that got out of trouble by
slipping her anchor cable. Since hoisting the anchor was a
long and tedious process, slipping the cable allowed the
vessel to get underway in a hurry. The term became common
in the 16th or 17th century.
*Quarantine: the short period of time required of
ships and vessels entering foreign ports during which time
documents are inspected by customs and immigration


officials. The term is derived from Latin and is defined by
"the forty days," referring to the long periods of time
vessels were held in quarantine while terms of entry were
negotiated.
*Mayday: The voice radio distress call for vessels in
serious trouble at sea comes from anglicizing the French
word m'aidez, meaning "help," and was officially made the
international call for help in 1948.
Maiden Voyage: descended from the custom that all
ships were "she," as in female, and all young women were
known as maidens. The 18th century term describes the
vessel's first trip.

Biologists to survey pollution levels in New River and Las Olas

The office is also involved in issuing federal grants to
marinas in Florida for the installation of pump-out stations,
Delaney said. The program is being funded by the U.S. Fish
and Wildlife Service. So far, 52 grants have been awarded
this year, including one for $50,000 to the City of Hollywood,
he said.
Hollywood dockmaster Renee Richards said the public
pump-out station at the city-run marina should be
completed in the fall. "Getting the grant was long overdue,
she said. "We needed something like this years ago."
The 55-slip marina currently has a mobile pump-out,
but it's only for emergency use, said Richards, who added
that facility also has on-shore restrooms for live-aboards.


Once the pump-out station is in place, Richards is
considering establishing a program of her own where
tablets are dropped into the holding tanks of vessels.
"The tablets dissolve and if the people do discharge
their waste the water surrounding the sewage area is dyed
a purplish pink color," she said. "I heard about this being
done at marinas up north and it's been pretty successful."
Whether such measures have a positive affect won't be
known until scientists begin to research the waterways for
signs of improvement.
Kevin Carter, a marine biologist with the water
resources division of the Broward County Department of
Natural Resource Protection, said the agency should know
within the next few months whether pollution has been


reduced in the New River's North Fork and Las Olas isles
regions.
Testing done on those areas between 1991 and 1993
showed a higher than normal bacteria levels. Data strongly
suggested that one contributing cause was raw sewage
dumped by live-aboards, Carter said. Many boaters in the
area disputed that claim.
Raul Delatorre, manager at the Dinner Key Marina in
Miami, said he doesn't buy all this talk about boaters not
being concerned with keeping the waterways clean.
At Dinner Key, around 400 of the marina's 582-slips
have pump-out facilities, he said. "It's one of the first
thingsthat boaters ask about when they dock here," he said.


Miami River group focuses on proposed manatee protection plan

"If Cuba opens up, it's going to be an 1-95," said James
Wellington, a South Miami Avenue bridgetender who
owns the Miami River Information Service, which collects
and disseminates information on the river. He also narrates
tours of theriver, onits history, economics and environment.
The MRMG is currently focusing ona proposed county-
wide manatee protection plan that is expected to come
before Dade County commissioners in November. The


group is especially concerned that fendering requirement,
which gives the manatees an area to duck into, could pose
navigational problems in the narrow and often congested
waterway.
The plan is expected to draw opposition from recreational
boaters as marina development is shifted away from
manatee areas and toward less restricted areas on the west
side of Miami Beach.
Jane Caporelli, manager of the Miami River Inn across


from Jose Marti Park in Little Havana, said she's seen some
improvement in the area in recent years, whichsheattributes
mainly to cooperation among residents to clean up the
neighborhood.
Many of Caporelli's guests are surprised by the smallness
of the river.
"It's a river view and they think they're going to look
at the Mississippi River," she said. "They're looking at a
banana boat going up the river."

Pricey homes unavoidable during '96 Olympics


ATLANTA (AP) Need a place to stay during the 1996
Olympics? You won't find many nicer than the home of Tom
and Paula Cox, whose palatial eight-bedroom, six-bath
contemporary is available for rent.
Like many things related to the Olympics, nice comes
with a big price. The Cox home, being shown mainly to
corporations, is expected to rent at $100,000 for 17 days.
Because most hotel rooms have already been spoken for
during the Olympics, a mini-industry of rental homes has
sprung up in Atlanta and plenty of other beds are becoming
available for the throngs coming to the Games next summer.
The Cox home is at the top end of what's available. But
owners of more modest homes are in some cases asking
almost $1,000 per room per night in anticipation of 17 golden
rental days next summer.
Stung by the media attention given to allegations of
price-gouging, brokers are quick to emphasize that their
pricey deals are not rip-offs. Visitors, they say, will get a lot
for their money: Sumptuous meals, entertainment, maid
service, transportation and even translators, if necessary.
Demand for housing is expected to mount this fall, when
Olympic ticket orders are confirmed.
Many homeowners are seeking independent brokers
because they charge a smaller commission than Private
Housing '96, the home-rental agency sanctioned by the
Atlanta Committee for the Olympic Games.
Private Housing '96 insists it has rental properties that
average folks can afford rooms as low as $120 per night,
though they require stays of six to 30 days.

Some independent agencies are promising homeowners
more than they can deliver, said Dusty Rhoades, the agency's
executive vice president. "Why would a guest pay $1,000
when they can call the officially sanctioned group and rent
for $150 to $350?" he said.
Homeowners arecountingonlargecorporationsbringing
hordes of guests to Atlanta. They figure such renters are
willing to pay a premium for a couple of worry-free weeks
enjoying the Olympics while entertaining clients in spacious
quarters that offersuchamenities asswimmingpools, exercise
and recreation rooms, bathrooms large enough for a small
convention and decks overlooking richly wooded back yards.
About 30 miles away in the suburb of Conyers, Anne
Treadwell is taking a low-tech approach. Running her
business, Homeowners United Gold Medal Housing, from a
table in her dining room, she has signed up 1,600 rooms
across metropolitan Atlanta.
Rooms start at $925 per night and rise according to the
value of the home. The homeowners will remain on the
property to cook, provide transportation and clean.
"I tried to figure out, how do you get people to do it? Who
wants to be someone's maid? But I'll tell you for $1,000 a
night, people will change sheets," Treadwell said.

Swim team helps Olympic hopefuls ease living costs while training

"If I didn't have this, I'd have to get a job and pay $350
a month in rent," he said.
A total of 36 Olympic hopefuls on the Fort Lauderdale
swimming and diving teams train from 35 to 40 hours a
week, said Fort Lauderdale Swim Team coachJack Nelson.
"These are folks who have the chance to be the best in
the world, but only if they can eat and have a place to stay,"
he said.
Because the team practices in the early mornings and
early evenings on weekdays, usually the only paid positions
open to them are as waitpersons or bartenders on the night
shift jobs that would zap their energies needed for
strenuous work out sessions, Edgar said.
Edgar said he knows exactly what today's cash-
strapped crop of swimmers and divers are going through.
As the winner of a gold medal for the 400 meter freestyle at
the 1972 Olympics in Munich, the only financial help he
received was from a part-time job and his family.
"It's a shame that in many other countries the top


athletes are subsidized by their governments," he said.
"But in the U.S., our athletes must find support from the
private sector."
Edgar believes that his group's financial aid has been
a factor in seeing so many of them make the U.S. Olympic
teams.
At the 1992 Olympic Games in Barcelona, Spain, the
coach and four of the eight divers on the U.S. Olympic team
were members of the Fort Lauderdale Dive Team.
Diver Mary Ellen Clark took home a bronze medal.
Scott Donie and Joel Thomas, both from Fort Lauderdale,
took home medals as well. Donie won a silver for diving.
Thomas received the gold for swimming in the freestyle
relay.
"The Fort Lauderdale Swim Team has also won five
national championships in the past three years," Edgar
said. "No other swim team in the nation even comes close
to that."
Business people and others in the community are
impressed enough with that record to give dollars and
services. The group has developed a strong core of

supporters over the years, Edgar said.
Linda Gill, vice president of Gill Hotels, donates free
hotel rooms at her Sheraton Yankee Clipper and Sheraton
Yankee Trader resorts to many of the team's members
during the summer months.
"What the team is doing is very positive for Broward
County," she said. "These kids are the best ambassadors
Fort Lauderdale could have."
Doug Buchan, a Swim and Dive board member, said
it's unfortunate that many residents aren't aware that these
Olympic hopefuls are training in their own backyard.
With Olympic fever now spreading across the country,
the team will draw more attention from the public,-said
Buchan, an insurance agent from Fort Lauderdale who
swims competively in the masters program.

Theater Notes


Neil's Garden a hit at Off Broadway

Neil's Garden continues to wow audiences at Brian C.
Smith's Off Broadway Theatre in Wilton Manors. This well
written sophisticated comedy/drama byGeoffrey Hassman
plays on people who hide from life. Hassman's intelligent
repartee enlightens such individuals.
The story line centers on Neil (Bill Hindman) and
Timothy (Walter Zukovski) two educated gay men who
have parted after a 30-year relationship. When the play
opens, it is 10 years later and Neil, who has suffered a long
illness, has arranged a reunion at his apartment so that
Timothy can witness his planned suicide.
It's at this point that you may ask how the subject of
euthanasia could be the focus of a comedy. But Hassman
brilliantly achieves this, turning a poignant story into a
celebration of their happy years together.
Hindman's portrayal of Neil is done with class, as is
Zukovski's flamboyant role as his former lover and associate
in the interior design business. It's a treat to watch these
two performers. Another treat is the set design and lighting.
