Columbus Day Regatta and Baynanza scrubbed

Both Baynanza and its premier event, the
Columbus Day Regatta, have been scrubbed from
the agenda this year added victims of Hurricane
Andrew.
Refunds will go to all those who had mailed in
regatta checks.
At host Coral Reef Yacht Club it is unlikely that
docks will be ready and the great day may not
come before Christmas. The same is true at other
facilities. The Elliot Key overnight anchorage is
reported badly damaged, with only the ornamental
lighthouse surviving storm damage.
Even had authorities wished to maintain the
schedule there is little likelihood facilities would be
in place in time for the event, given the massive
scale of work to be done and the priorities that must
go to more critical repairs.
On this anniversary year for the explorer, it's
doubly regrettable that the major marine event must
be erased but the delightful weekend should be
resumed next year with its great fleet of contestants
and equally numerous spectator boats. Indeed,
aside from the in-the-water hazards, many shoreside
sites almost certainly would not be ready for visitors
by the time Baynanza dates roll around.
A better plan for '92 might be a work weekend
for all those volunteers not helping refugees in
Homestead and Florida City. Gulfstream Sailing
Club plans such a venture.
The bay did suffer with significant damage
reported as far south as the Ocean Reef Club.
Officials believe that all hazards to vessels have
not even been identified, much less cleared from

waterways, and with $250 million as an estimated
figure for insured damage in the marine industry
there is every possibility a final total may be
months away.
For potential contestants in racing, however,
there is hope for both Gulfstream Sailing Club and
Hillsboro Sailing Club are on schedule to resume
competition.
News from other clubs and marine interests is
welcomed here and Waterfront News will endeavor
to provide appropriate representation in future
issues. Correspondents should provide copy or
news notes prior to the tenth of the previous month
together with a telephone number so that sources
can be called for confirmation and additional


information.
Cooperation in this effort may help to restore
recreational boating, fishing and water sports to full
operation more quickly and. efficiently. For
example, editors would like to pass along to readers
information on the status of events and marina
facilities until full function has been restored in
Dade, Broward and the Keys.
Along Powerboat Row, there was little damage.
Cigarette Racing Team experienced minimal
damage, Apache Performance Boats reported no
serious damage and Magnum Marine was equally
lucky. Mako also is reported to be a survivor.
Builders, then, are ready to start work as soon as
replacement checks are in hand.


It's an all new bottom out there


Locally, and especially after Hurricane Andrew,,
the issue is important. The hurricane shifted
artificial reefs, surely altered the sea bed, and
undoubtedly introduced new hazards in the form of
local wrecks and other debris.
Yet few skippers faithfully maintain current
charts with updated NOTAM information, and
locally-observed perils to navigation. Fewer still
report such news to the Coast Guard. Even
commercial skippers and navigators have been
faulted for lax treatment of notices to mariners.
Following Andrew, in Biscayne Bay, portions of
the ICW and parts of the Keys, at least 30 percent of
aids to navigation have been reported missing or
possibly moved. Sailor beware. How long it will
take the Coast Guard's buoy tenders and other

vessels to relocate or re-establish aids to navigation
is almost anyone's guess.
Cruise many of the inlets of the west coast,
however, including Charlotte Harbor's waters, and
skippers are advised to seek local knowledge this
morning's channel may be closed after a day's
fishing.
Becoming concerned about this today is doubly
important and increased caution on the water is
essential because Hurricane Andrew not only
destroyed an estimated $250-to-$500 million in
recreational boats, but left us with an aftermath as
well.
-Flotsam and jetsam in unprecedented amounts
are likely to be present in Biscayne Bay, adjacent
waters and even at sea. Be advised.

Hurricane Andrew update:
Florida's boat losses
expected to top $500 mil

Hurricane Andrew may have caused more than
$500 million in damages to south Florida's
recreational boats, a preliminary BOAT/U.S. survey
has revealed.
"From Biscayne Bay to Key Largo, Andrew
tossed about, crushed and sank thousands of boats,"'
said Bill Oakerson,BOAT/U.S. vice president.
The largest loss occurred in Key Biscayne and
Coral Gables where marinas with as many as 200
boats were destroyed.
Andrew also caused minor boat damage on
Florida's west coast. Two marinas on Marco Island
took the brunt of the storm as it exited into the Gulf
of Mexico.
A BOAT/U.S. team was dispatched to the
devastated area to coordinate boat cleanup and
repairs.
"This will be a massive salvage operation and it's
going to take many months to complete," Oakerson
said.

Friends helping friends: Boaters helping boaters


To the Editor:
The Miami River Marine Group (MRMG), the
independent shippers' organization of the Miami
River, recognizes the relative good fortune of
marine industry businesses located on the river
following the aftermath of Hurricane Andrew.
Under the umbrella of the MRMG, the shipping
and shipyard businesses have banded together to
generate their own relief efforts for community
neighbors in South Dade.
To date, the MRMG has made cash
contributions totaling $4000 of funding released to
the Miami Lakes Jaycees for coordinating forklift
rentals and cargo unloading, as well as feeding
volunteers; to the American Red Cross to disburse
according to their assessment of the most urgent
priority projects; and to a variety of South Dade
churches, families, and organizations needing help.
The fundraising effort continues with new pledges
each day.

Recruiting volunteers a challenge

for Coast Guard Auxiliary

To the Editor:
In recent years the Coast Guard Auxiliary, the
civilian volunteer component of the Coast Guard,
has donated thousands of hours performing public
education, safety patrols and Courtesy vessel
examinations for more that 17 million pleasure
boaters along America's waterways.
The auxiliary faces a growing challenge today.
The number of new boaters is growing at a faster
rate than the number of new Coast Guard
volunteers.
To meet this challenge, we must recruit more
volunteers to qualify as instructors, safety patrol
boat crew members, skippers and courtesy vessel
examinators.
The Auxiliary has been truly instrumental in
significantly increasing the skill level of the boating
public, while substantially decreasing boating
fatalities. Every year we save taxpayers millions of
dollars.
Since 1987, 35,000 Coast Guard auxiliarists in
over 1,200 cities have saved 2,400 lives, assisted
more than 130,000 pleasure boaters in distress,
performed over 1,500,000 courtesy vessel
examinations, graduated more than 1 million
boating safety course students, and saved the U.S.
taxpayer $916 million.

In-kind contributions made by business
members of the MRMG include the shipping of
truckloads of ice, generators, diapers, dog food,
baby food and canned commodities. Loads of
roofing materials and plastic sheeting have also
been contributed, along with warehouse space for
storage and a dozen 20-foot cargo containers to
house arriving supplies. Additional ship storage
containers have been permanently donated to St.
Anne's Mission and Clinic which is the center of
relief operations for Naranja, Leisure City, and
three migrant labor camps serving 50,000 people.
Like most of the businesses in Miami, MRMG
employees were affected by Andrew, many
severely. The businesses along the river have made
a commitment to provide for these families as well,
and will continue to do so. Several of the business
owners themselves were among those who lost their
homes.


The MRMG is a non-profit trade association
that would like to assist the local marine industry in
getting back to pre-recession and pre-Andrew
operational status. As a disinterested volunteer
service, the MRMG offers to refer business and
contractors for boat and ship repair to local agents,
including members and non-members of the
organization.
The Miami River businesses emphasize that
Dade County does have the capacity to service
many of the boats now being deflected to other
parts of the state for storage and repair. The
MRMG believes that keeping business local is one
of the soundest ways to help rebuild Dade County's
hurricane damaged economy and the recovering
marine industry. Persons seeking the services of
local shipyards can be referred to businesses not
filled to capacity by calling 285-1864.

Liveaboards left homeless in wake of Hurricane Andrew


To the Editor:
When Hurricane Andrew made waste out of
much of south Florida, boats were a favorite target.
Among the thousands destroyed, a few dozen
belonged to people who live aboard. Their boats
were their most valued possession in some cases,
their only possession. Some were fine yachts owned
by world cruisers. Others were the carefully tended
shelter of those who would otherwise be homeless.
Now they are homeless.
Because most of those who lost their boats have
no land address, they fail to qualify for any of the
federal aid available to those who lost their homes.
For two weeks after the storm, the city of Miami

Boaters get no respect, just taxes

To the Editor:
Those who argue that boat owners are not paying
their fair share are opposed to efforts in Congress to
repeal two taxes recently assessed on boat owners and
blue-collar workers who build boats. The first was the
recreational boat user fee, a $25 to $100 tax assessed
by the Coast Guard on the vast majority of America's
boat owners. The second tax, also passed by
Congress in 1990, levies a 10 percent luxury tax on
large boats valued over $100,000.
The purpose and effect of both taxes have been
grossly misrepresented to the American people, and
boat owners in particular. The so-called "user fee" on
recreational boats implicitly implied that boaters paying
the fee would receive new or improved services from
the Coast Guard. In fact, the Coast Guard's only role
is that of tax collector. Those paying the tax are
receiving no new or improved services.
I and other members of the Senate have bills now
pending to repeal both of these ill-advised and
deceptive taxes. My proposal to repeal the luxury tax,
now a part of the Senate's economic recovery
legislation, is offset by removing the current federal
tax exemption boaters now have for diesel motor fuel.
Again, that means that boat owners, not unemployed
shipbuilders, will be paying for these important
boating services.

purposely failed to provide food, water or basic
sanitation to those desperately trying to salvage
their homes.
One Dade county planning official was quoted
as saying: "We're not going to help the liveaboards
in any way. We want them to get out of here and
close the anchorage." Thanks to the intervention of
other agencies, the city was forced to provide water,
port-a-potties and a tent for shelter.
Now, the National Rights Association has started
a special fund to assist uninsured liveaboards who.
don't qualify for other assistance. That tiny
minority needs your help. They are self sufficient,
but they need a hand. Please donate to Concerned

Question I've finally got to my boat that was
blown away from my dock by Andrew. I have
extensive repairs from wind and water damage
which I can handle. I was really stupid without
coverage but I can do most of the cosmetics.
Electrical and engine work I think I can handle but
my new refrigerator smells to high heaven. I had
bait in the freezer and fish in the box and with no
electricity it really went bad.
Any suggestions or do I dump the box as it's
really horrible. I can't work on the boat as the smell
of mildew and dead fish is something.

Answer I know what you mean as I've gone
through this myself many years ago and I still
remember that stench. We stripped the boat but
forget the refrigerator and pantry. Here is the best I
can do for you. If you have a drain or drip pan
under the frig, clean that first. Next wash the box
and freezer with baking soda, two tablespoons to a
quart of water everything shelves, gaskets,
walls, etc. Use soft scrub and bleach to clean
gaskets and porcelain.
Now buy some activated charcoal at your pet
store and place in frig. Coffee grounds, vanilla,
newspapers will help also. As a last resort, Timsen,
sold by Paramey Veterinary Supply,,38 Curtis
Parkway, Miami Springs. Two packs per gallon of
water will do wonders. You may have to do this a
few times with the charcoal etc. but it will get better.
Write if you have engine or electrical problems.

Question My engine was underwater during the
hurricane. What now?
Dave
Answer All those questions .I'll try to
summarize them in one answer if I can.
First, drain all the engine oil and remove all the
'plugs, remove valve covers, pull off all filters and
carburetors, change all batteries or charge those that
are sealed and not ruined.
Put number five or ten engine oil in the
sparkplug holes and spin the engine over to get oil
around the rings and valves. You will have to clean
carburetors, change fuel filters, wash and clean fuel
tanks and remove all water. All fuel and oil must be
saved and disposed of properly or you will
contaminate the water you drink!
Don't rush these jobs; a little care will save a lot
of grief later on.
All your electrical equipment must be checked
or replaced. Saltwater can ruin your electronics.
Before you start this whole job get a hose and flush
with fresh water all the components that got
saltwater on them before you open the engine or
remove anything. Do this at once as the tap water
will remove a lot of salt and residue. Flush or wash
off the starter if under saltwater. Generators,
alternators and distributor should be removed and
checked out.
I hope you can salvage some of these items.

IT'S SUMMERTIME!


Question What really will happen to all the boats
that are wrecked and sunk in the bays and marinas?
Could it pay to buy one that I would like and
salvage it for me to repair for myself? Would I save
money? Who would I see? Could you advise me?

Answer Lots of questions but "let the buyer
beware" is my best answer. First, the insurance
adjusters must get with the boat to release it or write
it off. Next the owners must get with you and you
must do legal research.
Is there a lien or mortgage, etc., on boat? How is
the condition of this vessel? Was it under water?
Who will raise it? Who will do the work on the
engine and electrical work?
SHey, you got a real kettle of worms on these
boats. Unless you got good help and can do some
of the work yourself, it will cost a small fortune to
rebuild these wrecks you can buy cheap. Get some
figures first. Off the cuff I'd say to you before you
buy, think it over. Ae

West Dade could become a land of lakes

Vast reaches of western Dade County will be
reserved for present and future recreational use,
along with concurrent mining of limestone through
the year 2050 provided environmentalists, water
conservationists, mining interests and government
can find a common ground for the project.
The proposal would reserve 41,000 acres an
area equal to the expanse of Biscayne Bay from its
northern reaches south to the Coral Gables
Waterway for the private industry/public purpose
project.
Still to be determined are answers to such
theoretical questions as the effect Hurricane
Andrew might have had on the proposed enterprise
- and by extrapolation, the effect had the storm
been wet, rather than a dry one. And who will own
and control the property and its use after the
exemption for mining these wetlands expires -
now set for 1994 with a proposed extension to
2050.
To what extent might the aquifer be affected,
and would it be benefitted or imperiled?
These and many other issues are under
consideration following a proposal by the South
Florida Mining Coalition, composed of such
companies as Florida Rock Industries, Rinker
Material Corp., Tarmac Florida, Union Rock
Company, Vulcan Materials Company, and Florida
Rock Industries.
On the public side, Dade, and to a lesser extent
Broward, would be concerned along with state

agencies and perhaps the federal government.
The area would reach from the Dade-Broward
line southward. It would be bordered on the east by
the Turnpike and on the west by Krome Avenue as
far south as Tamiami Trail, with only two minor
land areas along the eastern border excluded.
At Tamiami Trail the area would extend to the
west with Krome Avenue as the eastern border as
far south as Kendall Drive.
There are existing rockpits in the already-mined
area and these would be designated lakes. In future
operations steep-sided rockpits would be replaced
with man-made lakes with sloping shallows at the
shoreline to encourage plants and animals as
well as persons. The lakes would be suitable for
marine recreation boating, sailing and fishing,
along with swimming in park-like environments.

plan nor a feeling of urgency. South Florida Water
Management District must report to the Florida
Legislature on the proposal within 15 months, and
depending on the tenor of the report there would
be complex processes to win approval from a
multitude of state and federal agencies along with
contending with the postures of consumer and
environmental groups.
There are questions: how would the plan impact
the aquifer, surface water management, water flow
to Everglades National Park and Florida Bay, water
quality with respect to Florida Bay's important role

Despite Andrew, Miami Boat Show still set for February

The world's largest boat show is getting even
bigger as the dates are set for the 1993 Miami
International Boat Show and Sailboat Show.
It will be held Feb 11 through Feb. 17 at the
Miami Beach Convention Center, the Miami Beach
Marina and the Biscayne Bay Marriott Marina.
Trade days take place Feb. 11 and Feb. 12.
The show will feature exhibits by all of the
industry's top manufacturers of powerboats,
sailboats, marine engines, electronics and
accessories, with many models making their
introduction at the show.
To accommodate a growing number of


manufacturers who wish to participate in the show,
new exhibit areas are being created, to provide more
exhibiting options.
At the Miami Beach Convention Center, a
34,000-square-fo.ot pavilion is being added to the.
outdoor display area. The new clear-span structure
will house nearly 200 exhibits ranging from small
powerboats to. marine electronics and accessories,
providing shelter for sensitive displays while
offering showgoers a covered area for browsing.
Inside the Convention Center, over one million
square feet will be filled to capacity with
powerboats, engines and accessories. And dozens of
booths featuring nautical item's will provide gift
ideas.


There will be a wide array of in-water large
luxury yachts and sport cruisers at the Biscayne
Bay Marriott Marina.
The Miami International Sailboat Show, held in
conjunction with the Miami International Boat
Show, returns to the Miami Beach Marina with all
types of sailboats and sailing accessories. The
sailboat show is also adding exhibit areas with two
new floating piers one of which will be
completely dedicated to the popular multi-hull
craft.
Other changes include the grouping of similar
boats and products on land, and more special events
and activities which will take place in a newly
established special events tent.

Lauderdale Boat Show avoids
Hurricane Andrew's effects

FORT LAUDERDALE The 1992 edition of
the world's largest in-water boat show will take
place as scheduled (October 29 to November 2),
unscathed by the path of Hurricane Andrew.
Once again this year the Boat Show spans two
locations to include the Bahia Mar Resort &
Yachting Center and The Greater Fort
Lauderdale/Broward County Convention Center.
Neither facility sustained any major damage during
the storm. The Boat Show will feature all regular
tent, land and in-water displays, with normal set -up
procedures.
The Convention Center portion of the Boat
Show will have a new twist this year with the
creation of the International Sport Fishing
Exposition. Fishing has become one of the most
popular recreational activities worldwide. Whether
fly, bass, backwater, or offshore, the sport of fishing
has as many different styles as products. The Sport
Fishing Expo will showcase the vast number of
rods, reels, fishing resorts, etc., available for
. consumers.
Demand for exhibit space has increased
significantly in the last ninety days requiring an
expansion of the Yacht Builders & Designers Tent
along with two additional exhibit areas. This
continued expansion will make the 1992 edition the
largest presentation in the show's 33-year history,
according to show organizers.

Promotions, Inc., has announced the signing of a
five-year agreement securing the Bahia Mar Resort
& Yachting Center as the main site for the annual
Fort Lauderdale International Boat Show.
"We are extremely pleased to continue our fine
relationship with Bahia Mar and continue our
tradition of excellence with the Fort Lauderdale
International Boat show as the world's largest in-
water boat show," explains Pearson.
The Boat Show, held each fall at the end of

Pompano Beach Navy man prepares for Pacific journey

SAN DIEGO For many people, broadening
their horizons may mean getting a college degree
or learning a new language. But for Petty Officer
1st Class Anthony J. Colatarci, his new horizons will
include sailing the high seas and visiting foreign ports
of call.
Colatarci is a hospital corpsman aboard the
Navy destroyer USS Kinkaid homeported here.
The Kinkaid is a versatile multi-mission
destroyer capable of operating independently, or
with carrier or amphibious task forces.
The Kinkaid's primary mission is to operate
offensively in an anti-submarine warfare role. The
ship's digital gunfire control system provides quick-
reaction in shore bombardment, surface warfare
and anti-aircraft warfare as well.
"What makes this ship unique is that it's powered
by gas turbine engines rather than conventional
steam and diesel engines," said Colatarci. "Another
unique thing is the closeness of the crew that's only
found on small ships like this."
"We'll visit Japan, numerous ports in the Persian
Gulf, Singapore, Australia, Thailand and Hawaii,"
said Colatarci. "Japan is one of my favorite ports
because I was stationed there before."


The Kinkaid will return to San Diego after the
deployment.

26 to benefit marine recreation at Lighthouse Point
Fletcher Pram Fleet Park.

Hurricane dampens turtle nesting

BOCA RATON Hurricane Andrew spoiled
what had been one of the best sea turtle nesting
seasons in years in Palm Beach County, ravaging an
average of 10- to 25-percent of those nests that
remained on the beach prior to the storm.

PALM BEACH An artificial reef project that
was installed off the town of Palm Beach was
damaged by Hurricane Andrew.
The company that had installed 700 feet of the
special reef to combat the town's eroded beach will
ask the Department of Natural Resources to
approve a design-modification to correct the
damage.
Plan approved to combat
erosion at Jupiter Inlet
JUPITER A plan to make navigation easier at
the Jupiter Inlet and to reduce erosion on its south
side beaches has been approved by the Jupiter Inlet
District recently.
The plan calls for dredging the inlet on a yearly
basis and depositing 60,000 cubic yards of sand on
the beach south of the inlet, which would improve
the beach.
Diver rescued after 20 hours
WEST PALM BEACH A SCUBA diver from
West Palm Beach was rescued off the coast of Fort
Pierce after being separated from his boat and
drifting for 20 hours.
Diver Rodney Wohlers, 26, was rescued by a
fishing boat and has fully recovered.
Hurricane Andrew causes little
damage to county coastline
WEST PALM BEACH County
environmental officials stated that Hurricane
Andrew caused some scarping but little structural
damage to Palm Beach County's beaches.
Suffering the most damage were turtle nests
located closest to the water.

Most of the damage affected nests that had been
laid closer to the water, as nests were either washed
away or aborted by salt intrusion.
In addition, environmental specialists have
noticed an increase in egg predation by animals
and fire ants after the storm, especially in Boca
Raton, as nests previously protected by cages are
not vulnerable to attack.
Barbara Squillante, marine turtle coordinator
for Boca Raton's sea turtle nesting program, said
that there were about 300 turtle nests left on the
beaches at the time of the hurricane, but only about
10 percent of those were lost due to the storm.
Squillante stated, "A good portion of our nests
survived despite the storm, and previous to the
hurricane we had over 700 nests that hatched."
Just to the north, Delray Beach didn't fare quite
as well, as city officials report that 40 percent of
those nests that were still on the beach prior to the
storm were lost.
Paul Davis, turtle expert with Palm Beach
County's Department of Environmental Resources
management, said most of the county's beaches
fared pretty well despite the storm.
"The overall impact to the county was relatively
mild in terms of its effects on turtle nesting, mainly
because of the storm's short duration."
Damage was negligible in the northern end of
the county, where turtle nesting and hatching
continues late into the season.
In the Jupiter/Carlin Park area, 1392
loggerhead, 45 green and 3 leatherback nests have
been reported.
Larry Wood, director of the Marinelife Center
of Juno, added that in a five-mile stretch of beach
extending from Jupiter Reef Club to McArthur
Park, there were 5299 loggerhead, 176 green, and
23 leatherback nests counted so far.
In Broward County, Lou Fisher, marine
biologist with the Office of Natural Resource
Protection, said the storm had little impact on turtle
nesting because most of the county's nests are
relocated to hatcheries or safe beaches. Those nests
which were not moved were impacted by the storm,
but it is difficult to determine how many were
destroyed, because 50 percent of the nest markers
were washed away-by the high tides.

Fishing tourney to benefit Kidney Foundation

Panel urges U.S. to allow American tourists in Cuba

WASHINGTON A panel of experts
recommended in September a restoration of regular
U.S. air service to Cuba as part of a general
expansion of people-to-people contacts aimed at
promoting a political opening on the island.
The panel also called for a resumption of direct
mail links, improved telephone communications
and scientific, cultural and academic exchanges.
The recommendations were made by a task
force of the Inter-American Dialogue, an
independent forum for exchanges among Western
Hemisphere leaders on public policy issues.
The task force was chaired by Elliot Richardson,
a former defense secretary and a former attorney
general.
In addition to Richardson, panel members
included former Argentine President Raul Alfonsin,
former U.S. National Security adviser McGeorge
Bundy and former Arizona Gov. Bruce Babbitt,
among others.
"Expanding Cuba's access to information and
ideas is the best way to foster political opening in
that country," the panel said in a report.
"Far more than isolation, this kind of exposure
is likely to bring change to Cuba."
State Department spokesman Richard Boucher
said he was unaware of the report and had no
comment on the recommendations.
The Bush administration has taken some modest
steps toward expanding people-to-people contacts
but the task force said they were inadequate.

Except for family reunification visits, travel
from the United States to Cuba generally is limited
to journalists and others with a professional interest
in the island.
The administration believes that unrestricted
travel would provide the Cuban government with a
foreign exchange life line at a time of severe
economic decline.
At a news conference, Richardson said the
presence of American tourists in Cuba would give
proponents of democracy in Cuba a boost.
"On balance, the gains in that respect would
outweigh whatever economic contribution may
result," he said.
In the 1950's, Cuba was a favored tourism
mecca for Americans.
The report recommended no change in the U.S.
trade embargo against Cuba on grounds that the
sanction is an inducement for Cuba to liberalize.
The study called for the cancellation of TV
Marti, the 2-year old Voice of America operation
aimed at viewers in Cuba. It said TV Marti violates
international conventions signed by the United
States and is not being received in Cuba because of
jamming.

Family restaurant serves Hispanic food in authentic setting

Vila's, unceremoniously located among a batch
of fast food joints along South State Road 7, is a
neighborhood find.
It's exterior is unremarkable. The inside is
basically one large noisy room filled with red vinyl
booths and a bar. It's a comfortable place only steps
away from Lauderdale Isles, a residential area
whose edges lap the south fork of the New River,
off Riverland Road.
Vila's offers a wide selection of both Cuban and
Mexican dishes. The restaurant is owned by the
Vilarino family, who also run three other Broward
eateries specializing in the same hearty, Latin food.
The price is right, with most entrees costing
around $8. There's lots of specials too, depending
on the evening you choose to dine. On Monday s,
buy one meal, get a second free if you pick from
eight specially chosen dinners including pot roast,
pork chops, palmilla steak, grouper filet all
available for no more than $7.95.
Service is attentive and consistent, with water
glasses never permitted to run dry. Most of the
servers do not speak fluent English, but they are
proficient enough to avoid miscommunication.
A basket of warm bread is promptly brought to
the table. But it is your basic well-oiled variety that
offers nothing beyond the acceptable. That's okay
because the best is yet to come.
For an appetizer, we selected a nacho platter
($5.95), probably ordered by more Americans than
Mexicans. But the chips were warm and well coated
with cheese. The jalapeno fresh and lively.

More exotic appetizers might include Vila's
quesadillas ($3.95), pork with tamase ($4.95), or
empanadas (beef pies, $2.25).
All dinners come with traditional side dishes -
white rice, black beans and those wonderfully tasty
plantanos (sweet bananas).
We enjoyed the baked red snapper ($7.95)
served Cuban-style with finely chopped onions and
a lime wedge. The snapper was a large serving,
tastefully seasoned and appropriately moist. It's
always a pleasure to encounter a piece of fish that
has not had all the goodness cooked out of it.
Other seafood choices feature shrimp scampi
($9.95), shrimp Creole ($995), a good dish, but a
little too light on the shrimp; red snapper in green
sauce ($10.95), or lobster Creole, one of the most
expensive items at $14.95.
There's plenty of pork and beef dinners, like


delmonico steak, sizzling steak fajitas and chicken
Milanesa, all under $8.
The "three sisters enchiladas combo," a choice
of either beef, chicken or cheese wrapped in two
corn tortillas ($5.95) and lathered with rancher
sauce and melted cheese was pronounced an
excellent choice by one guest.
As was the pork chunks ($6.95), a plentiful
portion of well-cooked meat.
Dessert aficionados must order the three milk
cake ($2.25), a cream-moistened cake served in a
small puddle of sweet white sauce. And make no
mistake. Sweet is the operative word.
Vila's is a festive, comfortable place. The type
you'll find yourself returning to again and again.

Divers aim to rescue coral reefs

Hurricane Andrew has come and gone, and we
in south Florida have been flooded daily with
television and newspaper visuals showing the after-
effects. But' recently as sport divers and marine
scientists have been returning from visits to the
reefs and wrecks off south Florida, it is apparent
that Andrew made his presence felt underwater too.
Long-time charter boat captains and
divemasters alike talk as though they have visited a
battlefield. For example, the Mercedes 1, a South
American freighter that came ashore during a freak
November storm in 1984, has her stem partially
separated from the mid-section and is leaning
heavily toward the coast. Her mid-section is
partially crushed inward.
The freighter, Noula Express, off Boca Raton,
is now in three pieces. Many of the other wrecks
that had been sunk as artificial reefs by the county's
Office of Natural Resource Protection (DNRP) are
in a similar situation.
One of the most startling stories about damage
done to Broward's artificial reef program concerns
the Jim Atria, a freighter well over 200 feet long.
When originally sunk, it rested in about 115 feet of
water on its starboard side. As a result of Andrew,.
the Jim Atria was dragged to its new home in 130
feet of water and is now sitting upright.
The Lowrance, a freighter about 400 feet long,
was resting in water almost 200 feet deep. This
wreck was sunk by ONRP primarily for fisherman

because of its depth. After Andrew's visit, the wreck
has been moved around and partially buried. When
you consider the weight of a 400-foot long
freighter, you realize the raw power of the ocean is
almost beyond calculation.
That seems to be the amazing lesson learned
from Hurricane Andrew. As a scuba diver and
I instructor for most of my life, I always had the
fantasy that if I had been caught on a boat in the
S middle of a hurricane, I could just don my scuba
gear, jump over the side, go down 100 feet and be
T safe.
S Richard Dodge, associate professor at Nova
University's Oceanographic Center, admits he was
S. surprised when he noticed the deep gouges on the
,Y Third Reef, the deepest reef system off Broward
County.
SHe discovered the damage while doing storm
assessment with ONRP after the hurricane. He said
the Second Reef seemingly had fared better in
shallower water. This points to their conclusion that
the stronger wave energy was spent at the deeper
level.
At ONRP marine biologist Lou Fisher says this
might be because of the size of the waves in the
storm surge. A third of the push from the wave
might be above water, with two-thirds of its
crushing power beneath the surface.
Fisher also thinks the power of the surge had

being thrown into other coral, Fisher said. Some of
the county's sediment collection bins which weigh
about 100 pounds each, were easily picked up and
moved.
Many coral heads have been overturned, cutting
off sunlight or photosynthesis from reaching them.
Being overturned and stuck in the sand, the living
polyps on the coral heads are also denied the
plankton that it survives on. Plankton is food to the
polyps, brought to them by the ocean currents. The
current allows the polyps to filter out the plankton
it needs to survive. With no sun or plankton, the
coral could soon die, Fisher says.
About 20 percent of the stoney corals and
gorgonians have been destroyed, Fisher says.

Ray McAllister, a professor at Florida Atlantic .
University, has lectured before.local dive chitus on
the subject of re-attaching coral heads and sea fans
.by using regular Portland cement.
Corals have a chance if they are turned right-
side up within a couple of weeks of the .storm,
McAllister believes.
Ocean Watch Foundation, the local champion of
south Florida's beleaguered reef system, is
encouraging divers to work with local shops and
charter boat captains who will donate time and
space for people bringing their own cement and
enthusiasm.
Will the dedicated effort pay off? McAllister
thinks it will. Both he and Fisher agree that if the
coral heads are left overturned, they won't have a
chance.

safe from the storm were tossed like flotsam 'as far
from the water as Bayshore Blvd. The majority
though never made it out of their slips. They sank
where they were tied unable to withstand the storm
surge at high tide. As the surge rolled by boats were
picked up and then impaled on pilings when the
surge subsided. Ft. Lauderdale would be no
different.
As the wind-driven surge entered the New River
it would overflow the river banks and flood the
nearby areas including downtown Ft. Lauderdale.
At the 7th Avenue bridge it would inundate the
boatyards with a destructive force knocking
drydocked boats from their stands and sending
them out onto the street. Further upstream where
the river splits into the north and south forks the
surge would begin to dissipate marginally. This is
the first area where boats may begin to survive the
surge and wind if they are properly tied.
By the time the surge reached the area of the
south fork which is dotted with boatyards it would
have diminished to half its original size but would
continue flooding boatyards with wind-driven surge
and would pass the 1-95 overpass still as a force to

boat damage and destruction would continue until
the surge washed over SR441 to the west.
Even without the storm surge the winds
accompanying Andrew would certainly have
devastated the Ft. Lauderdale boating industry.
Boatyards would have been ripped apart and
drydocked boats flipped from their cradles
entangling others as they went. A 120 mph wind
exerts a pressure of 37 pounds per square foot.
Increase that to 160 mph and the pressure increases
to 66 pounds per square foot. A boat on land has
no chance of remaining upright when exposed to
this enormous force, and a boat in the water must

be tied with heavy lines and many of them to
survive.
Injuries would be high and there would be
deaths. Since many liveaboards have nowhere else
to go they would stay with their boats to the bitter
end, and this would surely end in tragedy.
We were very lucky in Broward County. The
lesson to be learned is to move, and move quickly.
The New River is your best bet, and the further up
the river the better, since the tidal surge will
diminish with distance. The wind will not diminish
however, so prepare your boat for the worst and
then evacuate the area. Once the storm hits with full
force there will be nothing you can do to save your
boat that you haven't already done. All you will do
is expose yourself to injury.
Broward County bridges are locked down three
hours after the posting of a Hurricane warning so
don't leave your move until you know for sure
where the storm is going because by then there will
be no more room up the river, that is supposing
you can get up the river.
Now that you've sat through the edge of a major
hurricane, and survived, ask yourself this question,
and give an honest answer. "What would I do
differently next time?" I know my answer.
The tragedy to our south should deliver a harsh
warning to Broward County boaters. This time we
were spared the worst. This time, we were lucky.

Andrew's 'Pearl Harbor' along Old Cutler Ridge

CORAL GABLES If the residential
neighborhoods of South Dade were transformed by
Hurricane Andrew into 360 degrees of bombed-out
no-man's-lands, then the marinas and yacht basins
along Old Cutler Road had to be the great storm's
Pearl Harbor. The destruction was awesome to
behold. Vessels were strewn everywhere: atop their
own docks, wrapped around neighboring waterfront
homes, impaled on pilings, scraping against
seawalls, on lawns, among leaf-fleeced trees and, of
course, on the bottom. Some of these latter ones
were recognized by parts of their hulls protruding
out of the water. Others, unseen but there, were
located only by still secured and taut mooring lines
angling directly down into the muddied water.
Some boats just seemed to have totally vanished
during the storm, completely unlocatable by their
owners. Most prominent, however, were those that
stood on their transoms with prows pointing
skyward at ninety degrees.
Along the bank of a canal bordering the west
side of the Dade County-owned Black Point Marina
were so many shattered boats that an exact count
appeared to be beyond the realm of possibility. On
the south side of that same yacht basin, a dry
storage facility containing over two hundred and
fifty boats collapsed after its structural girders,
made of metal not much thicker than the sides of a
metal tacklebox, yielded to the roaring cyclonic
winds. About half the boats, those on the seaward
side, were destroyed. As of this writing, salvors are
still unsure as to how those boats will be removed
from the twisted and misshapen wreckage. Gasoline
in tanks aboard the vessels eliminates the use of
Starches to burn the steel away. A crane with a
clamshell bucket might completely finish off any
of the boats that could still be repairable. Probably,
they will have to cut through one beam at a time
with compressed air tools.
Most spectacular was a 110-foot, 220-ton
research vessel, the Seaward Explorer, that wind
and storm surge lifted clear over some flood gates
.and their twenty-foot-high lifting frame, near 177th
and Old Cutler Road, and either over or somehow
past a clump of trees and a two-story house, where
the ship was left high and dry some eight to ten feet
above sea level. It was as though some gentle, but
unkind, giant had placed it there completely intact.
Its crew, who rode out the storm aboard, escaped
unscathed. When the leading edge of the tempest
first struck, the Seaward Explorer had been
anchored some eight miles to the north off Dinner
Key.
A twenty-footer, appropriately named On
Target, went airborne, and returned to earth only
after her outboards snagged a twenty-five foot high
power line.that wouldn't give sort of like an
aircraft carrier's arresting cable snagging an
arriving plane to its flight deck. Of course, the
boat's flight was expedited by a raging ten-foot-
plus wall of water.
That same deluge of water, with what must have
been the force of Niagara Falls, cascaded into the
"sheltered" King's Bay Yacht Club marina basin,
where a number of boat owners had chosen not to
evacuate, and left a scene of nautical havoc
reminiscent of a Pacific Island invasion beach.
Residents returning to their luxurious, mostly
,roofless, homes surrounding the basin after the
storm, found their yards littered with yachts. Some
of those boats were in excess of forty feet in length.
The wind and storm surge virtually lifted a score of
those vessels out of the water, over the seawalls, and
deposited them on the adjacent properties.
In Homestead, another boat owner had
confidently lashed his runabout to its trailer with far
more line than was necessary, making him.sure that
the boat would not tear loose from the trailer. It
stayed secure to the trailer, all right. But after the
storm, he found it a block away still tied to the
trailer but lying turtle with all four wheels pointing
skyward. He had forgotten to anchor the trailer
itself to something.
Although the property on the land surrounding
Dinner Key escaped the damage that had destroyed
so many structures further south, many of the boats
and yachts there fared no better than the craft at
,King's Bay and Black Point. Like the On Target at

King's Bay, a sloop at Dinner Key Marina that was
left high and dry out of the water impaled on a
piling, also lived up to its name Holy Roller.
With much less wind striking Dinner Key than
further to the south, most of the damage there was

the result of a ten-foot storm surge that sent a wall
of water roaring across Biscayne Bay.
One boat owner who had ridden out the storm
aboard his vessel at Dinner Key said, "It sounded
like a freight train roarin' in, no, it was like a dozen
freight trains roaring in on me all at once with the
Devil himself at the throttle of each one."
At the marinas, many of the losses could be
attributed to improper preparation or poor
judgment. Many of the damaged boats were
properly tied, but their owners had used undersized
lines which snapped like shoelaces when the surge
struck. Numerous cleats broke or tore loose. Many
of the sunken sailboats still had furled sails lashed

One of the most incredible, if not unbelievable,
occurrences at the marinas was that there were

"- little apparent damage. Yet, boats right next to
them, whose owners had diligently made every
S"-- "" preparation possible, were sunk or badly damaged.
There is so little that we know about the forces and
powers of the great hurricanes.
After seeing the carnage inflicted by Hurricane
Andrew upon those south Dade County vessels
S moored in its track, I cannot help but imagine what
S disastrous devastation would have ensued had the
S eye struck Miami, or even worse, its originally
predicted landfall Fort Lauderdale with its
Larger community of boat owners. Wrecked vessels
might have closed the New River and most of the
area's canals to navigation for weeks to come. And
many of the drawbridges could have been rendered
inoperable after being rammed by unmanned
S- vessels.
