bridge is a hassle. For the boater, it
can be a hazard.
Strong currents at some waterways can
cause navigational problems for boaters,
Coast Guard officials and boaters say. The
longer the wait, the stronger the chances that
an accident will occur.
But the image persists of the frolick
ing boater lazily gliding through open spans
as the stewing motorist is made late for work.
Give us a break, say boaters. There's
many reasons why navigating the waterways
is no picnic either.
"We have to wait also," said Alvin Grodsky,
pastcommander of theEastern Shores YachtClub
in North Miami Beach.
A typical outing on the water entails
going through about six bridges before reach-
ing the ocean and waiting at least 10 to 20
minutes for each one to open, he said.
"And it's always worse in the winter
when there's more vehicles on theroadways
because the bridges don't open on demand
during the season."

Motorists given top priority

It usually takes three to four minutes
for a drawbridge to open and close. The
time span can be longer though, depending
on the how fast boats move through, said
David Fierro, public information director
for DOT District 6, which handles Dade
and Monroe counties.

daylight hours.
Each bridge's schedule is set depending
on road and water conditions. The heavier the
traffic, the longer the wait, Winslow said.
One of the heaviest traveled passages for
both cars and boats is the 17th Street Cause-
way Bridge in Fort Ladderdale. It opens ev-
ery 30 minutes during the season, on the hour
and the half-hour.
The U.S. Coast Guard places it as the
most used bridge in their district. According
to the most recent study done in 1990, the
17th Street Causeway Bridge had 15,000
openings that year and 40,000 vessels passed
underneath the structure, Winslow said.
"There's always 10 to 15 boats waiting
topass through during the daylight hours," he
said.
The bridge has also been the subject of
much controversy over the years. DOT origi-
nally proposed the structure be replaced with
either tunnel or a fixed high level bridge, but
opponents forced the agency to place both
plans on the back burner, claiming the alter-
natives are too costly and unsightly.

Not likely to be replaced
Grodsky thinks otherwise. He said fixed
high levels would be the answer to relieving
congestion and wishes all the drawbridges
could be replaced.
That's highly unlikely. While the Coast
Guard strongly encourages fixed high level
bridges, the final decision is up to DOT,
Winslow said.

"We do try and be more sensitive to the
motorists, and the boaters get frustrated with
that," he said. "However, often times we
have to explain to drivers that boats do have
the right of way."

John Winslow, bridge section chief for
the U.S. Coast Guard-District 7, said if boat-
ers do complain, they hardly ever heard about
it.
"We very seldom get letters or calls," he
said. "Even when we make changes, we al-
most never get a positive or negative re-
sponse."
The district oversees drawbridge water
traffic in the southeastern United States and
Puerto Rico. Of the 360 bridges they super-
vise, 155 have regulated openings, Winslow
said.
A dozen drawbridges in south Florida
are now on seasonal opening schedules,which
run from Nov. 1 to May 15. Waits can range

bridge range from 15 to 30 minutes depending on traffic

* Commercial Boulevard Bridge in Lauderdale-by-the-Sea:

Bob Whiteman, cruise director of the Seabird Yacht
Club in Lighthouse Point, finds more fault with his fellow
boaters than with bridge tenders.
"They have no courtesy," he said. "For instance, once
when I was waiting for a bridge to open, a boater cut me off.
When I got him on the radio and asked him why, he said it's
because, 'I'm bigger.'"
But Whiteman takes his waits at drawbridges in stride.
"In South Florida boating is a big industry. Drawbridges
are something we all have to live with."

Since 1977, the highly honored Chapman award has been
presented to a group or person in the marine field whose
S contributions in boating have benefitted both the industry and
the public.
S The next award will be presented during a special cer-
Semony at the New York National Boat Show in January. The
winner receives the bronze medallion and a $1,000 donation


which goes to a marine-oriented organization selected by the
winner.
The award, co-sponsored by the National Marine Manu-
facturers Association and Motor Boating & Sailing Magazine,
was established in 1977 in memory of the magazine's former
and publisher, Charles F. Chapman.

Bridge tender finds privacy, job security on Intracoastal

Jackie Caulfield is the kind of woman who stops traffic.
Boaters cruising the Intracoastal in Hollywood may not
know her by name or face, but there's no way around her
glass-enclosed perch that looks down upon the waterway.
Caulfield is one of several bridge tenders employed at
the Hollywood Boulevard Drawbridge, her workplace for the
last 15 years. During her shift, which runs Tuesday through
Saturday, 8 a.m. to 4 p.m., Caulfield is the power force that
keeps the flow of traffic moving on land and sea.
"I really do love this job," she says. "You may not get to
meet any people being this high up, but I never get lonely."
In her air-conditioned office, Caulfield shares space
with a television, a comfortable swivel chair, an old wooden
desk and a large console used to control the bridge's openings
and closings. Strings of colored lights along the walls and a
two-foot-high Christmas tree with chocolate Kisses under-
neath its limbs gives the quarters a homey, holiday touch.
The Hollywood Boulevard Drawbridge is on its sea-
sonal schedule, meaning the spans open every hour and on
the half-hour during daylight hours from November to May.

"Other than operating the bridge, the time is mostly your
own," she said. "I know one man who makes model air-
planes. Another man used to knit afghans."
Her free moments are spent buried in the pages of a good
book.
"I'm probably the library's bestcustomer," said Caulfield,
whose literary tastes run to police thrillers.
A grandmother of six, she once owned a catering business
before trading Teflon cookware for steel beams.
When a friend who was a bridge tender mentioned a job
opening with the state Department of Transportation. Caulfield
went for an interview. The next day she was in training.
"You can't beat the benefits," she said. "When you're
my age things like health insurance and retirement pensions
become important."
Darlene Williams, assistant bridge tender supervisor
with DOT in Broward County, said newly-hired bridge
tenders receive eight hours of classroom instruction plus an
additional three days of on-the-job training.
All employees must also take a one day refresher course
each year, she said.

Motor home AC unit ideal for boat use

Q: I need an air
conditioner for my
boat that doesn't
make too much

deck. I can't put a
S,' marine unit in the
r- hull because
I there's very little
room in the bilge. A built-in unit is my
preference since I do have a generator. Can
you offer any suggestions?
A: It all depends on the type of boat you


have. You can install a motor home unit on
your hard top. For a fly bridge, you can install
vents on the side of the bridge. Most air units
will easily fit inside the bridge compartment
and will remain out of the way and run quietly
if you rubber mount them. Make plans before
you begin cutting.

Q: The exhaust manifolds on my boat
heat up, burning the hoses. The boat has
lost power and one engine has more RPMs
than the other. What to do?

A: It seems that corrosion or rust has
accumulated in your manifolds or risers. Ex-
haust gas will bum and melt hoses without
watercooling down pipes, hoses and mufflers.

Depending on back pressure, one motor can
run faster or better than the other.
Remove hoses and check them for water
flow. Clean rust out of tubes and openings so
that water can flow through freely. If mani-
folds or risers can't be cleaned, they will have
to be replaced.

Q: Water is invading my filters and
fuel tank. I drained it out once, only to have
the problem all over again. I'd like to know
where this water is coming from.

A: If you're docked at a marina, find out
when the tanks were last checked for leaks.
You might want to try another gas dock and
see if you still get the same results.
If water is not from dockside tanks, I
would make a visual inspection of the fuel
tank to be sure rust has not accumulated from
water invasion.

Q: I have an engine water pump that
seems to stick for a few seconds before
turning over to circulate water. I've tight-
ened the belts that drive the pulley, but it
squeaks until the pump moves. DoI have to
replace the pump?

A: No. Since the belts are slipping, get
two new belts that are not shiny or glazed. In
fresh water, put in a can of water pump lube.

Group wants to improve water quality with petition


To the Editor:
It's no accident that coral reefs have supe-
rior underwater visibility. Clear, uncontami-
nated nutrient-poor water is essential to the
survival and health of coral reefs. But that
water quality is now in serious jeopardy and
we must turn that around before water pollu-
tion degrades and destroys our reefs.
A nationwide petition drive demanding
more stringent federal and state marine water
quality standard to protect coralreefs has been
launched by Project ReefKeeper, the
U.S. based coral reef conservation organiza-
tion. The measure is aimed at the federal
Environmental Protection Agency (EPA) and


agencies in Florida, Hawaii, Puerto Rico and
the U.S. Virgin Islands.
Our main concern is nutrient pollution
from nitrates, nitrites and phosphates found in
waste treatment plant effluents, agricultural
fertilizerrunoff, and other stormwater sources.
These fertilizing chemicals spur algae growth.
In South Florida, such "nutrification" may
have fed the spread of runaway algae blooms
that smothered several reefs during the sum-
mer of 1990. Accordingly, the Clean Reefs
petition drive specifically requests adoption
of nutrient water quality standards.
At present, there are no state of federally
adopted marine water quality standards for


nutrients. Without such standards, there is no
regulatory foundation for the control of this
insidious nutrient pollution. The adoption of
those standards must be given priority by
regulators. But we need thousands of petition
signatures to convince decision-makers that
they must take strong action now.
The Clean Reefs petition drive is seek-
ing at least 10,000 signatures. For a Clean

Miami River caters to diversified shipping trade

The navigable Miami River is a route for
cruise ships and ocean freighters on their way to
the west Indies, the Caribbean, the Bahamas and
Central America.
Its importance to the shipping industry lies
in the prevalence of shallow water ports -
which number about 66 and the vessels that
serve them.
About $2 billion worth of cargo is carried by
the shallow-draft ships travelling the riverfront.
The figure represents almost 20 percent of the
community's total trade and seems destined to
grow as the Haitian embargo ends and trade with
Cuba resumes.
Major ports served include seven in the
Bahamas, Mexico, the West Indies. As the
Haitian embargo takes its toll, new sea routes
have been opened to Mexico and the Dominican
Republic which shares Hispaniola with Haiti
as well as other ports.
A trade advantage of the river is its depth.
Throughout the islands, many ports have shal-
low water and large, ocean-going cargo carriers

must anchor offshore. Traffic originating from
the Miami River can move alongside the docks
and unload directly on the shore a major
financial advantage, partly because Dodge
Island's longshoremen are unionized while work-
ers along the river are not. Similarly, in many
island ports, importers have their own docks and
workers.
Despite its profitable commercial face, the
river also has offers recreation in the form of
hotels, restaurants, parks and residential areas.
In its heyday, there were tourist attractions
like Musa Isle Indian Village. Recently,
Micosukee Indians made a bid to revive an
Indian enclave along the river.
Now, there are stretches where liveaboard
boaters make their homes and apartment build-
ings that provide dock space.
The Marine Council, a trade organization
representing commercial and recreational boat-
ing interests, promotes commerce along the river.
All agree that the river should be dredged, but a
stumbling block has been settling on a site where
dredged sludge can be pumped for disposal.

Landlords debate merit of new sanitation law

City requires pump out facilities for live-aboards

FORT LAUDERDALE Last month Larry
Lawrence got the perfect Christmas present: A new ordi-
nance from Fort Lauderdale city commissioners requiring
property owners to provide sewage facilities for their live-
aboard tenants.
"It's been a boon to our company," said Lawrence, sales
manager at Fend Off Marina Equipment in Dania. "Already,
we're working on three projects and several more people
have called in with inquiries."
The ordinance calls for all dock owners, including pri-
vate and city-owned marinas, to provide sanitation hook-ups
to vessels with holding tanks. Landlords renting to boats
without tanks must have on-shore bathrooms.
After months of debate, the city-wide law was finally
approved by city commissioners in early December. It does
not affect property owners who lease their dock space for
boat storage.
Commissioners originally proposed the ordinance to
help stem pollution in the city's waterways after they read
reports showing a rise in bacteria.
Most affected will be landlords in the Hendricks Isle and
Isle of Venice, a popular live-aboard location. For property
owners there, installing sanitation systems and on-shore
bathrooms could prove costly and the added expense could
mean increasing slip rentals.
"I can't say how much rents will rise, but it's a given that
if the cost of business goes up, naturally everything else will
too," said Peter Neufeldt, who owns an apartment building
with eight slips on the Isle of Venice.


The law also allows property owners to hire licensed mobile
marine businesses that provide pump-out sanitation service on a
regularbasis. Status reports mustbeprovided tothe city. Neufeldt
said such a service would cost him over $450 a month.
But Neufeldt, who recently applied for city permits to
install apermanentpump-out station, said he is willing to do his
part to keep the city waters clean. He believes most boaters
won't mind paying their fair share as well.

Bill Remington, seasonal live-aboard tenant atNeufeldt's
property, said rising rents won't force him to move his 43-foot
Egg Harbor elsewhere.
"Personally, I think [the ordinance] is a great idea,"
Remington said. "In Cape Cod, where I live, sanitation for
boats is strictly enforced. Something has to be done about the
water quality down here. If not, then there might not be any
live-aboards allowed at all."
But not everyone agrees that the solution to curbing
pollution should be the financial responsibility of the landlord.
Sanitation systems cost between $1,500 and $4,500. On-
shore bathrooms would cost more than $5,000, according to


city estimates.
In addition, dock owners would also have to shell out
another $2,000 for city sewer hook-ups and anywhere from
$25 to $200 for building permits, city staff said.
"It's going to be a burden," said Odair Castro, a duplex
owner with three slips on Hendricks Isle. "I feel the live-
aboards are the ones who should be responsible for their own
sewage, not the landlords."
Donna Armstrong said she mighthave to sell hermother's
duplex on Hendricks Isle because of the extra expense.
"I know something has to be done about the pollution,
but why are they putting the burden on us?" she said.
"Right now the rentals we get from the two slips out back
is helping toward paying the bills to keep my mother in a nice
retirement home," Armstrong said. "We can't afford to put in
a pump-out station or an on-shore bathroom. I don't know
what we're going to do."
Harry Diehl, director the city's planning, zoning and
building department, said commissioners made the ordinance
effective immediately upon its passage earlier this month.
That means property owners will have 150 days, or until
May, to comply, he said.
City officials are preparing to send a letter to all dock
owners in the affected areas, informing them about the law's
requirements.
Already, quite a few landlords have stopped by city hall
for information and permits, he said.
The city is hoping to enforce the law through education.
If not, the city will catch lax dock owners who live in
residential neighborhoods when they renew their yearly
occupational licenses, Diehl said.

Anne, the county's largest artificial reef, could find poten-
tially dangerous diving conditions.
Recent rough seas caused the center section of the
Princess Anne, the county's largest artificial reef, to col-
lapse. The top two decks of the reef were wrenched sideways
and are now 10 feet deeper in the water.
As a result, loose or fallen metal debris could prove a
hazard for divers.
Charter boat operator Bob Johnson says that he offers
guided scuba tours of the Princess Anne to keep visitors
away from potentially treacherous areas.
"The ones that I'm concerned about are the private
divers who don't have a dive guide that knows the different
changes occurring on the wreck," Johnson said.


Jim Vaughn, project manager with the county's Depart-
ment of Environmental Resources Management, says the 340-
foot ferry is going through the normal settling process and will
probably experience other structural shifts and changes before
the end of the winter.

does not issue advisories

on dive conditions

off its artificial reefs.

The Miz Pah, an artificial reef that was sunk in the same
area as the Princess Anne about 25 years ago, is still a great site
to view marine life, despite extensive weathering over the
years.


Ron Furtah, a dive instructor from West Palm Beach,
said that the size and structure of the Princess Anne allows
for two different types of dives.
"It [the Princess Anne] has only been down for a short
time, but already marine life has started to make it their home
- we've found lobster and several different varieties of reef
fish such as barracuda on the wreck," Furtah said.
The collapsing ship's structure is expected to create
more habitat for different fish species.
Currently, Palm Beach county does not issue advisories
on dive conditions off its artificial reefs.
"We monitor the reefs to make sure that they stay in their
permitted positions, but as far as safety goes, we don't keep
track of it," Vaughn said.
Johnson said diving conditions on the wrecks should be
published in local diving publications.
"The more pressure we put on the county regarding
safety concerns, the less likely they're apt to put more
wrecks down, said Johnson. "I'd like to see more wrecks
down in order to take the pressure off our natural reefs."


Yacht club under fire for discrimination admits Jewish member

PALM BEACH The Sailfish Club, which is fighting to
retain its docks on state-owned land in the Intracoastal Water-
way, has allowed a Jewish person to become a member.
The club will also be submitting revised bylaws to the
state attorney general which state that the club does not
discriminate on the basis of race, color, religion, sex, na-
tional origin, age, handicap, or marital status.

DELRAY BEACH Boaters using the Delray Beach
Marina will soon be getting an above ground pumping
station, making pumping their waste into the Intracoastal
unnecessary.
The $11,300 station will be constructed on Southeast
First Street, at the north end of the marina.


Haitian sail ashore at condo
PALM BEACH Twenty-three Haitian refugees man-
aged to sail ashore at Sloan's Curve Condominium, where
they were greeted by some Palm Beach residents.
The refugees were taken to the U.S. BorderPatrol office
at the Port of Palm Beach for processing and were then
transported to the U.S. Immigration Detention Center at
Krome Avenue in Miami for hearings.

concerns of motorists,boaters and pedestrians," Williams said.
"As a bridge tender, you're not going to win any popularity
contents because no matter what you do, you're always going


to be keeping someone waiting."
Caulfield admits she didn't know much
about the operation of drawbridges and took
them for granted before she started working
on one.
The Hollywood Boulevard Drawbridge,
one of the newer structures in Broward, is
completely computerized, meaning a push of
the button determines the speed at which the
spans open and close.
Other older bridges in Broward, such as
those at the 17th Street Causeway, Davie
Boulevard and Sheridan Street, still use
manual levers.

ground level, which sometimes causes the room to vibrate, espe-
cially when large trucks ride over the metal grates, Caulfield said.

"The computers make operation a lot easier," she said.
"There's little room for mistakes. Of course, you always worry
about accidents. The spans can do a lot of damage."
Caulfield has never caused a mishap during her years of
duty.
"I did have a car once crash through the

not mine," she said. "It's a lot like railroad

"You learn by experience, though," she

If conspicuous consumption is out, the Good Planet
Cafe must be in. With its funky decor, vegetarian bent and
modest prices, the place rather appeals to our down-to-
earth, '90s sensibilities.
Probably its biggest obstacle is in overcoming a solid
reputation as a lunch spot. The dinner-time crowd circulat-
ing downtown Fort
Lauderdale is thin. At
least, this was the case
during a recent week
night visit. On the up
side, if you're stop-
ping for dinner, you
should get your pick
of table.
As for appear-
ance, the Good Planet
is a world away from
your standard, tourist-
pleasing Fort Lauder-
dale establishment -
few of which could,
or would, duplicate
the motif: an informal
salute to the abstract
and eclectic design. It's the kind of place you wouldn't blink
twice at if you stumbled upon it in Coconut Grove or
Greenwich Village, a promise maybe of what's to come
when adjacent Riverwalk, still in the infant stage, finally
grows up.
Picture a warehouse-like building, one large room that
seems to continue on indefinitely. From above, duct work
remains exposed to the customer, adding to the ambience.
It's a quirk that works.
From some thought-provoking pictures on the walls to
a colorful, free-form floor pattern and to what reminds me
of a makeshift theater set at the rear of the dining room,
you'll find lots of visual stimulation. The "stage" is merely


an area set aside with some tables, chairs, a bed and couch.
There's also some interesting candelabra on the window
sills. During our visit, background music consisted of whale
song.
The tables are also worth noting: mostly dark wood
antiques with mismatched, high-backed chairs. Put together,
there actually is semblance.
As for attitude, laid-back is the operative phrase. Ser-
vice can be inconsis-
tent. Past lunches
have shown up a few
glitches: it took a ri-
diculous amount of
time before a second
glass of herbal tea or
a requestedcheckhad
appeared. But dur-
ing this recent din-
ner, with no other din-
ers present, service,
provided by a wait-
ress wearing black
lipstick, was rated
professional and con-
siderate.
A New Mexican
theme, borrowed
from the ownership's sister restaurant in Silver City, is
evident in menu selections, with a few conventional meat-
and-potato and seafood dishes thrown in for variety. For
example: red chile cheese enchiladas ($8.50), vegetable
fajitas ($8.95), Schechuan scallop and shrimp pasta ($14.50)
or, at lunch time, vegetable lasagne ($6.50). There's even a
Chile Con Queso Steak ($12.95) smothered in chile cheese
sauce.
Dinner starts with a good-sized bowl of posole, (an option
to a salad) a soul-warming, tomato-based soup made thick with
a variety of. fresh vegetables and herbs. Salads are also well
prepared, superior to the iceberg lettuce and dried tomato
combo often passed off in less particular eateries.


Appetizers are chips and dip for the most part, with a
chunky salsa on the mild side.
All dinners come served with yellow rice and a side of
black beans with chopped onion and a dollop of sour cream.
The Green Chile Cheese Enchiladas ($10.50) won ap-
proval with its lightly spice-spiked sauce and chunks of tender
white meat chicken wrapped in a corn tortilla.
The Last Ditch Pasta Polio Verde ($8.50) also contained
chunks of chicken over fettuccini covered with a sauce similar
to the enchiladas. Both were large portions, cooked-to-order
and well prepared.

Winter triggers craving for warm comfort foods

Even in South Florida, hearty stews find a loyal following

Although we endure relatively mild winters here in South
Florida, as the calendar changes I find myself craving warm
comfort food, a reminder of those snowy years spent in New
England. Let's face it: sometimes it's a treat not to barbecue.
These simple, one-pot bean dishes are a hearty, healthy
option to the stews of old.. Beans, in all forms, are a staple in
most galleys. In the interest of time, I've used the canned
variety but if you desire fresh, just presoak dried beans and
cook until tender. When preparing the vegetarian dish I've
offered below, add any leftover cooked vegetables you happen
to have on hand. For extra flavor, the non-vegetarian may want
to try adding a half pound of cooked, hot Italian sausage to
beans and rice.
A mixed green salad and piping corn bread are great
highlights to eitherdish. Finish with luscious bakedapples. Put
together, it's a meal guaranteed to warm any soul in South
Florida or anywhere else for that matter.

Vegetarian Beans and Rice

1/4 cup olive oil
3 cloves garlic, finely chopped
1 medium onion, chopped
1 red pepper, chopped
1 large carrot, peeled and sliced
1 small zucchini, 3/4 inch sliced and then quartered
1 small summer squash, 3/4 inch sliced and then quar-
tered
1 cup broccoli florets
3/4 cup frozen corn, thawed
1 14 1/2 ounce canned whole tomatoes, coarsely chopped,
reserve juice
1 16-ounce can cannellini beans, reserve juice
1 14 1/2 ounce can vegetable stock
1 cup white, brown or multigrain rice
1/2 cup dry vermouth
2 teaspoons dried thyme
1/4 teaspoon Tabasco sauce
1 tablespoon Worcestershire sauce

In a medium saucepan combine vegetable stock and re-
served canned juices to make about two cups of liquid. Heat to
a boil. Add rice and cook until specified. Reserve rice.

Heat oil in a large heavy saucepan. Add

Salt and pepper to taste
Brown turkey in a large, heavy saucepan over medium
heat. Remove turkey from pan with a slotted spoon. Pour off
any pan juices. In the same saucepan, heat olive oil over
medium heat. Add garlic and cook for one minute, stirring with
a wooden spoon. Add onions and peppers and saute vegetables
until soft and translucent. Now, add the reserved turkey,
kidney beans, tomatoes and chili powder, stirring well. Season
with salt and pepper. Simmer chili for about 15 minutes.
Serve chili over cooked rice and garnish with grated
Cheddar cheese. Serves six.

Baked Apples

6 tart apples
6 teaspoons unsalted butter
1/2 cup dark brown sugar
1/4 cup currants
1/4 cup dried apricots, coarsely chopped
1/4 cup pecans, coarsely chopped
1/4 cup coconut
1/2 teaspoon fresh grated orange peel
1 teaspoon cinnamon
1/4 teaspoon allspice
Fresh grated nutmeg
1 cup water
3 tablespoons Grand Marnier Liqueur

Preheat over to 350 degrees. Core apples, leaving a half
inch at the bottom. In a small bowl, combine brown sugar,
apricots, pecans, coconut, orange peel and allspice. Fill apples
with filling, topping each apple with one teaspoon of butter.
Place apples in a shallow baking dish. Add water and Grand
Mamier Liqueur to the base of the dish.
Bake 30 to 40 minutes, basting occasionally with juices.
Apples should be soft, but not mushy. Serve warm with
whipped cream and fresh grated nutmeg.

Bareboating in the Exumas unpopulated harbors

"All I ask is a tall ship and a star to steer by, and the wheel's
kick and the wind's song and the white sail's shaking."
John Masefield's words could be those of any bareboat
charterer heading a sleek yacht across the Sea of Abaco and
Exuma Sound in the eastern Bahamas. These skippers guide
their vessels to crystal clear Bahamas waters where skies are
unsullied by any hint of smog.
Today, few seagoing skippers can put time and toil aside
to enjoy life on the open sea.
So chartering helps. A flight of a few hours and a boat
awaits the bareboat charter. The chartering skipper takes the
helm and guests on board act as crew. The paid skipper
assumes responsibility, leaving guests to enjoy the scenery.

to the Sea of Abaco,
with treasure Cay or Marsh Harbour
as departure points.

From there sailors head north toGreen Turtle and Walker's
Cay, northernmost inhabited Bahamian island, or stay close to
mid-Abaco and explore Man-O-War Cay, Elbow Cay, and
Hope Town, all with marine and shore amenities.
From Sandy Point or Hole-in-the-Wall, Abaco, a course
across Northeast Providence channel leads to Spanish Wells,
Eleuthera. Skippers follow the island's curving western shore-
line to Cape Eleuthera, and Exuma Sound, or sail south to
Beacon Cay at the Exuma's northern tip.
This is the portal to a cruising paradise, with the Exumas
to the west and Eleuthera, Little San Salvador, Cat Island, San
Salvador, Conception Island, Rum Cay, and the shore of
northern Long Island to the east.
The Exumas appeal to cruising vacationers who enjoy
spending a night visiting quiet, unpopulated harbors.
If anything, the Exumas are atleast as treasured as Abaco's
watersby Bahamas skippers. Veterans are prone to say, "When


I die, heaven will be cruising the Exumas."
There are fewer resorts and marinas there. But compensa-
tion comes in such attractions as Exuma Cay Land and Sea
Trust preserve. This underwater park runs 22 miles along the
120-mile long archipelago, extending seven miles east and
west of the cays.

BAREBOAT CHARTERS
Lack of understanding and confusion make
bareboat charters in U.S. waters or from U.S. ports
fairly rare.
A bareboat charterer assumes ownership of the
vessel for the period of the charter. If a member of
the party "goes along for a ride," the individual
becomes a passenger, and the vessel is then
engaged in carrying passengers for hire.
Since many charters achieve their economy
when three or four individuals or families pool
resources, chartering may be purely intellectual.
For example: John is qualified to skipper a 40-
foot sailboat. He encourages three friends to join
his family on a cruise. If four friends are equally
qualified, it could be considered a bareboat charter.
However, should one of the parties simply be
coming along for the ride, sharing expenses, then it
becomes a passenger-carrying enterprise with a
new set of regulations.
Some clubs offer bareboat chartering opportu-
nities, such as the Florida Sailing and Charter Club
where members can charter boats through the club.
Bareboat charters are limited to the Sea of
Abaco, with Treasure Cay or Marsh Harbor as
departure points.

Diving and snorkeling are superb. Water averages eight
feet deep, and visibility is about as good as it gets underseas.
A commercial fishing ban there has produced a profusion
offish. Often a sinker doesn't reach bottom before bait is taken,
the hook set and dinner is on the way to the galley.
If these cays are jewels strewn across brilliant sea, within
them lies a second archipelago a miniature cruising Eden-
Pipe Creek. Seven cays in seven miles separate Sampson Cay
from staniel Cay. Some skippers remain here formonths.
Diversions abound on sea and shore, but Thunderball
Grotto,just off Staniel, has sufficient stature to be protected by


the Bahamas National Trust Used as background in James
Bond "Thunderball" and"Never Say Never" and "Splash," it's
a popular dive/snorkel site.
South of Staniel, the next world-class port is George
Town, southern headquarters for Exuma charter cruising and
destination for Abaco bareboats.
The Out Island Regatta, sailed each April off George Town,
owns a place among world sailing competitions. It has attracted
such sailors as H.R.H. Prince Phillip as a guest skipper.
Elizabeth Harbor, between George Town and Stocking
Island, ranks superlative in cruising.
Bareboat cruising is inexpensive compared to sailing
aboard a luxury ocean liner or staying at a fine resort hotel-
where $300 a day would be the norm.
Sailors beware, however. Calypso called to many crews in
these waters, and those who answered dropped anchor never to
resume a voyage.
According to some legends, sand in one's shoes is a sign
that a traveler will return, but in the waters of Abaco and the
Exumas, it's the sea siren whose song is likely to be irresistible.

Whitbread boats endure hardship in struggle for race


SOUTHAMPTON, England (AP)-- An
American yacht broke a steering wheel, the
Italian boat had to race without sails, and the
British entry wound up taking shelter at an
island that's a mere dot on most any map.
All this soon after the Italian boat,
Brooksfield, was found after missing for some
16 hours during the second leg of the
Whitbread Round the World Race.
The European entry in the Whitbread 60
class, Intrum Justitia, continued to lead the
14-yacht fleet in mid December as it raced
toward Fremantle, Australia. But several of
the trailing boats were not short on adventure
in the vast emptiness of the southern Indian
Ocean.
Britain's Dolphin and Youth, which had
broke a rudder, took refuge in the Morbihan
Bay off the coast ofthe little-known Kerguelen
Islands.
The Kerguelens are inhabited only by 50
French staff who look after a weather station.
A French naval vessel was sent to meet the
British yacht, and the two boats fought 55-
knot winds rushing down from the islands'
mountains before they were able to dock.
The French inhabitants have been build-
ing an emergency rudder for Dolphin and
Youth, but installation was dependent on
moderate weather. The boat was in ninth

Fort Lauderdale North Sails/Stoli Cup Re-
gatta, taking place Jan. 8 and Jan. 9.
For the third year, the event will be held
off Fort Lauderdale South Beach, near Bahia
Mar, beginning 9 a.m. Jan 8. Most competi-
tions will follow a course north to a turn-
around near Sunrise Boulevard.
The regatta is open to cruising and racing
yachts over 20 feet long. Competitors will
include local sailors, world-rankedprofession-
'v.and Olympic and national championships.

ery, has become the new title sponsor for the
Whitbread's only all-female entry, skippered
by Dawn Riley, 29, of Detroit, Mich. The
Heineken replaces the former U.S. Women's

reportedly because of disharmony among crew
members and financial problems.
The yacht will be christened Jan. 3 in
Fremantle, Western Australia.
In other developments, Brooksfield, re-
ported missing in early December after its
communications system was wiped out by
three tons of water taken on due to a delami-
nated hull, limped along in rough seas after
the incident on an emergency rudder with
bare poles no sails flying in winds
gusting up to 69 knots.
Brooksfield was sixth in the Whitbread
60 class and eighth overall, sailing next to the
French maxi La Poste. It was La Poste that
found Brooksfield after reversing course to
search for the Italian yacht.
American entry Winston, captained by
BradButterworth inDennisConner'sabsence,
had also turned around to look for Brooksfield,
but is now back on course for Fremantle.
Winston was fifth in the Whitbread 60
class, but it and La Poste are likely to be

The third leg, from Fremantle to Auckland, New Zealand, starts Jan. 9. The fleet is expected to

*Yachting race week at Key West, the annual season
opener for competitive racing sailors, takes place Jan. 16 to
Jan. 21.
Open to racing/cruising yachts 24 to 70 feet long, the
regatta traditionally features separate divisions for IMS and
PHRF rating systems, allowing boats of divergent size and
speed potential to race on equal footing.
This year much of the focus will be on the Mumm 36-foot
one-design class, which was designed in a recent world-wide
contest as a fast but affordable grand-prix ocean racer to be
entered in the Admiral's Cup competition. Each boat in a class
sailing one-design is built exactly alike, placing a premium on
skill rather than design ingenuity.

About 12 new Mumm 36s will race, with top teams from
Germany, Japan, Greece, England and the U.S.
Racing one-design for the Midwinter Championship will
be the greatest number of Melges 24s every amassed on one
line. About 15 J/80s, another of the modem "sport boats"
known for hull speed, will kick off a three-regatta midwinter
series.
At least five 10-25 mile round-the-buoys races will com-
prise the five-day series. Courses will be set south of Key West
inside the reef, proving a colorful spectacle for beach goers.
