Bevy of boat parades mark holiday season

A perfunctory string of lights won't cut it at this year's
Winterfest Boat Parade.
Officials of the 21-year event, to be held along Fort
Lauderdale's Intracoastal Waterway on Dec. 19, said they
will enforce minimum decoration guidelines on all boats
entering the well-known parade.
"It's been on the books for years, but this time we're
really going to crack down," said Sandra Pierce, Winterfest
executive director.
Vessels unable to pass a last minute inspection prior
to the parade's start will be banned from the procession, she
said.
But cash-strapped, holiday-happy boaters can take
heart. The big, splashy Winterfest event isn't the only
floating review in South Florida. Several small,
community-run affairs welcome all crafts, regardless of
how large or small the display.
"I've seen boats being applauded by the crowds for just
being there," said Ron Bowen, executive director of the
Fort Lauderdale Jaycees, sponsors of he Fourth Annual
New River Boat Parade.
The New River Boat Parade will begin 7 p.m. on Dec.
18. Elsewhere in Broward, the 30th Annual Greater
Pompano Beach Chamber of Commerce-North Broward
Holiday Boat Parade sets sail 6:30 p.m. on Dec. 20.
In Palm Beach County, skippers can sign up for the
21st Annual Boynton Beach-Delray Holiday Parade of
Lights on Dec. 11, and the 13th Annual West Palm Beach
Holiday Boat Parade on Dec. 12. Both events start at 6:30
p.m.
The 17th Annual Boca Raton Holiday Boat Parade will
also be held on Dec. 12 with a 6 p.m. timetable.
Unlike Winterfest, these community-sponsored efforts
have few or no rules regarding decorations. In some cases,
registration is free.
"We try to put on more of a hometown boat parade -
the kind anyone can enter." said Bowen of the Jaycees

Well, almost anyone. Corporate-sponsored crafts are
not permitted in the Boynton Beach-Delray parade.
"This is an opportunity for the smaller boats to shine,"
said William A. Nichols, Boynton-Delray chairman.
If Winterfest officials are more picky, it's because their
parade has grown to become a nationally-known event, said
Winterfest artistic director Don Moore.
"In order for us to maintain a certain level of
prominence, we have to constantly upgrade the entries." he
said.


In addition to enforcing its minimum decoration rule,
Winterfest will also limit the number of vessels allowed in
this year's event to 80, Pierce said.
"In the past, there were too many undecorated boats,"
she said. "They just wanted to ride along. We want to
discourage that and create a better quality parade for the
viewers. We want to be the Orange Bowl of the water."
Ron Holland is a regular contestant at Winterfest,
Boynton, Boca and Pompano parades. His award-winning
lighted 36-foot sailboat with its crew dressed as wooden toy
soldiers, is a favorite among judges and spectators.
"It's not as easy as it looks," said Holland of Pompano
Beach. "This isn't like putting up a Christmas display in
your front yard."
Holland recalls the time his generator broke during
Winterfest. A working knowledge of machinery and a few
tools on board enabled him to fix the problem, just before
reaching the judge's reviewing stand.
"We were given the best lighting award that year," he

Waterfront homeowners who like to show off their
holiday spirit can enter the shoreline decorating
competitions sponsored by organizers of the Pompano
Beach and Winterfest boat parades.
The contests are also open to condos, restaurants,
hotels and other businesses that line the parade route.
Awards will be presented in several categories. Entrants
will be judged on such criteria as creativity, lighting and
complexity of design.
Shoreline judging for Winterfest will begin 6:30 p.m.
on Dec. 16. Winners will be part of the televised Dec. 19
parade on WSVN-Channel 7, said Sandra Pierce, executive
director.

The boat parade will start 6:30 p.m. on Dec. 20.
Pompano parade organizers will also distribute about
10,000 luminaries to residences and buildings along the
route, said Martha O'Brien, parade co-chairman and sales
marketing manager of Water Taxi of Fort Lauderdale.
There is no entry fee to compete in the shoreline

Boaters and spectators in Broward and Palm Beach
counties have many choices on the parade circuit.
Below is a list of south Florida's festive on-water
displays.
.-Boca Raton Chamber of Commerce Holiday
Boat Parade: Dec. 12, starts 6 p.m.
ONew River Boat Parade: Dec. 18, starts 6:30 p.m.
Route starts at the mouth of the New River proceeding
west to Jackson Marina.
Requirements: Boats must be less than 45 feet to enter.
Registration deadline is open, but enter as early as possible.
No decoration guidelines. No limit on entries.
Registration fees: $25 for individuals and $40 for

Broward boat speed zone hearings called

Waterfront News Writer
TALLAHASSEE The Florida Marine Patrol (FMP)
is holding public hearings in January concerning proposed
state rules which would create "Broward County Boating
Restricted Areas." The changes would affect "portions of
the Intracoastal Waterway with some of the highest vessel
traffic densities in the entire state," writes FMP's Captain
Alan S. Richard. The FMP wants to downgrade portions of
the ICW "from Idle Speed to Slow Speed."
Two hearings are planned for public reaction to the
Marine Patrol's proposals. On Thursday, 7 p:m., Jan. 12,
the FMP will unveil its plans for the ICW north of Las
Olas Bridge to the Palm Beach County Line. The hearing
will be held at Omni Auditorium on Broward Community
College's North Campus.
A second public hearing is scheduled for 7 p.m.,
Friday, Jan. 13 at the Broward County Governmental


Center, 115 South Andrews Avenue in Fort Lauderdale.
Boat speed changes proposed for south of Las Olas to the
Dade County line along the ICW and Dania Cut-off Canal
will be discussed.
Additional boat speed proposals originating from
Broward County's Manatee Protection Plan will be dictated
to the county by the Florida Department of Natural
Resources (DNR) at these same public hearings in January.
State officials rejected a plan approved by the Broward
County Commission earlier in the year after a citizen task
force labored for two years on manatee and boater safety
proposals for the county.
Marine Patrol hearings originally planned for mid-
December have been cancelled so FMP could piggy-back
with the DNR's Manatee public forums. Written public
comment can be sent to: R. Dale Patchett, Marine
Resources, Florida D.N.R., 3900 Commonwealth Blvd.,
Tallahassee, FL 32399 until December 16.

From the passion of the frugal


to the pastime of the affluent


To the Editor:
In the past decade, "cruising under sail" has evolved
from the passion of the frugal to the pastime of the
affluent. Cruising sailboats offered to the public by
manufacturers are much larger than a decade ago. The
required operating equipment of these sailboats is more
sophisticated and expensive. The electronic revolution has
dramatically raised the cost of equipping a boat. The
competency level required for operating a vessel and its
equipment has increased accordingly. No longer are we
simple sailors who concentrate our efforts on understanding
the winds and the sea. Today's sailors must be high caliber
"city managers." A modern fully equipped sailboat is quite
comparable to a city. To sail a contemporary sailboat we
must master all the complexities of multiple mechanical,
hydraulic, and electronic systems. In keeping with this
complexity, management and procurement systems too
must be mastered.
I remember when this industry started back in the
1960's. My first real sailboat was a Venture 24. Both to me
and to my neighbors, it was a sizeable vessel and a
considerable upgrade from my small power cruiser. My
family of five cruised comfortably for a couple of years
until we got upgrade fever. I did not understand at the time
that I was a typical cruiser in an entire generation of cruiser
sailors. This generation would climb through the ranks and
change boats as we changed jobs or levels of affluence. I did




















Jet ski liability clarified

To the Editor:
I read with interest the article on page 27 of the
November, 1992 Waterfront News concerning jet ski rental
liability. However, the article may be misleading to
persons unfamiliar with the "livery" law safety
requirements. In 1989, the Legislature amended this statute
to include the language that a livery may not lease, hire, or
rent a personal watercraft to any person under 16 years of
age. In the Ruano v. WSA case, the lessee was 14 years
old and the incident occurred in 1988 (prior to the statutory
amendment). If the incident occurred today, WSA would not
be relieved of liability (under this statute) if it rented the jet
ski to a 14-year-old minor.

not realize at the time that I was part of a selective group
that would go through the industry the way a wave goes
through the sea. Eventually, that wave dissipates. That is
what is now happening with the boating industry. The
wave of the original cruiser sailors is crashing on the
beach. Sadly, there are no more waves behind it to take up
the slack. Age, natural attrition, government regulation,
but mostly cost and sophistication have taken their toll.
There is little left of what should be a vigorous sailboat
market.
For our family's first foray into big time cruising we
used (then) three dollar government charts. A few of those
free charts, a hand bearing compass and parallel rules
completed our navigation equipment. For dividers we used a
dollar scribe compass from a kid's school kit. Refrigeration
was by Igloo, lights were by kerosene. Showers were by
rainfall and navigation was by skill. We prided ourselves on
being self sufficient. We used salt water to wash dishes,
just rinsing them with fresh. One gallon per person per day
was the norm. If the ocean racers could do it, we could do it
too!
There was a distinct pride in being frugal. This was
fun, this is what cruising under sails was all about! At 24
feet, we had a larger than average cruising sailboat. It
seemed that most people were sailing in boats smaller than
ours.
As the years passed I traded up for larger, more
expensive vessels. However, I never noticed that there was
no pipeline of younger people coming up behind me. I did
not notice that others in our group were advancing or
mechanizing at an even faster rate than I was. It was only
eight years ago that I went to electric running lights,
finally retiring our kerosene lamps to standby status. It was
only five years ago that I succumbed to Loran now that
too is obsolete.
My consciousness began to rise about what was
happening. It became clear to me why since the early
1970's sailboat sales have been steadily declining. Frugality
as a cruising style, as a way of life, has all but disappeared.
Frugality as a lifestyle had given way to conspicuous
consumption.
Talk to people at boat shows now and they look at you
in utter amazement if you suggest cruising in a 24-footer.
Heavens no! Where would they put the generator? The air
conditioning? The refrigerator/freezer? No, they talk
about 36- to 40-footers costing 25 times what my first boat
cost! They talk about these boats as starter boats. No
wonder sailboat sales are dismal! The cost of just a modern
refrigeration complex is greater than the cost of my entire
first fully-equipped cruising sailboat!
Today's sales force is representative of what we
generated. We, the current, but diminishing sailing
generation, are the major contributor to the decline and fall
of the sailing industry. As the sage Pogo once said: "We
have met the enemy, and they are us!"
We sailors must recognize our roots. Frugality is a
legitimate lifestyle goal. Sailing can be and should be
presented as a sport, leisure activity or lifestyle that is in
complete harmony with frugality and with nature. If we can
do that, perhaps we can influence the present and future
generations to consider the wonders and satisfactions of
sailing and of cruising under sail.

Ask Big Al- marine mechanic


Question I have a 24-foot Cuddy Cabin boat with a
single engine which has a tendency to swing left all the
time. I had the shaft and rudder checked and all in line. I
also have trim tabs on this boat but they are not adjustable
(spring loaded). The keel is OK and the boat seems to go
straight at lower speeds.
What do you think is causing this left turning as I
speed up?

Answer I have had a few of these problems and have
cured some with a rudder tab, but I think your problem is
in your trim tabs. You can actually steer your boat with
adjustable trim tabs, lowering and raising a tab on the side
you wish to turn to.
Spring loaded tabs are not always exactly the same as
they age or bend a weak tab will not hold down and the
stronger tab will turn the boat. I would check them first. -
first on slow speed and then as you speed up.

and the hull speed you expect. Sometimes a boat can
underpowered but I don't know what you have nom
wonder if an outboard with a bracket would solve y

Question-Suddenly my rails are disintegrating. The
joints and sockets are powdering and the screws are coming
South. They are not safe as I think they will pull out with a

Answer Replacing the zincs is great for your engines
and gate valves and other engine parts trans, prop, shaft
and rudder, but your rails most likely were pot metal, not
stainless and salt air and water eats them up. Install all new
plates, tees, and rails before someone goes over the side or
gets hurt. You must use stainless bolts or screws to fasten
them to the deck.
I can't believe people putting on anything but safety
hardware on rails or handholds on a boat.

hull. I can hardly make any headway with it and would like
a little more speed. I can hardly move with the tide against
me, and I lose headway through the 17th St. Causeway
bridge and the harbor entrance.

Marine photo contest deadline Dec. 11

MIAMI Ocean Expo '93 International Dive Show
has selected as judges for the upcoming marine photo
contest, Phoebe Diftler (Art Director of Sea Frontiers
Magazine), along with accomplished photographers, Mike
Bacon, Burton McNeely and Doug Perrine. This superb
panel of judges will pick those winning photographs on
December 12th. "The deadline is December 11, 1992, make
sure you have an entry form and rules for this exciting
competition," urged Susan Payette, show and contest
organizer.
Amateur photographers duplicate 35mm color slides
only, will be accepted in the following categories: Above
Water Sea Related, Macro/Close Up Underwater and Wide
Angle Underwater. Each slide must have the entrants name,
address and phone. No special effect, black and white, prints
or over and under shots will be allowed. All slides should
be 2"x2", no glass mounted.
Contest officials recommend sending duplicate slides
only as entries will not be returned, and will be disposed of
after show use. The ownership and rights remains with the
photographer, but Ocean Expo retains the right to reproduce
any entry as promotion for Ocean Expo International
Marine Photo Contest and their sponsors. Those winning
will be required to submit the original slide or negative,
which will be returned after the contest is finalized in April.
Each single slide entry fee is (U.S. monies) $4.00. $6.00
for those participants outside North America or U.S.

Dade County nautical briefs

Boatbuilder scores in Italy
Dade's Magnum Marine continues a winner with
contracts for five boats written at the Genoa, Italy boat
show, according to President Katrin Theodoli. She expects
the tally for the year to reach a dozen boats, equal to last
year's sales. Success, however, has brought growing pains
to the long-established north Dade company. Magnum
Marine has outgrown its present location and probably will
be forced to move from Dade if adequate quarters can't be
found. The firm employs more than 100 workers, has
started construction of a 90-foot cruiser, and has delivered a
torpedo boat to McDonnell Douglas.

Port of Miami sets records
Port of Miami has reported record-breaking performance
for the fiscal year that ended Sept. 30. The cruise tally
Climbed to more than 3 million passengers carried aboard
20 cruise ships. POM also is anticipating a boom in traffic


when Castro steps down. New passenger terminals are
being planned in anticipation of Miami-Havana traffic.
Cargo also climbed to 4.5 million tons, again with
expectations for growth, as cargo reached $.8 billion while
passenger revenues reached $1.4 billion. In addition, three
major cruise ships were added to the fleet during 1992.
Majesty of the Seas, Royal Majesty, and CostaClassica
combine to carry 5,000 passengers, further expanding the
port's potential capacity.

Sailing club looks at powerboats
COCONUT GROVE Florida Sailing Charter Club,
3650 Bay Homes Drive, Coconut Grove, FL 33133, is
polling members to determine the extent of interest in
supplementing sailboats with powerboats as the expanding
sailing/chartering operation absorbs new members and
increasingly appeals to power boat enthusiasts with its
concepts.
Club members need not own a boat, but many do have
vessels in the charter pool. Club officials believe the
expansion would make a good thing even better.

Bangkok Inn dishes out tasty Thai cuisine

It's a mystery why more people aren't dining at
the Bangkok Inn on East Oakland Park Boulevard
in Fort Lauderdale.
The food is as good as any served in several
other local Thai spots. Service in this family-run
business is excellent. Atmosphere is palatable.
But patrons are in short supply. We guess the
parking, which is somewhat restrictive, could be
partly responsible.
For months we've been patrons of this modest
restaurant, enjoying the homemade hot peanut
dressing, shrimp spiked with ginger and curried
chicken all the while wondering why more
people weren't sharing the experience.
Owners Nickie and Nancy Sukkhure, 20 years
in the restaurant business, say their clientele is
dependent on regulars and tourists venturing away
from the beach. So far such an audience has kept
them going at this location for the last two years.
Atmosphere is simple rather than exotic. Wood
paneling. Vinyl booths. A couple of framed posters
depicting Thailand. But the mood is quiet, meaning

delicious hot homemade peanut sauce. However,
you must like peanut butter to enjoy this spicy
dressing.
A sizzling seafood special is a real treat. Expect
a platter of well-spiced lobster, soft shell crab,
shrimp and scallops scattered among steamed
vegetables and topped with a red curry sauce. With
the main course comes a small glass of wine, soup
and ice cream for dessert.
Similar specials can be ordered with other main
courses such as frog legs, salmon, grouper and
duck, priced from $12.95 to $18.95.
One favorite is the ginger shrimp served in a
light bean sauce accompanied by onions and
mushrooms. It's a nice, light dish throughly
perfumed with ginger. This can be prepared with
some spice if it's requested.
For both spice and a slight sweetness, try
shrimp with basil leaves made with chili sauce, bell
peppers and onions.
Pork, beef and noodle dishes can all be had at a
reasonable $7.95 price tag.
Chicken sauteed with garlic and black pepper
makes for a wonderfully tasty dish. A guest was
also pleased with the curried pork, served on a bed
of bamboo shoots and chopped green pepper.
Another guest could not express similar
satisfaction with the crab meat soup, which he
described as bland despite the cabbage leaves and
whole baby corn it contained.
But for dessert we do recommend the fried ice
cream, a dish similar to a baked Alaska. The ice
cream is hidden inside a breading crust, soaked with
brandy.

German Christmas bread evokes favorite holiday tradition

Whether you live on land or sea, tradition is an
important component of Christmastime. Memories -
especially those originating from special once-a-year treats
help shape our holiday season expectations.
While living aboard a 42-foot sailboat, our family
worked hard to maintain traditions, sometimes modifying
them to accommodate our shipboard lifestyle. There was
little space for the proverbial perfect Christmas tree, but we
always had room below for a special wreath of seashells,
While a lush poinsettia plant dominated the main salon
table. Pomanders of oranges and cloves hung from red
ribbons before open ports, their gentle earthy scent filling
the cabins. At night the boat glittered with Christmas
lights from forestay to backstay with traditional aromas
wafting from the gly, .
Since my childhood, my father and l-have spent a
whole day each season baking stolen, a traditional German
Christmas bread which we give as gifts to neighbors. This
sweet yeast bread is loaded with candied fruit, raisins,
almonds and covered with a zesty lemon glaze.
It's a wonderful treat served warm from the oven or
sliced and toasted on Christmas morning. Once sampled;
it's sure to become a favorite Christmas tradition.

Stolen: German Christmas Bread

2 packages dry yeast
1/2 cup lukewarm water
1 1/2 cup lukewarm milk
1/2 cup sugar
2 tsp. salt
2 eggs
1/2 cup soft margarine
7 7 1/2 cups sifted all purpose flour
1/2 cup chopped blanched almonds
1/4 cup chopped candied fruit
1/4 cup chopped candied cherries
1/2 cup dark seeded raisins
1/2 cup golden seeded seasons
1 tbsp. grated lemon rid ,,

2/3 cup sifted confectioners sugar
2-3 tsp. fresh lemon juice

In a measuring cup sprinkle two packages of dry yeast
over lukewarm water. Let stand five minutes without
stirring. Meanwhile, into a large bowl add lukewarm milk,
sugar, salt, eggs and soft shortening. Stir yeast mixture
well and then add it to the milk mixture. Stir well with a

wooden spoon. Knead in flour with your hands in two
additions until dough is pliable. Turn dough onto lightly
floured board. Knead until smooth and elastic, about five to
eight minutes.
Form dough into a ball and place in lightly greased
bowl. Turn dough once then cover with a cloth. Place bowl
in warm draft-free place. Let rise 1 1/2 to two hours, or
until dough has doubled in size. Punch dough down. Pull
dough away from sides of bowl and flip it over. Cover and
let rise another 30 to 45 minutes.
After second rising, place dough on lightly floured
board and flatten. Sprinkle candied fruit, cherries, raisins
and lemon rind on dough and mix in. Preheat oven to 375
degrees.
Cut dough in half. Fold each half over, pressing firmly
along folded edge to seal. Place on greased baking sheet.

Glaze: In a small bowl sift confectioners sugar. With
wire whisk stir in two to three tablespoons lemon juice.
Top each bread with glaze.

Casino planned for Eleuthera

At Cape Eleuthera, on the southern tip of Eleuthera
Island in the Bahamas, the Bahamas government has issued
a license for construction of a resort-casino complex. This
will be the third island to offer a public casino -
following Nassau/Paradise Island and Grand Bahama's at
Freeport.
Pencil-thin Eleuthera, at its closest, is about 30 miles
east of Nassau's new Providence Island with Cape Eleuthera
at the southern end. A marina and resort at Cape Eleuthera
have met with varying success from year to year, opening
and closing. It is, however, a port of entry and there's an


airstrip.
This has always been a good departure point northwest
to Nassau or due west to the Exumas. The western shore of
Eleuthera has been inviting for cruising boats from the
northern tip of the island, Spanish Wells around to the
eastern shore and Harbour Island from here north to the
Abacos and down the western shore to Gregory Town,
Hatchet Bay, Governor's Harbour, Tarpum Bay, Rock
Sound and Cape Eleuthera.
The new plan involves almost 5,000 acres, $136
million and almost three years with completion projected
for late 1995. Linchpin of the effort will be a Hyatt
Regency Hotel with 240 rooms as well as the casino.

County's largest artificial reef to be sunk off Singer Island

The largest vessel ever to be sunk off Palm Beach
County's shores will be scuttled this month off Singer
Island as part of the county's artificial reef program.
The Palm Beach County Department of Environmental
Resources Management (DERM) has contracted with two
Fort Lauderdale companies to have the Princess Anne, a
340-foot-long ferry, sunk in 110 feet of water north of the
Lake Worth Inlet.
The total cost of the project is $175,000, which
includes purchase of the vessel, towing, preparation and
scuttling of the ship. The ferry will be towed from a
shipyard in Middletown, Rhode Island.
The Princess Anne was built in 1936 in Chester,
Pennsylvania at a cost of $691,000. At that time it was the
most expensive ferry constructed in the United States.
It was originally built to transport passengers and their
vehicles across the Chesapeake Bay between Cape Charles
and Little Creek. The ferry was designed to hold 120

At a recent groundbreaking ceremony, officials of the
Florida Inland Navigation District (FIND) presented Palm
Beach County environmental officials with a $100,000
check for successful completion of phase one of the
restoration of Munyon Island, which is located adjacent to
MacArthur Park in North Palm Beach.
Palm Beach County Commission chair Karen Marcus,
who presided over the groundbreaking ceremony which
initiates phase two of the project, stated, "The main focus
has been to restore fisheries in the area and this project will
go a long way towards doing it I think this is one of the
best environmental projects we're doing in Palm Beach
County."
In phase one, 4.5 acres on the north end of the island
were leveled to wetland elevations and hundreds of
volunteers were used to plant mangrove seedlings and
spartina, a type of seagrass.

Constructed of steel, the Princess Anne's multi-deck
design is expected to be a haven for fish and invertebrate sea
life.
Jim Vaughn, an environmental analyst with Palm
Beach County's Artificial Reef Program, said that
originally, the county wasn't looking to acquire a ship of
the Princess Anne's size for use as an artificial reef, but the
vessel is expected to work out nicely as a habitat for marine
life that will also be attractive to SCUBA divers and

fishermen.
Vaughn stated, "The anglers will love it because of all
the fish that will be attracted to the wreck because of the
habitat that it offers fish like amberjack, grouper, and
snapper will come looking for the smaller fish that will
inhabit the vessel reef."
The United States Navy's explosive ordinance
demolition team will be assisting with the ship's sinking,
as they will be setting charges to blow enough holes into
the ship's bottom to sink her at sea.

Coral Cove Park to be restored
WEST PALM BEACH Palm Beach County's
Department of Environmental Resources Management has
received a $20,000 grant from the United States
Environmental Protection Agency to restore the southern
end of Coral Cove Park in Tequesta to a more natural state.
The exotic removal and revegetation project will restore
250 linear feet of shoreline in the park, which is part of the
Indian River Lagoon Aquatic Preserve.

Manatee speed zones go into effect
WEST PALM BEACH Manatee protection speed
zones in Palm Beach County are in effect through March
31 as the manatee season is underway.
Boaters caught violating the speed zones, which include
a 25 mile per hour speed limit throughout the Intracoastal
Waterway, may wind up paying up to a $500 fine.

Burt Reynolds Park boat ramps
upgrade planned
JUPITER The Florida Inland Navigation District
has awarded the Palm Beach County Department of Parks
and Recreation a $71,500 grant to design improvements to
the boat ramp at Burt Reynolds Park in Juno Beach.
The boat ramp is located on the east side of the
Intracoastal Waterway, just south of the Jupiter Inlet. Other
plans for improving the park include upgrading the existing
piers and enlarging the parking lot.

Water district short on funds to
pay for Everglades cleanup
WEST PALM BEACH Water managers will still
be short of funds to pay for the marsh filtration plan to
restore the water quality in the Everglades, even if property
taxes are raised on residents in 16 Florida counties which
are part of the South Florida Water Management District.
It is expected to cost the state about $366 million in
construction and operating costs through 1997 to cover the
Everglades cleanup.

DAYTONA BEACH The ninth running of the
Daytona to Bermuda Race the TransAt is scheduled
for start on Saturday, May 29th, 1993. The TransAt, first
sailed in 1978, was established to. provide a blue-water
experience in which qualified amateur club racing or
cruising yachtsmen will be competitive. Sailed under the
PHRF rating system, cruising-type yachts have an
opportunity to compete on level terms with the faster more
competitively designed yachts more often seen in distance
races of this kind.
The overall corrected time winner has been a cruising
ketch in half of the races run to date. As a matter of fact,
ketch rigged yachts have done very well in all classes over
the years. The Elapsed Time Record was broken in TransAt
'91 when the ketch Challenge America (formerly The Card)

nautical miles in 99 hours 50 minutes 19 seconds. This
time shattered the record set in 1981 by The Dealer, a
Hunter 54, by more than eleven hours. The Overall

designed racing sloop, Gulvain, originally built in 1949.

Adopt-A-Shore program

hits the beach

FORT LAUDERDALE The State Farm Employees
Activities Association is the first community-based
volunteer organization to participate in the Adopt-A-Shore
program now underway at Fort Lauderdale Beach.
Adopt-A-Shore, locally partnered by the City of Fort
Lauderdle and the Broward County Office of Natural
Resource Protection, is one of Keep Florida Beautiful's
major undertakings. Designed to keep Florida's lake, river,
and coastal shores clean and to educate the public about the
threat litter presents to wildlife, the program calls on
community sponsorship to adopt shoreline miles for
ongoing clean-up efforts.
The State Farm Employees Activities Association will
be acknowledged at a dedication ceremony planned for
Saturday, November 21, 1992, 9 a.m. at the intersection of
A1A and Terramar Street. The association has "adopted" the
one mile stretch of beach extending from Las Olas
Boulevard to Sunrise Boulevard. In addition, a sign
recognizing the Staet Farm Employees Activities
Association's sponsorship will be installed on site.
The Adopt-A-Shore program gives its participants a
vitally important role in protecting Florida's precious
aquatic and marine resources and reflects a growing number
of Floridians who are deeply concerned about the
environment and the future of Florida.

Salvaging ban challenged in Keys


KEY WEST A challenge to the ban on salvage
operations in the National Marine Sanctuary waters of the
Florida keys has been launched by Duke Long. He
reportedly is diving El Capitana of a 1733 treasure fleet, a
vessel that has been explored numerous times during the
past 30 years.
Federal admiralty law .appears to be simple: finders
keepers; Sanctuary rules proclaim everything historical or
natural within the Sanctuary's limits to be federal property
no matter who the finder may be. National Oceanic and
Atmospheric Administration lawyers would prosecute any
action.
NOAA attorneys already have an action against salvor
Mel Fisher, under an injunction in another Sanctuary
incident.
Sanctuary officials are not opposed to a permitting
system for controlled waters, but the hangup is: who would
own recovered artifacts, natural treasures or anything of
value recovered within Sanctuary waters?
At least part of the holdup with respect to free and easy
cruising of South Florida waters stems from work that
must be done even if the answer is "no bad news."
National Oceanic and Atmospheric Administration
workers, Florida Marine Patrol representatives, marine park
workers, and National Marine Sanctuary officials -
responsible for the 2800-square-nautical-mile Florida Keys
