To His Exzellency N. B. Broward, Governor of the State
of Florida:
Sir:-
In accordance with the provisions of Chapter
5469, Laws of Florida, requiring the taking of the
census of the State of Florida in the year, 1905,
we have the honor to submit herewith our report
of the same.
At the very outset we were confronted with
numerous embarrassing obstacles owing to the very
imperfect and ambiguous wording of the law, to
say nothing of the omission of important require-
ments; there should have been a clause requiring certain
qualifications, and also the bonding of the Enumerators,
for the faithful and correct performance of duties, and
the Enumerator should have been clothed with the power
to compel unwilling persons to supply the information
asked for and necessary to obtaining a correct and full
census. Another serious drawback to securing well
equipped and efficient men of business capacity to accept
the position of Enumerator, was the smallness of the pay
allowed for the work; we know of a considerable num-
ber of enumerators who lost money on the work, actually
paying out more than they received, others barely came
out even, and we do not believe the number of those who
came out ahead on the work would exceed one domen;
there is one case, that of Mr. R. C. Caldwell of Escam-
bia County, deserving special recognition; he met with a
series of misfortunes wholly providential, in which he
lost the greater part of his work at one time during the
epidemic of yellow fever, and later almost the entire work
was again destroyed in the big fire in Pensacola. Mr.
Caldwell finally completed his work with credit to his
county, at a considerable personal loss; he is undoibt-
edly deserving of double the original pay for his Work;
and we also suggest that it would be but simple justice
to appropriate additional pay for the entire list of eam-

erators. An additional appropriation of, say two (2)
cents a name for the population list, would be a very con-
servative and fair sum to give for the work; in such case
f12,500.00 would cover the outlay and possibly leave a
small margin to be returned to the Treasury. We do not.
believe the State should require and accept first-class serv-
ice for fourth-rate pay.
The work is divided into four parts, Population, Mor-
tality, Agriculture and Manufactures, which we consider
to be in the order of importance.
We have presented the matter contained in this work
in tabular form rather than text, for the reason that the
information wanted can be found much more easily, and
the tables are arranged in such a plain and simple man-
ner, with distinguishing title of each, that the informa-
tion desired upon any subject may be found conveniently
and without delay.
The statistics of the census, as shown in the tables.re-
ferred to, relate either to the census day of July 1st, 1906,
as prescribed by law, or to the census year, embracing the
period between June 30th, 1904, and July 1st, 1906, ex-
cept that in the case of crop statistics, which are reported
-field crops for the year 1904, and the truck and garden
products maturing and being harvested before July 1st,
1905; and all of the manufacturing statistics for the busi-
ness year most nearly conforming to the census year in
each case.
In making comparisons with the United States census
of 1900, it must be borne in mind that the percentages of
increase, etc., of the census represent only the period of
five years between the two dates. It will also be observed
that comparisons are made in a number of tables, with the
figures of the United States census of 1900, and in tables
No. 1 and No. 2, we have used the figures of the United
States census for the census years 1830 to 1900, inclusive,
in addition to the figures of the State census for the cen-
sus years 1885 to 1905, inclusive, also with the percent-
age of increase for the years mentioned, and giving the
percentage of increase for the five-year periods between
the United States census of 1880 to 1900, inclusive, to the
time when the census was taken by the State up to 1905,
inclusive.
The same plain and simple forms of tabulation used
In the preceding parts of the work are also used in the
remaining parts, except in the statistics of farm products

in which latter case we have arranged the products of
each county to itself, that those wishing to know the
agricultural resources of a particular county may have
the information before them in a consolidated and con-
venient form.
In the manufactuires, classification has been made of
all industries and products in such a plain manner that
there can be no difficulty in understanding their meaning.
The cost of the census work is within the limit of the
appropriation, and the sums expended will be found in the
reports of the Comptroller and Treasurer.

POPULATION

OF

FLORIDA,

TAKEN IN 1905.

Florida was organized as a territory March 30th, 1822,
and admitted into the Union as a State March 3rd, 1845.
Table No. 1 gives the population of Florida at each
census from 1830 to 1900, as taken by the U. 8., and the
census for the intervening periods between 1885 and 1905,
inclusive, as taken by the State, together with the in-
crease in number and percentage of increase. The popu-
lation of the State in 1905 was 614,845, as against a popu-
'lation of 528,542, as shown by the census of the United
States for 1900, showing an increase in five years of
88,845, or 18.4 per cent.
Table No. 2 shows the population of the State by coun-
ties at each census from 1830 to 1900 by the United
States and the periods between 1885 and 1905, inclusive,
by the State; this table, with its foot notes, is so ar-
ranged because of its historical value.
Table No. 3 shows the area in square miles of the land
surface of the State aud the population by counties for
1905 and 1900, compared. The average number of persons
per square mile is 11.8, as compared with 9.7 in 1900.
Table No. 4 shows the increase in number and per cent.;
nine counties show a enmall decrease in population; this
decrease with one or two exccr.tions is confined to th':
agricultural section of the Qtate and represents almost
entirely a shifting of the negro population from the farms
to the turpentine camps and mills, and to the track and
fruit growing sections ot the State, where better wages
are pold for labor than can be afforded by the general
farmers.

ERRATA.

An error by the printer in the figures of the above table
makes the population of 1895 read 4,;4,399, when it
should read 464,639; and the percentage should read
18.76, in place of 15.76.
Also, the per cent in 1885 should read 25.57 per cent,
in place of 20.37.
Also. by reference to page 7, table No. 18, after the
word "persons" and before the word "in," the word "not"
should be inserted.
While it becomes necessary to make the above correc-
tions, we avail ourselves of the opportunity to make some
features of the above table what we think will be a little
clearer to the reader, to wit: The census figures in the
above table for the ten-year periods beginning with 1830
are the figures of the U. S. census, and are calculated on a
ten-year basis. The figures for the intervening years.
1885, 1895 and 1905, are the ttate census figures for the
three censnses taken by the State, and are calculated on a
basis of five years. showing the increase over the census
years of 1880. 1890 and 1900.
