RESOLUTIONS & QUESTION; FORWARDED
TO THE SPEAK-ER for HOUSE OF ASSEMBLY
on December 18, by the Third Nomin-
ated'Member Hon. M.E. Charles=
"WHEREAS on the 19th July 1973
the Premier moved a resolution in
this House deploring violence and
the threats of the use of violence
iL the State; AND UEREAS this res-
olution was unanimously adopted in
the House; AND WIEREAS the Member
for Roseau South at a Public Meeting
held at -Queen Mary St. on the 21st
November 1973 advocated that violence
should be used against persons who,
do not support his political party;
AND WHEREAS the Minister of Finance.
at the said meeting also advocated
that violence should be used against
persons who in his opinion damage
the image of Dominica; BE IT
RESOLVED. that this House do condemn
the two members of the House for
their advocation of the use of vio-
lence against the people of Damnnica.
WHEREAS ON A PUBLIC PLATFORM the
Minister of Finance stated that"when
Crimplene pants first came to Dom-
inica the first persons to be seen
wearing them were the customs offi-
cers and that these pants were not
bought from any store and that when
he visited the homes of customs off-
icers there were drinks of all kinds
available and these drinks did not
pass through the customst"; AND
WHEREAS the Minister thereby implied
that the customs officers were dis-
honest; AND WHEREAS this statement
by the Minister has exposed the
customs officers to the ridicule of
the public who now call them by the
name "crimplene"; AND WHEREAS this
behaviour on the part of a minister
of Government detracts from the res-
pect which would normally be exten-
ded to Ministers of Government by
members of the Public Service: BE
IT RESOLVED that this House condemns
such be haviour.
WHEREAS the Minister of Home Af-
fairs stated on a Public Platform .
that "if the Civil -Service went on
strike that they would all be dis-
missed and they would be replaced
by school leavers;" AND WHEREAS the
Trade Disputes Act provides .protec-
tion for workers against acts by

sely affect their employment in the
event of industrial action: BE IT
RESOLVED THAT this House condemns
such statements which indicate an
intention on' the part of Government
to frustrate the law of the STATE.
Among QUESTIONS forwarded by the
Opposition for that sitting of the
House is the following, also put by
the Third Nominated Member:-
"Will the Government confirm
that the word VAL BA LA arises from
the following combination of persons:
VAL for Valiant Enterprises a
corporation in the U.S.A.; HA for
a Mr, Hasler ; LA for Mr. Leblanc
and.Mr. Austin."

The reply to the above Question, if
given, will confirm or dispel a
rumour which has been given wide
credence in the Island, that Premiex
Leblanc and Att.Gen. Austin have
put up a sum (said to be $801,000)
as potential shareholders in the
VAL HA LA scheme.
Like the -Hon. Member and the
STAR, the general public would also
like to know the answer.
PLANNING GROUP DISBANDED: Last week-
end it was learned that Dominica's
Planning & Development Corporation
had been more or less disbanded be-
cause they were not rcasuated in ad-
vance on the VAL HA LA deal.

Reuben and Ma Titine were discussing
the events of the past few months.
"Anyway," Ma.Titine went to the kit-
chen dresser and poured out two stiff
drinks, "anyway the year'is nearly ended;
only 9 more shopping days for Christma&S'
Reuben sprawled in his chair.
"What a Christmas F. he exclaimed,"no
gas, no sugar, no flour...it even look
lhe' fowls. forget how to lay eggs..."
Ma. itine smiled loftily.
"It's a. good thing I had bought extra
quantities of foodstuffs besides what
Geoz'ge sent me..." -
"You lucky," Reuben replied. -
"But," Ma Titine "continued, "I still
have my coalpot and 3 bags of coal I
bought some time ago, so...1
Her conversation was interrupted by
the wailing voice of the fire brigade
siren, Simultaneously, Reuben and her-
self rushed out.
."Wonder where that fire is I they
both exclaimed at the same time. Then
following the excited crowd they came to
the scene of the fire. It was at a dry-
goods store owned by Lebanese people and
the firemen and a few volunteers were
busily hacking away at -t-he "closed doors
on the upper storey. 'Smoke billowed
skywards anid downwards, but the men
fought valiantly and eventually succeeded
in extinguishing the fire. The house
was saved but the goods were.a total
loss both from the fire and the sea water
pumped fr6m the hoses. Various comments
were made by the crowd and for the most
part they were not pleasant
Returning to Ma Titine's they were
joined by Baby and Genelia'.
"Garcon 1 Baby popped a few" pop-cas
into her mouth, "dat fiah happen funny..
jus as dey was closing wee I" -"
"Hush your mouth," Genelia nudged her,
wallss have ears...let's talk about some-
thing else.
t"Well," Reuben said,"we were talking
earlier on about what a poor Christmas
we will have this year." -
Baby digested this, then said:
"Know wat I see happen in a shop de
odder day? A. girl come to buy a coalpot,
our local one; she de have two 'frens wid
hah...one he a big plastic bag... to
put de coalpot'...dey try to put it in
becos she say she doan wan want people
to see hah wid a. coalpoti dey will say
she country-bookee. De odder one say "I
not wall= w1d you if you oarr-in coal

December last tq the opening addresses at
the PIM of the INrses graduation,some-
thing came back io my mind: that is,on
the opening day Qf the new Maternity
Ward,, I did not hear anyone mention
that the ward wa' given the name of the
donor, IMr. Walter John of happy memory.
It is also strange that his "-1dow was
not give an 'invitation to attend the
ceremony. The twp eoec u.tors who signed
the $15I000 cheque" and handed same to the
then Ilin. of H6alth were also slighted.
Could the Ifin of Health enlighten us
over this gross oversight or should
I say a deliberate act of ungratefulness?

Mr. Rupert G een passedaway over a
week ago. He was since his retirement as
Clerk of the Roseau Town Council, not
much in the limelight.
Smith the many crises of our day we
seem to forget;the men and women of this-
mid-century who made valuable commUnity
service in our dst. '"
Rupert was a .pyal, hard-working, de-
voted official of the Roseau Town Council
He never tried to out a dash or to par-
ade. Hiswas. .a quiet efficiency. His
courtesy was Victorian, and the community
could do with more public folks like him.
In his retirement-he -turned seriously
to farming, wlici"heo loved intensely, A
lover of cricket 'and bridge, Rupert Green
embellished sport, and was a splendid ex-
ample to sportsmen in his time. WIha't"
puzzles most people is how a public hon.-
our did not come to a man like Rupert
Green when such honours are so lavishly
bestowed-even on officers who serve half-
heartodly. .
To his many relatives and friends my
family and I, joined by the STAR and its
readers, tender deep condolences.

contested in the first year obtween Bar-
bados, Antigua, Dominica, Grenadd, Mont-!
sorrat, St.iKtts, St.Lucia and St.Vincent,
the first such Tournament- being scheduled
for the summer holidays ofT 1974.
An Organising Committee from the var-
ioup Football Associations was establish-
od, and this Committee met in Barbados on
Friday, December 7, to draw up: the condi-
tions and rules for the Tournament. Mr.
Urban Harrigan represented Dominica.

CRICKET. The Augustus Gregoire League,
operated by the DominicA Crilcet.. Associa-
tion, started on Friday, Dec. 7th. This
commendable early start to the t74 season
should ensure that all fixt-urosbo comp-
leted before major tournaments in 1974.

sult:d in Beach Rovers defeating Pte.
Michel at Canefieldl Blackburhn bowed to
Gutter Crowns at the Gardens and Spartanx
thanks mainly to some fantastic quick
bowling by W.I.International Grayson C.

at the DI.G.S. grounds..
All the matches were scheduled to end
on Sunday and. two did. However, at the
.G.S. grounds, Spartans concluded their
business briskly on .Saturday .'evenihg.

17, G.Shillingford 8/19' & .Shillingford
2/24 and 82; A.Romnain 33 ahd I.Cuffy 23,
