welcome on

some shores

Hillsboro and Golden Beach both have
beautiful sandy shores dotted by some of the
most expensive homes on Dade and
Broward's tax rolls.
But if you're not a resident, don't expect
an invite to loll on their beaches, for public
oceanfront access does not exist. Visitors
looking to take an ocean dip will find private
property signs, no parking and no walkways
from the road.
In other words, go roll out the blanket
and set the cooler down someplace else.
Is it legal to shun the public? Since
neither town has ever relied on state funds for
beach projects, elected leaders say they have
the right to keep their stretch of oceanfront
private.
"We haven't had any complaints," said
David Denman, Hillsboro town clerk. "The
public is welcome to walk along our beach so
long as they don't pass the mean high water
line."
On private beaches, the mean water
line, the average point where waves lap the
shore at high tide, determines where the pub-


lic is permitted, according to the State De-
partment of Natural Resources. For example,
you can frolic in the waves as long as you
didn't access that city's beach to reach the
ocean.
Such restrictions are permitted in cities
that bypass state funding and rely on city
coffers to pay for beach maintenance, said
Kirby Green, director for the DNR's division
of beaches and shores. Other cities often
apply for state funding to replenish their
eroding shores.
Only occasionally does the DNR receive
complaints from the public about being kept
out, Green said.
In places like Hillsboro and Golden
Beach, there is little debate over who owns
what. But in other situations, determining
public and private land can be confusing.

"There are instances where property
owners want to isolate their section of the
beach, but it usually disappears after there is
a public outcry or local police refuse to en-
force trespassing laws," Green said.


Sometimes, the only recourse is for city
officials or slighted beach-goers to file a law
suit, he said.
A precedent was first set on the issue
back in the 1960s when the City of Daytona
Beach won a court case against the proposed
development of an oceanfront restaurant that
would have blocked public access, he said.
"Since then, the court rulings on previ-
ous litigation seems to have gone against the
property owner if it can be proved that the
beach has a history of being used by the
public," Green said.

Beachfront stand-off
In January, a Lauderdale-By-The-Sea
hotel put up private property signs and told
passersby that only guests and cafe patrons
were allowed in the area.
The claim angered Marc and Cristie
Furth, owners of 'the Blue Seas Apartment
Motel, located across the street.
"I've lived here for 21 years and there's
never been a problem," Marc Furth said.
"They're very corporate, selfish people who
think they can do whatever they want. They're
not good neighbors."
Villas-By-The-Sea co-owner William
Holzer tells a different story. He said the hotel
has stopped posting signs and doesn't ac-
tively enforce its policy of chasing people
away, except when they use the hotel's rental
beach chairs without paying.

its beach renourished with $8.5 million in

state and county funds in 1983, Holzer main-
tains that the stretch of sand under debate
belongs to the Villas.
"We're aware of the DNR rule, but it was
never tested in court," he said.
Holzer says he's only trying to protect his
business.
"We opened a restaurant in January and
we have a large investment in our property,"
he said. "We're trying to create a. certain
ambience and we're not interested in people
who want to sit down on the sand with their
coolers and not spend a cent."
But Furth is worried the Villas might set
a precedent that other area resorts will follow.
"We're not troublemakers," he said. "If
the DNR says it's the hotel's beach I won't
fight it, but until a decision is made I'm not
going to sit back and do nothing."
Lauderdale-By-The-Sea Mayor Ken
Wardlaw said he's waiting for a DNR ruling
before taking any action. "Right now, this
seems to be more of a personal vendetta be-
tween the Villas and the Furths," Wardlaw
said. "I don't believe the hotel is stopping
people from coming on to the beach and I
doubt what they did will set a precedent in
town. It would be a shame if our beach was
fragmented though," he said. "I hope it never
reaches that point."


More beachfront battles
Lauderdale-By-The-Sea isn't the only
South-Florida resort town to be confronted by
beachfront battles.


Even decisions regarding city-owned
beaches have dividedresidents,some ofwhom
don't want their sands made too public.
Such was the case earlier this year in
Hallandale when a group of condo dwellers


squared off with elected leaders over whether
to place more amenities at the city's public
beach.
Neighboring condominium residents told


city commissioners they feared installing pic-
nic tables, volleyball courts and showers would
bring more litter and crime.
The city finally prevailed and the com-
mission recently approved additional plans to


construct restrooms and a restaurant, said
Hallandale Mayor Eudyce Steinberg.
"The whole thing had a very happy end-
ing," she said. "And the people who were
originally against it are the ones who are using
the beach the most."
Nancy Ciummo,town manager for Golden
Beach, said it's up to cities like Hallandale to
doeverything possible in making theirbeaches
fully accessible to the public.
"Even though this town's beach is pri-
vate, people should concern themselves more
with what's left of the public spaces," she said.
"Too many cities have changed planned use
laws and overdeveloped their oceanfronts."
The town, with its one-mile of ocean-
front, has 325 single-family homes on both
sides of A1A. The beach has one parking lot
with public access, but only residents are
given stickers to use the spaces, said Ciummo,
who lives in Hollywood.
"Before I came here, I too felt that people
shouldn't be barred from enjoying the water,"
she said. "But looking at these homes and the
taxes that our residents pay, I can see why they
would want to keep the beach private.
"Although we never had a problem with
the public, it wouldn't be fair for the residents
to pay for patrols and lifeguards, on top of
paying for beach cleaning. They're entitled to
some protection and privacy and the right to
use what they own."

he weather is miserable and the traf
fic is nearly nil, but that hasn't
stopped Fort Lauderdale Police Officer Jeff
Brooks from making his appointed rounds.
Instead of cruising the open road in a squad car, Brooks
patrols his beat in a 25-foot Boston Whaler, one
of eight that is docked at the city's marine unit
building.
"One thing about being on the water is that
you get to see police work from a totally differ-
ent perspective," said Brooks, who joined the
unit last year.
As the self-appointed "Venice of America,"
it's only natural that Fort Lauderdale have its
own marine patrol. The city's 84-miles of coast-
line is teeming with crafts, both commercial and
pleasure.
"We attract boaters from all over the world,"
said Fort Lauderdale Police Officer Russell Nine
Smith, acting marine unit sergeant. "At the peak ak
of the season there are more vessels out here
than you can shake a stick at."
The patrol unit currently has nine officers, one sergeant
and one aide who working two shifts, from 7 a.m. to midnight.
Their beat includes the Intracoastal, the New River, the
Middle River and the smaller finger canals which comprise
the city's waterfront community, he said.
A marine unit has existed in one form or another since
1960. In the early days, a sergeant, two patrolmen and an 11-
foot wooden dingy, stored at the old Coast Guard station
base near Bahia Mar, made up the fleet.
Today, the unit is the largest police water patrol of its
kind in Broward County, Smith said.
Headquarters is a blue and white building off the 17th
Street Causeway. In the past, radio station WFTL broad-
casted from the location. Now, seascape paintings decorate
wood-paneled walls.
"It [the building] was a wreck when we first took it over,"
Smith said. "I remember everytime it rained we'd all be
occupied emptying buckets."
Officers answer a myriad of calls ranging from drowning
dogs to boat burglaries.
In addition, the unit also works closely with the city's
code enforcement department, answering code violations,
Smith said.
"If it has to do with water we answer it," he said.
"Basically, we do see less violent crimes than the road units.
But then again we're the ones that have to go out and recover
bodies from the water."
Sometimesjust finding where the calls came from can be
an adventure in itself, Brooks said.
"There aren't any street signs ornumbers on many of the
homes," he said. "Once, we were responding to a resident
and we ended up at the wrong home. The owner invited us
in and his entire family was sitting down to dinner. He calmly
told us that the guy we wanted lived six doors down."
Another unique problem not encountered by their fellow
road patrol officers is the regulation of speed zones on the
waterway, which can slow down response time, Smith said.
For instance, traveling north to south through Fort Lau-
derdale on the Intracoastal can take up to one hour, he said.
As the winter approaches and the waterways begin to
swell with tourists and snowbirds, the unit expects more run-
ins with speeders, those who dump garbage overboard and
inexperienced boaters.
"I remember one incident where I stopped a woman and
told to her to put her boat in neutral," said Fort Lauderdale
Marine Unit Officer Clarence Young, a 10-year veteran.
"She asked me. where thq brakes were." 1

that make their jobs pleasant.
"I have to say that we get pretty good compliance from
the local residents," Smith said.
Added Brooks: "It's interesting. You get to see a lot of
beautiful homes that you can't see from the road. On week-
ends, a lot of the residents are outside barbecuing and they
invite us over for a bite to eat.
"Unlike road patrol, most of the people
we meet are glad to see us," he said. "You do
alotofsmilingandwaving whenyou'reon duty."
Barry Bridges, a member of the Harbour
." Inlet Homeowners Association, said he ap-
~ preciates what the marine patrol does.
"I see them patrolling the waterways quite
S-_ a bit," Bridges said. "It's a lot safer out there
because of them."
Janet Richard, president of the Harbor
Beach Homeowners Association, said she
would like to see more enforcement on the
Waterways to avoid potential crimes.
Whalers "We always want them around, but there
i. aren't enough police," she said. "I'm sure
they do the best they can."
This past summer, the unit requested expanding its force
so it could implement a community policing concept. How-
ever, there were not enough funds available for the project,
:Smith said.

was not sluggish and steered well at higher
speeds.

The Recreational Vessel Fee (RVF) has
been a much-discussed issue since its intro-
duction in 1991. Over five million recreational
boaters have inquired about the details of the
fee. And members of the boating industry
have questioned why the fee even exists.


A: All jet drives have a screen that
prevents foreign material from getting into the
impeller drive. To keep the blades from get-
ting destroyed this screen must be clean and
free to allow water to flow through. Grass,
mussels and otherjunk will obstruct the amount
of water going into the pressure drive and slow
the boat down.
Iwouldclean the screen first and the bottom of
theboatanddrivetogetthemost outofyourengine.

Q: I'm in the process of buying a
boat and am wondering whether to equip the
boat myself or let the dealer handle it. I'm


Last year, legislation was amended that
called for changes in the number of boaters
covered by the RVF.
On Oct. 1, new requirements went into
effect. Boaters with recreational vessels less
then 37 feet in length will not have to buy RVF
decals. Vessels between 37 and 40 feet are


pretty handy and I think I can save a bundle by
doing this myself.

A: What you're considering is a real
time consuming and tough job. It involves
installing steering and cables, batteries,
switches, gauges, radios, depth finder, an-
tenna, and all the safety items. You can buy a
boat with the basics and go on from there. But
buying a hull and equipping it is a job for a
professional rigger or factory installer.

Q: I have a boat with an outdrive
with a rubber collar or sleeve on it. The sleeve


Anchoring restrictions to be reviewed this fall


To the Editor:
The fight against local anchoring restric-
tions which has been waged in various Florida
communities these past few years is about to
be debated this fall as government in Tallahas-
see wades into the issue.
On the table are at least three unofficial
options or "strawmen" that are being consid-
ered by state officials to resolve the problems
caused when local municipalities choose to
ignore state law and restrict boaters from
anchoring in a particular waterway. --
In Vero Beach, for example, boaters are


told to move on after 12 hours and in Delray
Beach and Fort Lauderdale, boaters are lim-
ited to stays of 24 hours or less. A number of
other communities impose a 72-hour anchor-
ing limit.
One option under consideration is to al-
low boaters to anchor vessels without restric-
tion for up to 14 days during any consecutive
three-month period, as long as they're in com-

Hailing a cab in Miami will take on an
entirely different meaning this month when
the Water Taxi of Fort Lauderdale heads south
to Biscayne Bay.
Boats will begin picking up passengers
on Nov. 6, stopping at tourist attractions, ho-
tels and restaurants along the shorelines of
downtown Miami, Coconut Grove, Watson's
Island, Virginia Key and Key Biscayne.
Miami's tourism and economic develop-
ment officials are hoping the service becomes
as popular in their city as it is to the north.
"The main reason of bringing Water Taxi
here is to enhance our tourist image and our
amenities on the bay," said Adam Lukin, an
Urban design/transportation coordinator for
the Miami Downtown Development Author-
ity.
Some say the timing of Water Taxi's
arrival couldn't have been better. Miami could
certainly use a dose of good publicity after


making international headlines because of its
tourist-related crimes.
"This.is something that will give our
visitors a positive view of the city," said Peter
Schott, director of membership development
for the Greater Miami Convention and Visi-
tors Bureau.
Bringing his floating cabs to Miami is
something that WaterTaxi owner BobBeckoff
has been working on for the past year.
"Actually, I got a call from the Hard Rock
Cafe at Bayside Marketplace and they asked
me when I was going to start shuttling people
around down there," he said. "I though why
not?"
Beckoff is funding the entire operation
with his own money and expects to shell out
close to $1 million by the end of 1994.
The Miami leg of the taxi's run will
employ four 25-passenger boats, one 70-pas-
senger boat and one 123-passenger boat, he
said.
Riders can select from two routes. The
downtown Miami shuttle will stop at Chalk's
on Watson's Island, the Biscayne Marriott
Hotel, Bayside Marketplace, Bayfront Park,
the Intercontinental Hotel, the Dupont Plaza
Hotel, the Hyatt Hotel, the Sheraton Hotel,
BarnettPlazaand the condominiums atBrickell
Key.
The cost is $3 one way or $14 for an all-
day pass.
Along the Biscayne Bay route, boats will


travel to Sunday's on the Bay Restaurant on
Key Biscayne; the Miami Seaquariumand the
Rusty Pelican Restaurant on Virginia Key;
Monty Trainer'sRestaurantin Coconut Grove;
and Vizcaya and Bayside Marketplace in Mi-
ami.
The cost is $6 one way or $15 for an all-
day pass.
On either route, children ages 12 and
younger can ride for half price if accompanied
by an adult.
A third route will be added in January,
with shuttle boats stopping at hotels along
Collins Avenue and the Miami Beach Marina,
which is currently undergoing a multi-million
expansion that will include a restaurant, ban-
quet hall and nightclub complex.
Although Dade County officials have been
approached by otherpromoters with theirown
water taxi ideas including plans for a hy-
drofoil service in the late 1980s Beckoff's
proposal is the first to actually be launched.
"We've heard from other people, but they
either didn't have the money or they didn't
feel there would be enough riders and switched
to charter operations instead," Lukin said.
Lukin doubts Beckoff's boats will lack
for passengers, however.
"We think the water taxi is so reasonably
priced that a lot of downtown employees and
residents will use it too," he said.
The Brickell Avenue Bridge, which closed
down for repairs this summer and won't be re-


opened until Jan., 1995, has also made travel-
ing from downtown to the financial district
tough.
"There's going to be a lot of people who
don't want to take detours or sit in traffic," he
said.
As for tourists, Lukin's group and the
Greater Miami Convention and Visitors Bu-
reau each plan to promote the service through
its brochures and at information booths in
Bayside Marketplace.
Hotels on the taxi's route will also intend
to inform their guests about the service.
In Fort Lauderdale, where the water taxi
has run for six years, almost everyone is famil-
iar with the green and yellow vessels that
cruise up and down the New River and the
Intracoastal waterways.
"Not everyone can afford to charter a boat
or bring their own yacht," said Francine Ma-
son, director of public relations for the Greater
Fort Lauderdale Convention and Visitors Bu-
reau. "The water taxi service lets visitors have
the best view of the city, as well as an oppor-
tunity to shop and dine along our waterfront."
It's also netted Fort Lauderdale some
welcome international publicity, she said.
"The water taxis have been featured in a
lot of travel magazines and on television,"
Mason said. "It truly reflects the essence of
our city, which is the boating capital of the
world."

County registration fee may be sending boaters elsewhere

Palm Beach residents may be avoiding a
county boat registration fee by documenting
their crafts elsewhere.
The county is one of 10 in the state that
levies a local vessel registration fee.
But state law currently does not require
boaters to register their boats in the counties
where they live.
"It appears that some people that live in
Palm Beach County are registering their ves-


sels in other counties, thereby avoiding the
county fee," said Palm Beach County tax
collector John Clark.
There were 260 fewer boats registered in
the county during 1992-'93 compared to the
previous year, according to a study performed
by the county's Department of Environmental
Resources Management.
But overall, registration has gone up by
less than one percent since the county began
collecting the tax in 1988.
John Sprague, president of the Palm Beach


County Marine Industries Association, says
recent decreases have little to do with cheating.
"We're in a recessionary period and less
people are re-registering their boats," he said.
Carman Vare, an environmental program
supervisor, isn't worried.
"Based on the information we've gath-
ered, there doesn't appear to be a problem."
The county collects about $250,000 a
year from the fee, which is later matched by
state and federal funds for certain environ-
mental improvements such. as artificial reefs.


Broward County is also expected to ap-
prove its own fee sometime next year, despite
opposition from boating interests throughout
the county. This year boat registration in
Broward declined by just over one percent.
"A lot of board members think that boat-
ers are overtaxed as it is," said John Grady,
chairman of the Broward County Marine Ad-
visory Board.
Funding earned by the fee would be ear-
.marked to enhance safety, including the hiring
of more marine patrol officers.

BOCA RATON In an effort to improve navigation
south of the inlet, the city has requested state permission to
conduct a dredging project in the area.
Over the years, shoaling in the outer portion of the inlet has
made navigation difficult and dangerous for boaters. Many are
forced to find an alternate course.
Theproposedprojectwouldcost over $1 million andcould
start by fall, 1994. A second proposed phase requiring more
dredging would take place in 2001.
Plans call for widening the outer inlet channel and dredg-
ing an offshore sand shoal, transplanting sand on the South
Inlet Park beach.

Because of a north-south drift of sand, beaches south of the
inlet are prone to erosion while beaches located north show
accretion. A hole in the inlet's north jetty was constructed in
1980 to allow sand to come into the inlet, which is then dredged
over to the south side beaches.
When completed, the project will give turtles more shore-
line to nest on.
Now, the inletsjetties are being repaired to combat erosion
to their walls. Metal bolts in the north jetty have corroded and
are in the process of being replaced.
Holes in the inlet's south jetty will be filled with concrete
and rip rap will be installed to protect the structure from further
erosion.

Group aims to preserve beach's 'historic' flavor

pieces of history crumbling away. Several old
buildings on the beach were in the process of
demolition.
"They were historically significant," she
says now. "I felt that the city's historical
resources were being destroyed for the sake of
impersonal skyscraper hotels."
Suhm, founder of Citizens for the Fort
Lauderdale Beach Revitalization Campaign,
is now a self-appointed watchdog over the
city's beachfront development. She has drawn
about 75 members to the non-profit group
which got its start less than two years ago.
Ensuring that residents don't get shoved
aside inarush for tourism dollarsisthe group's
goal.
"We want to see more projects that will
attract locals back to the beach, as well. as
bring in the tourists," said Suhm who lives in
Coral Ridge.
The group is now protesting a planned
skywalk that will stretch from the Sheraton
Yankee Trader Hotel east to the beach. Hotel
officials have pumped $750,000 into the glass
and concrete structure that will provide eleva-
tors at each end. Construction is currently


underway.
A skywalk is needed to provide easier
and safer access for guests, hotel officials say.
Another benefit is that a link to the beach
allows the hotel to advertise a waterfront lo-
cale.

Ideally, the plan should feature sidewalk
cafes and ample parking, sh6 says.
"We just want things done in a way that
balances with the residents, giving equal ac-
cess to both [residents and tourists]. We want
a people-friendly atmosphere, not a bunch of
tall buildings, skywalks and other overpriced
attractions."
Mayor Jim Naugle, who cast the only
dissenting vote against the skywalk, says posi-
tive action is in the works.
For example, commissioners threw out
an ordinance forbidding sidewalk cafes, and is
now encouraging restaurants to offer outdoor
dining, he said.
But Naugle expects future battles from
preservationists over proposed plans to build
a major hotel on the parking lot at Las Olas
and A1A.
"I think I can persuade my fellow com-
missioners to vote against it," he said. "It's
[the beach] becoming a valuable piece of real
estate and we have to make sure not to let the
developers run wild."
Buchan says no one should expect a con-
crete jungle.
"I don't think scare tactics are the way to
go," she said. "You can't say everything is
going to be one big tall building and a bunch
of skywalks because it's not."

It's not all knockwurst and sauerkraut at German eatery

Although Oktoberfest has past, it's not too
late to celebrate the fall harvest with a good
German dinner.
Tucked away on Atlantic Boulevard about
a block from the beach, Checkers Old-
Munchen is pub-like casual, with diners ac-
ceptable in both jeans and dressier attire.
Two small dining rooms make up the
restaurant. It's the kind of place that fits the


bill for a lunch-time stopover, but also works
well for dinner if you don't expect heaping
platters. For the evening meal, a reservation is
recommended.
By its very nature, German food is filling.
There's adequate choices on the menu, all the
popular dishes like beef goulash,
Wienerschnitzel and bratwurst, none of it
meant for the vegetarian. Everything is fresh
and prepared to order. The budget-conscious
will be pleased.
A $6.95 daily special features 11 menu
items like sauerbraten, pork loin roast and
beef roulade. Side dishes include your choice
of starch: homemade noodles, potato dump-
ling, boiled potato, potato salad or fries. The
dumpling, which everyone in our party or-
dered, was ordinary..
Red cabbage, sauerkraut or green beans
also accompanies all meals.
Generally, the same entrees are available
on the regular menu with prices ranging from
$9.95 to $11.95. Unlike the budget selections,
soup and salad is also included.
One guest ranked his beef goulash as


good as any he'd tasted in his native Chicago,
where goulash is about as plentiful as Key
lime pie in Fort Lauderdale.
We also enjoyed a plate of potato pan-
cakes, which were fried to a crispy state with-
out grease. A dollop of sour cream and apple
sauce topped off the dish.
The Chicken Breast Paprika, topped with
a sauce seasoned with Hungarian paprika,
was pronounced an excellent value by dining
companion number three.
Sauerbraten, sweet and sour beef, also
proved tasty. And I could find no complaints


with the smoked pork chop, which was well-
cooked and somewhat flavorful. By the way,
German beer or wine is a must with dinner.
Service provided by our costume-clad
waitress waspleasant, with everything brought
to our table on time.
The only real beef we can pick is that
portions were small. Butconsidering the $6.95
price tag, this is a small gripe.
If you're still hungry, try an apple or
blueberry strudel for dessert ($2.95). Black
forest cake is also available.

Thanksgiving becomes simple with turkey pot pie

A bountiful Thanksgiving feast doesn't
have to be sacrificedjustbecause you're cook-
ing aboard a boat or other small area. But no
matter where your holiday is taking place, the
only real key to.success is organization.
One of my most rewarding culinary chal-
lenges was putting together this very impor-
tant meal in the galley of a 42-foot ketch. Not
even a tight space can take away this pleasure.
My first priority was finding a turkey that
would easily fit inside our Hiller propane
stove. To determine the right size, I measured

the oven's interior dimensions before
heading to the local supermarket, tape mea-
sure in hand. Sure, some shoppers in the
poultry section were amused as I measured
turkey after turkey, but it was worth it not to
wind up with too big a bird.
As an alternative for a main course, I
offer a very savory turkey pot pie that takes
advantage of many of the season's vegetables.
Of course, it's also an excellent way to take
care of leftovers.
To make Thanksgiving Day less compli-
cated, you may want to prepare side dishes and
deserts the day before.
Turkey Pot Pie
1 1/2 cups cubed, cooked turkey meat.
1 clove minced garlic.
1/4 cup chopped onion.
1 large leek, white part only, thinly sliced.
1/2 cup celery, finely chopped.


12 cup carrots, peeled, diced into half-inch
cubes.
1/2 cup mushrooms, thinly sliced.
1 cup potato, peeled, diced half-inch cubes.
1 medium turnip, peeled, dicedhalf-inch cubes.
1/2 cup thawed frozen peas.
2 cups chicken broth.
1 tsp. dried thyme.


1/2 tsp. dried basil.
1/4 tsp. dried oregano.
2 Tbs. corn starch.
1 package, nine-inch Pillsbury ready-made
pie crusts.
1 Tbs. cooking oil.
Salt and fresh ground black pepper to taste.

Preheat oven to 400 degrees.
Heat cooking oil in a large skillet over
medium heat. Saute garlic, onion and leeks for
two minutes. Add celery, carrots and mush-
rooms and saute another five minutes, stirring
occasionally. Add potatoes, turnips, 11/2 cups
chicken stock, thyme, basil and oregano. Sim-
mer for 10 minutes.
Tn a measuring cup, whisk together re-
maining chicken broth and corn starch. Add to
skillet and stir until thickened. Add turkey
meat and peas. Season to taste with salt and
pepper.
Place a prepared crust into a nine-inch
pie tin. Pour turkey mixture into crust. Top


with remaining crust and finish edges. With a
sharp paring knife cut 4 or 5 slits into the top
crust for ventilation. Brush the crust with 1
Tablespoon of milk. Bake for 10 minutes at
400 degrees. Turn oven down to 375 degrees
and bake for 45 to 55 minutes.
Crust should be golden brown. Serves
four.


Sundried Cranberry Orange
Sauce


3 cups sundried cranberries
3/4 cup sugar
1 cup red currant preserves
1 cup fresh squeezed orange juice
2 Tbs. grated fresh orange peel
1/4 cup Grand Marnier Liqueur


Combine sundried cranberries, sugar, red
currant preserves and orange juice in a large
saucepan. Heat to a gentle boil,reduce heat and
simmer for 10 minute, stirring occasionally.
Remove from heat, stir in grated orange peel
and Grand Marnier. Refrigerate overnight in a
covered bowl. Makes about two cups of sauce.
Sundried cranberries are available in most
gourmet food markets.

Maple Bourbon
Sweet Potatoes
Six large sweet potatoes.
1/2 cup bourbon.
1/2 cup maple syrup.
1/4 tsp. fresh ground nutmeg.
1/4 cup sweet butter.
In a large saucepan, boil
sweet potatoes until fork ten-
S der, but still firm. Drain pota-
toes and set aside to cool.
Butter a 13" x 9" glass baking dish. Peel
potatoes, cut into half inch slices and place
into prepared baking dish.
Combine maple syrup and bourbon in a
small bowl. Pour over sweet potatoes and let
sit for at least half an hour. Preheat oven to 350
degrees.
Dot with pieces of sweet butter and dust
with fresh ground nutmeg. Bake for 20 min-
utes. Serves six to eight.

Underwater wedding: The depths of romance

How many weddings have you attended where the essen-
tials included a boat captain and scuba diving equipment?
Deana Chalupa and Thomas Lee Nail, both divers from
Knoxville, Tenn., recently tied the knot 25 feet below water in
the Key Largo National Marine Sanctuary. The affair was
simple, beautiful, and different.
"I have always done things in a big way," said Nail, an

The wedding party made it back to the dive boat for a
sunset champagne toast and cake cutting. Their wedding night
was appropriately spent in Key Largo's underwater hotel.

The bride wore a white
swimsuit trimmed in lace and
accented with pink mask and fins,
sprigs of tiny white baby's breath
in her hair.

Fulfilling a romantic need for beautiful scenery and
shimmering water, such weddings are gaining in popularity.
A telephone survey to a random number of Florida dive
shops revealed that other romantic affairs such as anniversa-
ries, renewal of vows and engagements are also taking place in
the depths.


Anyone considering this setting must hook up with a
qualified operation. Check with the Chamber of Commerce in
the area where you live or plan to visit. A travel agent may
know about special services offered in resort areas.
Cost vary roughly depending on the location and amount
of frills you want. Additional fees are charged for boat
charters, equipment rentals, photography, catering and accom-
modations.

What you need to know

Florida law requires that an individual be at least 18 to
get married.
A blood test is not required, according to state law.
An individual must be certified and hold a valid certifi-
cation card from a professional diving agency in order to
participate in an underwater ceremony.

environmental manager. "We didn't want a traditional wed-
ding, It is the second marriage for both of us."
They chose Key Largo Dry Rocks for the ceremony, a
beautiful spot with coral gardens, colored fish, and also the site
of the famed Christ of the Deep, a nine-foot-high statue by
Italian sculptor Guido Galleti.
In attendance was a notary public, about 10 divers and
hundreds of gaudy reef fish.
The bride wore a white swimsuit trimmed in lace and
accented with pink mask and fins, sprigs of tiny white baby's
breath.in her hair. She carried a tiny bouquet of pink and white
hibiscus.
Her groom completed the wedding picture in his black
"suit" jacket and matching tee shirt, decorated with a spray-on
bow tie, a rose pinned to his diving vest. A black mask and fins
finished his costume. Wedding rings were tied to the couple's
gear with fishing line.
As vows were exchanged, the submerged guests gawked
and flashed their waterproof cameras. On the count of three, the
bride and groom took a big gulp of air, pulled their regulators
from their mouths, and gave each other a quick smack. Liter-

It's easy to get your feet wet with Dade's
waterfront activities even if you don't own
a boat.
The county's Parks and Recreation de-
partment is offering fall and winter canoe
trips bring your own or rent a craft. Costs
average from $10 to $25 per person. Trips
will take place throughout the year depend-
ing on demand, with expeditions rated by
degree of difficulty.
Perhaps one of the most popular and
adventurous trips, Indian Key is a nine-hour
expedition toa state historic site, once Dade's
county seat. After paddling to the key, you
may choose to explore ashore or snorkel in
clear and inviting water.

usually take place during a full moon with a
fleet of canoes heading across Biscayne Bay.
A 2 1/2 hour a.m. trip includes a baked
goody, but participants must bring their own
coffee. This $12 experience appeals as much
to bird watchers and naturalists as to boaters.
Dubbed by some as a 'leisurely paddling
experience,' a four-hour expedition along a
Coral Gables waterway is worth the $12 fee.
Recreation leaders are also receptive to
requests or suggestions for special junkets,
provided a sufficient number of participants
have requested the trip.
Other water-oriented activities include a
"Slosh in the Bay" at Bear Cut, which is free.
Appealing to youngsters, this family experi-
ence means wading through the shallows
while learning about the animals living in this


environment.
But organized activities are not the only
option available. You'll findcanoe and paddle
boat rentals at Amelia Earhart and Greynolds
parks, as well as at state parks and Key
Biscayne and Everglades national parks.
In October, Game and Fresh Water Fish
Commission experts introduced a new Fam-
ily Fun Fishing Day program at Tropical
Park.
"We had the rods and reels, the hooks
and the bait. Experienced anglers provided
instruction," said Steve Marshall, director of
the program.
It was the first of a planned series of
urban fishing days in Dade, Broward and
Palm Beach. Cooperating with GFWFC are
Dade County Parks and Recreation, U.S.


Fish and Wildlife Service and Florida Fish-
ing and Boating Buddies, part of the Florida
and National Sportfishing Promotion Coun-
cil, whose supporters provide equipment and
volunteer workers for the events.
Other watersport opportunities offered
around Dade include glass-bottom boats,
sightseeing boats, rental bats and others. Per-
sonal watercraft can be rented at a variety of
places, Hobies are available at John
Pennekamp Underwater Park on Key Largo,
and other venues.
Six parks offer a swimming beach or a
pool, while as many more offer fresh-water
fishing lakes or salt water fishing in the surf
or from a pier.
