" im SUN DECEMBER' f I AN IMPOM1ANT IU-%U.. At last, sayithe New York New-, the real currency issue is going to be brought squarely before congress and before the people. The republican caucus bill for perpetuating and ex- tending the national bank system is a measure regarding which there can scarcely be two intelligent opinions. It is drawn up in the interest of the money trust pure and simple. It ig- nores the true welfare of the people, and is calculated to pave the'way for the total withdrawal of government paper currency and making the entire nation dependent on a most selfish class of monopolists. The value of a national bank note is obtained from the guarantee that it will be redeemed by the United States government in case the bank issuing it fails. Nobody knows, nobody cares, whether the bank is solvent or not. In fact the bank may have failed days, weeks or months ago, yet the notes bearing its name will paseo current anywhere, perhaps for years to come. For the privilege of trading to this great extent on the government credit the banks should naturally be made to pay, but instead of that the govern- ment pays them handsomely, in the shape of interest on its own bonds de- posited as security in the treasury. In other words, the thing which makes the bank notes as good as treasury notes is not only given gratuitously, but the banks are hired to use it. This seems absurd, but it is the plain truth, and instead of undertaking to put the banks where they belong this bill puts them still further forward on the road that will give them a com- plete monopoly of furnishing the peo- ple with better paper currency. No better question could be put for- ward than this to discuss before the voters in the next presidential cam- paign. The republican proposition is so illogical and so unjust to the public at large that the democracy should 'have no difficulty in securing its over- whelming defeat at the polls. HOW PEOPLE ARE SWINDLED. People should not jump at conclu- sions which a little reasoning would dissipate. Despite the warnings peo- ple have had thousands are daily being humbugged and swindled.' The Atlanta Constitution says that most of the schemes are worked on the princi- ple used by the man who advertised that he would send a handsome por- trait of George Washington for 10 cents. He received a multitude of orders, and each and every one he tilled by sending a two-cent stamp. Another party offered to disclose a secret method to quick wealth for the consideration of 25 cents. When an- swers came, he wrote the numerous applicants, saying "my prescription is, to catch suckers like I am doing myself." It is a hand- some large, quarto of 42 pages, with illuminate; cover, and crowded fuli of the most interesting matter, including historical and statistical articles, biographical sketches of -prominent eittizeiis, portraits, views, and 20 pages of advertisements. The mechanical execution of the work is in the best style, and the reading matter ajiows the marks of careful and skillful effort on the part of its compilers. The Journal and its management are enti- tled to sincere congratulations upon the appearance and success of theli enterprising venture, which is des- tined to insure large r,'-,4t, and ir-a. portant ben,-ht. in behalf of Pcnsa- cola's interests and proge-ss. .. .- - So many of us forget that it is the weak fellow who is in the ditch, rather than the strong man who is on the throne of partial or pronounced pros- perity, who most needs the helping hand/of the influential and powerful. So many of us are reudy to help the fellow wh,,osu pathway is easy, while we will pass by the unfortunate who really needs a help'ina& hand. THI_ SL'N Is now, ever iiau bee'n, anld ever will be, in favor of the enforce- t meant of the laws. Undpr no circum- : stances will it attempt to use its influ- I ence In the direction of screening c those who commit crime, more espe- t cially the crime of murder. I It il the non-enforcement of the law E that wink at or In any manner encourages i the cl mission of crime does himself i and the community in which he lives i an injustice. I The enforcement of the law is abso- i lutely essential to the preservation of i good government. It is that sort of protection which, every community must have if its citizenship would be prosperous and happy. No greater calamity can befall a community than to permit criminals to escape punishment. Corruption in the administration of the law demands th~e strongest possible condemnation. There is not a community in the state of Florida where public senti- ment is not on the side of law and or- der, yet it is a most humiliating truth that the rightful operation of the law has been defeated by those whose duty it was to enforce the law. This condition of things has long existed. It has been talked about for years, until a point has been reached where it is believed that further for- bearance would cease to be a virtue. The mere expression of public sen- timent has proven ineffectual to cor- rect existing evils. It is essential that something else be done t6 reach those who recklessly disregard the peace of this community by flagrantly violating the' law. Certainly it would seem that those who have been guilty, or who are likely to be guilty of trampling the laws under their feet, have had timely warning that it would be best for them to. call a halt. But they have not heeded the warning given them. They have treated public sentiment with contempt until the indignation' of the peaceful, law-abiding citizens can no longer be suppressed. The time has come when, in self- defense, public sentiment must be respected. In some manner not only the letter, but the spirit of the law must be enforced. The administering of impartial justice will deprive no man of his rights. The enforcement of the law will protect every good cit- izen. Officers of the'law who strive to dis- charge their duties, should have not only the sympathy, but the substan- tial support of the people. Offenders should be-taught to fear the law and the officers of the law. They should 0 be made to know that if they commit crime they will be punished. Public sentiment, organized so that it will be made effective, will secure the enforce- a ment of the law, punish criminals and IIILI' L OETHOi WHO Ni,.l I II That millionaire who ajdid to hi,- wealth at the expense of the poor, who speculates off of misfortunes of his own creation, whose wealth leads him to believe that he has a right to trample upon the struggling millions, is an enemy to mankind, a cold-blooded tyrant, and more to be condemned than a highwayman. He sees but little pleasure in anything that is legitimate, and apparently loves to despise those who earn their living by the sweat of their brows. He is an enemy to free government and would take from the common people of the country their liberties by reducing them to slavery. But all millionaires are not mdn of this character. There are many.millionaires who are bene- factors, who are friends of free govern- ment, wh( sympathize with the poor, who inves) their capital in the devel- opment of natural resources, who give employment to thousands who need it, who take k pride and a pleasure in the prosperitS of others as well as them- selves. Sich millionaires are benefac- tors, and ioo much in praise cannot be said of lbem. There is a sentiment containedIn the following from the Times-Union and Citizen, which,_,is worthy of appreciation: "When Mr. Flagler shall have planted a million people abeiween Jacksonville and Ke^ West in happy, Komes, healthful#I mind and,,body, h.?Kwili have comeas near as nkan may do to the primal miracle of,callinga world into exist- ence. "Thereiare yet lands to be drained, lands to be irrigated, harbors to be deepenedI and forests to be opened to the sweeter uses, of civilization. Let the slumi of the cities be relieved of their surplus, let a place be found for every tramp who does not deserve to suffer because he disdains to work, and let public opinion emphatically declare that in!Vhese the American million aire find beneficent place in the scheme of our social conditions." Financial distress, civil war and the bubonic :plague are playing havoc with abtxL half a dozen of the South Amerida* states. There will never be peace, prosperity and happiness in that calamity stricken country until it is annexed to the United States. It would bMr far better for the people of 'the Soi th American states, to be placed utider a'.protectorate until they become Icapable of self-government. The evil which has been complained'of for so many years, has not been cured., It ha& been sufficient- ly demonstrated that the element which has been the source of. trouble in the past, will continue to defeat law and justice if permitted to do so. The patience of the law- abiding people Of Alachua county has been severely tested, and it is remark- 'able that there has not long since been an outburst of indignation such as that which was manifested at the court house on Monday night. The object of the Law and Order League, as we understand it, is highly commendable, and we trust that in its efforts to correct existing abuses it will meet not only with moral but substantial encouragf-ment. The interests of the people of this community demand good government, and it is apparent that law-abiding citizens have made up their minds that good government shall prevail. Vl The people everywhere should watch the proceedings 04 congress. No one can tell, rhat that body. may do. The .more Important points discussed should be impressed upon the minds .bt the people.' .Two gentlemen of Montana," says tbeban Francisco Bulletin, "both of " Whom managed some time ago to get into office, one as state senator and the other as deputy sheriff, are now accused of sheep' stealing." Enlistments for the Boer army are making good progress in, New York, Philadelphia, Chicago, San Francisco and other places, Irish-Americans leading,, with Germans and other na- tionalities volunteering as well. On one point at least Senator Hanna and the people are agreed. Hanna is tired of the chairmanship of the na- tlonal republican committee and says he has bad enough, and the people are willing to concede that in this instance he has told the truth. Here's a bit of good sound sense from the Durham Sun: "If people would talk about the good deeds of their fellow men and women with as much avidity as they do of evil deeds LA Inaity, how much more joy and there would be in the world? the good and lift the world at the expense of the credulous will decrease and ultimately di-appear from the business world. By the very decisive vote of ""302 to 30 Roberts, the man with three wives, has been refused a seat in congress. The action of the House will meet with the approval of over 75,000,000 of the population of the United States. It would have been a disgrace to the nation had any other conclusion been reached. Now if the virtuous mem- bers of congress will :unseat those members whose moral character is a stench in the nostrils of the people, they need not apprehend severe criti- cism. ft It is understood that the republican manipulators of Florida will hold a state convention some time in January to select delegates to the national republican convention. The people, of course, will have little or no voice in this gathering. When it comes to nominating candidates for state officers, with certain defeat staring them in the face, the rank and file of the party may be consulted. When there is nothing in ijt for them the manipula- tors can afford to be fair. There is a general advancement in wages throughout the New England cotton mills center. The people every- where will be pleased to hear of this evidence of prosperity. It will be a blessing to workingmen and a benefit to mankind generally. When the working people are properly compen- sated all business interests are pros- perous. Fourteen new cotton mills have been built along the line of the Southern railroad in South Carolina, and four- teen other mills have been enlarged. What is the reason that Florida can- not have a few cotton mills? If they pay in other states wlhy should they not Prove profitable in this state? The proposition to reduce the num- ber of southern delegates to the repub- lican national- conventions may be taken to indicate that Russell A. Alger is not to be allowed to squander his money in that direction in efforts to secure the nomination to the presi- dency. Throat Sore? There's no telling what a sore throat will do if you give it "right of way." Uncertain remedies often cause dan- gerous delay. Make a cure sure with PAIN-KILLER, tnown for half a cen- tury a specific for sore throat, croup, coughs, and all, kindred troubles. Keep it by you for an emergency. It never fails. Avoid substitutes, there is but one Pain-Killer, Perry Davis'. Congress should move very cau- tiousy about any increase in the standing army. Too much military power is dangerous to free institutions. It is as difficult sometimes for the military and the civil authorities to harmonize as it would be to mix oil and water. As nearly as possible the military power should be held to be subordinate (-o the civil authorities. Any inereasc of the army cannot be too jealously watched. A very remarkable showing of re- ceipts from al sources of the Island of Cuba for the nonth of October, 1899, has been mad& public by the war de- partment. Many papers 'in South Florida are urging the impiorement of the public roads. That is right, and papers in all parts of the state should do the same thing. Alachua county is able to place her roads in good passable condition, and it should be done. There is nothing lost, but.much gained by keeping the roads in good repair. Good roads. are profitable to any com- munity. Major Robert Gamble of Tallahas- see,, a distinguished veteran of the Seminole war, now in his eighty-sixth year, has addressed a communication to the' Florida delegation in congress urging the allowance of an increase of pension, under theiact of 1892, to the few survivors of that war, nearly all of whom are almost, if not quite, his own age. The republican majority in the lower house of congress will attempt to establish the gold standard and ,in- crease the privileges of the national banks. If there is any way to thwart this movement it should be done.
