National Youth Council and Youth Development Agency

Youth Development is an integral part of Social Development Policy as
outlined by Government. In pursuance of this policy, the Ministry of Home
Affairs has organised a Youth Development Agency within the Social Development
Division and will formally inaugurate a National Youth Council on Saturday,
llth April, 1970.

Youth Development Agency
The Agency is essentially an administrative one concerned with the im-
plementation and continual review of projects for youth development.
Whereas in the past youth projects have been pursued within the overall
framework of community development the Agency will now co-ordinate all projects
specifically youth oriented.
This specialisation of functions will provide the Social Development Division
with more opportunity to improve their efforts at Youth Development.

The Agency will work in close co-operation in an advisory capacity with
youth groups throughout the State who are required to register with the Agency.
Included among the many functions of the Agency are the promotion of competi-
tions, advice on programme content, organisation of youth training in leadership,
civics, and essential skills, provisions of a central equipment pool, provision of a
library service.

National Youth Council
The Council is essentially an organisation designed to bring youth groups
together, through representation, to co-ordinate their activities at a national level.
The Council will elect an Executive Body which will establish communication
links with the Youth Development Agency of the Social Development Division.

Co-ordination Between Agency and Council
The justification for these two organizations concerned with Youth Develop-
ment has been clearly recognized by the need for the Social Development Division
to be informed about all youth activities throughout the State, without which
proper advice and guidance cannot be effective. More feedback of information
from groups will now be made possible, and the implementation and follow-up of
the Agency's programmes will be facilitated.
The Council will not be a Government organisation but the Agency will
advise the Council on matters of Government Youth Policy and will channel
Government grants, financial and otherwise, to all Youth agencies.
